The event marks the first time NECA has brought together member leaders and business experts for a joint national spring meeting. Close to 1,000 NECA contractors and company employees, along with NECA chapter staff and industry stakeholders, attended the event. The beautiful desert environment offered a lovely backdrop for the conference, with plenty of activities to enjoy the outdoors and explore the sights of Phoenix.

“The time was right for this kind of conference. We saw a need for a leadership meeting, and NECA Now was a great success.” said John M. Grau, NECA CEO. “NECA Now brought together several converging trends in our industry – how the business and technology of electrical contracting has changed in recent years and how we now have a younger, more diverse generation of electrical contractors. NECA Now focused on leadership in both areas to help us strengthen and grow as an association and an industry.”

Sessions That Connect Leaders

Conference keynote and breakout sessions were all based on honing leadership skills and traits, whether through managing a family business, using technology to improve productivity, or encouraging innovative problem-solving.

The conference was organized to make the most of collaboration between attendees and session leaders. Keynote and breakout sessions were followed by interactive breaks for more in-depth discussion between industry experts and attendees with questions.

“I attended the Social Security and Retirement program given by Robert Kron. Before attending I thought I knew what I needed to do for my [Social Security] retirement, but after attending I actually do know,” wrote one company owner. “During the interactive break, Robert showed me how to increase my Social Security retirement benefit. It was well worth the time!”

“NECA Now’s education sessions broke out from the traditional classroom model, and feedback from the participants was overwhelming positive about the change,” said Beth Ellis, NECA Executive Director, Convention/Exposition. “Our speakers did a great job of connecting their topics to what the industry is experiencing right now.”

Technology in Action

Session materials, speaker bios, event updates and CEUs were tracked with a meeting app, sponsored by Graybar and developed exclusively for NECA Now. “We wanted to make NECA Now as green as possible, and the app allowed us to eliminate binders and handouts. It also provided instant conference updates and connections for attendees,” Ellis said. “Adapting to new technology is something NECA contractors do well, so we wanted to use it at a meeting that was focused on preparing company leadership for the future. In an industry that’s changing so rapidly, NECA should reflect those changes at our events.”

The evolving electrical construction industry was also extensively covered in market and business development discussions. “NECA is placing more emphasis on expanding existing markets and entering new markets through aggressive business development. Embracing changing markets is another aspect of industry leadership that was covered at the conference,” said Mir Mustafa, NECA Director, Business Development. Mustafa led two panel discussions on emerging markets such as energy storage, smart and micro grids, and distributed generation.

Networking was another important feature of NECA Now. Participants enjoyed several team-building exercises, including a golf tournament sponsored by Graybar and a margarita-making challenge sponsored by Schneider Electric.

Another NECA Now?

Future plans for another NECA Now leadership conference are unknown, but Ellis said that event’s success was strong enough to consider bringing it back. “We planned NECA Now with extremely high goals. Several contractors said afterwards that they wanted more of their company employees to experience the leadership training offered at the conference. So long as there is a need for leadership development, you can be sure NECA will have the events that meet that need.”

Download the NECA Now app for session information and handouts and check out photos from the event on Flickr.

DOWNLOAD THE NECA NOW APP FROM ITUNES
DOWNLOAD THE NECA NOW APP FROM GOOGLE PLAY

About the National Electrical Contractors Association

NECA is the voice of the $130 billion electrical construction industry that brings power, light, and communication technology to buildings and communities across the U.S. NECA contractors help customers achieve their goals for energy conservation, efficiency and renewable power. The MLU has been the industry’s go-to source for electrical construction estimating information for 90 years. Updated every two years, the MLU details the national average for the direct labor time required to install electrical material under typical conditions on a typical project.

What is the MLU?

“NECA’s Manual of Labor Units has been the industry standard for electrical construction estimators and project managers for decades,” said Greg Mankevich, executive director of NECA’s Management Education Institute (MEI). MEI develops and publishes numerous technical and professional guides for the electrical construction industry, “but the MLU remains a priority publication because so many construction professionals rely on its data,” Mankevich said.

The MLU is used daily by electrical contractors and estimators, as well as general contractors, facility and materials managers, product distributors and financial professionals – “anyone working on a construction project where labor must be accurately accounted for,” he said.

“The MLU provides the baseline for electrical project estimating,” said estimating expert Bob Mooty. Mooty has compiled the MLU data for the publication for twenty-five years and has keen sense for industry trends that will affect calculations from edition to edition.

