Averell Harriman Democracy Award&lt;/a&gt; and the European Parliament&amp;rsquo;s Sakharov Prize for Freedom of Thought was recently invited to the High-Level Human Rights conference in Brussels by European Parliament President Jerzy Buzek.&amp;nbsp;In 1997, Pay&amp;aacute; founded the Varela Project, which uses nonviolent means to promote human rights. He is also coordinator of the Christian Liberation Movement (&lt;em&gt;Movimiento Cristiano de Liberaci&amp;oacute;n&lt;/em&gt;).&lt;/p&gt;

The group made up of women whose husbands, brothers and fathers are dissidents imprisoned by the Castro regime.&lt;/p&gt;
&lt;p&gt;&amp;quot;In one attack, the Miami Herald reported last week, the women were assaulted with &amp;ldquo;steel bars, rocks, and fists&amp;rsquo;&amp;rsquo; as they left Mass in the cathedral of Santiago, the island&amp;rsquo;s second-largest city. At least eight of the women ended up in the hospital, where they required stitches and other treatment for their wounds. According to Elizardo Sanchez, one of Cuba&amp;rsquo;s leading human-rights activists, the attacks have left dissidents deeply alarmed; they know that no one &amp;#39;would dare order such beatings and so much violence without the approval of the central government.&amp;#39;&amp;quot;&lt;/p&gt;

&lt;p&gt;NDI Chairman &lt;a href="/albrightm"&gt;Madeleine K. Albright&lt;/a&gt;, who as U.S. secretary of state was an initiator of the organization along with the late Polish Foreign Minister Bronislaw Geremek, returned to Poland for the gathering.  In 2000 in Warsaw, ministerial delegations from 106 countries signed a declaration, "Toward the Community of Democracies," with the aim of demonstrating methods of support to countries striving for democracy and freedom. &lt;/p&gt;
&lt;p&gt;The Krakow meeting was attended by 80 official delegations from around the world, including 40 at the ministerial level, as well as 200 civil society activists from Burma, Zimbabwe, China, Russia and Cuba, among other places.  Also attending were parliamentarians from Europe, Africa and North America who are participants in the community's Parliamentary Forum, which was launched last March at the initiative of Lithuania, which currently holds the CoD chairmanship.  &lt;/p&gt;

&lt;/p&gt;&lt;p&gt;In the decade since the founding of the Community of Democracies, a major change has been the explosion of technology and the tools it has created, both for those supporting the free flow of ideas and other democratic values and for authoritarian states interested in the opposite, curtailing information and suppressing human rights. Speaking on a panel in Krakow, NDI's chief technology officer, Chris Spence, explored the role of technology in democratic development and the risks its use poses in closed societies.&lt;/p&gt;
&lt;p&gt;"Our view is that technologies are clearly a net positive for democracy...because of the important role [they] can play in consolidating democracy in fragile and transitional democratic states," he said.&lt;/p&gt;

