Sandra Pepera is a career diplomat and international development professional. Before joining NDI as its director for Gender, Women and Democracy in 2014, she spent thirteen years as a senior officer at the UK’s Department for International Development (DFID), including leading programs in the Caribbean, Rwanda-Burundi and Sudan. Prior to joining DFID, Sandra spent time in British domestic politics; lecturing in political science and international relations at the University of Ghana; and as a political analyst in the Political Affairs Division at the Commonwealth Secretariat. She has a portfolio of skills and experience which include strategy development, political and risk analysis, diplomacy, general management and corporate governance.

Much of Sandra’s career has been spent working in or on transitional economies, focusing on the building of resilient and inclusive institutions. She led work on women and politics at the University of Ghana and in outreach public policy during the period of intense and unstable political transition in the early 1990s. This included participating in a program that supported the ANC Women’s League during South Africa’s transition from apartheid to majority democratic rule in 1993.

Sandra is a member of the Cambridge Sustainability Leaders Network, the Royal Commonwealth Society, the Global Board Ready Women initiative, and the International Advisory Board of the Commonwealth Journal for International Affairs (the Round Table). She holds the Financial Times Diploma for Non-Executive Directors, and serves as a trustee for the pension fund of an intergovernmental organization.

برنامه‌های ان‌دی‌آی

در دهه گذشته چندین بار انتخابات ریاست‌جمهوری در ایران برگزار شده. نظر کلی بر آن است که این انتخابات نه به صورت آزاد برگزار شده و نه منصفانه بوده‌اند. سال ۱۳۸۴، محمود احمدی‌نژاد، رئیس‌جمهور سابق با برنامه‌ای عوام‌گرایانه به میدان آمد. او توانست با جلب حمایت محافظه‌کاران در دور دوم اکبر هاشمی رفسنجانی، رئیس‌جمهور اسبق و کاندیدای میانه‌رو را شکست دهد. در آن زمان، رفسنجانی ادعا کرد که رقیب انتخاباتی‌اش با استفاده غیرقانونی از ظرفیت‌های سپاه پاسداران جمهوری اسلامی و نیروهای بسیج، برای کارزار تبلیغاتی‌اش حمایت کسب کرده.

احمدی‌نژاد، زمانی که سکان دولت را در دست داشت بر مسائل اقتصادی تمرکز کرده، از سیاست‌های اجتماعی محافظه‌کاران حمایت کرد. هرچند او تلاش کرد تا میزان مصرف داخلی نفت را کاهش دهد، عدم توانائی دولت در کاهش یارانه‌های مواد غذائی و سوخت، جمهوری اسلامی را با بزرگ‌ترین کسری بودجه از زمان انقلاب سال ۵۷ روبرو ساخت. اعلام پیروزی احمدی‌نژاد در انتخابات سال ۸۸ موجب اعتراضات گسترده خیابانی مردم در اقصا نقاط کشور شد؛ بسیاری معتقد بودند که تقلب گسترده در انتخابات روی داده. حکومت جمهوری اسلامی در واکنش به اعتراضات و با توسل به نیروهای امنیتی خود، اقدام به سرکوب اعتراضات، دستگیری و بازداشت هزاران نفر از مردم کرد. در فردای انتخابات، ایران محدودیت‌ها بر آزادی بیان و تشکیل گروه‌ها و انجمن‌ها را افزایش داده، وب‌سایت‌های اصلاح‌طلب و رسانه‌های مستقل را سانسور کرد و تهدید و بازداشت رهبران مخالف دولت را با شدت بیشتر دنبال کرد. نگاه امنیتی نظام به زندگی عمومی در این دوران موجب تقلیل یافتن فضای کار و فعالیت در بخش جامعه مدنی شد. این دوران شاهد محدودیت‌های جدید، تعطیلی اجباری و حتی بازداشت اعضای تشکل‌ها و سازمان‌های مدنی در کشور بود.

