Sandra Pepera

Sandra Pepera is a career diplomat and international development professional. Before joining NDI as its director for Gender, Women and Democracy in 2014, she spent thirteen years as a senior officer at the UK’s Department for International Development (DFID), including leading programs in the Caribbean, Rwanda-Burundi and Sudan. Prior to joining DFID, Sandra spent time in British domestic politics; lecturing in political science and international relations at the University of Ghana; and as a political analyst in the Political Affairs Division at the Commonwealth Secretariat. She has a portfolio of skills and experience which include strategy development, political and risk analysis, diplomacy, general management and corporate governance.

Much of Sandra’s career has been spent working in or on transitional economies, focusing on the building of resilient and inclusive institutions. She led work on women and politics at the University of Ghana and in outreach public policy during the period of intense and unstable political transition in the early 1990s. This included participating in a program that supported the ANC Women’s League during South Africa’s transition from apartheid to majority democratic rule in 1993.

Sandra is a member of the Cambridge Sustainability Leaders Network, the Royal Commonwealth Society, the Global Board Ready Women initiative, and the International Advisory Board of the Commonwealth Journal for International Affairs (the Round Table). She holds the Financial Times Diploma for Non-Executive Directors, and serves as a trustee for the pension fund of an intergovernmental organization.

A recent ruling by China’s national legislature has put Hong Kong’s democracy activists in a difficult situation, says Margaret Ng, a barrister and former legislator of Hong Kong. On Sunday, the Standing Committee of the National People’s Congress announced new guidelines for the 2017 elections for Hong Kong’s chief executive that would effectively allow the government in Beijing to control its outcome. Now, the people of Hong Kong must either reject what will likely be Beijing’s only offer, or accept it, thereby relinquishing their hopes for a free and fair democratic process.

Designing Democracy in Hong Kong

Hong Kong citizens have never had the opportunity to directly elect their city's chief executive.

While Hong Kong’s mini-constitution, the Basic Law, calls for “universal suffrage” as its “ultimate aim,” the head of government and numerous legislators have not been directly elected by citizens for the last 16 years.

Instead, Hong Kong’s chief executives have been chosen by special Election Committees with members elected from business and professional sectors. And, currently, almost half of all Legislative Council (LegCo) members have been elected through a similar system of “functional constituencies” that represent professional associations and special interests.But Hong Kong’s citizens may finally have the opportunity for a more representative electoral system.

After decades of advocacy for electoral reform by Hong Kong activists and pro-democracy politicians, China’s supreme law-making body, the Standing Committee of the National People’s Congress, determined that Hong Kong may have universal suffrage for the 2017 chief executive election.

An official five-month public consultation process on electoral reform, which relies on town hall-style meetings and official submissions to the government, began last month.

The Centre for Comparative and Public Law (CCPL) at the University of Hong Kong, with support from NDI, is working to amplify citizens’ voices in that consultation process by creating Design Democracy Hong Kong (www.designdemocracy.hk), a unique and neutral website that gives citizens a place to discuss the future of Hong Kong’s electoral system.

Since current policymakers who are not directly elected have little motivation to consider public recommendations, Design Democracy hopes to gauge and promote citizens’ preferences on different models of universal suffrage.

Launched on Dec. 3, the Design Democracy website is the first interactive, politically neutral place where citizens can learn about the Hong Kong political system, engage with others in a debate about electoral reform, and easily share their views on social media and directly with the Hong Kong government.

The website, accessible in English and both traditional and simplified Chinese, encourages public dialogue and participation with the use of two tools. The first, called a “decision tree,” helps users to better understand what “universal suffrage” means and to design their own proposal for how it should work by walking them through the most important questions facing Hong Kong in the reform process.

The decision tree, for example, asks: “Who should have the power to nominate chief executive candidates?” As users respond to these and other questions, they are encouraged to explain their answers. Users can submit their proposals directly to the Hong Kong government from the Design Democracy website.

In the first few weeks after the website’s launch, more than 210 proposals were submitted and the Design Democracy Facebook page (www.facebook.com/designdemocracyhk) generated more than 1,150 “likes.”

The website’s second tool is the “forum,” where users can comment on a range of topics related to the election, such as whether candidates should have to receive a certain share of the vote to win an election outright. The Design Democracy team has also interviewed members of the legislature, scholars, young activists, and even celebrities to get their views on the prospects for reaching universal suffrage in Hong Kong.

Recordings of the interviews have been uploaded to YouTube and embedded on the forum to allow users to view and discuss them. The 25 videos posted so far have received more than 1,000 views.