&lt;p&gt;The Krakow meeting focused on challenges to democracy and, specifically, how to overcome obstacles in the path of building civil society in the contemporary world.  The CoD is developing a global democracy work plan focusing on such areas as civil society protections; gender equality and women's rights; poverty, development and democracy; promoting democracy and responding to national and transnational threats; and regional cooperation.&lt;/p&gt;
&lt;p&gt;Albright attributed the success of the first gathering in 2000 to Geremek, who died in 2008 and for whom a democracy award has now been named.  "In his welcoming remarks," she said, "he declared that 'the emergence of democracy was the most important development of the 20th century.' But he also reminded us that the gift of freedom was never fully safe &amp;ndash; because from one direction or another, the principles of freedom will always be opposed. He argued, therefore, that those who are blessed to live in a democracy have an obligation to repay that blessing by upholding free institutions and by teaching, protecting, and cherishing democratic values."&lt;/p&gt;
&lt;p&gt;Albright presented the Geremek Award to Father Jos&amp;eacute; Conrado Rodriguez of Cuba, a minister in the impoverished city of Santiago de Cuba. Father Jos&amp;eacute;, she said, "reminds us that democracy &amp;ndash; at its best &amp;ndash; is more than just another system of government... Democracy is grounded in a belief that the legitimate power of governance comes not from the barrel of a gun, or from the means to arrest and to brutalize prisoners, or from the capacity to punish those who dare to voice their discontent. Power, to be legitimate, must come from the people."&lt;/p&gt;
&lt;p&gt;U.S. Secretary of State Hillary Clinton, who delivered a keynote address, noted "three essential elements of a free nation &amp;ndash; representative government, a well-functioning market and civil society &amp;ndash; that work like three legs of a stool." But "walls are closing in" on civic organizations in an increasing number of countries, she said, citing Zimbabwe, the Democratic Republic of Congo, Ethiopia, Venezuela, Russia, China and Egypt. "Over the last six years, 50 governments have issued new restrictions against NGOs, and the list of countries where civil society faces resistance is growing longer."&lt;/p&gt;
&lt;p&gt;"An attack on civic activism and civil society is an attack on democracy," she said.  "...it  doesn't matter whether the goal is better laws or lower crime or cleaner air or social justice or consumer protection or entrepreneurship and innovation, societies move forward when the citizens that make up these groups are empowered to transform common interests into common actions that serve the common good."&lt;/p&gt;
&lt;p&gt;The next ministerial level meeting will take place in 2011 in Vilnius, Lithuania.&lt;/p&gt;

 <title>Cuba: Black Spring Seven Year Anniversary Amidst Desperation and Hunger Strikes</title>

                    &lt;!--paging_filter--&gt;&lt;!--paging_filter--&gt;&lt;p&gt;For four days in March 2003, in what is known as the Cuban Black Spring, 75 Cuban journalists, librarians, and democracy and human rights activists were arrested and imprisoned by Cuban government officials. Those detained were sentenced to six to 28 years for their peaceful advocacy for political, social and economic reforms. &lt;/p&gt;
&lt;p&gt;This March 18 marks the seventh anniversary of that event. Those detained were sentenced to six to 28 years for their peaceful advocacy for political, social and economic reforms. &lt;/p&gt;
&lt;p&gt;This March 18 marks the seventh anniversary of that event.  Fifty-three of the original 75 still remain in prison, many of them suffering under severe conditions as well as physical and emotional abuse.  According to the Cuban Commission on Human Rights, there are approximately 200 political prisoners in Cuba.  &lt;/p&gt;
&lt;p&gt;Their treatment was recently cast into the international spotlight with the hunger strike and subsequent death of Orlando Zapata Tamayo and the continued hunger strikes by other prisoners, such as Guillermo Fari&amp;ntilde;as Hern&amp;aacute;ndez, who has pledged to fast until death.&lt;/p&gt;
&lt;p&gt;Zapata was a 42-year-old plumber and bricklayer who died Feb. 23 after he stopped eating solid food to protest what he said were repeated beatings by guards at the Kilo 7 prison in the eastern province of Camag&amp;uuml;ey. Initially sentenced to three years for public disorder and "disobedience," he was convicted of other acts of defiance while incarcerated, and by the time of his death, faced a total of 36 years in prison. Fari&amp;ntilde;as, 48, is a Cuban journalist and political activist who has been on hunger strike since Feb. 24 to protest Zapata's death and to demand the release of jailed dissidents and human rights activists, including several members of the press.&lt;/p&gt;
&lt;p&gt;Many of those arrested during the Black Spring were members of the Varela Project, a peaceful campaign to demand greater rights and freedoms using a provision in the Cuban Constitution that enables citizens to introduce legislation with 10,000 signatures. "None of those convicted in April 2003 were charged with using or having weapons, inciting violence or disorder, espionage or any other crime," said Oswaldo Pay&amp;aacute;, the founder of the project. "They were convicted for expressing their opinion, exercising free journalism and promoting civic initiatives."  Pay&amp;aacute; and fellow Varela Project organizers continue their efforts today to collect and verify additional signatures to mobilize Cuban citizens to promote peaceful political change and demand a referendum on democratic reforms.&lt;/p&gt;
&lt;p&gt;Another activist movement, the Ladies in White (&lt;em&gt;Damas de Blanco&lt;/em&gt;), was founded by the spouses and relatives of those arrested on March 18.  These women continue to protest peacefully for the release of their loved ones by attending Mass each Sunday dressed in white.  After the initial arrests in 2003, they issued a call for action stating, "We, the wives, mothers, sons and daughters of those men and women who find themselves unjustly incarcerated after the recent wave of arrests of peaceful Cuban dissidence, ask for solidarity and support for an international campaign to seek the immediate liberation of our family members, who have been arrested for exercising their right of freedom of expression and thought, and for pursuing national reconciliation and recognition of our human rights."&lt;/p&gt;
&lt;p&gt;NDI's Cuba program seeks to promote international awareness of the activities of Cuban democratic activists by conducting outreach to political and civic leaders, and international organizations around the world to provide recognition, support and solidarity for those struggling peacefully for democracy on the island.&lt;/p&gt;

