in order to enhance customer convenience and promote digital banking services, addition, modification or deletion of nominee details is being made available to customers through Internet Banking.

2. Customers can now manage nominee details independently through Internet Banking without visiting the Post Office.

3. It is also clarified that nominee details updated through Internet Banking shall be treated as valid and at par with nominations registered through physical forms, subject to system records.

4. It is requested to circulate these instructions to all the post offices for information and guidance. Adequate promotion of this functionality may be undertaken for the benefit of POSB customers. The circles should also make an effort to propagate internet banking usage amongst its customers.

5. This issues with the approval of Competent Authority.

49th MEETING OF NATIONAL COUNCIL (JCM) HELD UNDER THE CHAIRMANSHIP OF CABINET SECRETARY

The 49th meeting of the National Council of the Joint Consultative Machinery (JCM) was held today at 3:00 PM in the Conference Hall, Seva Teerth, under the Chairmanship of the Cabinet Secretary.

The meeting was attended by Shri Raghavaiah, Leader of the Staff Side, and Shri Shiv Gopal Mishra, Secretary of the Staff Side, along with 28 other representatives of the Staff Side. The Official Side was represented by Secretaries and senior officials from key Ministries and Departments, including the Secretary (Personnel) and Secretary, Department of Expenditure.

At the outset, the Chairman welcomed all participants and congratulated the members, particularly the Staff Side, on the completion of 60 glorious years of the JCM Scheme. He noted that the Scheme, introduced in 1966, is celebrating its Diamond Jubilee year in 2026.

Highlighting the importance of the JCM framework, the Chairman stated that since its inception, the Joint Consultative Machinery has played a pivotal role in institutionalising dialogue and consultation between the Government and its employees. A total of 48 meetings of the National Council (JCM) have been held so far.

It was further noted that meetings of the National Council are conducted under the Chairmanship of the Cabinet Secretary in the presence of representatives from both the Staff Side and Official Side, as envisaged under the Scheme. The 48th meeting of the National Council was held on June 26, 2021, following which three meetings of the Standing Committee were also convened. In addition, Departmental Council meetings continue to be held at the Ministry level to deliberate upon matters concerning employee welfare and service conditions.

The Chairman observed that continuous deliberations under the JCM mechanism have helped resolve several issues and grievances of employees, leading to revisions in various instructions and guidelines in their interest.

During the 49th meeting, 24 agenda items submitted by the Staff Side were discussed in detail. Healthy and constructive deliberations took place on each item, with both sides making sincere efforts to arrive at amicable solutions in the interest of employees. Several issues are already under active consideration of the concerned Ministries and Departments.

The meeting reaffirmed the Government’s commitment to maintaining a constructive consultative mechanism and promoting employee welfare through sustained dialogue and cooperation.

NOTIFICATION
New Delhi, the 22nd April, 2026

G.S.R. 307(E).—In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Government of the States concerned, hereby makes the following rules regulating the method of implementation of the National Pension System, namely:-

1. Short title and commencement. – (1) These rules may be called the All India Services (Implementation of National Pension System) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. – These rules shall apply to the members of All India Services appointed to the service on or after the 1st day of January, 2004:

Provided that these rules shall not apply to the members of service to whom All India Services (Death-cum-Retirement Benefits) Rules, 1958 apply in accordance with any special or general order passed by the Central Government.

3. Definitions. – (1) In these rules, unless the context otherwise requires, –

(a) “Accounts Officer” means an officer or any other designated authority who is entrusted with the responsibility of registration and generation of Permanent Retirement Account Number (PRAN) to the new subscriber under National Pension System, or an officer who maintains the accounts of a Ministry, Department or office of the Central Government or State Government or Union territory and includes an Accountant General, who is entrusted with the functions of maintaining the accounts or part of accounts of the Central Government or State Government or Union territory;

(b) “Accredited Bank” in relation to a Ministry or Department or Union territory or State Government means the Reserve Bank of India constituted under the Reserve Bank of India Act, 1934 (2 of 1934) or any bank which is appointed to transact business of the Government pertaining to that Ministry or Department or Union territory or State Government and is officially recognised for transfer of funds to the Trustee Bank;

(c) “Accumulated Pension Corpus” means the monetary value of the pension investments accumulated in the Individual Pension Account of a subscriber under the National Pension System;