“We document MLU data at a very high standard,” Mooty said. “It’s a massive undertaking to produce the MLU every other year, but it is an essential resource for anyone who estimates or tracks projects bids. Electrical contractors who can reference the MLU in bids or change orders are using a reputable, established resource, and that gives their numbers credibility.”

Online Training for the MLU

Mooty also developed an online training course demonstrating how the MLU can be used for maximum efficiency. The one-hour course shows contractors and estimators how to properly apply the labor unit data to a specific material installation; it also covers information about the origin of the labor units and how these labor units can be used to competitively bid electrical construction projects.

MLU and Materials Pricing

The Manual of Labor Units is also available as a real-time database through Trade Service, the industry’s leading data provider of construction materials. Subscribed users of Trade Service’s popular price and product updating software, TRA-SER® Premier, can automatically import MLU data directly into their estimating or accounting database, along with pricing data. The item price and cost to install the item will be accessible in one easy-to-use electronic catalog.

Trade Service will match the labor units to specific items within TRA-SER so this data can be easily imported to the contractor’s business system database. Trade Service is also working closely with the industry’s business system providers to enable this new export / import functionality.

“Contractors can take full advantage of the MLU for created bids and change orders when they add a TRA-SER Premier subscription,” said Dan Walter, NECA Vice President and COO. “It makes materials and labor information available from the same source at the same time, and the TRA-SER Premier with the MLU was the first to use this technology.”

NECA is hosting a free webinar on using TRA-SER Premier technology with the MLU on Thursday, April 25. The webinar is free, but you must register online.

Ordering the MLU

Please contact Beth Margulies, beth.margulies@necanet.org, 240-461-4769, to schedule an interview.
NECA contractors employ highly trained and skilled workers who are well compensated in wages, health and pension benefits – core components of a strong and sustainable workforce. The electrical construction industry invests $100 million annually in what we believe is the largest and most successful apprenticeship and training program in the nation. Across these industries, workers receive the highest level of training in the industry participating in hundreds of hours of classroom lectures and discussions and up to 8,000 hours of on-the-job training. Since NECA invests in ensuring that our workforce is the most skilled, we must anticipate that these workers have a future here in America.

It appears the Border Security, Economic Opportunity, and Immigration Modernization Act of 2013 may address many of the key elements needed for reform: first and foremost, a new employment verification system, a mechanism for the undocumented to earn legal status after meeting several requirement, and reforms to our guest worker programs. Given the size and scope of the legislation, NECA will continue to carefully review the many details of this complex legislation.

[NECA joined other construction associations on April 3 to voice concern about the deal for immigration reform brokered to cap the number of guest visas issued for the construction industry. The group’s statement offered that the market should determine the number of guest visas issued, especially as the construction industry is rebuilding from record unemployment and the decline in work caused by the recession. This joint statement from construction organizations marks the first of several industries expected to announce their objections to the proposed legislation, and was covered extensively in national political and news outlets. Download full text of the letter.]

The National Electrical Contractors Association (NECA) launched a full redesign of its website, necanet.org, this week. NECA is the voice of the $130 billion electrical contracting industry responsible for bringing power, light and communication technology to buildings and communities across the U.S. The association’s overhauled website makes information for its members and the public more accessible.

“NECA serves the entire electrical construction industry, but our priority is our member contractors,” said NECA CEO John M. Grau. “Our members are continually moving more of their operations online, and NECA’s website was redesigned to support their information needs.”

NECA is the acknowledged leader in online technology for electrical contractors. NECA resources including the Manual of Labor Units, business benchmarking reports and safety training have been available online for several years; the redesign of necanet.org has comprehensively incorporated these resources with NECA’s full website and social media platforms. “Our members count on NECA to deliver the tools and data that help contractors meet the demands of a changing industry and evolving energy economy,” Grau said.
A leaned-down design and integrated search function are the distinguishing features of the improved necanet.org website. The new necanet.org navigation features content areas for electrical contractors, member services and NECA chapter resources, along with more accessible information for people interested in the industry or who needs to hire an electrical contractor.

Other online features include:

Customized industry news feeds: news items from across the electrical industry, organized by topic. “Not all electrical contractors do the same work. Our members do everything from high-voltage transmission and distribution grid infrastructure to low-voltage wireless communications,” said Rob Colgan, NECA executive director, market development. “With news organized by topics and tagged with key words, they receive the news that is most relevant to their business.”

