Senate agriculture committee approves farm bill.

On April 26, the Senate Agriculture Committee voted 13-5 to pass a “Farm Bill” reauthorization that protects funding for the Supplemental Nutrition Assistance Program Employment & Training (SNAP E&T) program, avoiding efforts from fiscal conservatives to reduce or even eliminate funding.

Reconciliation bill threatens SNAP E&T.

On April 18, the House Agriculture Committee approved a “reconciliation” bill that will eliminate nearly three-quarters of federal funding for the SNAP E&T program, reducing the availability of critical job training services for low‐skilled SNAP recipients. NSC sent a letter to Chairman Frank Lucas (R-OK) and Ranking Member Collin Peterson (D-MN), urging them to reject the provision and instead work together to strengthen the program to better serve SNAP recipients.

NSC Executive Director Andy Van Kleunen testified at the House Education and the Workforce Committee Legislative Hearing on the Workforce Investment Improvement Act of 2012 (H.R. 4297), primarily addressing areas of of the bill where NSC members have concerns and recommendations for improvement.

UPDATE: Chart of federal workforce and education programs that would be consolidated or eliminated under HR 4297 is now available.

On March 29, three House Republicans introduced the Workforce Investment Improvement Act of 2012 (HR 4297), which essentially combines their three individual previously released WIA reauthorization bills. NSC has prepared analyses of Titles I, II and IV of the combined bill.

On April 8, New York Times reporter Motoko Rich took up the issue of workforce development funding. A follow-up Times editorial criticizing job training cuts and the recently passed House budget resolution was printed the next day.

On March 29, 30 Senators joined in a bipartisan “Dear Colleague” letter urging the Senate Appropriations Committee to support critical investments in federal job training and education programs as part of the Fiscal Year (FY) 2013 Labor-Health and Human Services-Education appropriations bill. Senators Richard Blumenthal (D-CT) and Olympia Snowe (R-ME) took the lead in circulating the letter.
