After a recent trip to Africa, Nicholas Kristof chronicles the encouraging changes taking place and the continuing challenges facing the continent. While Africa's economy is booming, widespread problems such as malnutrition and disease still persist, although humanitarian aid programs from the United States have made significant impact. Kristof also notes the increasing presence of democracy on the continent. "Morocco is a window into one of the most striking trends in Africa: democratization. The number of electoral democracies in Africa has risen to 18 from 4 in the last decade, according to Freedom House, a nonprofit human rights organization based in Washington. Even in a country like Morocco, which is still a repressive monarchy, easing has occurred. It has freed some political prisoners, moved to strengthen its Parliament a bit and even established a truth and reconciliation commission."

Emerging Democracies Learn from Transition Experiences of Other Countries

Democratic transitions take time and patience. Each country is different, seeking to adapt the principles common to all democracies to its unique character and circumstances.

But there are also lessons to be learned from the experiences of other nations that have made the shift from autocracy to democracy — a process that has just begun in Tunisia and Egypt, where citizens are deciding on new constitutions, leaders, political parties and other elements of their new societies.

In Tunisia, NDI recently brought experts from Bulgaria, Hungary and Portugal to meet with Tunisian political party leaders to share experiences from their countries' democratic transitions. Similarly, in Egypt, transition leaders and experts from Chile, Indonesia, Poland, Romania and Serbia are meeting with civil society and party leaders. They were able to discuss a range of issues including relations with the military, reconciliation processes, coalition building, and electoral and constitutional reform.

Against this backdrop, 50 experts from Europe and North America met in Brussels this month as part of an ongoing transatlantic dialogue on democracy support, co-chaired by by Jerzy Buzek, president of the European Parliament; Madeleine K. Albright, former U.S. secretary of state and chairman of NDI; Javier Solana, former EU high representative for the common foreign and security policy; and Vin Weber, former U.S. representative and board member of the National Endowment for Democracy. In a statement, the participants expressed their support for democratic reform movements and called on the transatlantic community to emphasize democracy assistance within the transatlantic relationship.

NDI also hosted a roundtable for rising democratic powers, including representatives from Brazil, India, Indonesia, Mexico and South Africa, on democracy support. These countries have valuable experience in democratic and economic development, but they are often not present in discussions on democracy support because they tend to be neither major donors nor recipients of development assistance.

As part of the two-day roundtable, Indonesia's ambassador to the U.S., Dino Patti Djalal, spoke about his country's transition to democracy and compared it to events unfolding in the Middle East and North Africa. "My advice to many of the countries undergoing democratic transitions is, don't let fear drive you," he said in a talk at NDI.

NDI Celebrates 100th Annual International Women's Day

The 100th anniversary of International Women's Day, an annual observance of the achievements of women around the world, was celebrated this year with a recognition of past triumphs and calls to action for promoting women's equality. NDI marked the occasion with events in Colombia, Kosovo, South Africa and Washington, D.C.

At any given time, nearly 75 percent of NDI country programs have a dedicated component addressing women's political participation, a recognition of the words of NDI Chairman Madeleine K. Albright that "the political participation of women results in tangible gains for democracy, including greater responsiveness to citizen needs, increased cooperation across party and ethnic lines, and more sustainable peace."

Election Monitors Note Minor Problems as Niger Peacefully Elects New President

Peaceful elections in Niger this month received praise from nonpartisan citizen election observers, despite a number of administrative problems surrounding the voting. The presence of the observers, according to international monitors, helped ensure election transparency.

It was the sixth and final time in five months that Nigerien voters have gone to the polls as the country continues its democratic transition after a military coup deposed autocratic president Mamadou Tandja last February. The new, self-appointed military leaders who were running the country pledged to return Niger to civilian rule within 12 months. That process culminated March 12 with a presidential run-off election won by Mahamadou Issoufou of the opposition Nigerien Party for Democracy and Socialism, who received 58 percent of the vote, compared to Seini Oumara of the National Movement for the Society of Development, the party of the deposed president.

NDI supported the Nigerien Association for the Defense of Human Rights (ANDDH) in training 2,025 nonpartisan observers who were stationed in all of Niger’s eight regions on election day, covering 10 percent of voting stations. They were equipped with cell phones and communicated their observations and the results of the vote count to a central database in Niamey, the capital.

In the final weeks of the heated campaign, the Institute also trained 2,200 party poll watchers who were encouraged to train others in their party in an effort to enhance transparency and confidence in the elections.