Consolidated professional development resources: all education, research and training opportunities for electrical contractors are now grouped under Professional Development so NECA members can easily access what they need to get their jobs done.

NECA Communities: dedicated online forums for NECA members to share best practices and connect with fellow contractors with related professional interests.

Social Media Integration: continual real-time posts in a social media feed and added social sharing tools and feedback features. “Electrical contractors are connected in the field and on the jobsite,” Colgan said. “They have different preferences for how they get information through social media, so we’re making sure they can get to NECA through their preferred online channel.”

Integrated calendar and meeting registration function: NECA members can now register for events directly from the online calendar. Members can also update their member profile for the Find An Electrical Contractor website, access local labor relations data, make purchase from NECA’s online store, and write to their Member of Congress with their User ID and password.

NECA Network: links to NECA’s auxiliary websites, including the NECA convention and trade show, Safety Conference, ELECTRI International research foundation, and publications like NECA's National Electrical Installation Standards (NEIS) and ELECTRICAL CONTRACTOR magazine.

Grau issued the following statement upon examination of the Administration’s recently released Infrastructure Investment Plan. Grau calls for a comprehensive plan that includes the national electrical grid.

<a10:content type="text">
Electrical Contractors Stress Infrastructure Investment Must Include Electric Grid

The chief executive officer of the National Electrical Contractors Association, John M. Grau, issued the following statement upon examination of the Administration’s recently released Infrastructure Investment Plan:

"The National Electrical Contractors Association (NECA) recognizes the new plan announced by the President as a first step to address the nation’s aging and ailing infrastructure. As the voice of the electrical construction industry, NECA and our member contractors are acutely aware of the challenges facing the critical infrastructure that connects our country, especially the national electrical grid. A national plan to improving infrastructure safety and capacity is both essential and overdue, and the proposal to use financing alternatives and streamline completion of these repairs is welcome news.

"However, the President’s plan, which focuses primarily on transportation infrastructure, fails to address our national electrical grid. Electricity is our connection to modern society. It is essential to our national security, public safety, financial systems, healthcare and education. When that connection is severed, through either a natural disaster or a breakdown in the fragmented, overloaded grid, all aspects of our lives are affected. We cannot communicate, we cannot access vital information, and we cannot ensure safety and security for our citizens without electricity."

"While short term infrastructure repairs are needed, it is time to get serious about long-term investment in national grid maintenance and upgrades. Recent reports on grid infrastructure investment compared to needs reveal a $107 billion shortfall through 2020, or approximately $11 billion in new funding needed each year until the year 2020. NECA will continue to work with the White House, Congress and industry stakeholders to ensure that necessary repairs and capacity improvements to the national grid are prioritized as we strengthen our country’s critical infrastructure."
</a10:content>

NECA Supports Business-Labor Proposals to Protect Multiemployer Retirement Security

The need for reform of multiemployer pension plans has been a legislative and research priority for the National Electrical Contractors Association (NECA) since temporary measures were adopted in 2006 under the Pension Protection Act. NECA is a founding member of the Partnership, a unique coalition of business and labor groups that work together to protect multiemployer pension plan solvency.

The Partnership report outlines a series of reforms to ensure that multiemployer pension plans are able to continue to provide cost-effective and reliable retirement benefits to millions of working class Americans while protecting taxpayers. This report was completed over 18 months with input from more than 40 stakeholders from both business and labor. NECA contributed its own research from its Labor Relations Task Force, which has studied the issue of electrical contractors' defined benefit plans for more than three years.

The proposals are outlined in the report, "Solutions not Bailouts: A Comprehensive Plan from Business and Labor to Safeguard Multiemployer Retirement Security, Protect Taxpayers and Spur Economic Growth." The full report can be viewed online.

"NECA member contractors contribute to 112 local or regional defined benefit plans that cover more than 174,000 workers," said NECA CEO John M. Grau. "Based on current market values, 75 percent of the assets of all these plans is held in plans that are in the green zone [plans classified as solvent], and 70 percent of the participants are covered by green plans. However, we need to put permanent reform measures in place as soon as possible to ensure all the employees of NECA contractors have security in their retirement. The Partnership's report offers the best solutions to protect the workers who work for all NECA contractors."