در این میان، انتخابات سال ۱۳۹۱ مجلس نشانه‌هایی داشت از بروز اختلافات میان احمدی‌نژاد، رئیس‌جمهور و آیت‌الله خامنه‌ای، رهبر جمهوری اسلامی و حامیان‌شان. دیدگاه‌های تندروانه احمدی‌نژاد در مقابل جامعه بین‌المللی، ابرازنظرهای جنجالی و تصمیم‌های اقتصادی غلط موجبات سرخوردگی هرچه بیشتر نسبت به مواضع رئیس‌جمهور را فراهم ساخته بود. در نتیجه و همان‌طور که پیش‌بینی می‌شد، طرفداران احمدی‌نژاد با فاصله‌ای زیاد از حامیان رهبری در انتخابات مجلس شکست خوردند. به اعتقاد منتقدان، سانسور شدید مطبوعات مستقل، رد صلاحیت گسترده تقریباً تمامی کاندیداهای اصلاح‌طلب و تحریم انتخابات توسط گروه‌های مخالف باعث شد که اصلاح‌طلبان در مجلس جدید حضوری حداقلی داشته باشند.

خردادماه سال ۱۳۹۲، ایران شاهد برگزاری یازدهمین انتخابات ریاست‌جمهوری و چهارمین انتخابات شوراهای شهر و روستا از زمان استقرار نظام جمهوری مذهبی در کشور بود. با توجه به واکنش‌های خشن حکومت نسبت به وقایع پس از انتخابات سال ۸۸ و نارضایتی عمیق مردم نسبت به روند انتخابات در کشور، بسیاری انتظار داشتند که انتخابات ریاست‌جمهوری سال ۹۲ نیز با دوره‌ای از ناآرامی‌ها روبرو شود. اما با وجود رد صلاحیت‌های گسترده توسط شورای نگهبان (این شورا تنها صلاحیت هشت نفر کاندیدا از میان ۶۸۶ ثبت‌نام کننده را تأیید کرد)، بیش از ۷۰ درصد واجدین شرایط رأی‌دادن در کشور در انتخابات ۲۴ خرداد شرکت کردند (این عدد توسط منابع رسمی اعلام شده اما نمی‌توان به صورت مستقل آن را تأیید کرد). در این انتخابات، رأی محافظه‌کاران میان چند گزینه مختلف تقسیم شد و راه را برای پیروزی حسن روحانی که نیروهای میانه‌رو را نمایندگی می‌کرد باز نمود. با حمایتی که روحانی از جناح‌های اصلاح‌طلب و حامیان‌شان کسب کرد توانست با کسب ۵۰.۷۱ درصد آراء برنده مطلق انتخابات شده، حتی انتخابات به دور دوم نیز کشیده نشد.

پیروزی روحانی به عنوان کاندیدائی با گرایش‌های نسبتاً میانه‌روانه در شرایطی که فضای سیاسی ایران در تسلط نمایندگان محافظه‌کار قرار دارد نشانه‌ای از تغییر دورنمای سیاسی در کشور به حساب می‌آید. او با فاصله گرفتن از گفتار ستیزه‌جویانه و تحریک‌آمیز رئیس‌جمهور پیشین در سیاست خارجی، وعده ترمیم وضعیت اقتصادی کشور و عادی‌سازی رابطه با جهان را داد - مسائلی که دغدغه اصلی مردم در کشور بود. تغییراتی که روحانی وعده می‌داد در حد و اندازه سیاست‌های اصلاح‌طلبانه سید محمد خاتمی، رئیس‌جمهور اسبق نبود؛ اما او گسترش فضای امنیتی و سانسور حکومتی را زیر سؤال برد، سخن از نیاز به آزادی بیشتر مطبوعات و بیان در کشور گفت و وعده داد توجه بیشتری نسبت به مسائل حقوق زن داشته باشد.