Based on reports from its observers, ANDDH evaluated the overall voting process positively and commended voters and the National Independent Election Commission (CENI) for adhering to voting rules. But the association also highlighted a number of election administration problems, including late openings of some polling stations, insufficient training of election personnel, sometimes lax verification of voters’ identity, dried out ink used to put fingerprints on ballots, and a lack of information on the location of polling stations.

ANDDH also noted incidents of proxy voting and an elevated number of blank ballots – a sign that some voters chose not to register a preference at all rather than vote for a run-off candidate they had not supported in the first election round.

International observer missions from the European Union and the Economic Community of West African States noted in their statements that the presence of citizen election observers helped to ensure the transparency of the poll.

The results recorded by ANDDH observers tracked closely with the preliminary results published by CENI. ANDDH’s observation data showed a less than 0.5 percent difference from the preliminary results published by the CENI, thereby increasing confidence in the transparency of the vote.

International observers noted that Niger’s peaceful though highly competitive electoral process serves as a positive example for other countries in the region. In stark contrast to the situation in Cote d'Ivoire, Oumarou conceded defeat two days after the results were published and announced that he will respect the choice of the Nigerien people and not contest the results.

West Africa Election Observers Join Together to Promote Credible Elections

West African elections can run the democratic gamut. From the peaceful presidential polls held in Ghana in 2008 to the ongoing election-related standoff in Cote d’Ivoire, elections in the region have seen everything from successful transfers of power to ethnic tensions to widespread fraud. Citizen election observation groups from 11 countries have formed the West Africa Election Observers Network (WAEON) to help ensure accountability, increase honesty and accuracy, and instill confidence in legitimate election results in their countries.

WAEON’s goal is to enable observers from different countries in the sub-region to exchange ideas and recommendations for better approaches to observation. Comprised of independent, nonpartisan organizations, WAEON helps citizen observer groups in West Africa meet criteria set forth in the Declaration of Global Principles for Nonpartisan Election Observation and Monitoring by Citizen Organizations, an internationally recognized standard for election monitoring. NDI played a key role in the creation of WAEON by bringing together observer group representatives in a series of workshops on election best practices. Participants decided to form the network to help improve election monitoring in their countries.

In announcing its creation on Feb. 21, WAEON promised to “provide technical and moral support to its member organizations in order to encourage nonpartisan citizen election observation, champion electoral reforms and advocacy, and promote credible elections as a means of deepening electoral democracy in the sub region.”

The network will create a forum for information sharing among neighboring countries. Although international monitors have observed elections in the region since the 1970s, domestic groups have only recently taken on this task. The Jan. 31 elections in Niger and upcoming polls in Nigeria and Liberia provide observation opportunities for WAEON member groups. Network members also will have the chance to hear from counterparts in other countries, such as Ghana, that have conducted more advanced observation efforts based on statistical principles. Other WAEON goals are to increase the quality of observation across the region and improve the credibility of elections.

On Feb. 21 and 22, NDI sponsored a workshop with WAEON members on voter registration observation. Other activities include a series of exchange visits that give representatives from participating West African countries a chance to study how neighboring nations prepare for elections and tally votes. For example, WAEON members recently met with election administrators, government officials, and civil society representatives in Niger and Nigeria in the lead-up to their elections.

Following weeks of protests in Tunisia, Egypt, Yemen and Bahrain, thousands in Libya are now advocating for political freedoms long denied by the country's regime. The government has responded with beatings, shootings and arrests. NDI condemned this government-backed violence and joined calls for the immediate cessation of attacks against Libyans who are exercising their right to peaceful assembly, and for a democratic transition.

As democracy advocates raise their voices throughout the Middle East, analysts and commentators have turned to NDI seeking insights into the implications of the ongoing changes for the future of democracy in the region. In The New York Times,
The Washington Post, on CNN and elsewhere, NDI leaders and staff have offered commentary and interpretation as the historic changes have unfolded.

The Institute has a long history in the region. Its first office, for the West Bank and Gaza, opened in 1994. Since then, NDI staff have also been based in Egypt,
Iraq, Jordan, Lebanon,
Mauritania, Morocco and Yemen. Institute programming also encompasses Algeria, Bahrain,
Kuwait,
Qatar, Saudi Arabia
and Tunisia.

In all of these countries, NDI has established partnerships with political parties, civic groups, parliamentarians and others seeking to promote peaceful reform and have a voice in how they are governed. The Institute works to share organizational skills, comparative experiences and tools to connect democratic activists within and between countries.

