<p>Dear Mr. Sidibé and Dr. Loures:</p>
<p>As the UNAIDS Programme Coordinating Board NGO Delegation, we are writing in support of a letter sent to you by members of civil society that calls on UNAIDS to collect and report better data regarding those age 50 and older who are living with HIV and to stimulate new research efforts examining the treatment, care and support needs of this growing population.</p>
<p>We join our colleagues in suggesting the following concrete steps that UNAIDS should take in order to adequately account for this population’s unique needs:</p>
<p><strong>1.</strong> <strong>Generate improved estimates of people aged 50 and over with HIV</strong> in line with the UNAIDS Reference Group on Estimates, Modelling and Projections agreement, and include these estimates in the UNAIDS report for the General Assembly in September and annual World AIDS Day report.<strong> </strong></p>
<p><strong>2</strong>. <strong>Discuss at the next meeting of the newly re-formed MERG</strong> how to take forward the 2010-11 UNGASS indicator review process recommendation on expanding the age brackets of GARPR indicators and the similar recommendations of the UNAIDS Reference Group on Estimates, Modelling and Projections from September 2012.</p>
<p><strong>3</strong>. <strong>Review and clarify the division of labour between WHO and UNAIDS</strong> on physical care, including the neglected issues of the links between non-communicable diseases (NCDs) and HIV, palliative care and the ageing of HIV.</p>
<p><strong>4.</strong> <strong>Develop targeted prevention messages and interventions</strong> aimed at older adults.<strong> </strong></p>
<p>We believe that these steps will result in significant progress in addressing the needs of people over 50 living with HIV and AIDS and welcome any further discussion that may be taken at a future meeting of the Programme Coordinating Board.  Thank you very much for your consideration.</p>

Registration does not automatically grant access; all Observers must be approved by the UNAIDS Executive Director and chair of the Board.</p>

		<description><![CDATA[<p>The UNAIDS PCB NGO Delegation is pleased to welcome its two new NGO Delegates for the Asia-Pacific and Europe regions who will be replacing the representatives for the <a href="http://www.itpcglobal.org/" target="_blank">International Treatment Preparedness Coalition</a> and the <a href="http://www.eatg.org/" target="_blank">European AIDS Treatment Group</a>.</p>

<p>John Rock has lived with HIV for over thirty years. He knows that he is only alive today because of the availability of good quality treatment. That is why since 2001 he has volunteered his time to fight for treatment access for all PLHIV in all countries. He served as Australian Board member of APN+ and as an advisor. Since 2008, he has been involved in the implementation of an AusAID-funded capacity building program in nine Asia Pacific countries on behalf of APN+. John is an active Global Board Member of ITPC which he sees as critically important in attaining the goal of quality HIV treatment for all.</p>

<p>Bryan Teixeira has been involved with the HIV NGO field since 1983 and is currently a consultant and active member of EATG. He founded the first HIV support groups in Vancouver and became Chair of the Board of AIDS Vancouver Island, one of the first HIV organizations in the world to be involved with needle exchange work for people living with HIV. He moved to the UK to become the CEO of Naz Project London, the largest and longest established HIV NGO in the UK working predominantly with migrants, where he has run successful HIV prevention projects.</p>

Mabel Bianco, NGO Delegate for Latin America and the Caribbean, was one several women&#8217;s representatives who recently met with the out-going Dr. Michelle Bachelet in New York ahead of the UN Commission on the Status of Women.</em></p>