Before the public consultation period ends in May, CCPL will analyze the proposals and data from the website and submit recommendations to the Hong Kong government. Later this year the government will design a reform package in line with guidelines set by Beijing that must be approved by two-thirds of the Legislative Council. Once the package is passed by LegCo and signed off on by Beijing, the Hong Kong SAR government will have to put in place the new institutions and procedures needed to carry out the 2017 chief executive election.

Burma Groups Expose Intimidation, Fraud in Nov. 7 Elections

Burmese citizens protest the 2010 elections.

Elections in Burma, the first in 20 years, along with the release of Daw Aung San Suu Kyi after years of house arrest, have brought increased attention to the situation in the autocratic Asian country. "Our thoughts and prayers are with Aung San Suu Kyi and her people," NDI Chairman Madeleine K. Albright said in a statement marking Suu Kyi's release.
"We will do everything in our power to be supportive as she continues the struggle to bring true democracy to Burma."

To highlight abuses associated with the elections,
the Burma Partnership, a coalition of media and human rights groups inside the country and civil society organizations across the border in Thailand, created the Burma Election Tracker website. It documents visually and in prose abuses suffered by Burmese citizens before, during and after election day. NDI provided technical assistance to the partnership in developing the site.

Burma Election Tracker visually displays election incidents by type and location.

Prior to the vote, the elections were widely seen as being structured to minimize opposition and ensure a victory by the ruling military junta. NDI analyzed the legal and human rights framework of Burma's new constitution and election law and concluded that the election process would be a setback for Burma's democratic development. The first-person accounts published on the election tracker support that conclusion, with incidents ranging from
violence and intimidation to fraud to abuse of government power. Due to the difficulty of getting reports out of the country, the site is able to compile only a fraction of incidents from the election.

"The reports that we gathered," the tracker said, "demonstrate that these elections were deeply flawed, and were fundamentally illegitimate, unfree, unfair and undemocratic."

NDI has helped local partners create similar websites to track information about elections, their run-up and aftermath.
In Afghanistan, NDI created an online mapping tool for the analysis of election results from 2004, 2005 and 2009 with layers of ethnographic, demographic, topographic and security data. Preliminary results from 2010 will be added soon. And in Bahrain,
monitors mapped incidents, polling locations, and ethnic and religious populations to draw broader conclusions about parliamentary elections in October.

Election Watch: Jordan, Ukraine, Côte d'Ivoire

In November, NDI fielded an
international delegation of 61 short- and long-term election observers that monitored all aspects of the electoral process in Jordan, from the campaign to balloting on election day to the counting of ballots. In a preliminary statement
issued after the Nov. 9 polls, the delegation said that while the vote was a clear improvement over the nation's 2007 elections, a number of structural shortcomings and other problems should be addressed for future polls. Read more»

After October local elections in Ukraine, NDI commented on
the deterioration of electoral freedoms since the country's presidential election earlier in the year. The Institute said it shared the concerns of Opora, Ukraine's largest domestic election monitoring organization and an NDI partner, which highlighted an atmosphere of mistrust. Read more»

In Côte d'Ivoire, people voted in October presidential elections, the first in 10 years, following a civil war. In an effort to mitigate election-related tensions, NDI worked with political parties seeking to reaffirm a campaign code of conduct

NDI Aids Haitian Groups Working on Presidential Debates, Cholera Containment

With 19 candidates running for president of Haiti, differentiating them by platform and issue can be difficult. To help Haitians make informed decisions in preparation for the Nov. 28 vote, NDI helped produce a series of six candidate debates, aired on 32 television and radio stations, that focused on substantive issues about the future of the country. In an effort to contain Haiti's cholera outbreak, grassroots organizations known as Initiative Committees are working to educate citizens about the importance of hygiene and safe drinking water. Coalition to Monitor Vote for Better Elections in Nigeria

Nigeria is at an electoral crossroads. Next year's vote for president could herald a democratic turnaround or lead to further electoral fraud and possible violence. To monitor the process and verify results, a coalition of four prominent civil society groups have come together to form Project 2011 Swift Count, hoping that their independent effort will deter fraud and help restore public trust in the election. Albanian Women Claim a Voice in Politics through Advocacy on Health Care

A multipartisan network of politically active Albanian women is advocating for better health care services for women, as well as spreading information about early detection and treatment for breast and cervical cancers. The educational campaign has reached nearly 5,000 women, and has led to free cervical cancer screening tests for women in one Albanian city. The women are also lobbying local and regional officials for more resources for women's health care. Read more»

Women Speak Out Against Discrimination in Burkina Faso

A coalition of representatives of women's and human rights organizations in Burkina Faso recently traveled to Geneva, Switzerland, to present a report on the status of women's rights in the West African country to the U.N. Committee on the Elimination of Discrimination against Women. The coalition highlighted some of the major challenges facing Burkinabe women, including lower rates of school attendance for girls, unequal access to health care, and high rates of domestic violence. 'The Promise of Democratization in Hong Kong' Report Series

Between 1997 and 2011, NDI conducted a series of missions to Hong Kong to consider the development of Hong Kong’s election framework, the status of autonomy, rule of law and civil liberties, and the prospects for and challenges to democratization. NDI has published an ongoing series based on these assessments called The Promise of Democratization in Hong Kong. The series is shared with media, government and international nongovernmental organizations to raise awareness of Hong Kong’s democratic progress.