(d) “Annuity” means periodic payment by the Annuity Service Provider to the subscriber on purchase of annuity plan out of the Accumulated Pension Corpus;

(e) “Annuity Service Provider” means a life insurance company registered and regulated by the Insurance Regulatory and Development Authority and empanelled by the Authority for providing Annuity services to the subscribers of the National Pension System;

(f) “Authority” means the Pension Fund Regulatory and Development Authority established under sub-section (1) of section 3 of the Pension Fund Regulatory and Development Authority Act, 2013 (23 of 2013) and includes interim Pension Fund Regulatory and Development Authority set up by the Central Government through Resolutions;

(g) “Central Recordkeeping Agency” means an agency registered under section 27 of Pension Fund Regulatory and Development Authority Act, 2013 to perform the functions of recordkeeping, accounting, administration and customer service for subscribers to schemes;

(h) “Emoluments” means emoluments as specified in rule 5;

(i) “Foreign Service” means service in which a member of service receives his pay with the sanction of the Government from any source other than the Consolidated Fund of India or the Consolidated Fund of a State or the Consolidated Fund of a Union territory;

(j) “Government” means

(i) in the case of a member of service serving in connection with the affairs of a State, or who is deputed for service in any company, association or body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the Government of a State, or in a local authority set up by an Act of the State, the Government of that State;

(ii) in any other case, the Central Government;

(k) “Individual Pension Account” means an account of a subscriber, executed by a contract setting out the terms and conditions under the National Pension System;

(l) “Local Fund administered by Government” means the fund administered by a body which, by law or rule having the force of law, comes under the control of the Government and over whose expenditure the Government retains complete and direct control;

(m) “National Pension System” means the contributory pension system referred to in section 20 of the Pension Fund Regulatory and Development Authority Act, 2013 whereby contributions from a subscriber are collected and accumulated in an Individual Pension Account using a system of points of presence, a Central Recordkeeping Agency and pension funds as may be specified by regulations by Pension Fund Regulatory and Development Authority;

(n) “Pension fund” means an intermediary which has been granted a certificate of registration under sub-section (3) of section 27 of the Pension Fund Regulatory and Development Authority Act, 2013 by the Authority as a pension fund for receiving contributions, accumulating them and making payments to the subscriber in the manner as may be specified by regulations;

(o) “Permanent Retirement Account Number” means a unique identification number allotted to each subscriber by the Central Recordkeeping Agency;

(p) “Subscriber” means a member of service who subscribes to a scheme of a Pension fund;

(q) “Trustee Bank” means a banking company as defined in the Banking Regulation Act, 1949 (10 of 1949). (2) Words and expressions used herein and not defined but defined in the All India Services Act, 1951, Fundamental Rules, 1922, the All India Services (Death-cum-Retirement Benefits) Rules, 1958, the Central Civil Services (Pension) Rules, 2021, the Pension Fund Regulatory and Development Authority Act, 2013 or the regulations made under the Pension Fund Regulatory and Development Authority Act, 2013 have the same meanings respectively assigned to them in those Acts or rules or regulations.

8th Central Pay Commission – Last date for submission of memorandum extended upto 31.05.2026. The 8th Central Pay Commission has extended the deadline for submitting memoranda to May 31 2026. Subject: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.01.2026 to 31.03.2026.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme- 1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.01.2026 to 31.03.2026, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(3)-B(PD)/2023 dated 09.01.2026, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these Orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

AMENDMENT IN EMPLOYEES’ PENSION

*433. SHRI APPALANAIDU KALISETTI:

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) whether the Government has introduced or proposes to introduce any new labour law or amendment under which employees who have completed ten years of service are likely to be eligible for pension benefits;

(b) if so, the details of the scheme, including eligibility criteria, pension amount, contribution structure and the date from which it has been proposed to be implemented;

(c) whether the said provision is likely to be applicable to private sector employees, contract workers and unorganised sector workers covered under Employees’ Provident Fund Organisation (EPFO) or other social security schemes and if so, the details thereof;

(d) whether the Government has conducted any impact assessment on the financial and social implications of providing pension after ten years of service and if so, the details thereof; and

(e) the details of the steps taken or proposed to be taken by the Government to ensure universal pension coverage and social security for workers under the new labour codes?

