Badié Hima is the resident Director of NDI in Mali, a position he assumed in 2012. He has more than 20 years of experience in education, human rights, governance and democracy across West Africa.

As an educator, Mr. Hima, taught philosophy to high school students from 1985 to 1992. From 1996 to 1998, he taught modern philosophy in University of Niamey (Niger). In 2008-2009, he trained the first class of CAPES of philosophy at the University of Niamey. From 1999 to 2009, he has also been the national inspector of philosophy of Niger.

In the field of human rights, governance and democracy, Mr. Hima has been a founding and active member of the Niger Association for the Defence and Protection of Human Rights (ANDDH), created in favor of the democratization process in Africa and Niger in 1991. He has since been a human rights activist in Niger, coordinating several networks for the promotion and protection of human rights and democracy. Mr. Badié has served as a principal member of the Nigerien Independent National Electoral Commission (CENI), which organized the 2004 local and presidential elections. He is currently the vice president of the Nigerien Association for Defence of Human Rights (ANDDH-Niger). As an expert in human rights and governance, he wrote several reports and conducted studies on human rights, democracy, gender and poverty strategies.

As an expert with the International Federation of Human Rights Leagues (FIDH), Mr. Hima participated in an assessment mission to Liberia before their 2007 elections. He was a member of NDI's international observation mission to Mauritania for the 2007 presidential elections and of the last evaluation mission after the coup in 2008. He participated in an international mission of electoral observation in Algeria for the African Union in 2009.

Mr. Hima spent two years as NDI's resident director in Togo following his work as a consultant for NDI in that country to train national NGOs before the 2005 presidential elections. He was also an expert of the CILC / Netherlands in 2007 to implement the paralegal program in Mali. He has been an international expert of UNESCO for the implementation of human rights, citizenship and peace in the curricula of the Ministry of Education of Mali and for a study on poverty and human rights entitled Efficiency of the Legal Framework and Existing Policies in Niger for the Fight against Poverty from the Human Rights Point of View (Lisbon, 2008).

Mr. Hima earned a doctorate in moral and political philosophy in 1996 at the University of Dakar in Senegal. His doctoral thesis, Reason and Power: A Critique of Modern Politics, prepared him to contribute to strengthening the democratization process in Niger through the promotion and protection of democracy, rule of law and human rights. He has also several specific degrees in education, human rights, social communication and refugee rights. He has a degree in teacher training (pedagogic field) obtained in France (ESPEMEN/Poitiers).

West Africa Election Observers Join Together to Promote Credible Elections

West African elections can run the democratic gamut. From the peaceful presidential polls held in Ghana in 2008 to the ongoing election-related standoff in Cote d’Ivoire, elections in the region have seen everything from successful transfers of power to ethnic tensions to widespread fraud. Citizen election observation groups from 11 countries have formed the West Africa Election Observers Network (WAEON) to help ensure accountability, increase honesty and accuracy, and instill confidence in legitimate election results in their countries.

WAEON’s goal is to enable observers from different countries in the sub-region to exchange ideas and recommendations for better approaches to observation. Comprised of independent, nonpartisan organizations, WAEON helps citizen observer groups in West Africa meet criteria set forth in the Declaration of Global Principles for Nonpartisan Election Observation and Monitoring by Citizen Organizations, an internationally recognized standard for election monitoring. NDI played a key role in the creation of WAEON by bringing together observer group representatives in a series of workshops on election best practices. Participants decided to form the network to help improve election monitoring in their countries.

In announcing its creation on Feb. 21, WAEON promised to “provide technical and moral support to its member organizations in order to encourage nonpartisan citizen election observation, champion electoral reforms and advocacy, and promote credible elections as a means of deepening electoral democracy in the sub region.”

The network will create a forum for information sharing among neighboring countries. Although international monitors have observed elections in the region since the 1970s, domestic groups have only recently taken on this task. The Jan. 31 elections in Niger and upcoming polls in Nigeria and Liberia provide observation opportunities for WAEON member groups. Network members also will have the chance to hear from counterparts in other countries, such as Ghana, that have conducted more advanced observation efforts based on statistical principles. Other WAEON goals are to increase the quality of observation across the region and improve the credibility of elections.

On Feb. 21 and 22, NDI sponsored a workshop with WAEON members on voter registration observation. Other activities include a series of exchange visits that give representatives from participating West African countries a chance to study how neighboring nations prepare for elections and tally votes. For example, WAEON members recently met with election administrators, government officials, and civil society representatives in Niger and Nigeria in the lead-up to their elections.

