 <title>Mauritanian Political Parties Put Aside Differences to Strengthen Organizing Skills</title>

&lt;/div&gt;&lt;/div&gt;&lt;/div&gt;&lt;!--paging_filter--&gt;&lt;!--paging_filter--&gt;&lt;p&gt;Over the last several decades, Mauritania, a large desert nation on Africa&amp;rsquo;s west coast, has experienced frequent coups d&amp;rsquo;&amp;eacute;tat and political deadlock.&lt;/p&gt;
&lt;p&gt;Mauritania&amp;rsquo;s current president, Mohamed Ould Abdel Aziz, ousted the country&amp;rsquo;s first democratically elected president in 2008 and has won subsequent presidential elections since 2009. The 2013 parliamentary elections and the 2014 presidential election did little to heal the country&amp;rsquo;s long-simmering political tensions, as parties failed to agree on conditions necessary for the successful conduct of elections.&lt;/p&gt;
&lt;p&gt;In this challenging political climate, Mauritanian political parties have struggled to connect with citizens, articulate clear policies and engage important constituencies, including women and young people. But for the first time since the 2008 coup, NDI is providing direct assistance to Mauritanian political parties.&lt;/p&gt;
&lt;p&gt;In May, NDI launched a program to help Mauritanian political parties develop stronger connections to the public and mount competitive electoral campaigns, and equip women parliamentarians with the skills and experience to advocate for greater responsibility within their parties.&lt;/p&gt;
&lt;p&gt;NDI&amp;rsquo;s inaugural workshop convened participants from all major parties from across the political spectrum, including those in power and in the opposition. Attendees put aside their political differences to focus on building communications skills and developing strategies for women to be more involved in the political process.&lt;/p&gt;
&lt;p&gt;Julian Scola, a communications expert with experience working for political parties in the European Parliament, created a fictional &amp;ldquo;Vegetarian Party,&amp;rdquo; to allow participants to practice their skills in a neutral setting. Party members worked in mixed groups to develop a communication strategy for the Vegetarian Party, including defining the party&amp;rsquo;s vision, mission and priorities; identifying the groups it would target; developing a message; choosing appropriate communications tools; and drafting press releases. Each group tried to persuade the others to vote for its approach.&lt;/p&gt;
&lt;p&gt;Scola admitted the difficulty with creating a communications strategy in the abstract, but he also didn&amp;rsquo;t want to touch on issues that would stir up political arguments among the parties. &amp;ldquo;The fictional &amp;lsquo;Vegetarian Party&amp;rsquo; turned out to be the perfect vehicle because everyone could grasp the idea and understand the challenges of communicating in a political sense, without touching on real political conflicts,&amp;rdquo; he said. &amp;ldquo;It was great to see people work together for a common purpose.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;In a concurrent workshop led by Lesia Radelicki, an advisor on women and gender for the Party of European Socialists, women political party members identified concrete action steps to increase women&amp;rsquo;s participation and take on greater leadership roles within their parties.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Simply aiming to increase women&amp;rsquo;s representation is not enough,&amp;rdquo; Radelicki said. &amp;ldquo;Women politicians need to identify policies that can benefit all women and then pursue those policies once in office.&amp;rdquo; She added, however, that &amp;nbsp;politically engaged women &amp;ldquo;are not alone in this and should take stock of the work done by solid and united women&amp;rsquo;s civil society organizations.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Participants were enthusiastic about the tools and concepts introduced. &amp;ldquo;The training we just went through strongly clarified our choices in political communication,&amp;rdquo; said one participant. &amp;ldquo;These training initiatives help equip political parties with the tools, techniques and approaches to become real actors of change and social transformation.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Program graduates now face the challenge of incorporating the lessons learned into the operations of their parties. Moving forward, NDI will continue to provide support in the form of customized consultations tailored to each party&amp;rsquo;s needs, resources and priorities. &amp;nbsp;&lt;/p&gt;

