This Associated Press article describes the mission of the Info Ladies Project, which provides “tens of thousands of people — especially women” with laptops and Internet connections to help citizens “get everything from government services to chats with distant loved ones.”

This project, “created in 2008 by local development group D.Net and other community organizations,” recruits and trains women on how to use computers, the Internet, printers and cameras. Once trained, these women bike into remote villages and provide Internet connections, laptops and “a slew of social services” to locals.

Apart from technology access, the Info Ladies lead community discussions about a range of relevant issues including best agrarian practices and public health issues, like contraception and HIV/AIDS prevention. Ananya Raihan, D.Net’s executive director, remarks “‘the Info Ladies are both entrepreneurs and public service providers.’”

“In July, Bangladesh’s central bank agreed to offer interest-free loans to Info Ladies.” Sathi Akhtar, an Info Lady who works in Begum’s and Dipa’s villages, notes that she earns more money than she would as a school teacher. Reflecting on her work, she noted “‘we are not only earning money, we are also contributing in empowering our women with information. That makes us happy.’”

Candidates greet the moderators before debating in Bosnia.

Though the voting part of an election usually takes just a day, months and sometimes years of preparation go into making it a success. There's the preparatory work by election commissions, organizing by political parties, choosing candidates, the campaign itself, training observers, educating and motivating the electorate to participate, and creating an atmosphere in which voters feel safe enough to go to the polls. In many countries where NDI works, the Institute and its partners are involved in one or more of these aspects of election day preparation. Here are some examples:

Leading up to the Oct. 3 general elections in Bosnia, NDI partnered with two major public television stations to present a series of candidate debates.
These events, along with a series of regional town-hall style meetings, were unique for focusing on issues, and the parties' stances on those issues, rather than personal or ethnic attacks and accusations.

As Egypt prepares for legislative elections in November, a new website, www.vote4egypt.com, conveys the importance of voting. It features promotional get out the vote videos, posters and message boards, where users can discuss topics such as how to get voter identification cards and where to vote on election day. The site is part of a larger civic participation effort by the nonpartisan Bridge Center for Dialogue and Development, an NDI partner organization.

A trainer gives a presentation about her political party in Kyrgyzstan.

Before Kyrgyzstan's Oct. 10 parliamentary elections, NDI worked with women candidates and party members seeking to learn new skills needed to be effective candidates, and for gaining leadership roles within their parties.

In preparation for Afghanistan's Sept. 18 parliamentary elections, NDI conducted orientation sessions for more than 1,700 candidates (68 percent of the total), organized training for political parties, ran campaign schools for more than 240 women candidates (62 percent of the total) and provided technical assistance to FEFA, the country's largest domestic election monitoring organization. It also trained more than 36,000 candidate agents across the country to report on election day activities.

In addition to its work with local partners, NDI takes part in pre-election assessments. Recently in Jordan,
Ukraine and Nigeria, the Institute has fielded high-level delegations that have met with election officials, ruling and opposition political figures, civil society groups, journalists and others to assess the electoral environment and recommend short- and long-term improvements in the electoral process.

Although violence marred the electoral process in many parts of the country, millions of Afghans turned out to vote in legislative elections Sept. 18, showing courage and resolve to move their nation toward a more democratic future. NDI's observers released a preliminary statement lauding Afghans for their commitment to democracy while drawing attention to a number of problems with the electoral process. Read more»

Recently, leaders from government, political parties, business, academia and civil society came together to discuss the link between transparency and security in Central America. At the NDI-supported event, the 150 participants identified and agreed on concrete actions to fight corruption and increase transparency. Read more»

"Who's Who" of Women Leaders in Bangladesh an Inspiration for All Women

While men in Bangladesh hold the majority of powerful positions in politics and society generally, some women have been able to break into the power structure. To celebrate their achievements, as well as to inspire women seeking roles in the future, the Bangladesh Alliance for Women Leadership (BDAWL) has released Who's Who: Women Leaders at a Glance, the first such reference book ever released in Bangladesh.

The directory contains biographies of 134 women who are playing key roles in Bangladesh in politics, the judiciary, academia, civil service, business, law enforcement and the media. The guide also contains information on women voters, candidates and parliamentarians; a complete list of women MPs in the 9th parliament and women elected to local government; and a gender analysis of the past three elections. It is available for purchase through BDAWL's website.