The recent economic downturn has exacerbated the cumulative effects of three decades of statutory and regulatory changes to multiemployer pension plans. This is further compounded by the addition of broader financial reporting requirements, tightening credit markets, and unprecedented competitive pressures on contributing employers, leading to an environment of decreased long-term viability of many plans as new employers are discouraged from participating and existing employers are encouraged to withdraw.

The report offers specific, private-sector recommendations for reform that will improve the retirement security of plan participants, enhance the ability of plans to retain contributing employers by limiting financial volatility, and help prevent the need for federal funding of such plans.

"To protect multiemployer retirement security, we need solutions that address the long term challenges facing both employers and employees," said Marco Giamberardino, NECA Executive Director, Government Affairs. "The proposals presented in the NCCMP Retirement Security Review Commission Report do just that. These joint solutions will ensure that these plans continue their mission of providing reliable retirement benefits to millions of working class Americans and enable the employers who fund the plans to remain strong contributors to the national economy. But we need to move quickly to adopt these recommendations to protect both the workers and the economic investment the plans provide."

For more information on the Partnership, or to read the full report, visit www.solutionsnotbailouts.com. Marco Giamberardino is available as an expert media source on the legislation for multiemployer pension plans and the economic impact of NECA members' contributions to these plans.

About NECA: NECA is the voice of the $130 billion electrical construction industry that brings power, light, and communication technology to buildings and communities across the U.S. NECA contractors help customers achieve their goals for energy conservation, efficiency and renewable power. The researchers worked closely with 24 project task force members to produce the market analyses.

“This is the first exhaustive study of how electrical contractors can help make public electric vehicle charging more accessible and energy-efficient,” said Foundation president Russ Alessi. The overall goal of the research was to analyze market sectors of businesses that have multiple locations where energy audits can be conducted and where PVs and electric charging stations for PHEVs can be installed. The three specific objectives of the research included:

Identifying potential clients and locations

Developing a marketing plan and pricing model for electrical contractors for marketing purposes

Developing a framework for a certification program that would be created to certify PHEV charging station installers.

Ways to combine charging station installation with energy efficiency upgrades were also analyzed and reported on for each of the stated objectives.

The report can be downloaded as a PDF free of charge for NECA members. The newest edition of the Tool and Equipment Rental Schedule, 2013-2014 for inside and line electrical contractors is now available from the National Electrical Contractors Association.

The Tool and Equipment Rental Schedule contains average rental rates that can be useful for internal estimating and cost accounting or quoting prices to customers. The updated rental rates in this schedule are based on average initial purchase price, ownership expenses, and use periods. Actual experience records and schedules of electrical contractors, as well as the schedules and practices of equipment rental dealers, were reviewed to make the 2013-2014 edition as timely as possible.

NECA partnered with EQUIPMENTWATCH to produce the latest edition of the Tool and Equipment Rental Schedule. “EQUIPMENTWATCH brought a lot of industry knowledge to this edition of the publication,” said Greg Mankevich, NECA executive director, Management Education Institute, the team responsible for producing many of NECA’s technical guides for the electrical construction industry. “EQUIPMENTWATCH has information about market values, specifications, ownership and operating costs for construction equipment, all of which have shifted during recent economic conditions.”

Mankevich added that many factors were considered when updating the rental schedule. “For smaller equipment and tools, changes in the list prices were most significant, while for larger equipment, comparisons with third-party rental rates and first-principal analysis had greater influence on the rental rates.”

In addition, Rental Schedule editors made a serious effort to delete outdated equipment and include newer items that had just recently entered the marketplace. The 2013-2014 version also contains an updated and more exhaustive list of rates for instruments and testing equipment.

As with any other investment, a contractor must also seek a return on the investment made in tools and equipment. The deal in place addresses critical tax issues will give our members the predictability they need to move their businesses forward. They may fill some of their job openings, and perhaps make some purchases they have held back on.”

Some of the major provisions affecting the electrical contracting industry include:

A permanent reduction in the estate tax at a maximum of 40 percent, with a $5 million per spouse exemption, indexed for inflation;

A permanent patch to the alternative minimum tax, indexed for inflation; and,

A dozen energy efficiency-related credits were extended through 2013.

Giamberardino said electrical contractors were especially pleased with the extended tax credits for energy-efficient projects. “Energy prices are high, and electrical contractors are trusted to help building owners save on their operating costs. Tax incentives for those investments help everyone who wants to build greener while saving on their power bills.”