<p>On March 8th, Mabel Bianco and the group of women from Latin America and the Caribbean who attended to the 57th Session of the UN Commission on the Status of Women in New York met with UN Women Executive Director, Dr. Michelle Bachelet.</p>
<p>On March 15th Bachelet announced she is leaving UN Women. &#8220;Latin American and Caribbean women thanked Dr. Bachelet for hard and fruitful work. We will miss her in UN Women. We wish her all the success in Chile&#8221;, said Bianco.</p>
<p><span id="more-20267"></span>In the meeting, Bianco expressed on behalf of the group the satisfaction of them for the constitution of the Regional Advisory Committee of Latin America and the Caribbean, pointing out that it was set up through a participative process of women’s organizations and UN Women. Afterwards, she expressed her interest in urgently constituting those committees at country level, especially to make contributions to strategic planning, which will be considered in the board on December 2013.</p>
<p>Moreover, the President of FEIM reported to Bachelet on the establishment of the Ad Hoc Regional NGO CSW Committee from Latin America and the Caribbean, which started acting this year by elaborating the regional document on violence against women and girls in which more than a hundred organizations from all over the region collaborated, and from which some proposals were included in UN Women zero draft.</p>
<p>In this regard, the group of women from LAC expressed their concern on the discussion of the Agreed Conclusion at CSW negotiations because some countries rejected the inclusion of basic aspects. Some of the women expressed to Dr. Bachelet the need to incorporate femicide as a vital problem of violence against women and girls, and that impunity and tolerance should end, as well as recognizing sexual and reproductive rights of women and girls, the increase of vulnerability to HIV of women victims of violence, and the need to incorporate violence suffered by women in especial conditions, such as sexual workers, trans, lesbians, disabled and others.</p>
<p>Dr. Bachelet shared the concern on the incorporation of these issues and some of the women present thanked her for clearly expressing this to the press.</p>
<p>Regarding UN Women, Bachelet reaffirmed the commitment to organize and strengthen the regional advisory committees and the countries’ committees, and asked for support to overcome the lack of resources they are facing. She explained how the organization’s structure was completed, which implies that now UN Women is able to fully work, pointing out the main lines in which she expects the organization can develop.</p>
<p>The meeting ended after almost an hour, and the commitment to collaborate was reaffirmed by both the LAC women’s organizations and UN Women.</p>

<p>2. <strong>Invest in communities</strong>, particularly women, young people and vulnerable groups, so they can design, implement and monitor HIV, health and development programs tailored to their needs.</p>
<p>3. <strong>Repeal punitive laws </strong>and change behaviours that stigmatize and discriminate against People Living with HIV (PLHIV) and key populations such as gay men and other men who have sex with men, sex workers and people who use drugs.</p>
<p>4. <strong>Fulfill the rights of all people</strong>, including young people, to have accurate information on HIV, sexual and reproductive health, and human rights.</p>
<p>5. <strong>Persevere to achieve universal access </strong>to HIV prevention, treatment, care and support, through shared responsibility and global solidarity.</p>
<p>It is evident from this e-discussion that maintaining HIV as a priority within health and the wider development agenda is important to many people around the world.</p>
<p>UNAIDS and the Moderators of this e-discussion would like to thank all participants for their contributions.  This paper will be submitted to the Global Thematic Consultation on Health, due to take place in Gaborone, Botswana, on 5-6 March 2013. It will also contribute to the Global Thematic Consultation synthesis report to be published on the <a href="http://www.worldwewant2015.org/" target="_blank">World We Want 2015 webpage</a>, and other relevant post-2015 forums or consultations.</p>

<p style="padding-left: 30px;">&#8220;A large number of policy makers, civil society leaders, and health networks are already discussing what an appropriate post-2015 health goal (or goals) should be. Under those goals, there will also be a need to set specific targets and indicators to measure progress towards the goals. While the MDGs included a specific goal addressing HIV, it is unlikely that the next set of goals will include something specific to HIV. Many experts believe that the UN member states will set only one overarching post-2015 health goal, but that there will be ways to set a global goal on health that, alongside other goals on poverty, education, gender equality, and the environment, will provide new opportunities to coalesce unified commitment and action for progress in the fight to end the HIV epidemic.</p>
<p style="padding-left: 30px;">We need to ensure that these discussions include the perspectives of all people working to end the HIV epidemic, including people living with HIV and other key affected populations (men who have sex with men, people who use drugs, sex workers and transgender people).</p>
<p style="padding-left: 30px;">This survey has been launched to gather your ideas and recommendations. What post-2015 global health goals will help accelerate the end of HIV and AIDS? What specific targets and indicators are essential to track in the HIV response?&#8221;</p>