The wide array of leaders included in the directory are "just the tip of the iceberg," according to Dipu Moni, Bangladesh's foreign minister, who attended a ceremony to mark the launch of the guide. The female workforce has been contributing to the shaping of Bangladesh for a long time, she said.

Among those listed in the guide are Matia Chodhury, minister of agriculture, who was elected to parliament in 1991 and won re-election in 1996, when she was given charge of the ministries for agriculture, food, and disaster management and relief. During her tenure, Bangladesh has become self-sufficient in food production for the first time in its history.

Human rights activist Sultana Kamal is also profiled in the directory. She is the executive director of Ain o Salish Kendra, a human rights organization founded in 1986 that has provided legal and mediation assistance to thousands of vulnerable and deprived women.

"Women's empowerment is at the top of the current women's agenda," said Minister Moni, emphasizing that it is the most powerful instrument to fight discrimination against women. Growing numbers of women in parliament and the cabinet have led the Cabinet to propose a new law on the prevention of domestic violence and send it to the parliament for adoption.

BDAWL was launched in November 2008 with the aim of increasing the number of women in leadership positions in all professions through training and orientation programs, workshops and speaker series. NDI is a founding partner of BDAWL.

NDI Partners with Commonwealth Parliamentary Association to Strengthen Parliaments

NDI and the Commonwealth Parliamentary Association (CPA) have signed an agreement to collaborate on efforts to enhance representative government around the world. The association is a group of national and subnational legislatures of the Commonwealth, representing some two billion citizens from all faiths and ethnicities from six continents.

A memorandum of understanding was signed in Nairobi Sept. 8 by the secretary-general of the CPA, William F. Shija, and the president of NDI, Kenneth Wollack.

Shija attended the signing ceremony in advance of the 56th Commonwealth Parliamentary Conference hosted by the Kenyan Parliament. Wollack was in Nairobi attending NDI's first board meeting held outside the United States. NDI Board member Tom Daschle, former U.S. Senate majority leader, also participated in the ceremony.

NDI and CPA will continue to work together to develop and promote the use of the CPA's "Benchmarks for Democratic Legislatures," a guide to good parliamentary practice developed in 2006 by a CPA Study Group that drew on a number of technical inputs, including an NDI discussion document. The CPA benchmarks are being used around the world to help parliaments self-assess their procedures and processes to identify areas where democratic governance can be improved.

Wollack and Daschle noted NDI's past successful cooperation with the CPA and looked forward to additional partnership at the global level and in Commonwealth parliaments where NDI has a parliamentary strengthening program. For his part, Shija welcomed the formal partnership as a vehicle for the 175 national and subnational legislatures of the Commonwealth to work with NDI to strengthen developing parliaments.

NDI and the CPA also collaborate with other international organizations on parliamentary strengthening, including the United Nations Development Programme and the World Bank Institute.

Related:

Congress Looks to Women as Agents of Change

In places as diverse as Timor-Leste, Croatia, Morocco, Rwanda and South Africa, increasing numbers of women are being elected to political office. In each case, more women has meant more legislation related to anti-discrimination, domestic violence, family codes, inheritance, and child support and protection.

"Women's political participation results in tangible gains for democracy, including greater responsiveness to citizen needs, increased cooperation across party and ethnic lines, and more sustainable peace," said NDI President Kenneth Wollack in testimony at a June 9 House Foreign Affairs subcommittee hearing on "Women as Agents of Change: Advancing the Role of Women in Politics and Civil Society."

In each case, more women has meant more legislation related to anti-discrimination, domestic violence, family codes, inheritance, and child support and protection.

"Women's political participation results in tangible gains for democracy, including greater responsiveness to citizen needs, increased cooperation across party and ethnic lines, and more sustainable peace," said NDI President Kenneth Wollack in testimony at a June 9 House Foreign Affairs subcommittee hearing on "Women as Agents of Change: Advancing the Role of Women in Politics and Civil Society." The hearing was chaired by Committee Chair Rep. Russ Carnahan (D-MO) and Ranking Member Dana Rohrabacher (R-CA).

Wollack and other panelists discussed the concrete ways in which women help democracy deliver benefits to all citizens. Panelists also stressed the role that the United States must play in promoting gender equality and empowering women politically and economically to help establish stronger, more inclusive democracies around the world.