There are still numerous provisions comprising the fiscal cliff that were not included in the American Taxpayer Relief Act. Automatic cuts in federal spending to reduce the budgets of most agencies and programs by up to 10 percent that would have begun January 2 have been delayed only for two months.

The fiscal cliff measure also does not address the debt ceiling, leaving the Treasury Department to employ “extraordinary measures” to cover about two months' worth of borrowing. Funding of the federal government is also an issue that must be addressed. A continuing resolution funding the government expires on March 27, so action is urgently needed. Finally, the deal does not directly address comprehensive tax reform.

“NECA has worked across the aisle on these issues, and we stand ready to work with the members of the 113th Congress as they begin to tackle these many complex issues,” Giamberardino said. “Comprehensive tax reform that simplifies the tax code, coupled with a smarter approach to Federal spending, will help solve our long-term economic health.”

Full results of NECA’s “fiscal cliff” survey of electrical contractors and the association's portfolio of legislation issue statements can be viewed online.

About NECA: NECA is the voice of the $130 billion electrical construction industry that brings power, light, and communication technology to buildings and communities across the U.S. NECA contractors help customers achieve their goals for energy conservation, efficiency and renewable power. The results of the survey clearly indicate that NECA members are being negatively affected by the fiscal cliff and that they are preparing for the worst, should the 2001 and 2003 tax breaks expire on January 1, 2013.

The survey netted nearly 400 responses, and all were in unanimity about their concerns over the effect the fiscal cliff. The looming threat of more taxes and less investment continues to hamper growth for electrical contractors nationwide. Nearly two-thirds of the respondents said that their company is organized as an S-Corporation – “flow-through” businesses whereby their business income flows through to the shareholder or owner, who then pays taxes on that income at the individual tax rates. Owing to this tax classification of their business, proposals to raise taxes on upper-income Americans will affect most NECA members nationwide. The survey results also confirmed that 80 percent of NECA contractors are small businesses.

According to survey responses, if a deal is not reached to avert the fiscal cliff:

67% will reduce their workforce

67% will postpone hiring

73% will postpone or cancel purchasing new equipment

When asked to compare their business from 2011 to 2012:

42% of respondents reported that their company had seen an increase in business in 2012 when compared to 2011.

39% reported having less work in 2012.

65% do not expect business to increase in 2013 due to increasing tax burden, uncertainty in the tax code, and sluggish demand for construction.

“The results are clear. This survey reaffirms what we have heard from business owners all year long – that until real solutions are finalized by Congress and the President, they are going to hold back on everything, from expenses to hiring,” explained Marco Giamberardino, NECA executive director, government affairs.

“Construction was disproportionately hurt during the recession, and contractors have struggled to make up more ground than other industries in the recovery,” Giamberardino said. “Contractors can be prolific job creators and economic investors when potentially devastating tax increases are on the horizon.”

Concerning the 2001 and 2003 tax cuts, NECA members rated their top tax issues for their companies:

41% support changes in individual tax rates

28% demand a permanent reduction in the estate tax rate

22% called for changes in other investments affecting capital gains and dividend tax rates

14% advocated for Energy Efficiency Incentives

During the recession, NECA contractors began to grow their business model beyond the typical electrical construction work. As the industry continues to evolve, more contractors are leading the charge into new energy-efficiency markets and streamlined their operations with services like pre-fabrication, which ultimately benefits their customers.

“There is new demand for energy solutions that electrical contractors can provide, especially with high energy costs,” Giamberardino said. Many credit their company’s survival during the recession with the ability to expand their scope of work in these growth areas.

The survey also gave NECA contractors the opportunity to voice their recommendation on how to address the fiscal cliff:

47% think the time for entitlement reform is now.

43% believe reducing and prioritizing spending is the best solution.

Additional responses included the following:

Permanently extending the 2001 and 2003 tax cuts;

Increasing federal investment in infrastructure;

Having both political parties work together to create a bipartisan solution;

Reviewing and reprioritizing federal spending based on actual needs; and

Preventing increases in taxes for small businesses so they can afford to hire more employees and help the economy grow.