ANSWER

MINISTER OF LABOUR AND EMPLOYMENT (DR. MANSUKH MANDAVIYA)

(a): Under the provisions of Employees’ Pension Scheme, 1995 (EPS) members of the scheme are already eligible for member pension on completion of 10 years of contributory service. Under the Code on Social Security, 2020 (CoSS), the existing Employees’ Pension Scheme, 1995 continues to be in force for a maximum period of one year or until it is replaced by a revised Employees’ Pension Scheme formulated under the Code.

(b): In the EPS, the corpus of the Pension Fund is made up of (i) contribution by the employer @ 8.33 per cent of wages; and (ii) 1.16% contribution from Central Government on wages upto Rs.15,000/- per month. All benefits under the scheme are paid out of such accumulations. The fund is valued annually.

A member of the EPS under CoSS will be eligible for superannuation / early pension under the new EPS on fulfilling the following criteria:

Minimum 10 years of contributory service; and
Attaining age of 58 years.

A member can opt for early pension anytime after completing 50 years of age upon cessation of employment subject to discounting factor at the rate of 4% for every year falling short of 58 years.

The family will also be eligible for pension in case of death of a member/member pensioner.

Similarly, the pension will be calculated based on the pensionable service and pensionable salary subject to a minimum of Rs 1000/- for member pension, widow/widower/nominee/dependent parent pension; Rs 250/- for children pension and Rs 750/- for orphan pension.

(c): EPS is mandatory for formal sector workers whose salary at the time of joining is not more than Rs 15,000/- in establishments with 20 or more employees.

Compensation package analysis

(d) & (e): The Code on Social Security, 2020 (CoSS) provides for framing of suitable social security measures for unorganized workers, gig workers and platform workers on matters including those relating to life and disability cover, health and maternity benefits, old age protection, etc. Further, fourteen (14) schemes of different Central Ministries/Departments have already been integrated/ mapped with the e-Shram to enhance social security coverage to unorganized workers, such as Pradhan Mantri Street Vendors Atmanirbhar’ Nidhi (PMSVANidhi),Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandana Yojana (PMMVY), etc.

कर्मचारियों की पेंशन में संशोधन

1433. श्री अप्पलनायडू कलिसेट्टीः

क्या श्रम और रोजगार मंत्री यह बताने की कृपा करेंगे किः

(क) क्या सरकार ने कोई नया श्रम कानून या संशोधन पेश किया है या पेश करने का प्रस्ताव है जिसके तहत दस वर्ष की सेवा पूरी करने वाले कर्मचारी पेंशन लाभ के पात्र हो सकते हैं;

(ख) यदि हाँ, तो पात्रता मानदंड, पेंशन राशि, अंशदान संरचना और इसके कार्यान्वयन की प्रस्तावित तिथि सहित इस योजना का ब्यौरा क्‍या है;

(ग) क्या उक्त प्रावधान निजी क्षेत्र के कर्मचारियों, संविदा श्रमिकों और कर्मचारी भविष्य निधि संगठन (ईपीएफओ) या अन्य सामाजिक सुरक्षा योजनाओं के तहत शामित्र असंगठित क्षेत्र के श्रमिकों पर लागू होने की संभावना है और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(घ) कया सरकार ने दस वर्ष की सेवा के बाद पेंशन प्रदान करने के वित्तीय और सामाजिक निहितार्थों पर पड़ने वाले प्रभाव का कोई मूल्यांकन किया है और यदि हां, तो तत्संबंधी ब्यौरा क्या है; और

(ड) नई श्रम संहिता के तहत श्रमिकों के लिए सार्वभौमिक पेंशन कवरेज और सामाजिक सुरक्षा सुनिश्चित करने हेतु सरकार द्वारा क्या कदम उठाए गए हैं या उठाए जाने का प्रस्ताव है?

