&lt;p&gt;On October, 20, 2016, party leaders and aspiring presidential candidates from seven of Honduras&amp;rsquo;s ten political parties met in the Honduran capital of Tegucigalpa to ratify the &amp;ldquo;Political Parity and Alternation Pact&amp;rdquo; (&lt;em&gt;Pacto Pol&amp;iacute;tico por la Paridad y la Alternancia&lt;/em&gt;). The pact commits aspiring presidential candidates to push their parties to place women in top positions of party lists, ensuring the application of the principle of parity (50 percent women and 50 percent men on party lists) and mechanisms for alteration (rotating between female and male candidates on the ballot). Alternation allows women and men to have an equal chance of being seen on the ballot as compared to ballots that list male candidates first.&lt;/p&gt;

&lt;/blockquote&gt;
&lt;p&gt;The pact signing was the culmination of a campaign conducted by NDI partner Honduras Interparty Women&amp;rsquo;s Network (&lt;em&gt;Red de Mujeres Interpartidarias de Honduras&lt;/em&gt;), a group that brings together female political party leaders across ideologies to develop policies that promote and defend women&amp;rsquo;s political participation. The campaign, which was called &amp;ldquo;The Pilgrimage of the Braid&amp;rdquo; (&lt;em&gt;La Peregrinaci&amp;oacute;n de la Trenza&lt;/em&gt;), sought to build public pressure on the heads of political movements and aspiring presidential candidates to sign the pact and openly commit to upholding women&amp;rsquo;s political rights. During the pact signing ceremony, each candidate received a symbolic braid (&lt;em&gt;trenza&lt;/em&gt;) with their respective party colors and held the collective braid to emphasize the parties&amp;rsquo; shared commitment.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We want to exercise democracy when we participate on equal terms,&amp;rdquo; agreed Cinthya Garc&amp;iacute;a member of the Interparty Women&amp;rsquo;s Network.&lt;/p&gt;
&lt;p&gt;The Honduras Interparty Women&amp;rsquo;s Network has been advocating on behalf of women for many years. Previous to the pact, in 2012 the network successfully advocated for the reform of Article 105 of the Election and Political Organizations Law (&lt;em&gt;Ley Electoral y de las Organizaciones Pol&amp;iacute;ticas&lt;/em&gt;, LEOP), guaranteeing the principle of gender parity and mechanisms for alternance.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;However, on September 9, 2016, the Supreme Electoral Tribunal (Tribunal Supremo Electoral, TSE), which is the governing authority in the enforcement of LEOP, issued a controversial regulation that the network said contradicts the spirit of the law. The regulation upholds parity, but weakens the alternation clause by only requiring political parties to begin alternating between female and male candidates starting at the third, fourth or fifth position on the ballot, depending on the number of deputies per department. Georgina Sierra, legal representative for the network, clarified that &amp;ldquo;with the new regulation we are barred from all institutional guarantees and the probability that a woman is elected is almost null.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The pact signing ceremony was organized by Honduras Interparty Women&amp;rsquo;s network with the support of NDI, the Netherlands Institute for Multiparty Democracy (NIMD), the United Nations Development Programme (UNDP) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).&lt;/p&gt;
&lt;p&gt;NDI is working with a multi-partisan Women&amp;rsquo;s Political Participation Working Group to create more equitable conditions for candidates aspiring to run for public office through a cross-party gender agenda supporting women&amp;rsquo;s political participation, reducing violence against women, promoting women&amp;rsquo;s economic empowerment and building gender sensitive budgets. The Women&amp;rsquo;s Political Participation Working Group&amp;rsquo;s collective actions have garnered the support of feminist movements, rural women leaders, micro entrepreneurs, LGBTI activists, as well as international donor representatives.&lt;/p&gt;
&lt;p&gt;	NDI&amp;rsquo;s work with political parties in Honduras to advance gender equality policies and women&amp;rsquo;s political leadership ahead of the 2017 elections is conducted with support from the National Endowment for Democracy.&lt;/p&gt;