Togo

The peaceful conduct of the March 2010 presidential election was a significant improvement over the violence associated with the 2005 presidential contest in which more than 500 people lost their lives. Incumbent President Faure Gnassinbé, candidate of the Rally for the Togolese People party (Rassemblement du Peuple Togolais - RPT), won reelection with 61 percent of the vote. Nevertheless, tensions remain high between the ruling coalition and the opposition, led by former presidential candidate Jean-Pierre Fabre, who ran on the ticket of the Union of Forces for Change (Union des Forces de Changement – UFC). Fabre has continued to contest the results of the 2010 elections through the organization of weekly demonstrations. In November 2010, he created a new party – the ANC – in response to longtime UFC leader Gilchrist Olympio’s entry into a power-sharing agreement with the ruling RPT.

In early 2011 the government began to organize consultations on political reform with opposition parties, an initiative seen as indicative of the emergence of more open political dialogue in a country long dominated by one party. However, the ANC has refused to participate in the meetings or engage in other interparty dialogue initiatives, as the party continues to protest the decision to deny nine legislators their parliamentary seats after switching allegiance to the ANC in late 2010.

Current Activities

Through support from the U.S. State Department’s Bureau for Democracy, Rights and Labor (DRL), NDI is implementing a program to promote credible elections and accountable government in Togo. During the 2010 presidential election, NDI assisted the Togolese National Council of Civil Society (CNSC) to train and deploy independent election observers in polling stations across Togo. In the post electoral period, NDI assisted the CNSC to reflect on lessons learned from the observation effort and the CNSC’s evaluation of the electoral process. To carry the momentum and mobilization generated during the electoral observation into the post election period, NDI partnered with the CNSC to convene focus groups to identify key citizen priorities and concerns. Information gathered through the electoral process evaluation and focus groups was subsequently used by the CNSC to conduct electoral reform advocacy and government monitoring activities to promote accountability at the local level. As Togo prepares for its first competitive multi-party local elections in late 2011, NDI will assist the CNSC to train and deploy election observers for the local polls and to continue initiatives to promote government accountability at the local level.

In parallel, NDI has conducted a USAID-funded program to assist Togolese political parties to promote a peaceful electoral process. Local elections are expected to be held in 2011 and legislative elections will be held in 2012. Through the program, in preparation of the 2010 presidential election, NDI convened Togolese political parties, including the ruling RPT and the majority of the country’s opposition parties, to debate and draft a code of conduct to govern political party behavior during the electoral process. The program provided an unprecedented opportunity for constructive interparty collaboration. Through continued support from USAID, NDI is partnering with an expanded group of political parties from across Togo’s political spectrum to revise the code of conduct. As Togo prepares for local elections, 13 parties have signed the revised code of conduct. Signatory parties established an interparty committee that is charged with conducting public education around the code and monitoring its implementation. NDI also collaborated with a consortium of four Togolese civic organizations that implemented initiatives to conduct advocacy around legislation that would require political parties to field at least 30 percent women candidates and conduct activities to mobilize women voters and encourage women to become candidates. As Togo prepares for the upcoming local elections, NDI will continue to collaborate with its civic partners to encourage voter participation in the local polls and to support political parties to implement and monitor the code of conduct.

Past Programs

Since 1997, NDI has conducted a series of short-term assessments and programs in Togo. In August 1997, NDI organized a training seminar for the Togolese National Assembly on media relations and public outreach. Prior to the 1998 elections, NDI deployed an assessment team to evaluate election preparations and make recommendations to improve prospects for democratic reform in Togo. In 2001, NDI co-sponsored with the Lomé-based U.N. Regional Center for Peace and Disarmament in Africa a seminar on civil-military relations in the region. In 2003, NDI sent a multiparty delegation of Togolese party representatives to Cotonou to observe a political party roundtable organized following Benin’s 2002 elections. In response to training requests from Togolese political parties, the Institute also convened 30 representatives from nine political parties interested in observing Togo’s June 1 presidential election for a political party poll watcher training workshop in Benin. Ahead of the 2005 presidential elections, NDI trained political party representatives to observe the electoral process. The Institute also assisted Togolese media and civic groups to coordinate advocacy efforts and prepare citizens to participate in a democratic transition.

NDI’s current program in Togo is funded by the U.S. State Department’s Bureau for Democracy, Rights and Labor (DRL) and the United States Agency for International Development (USAID). Past programs were funded by USAID and the National Endowment for Democracy (NED).