In the last 10 years, the rate of women's representation in national parliaments globally has grown from 13.1 percent at the end of 1999 to 18.6 percent at the end of 2009. Some regions have seen particularly dramatic increases, such as Sub-Saharan Africa, where the number of women in parliaments has risen from 10.9 to 17.6 percent. While these numbers show progress, women continue to be vastly underrepresented in politics, excluded from decision-making processes and routinely subjected to discrimination and violence.

In spite of enormous social and economic barriers and often in the face of violent opposition, women around the world are demanding their rights to education, security, and healthcare, and claiming a louder voice in decisions that affect their lives and communities. Panelists highlighted the vital role that women can play as leaders in politics and their communities, and stressed the need for increased support for women's political leadership both in the U.S. and abroad.

As Wollack noted, "it is not an accident that the countries in which health, education and economic development are not part of the national agenda are places where women are denied a genuine political voice. Empowering women politically will help countries develop democratic institutions so they can begin to successfully address issues related to security, jobs, human rights, physical well-being and human development." Throughout his testimony, he illustrated how NDI has been working with political and civic leaders for more than two decades to support their efforts to increase the number and effectiveness of women in political life.

Wollack also called attention to the various barriers that limit women's political and civic engagement, namely access to positions of power and to economic resources, lack of government transparency, and pervasive and discriminatory gender stereotypes. He focused on the eight ways to build women's political participation: conducting ongoing communications trainings; building leadership skills; uniting women across political party lines, often in the form of women's caucuses; reforming political parties internally so that women's participation is a real priority; teaching women to train other women so that knowledge and skills are not lost; training elected women so that they are ready to deliver services back to constituents, increasing their chances of re-election; exchanging information internationally; and engaging youth to help change attitudes and behavior towards women.

Other witnesses were: Melanne Verveer, ambassador-at-large for Global Women's Issues; Dr. Esther Brimmer, assistant secretary for International Organization Affairs; Swanee Hunt, chair of the Institute for Inclusive Security and former U.S. ambassador to Austria; and Judy van Rest, executive vice president of the International Republican Institute (IRI). The House Committee members and panelists discussed a range of topics, including women and governance; women and security; women's role in Haiti's reconstruction process; U.S. policies in Afghanistan; violence against women; the importance of ratifying The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW); and the creation of a new United Nations gender entity that would coordinate efforts to support women globally.

"From Kitchen to Parliament" - Women in Bangladesh Look Toward the Future

In Bangladesh, traditional gender roles keep most women from gaining political power. A recent forum, "Celebrating Women's Leadership in Bangladesh," brought together female MPs and other Bangladeshi women with political aspirations to inspire and encourage them to run for office and to work together across party lines to increase women's political participation in the country.

The Bangladesh Alliance for Women Leadership (BDAWL), an organization of prominent women leaders, hosted the November meeting, which was prompted by a visit to Bangladesh from Melanne Verveer, U.S. Ambassador-at-Large for Global Women's Issues. Forty-five women MPs, civil society leaders, media representatives, and officials from the U.S. embassy, NDI and BDAWL attended the forum.

Forty-five women MPs, civil society leaders, media representatives, and officials from the U.S. embassy, NDI and BDAWL attended the forum.

"From Kitchen to Parliament"

Excerpted from Rumana Iqbal Mahmud's speech

"My support for my husband's campaign was not only being seen at the rallies and meetings, but also when he came home and shared the ups and downs of politics and many other important matters with me. I became his political partner.

"While my husband held his meetings outside I often held meetings in my home with constituents who needed help and support, had things to ask for and were looking for help. My face became known to these constituents and theirs to me as we built a special relationship over my kitchen table. When the elections were held and my husband joined the cabinet, these home visits by constituents in need became greater and consequently my engagement with them became much more active, albeit, a great deal of it from behind the curtain of my kitchen.

"When the test for this special relationship came, I was the winner. Voters remembered me from the days of my kitchen meetings. Their love and affection made all the difference as I traveled the path less known to Bangladeshi women.

"Although many Bangladeshi women like me give much needed support to the political process — as can be witnessed in rallies and meetings where women are the front liners — most don't even consider joining political parties and the process formally. The hindrances they encounter, the challenges that lie on the path, and the social mindset that is changing ever so slowly, discourages women from stepping forward to run.

"That is why I congratulate the Bangladesh Alliance for Women Leadership for taking up the challenge to instill the thought in all of us: 'together we win.' The Alliance did a great job in advocacy prior to the elections and has done so much in only a year."