پیروزی روحانی به هیچ روی تعادلی تازه در سیاست ایران ایجاد نکرده. اختلاف‌ها میان رهبر و رئیس‌جمهور کماکان باقی است و دوباره خامنه‌ای با رئیس‌جمهوری روبرو شده که برنامه‌کاری خود را دارد. تندروان گاه در کار او سنگ‌اندازی می‌کنند و محافظه‌کاران و لیبرال‌ها به‌طور یکسان از روحانی و روی‌کرد میانه‌روانه‌ او حمایت‌کرده و گاه تردیدهایی ابراز می‌کنند. روحانی گاه در سخنرانی‌هایش یادآوری می‌کند که رأی بالای مردم در انتخابات به او، او را متعهد به ایجاد تغییرات، به خصوص در زمینه‌های اقتصاد و سیاسی خارجی ساخته. با این وجود، توان او در اجرای تغییرات کماکان با مقاومت از سوی نیروهای محافظه‌کار و دفتر رهبری مواجه است که قدرت آن را دارد تا ورای نظر رأی‌دهندگان حکم صادر کند. هرچند، در طول سال نخست ریاست‌جمهوری روحانی برخی تغییرات مثبت، همچون آزادی عده‌ای از زندانیان سیاسی رخ داد، این‌طور به نظر می‌رسد که یا حقوق بشر در این دولت از اولویت پائينی برخوردار است و یا این موضوع در ورای توانائی او در تأثیرگذاری بر نظامی قرار دارد که در تسلط کامل نیروهای محافظه‌کار است.

زمینه‌های سیاسی

لتعزيز المشاركة المدنية ومراقبة العمليات السياسية، يساعد المعهد الديمقراطي الوطني شركاءه المدنيين على المدى الطويل في متابعة العملية السياسية والانتخابية، والتربية المدنية وتوعية الناخبين، وتنظيم المناظرات بين المرشّحين، والمدافعة عن الإصلاح الانتخابي. كما يزوّد المعهد منظّمات المراقبة المحلية بدعم الخبراء، لتعريفها بأحدث تقنيات مراقبة الانتخابات (المستندة إلى الرسائل الهاتفية القصيرة) لمراقبة الانتخابات الرئاسية والنيابية، بما في ذلك إعداد جداول التصويت المتوازية للتحقق من نتائج الانتخابات الرسمية.

النساء والشباب

پارلمان ایران از یک مجلس قانون‌گذاری تشکیل شده و متشکل از ۲۹۰ نماینده است که در دوره‌های چهارساله انتخاب می‌شوند. جلسات مجلس به‌طور علنی و باحضور مردم و رسانه‌ها برگزار می‌شوند. هرچند امکان انحلال مجلس وجود ندارد، اما شورای نگهبان می‌تواند مصوبات مجلس را رد کند. آخرین انتخابات مجلس در ایران در سال ۱۳۹۱ و در فضائی جنجالی برگزار شد که در آن شورای نگهبان پیش از برگزاری انتخابات، تقریباً صلاحیت تمامی کاندیداهای اصلاح‌طلب را رد کرده بود. حکومت محلی در ایران توسط استانداران منتصب وزارت کشور و شوراهای محلی منتخب اداره می‌شود. با وجود آن‌که در قانون اساسی سال ۵۸ شوراهای محلی به تصویب رسیده بود، اما انتخابات شوراهای شهر و روستا تا سال ۱۳۷۷ در ایران برگزار نگردید. در آن انتخابات، کاندیداهای اصلاح‌طلب بیشترین کرسی‌ها را در تهران کسب کرده در برخی مناطق زنان توانستند با موفقیت در آن شرکت کنند. در انتخابات سال ۱۳۸۱، محافظه‌کاران تندرو دست بالا را در انتخابات شهرداری‌ها داشتند، اما در انتخابات ۱۳۸۵ موفق نشدند کنترل هیچ‌یک از شوراهای محلی را بدست بگیرند.