<p>The Delegation clearly demonstrated their value for civil society in this board meeting: in the Gender item, it added language for “women from key populations” and “women’s rights and health organizations” and secured UNAIDS to report on the implementation of recommendations from the mid-term review; under Strategic Investment, the Delegation lobbied for and gained reporting on UNAIDS’ technical support; and it pushed for, but did not obtain, the promotion of investments in new prevention technologies and clear recognition for the use of existing prevention technologies.</p>
<p>Over the next six months, the Delegation will focus on follow-up to decisions from the June 2012 NGO report on the HIV funding crisis, the post-2015 agenda, pursuing UNAIDS for a report on technical support and understanding UNAIDS linkages with the Global Fund and its new funding mechanism.  The Delegation is concerned about the potential loss of decision points that arise from the Board’s thematic sessions. As a place where controversial issues can be discussed and highlighted, there is pressure to diminish the sessions’ influence on Board actions due to the normative nature of some themes. The Delegation will continue to clarify this issue within the Bureau.</p>

The Delegation had lobbied over the past year for UNAIDS to <a href="http://unaidspcbngo.org/?p=19131" target="_blank">take a stronger leadership role</a> in <a href="http://unaidspcbngo.org/?p=19551" target="_blank">prioritizing HIV in future goals</a> and welcomed the recent initiative of UNAIDS to engage in the ongoing review of the MDGs as it is concerned that the global AIDS response is being de-prioritized in terms of both political commitment and as a donor priority. The Delegation agrees with the ED that the AIDS response can serve as a test case for what is feasible in a framework of global solidarity and shared responsibility, but that UNAIDS and the wider AIDS community needs to mobilize more to bring forward this case within the post-2015 framework.</p>
<p>For several months, the Delegation has advocated for the findings of the Global Commission on HIV and the Law to be incorporated into the work of the PCB and was pleased to hear the ED’s request for indicators to monitor progress on the implementation of the Commission’s recommendations. The Delegation also worked with drugs NGOs to <a href="http://bit.ly/delegates31" target="_blank">highlight the continuing barriers</a> to civil society’s meaningful participation with UNAIDS Cosponsor UNODC and its ED’s hesitancy in endorsing harm reduction in his World AIDS Day statement.</p>
<p>Delegates <a href="http://bit.ly/delegates31" target="_blank">noted their appreciation</a> for the ED’s call for further funding of the Robert Carr Civil Society Networks Fund as a mechanism to support programmes for hard to reach populations but stressed that much fund is still needed. Forgotten in the speech was a call for the creation and use of the Financial Transaction Tax which the NGO Delegation continues to advocate UNAIDS to support as part of its long-term sustainable financial goals.</p>
<p>The Delegation also <a href="http://bit.ly/delegates31" target="_blank">urged UNAIDS to pay more attention</a> to middle-income countries’ response to HIV. Following up to the CrowdOutAIDS initiative, the Delegation requested UNAIDS to translate the recommendations into actions. Finally, the European NGO Delegates welcomed the informative board site visit to Ukraine and commended HIV civil society and UNAIDS for their quick and clear response to the anti-homosexual propaganda law that was presented in Ukraine’s parliament just before the visit.</p>
<p><strong>Leadership in the AIDS Response</strong></p>
<p>Richard Horton, Editor-in-Chief of the Lancet, presented the launch of the <em>UNAIDS/Lancet Post-2015 Commission on the End of AIDS</em> expressing that it will be a vehicle for informing the UN post-2015 health and development goals. Civil society will want to both inform and monitor the Commission process to ensure that it is formally integrated in the post-2015 processes, <a href="http://bit.ly/delegates31" target="_blank">that it includes civil society representation</a> and that AIDS will be an important goal within the new framework.</p>
<p><strong>Gender-Sensitivity of AIDS Responses</strong> (<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121206_Final_Report_Mid_Term-Review_UNAIDS_Agenda_for_Women_and_Girls.pdf" target="_blank">pdf</a>)</p>
<p>Negotiations on the gender item were long and laboured due to conservative Member States’ attempts to suppress decision points calling for “gender transformative” responses, sexual rights and funding of networks of <a href="http://bit.ly/delegates31" target="_blank">women from key populations</a>. Ultimately, those items were secured along with decision points calling for increased coordination and funding, reallocation of funds, additional resource mobilization and implementation of all<strong> </strong>recommendations in the report.</p>
<p><strong>Strategic Investment (SIF) </strong>(<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121129_31PCB_Strategic_Investment_Final_en.pdf" target="_blank">pdf</a>)</p>
<p>Once again, the Delegation highlighted the importance of coordination of and a human rights-based approach to the SIF. It requested UNAIDS to play a key role in country-led dialogues and to undertake strategic advocacy to ensure broad participation of all civil society, particularly key populations, in all 4-step investment processes. The <a href="http://bit.ly/delegates31" target="_blank">Delegation’s key demands</a> included greater emphasis on the recognition of critical enablers as high funding priorities and inclusion of the gender dimension within the framework, civil society roles and the role of community mobilization in various contexts. The <a href="http://unaidspcbngo.org/?p=19657" target="_blank">intervention by the Global Network of Sex Work Projects</a> on Cambodia’s programme of indefinite detention of sex workers as an HIV prevention strategy underscored that the implementation of the SIF must at all times be inherently a rights-based process.</p>