Businesses continue to yearn for a sense of certainty and permanency from Congress or they will not be able to keep up with the always changing, costly administrative burden. The average annual cost for NECA contractors to comply with yearly changes to the tax code is $51,991. The costs range from $500 to $1 million, depending on the size of the firm. “Our members believe the work is there – but they are limited from pursuing it until they know where their company stands in terms of the tax code,” Giamberardino said.

NECA has repeatedly urged Members of Congress and President Obama to work together to avoid the fiscal cliff and resolve the complex fiscal policy questions hurting electrical contractors. Infrastructure investment is critical and its value was made clear after Hurricane Sandy, which is why NECA is urging Congress to include adequate funding for infrastructure improvements in the bill.

NECA is confident that the key points made in this letter will urge Congress to pass such necessary legislation which will, in turn, create work for NECA contractors.

</a10:content>

NECA Offers Testimony on Energy Efficiency (S.3591)

On December 12, the Senate Subcommittee on Energy, Natural Resources and Infrastructure held a hearing on “Tax Reform and Federal Energy Policy: Incentives to Promote Energy Efficiency.”

<a10:content type="text">
On December 12, the Senate Subcommittee on Energy, Natural Resources and Infrastructure held a hearing on “Tax Reform and Federal Energy Policy: Incentives to Promote Energy Efficiency.”

The announcement was welcome news to the city – not just for the 200 jobs the factory promises to bring, but for the environmental benefit the city will see when Smith’s zero-emissions vehicles replace diesel-powered delivery trucks.

It’s also good news for NECA contractors who are ready to serve the electric vehicle supply equipment (EVSE) market. Smith has been and will continue working closely with NECA to ensure the company has a nationwide network of electrical contractors knowledgeable about EVSE technology to install reliable EV charging systems for Smith’s fleet customers.

Electrical contractors with specialized training for performing EVSE work are especially important to Smith because many of the company’s deals with cities like Chicago and New York City include incentives for local businesses that trade in their diesel delivery trucks for Smith’s electric transport vehicles. EVSE-savvy electrical contractors employ electricians that have been trained and certified by the Electric Vehicle Industry Training Program (EVITP). Phase 2 curriculum recently released by EVITP specifically addresses commercial installations and the fast charging stations required to keep electric vehicle fleets on the road and saving money for their operators.

Smith also shows a commitment to the communities that adopt emissions-free fleet vehicles by locating manufacturing facilities there. Smith CEO Bryan Hansel said, “We truly feel a local presence will create demand. The city of Chicago may not buy trucks from us if we we’re not located there. And the beauty of our business model is that the shops don’t need a lot of capital or overhead.”

Hansel was a panelist at NECA’s 2012 Energy Forum, where he spoke about the opportunities for electrical contractors ready for EVSE work. “For our company, having regional service, sales and assembly operations helps us meet the needs of local fleets,” Hansel said at the event. “And electrical contractors are an important aspect of the total customer-service experience we want to offer communities and companies who invest in our products.”

EVITP provides training and certification for electricians throughout the U.S. through a network of electrical industry training centers and community colleges. The program offers comprehensive curriculum developed with Industry Partners like Smith Electric Vehicles and NECA, through two 24-hour courses covering residential, commercial, public and fleet installation best practices. For more information on EVITP, visit www.EVITP.org.

NECA also published the first ANSI-approved standard for electric vehicle supply equipment installation, NECA 413, Standard for Installing and Maintaining Electric Vehicle Supply Equipment, in September. The standard pulls together information from EVSE manufacturers and automakers and incorporates findings from the National Electric Code (NEC) about this new technology shaping the modern transportation.

Like EVITP, NECA 413 was the result of an extensive collaboration between electric vehicle manufacturers and equipment suppliers.

“We wanted to help facilitate EV technology, while protecting the investment EV owners have made,” Michael Johnston, NECA executive director, standards and safety said. “Early adopters should be completely secure that their electric vehicles are going to perform as expected, and this standard brings together the technology and installation instruction to ensure they get the full benefit of their investment. EVSE installations should only be done by installers who have received appropriate training and know what codes and standards to follow.”

Full coverage of Smith’s announcement in Chicago is available on the company’s website, http://www.smithelectric.com/press-room/.

About NECA: NECA is the voice of the $130 billion electrical construction industry that brings power, light, and communication technology to buildings and communities across the U.S. NECA electrical contractors help customers achieve their goals for energy conservation, efficiency and renewable power. Most of our member contractors are small, family-owned business who are disproportionately hurt by this unreasonable tax,” said Marco Giamberardino, NECA executive director, government affairs.