Before joining NDI as its director for Gender, Women and Democracy in 2014, she spent thirteen years as a senior officer at the UK&amp;rsquo;s Department for International Development (DFID), including leading programs in the Caribbean, Rwanda-Burundi and Sudan. Prior to joining DFID, Sandra spent time in British domestic politics; lecturing in political science and international relations at the University of Ghana; and as a political analyst in the Political Affairs Division at the Commonwealth Secretariat. She has a portfolio of skills and experience which include strategy development, political and risk analysis, diplomacy, general management and corporate governance.&lt;/p&gt;
&lt;p dir=&quot;ltr&quot;&gt;Much of Sandra&amp;rsquo;s career has been spent working in or on transitional economies, focusing on the building of resilient and inclusive institutions. She led work on women and politics at the University of Ghana and in outreach public policy during the period of intense and unstable political transition in the early 1990s. This included participating in a program that supported the ANC Women&amp;rsquo;s League during South Africa&amp;rsquo;s transition from apartheid to majority democratic rule in 1993.&lt;/p&gt;
&lt;p&gt;Sandra is a member of the Cambridge Sustainability Leaders Network, the Royal Commonwealth Society, the Global Board Ready Women initiative, and the International Advisory Board of the Commonwealth Journal for International Affairs (the Round Table). She holds the Financial Times Diploma for Non-Executive Directors, and serves as a trustee for the pension fund of an intergovernmental organization.&lt;/p&gt;

&lt;p&gt;بينما استعدّت موريتانيا لانتخاباتها الرئاسية الديمقراطية الأولى في العام 2007، خطّط المعهد الديمقراطي الوطني لتنظيم نقاشات رئاسية عامة، هي الأولى من نوعها في تاريخ البلاد. فضلاً عن ذلك، نظّم المعهد بعثة دولية قبيل الانتخابات الفرعية عام 2007 بهدف تقييم البيئة السياسية، واقتراح تعديلات لتحسين القانون الانتخابي، وإثبات الدعم الدولي لتنظيم انتخابات شفافة وسلمية.&lt;/p&gt;

	مساعدة البرلمان&lt;/h3&gt;

&lt;p&gt;لطالما كانت الروابط بين المواطنين والقادة المنتخَبين ضعيفةً في موريتانيا. في العام 2012، أطلق المعهد الديمقراطي الوطني مبادرةً بالمشاركة مع &amp;quot;المنظّمة الموريتانية للمواطنين الصامدين&amp;quot; (CCD)، من أجل تأمين صلة وصل بين القادة المحليين والإقليميين والوطنيين والناخبين- لا سيّما الشباب الذين يشكّلون أكثرية غالبة من سكّان موريتانيا. شمل دعم المعهد للمنظّمة التنسيق حول مسألة تطوير مجلس وطني للشباب، يمكنه الضغط من أجل تحقيق التقدّم على المستوى الوطني بشأن القضايا التي تهمّ الموريتانيين الشباب في مختلف أنحاء البلاد.&lt;/p&gt;

&lt;p&gt;ركّز عمل المعهد مع الأحزاب السياسية على قدرتها على المشاركة في الانتخابات وتحسين مستوى مشاركة المرأة في العمل السياسي. شملت نشاطات المعهد في الماضي إجراء مشاورات مع قادة الأحزاب بشأن تعزيز تمثيل المرأة سياسياً، وتنظيم طاولات مستديرة حول النماذج المقارنة للأنظمة الانتخابية، وتأمين المساعدة التقنية لأبرز قادة الأحزاب في الجمعية الوطنية. استعداداً للانتخابات التشريعية والبلدية في العام 2006، درّب المعهد ممثّلي الأحزاب السياسية على مراقبة عملية التصويت وحماية عملية انتخابية نزيهة.&lt;/p&gt;

	تعزيز وسائل الإعلام&lt;/h3&gt;
&lt;p&gt;يتعاون المعهد مع وسائل الإعلام الموريتانية من أجل نقل أخبار الحكومة، والبرلمان، والعمليات الانتخابية، بطريقة موضوعية ومهنية. فنظّم المعهد، بالتنسيق مع إحدى المنظّمات الشريكة المحلية، تُعرف باسم &amp;quot;ندوة&amp;quot;، وشريك عالميّ هو &amp;quot;معهد صحافة الحرب والسلام&amp;quot;، ورش عمل للصحافيين الموريتانيين حول الصحافة التحقيقية، وأخلاقيات المهنة، والاستخدام الجديد لوسائل الإعلام، وإعداد التقارير المسؤولة بشأن الإجراءات البرلمانية.&lt;/p&gt;