<p>As the SIF will be used to implement the Global Fund’s new funding mechanism, the NGO Delegation was eager to receive the delayed findings from the October SIF consultation in Bangkok; the report is <a href="http://bit.ly/BangkokConsult" target="_blank">now available on our website</a>.</p>
<p><strong>Combination Prevention: Follow-up to the thematic segment from the 30th meeting</strong> (<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121115_ThematicSegment_FollowUp_CombinationPrevention_final_en.pdf" target="_blank">pdf</a>)</p>
<p>The Delegation <a href="http://bit.ly/delegates31" target="_blank">emphasized the need</a> to fully implement and make accessible the evidence-supported prevention technologies that already exist, such as male and female condoms, lubricants and needle exchange and to support research and access to new preventive technologies, such as microbicides and vaccines. However, the Delegation stressed that neither behavior change programmes nor a complete set of biomedical tools will end AIDS without access to hope for a future with dignity, respect of human rights and opportunity.</p>
<p><strong>Review of NGO/Civil Society participation in the PCB</strong> (<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121116_PCB31_Review_Civil_Society_Participation_in_UNAIDS_Final_en.pdf" target="_blank">pdf</a>)</p>
<p>The <a href="http://bit.ly/DelegationSurvey" target="_blank">last independent review</a> of the NGO Delegation and wider civil society participation at the PCB was presented at the June 2007 board meeting. This 5-year follow-up <a href="http://bit.ly/31st-agenda" target="_blank">highlighted the inclusion of civil society</a> as “an important principle and valued asset” of the PCB and how the Delegation has contributed successfully to the overall strategic, administrative and accountability frameworks of UNAIDS. The NGO Delegation <a href="http://bit.ly/delegates31" target="_blank">reaffirmed its role</a> to represent diverse constituencies and also its need to continue to develop its outreach, along with the support of the Communications Facility. Decision points reiterated again the call for overall strengthening of collaboration with the NGO Delegation and for Member States to involve civil society representatives on their delegations and in consultations around board meetings.</p>
<p><strong>Monitoring and Evaluation Reference Group (MERG)</strong> (<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121111_PCB31_MERG_FINAL_en_with_new_coverpage.pdf" target="_blank">pdf</a>)</p>
<p>The Delegation <a href="http://bit.ly/delegates31" target="_blank">approved of the MERG’s new priorities</a> and its focus on civil society and key affected populations and offered support in its ongoing task of refining and strengthening indicators for civil society engagement in partnership with the Cosponsors’ Evaluation Work Group (CEWG). The Delegation has since been invited to a meeting in March 2013 focused on preparing the first report back on <a href="http://unaidspcbngo.org/?tag=unified-budget-framework-ubraf" target="_blank">Unified Budget, Results and Accountability Framework (UBRAF)</a> indicators. Appointed Delegates will continue to emphasize the importance of collecting data that paints a clearer picture of how UNAIDS and Cosponsors include civil society in their work to achieve the goals and objectives as laid out in the UNAIDS Strategic Plan.</p>
<p><strong>Thematic Segment: Non-Discrimination </strong>(<a href="http://unaidspcbngo.org/wp-content/uploads/2012/11/20121111_PCB-31_Non-Discrimination_final_newcoverpage_en.pdf" target="_blank">pdf</a>)</p>
<p>This thematic session offered an opportunity to <a href="http://bit.ly/31st-agenda" target="_blank">learn from global responses</a> to discrimination ranging from legal remedies, youth programming and sensitization campaigns. Throughout all examples, it was clear that both community involvement and stable funding were essential to sustain and scale-up interventions to address and prevent non-discrimination. With the increasing conservative environment, UNAIDS and other entities must continue to push for legal reform, human rights and interventions to halt all forms of discrimination. While thematic speakers weighted heavily towards participating government spokespeople, civil society observers and members of the UNAIDS Reference Group on HIV and Human Rights<a href="http://bit.ly/Observer31" target="_blank"> provided the most profound and passionate examples</a>.</p>
<p><strong>Side meetings</strong></p>
<p>Two publications were launched during the board meeting: the WHO <a href="http://www.who.int/hiv/pub/guidelines/sex_worker/en/index.html" target="_blank">&#8220;Prevention and treatment of HIV and other sexually transmitted infections for sex workers in low- and middle-income countries&#8221;</a> and UNAIDS <a href="http://www.unaids.org/en/resources/presscentre/featurestories/2012/december/20121211womenoutloud/" target="_blank">&#8220;Women out loud: How women living with HIV will help the world end AIDS&#8221;</a>. NGO Delegates supported the creation of <em>Women out loud</em> and are committed to incorporating the concerns of women living with HIV in the UBRAF.</p>