حقوق بشر و محدودیت‌ها بر آزادی بیان، اجتماعات و مذهب زمینه نگرانی‌های عمیق پیرامون وضعیت ایران است. دولت کنترل رسانه‌ها را در دست دارد و به‌طور مستمر وب‌سایت‌ها و دیگر رسانه‌های جمعی را بسته یا محدود می‌کند. جامعه مدنی به طور گسترده سرکوب شده، کنشگران مورد حمله قرار گرفته یا بازداشت می‌شوند. تظاهرات عمومی غالباً توسط نیروهای امنیتی وابسته به حکومت به خشونت کشیده می‌شود. تبعیض مذهبی در جامعه روایج یافته به‌طوری که پیروان غیرشیعی در یافتن برخی مشاغل دچار مشکل هستند و دسترسی پیروان برخی مذاهب همچون بهائیان به خدمات عمومی محدود شده. زنان نیز با رفتارهای تبعیض‌آمیز روبرو هستند. هرچند آنان از حق رأی‌دادن برخوردار هستند و در مدیریت جامعه سهم دارند اما از اشتغال در برخی مشاغل و مشارکت در برخی فعالیت‌ها محروم‌اند. همچنین گاه زنان مورد خشونت‌های خانوادگی قرار می‌گیرند، بدون آن‌که فریادرسی داشته باشند.

با وجود آن‌که ایران از سال ۱۳۴۱ حق رأی دادن و گزیده شدن برای همه شهروندان را به رسمیت شناخته، تمرکز قدرت در دست گروه کوچکی از رهبران سیاسی مانعی جدی بر سر راه اصلاحات در زمینه حقوق زن ایجاد کرده. هم‌پوشانی حوزه قدرت به رهبری و شورای نگهبان امکان می‌دهد که با توسل به نظارت استصوابی کاندیداهای انتخابات را رد صلاحیت کرده یا جلو تصویت سیاست‌های اصلاح‌طلبانه را بگیرند.

نارضائی عمومی از ناکارآمدی حکومت و نرخ بالای بیکاری در کشور باعث شده شهرواندان هرچه بیشتر در روندها و احزاب سیاسی فعال شوند. با این‌که، تعداد زیادی از کنشگران زن و رهبران دانشجوئی به دلیل ابراز نظر پیرامون مسائل اجتماعی و سیاسی به زندان افتاده‌اند، کماکان خواهان آزادی‌های فردی بیشتر و تغییر در رهبری امور کشور هستند. شهروندان و سازمان‌های مردم‌نهاد در ایران از طریق پایش فساد و تخلفات حکومتی، ایجاد ارتباط با مقامات رسمی کشور و افزایش سطح آگاهی عمومی به کمک کارزارهای حمایت‌گری، فشار بر حاکمیت را برای ارائه خدمات بهتر افزایش داده خواستار مسئولیت‌پذیر شدن حکومت در مسائل روزمره زندگی‌شان هستند. رسانه‌های نو و اینترنت مسیری را باز کرده‌اند تا از طریق آن گروه‌های جامعه مدنی تقویت شده، مفاهیم دموکراسی بهتر برای عموم شرح داده شود.

با این حال، ایران یکی از بزرگ‌ترین فیلترهای اینترنت در جهان را داراست. حکومت ایران توانسته دسترسی میلیون‌ها کاربر ایرانی را به وب‌سایت‌های مشخصی که مقامات مجرمانه یا توهین‌آمیز تشخیص داده‌اند مسدود کند. هرچند در عمل این نظام فیلترینگ نظرات مخالف حکومت را سانسور کرده، به او امکان می‌دهد جریان اطلاعات را به شدت تحت کنترل در آورد. در حالی‌که عده‌ای از کاربران اینترنت در ایران با استفاده از VPN - ابزاری که این‌طور می‌نماید که رایانه از نقطه دیگری از جهان به اینترنت متصل شده - فیلترینگ را دور می‌زنند، اما دسترسی به خدمات ایمیل و شبکه‌های اجتماعی با دشواری‌های بسیار روبرو است.

حمایت از طرح‌های دموکراسی‌خواهانه

از سال ۱۳۸۴، ان‌دی‌آی تلاش کرده تا منابع و تجربیات خود در اجرای طرح‌های دموکراسی‌خواهانه و شیوه اداره مطلوب را در فرصت‌های پیش‌آمده با ایرانیانی که مایل به اصلاح و تغییر مسالمت‌آمیز باشند در میان بگذارد.

