Sandra Pepera

Sandra Pepera is a career diplomat and international development professional. Before joining NDI as its director for Gender, Women and Democracy in 2014, she spent thirteen years as a senior officer at the UK’s Department for International Development (DFID), including leading programs in the Caribbean, Rwanda-Burundi and Sudan. Prior to joining DFID, Sandra spent time in British domestic politics; lecturing in political science and international relations at the University of Ghana; and as a political analyst in the Political Affairs Division at the Commonwealth Secretariat. She has a portfolio of skills and experience which include strategy development, political and risk analysis, diplomacy, general management and corporate governance.

Much of Sandra’s career has been spent working in or on transitional economies, focusing on the building of resilient and inclusive institutions. She led work on women and politics at the University of Ghana and in outreach public policy during the period of intense and unstable political transition in the early 1990s. This included participating in a program that supported the ANC Women’s League during South Africa’s transition from apartheid to majority democratic rule in 1993.

Sandra is a member of the Cambridge Sustainability Leaders Network, the Royal Commonwealth Society, the Global Board Ready Women initiative, and the International Advisory Board of the Commonwealth Journal for International Affairs (the Round Table). She holds the Financial Times Diploma for Non-Executive Directors, and serves as a trustee for the pension fund of an intergovernmental organization.

NDI’s Pat Merloe Testifies Before Congress on U.S. Election Support in Africa

NDI Director of Electoral Programs Pat Merloe testified at a hearing, “U.S. Election Support in Africa” on March 18 before the U.S. House Foreign Affairs Subcommittee on Africa, Global Health, Global Human Rights and International Organizations.

“Support for democratic elections in Africa should build longer-term democratic political dynamics that result in responsive, accountable governance,” Merloe said. “International election observation can play an important role in achieving peaceful, credible elections in Africa.”

Local Partners Work to Bring Accountability to Elections

Millions of citizens around the world, sometimes at great personal risk, work to safeguard elections in their countries by monitoring, reporting on and helping citizens participate in all aspects of the elections process. NDI regularly supports and works with many of these individuals and organizations as they seek to deter and expose fraud, ensure voters' rights and shine a light on sometimes secretive government procedures. Here are some examples:

In Egypt, which recently held elections for its lower house of parliament, the Institute worked with the Egyptian Association for the Support of Democracy (EASD) to train and deploy 5,000 observers who documented fraud, violence and election law violations. Using text messaging technology, EASD monitors reported real time information from polling stations that was posted to
the organization's website, drawing a local and international audience of more than 30,000 people. Another NDI partner in Egypt, Partners in Change, sponsored debates and street theater performances as part of get-out-the-vote efforts in the run-up to the elections. The events educated voters on the importance of voting and provided forums for voters to hear from individual candidates about their platforms.

Recent
parliamentary elections in Kosovo were generally peaceful, but some irregularities will need to be investigated more fully, according to a
preliminary statement from the European Network of Election Monitoring Organizations (ENEMO), an international election observation group. ENEMO fielded 12 long-term observers and 188 election day observers from 23 countries, including 37 American observers organized by NDI, who monitored 861 polling stations.

The voter registration process has just ended in Sudan, which is preparing for a referendum that will determine whether the southern part of the country secedes from the north. The Sudanese Network for Democratic Elections (SuNDE) and the Sudanese Group for Democracy and Elections (SuGDE), both nonpartisan coalitions of civil society groups and NDI partners, are monitoring all steps of the referendum, including the registration process. Seven hundred SuNDE and SuGDE observers monitored registration centers in both the north and south and in five of the eight international registration centers. The groups
released a joint statement saying registration "was conducted free from violations
that could significantly impact the integrity of the process, despite some shortcomings."

Before Peru's Dec. 5 run-off elections for department presidents (similar to state governors), NDI's civic partner, Transparencia, organized, recorded and broadcast debates
among the top candidates on radio and television. The debates aimed to help citizens become more informed about the candidates’ election platforms and compare their leadership styles. Now, in the wake of the elections, NDI is collaborating with Cuidadanos al Dia, a government watchdog group, to create a website where citizens can track how well the newly-elected officials live up to their campaign promises.

Nicaragua Leadership Program Supports Emerging Leaders

In Nicaragua, where opionion research shows young people increasingly dissatisfied with political parties and institutions, a consortium of academic institutions has created a new program to help engage the next generation in the political process. Young men and women from 49 civic organizations and 10 of the country's major political parties and movements are earning a Certificate on Leadership and Political Management focusing on democratic values and leadership. By providing this type of training, which will be expanded in the coming years, the certificate aims to empower the part of the population with the greatest potential for political involvement. Montenegrin Ministries Changing the Way they Approach Policy Making

Scott Persons, NDI's resident director in Montenegro, discusses the Institute's work with government ministries to improve their internal and external communications. Electoral Reform Needed to Build Public Confidence in Afghan Electoral Process and Political Institutions