<p><strong>Issues Briefing Number 3: Decision Point of New Funding Model (NFM) for 28<sup>th</sup> Global Fund Board Meeting</strong></p>
<p>This third brief summarizes key issues of the New Funding Model paper (GF/B28/02) to be presented to the 28th Global Fund Board Meeting as an outcome of the 5<sup>th</sup> SIIC Meeting. This document is based on the decision point (GF/B27/DP7) from the 27th Board Meeting, as well as informed by consultations after the 27<sup>th</sup> Board Meeting.</p>
<p>The paper focuses on five areas of the NFM: the length of the allocation period and of grants, country bands and principles for allocation, the access to funding process, determining recommended funding amounts, and piloting the NFM. It provides recommendations from the SIIC for the decision point to be endorsed by the Global Fund Board at the 28<sup>th</sup> Global Fund Board Meeting.</p>

<p>The Health thematic group has proposed a broad-based consultation process inviting participation from a wide range of stakeholders including civil society.  This online consultation is hosted by the Centre for Health Sciences Training, Research and Development (CHESTRAD) as a part of its learning, sharing and collaborative network, Global Health South, an informal alliance of southern CS engaged in global health in collaboration with Campaign 2015+ and the Civil Society Call to Action on Universal Health Coverage.  This survey draws from the following 5 key questions for the Health thematic consultations on the post-2015 development agenda, building upon discussions at the Accra 2012 Dialogue:</p>
<p>1.    What are the lessons learnt from the health related MDGs?<br />
2.    What is the priority health agenda for the 15 years after 2015?<br />
3.    How does health fit in the post-2015 development agenda? What are the best indicators and targets for health?<br />
4.    How can country ownership, commitment, capacity and accountability for the goals, targets and indicators be enhanced?</p>
<p>We invite the participation of civil society and other non-state actors, especially those in the global economic south as it directly affects our work, nations, communities and families.  Completing this questionnaire will require 25-30 minutes of your time.  We ask that you please spare this time to ensure that your contribution and suggestions are taken forward in the post-2015 health and related development agenda.This online consultation will close on the 21st of December 2012:</p>