&lt;p&gt;Cuban authorities denied exit permits to   Pay&amp;aacute;, founder of the pro-democracy &lt;a href="/node/14620"&gt;Varela Project&lt;/a&gt;, and the Ladies in   White, an organization of female family members of Cuba&amp;rsquo;s   political prisoners. Suu Kyi, the leader of Burma&amp;rsquo;s   non-violent democracy movement, remains under house arrest imposed by the   country&amp;rsquo;s brutal military regime.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The inability of these remarkable   individuals to join their fellow Sakharov Laureates in Strasbourg serves as a bitter reminder of the severe   repression in Cuba and   Burma as well as persistent   government efforts to stifle the democracy and human rights movements in these   countries,&amp;rdquo; said NDI President Kenneth Wollack.&lt;/p&gt;
&lt;p&gt;Organizers of the Varela Project &amp;ndash; a civic   initiative that calls for a referendum on democratic change in   Cuba through constitutional reforms &amp;ndash;   say the situation for human rights defenders in the country is worsening. The   group recently reported a government raid to confiscate thousands of signatures   collected in support of the Varela Project. &amp;nbsp;Dozens of Varela Project organizers   are currently held in Cuban prisons under harsh conditions; their only crime is   peaceful advocacy for democratic change.&lt;/p&gt;
&lt;p&gt;The &lt;a href="/node/15140"&gt;2008 NDI Democracy Luncheon&lt;/a&gt;, held on   Dec. 15, focused on the continuing struggle for democracy in Burma,   honoring two champions of that cause &amp;ndash; Archbishop Desmond Tutu and the Women&amp;rsquo;s   League of Burma. Archbishop Tutu received the Harriman  Award for his   work since the democratic transition in South   Africa, which includes his advocacy for democracy in   troubled nations, including Burma. The 4th annual &lt;a href="/albright_grant"&gt;Madeleine K.   Albright Grant&lt;/a&gt; went to the Women&amp;rsquo;s League of Burma for its work promoting human   rights and more participation by women in Burma&amp;rsquo;s   democracy movement.&lt;/p&gt;

Many &lt;span xml:lang="en"&gt;were charged with such crimes as &amp;ldquo;&lt;em&gt;peligrosidad,&lt;/em&gt;&amp;rdquo; or pre-criminal &amp;ldquo;dangerousness,&amp;rdquo; for engaging in activities the government perceived as subversive.&amp;nbsp; &lt;/span&gt;Only 20 of the dissidents have been released; the rest remain in jail.&lt;/p&gt;
&lt;p&gt;Over half of those imprisoned were organizers of the Varela Project, an unprecedented effort to mobilize Cuban citizens peacefully to pursue basic political and civil liberties.&amp;nbsp;The Varela Project utilizes a provision in the Cuban constitution that enables citizens to introduce legislation when accompanied by 10,000 signatures.&amp;nbsp; While the Cuban government has attempted many times to suppress the Project, the petition campaign continues and the number of signatories continues to grow and has inspired other signature-gathering campaigns across the island.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The activists arrested in this crackdown seek only to exercise universally recognized rights, such as the right to self-expression and other rights that are protected by international conventions. One year ago, the Cuban government signed two key United Nations agreements: the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights. &amp;nbsp;Here are the names of the 55 Cuban Spring activists who remain in prison:&lt;/p&gt;