Public Opinion Polls

NDI has worked with partners at Hong Kong think tanks and academic institutions to support public opinion polls, which have asked questions about public attitudes toward electoral reform, Hong Kong’s political parties and governance. One recent report from the Hong Kong Transition Project at Baptist University is based on polling in the lead up to the September 2012 LegCo election. That report covered public perceptions of the political parties and their platforms. Polling and reports are typically presented to local media during a press conference and private presentations are available to all political parties.

Youth Public Participation

NDI has worked with the International Studies Department at Baptist University to encourage youth participation in public policy areas. The Institute launched a youth program in September 2007, where students from across Hong Kong reviewed and responded to the government’s Green Paper Consultation on Constitutional Development. In November 2008, NDI partners organized a summit for students from eight Hong Kong universities. The students worked in campaign teams to devise campaign strategies and materials, and took part in a set of mock debates around the issues of constitutional reform, environmental regulation and education reform. In December 2009, the Institute and its partners organized a climate change simulation with eight teams of students each playing the role of a major country, negotiating their own version of the United Nations (UN) treaty on climate change.

In February 2010, local NDI partners organized a nonpartisan public debate on constitutional reform in a Model UN format. After this exercise, the students reflected on their own views to draft a consensual document representing their ideas and aspirations for constitutional reform. Students learned parliamentary process and negotiating skills by coming to consensus. The students’ proposal was submitted to the government as part of the public consultation process. In 2012, NDI sponsored a youth summit on the chief executive election. Participants role-played the part of candidates, election committee members, media and civil society.

Women's Political Participation

In 2007, the Institute launched a women’s political participation program that worked with local civil society partners to enhance women’s participation in policy-making, encourage increased participation in politics and ensure that women’s issues are taken into account in the policy-making process. Subsequently, NDI local partners have conducted outreach to LegCo members to raise awareness of the challenges predominantly female caregivers face in Hong Kong, such as childcare and professional training opportunities. Campaigns have also engaged with LegCo members on possible changes to Hong Kong’s comprehensive social security assistance scheme and introduction of a minimum wage.

NDI is also working with local civil society partners to carry out the “Young Leaders for Women’s Education and Empowerment Program.” The program is designed to provide leadership skills and empowerment for a handful of young leaders from Hong Kong and mainland China. Each participant has received a small grant for a project in her home community. The program provides skills building for the participants and mentoring for project implementation over several months. The program seeks to foster a network of leaders from both Hong Kong and mainland China working for women’s empowerment and civic participation.

In 1997, when Hong Kong sovereignty passed from Great Britain to the People’s Republic of China, the Basic Law became enshrined as the region’s interim constitution for the next 50 years.

The Basic Law put in place a framework of governance, whereby special interest groups, or “functional constituencies,” maintain half of the seats in the Legislative Council (LegCo). At present, Hong Kong’s chief executive is also chosen by an undemocratically selected committee. According to the language of the Basic Law, however, “universal suffrage” is the “ultimate aim.” Article 39 of the Basic Law incorporates the International Covenant on Civil and Political Rights, which defines “universal suffrage” as the right “[to] vote and be elected at genuine periodic elections…” without "unreasonable restrictions."

China’s supreme law-making body, the Standing Committee of the National People’s Congress, has determined that election of Hong Kong’s chief executive by universal suffrage may take place in 2017 and the election of the full LegCo by universal suffrage may follow in 2020. On August 31, 2014, the Standing Committee of the National People’s Congress issued a decision setting forth general conditions for directly electing the chief executive, but critics say that the Standing Committee’s decision created a screening mechanism in the nomination process that would deprive the Hong Kong people of a meaningful choice among candidates.

In order to implement a new electoral framework, the Hong Kong government must pass political reform legislation. A vigorous debate between pro-democracy and pro-establishment parties and civil society organizations is currently underway. NDI programs in Hong Kong aim to promote education and dialogue around various different models of governance and Hong Kong’s constitutional reform process. NDI activities are inclusive, featuring a diversity of political viewpoints across the party and ideological spectrum.
