&lt;p&gt;The Obama administration is preparing to decide this week to release $1.5 billion in annual aid to Egypt that has been in question since the country’s decision to prosecute U.S. and Egyptian pro-democracy workers./p&gt;&lt;/p&gt;
&lt;p&gt;The anticipated approval has angered human rights groups and lawmakers who say that releasing the aid will undermine Egypt’s nascent democratic groups and embolden political forces that have tried to crush them. Congress requires Secretary of State Hillary Clinton to certify that Egypt is promoting freedoms and rights before it will release aid. Clinton can sidestep the restriction by using a waiver to release all or a portion of the funds on national security grounds.&lt;/p&gt;

&lt;p&gt;Seven Americans employed by pro-democracy groups in Egypt who have been under criminal investigation will be allowed to leave the country, Egyptian lawyers involved in the case said Wednesday, suggesting that Washington and Cairo are close to resolving a tense diplomatic crisis that threatened the alliance between the two nations.&lt;/p&gt;
&lt;p&gt;Egypt barred the Americans and at least two European citizens from leaving after authorities raided the Cairo offices of several foreign-funded non-governmental organizations in December. Egyptian officials accused the groups of operating illegally, sowing unrest and working to carry out a U.S. plot to destroy Egypt.&lt;/p&gt;

&lt;p&gt;The defendants are charged with using illegal foreign funds to foment unrest that has roiled Egypt over the past year. The pro-democracy groups and the U.S. flatly deny the charges, and U.S. officials have hinted that foreign aid to Egypt is in jeopardy.&lt;/p&gt;

&lt;p&gt;Time and again the generals have told senior U.S. officials that the offices of U.S. nongovernmental organizations raided on Dec. 29 would be allowed to reopen and their equipment returned; that they would be registered to work in Egypt; and that the seven Americans banned from leaving the country while a criminal case proceeds would be allowed to leave. None of those pledges have been fulfilled. The trial of at least 16 U.S. citizens and 27 other people is due to begin on Sunday.&lt;/p&gt;