نظام سیاسی حاکم بر ایران بر پایه قانون اساسی سال ۱۳۵۸ (و اصلاحات سال ۱۳۶۸) استوار است. پس از انقلاب اسلامی، متن این قانون در یک همه‌پرسی با شرکت گسترده مردم به تصویب رسید و بازنگری آن نیز به همه‌پرسی گذاشته شد. رهبر انقلاب، آیت‌الله سیّد روح‌الله مصطفوی موسوی خمینی، نظام شاهنشاهی در ایران را به نوعی جمهوری مذهبی تغییر داد که قوانین اسلامی را به شکلی پیچیده به قوانین عرفی ربط داده، توسط مجموعه‌ای از رهبران انتخابی و انتصابی اداره می‌شود.

نظام سیاسی ایران قدرت را در انحصار شمار معدودی از نهادهای حکومتی قرار داده. رهبر در ایران بالاترین مقام سیاسی، نظامی و مذهبی را یکجا از آن خود دارد. دوازده عضو شورای نگهبان، نهاد انتصابی متشکل از حقوق‌دانان و فقها، می‌تواند جلوی تصویب هر مصوبه مجلس را اگر مغایر با قانون اساسی یا قانون شرع اسلام تشخیص داد بگیرد. به علاوه، شورای نگهبان قادر است کاندیداهای انتخابات را نیز رد صلاحیت کند. آخرین انتخابات ریاست‌جمهوری در ایران، انتخابات سال ۱۳۹۲، بسیاری از ناظران و تحلیل‌گران را شگفت‌زده کرد. در آن انتخابات حسن روحانی، کاندیدای نسبتاً میانه‌رو با کسب ۵۰.۷۱ درصد آراء در دور نخست پیروز شد. هر چند به‌طور مستقل نمی‌توان عدد بالای مشارکت مردم در انتخابات، ۷۲.۶۷ درصد واجدین شرایط رأی‌دادن، را تأیید کرد، اما اشتیاق رأی‌دهندگان برای تغییر مشهود بود.

You can’t have a democracy without elections, but that does not mean that all elections are democratic. Authoritarian regimes often use elections as a way to claim legitimacy, rather than to actually further democracy. Elections matter, says Foreign Policy’s Jeffrey Gedmin. He argues that Iran is an example of a country which claims to have a democratically elected government, even as its government uses tactics like monitoring the population, barring international media, and restricting access to the Internet and mobile phones to stifle protests.

Gedmin references a Journal of Democracy essay that suggests that the difference between democratic and authoritarian elections is that democratic elections have: “1) executives and legislatures selected through open, fair and free elections; 2) virtually all adults permitted to vote; 3) political rights and civil liberties, including freedom of press and freedom to criticize the government without fear of reprisal; and 4) elected authorities who are not subject to control by the military or clerical leaders.”

Congress is preparing to make federal spending cuts, including cuts in foreign aid. According to author Doyle McManus, Congress should avoid cutting money from the State Department's Internet freedom program, which is increasingly geared toward encryption and "anonymization" software meant to protect democracy activists worldwide.

NDI partner MobileActive.org is among those receiving grant money from the State Department. The money helped create In the Clear, a phone application that includes buttons to delete sensitive information and send out panic warnings via text when a human rights activist is captured.

The Backlash Against Democracy

In this opinion piece for the Washington Post, Carl Gershman, president of the National Endowment for Democracy draws attention to the potential backlash that events in the Middle East could create with autocrats in other countries. He warns that leaders in a number of countries including Burma, China or Zimbabwe could crack down on the Internet and social medias in an effort to avert similar uprisings in their own countries.

"While in time this crisis could lead to a fourth wave of democratic expansion, in the short term we can expect a new backlash against popular pressures for democratic change. Responding to this backlash - with a much more focused effort to defend human rights and aid the work of democracy activists, for example - should be high on the agenda of the United States and other democracies. Happy Democracy Day!

NDI wishes you a happy International Day of Democracy, an annual global celebration of human rights, the rule of law and other principles that unite democracies around the world. This day, Sept. 15, was designated by the United Nations to reaffirm the universality of democratic values and recognize the aspirations of people around the world to determine their own political, economic, social and cultural systems.