He lived and worked in &amp;nbsp;Chamelecon in the municipality of San Pedro Sula -- one of the most dangerous and gang ridden neighborhoods in Honduras. &amp;ldquo;Reny embodied a new generation of political leaders who worked to improve the quality of life for his entire community,&amp;rdquo; stated NDI director in Honduras, Deborah Ullmer, who attended his funeral along with the Deputy Chief of Mission of the U.S. Embassy in Tegucigalpa, other members of the NDI staff and representatives of the Honduran government and the National Party. Among his many hats, Reny served as the president of the Gay Community of San Pedro Sula for Integral Health (&lt;em&gt;Comunidad Gay Sampedrana por la Salud Integral&lt;/em&gt;), president of his community council, conventional member of the National Party, an active member of the UNAIDS-supported Access Committee for Comprehensive Care of Persons living with HIV in the Northern Coast prevention and volunteer at a USAID-supported youth outreach center.&lt;/p&gt;
&lt;p dir=&quot;ltr&quot;&gt;The international community has shown its support to find justice for Reny. The U.S. Embassy in Honduras, the United Nations, the European Union Special Representative for Human Rights, the Spanish Government and others &amp;ndash; including Congressman Eliot Engel (D-NY, 16th District) &amp;ndash; issued statements condemning his murder and calling for an investigation. &lt;p dir=&quot;ltr&quot;&gt;Initatives to support equality for LGBTI members are ongoing in Honduras. &amp;nbsp;Last October, NDI, the Gay and Lesbian Victory Institute of the United States, and &lt;em&gt;Caribe Afirmativo&lt;/em&gt; co-sponsored&amp;nbsp;a conference that focused on bolstering LGBTI political engagement in Latin America and the Caribbean. &amp;nbsp;The conference was supported by USAID and the National Endowment for Democracy.&amp;nbsp; Reny was among more than 300 activists from across the region who attended the gathering, in which&amp;nbsp;Special U.S. Envoy for the Human Rights of LGBTI Persons, Randy Berry, participated.&amp;nbsp;Immediately following the conference, Reny and other politically active members formed a multi-partisan group to promote political inclusion and representation of LGBTI persons in Honduras. Days before his murder, Reny worked closely with NDI and &lt;em&gt;Caribe Afirmativo&lt;/em&gt; to complete a study on LGBTI inclusion in major political parties in the country.&lt;/p&gt;

Earlier this year, on January 24, Paola Barraza, another transgender woman who served as representative of the Rainbow Association (&lt;em&gt;Asociaci&amp;oacute;n LGTB&amp;nbsp;Arcoiris&amp;nbsp;de&amp;nbsp;Honduras&lt;/em&gt;) and graduated from NDI&amp;rsquo;s Youth Leadership Academy in 2014, was killed in her home after receiving several prior threats and attacks. According to the Lesbian Response Network &lt;em&gt;Cattrachas&lt;/em&gt;, 226 LGTBI persons have been killed in Honduras in the last seven years, and seven this year alone. The Police Unit for High Level Murders (&lt;em&gt;Unidad de Muertes de Impacto&lt;/em&gt;), with assistance from the United States and Colombia, are investigating Reny&amp;rsquo;s case. Unfortunately, about 95 percent of killings go unsolved and most cases are never examined in Honduras, a country with one of the highest murder rates in the world.&lt;/p&gt;
&lt;p&gt;NDI mourns Reny&amp;rsquo;s loss -- he is greatly missed. Taking him as an inspiration, NDI&amp;rsquo;s work will continue in support of these brave persons who gave their lives to defend human rights and promote the respect and dignity for sexual and gender diversity in Honduras, Central America and the world.&lt;/p&gt;

&lt;p&gt;Held in Tegucigalpa on November 24 and supported by NDI, the Netherlands Institute for Multiparty Democracy, the United Nations Development Programme and United Nations Women, in coordination with the Gender Equality Commission of the Honduran National Congress, the gathering brought together active women legislators, leaders of the &amp;nbsp;women&amp;rsquo;s secretariats from various political parties, party activists from across the ideological spectrum and representatives of rural, feminist and human rights organizations.&lt;/p&gt;
&lt;p&gt;The event highlighted several key advances from 2015, chief among which was the development of an inter-party women&amp;rsquo;s agenda to advance gender equality and women&amp;rsquo;s empowerment. &amp;nbsp;In April 2015, the Gender Equality Commission created four inter-party working groups to develop initiatives focused on the following: 1) ensuring gender sensitive budgeting, 2) empowering women economically, 3) increasing women&amp;rsquo;s political participation and 4) ending all forms of violence against women. &amp;ldquo;Step by step, together and consistently, we are making history,&amp;rdquo; said Jessica Sanchez, an advisor to the Gender Equality Commission. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;At the November 24 gathering, women legislators presented results of their initiatives, including that for the first time the 2015 general budget of the Republic of Honduras is gender responsive and there now exists a femicide investigative unit within the Public Ministry&amp;rsquo;s Technical Criminal Investigation Agency. Other new legislative initiatives include a comprehensive law to combat all forms of violence against women, a solidarity credit program for rural women, banning child marriage, advocating for responsible parenthood and promoting sex education in the schools. This wide variety of issues affects Honduran women on a daily basis.&lt;/p&gt;
&lt;p&gt;In October, the women submitted a proposal to the Supreme Electoral Tribunal (TSE) to regulate the principle of parity and mechanisms for alternating the political participation of women and men in the electoral process. Such regulation would represent a decisive step in the struggle for the equal political participation of all Honduran women.&lt;/p&gt;
&lt;p&gt;A representative of the Platform of Women Against Femicide praised the women legislators for highlighting the need both to combat impunity for femicides and to promote women&amp;rsquo;s political participation. She noted that these issues are now being discussed in public, which, indeed, represents an advancement. The Platform delivered to the Gender Equality Commission a set of draft reforms to the penal code, which is currently being debated in Congress.&lt;/p&gt;
&lt;p&gt;At the close of the event, the participants committed to a series of actions to promote greater political participation of women in 2016-2017, including the implementation of an educational campaign to promote voting for women, given the patriarchal culture prevalent in Honduran society. The women also committed to promoting parity at all decision making levels within their respective political parties by developing or revising gender policies and plans to identify women leaders. They will monitor to ensure that the 10 percent public debt policy within political parties is earmarked for training and promotion of women candidates. Finally, they will advocate for the reopening of the Gender Equity Office in the TSE.&lt;/p&gt;
&lt;p&gt;With support from the National Endowment for Democracy, NDI is working with political parties in Honduras to advance gender equality policies and women&amp;rsquo;s political leadership ahead of the 2017 elections.&lt;/p&gt;