&lt;p&gt;In 1997, Paya founded the Varela Project, which effectively uses nonviolent means to promote human rights. His dedication to the principles of democracy and social justice has inspired fellow citizens as well as democrats around the world. &amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Imprisoned at the age of 17 for openly criticizing the Castro regime, Paya was influenced by the now-famous &amp;ldquo;Prague Spring&amp;rdquo; in Czechoslovakia.&lt;span&gt;&amp;nbsp; &lt;/span&gt;He formed the Varela Project, named for 19&lt;sup&gt;th&lt;/sup&gt; century independence leader Padre Felix Varela, as a call for a national referendum on open elections, free speech, enterprise and freedom for political prisoners.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Despite government intimidation against organizers, the Varela Project continued its drive for petition signatures calling for such a referendum until October 2003.&lt;/p&gt;
&lt;p&gt;For his courageous and steadfast commitment to fundamental human rights, NDI was proud to honor Oswaldo Paya as the recipient of the 2002 W. Averell Harriman Democracy Award.&lt;/p&gt;

                    &lt;!--paging_filter--&gt;&lt;!--paging_filter--&gt;&lt;p&gt;More than a year after the official transfer of power in Cuba, Ra&amp;uacute;l Castro has taken limited steps to implement some of the &amp;ldquo;conceptual and structural changes&amp;rdquo; he has promised. Many of the economic reforms implemented by Ra&amp;uacute;l Castro focus on the agricultural sector, such as permission for private farmers to buy their own supplies and equipment, leasing unused state land to private farmers and cooperatives, and promoting domestic food production through the private sector. Other reforms include the legalization of cell phones, computers and other appliances, and the elimination of salary caps for workers.&lt;/p&gt;
&lt;p&gt;While raising expectations for economic reform, the Cuban government continues to repress  attempts by independent civil society activists to promote peaceful political changes and the release of political prisoners. On January 28, Cuba was subject to its first United Nations (UN) Human Rights Review, which resulted in a dozen recommendations to improve its human rights record, including suggestions to end restrictions on freedom of expression and association, release political prisoners and improve prison conditions. Cuba rejected all recommendations proposed by the UN, stating that they &amp;ldquo;violated Cuba&amp;rsquo;s right to self-determination.&amp;rdquo;&lt;/p&gt;

