Basic Center Program

The Family and Youth Services Bureau will award funding for the Basic Center Program. The purpose of the Basic Center Program is to provide an alternative for runaway and homeless youth who might otherwise end up with law enforcement or in the child welfare, mental health, or juvenile justice systems.

The Basic Center Program works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. The programs provide youth up to age 18 with emergency shelter, food, clothing, counseling and referrals for health care. Most basic centers can provide 21 days of shelter for up to 20 youth at a time. There are exceptions for jurisdictions that have different standards for licensing. Basic centers seek to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.

Funding for Children's Bereavement Programs

Grief Reach is a project of the National Alliance for Grieving Children and the New York Life Foundation. The partnership enables children's bereavement programs to expand their reach to include economically disadvantaged young people and youth from underserved racial and ethnic communities. Grants range from $10,000 to $100,000.

Shawn Carter Foundation-Scholarship

The Shawn Carter Foundation, founded by rapper and entrepreneur Jay-Z, is accepting applications for its annual scholarship. High school senior, GED recipients, undergraduate students pursuing their first degree, and vocational students are eligible to apply.

Grants range from $1,500 to $2,500 and can be used for tuition, books, lab fees, travel and select costs of living. All Shawn Carter Scholars are required to “give back” by doing community service and by serving as mentors to younger, aspiring Shawn Carter Scholars.

Services for Victims of Human Trafficking

The Department of Justice's Office for Victims of Crime is accepting applications from programs that assist victims of human trafficking.

Approximately seven cooperative agreements of up to $400,000 each will be awarded to provide timely, high-quality services to victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000, as amended, and to enhance interagency collaboration and coordination in the provision of services to such victims.

Funding will support either a comprehensive array of services for all trafficking victims, or specialized services for trafficking victims. Funding also will support efforts to increase the capacity of communities to respond to victims through the development of interagency partnerships and professional training, public outreach, and awareness campaigns.

Street Outreach Program
