After a peace deal in 1992 ended 16 years of civil war in Mozambique, the country has made progress on the path toward democracy. However, significant strides remain in establishing a more pluralistic society. Since the country’s first multiparty elections in 1994, political power has been concentrated in the hands of the ruling party at the national and municipal levels.

Following accusations of electoral irregularities in the 2009 parliamentary elections, which drew international attention, seven proposals to reform the country’s electoral laws were presented to parliament. The proposed reforms addressed various aspects of the country’s electoral laws, including the composition of the National Electoral Commission (Comissão Nacional de Eleições, CNE), and recommendations on how to address discrepancies at polling stations between the number of voters marked off voting rolls and ballots in the ballot box.

At a forum in Nampula, Mozambique, Mozambican youth discuss the country's ongoing constitutional and electoral reform processes. The forum included civil society and local political party leaders as well as elected officials and was organized by NDI and its civil society partner CEDE.

NDI in Mozambique

With funding from the National Endowment for Democracy (NED), NDI launched a program in 2011 to strengthen citizen input in the ongoing parliamentary-led constitutional and electoral reform processes in Mozambique. Through the program, NDI has provided a subgrant to its local civil society partner, the Center for Research on Democracy and Development (Centro de Estudos da Democracia e Desenvolvimento, CEDE), to conduct focus group research, organize a national conference on constitutional and electoral reforms, and launch a public awareness and advocacy campaign. CEDE is one of two national civil society organizations that submitted a proposal on electoral reform to the parliament.

Focus group research was conducted to gauge citizen attitudes and perceptions toward ongoing constitutional and electoral reform processes, citizen participation, elections, political parties and government accountability. The Institute organized a conference to present its research findings and to recommend how focus group results can help better integrate citizen voices into current reform processes and help strengthen Mozambique’s democracy. A full report, analyzing focus group results, will be forthcoming in 2012.

Working with its partner CEDE, NDI has organized forums across the country for Mozambican citizens and civil society and political party leaders. The public forums have encouraged dialogue on reform issues, created greater public awareness among citizens, and added momentum to CEDE’s ongoing advocacy campaign. The forums also reached a greater audience through independent and government-owned print media outlets, as well as independent community radio stations, Radio Moçambique and the television channel RTP África. With off-cycle elections in three important municipalities at the end of 2011, NDI also organized a training workshop for leaders from the three parliamentary political parties, focusing on relevant issues regarding electoral reform and on how to develop strategies to promote public participation in electoral processes.

NDI’s history in Mozambique spans an entire decade, from 1993 to 2003, and began with an extensive civic education project that instilled in the electorate an increased understanding of and desire to participate in the country’s first democratic multiparty elections in 1994.

NDI Partners with Commonwealth Parliamentary Association to Strengthen Parliaments

NDI and the Commonwealth Parliamentary Association (CPA) have signed an agreement to collaborate on efforts to enhance representative government around the world. The association is a group of national and subnational legislatures of the Commonwealth, representing some two billion citizens from all faiths and ethnicities from six continents.

A memorandum of understanding was signed in Nairobi Sept. 8 by the secretary-general of the CPA, William F. Shija, and the president of NDI, Kenneth Wollack.

Shija attended the signing ceremony in advance of the 56th Commonwealth Parliamentary Conference hosted by the Kenyan Parliament. Wollack was in Nairobi attending NDI's first board meeting held outside the United States. NDI Board member Tom Daschle, former U.S. Senate majority leader, also participated in the ceremony.

NDI and CPA will continue to work together to develop and promote the use of the CPA's "Benchmarks for Democratic Legislatures," a guide to good parliamentary practice developed in 2006 by a CPA Study Group that drew on a number of technical inputs, including an NDI discussion document. The CPA benchmarks are being used around the world to help parliaments self-assess their procedures and processes to identify areas where democratic governance can be improved.

Wollack and Daschle noted NDI's past successful cooperation with the CPA and looked forward to additional partnership at the global level and in Commonwealth parliaments where NDI has a parliamentary strengthening program. For his part, Shija welcomed the formal partnership as a vehicle for the 175 national and subnational legislatures of the Commonwealth to work with NDI to strengthen developing parliaments.

NDI and the CPA also collaborate with other international organizations on parliamentary strengthening, including the United Nations Development Programme and the World Bank Institute.

Parliamentarian Works to Strengthen Mozambique's Response to HIV/AIDS

Over two-thirds of the global population living with HIV/AIDS resides in Southern Africa. NDI has been working throughout the region to strengthen parliamentary leadership and outreach on HIV/AIDS prevention, treatment and care.

One unique story is that of Honorable Isau Meneses, a blind parliamentarian from Mozambique with whom NDI has partnered. His lack of vision has not hindered his awareness of the huge challenge that his country and others in Southern Africa face as they seek to address the HIV/AIDS crisis.

NDI projects have helped to bridge the knowledge gap between members of parliament and public health experts, strengthen relationships between elected representatives and civic groups, promote dialogue and information sharing with the private sector and enable legislators to carry out their oversight function on HIV/AIDS policy issues.

African Legislators Work to Combat HIV/AIDS Stigma, Discrimination

Legislators and journalists came together in Lusaka, Zambia, in early April to work on improving awareness on HIV/AIDS prevention, treatment, care and support. The gathering was the latest effort in an ongoing NDI program to work with legislators to combat the stigma, misinformation and denial that impede efforts to combat the HIV/AIDS pandemic. Stigma, misinformation and denial have impeded efforts to combat the HIV/AIDS pandemic that afflicts more than 20 percent of the population in some countries in Southern Africa. With powers to oversee spending, pass laws and influence government priorities on behalf of citizens, members of parliaments are well placed to make an impact.

But a survey by NDI and the Southern African Development Community Parliamentary Forum (SADC-PF) found that legislators were “not taking full advantage of their constitutionally mandated powers to address the HIV/AIDS crisis.”

To address the problem, NDI has been working since 2001 on programs in Africa that focus on the important role of parliamentarians as advocates for constituents who are heavily affected by HIV and AIDS. The latest of the Institute’s efforts was a session in Lusaka, Zambia, that brought together legislators and journalists to work on improving awareness on HIV/AIDS prevention, treatment, care and support.

The impact, lessons and results of the NDI program were detailed in an article in the Times of Zambia, written by a reporter who attended the event.

The Institute is also providing other support, such as working with lawmakers in Mozambique who passed a new law to combat discrimination against people with HIV. An interview with Brionne Dawson, NDI’s resident senior program officer in South Africa, who manages the program, discusses the Institute’s work.