Despite hopes that the change in power from Fidel to Raúl Castro in  February 2008 would bring reform to the Western Hemisphere’s  only dictatorship, Raúl’s government has proved to be at least as repressive.While  instituting minor economic reforms, such as allowing private farmers to purchase goods  directly from suppliers, turning over state-run beauty shops to employees, and experimenting with taxi drivers leasing  their vehicles, the Cuban government continues to control all aspects of  society and represses any attempts by independent-thinking Cubans to advocate  for democratic reforms.  &lt;/p&gt;
&lt;p&gt;Political prisoner Orlando Zapata Tamayo died on February 23  after an 83-day hunger strike protesting his prison conditions. His death  sparked similar protests by other prisoners and human rights activists and as  well as demands for their release. Foreign governments and representatives of the Catholic Church in Cuba have approached the Cuban Government concerning  human rights issues and treatment of Cuba’s political prisoners   &lt;/p&gt;
&lt;p&gt;Cuba  holds approximately 200 total political prisoners. Fifty-five have been named prisoners of  conscience by Amnesty International. In  June, the Cuban Government released Ariel Sigler, a paraplegic political prisoner with severe health  problems.&lt;/p&gt;
&lt;p&gt;NDI’s seeks to promote  international awareness of the activities of Cuban democratic activists by  conducting outreach to political and civic leaders, and international  organizations around the world to provide recognition, support  and solidarity for those struggling peacefully for democracy on the  island. NDI also shares lessons and  information from other democratic transitions with Cubans on the island.&lt;/p&gt;
&lt;h3&gt;&lt;a name="PoliticalContext" id="PoliticalContext"&gt;&lt;/a&gt;Political Context&lt;/h3&gt;
&lt;p&gt;Despite hopes that  the change in power from Fidel to Raúl Castro in February 2008 would bring  reform to the Western Hemisphere’s only  dictatorship, Raúl’s government has proved to be at least as repressive. March  18, 2010 marked the seventh anniversary of the Cuban Black Spring, when 75 democracy  and human rights activists in Cuba  were rounded up and sentenced to lengthy prison terms during summary  trials.  &lt;/p&gt;
&lt;p&gt;The death of political prisoner Orlando Zapata Tamayo after  an 83-day hunger strike led to a wave of international calls for release of  political prisoners.  Efforts by  activists on the island to protest prompted retaliation by the Cuban  government, including forceful measures to halt the weekly peaceful marches in  Havana by the female family members of the Black Spring political prisoners,  known as the Ladies in White (&lt;em&gt;Damas de Blanco&lt;/em&gt;).    After  Cuba’s  Cardinal Jaime Ortega intervened, the Cuban government allowed the peaceful marches  to resume.  &lt;/p&gt;
&lt;p&gt;After intervening on behalf of the Ladies in White, Cardinal  Ortega met with Raúl Castro to discuss the release of political prisoners.  To date, the talks have resulted in the  transfer of several political prisoners to jails closer to their homes and were  credited with the decision on June 12 to release Sigler.  The active role of the Catholic Church has raised  expectations for additional changes. &lt;/p&gt;
&lt;p&gt;Despite the many challenges faced by Cuban civil society, Cubans  on the island have found creative ways to express themselves and promote their  views about society and desire for peaceful changes.  Cuban blogger Yoani Sánchez has garnered international  recognition for her blog, Generation Y (&lt;em&gt;&lt;a href="http://www.desdecuba.com/generaciony/"&gt;Generación Y&lt;/a&gt;&lt;/em&gt;), which  openly criticizes the daily  challenges of life in Cuba  and the restrictions that the Cuban government places on its citizens.  Musician Gorki Águila, who has been  arrested for lyrics that are critical  of the Cuban regime, has become a symbol of the Cuban youth’s desire for change.      &lt;/p&gt;
&lt;p&gt;Other Cuban advocates for change have taken advantage of  loopholes in the Cuban government’s legal system to call for democratic  reforms.  For example, in 2002 and 2003,  Oswaldo Payá and members of his Christian Liberation Movement (&lt;em&gt;Movimiento Cristiano Liberación&lt;/em&gt;, MCL)  used an article in the Cuban constitution that allows for a citizen’s  referendum with the support of 10,000 signatures to call for free elections,  freedom of assembly, free enterprise, freedom of speech and freedom for Cuba’s  peaceful political prisoners.  &lt;/p&gt;
&lt;p&gt;Despite the Cuban government’s rejection of the Varela  Project and the arrest of more than 50 of its organizers during the Cuban Black  Spring, other groups have modeled their projects for change after the Varela  Project initiative.  In 2007 and 2009,  the Latin American Federation of Rural Women – Cuba (&lt;em&gt;Federación Latinoamericana de Mujeres Rurales – Cuba&lt;/em&gt; FLAMUR)  submitted more than 10,000 signatures to the Cuban National Assembly in support  of their “With the Same Currency” (“&lt;em&gt;Con  la Misma Moneda&lt;/em&gt;”) campaign, which calls on the Cuban government to abolish  the dual currency system and accept the Cuban national peso for all goods and  services.  Similarly, the University  Students without Borders Project collected 5,000 signatures to press for  independent universities and freedom of speech, which led to the temporary  arrest of several student leaders. &lt;/p&gt;

&lt;p&gt;NDI’s efforts with the Cuban  pro-democracy movement began in 1991, when the Institute assisted the Cuban  Democratic Platform—a coalition of exiled political party leaders from across  the ideological spectrum—in providing Cubans with comparative lessons about  democratic transitions in Eastern Europe and Central America.&lt;/p&gt;