In response to the developments in Egypt, for example, NDI is putting Egyptian activists in touch with political leaders from Chile, Poland and elsewhere so they can take advantage of lessons learned during other democratic transitions. It's similar to work the Institute has done in many other places and times, such as when it brought opposing Northern Ireland factions together in South Africa in 1997 to learn from Nelson Mandela and others how to negotiate peace and reconciliation.

In Sudan, NDI's civil society partners, the southern-based Sudanese Network for Democratic Elections (SuNDE) and the northern-based Sudanese Group for Democracy and Elections (SuGDE), observed
all stages of the recent referendum
in which Southern Sudan voted to secede from the north. The groups concluded
that "the Southern Sudan referendum allowed the free expression of the will of the people for self-determination."

Women in Afghanistan, Guatemala, Ukraine Overcoming Obstacles to Elected Office

Among the 249 members of Afghanistan's lower house of parliament are Farida Hamidi and Frishta Amini, two women who make up the entire delegation from Nimroz province. Zinayida Galchynska promised herself that if she survived breast cancer she would run for local office and make a real difference in her community. Drawing on its 25 years of experience in the women's political participation field, NDI has published a new guide for democracy practitioners to help them develop and carry out effective programs to bring more women into government and politics. Democracy and the Challenge of Change: A Guide to Increasing Women’s Political Participation, helps the user develop, carry out, monitor and evaluate women’s political participation programs. The guide provides a rationale for focusing on increasing women’s participation and includes examples of best practices, case studies and practical strategies.

The new guide, Political-Process Monitoring: Activist Tools and Techniques, explores the work that the Institute and its partner groups have done for legislative, budget-related and campaign-related monitoring, shadow reporting and monitoring government follow-through.

Thirty-six political parties and two independent candidates in Niger have signed a code of conduct that encourages parties and their supporters to campaign honestly and respect the outcome of Jan.31 presidential and legislative elections. The polls will mark a return to democratic rule following last February's coup d’état that removed autocratic President Mamadou Tandja from office. NDI worked initially with 16 parties to draft the code, based on examples used successfully in other countries.

Thirty-six political parties and two independent candidates in Niger have signed a code of conduct that encourages parties and their supporters to campaign honestly and respect the outcome of Jan. 31 presidential and legislative elections. The polls will mark a return to democratic rule following last February's coup d’état that removed autocratic President Mamadou Tandja from office. NDI worked initially with 16 parties to draft the code, based on examples used successfully in other countries.

Abdourahamane Ousmane, president of the National Communications Observatory, officiated at the Jan.25 signing ceremony. The observatory was established by Niger's military government to monitor balanced media coverage of the parties' electoral campaigns and to ensure free speech during the country's transition to democratic rule. Adherence to the code will be monitored by a general assembly of signatories and a monitoring committee in coordination with Niger's National Council on Political Dialogue.

The code covers conduct for political parties and their supporters before, during and after the elections. Signatories agree not to engage in physical or verbal violence and to avoid defamatory attacks on individuals. They pledge to place women and young people high on their parties' candidate lists to address the traditional underrepresentation of these two groups in Nigerien politics. Signatories also agree to respect the work of poll workers and election officials, and to respect the outcome of the elections, channeling complaints through established legal channels.

Serge Houndolo

Serge Houndolo serves as resident country director for NDI in the Central African Republic (CAR). He brings nearly 20 years of experience in conflict mediation, electoral monitoring process, civic and voter education, domestic observation and political organizing from countries across West and Central Africa to the position.

Before assuming his post in CAR, Mr. Houndolo was the resident director in Niger and the resident senior program manager in Guinea, where he worked with domestic election observers and political parties in advance of the presidential election. He previously worked for the electoral division of the U.N. mission in the Democratic Republic of Congo (DRC), where he was charged with the development and implementation of public awareness campaigns on the electoral process and developed and distributed election-related civic education materials.

Throughout his career, Mr. Houndolo has consulted on a wide variety of African elections, including Benin, DRC, Mali, Mauritania and Togo. He has also consulted on conflict mediation and peace building activities in DRC and Togo.

Mr. Houndolo has a master's degree in social science and business law and a bachelor's degree in business law, both from the National University of Benin. He speaks English, French and Spanish.

