During this LD Talk, our expert, Candace Cortiella, will answer your questions about No Child Left Behind (NCLB) and discuss how and why the National Center for Learning Disabilities is a strong proponent for many of the provisions under NCLB, as they relate to students with learning disabilities. The National Center for Learning Disabilities (NCLD) has a special interest in the reauthorization of No Child Left Behind (NCLB) as the law focuses on improving academic achievement for all children, including improving instructional practice for children who struggle with learning. While the Individuals with Disabilities Education Act (IDEA) mandates the provision of a free appropriate public education (FAPE) for students with disabilities, it contains no provisions setting high expectations and holding schools accountable for their progress. It is NCLB that has provided the long-needed requirement of school accountability and emphasis on doing what works to improve results for students with disabilities. Under NCLB, accountability is achieved by requiring: High academic standards for all students; Annual academic assessments in reading and math for all students (includes grades 3-8, and once in high school) Reports cards that disaggregate student achievement by subgroups, including students with disabilities, and, Sanctions for Title I schools that fail to show continuous improvement toward the goal of having ALL students performing at proficient levels in reading and math by 2014. Each state develops its own grade level academic content standards &amp;ndash;&amp;nbsp;what all students need to know and academic achievement standards &amp;ndash; how well students need to know the content standards. States also design the assessments used for annual testing. NCLD's new report, Challenging Change, highlights how two schools and three school districts from around the nation are working to dramatically improve the academic achievement of their special education students. The educators profiled have taken on the challenge of implementing reforms that lead to significant progress for students with disabilities&amp;mdash;nearly half of whom have learning disabilities (LD). Accommodations are tools and procedures used to ensure equal access to both instruction and assessment to students with disabilities. In short, accommodations are provided to "level the playing field." Without the appropriate accommodations, students with disabilities may not be able to access grade level instructionf and be afforded every opportunity to demonstrate their knowledge in state/district assessments. Accommodations differ from modifications. Accommodations are intended to lessen the effects of a student's disability; they are not intended to reduce learning expectations. Changing, lowering or reducing learning expectations is usually referred to as a modification or alteration. I wanted to make this clarification upfront because a number of you have asked to know more about the distinction between the two. NCLD has a number of resources that can help disentangle the two if you visit www.ld.org/parents. Our experts, Drs. Sheryl Lazarus and James Shriner will answer your questions and help interpret what the current research is telling us about accommodations and their impact on IEP team decision-making. In addition, our experts will be offering practical information and guidance to assist school-based IEP teams improve their current practices. Question from Miranda Avant, Special Education Department Head: Often times, many general education teachers are uncomfortable providing accommodations to students with disabilities because they either do not know how to implement them or they view accommodations as being unfair. Are there materials or training available to help teachers put the IEP accommodations into practice in the general education classroom setting? Dr. James Shriner: The 2007 text, Large-scale assessments and accommodations: What works?, published by the Council for Exceptional Children and Educational Testing Service, is an excellent resource for your consideration. Visit www.cec-sped.org. It is also beneficial to have time available for general education teachers to meet and consult with the special education staff so that the special education teachers can collaborate with them on the accommodations, demonstrate how to make them, and/or show them how to plan with the implementation of the accommodations in mind. In a class I teach for preservice math and science teachers, I encounter the same concerns. I turn the conversation around by pointing out that most general education teachers are offering accommodations already - just under a different label. We stress that the routine instructional supports and teacher behaviors that students experience in the general education setting are often overlooked when the discussion of accommodations takes place. General education teachers often are doing a good job of accommodating students, but don’t recognize their efforts as such. Use of Universal Design principles and differentiation strategies help make the general curriculum accessible to a wide range of students without the need for adaptations. In addition, the extent of social/behavioral support availability (e.g., opportunity for responding and reinforcement) within general education, and the sustainability of those supports are important considerations. These discussions can help remove some of the defensiveness by helping teachers understand that they are already making daily accommodations for students in their classrooms. As part of an OSEP-supported technical assistance grant, we assisted middle school general educators and special educators to evaluate the supportiveness of the general education environment over the long term for students with disabilities. Often times children are not identified at birth as having a disability, but exhibit more subtle issues between the ages of three to five, such as: Speech and language delays or disorders; Putting shoes or mittens on the wrong feet or hands; Seeming uninterested in playing early learning games or listening to stories; Seeming mildly uncoordinated. From 1992 to 2003 she directed the National Early Childhood Technical Assistance Center (NECTAC) sub-contract at the National Association of State Directors of Special Education (NASDSE). Luzanne is the author of NCLD's Parent Advocacy Brief, Preschool Services under IDEA," co-author of early childhood documents on Autism, Preschool Inclusion, transitions and other topics for NECTAC and NASDSE, and a contributor to the 20th Annual Report to Congress on the IDEA implementation. But the same is not at all true in the world of preschools. How can families learn about their entitlements under section 619 when there are so many different kinds of pre-K settings and so little (if any!) communication from agencies that are responsible for finding young children students who are in need of special services? Our guest experts are Dr. Steve Graham and Dr. Karen Harris. When you stop to think about the wide range of skills that are needed to be a good writer, it is no surprise that so many students with learning disabilities struggle with written expression. For example, children with reading disabilities often have serious difficulties with spelling, which in turn has an adverse affect on their ability to communicate in writing. Also vulnerable are children who have weaknesses in areas such as vocabulary, reading and listening comprehension, word retrieval, and those who have trouble with the basic mechanics of writing (e.g., handwriting, spelling, capitalization, punctuation, and sentence structure). And surely those students who struggle due to poor organization skills and information procesing deficits that impact their ability to engage in the self-regulation strategies critical to writing are likely to be at risk for problems in the area of written expression. For children who struggle with writing, and consequently develop negative attitudes about themselves as writers, what motivational techniques can we use to change these students' perceptions of writing?   Dr. Sheldon Horowitz (Moderator): Can you please tell us about your approach to teaching students strategies for writing, called SRSD, how parents can learn more about it, and what grades can it be used for? Dr. Steve Graham and Dr. Karen Harris: We are happy to say that there are now a lot of different resources out there to help make it possible to learn about, or use, Self-Regulated Strategy Development for writing (SRSD). Teachers have applied the writing and self-regulation strategies used in SRSD from grades K-12. Below, we have listed online and print resources: All of the stages of instruction can be seen in both elementary and middle school classrooms in the video, "Teaching students with learning disabilities: Using learning strategies" produced by the Association for Supervision and Curriculum Development.This video offers the most complete view of the process of SRSD, as two classes are followed throughout instruction. A free, online interactive tutorial on SRSD is available through Vanderbilt University. The tutorial includes all stages of instruction and video clips from the ASCD video. From the IRIS homepage, select Resources, and then select Star Legacy Modules. Next, click on "Using Learning Strategies: Instruction to Enhance Learning." There is also a module on the persuasive writing strategy POW + TREE for elementary students. To get to this one, locate the header "Differentiated Instruction," then click on the module titled "Improving Writing Performance: A Strategy for Writing Expository Essays." Robert Reid at the University of Nebraska-Lincoln has a fantastic Web site devoted to strategies instruction at http://www.unl.edu/csi.
