&lt;/div&gt;</description></item><item><title>House Passes  ISP Bill H.R. 3791</title><link>http://www.nccw.net/isp-resources/news/house-passes-isp-bill-h-r.html</link><description>The United States House recently made some changes to the law regarding internet service providers. These new laws call for stiff penalties for ISP's that don't report incidents of child pornography to officials. The bill was passed on Wednesday.

Bill H.R. 3791, passed 409-2, expands the reporting duties of Internet service providers with respect to violations of child sexual exploitation and pornography laws. The ISPs would have to inform the National Center for Missing and Exploited Children of the Internet identity and geographic location of suspected sex offenders and the time child pornography was downloaded.

They also would have to preserve child pornography images for investigations and prosecutions.

ISPs that fail to report incidents of child pornography would be subject to fines of $150,000 per image per day, up from the current $50,000. The penalty would jump to $300,000, double the current rate, for subsequent cases.

 This means that ISP's will also be held responsible (to some degree) for the subscribers it carries. Time will only tell how effective this bill is at capturing online sexual predators.

&lt;/div&gt;</description></item><item><title>Time Warner To Launch Portal In Poland</title><link>http://www.nccw.net/isp-resources/telephony-news/aol/time-warner-launch-portal-poland.html</link><description>One great thing about Time Warner is they just can;t seem to decide what to do with AOL. Apparently  the next experiment they have in the works is opening up an internet portal in Poland. 

The decision will be announced on Dec 12, the Rzeczpospolita newspaper said. AOL has said it wants to spend more than 250 bln USD on expansion in Europe, where the internet advertising market has grown by 20 pct annually compared to just 2 pct in the US, Rzeczpospolita reports.

AOL will offer email services, internet communicator AIM and a Polish-language portal, according to the paper.

Polish web advertising market is worth 415 mln zlotys and has been dominated mostly by local players, including Onet, an internet arm of a television broadcaster TVN.

One thing we all know about business is that it helps to be global provider. We'll see if this move by Time Warner accomplishes glory.

&lt;/div&gt;</description></item><item><title>AT&amp;T DSL Outage</title><link>http://www.nccw.net/isp-resources/telephony-news/att/t-dsl-outage.html</link><description>AT&amp;T has a DSL outage that affected many customers in the Southeastern part of the United States.  The outage was due to equipment failure.

Michael Coe, a spokesman for the San Antonio-based telecommunications company, said the digital subscriber line service was restored about 10 p.m. CST. He said the outage affected customers in Florida, Georgia, Louisiana, Mississippi, Alabama, North Carolina, South Carolina, Kentucky and Tennessee.

"The root cause of the disruption is still being investigated but appears to be an equipment impairment," Coe said in a statement.

Dave Burstein, editor of the industry newsletter DSL Prime, said broadband outages are not unusual.

"Broadband goes down much more often than telephone lines because they didn't build the system for the same level of reliability," Burstein said. "We do not know how often it happens, however, because they're not obligated to report it."

The problem has been reported to have been resolved.

AT&amp;T recently announced that they are exiting the pay phone business by the end of 2008.

 The company cited declining use of the phones as personal communication devices like cell phones became more prevalent.

"This is the right time for us to take this step on behalf of our customers, employees and stockholders," said David Huntley, senior vice president for Customer Information Services. "We expect that independent providers will pick up much of this business, and, as we exit the business,
we will be able to refocus our resources to areas that offer stronger growth potential and greater opportunity for the company."

Overall availability of pay phones has been on the decline since 1998. There were an estimated 2.6 
million of them, compared to an estimated 1 million today.