उत्तर

(क): कर्मचारी पेंशन योजना, 1995 (ईपीएस) के प्रावधानों के अंतगत योजना के सदस्य 10 वर्ष की अंशदायी सेवा पूरी होने पर पहले से ही सदस्य पेंशन के पात्र हैं। सामाजिक सुरक्षा संहिता, 2020 (सीओएसएस) के अंतर्गत, मौजूदा कर्मचारी पेंशन योजना, 1995 अधिकतम एक वर्ष की अवधि तक अथवा संहिता के तहत तैयार की गई संशोधित कर्मचारी पेंशन योजना द्वारा इसे प्रतिस्थापित किए जाने तक लागू रहेगी।

(ख): ईपीएस में, पेंशन फंड का कॉर्पस (i) नियोक्‍ता द्वारा मजदूरी के 8.33 प्रतिशत की दर से अंशदान; और (1) 15,000/- रुपये प्रति माह तक की मजदूरी पर केंद्र सरकार से 1.16% प्रतिशत के अंशदान से बना है। इस योजना के अंतर्गत सभी लाभों का भुगतान इस संचित राशि से किया जाता है। इस फंड का मूल्यांकन वार्षिक रूप से किया जाता है।

Employee welfare programs

सीओएसएस के अंतर्गत ईपीएस का कोई सदस्य निम्नलिखित मानवदंडों को पूरा करने पर नए ईपीएस के अंतर्गत अधिवषिता/समय-पूर्व पेंशन के लिए पात्र होगा:

अंशदायी सेवा के न्यूनतम 10 वर्ष; तथा
58 वर्ष की आयु पूरी करना।

58 वर्ष की आयु पूरी होने से पहले रोजगार समाप्त होने पर, कोई सदस्य 50 वर्ष की आयु पूरी करने के पश्चात ही समय-पूर्व पेंशन का विकल्प चुन सकता है और यह विकल्प 58 वर्ष से कम रह गए प्रत्येक वर्ष के लिए 4% के डिसकाउंटिंग फैक्टर के अध्यधीन होगा।

सदस्य/सदस्य पेंशनभोगी की मृत्यु होने पर परिवार भी पेंशन के लिए पात्र होगा।

इसी तरह, पेंशन की गणना पेंशन योग्य सेवा और पेंशन योग्य वेतन के आधार पर की जाएगी, जो सदस्य पेंशन, विधवा/विधुर/नामिनी/आश्रित माता-पिता पेंशन के लिए न्यूनतम 1000/- रुपये; बाल पेंशन के लिए 250/- रुपये और अनाथ पेंशन के लिए 750/- रुपये के अध्यधीन होगी।

(ग): 20 या इससे अधिक कर्मचारियों वाले औपचारिक क्षेत्र के प्रतिष्ठानों हेतु ऐसे कर्मचारियों के लिए ईपीएस अनिवार्य है, जिनका वेतन कार्यभर ग्रहण के समय 15,000 रुपये से अधिक नहीं हो।

(घ) और (ड.): सामाजिक सुरक्षा संहिता, 2020 (सीओएसएस) असंगठित कामगारों, गिग कामगारों और प्लेटफॉर्म कामगारों के लिए उपयुक्त सामाजिक सुरक्षा उपाय तैयार करने का प्रावधान करती है जिसमें जीवन और निःशक्तता कवर, स्वास्थ्य और मातृत्व त्राभ, वृद्धावस्था संरक्षण आदि से संबंधित उपाय शामिल हैं।

इसके अलावा, असंगठित कामगारों के लिए सामाजिक सुरक्षा कवरेज बढ़ाने के लिए विभिन्‍न केंद्रीय मंत्रालयों/विभागों की चौदह (14) योजनाओं को पहले ही ई-श्रम के साथ एकीकृत/मैप किया जा चुका है, जिसमें प्रधानमंत्री स्ट्रीट वेंडर्स आत्मनिर्भर निधि (पीएमस्वनिधि), प्रधानमंत्री सुरक्षा बीमा योजना (पीएमएसबीवाई), प्रधानमंत्री जीवन ज्योति बीमा योजना (पीएमजेजेबीवाई), महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना (मनरेगा), प्रधानमंत्री आवास योजना-ग्रामीण (पीएमएवाई-जी), आयुष्मान भारत – प्रधानमंत्री जन आरोग्य योजना (एबी-पीएमजेएवाई), प्रधानमंत्री आवास योजना – शहरी (पीएमएवाई-यू), प्रधानमंत्री मत्स्य संपदा योजना (पीएमएमएसवाई), प्रधानमंत्री किसान सम्मान निधि (पीएम-किसान), वन नेशन वन राशन कार्ड (ओएनओआरसी) और प्रधानमंत्री मातृ वंदना योजना (पीएमएमवीवाई), आदि शामिल हैं।