Though the December 2008 parliamentary elections marked progress for women's political leadership in Bangladesh, women hold only 6 percent of 300 constituency-based seats in parliament and many are wives or relatives of male politicians who previously held the seats. In addition, while the parliament has 45 reserved seats for women appointed by the political parties, women parliamentarians are often marginalized and are not viewed as credible politicians because of their appointive status. They have not the opportunity to acquire the core skills and knowledge necessary to be effective parliamentarians.

BDAWL saw the ambassador's visit as an ideal opportunity for civic leaders to come together to discuss how civil society organizations could better support elected women representatives. The ambassador's visit also prompted BDAWL to encourage the women parliamentarians in its membership to form a multi-party women's caucus in the parliament to focus on key issues of importance to women. As a founding partner of BDAWL, NDI helped organize the meeting and continues to work with BDAWL and Bangladeshi MPs in the formation of a women's caucus.

The event kicked off with a speech from Rumana Iqbal Mahmud, one of the 64 women in parliament. The talk detailed her climb from housewife to MP and how she became interested in politics as she stood by her husband's side when he campaigned for a seat in parliament. Listening to her husband hear constituents' concerns, Mahmud became impassioned by politics, and when her husband was appointed to the cabinet, she mounted her own campaign for parliament and won.

In her address to the group, Ambassador Verveer noted the correlation between increased investment in women and economic prosperity, political stability and reduction of corruption in society. She urged the women to cooperate to set priorities in health, economics, education and other issues of importance to women's socio-economic and political progress.

The meeting ended with a discussion of the need to establish a multi-party women's caucus and a vow by attendees to move the process forward in the coming year. The caucus' goal will be to help women MPs develop benchmarks to measure activity and progress on women's legislative issues and to cooperate across party lines on issues of importance to women. BDAWL, with NDI support, will help a core group of women political leaders outline a caucus charter.

BDAWL was formed in 2008 with assistance from NDI to promote women's leadership across all sectors of Bangladesh society. Founding members include representatives from business, academia, civil society organizations and parliamentarians from the major political parties. The first organization of its kind in Bangladesh, BDAWL has been working with great speed to raise awareness about the need for greater engagement by women in political decision-making.

BDAWL continues to promote women candidates from major political parties seeking election to parliament and led the first-ever parliamentary orientation program for women MPs. This included a comprehensive examination of gender issues within the annual budget approved by parliament. BDAWL also conducted workshops on women's caucus development, advocated in the media and international forums for women's empowerment, and held speakers forums on women's empowerment.

Elections in Bangladesh and Ghana Promote Stability and Democracy

Peaceful transitions of power marked parliamentary elections in Bangladesh and a presidential runoff in Ghana last month.

In Bangladesh, NDI fielded a 60-member international observer delegation for the Dec. 29 polls in which the victory of the Awami League brought two years of military-backed rule to a close. The delegation concluded that the vote was well-administered and conducted in an orderly fashion.

In Ghana – a pillar of African democracy – a highly competitive Dec. 7 presidential contest prompted a runoff on Dec. 28. Ghana’s Coalition of Domestic Election Observers (CODEO), an NDI partner organization, monitored both contests. Its independent vote tabulation, which confirmed the Electoral Commission’s announcement of a razor-thin victory for the opposition leader, built public confidence for the result.

Linking women across continents, languages and faiths is part of the success story of iKNOW Politics – an online portal through which women in politics network and share information, knowledge and expertise.

Approaching its second anniversary, the site has received over 31 million hits at a rate of nearly 138,000 per day, with membership topping 3,500. The site was launched by NDI in partnership with the International Institute for Democracy and Electoral Assistance (IDEA), the Inter-Parliamentary Union (IPU), the United Nations Development Programme (UNDP) and the United Nations Development Fund for Women (UNIFEM).

Available in English, French and Spanish, with Arabic expected this summer, iKNOW’s online library has over 1,000 papers, case studies, training guides and other materials; access to 23 international news sources; a space for online dialogue; and more than 60 experts from 28 countries to answer questions.

The engagement of women in Iraq’s political process has been a major focus of NDI’s efforts since 2006. One of the Institute’s Iraq staff members, Ferdos Majeed, discusses a series of NDI training programs in Erbil that have encouraged women’s political participation.