Niger

Mahamadou Issoufou of the Nigerien Party for Democracy and Socialism (Parti Nigérien pour la Démocratie et le Socialisme – PNDS) was sworn in as president April 7, 2011, completing Niger’s third transition from military to civilian rule since the country’s first multi-party presidential poll in 1993. This marked the successful completion of a 14-month transition period following the overthrow of President Mamadou Tandja, whose increasingly authoritarian rule ultimately led to a military coup in February 2010.

Despite the successful transition, Niger’s nascent institutions face a number of challenges that could undermine the consolidation of recent democratic gains. Although the country is Africa’s largest uranium producer and possesses considerable oil reserves, the United Nations ranks Niger among the poorest countries in the world. Nigerien citizens continue to face food shortages and insecurity from conflicts in neighboring Libya and Mali. The new government has taken steps to rebuild citizens’ confidence in democratically elected leadership; ensure the fair distribution of public goods and services; and address nepotism, corruption and graft. Niger’s new constitution, adopted in October 2010, requires the government to publish all mining contracts and information on the revenues generated under these contracts. The constitution also mandates that revenue from natural resources be shared between the central and regional governments, and that funds be set aside for public investments in agriculture and livestock farming, health and education. President Issoufou has vowed to make increased transparency in natural resource management a centerpiece of his policy.

Current Programs

In December 2011, NDI began a program to promote transparency and accountability in the management of Niger’s natural resources. The program’s objectives are to help Nigerien legislators enact laws and regulations governing natural resource management, and to foster communication and collaboration between the legislature and civil society organizations on the enactment of such legislation. As the principal institution responsible for holding the executive branch accountable for sound management of natural resource revenues, Niger’s National Assembly has a key role to play in advancing the reforms required by the constitution. NDI will also bring together National Assembly leaders and representatives from Nigerien civil society to promote information sharing and collaboration. Through joint activities such as policy briefings and sessions to prepare for public hearings, NDI aims to help legislators and civic leaders better understand their shared goal to promote transparency in the allocation of natural resource revenues. Soon after the program’s launch, in early 2012, NDI conducted an assessment of the Nigerien National Assembly to identify the priority training needs of legislators and legislative staff. NDI will use the assessment findings to design and implement targeted training sessions to assist the lawmakers and their staff to build knowledge and skills to effectively oversee Niger’s extractive industries and natural resource management.

Past Programs

NDI's recently concluded election-focused programs aimed to enhance confidence in Niger’s 2010-2011 transition electoral process by promoting credibility, transparency and voter participation with a focus on women and rural populations. NDI partnered with Niger’s transition legislature to encourage citizen participation in the electoral process and supported civil society partners to conduct citizen election observation, voter education and activities to promote women’s political participation as candidates and voters.

NDI also collaborated with Nigerien political parties to train poll watchers and create and promote a political party code of conduct to govern the behavior of parties and their supporters during the elections.

As the transition process concluded, NDI collaborated with the transition legislature on the development of a civil society charter and Republican Pact that seek to define the roles of civil society, the government and other social actors during Niger’s return to democratic governance.

During the post-election period, NDI conducted orientation and training sessions for newly elected women members of parliament and women local councilors in Niamey and the regions of Diffa, Zinder and Tillaberi. The Institute also organized an orientation program for members of parliament in cooperation with National Assembly leadership, and a reflection workshop for political party and civic partners to review successes and lessons learned during Niger’s return to democratic rule. NDI’s transition election programs were funded by the National Endowment for Democracy, the Danish representation in Niger, and the U.S. Agency for International Development

Prior to these programs, NDI has supported democratization efforts in Niger since 1991. In 1993, NDI fielded an international observer delegation to monitor Niger's first democratic elections.

Ahead of 1995 legislative elections, NDI trained domestic observers and political party poll watchers. After a military coup in 1996, NDI actively supported the coalition of democratic forces that mobilized citizens to restore democracy in late 1999. During the subsequent transition process, NDI supported domestic election monitoring efforts, trained party poll watchers, and provided technical and material assistance to the coalition of democratic forces leading reform efforts.

From 2001 to 2002, NDI partnered with the Nigerian National Assembly to inform citizens about the government's poverty reduction strategy paper and about efforts to meet the Millennium Development Goals.

NDI launches program to strengthen legislative process in Niger»

In 2003, NDI conducted a program to promote women's political participation by training women activists. Ahead of Niger's first local elections in 2004, the Institute conducted party poll watcher trainings and helped organize a voter education campaign that targeted women and rural voters via radio.