	مشاركة المرأة في السياسة&lt;/h3&gt;
&lt;p&gt;رغم أنّ 27 امرأة يشغلنَ منصباً في البرلمان (18 من أصل 95 عضواً في الجمعية الوطنية، و9 من أصل 56 عضواً في مجلس الشيوخ)، ما زالت الحواجز موجودة في وجه المرأة في العمل السياسي والحكومة. لزيادة مشاركة المرأة في مؤسسات صنع القرار، يقدّم المعهد دعمه لفريق مبادرات المناصرة لصالح المشاركة السياسية للمرأة، وهو يتألّف من أعضاء الأحزاب السياسية النساء، وقائدات في المجتمع المدني، ومحاميات، وصحافيات، ورئيسات شركات وغير ذلك. بمساعدة المعهد، قاد الفريق حملة مدافعة متعدّدة الأوجه منذ العام 2011، لمساعدة النساء على سلوك سبل جديدة للمشاركة السياسية. استندت هذه الجهود إلى النجاحات السابقة في موريتانيا، مثل العمل بكوتا نسائية تبلغ 20% لمشاركة المرأة في الانتخابات التشريعية والبلدية.&lt;/p&gt;

 <title>Mauritania Youth Receive Leadership Training</title>

&lt;p&gt;Mauritania, a vast desert nation on Africa&amp;rsquo;s west coast with a sparse population of about 3.5 million, has long suffered from poverty, illiteracy, lack of infrastructure and human rights abuses. One of the world&amp;rsquo;s poorest nations, Mauritania has also experienced frequent &lt;em&gt;coups d&amp;rsquo;&amp;eacute;tat&lt;/em&gt; and political deadlock. The country is ruled by President Mohamed Ould Abdel Aziz, who deposed Mauritania&amp;rsquo;s first democratically-elected president in a 2008 bloodless &lt;em&gt;coup&lt;/em&gt;. He subsequently won a presidential election in 2009, which drew support from the international community but was contested by the political opposition. While some opposition groups participate in Aziz&amp;rsquo;s government, many opposition parties maintain that his regime is illegitimate and corrupt, and have called repeatedly for his ouster.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Parliamentary elections were due to take place in 2011, but they were postponed after the government and opposition agreed to hold a national dialogue to build consensus on the timing of elections as well as priority issues for the country, such as national security. But the dialogue achieved little consensus, and parliamentary elections have been postponed indefinitely, adding to political tensions. The nation&amp;rsquo;s next presidential polls are tentatively scheduled for 2014.&lt;/p&gt;
&lt;p&gt;Despite the divisive political landscape and harsh economic and social climate, GI3PF is advocating for an idea it hopes all Mauritanians will support: greater involvement by women in politics and government. Currently, women hold about 19 percent of National Assembly seats, 17 percent of Senate seats, and 30 percent of municipal council seats.&lt;/p&gt;
&lt;p&gt;GI3PF includes women from majority and opposition parties, civil society activists, journalists, elected officials and others who want a better future for their country. It first convened in 2006 and has expanded greatly since 2011, with support from NDI.&lt;/p&gt;
&lt;p&gt;In partnership with the Institute, the group recently concluded a series of awareness-raising public events held in all nine districts of Nouakchott, the capital. In addition to nearly 1,000 citizens who turned out for the events, a number of local representatives, senators, mayors, government representatives and other activists attended.&lt;/p&gt;
&lt;p&gt;Through panel discussions, the women activists educated citizens about the importance of women&amp;rsquo;s representation, giving women a voice to decide policy that reflects their needs and priorities. The group gathered support for a petition that calls on political parties to include more women as candidates in parliamentary and municipal elections. GI3PF coordinators found that many citizens did not know how underrepresented Mauritanian women are and said they would favor increasing the number of women candidates. The petition was signed by more than 800 people.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We women are always voters but are never elected,&amp;rdquo; said a participant at one of the events, explaining why she signed the petition. &amp;ldquo;It is time to raise our voices,&amp;rdquo; added another.&lt;/p&gt;
&lt;p&gt;With the petition, the group aims to combat recent legislation that increased the number of members in Mauritania&amp;rsquo;s lower house from 95 to 146 but reserved only 20 seats (less than 14 percent) for women. GI3PF&amp;rsquo;s petition encourages political parties to make 50 percent of their candidates women and to put them at the top of party lists to help ensure they win seats. Ultimately, the group hopes to gather enough support from political parties and citizens to increase the women&amp;rsquo;s quota to at least one-third of representatives and senators, and one-half of municipal councilors.&lt;/p&gt;