As Afghanistan's Independent Election Commission released the final results for the Sept. 18 parliamentary elections, NDI called for a formal and comprehensive review of the country's electoral system that would lead to reforms. Noting systemic flaws and tensions resulting from credible allegations of fraud and other irregularities, the Institute said that without electoral reform, public confidence in Afghan elections and governance will continue to erode. Election Commission Chair Pledges Best Effort to Improve Elections in Nigeria in 2011

A legacy of electoral fraud, political violence and stalled democratic development has marred the past decade of civilian rule in Nigeria, which is planning for elections in 2011. Speaking at NDI, Attahiru Jega, the new chairman of Nigeria's Independent National Electoral Commission, said that improving the electoral process is vital to the country's democratic development and noted the growing consensus on the need for credible elections. NDI President Kenneth Wollack noted that with Jega's appointment "hope has replaced pessimism" regarding upcoming polls. Read more»

Women Win, Lead in Jordan and Southern Africa

Jordanian women candidates enjoyed record levels of success in the country's Nov. 9 parliamentary elections. For the first time, a woman candidate from Amman won her seat outside of the country's quota system; six of Jordan's 12 governorates elected the first women from their regions; and, for the first time, a Bedouin woman was elected. Jordan's new election law doubled the number of seats reserved for women from six to 12. The increase, coupled with the additional woman candidate who won outside the quota, will bring to 10.8 percent the number of women in parliament. Read more»

In southern Africa, women's political participation in Zambia and Lesotho lags behind other countries in the region. Women from both countries have participated in an NDI leadership academy where they learn campaign, advocacy and public speaking skills, and practice techniques to build coalitions and raise funds. 2011 World Press Freedom Day to be Held in U.S. for the First Time

NDI has joined a number of democracy, human rights and free press organizations in the preparations for World Press Freedom Day, which will be held in Washington, D.C., May 1-3, 2011. The events will focus on media freedom in the digital age. More than 20 organizations working to advance free expression worldwide are collaborating with the U.S. Department of State and UNESCO to plan the program, 21st Century Media: New Frontiers, New Barriers. Women in Zambia, Lesotho Seek Greater Leadership Opportunities

NDI organized a week-long leadership academy in Pretoria, South Africa, in November that brought together women from each of the three main political parties in Zambia and Lesotho. There they were able to network, share experiences and learn from one another and experienced trainers.

The 15 countries that make up the Southern African Development Community (SADC) have been working since 2008 to achieve parity in women's political participation by 2015. It's a goal from the SADC Protocol on Gender and Development, which sets out ways to achieve gender equality through legislation and affirmative action. Some countries have made great strides toward achieving equal numbers of elected men and women, one measure of parity, but Zambia and Lesotho are lagging far behind.

In Zambia, where 14 percent of parliamentarians are women, Zambians are hoping that 2011 national elections will increase women's representation. In Lesotho, a quota system requires that 25 percent of parliamentarians be women, but political party structures and top-level positions remain overwhelmingly male.

To address these challenges, NDI organized a week-long leadership academy in Pretoria, South Africa, in November that brought together women from each of the three main political parties in Zambia and Lesotho. There they were able to network, share experiences and learn from one another and experienced trainers.

The workshop focused on how to run advocacy and political campaigns, and included training in public speaking to prepare the women for national and local elections. They learned and practiced techniques to build coalitions, raise funds and lobby party leaders. Participants wrote a draft campaign plan with budgets, key messages, timelines, campaign strategies and tactics. Established women leaders and seasoned women's rights advocates from South Africa, who led the sessions, shared their personal experiences.

Participants began using the iKNOW Politics portal as a platform for cross-party and cross-country sharing of experiences, strategies and resources after participants returned home. Through the portal women politicians and candidates exchange strategies, stories and advice, as well as seek help from experts in women's political participation from around the world. Mariam Diallo, regional coordinator for iKNOW Politics in Sub-Saharan Africa, made a presentation on the platform and created a discussion circle on the site so the women can communicate with each other as they pursue their political goals in their home countries. iKNOW Politics, created in 2007, is a joint project of NDI, International IDEA, the Inter-Parliamentary Union, the United Nations Development Programme and UNIFEM.

By the end of the week, the women expressed a strong desire to work together to support women in politics. The participants from Lesotho recognized the need for women to work across parties to promote women's empowerment. And, despite Zambia’s history of competitive multiparty politics, Zambian women saw gender parity as a goal that transcended parties and they vowed to continue working together.

The women will use their new skills to strengthen women's branches of their respective parties. They also discussed doing training programs for young women in the parties, building their leadership skills at an early age so they are ready to become leaders. NDI will continue to provide technical support and advice to the participants as they work on new ways of ensuring more women become and remain involved in politics.

NDI Partners with Commonwealth Parliamentary Association to Strengthen Parliaments

NDI and the Commonwealth Parliamentary Association (CPA) have signed an agreement to collaborate on efforts to enhance representative government around the world. The association is a group of national and subnational legislatures of the Commonwealth, representing some two billion citizens from all faiths and ethnicities from six continents.