In response to the latest corruption scandal involving the embezzlement of $120 million from the Honduras Social Security Institute (&lt;a href=&quot;http://www.ihss.hn/Paginas/IHSS.aspx&quot;&gt;IHSS&lt;/a&gt;), a growing movement led by young people using social networks has organized mass &amp;ldquo;torchlight marches&amp;rdquo; (&lt;em&gt;Marcha de las Antorchas&lt;/em&gt;) in major cities across the country. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Unrest has been noticeable in Honduras for years, particularly after a 2009 constitutional crisis culminated in a coup that removed President Manuel Zelaya from office. &amp;nbsp;Although two subsequent presidential elections in 2009 and 2013 have helped turn a page on the institutional crisis and have eased the most strident conflicts, the 2013 elections highlighted the need for electoral reforms to instill greater transparency in the electoral process and the management of state agencies, and to raise voter confidence. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Against this background, NDI brought together more than 160 representatives from congress, electoral authorities, political parties, civil society organizations, academia, the international community and the media for a forum to discuss electoral reforms on June 17 and 18 in the capital city of Tegucigalpa.&lt;/p&gt;
&lt;p&gt;Amid the public demands for increased transparency and accountability, Honduran President Juan Orlando Hern&amp;aacute;ndez announced at the end of June that he would soon send to Congress two proposals for electoral reforms. &amp;nbsp;The proposals would depoliticize election polling centers by changing those responsible for conducting voting at individual polling stations from members of political parties to members of civil society organizations, and put in place better rules to regulate campaign finances. The reform package follows through on the key issues Honduran civil society organizations have been calling for since the 2012-2013 campaign season.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The formation of polling stations, delivery of credentials and the financing of political campaigns are part of the electoral reforms packet that need to be reviewed,&amp;rdquo; said Marco Ramiro Lobo, deputy magistrate of the Supreme Electoral Tribunal (TSE), Honduras&amp;rsquo; election commission. &amp;ldquo;We believe that the issue of political campaign finance must be analyzed because under the current electoral law it is very difficult for [the TSE] to monitor spending or funding to political campaigns. The law currently only requires the parties to provide a financial report, but does not give the Tribunal time to review before it is published,&amp;rdquo; said Lobo.&lt;/p&gt;
&lt;p&gt;Participants at the forum analyzed the context of the Honduran electoral system, the dynamics of electoral reforms in Latin America, when and how to amend the electoral geography, case studies of promoting greater political participation and representation, analysis of political party financing regulations, and the role of political parties, civic organizations and international cooperation in supporting electoral reform. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Presenters included 18 academic, technical and political specialists from Mexico, Peru, El Salvador, Haiti, Nicaragua, Costa Rica and Honduras. Leaders of the Honduran National Congress commissions on electoral issues and gender equality, electoral magistrates, representatives of all seven registered political parties and youth organizers of the civil marches attended the public forum. &amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Without real electoral reforms, we will soon have more difficulties in future electoral processes. If there is no credibility, if there is no unanimous support of the results, we will possibly experience greater social unrest, which is the least of what anyone wants,&amp;rdquo; said Congressman Jose Alfredo Saavedra, president of the Electoral Affairs Commission of the National Congress.&lt;/p&gt;
&lt;p&gt;The director of the Civil Society Group (GSC), Jessica Sanchez, also spoke about the urgency of reforms, highlighting the need to open the door to a more inclusive and diverse democracy, &amp;nbsp;one that engages underrepresented or marginalized groups such as women, indigenous peoples, youth and the LGBTI population, who had no role in the construction of Honduran democracy.&lt;/p&gt;
&lt;p&gt;Following the seminar, political and civic leaders alike have called for specific electoral reforms aimed at more transparent political campaign finances and strengthening the TSE&amp;rsquo;s process for selection, training and accrediting polling station staff.&lt;/p&gt;
&lt;p&gt;The seminar was sponsored by NDI in collaboration with the International Institute for Democracy and Electoral Assistance (International IDEA), the Netherlands Institute for Multiparty Democracy (NIMD) and the United Nations Development Programme (UNDP), and built upon similar joint efforts initiated in 2012.&lt;/p&gt;