&lt;p&gt;لطالما عانت موريتانيا، ذلك البلد الصحراوي الواسع الذي يمتدّ على الساحل الغربي للقارة الأفريقية، ويحتضن بالكاد 3.5 مليون نسمة، مشاكل عدة مثل الفقر، والأمية، وانعدام البنى التحتية، وانتهاكات حقوق الإنسان. فضلاً عن ذلك، شهدت موريتانيا، وهي من أكثر الدول فقراً في العالم، انقلابات ومآزق سياسية متكرّرة. يدير البلاد الرئيس محمد ولد عبد العزيز الذي خلع أوّل رئيس منتخب ديمقراطياً في موريتانيا في انقلاب أبيض عام 2008. بعد ذلك، فاز في الانتخابات الرئاسية عام 2009 التي حظيت بالدعم من المجتمع الدولي لكنها جوبهت باحتجاج المعارضة السياسية. وفيما شاركت بعض مجموعات المعارضة في حكومة عزيز، حافظت العديد من الأحزاب على رأيها بأنّ ذلك النظام فاسد وغير شرعيّ، ودعت غير مرّة إلى تجريده من سلطته.  &lt;/p&gt;
&lt;p&gt;كان من المقرّر تنظيم الانتخابات البرلمانية في العام 2011، لكنها ما لبثت أن تأجّلت بعد أن وافقت الحكومة والمعارضة على تنظيم حوار وطني لتحقيق الإجماع بشأن موعد الانتخابات، فضلاً عن بعض القضايا الأولوية في البلاد مثل الأمن القومي. لكنّ الحوار لم يحقّق الإجماع المطلوب، مما أدى إلى تأجيل الانتخابات النيابية حتى موعد غير محدّد، وتأجيج التوتّر السياسي. وقد تحدّد العام 2014 كتاريخ تجريبي لإقامة الانتخابات الرئاسية في موريتانيا.&lt;/p&gt;
&lt;p&gt;رغم انقسام المشهد السياسي والمناخ الاقتصادي والسياسي القاسي، يدافع فريق مبادرات المناصرة المذكور عن فكرة يأمل أن تلقى دعماً من جميع الموريتانيين: أي تعزيز مشاركة المرأة في السياسة والحكم. في الوقت الحالي، تشغل النساء حوالى 19% من المقاعد في الجمعية الوطنية، و17% من مقاعد مجلس الشيوخ، و30% من مقاعد المجالس البلدية.
&lt;/p&gt;

&lt;p&gt;بالشراكة مع المعهد، أدارت المجموعة أخيراً سلسلةً من حملات التوعية العامة في دوائر العاصمة نواكشوط التسع كلها. وإلى جانب ألف مواطن تقريباً شاركوا في هذه المناسبات، شارك أيضاً عدد من الممثلين المحليين، وأعضاء مجلس الشيوخ، ورؤساء البلديات، والممثلين الحكوميين، وناشطين آخرين.
&lt;/p&gt;
&lt;p&gt;من خلال النقاشات العامة، نبّهت الناشطات المواطنين إلى أهمية التمثيل النسائي الذي يفسح للمرأة فرصة التعبير عن رأيها في تقرير السياسة التي تعكس احتياجاتها وأولوياتها. وقد حشدت المجموعة الدعم لتوقيع عريضة تدعو الأحزاب السياسية إلى ترشيح المزيد من النساء للانتخابات النيابية والبلدية. وقد اكتشفت منسّقات المجموعة أنّ العديد من المواطنين كانوا يجهلون كم تعاني النساء الموريتانيات من سوء التمثيل، وأفادوا أنّهم يؤيّدون زيادة عدد المرشّحات. في نهاية الأمر، وقّع العريضة أكثر من 800 شخص.
&lt;/p&gt;
&lt;p&gt;في هذا الإطار، قالت مشاركة في إحدى تلك المناسبات، في معرض شرحها لسبب توقيعها العريضة: &quot;نحن النساء ننضوي في صفوف الناخبين دائماً لكننا لا ننجح أبداً في الانتخابات.&quot; وأضافت أخرى: &quot;لقد حان الوقت لنرفع صوتنا&lt;/p&gt;