Supporting and strengthening democratic institutions is the main mission of NDI, which works in nearly 80 countries to advance citizen participation, safeguard elections and promote open and accountable government. Our primary focus is people — bringing together individuals and groups to share ideas, knowledge, experiences and expertise with the goal of improving the responsiveness and effectiveness of democratic governance. Afghans Pursue Democracy Despite Violence

NDI, which fielded more than 100 international and Afghan observers for Afghanistan's Aug. 20 presidential and provincial council elections, found that aspects of the election were in accordance with democratic principles. But the Institute also identified serious flaws in the process that needed to be addressed and offered 17 recommendations for improvements. Last week, as election authorities grappled with what they termed “clear and convincing evidence of fraud,” NDI expressed deep concern, noting that “it will be impossible to determine the will of the Afghan people” unless those issues are addressed.

The August delegation was led by former U.S. Senator Gary Hart; Karl Inderfurth, former U.S. assistant secretary of state for South Asian affairs; John Manley, former Canadian deputy prime minister and foreign minister; Nora Owen, former minister of justice in Ireland; Karin von Hippel, co-director of the Post-Conflict Reconstruction Project and senior fellow at the Center for Strategic and International Studies; Jamie Metzl, executive vice president of the Asia Society; Kenneth Wollack, president of NDI; and Peter Manikas, NDI's director of Asia programs.
Both Hart and Manley wrote op-ed pieces about their experiences. In addition, Metzl coauthored an op-ed with Christine Fair of Georgetown University, who also was an NDI election observer.

NDI has been working in Afghanistan since early 2002 and has since conducted programs to promote the participation of Afghan civic groups and political parties in the country's political and electoral processes. A major component of NDI's work involves building the capacity of provincial councils, the only elected bodies below the national level.

Code of Conduct Takes Macedonia Toward Democracy and Europe

With its eye on membership in the European Union, Macedonia held peaceful local and presidential elections this spring without the violence that marred previous polls. The success of the election process was attributable, in part, to a Code of Conduct campaign that rallied political party leaders, candidates and voters alike to show that Macedonia can hold elections consistent with international standards. Chris Henshaw, NDI's resident director in Macedonia, discusses the Institute's history with Code of Conduct campaigns in Macedonia, dating to 2002, and their effect on the country's democratic transition.

Latest Iran Bulletin Explores Religion and Politics

Iran's religious institutions play a prominent role in the country's politics. Now, the disputed presidential election and its violent aftermath have led members of the Iranian religious establishment to question the moral, legal and religious foundations of the Islamic Republic. Prior to the election, Shi'a clerics mostly debated the relative balance of the Republic's Islamic and democratic aspects. Now debate has shifted to the fundamental nature, pillars and theoretical justifications for the regime itself.

...in the Middle East

Convening for the second year in Doha, Qatar, NDI's Young Women Leaders Academy brought together women aged 19 to 28 from across the Middle East who aspire to political careers. The women came from 12 countries to learn political skills and increase their knowledge about how to run a successful campaign and advocate effectively for a cause.

... in Latin America

NDI's Political Leadership Program, now in its 1oth year, brings together young leaders from Latin America to study international best practices. During the last decade, participants from 56 major political parties and movements from across the ideological spectrum have learned about political party renewal and reform. This year, national academies were held in Ecuador, Mexico and Peru for 69 emerging leaders who learned about the role of political parties, transparency and outreach, and planned individual projects for their parties.

Visiting Cambodian MPs See Congress Up Close

Members of Cambodia's National Assembly, seeking to strengthen democracy in their country, visited both the U.S. Congress and the Maryland State Capitol as part of a recent study mission focused on issues of transparency, public access and the balance of power in government. The visit was sponsored jointly by NDI and the Institute for Representative Government.

The National Democratic Institute is a nonprofit, nonpartisan organization working to support and strengthen democratic institutions worldwide by promoting citizen participation, openness and accountability in government.