A memorandum of understanding was signed in Nairobi Sept. 8 by the secretary-general of the CPA, William F. Shija, and the president of NDI, Kenneth Wollack.

Shija attended the signing ceremony in advance of the 56th Commonwealth Parliamentary Conference hosted by the Kenyan Parliament. Wollack was in Nairobi attending NDI's first board meeting held outside the United States. NDI Board member Tom Daschle, former U.S. Senate majority leader, also participated in the ceremony.

NDI and CPA will continue to work together to develop and promote the use of the CPA's "Benchmarks for Democratic Legislatures," a guide to good parliamentary practice developed in 2006 by a CPA Study Group that drew on a number of technical inputs, including an NDI discussion document. The CPA benchmarks are being used around the world to help parliaments self-assess their procedures and processes to identify areas where democratic governance can be improved.

Wollack and Daschle noted NDI's past successful cooperation with the CPA and looked forward to additional partnership at the global level and in Commonwealth parliaments where NDI has a parliamentary strengthening program. For his part, Shija welcomed the formal partnership as a vehicle for the 175 national and subnational legislatures of the Commonwealth to work with NDI to strengthen developing parliaments.

NDI and the CPA also collaborate with other international organizations on parliamentary strengthening, including the United Nations Development Programme and the World Bank Institute.

Parliamentarian Works to Strengthen Mozambique's Response to HIV/AIDS

Over two-thirds of the global population living with HIV/AIDS resides in Southern Africa. NDI has been working throughout the region to strengthen parliamentary leadership and outreach on HIV/AIDS prevention, treatment and care.

One unique story is that of Honorable Isau Meneses, a blind parliamentarian from Mozambique with whom NDI has partnered. His lack of vision has not hindered his awareness of the huge challenge that his country and others in Southern Africa face as they seek to address the HIV/AIDS crisis.

NDI projects have helped to bridge the knowledge gap between members of parliament and public health experts, strengthen relationships between elected representatives and civic groups, promote dialogue and information sharing with the private sector and enable legislators to carry out their oversight function on HIV/AIDS policy issues.

Jordan: Conference Fosters Information Sharing in Middle East on Technology and Elections

A two-day regional conference in Jordan, hosted by NDI, brought together civic leaders from non-governmental organizations (NGOs) from Bahrain, Egypt, Iraq, Jordan, Lebanon, Morocco, West Bank/Gaza and Yemen to discuss innovative uses of information technology in election monitoring.

The conference, held at the Dead Sea in early December, gave participants the chance to examine technologies used by NDI and its partners in recent elections in Albania, Angola, Lesotho, Madagascar and Sierra Leone. Among the tools demonstrated: custom mobile-phone text messaging to help field observers collect and submit election data, optical scanners to speed the processing of observer forms, and mapping and graphing systems for analysis of observation data.

The participants also presented some of their own pioneering work in using technology, such as text-message election reporting, a web portal developed in Bahrain, a web-based election simulator from Lebanon that incorporates geographic information systems (GIS) to map political data across the country, and a comprehensive plan for text-message reporting of election monitoring forms in Jordan.

The conference also featured roundtable discussions about ways to use technology in election reporting and the challenges organizations face in their monitoring missions.

On the conference’s second day, a representative of MobileActive, a U.S.-based organization focused on the use of mobile phones in politics and civil society, made a presentation on the use of text messages for advocacy as well as dissemination of information among citizens. At a later session, a member of NDI’s technology team talked about observation tools, forms and checklists – and underscored the importance of making technology easy for election observers to use.

NDI staff also provided one-on-one consultations with organizations in attendance to discuss how they could use knowledge gained at the conference in future plans. In addition, conference participants discussed Aswat, an online forum and resource center. The site, established by NDI, fosters conversation about politics and reform in the Arabic-speaking world.

The conference provided “a great opportunity to learn more about new technology tools that have been proven effective in election monitoring,” said Abbas Busafwan of Bahrain. “We also learned about other resources that can contribute to political reform in the region such as the web portal Aswat. I believe this initiative has great potential, due to the fact that it opens a space for activists to join efforts and voice their opinions and share their experiences.”

Another attendee, Nabil Hassan of Lebanon, said his group hopes, through Aswat, “to be able to remain in contact with other NGOs in the region and exchange experiences to improve the application of modern technology and networking.” He added, “I was excited to be introduced to various techniques such as data entry, web forms, form scanning and other reporting tools, and SMS text messaging. We are hoping that we can adopt this technology to monitor elections in Lebanon.”

The Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers were developed through a multi-year process involving more than 20 intergovernmental and international nongovernmental organizations concerned with election observation around the world. The process began informally in 2001 at the initiative of NDI and the United Nations Electoral Assistance Division (UNEAD) and included an initial meeting at the UN in New York and a meeting in Washington co-hosted by the OAS and NDI. The declaration was commemorated at the UN on Oct. 27, 2005, and is now endorsed by 52 intergovernmental and international organizations, which are engaged in the process of improving international election observation.