For NECA members, the estate tax is essentially a penalty their families must pay in order to keep their electrical contracting businesses in their family. Prior to 2001, the federal estate tax rate was such a burden that families often sold their small construction companies to pay the estate tax. In turn, this creates disruption for company employees, customers and suppliers. Failing to address this issue as part of any tax reform proposal could put many family businesses at risk, forcing them to sell their small firms in order to pay the estate tax.

“I’m a second generation electrical contractor. I have three children who are beginning to work for me, and obviously, I’d like very much for our business to go to the third generation,” said Steve Hargrove, President, Hargrove Electric Co., Dallas. “I don’t know if we’ll be able to pass along the company to our children without major changes to the law. Where will my kids go, and where will our company go when I’m gone?”

“With only 33 days to go, the lingering questions over the fate of the estate tax only adds to the uncertainty that small businesses continue to face,” Giamberardino said. “We urge Congress to repeal the estate tax to allow family-owned businesses to focus on growth and business planning that would advance our economy, create new jobs, and strengthen businesses to succeed for generations.”

Read the full text of NECA’s letter to Congress calling for estate tax repeal below. NECA’s position paper on estate tax repeal can be viewed online.

About NECA: NECA is the voice of the $130 billion electrical construction industry that brings power, light, and communication technology to buildings and communities across the U.S. NECA contractors help customers achieve their goals for energy conservation, efficiency and renewable power. This newly revised standard is an amendment of the 2006 edition that describes installation procedures and design considerations for aluminum building wire and cable in residential, commercial, institutional and industrial applications not exceeding 600 volts. The standard was jointly developed in cooperation with the Aluminum Association.

While all conductors contain electrical charges, aluminum conductors behave differently than copper conductors, and therefore, slightly different installation techniques must be used to install them. NECA/AA 104 addresses the unique specifications and characteristics associated with installing aluminum conductors and cables. Vital information about splicing, terminations, corrosion protection and conductor ampacities are explained in careful detail in the standard. The installation information in this NEIS® is not found in the NEC®, but it is essential for those installing and maintaining wiring systems designed with aluminum conductors.

“Aluminum wire has been used for transmission of electricity since the early days of the industry, but we’re now aware of special precautions that must be taken for safe installation,” said Michael Johnston, NECA executive director, standards and safety. “As new technologies and product uses emerge, the NEIS evolve to keep pace with what electrical contractors need to know to deliver safe installation.”

Many other NEIS have been revised and expanded to align with the current edition of the NEC and other applicable standards. Johnston emphasizes that “the standards are constantly providing significant value to those in the electrical designing and engineering communities. The NEIS help professionals in developing design specifications because they can dramatically reduce specification-writing time.”

NEIS® are the only quality and performance standards for electrical construction. They are used primarily by electrical contractors, consulting engineers, facility managers and other professionals who design and specify for electrical construction projects. With their installation detail, illustrations and thorough explanations, NEIS® are also a valuable training tool for electrical construction industry. Individual NEIS®are available in hard copy and as PDF downloads from NECA’s website.

There are now 42 NEIS®, with more essential standards in development, specifically standards related to renewable energy, energy management and wind power generation systems. In addition, Vol. 8 of the NEIS® Yearbook was recently released, which includes NECA’s two newest NEIS, NECA 412 Standard for Installing and Maintaining Photovoltaic Systems and NECA 413 Standard for Installing and Maintaining Electric Vehicle Supply Equipment (EVSE).

NECA/AA 104-2012 Recommended Practice for Installing Aluminum Building Wire and Cable is $20 for NECA members and $40 for non-members. The “fiscal cliff” refers to decisions that must be made on numerous national budget issues, including entitlement reform, spending cuts and expiring tax provisions. In a letter to the President and Congressional leaders, NECA described how the uncertainty of the fiscal cliff is affecting its member contractors, the majority of which classify as small businesses.

“The construction industry was particularly hard-hit by the recession, and we have continued to struggle with record unemployment. Many NECA members have closed their doors in the past four years,” said Marco Giamberardino, NECA executive director, government affairs. “However, we are now seeing new electrical contractors setting up shop. We want them to have every opportunity to succeed and put more people back to work. But they need to know what their tax rates are going to be before they can start hiring.”

NECA has been a strong advocate for the President and Congress to work together on economic issues.
