LOCAL ISSUES UPDATE

Labour's abolition of the 10% threshold has had an effect on 5.3 billion low paid working class people. This is creating people to pay more tax per year. The independents in Hull also do not agree with this abolition and are relieved that the Labour Government have done a U turn.
Hull City Council road network is feeling the effect of years of Labour's neglect and the Lib Dem past two years of hesitation in not pursuing Government grants .
Independents in Hull seem to be the only solution to bring sanity to the council for the benefit of people of Hull.

Grass Verges damaged by contractors vehicles in the Derringham Ward has been brought to the attention of the West Area Team by Cllr Rouse-Deane that these need to be restored in order to bring this area back to the condition it was prior to the floods.

Hull C.A.B.

Cllr Rouse-Deane has received a large amount of correspondence regarding the intended closure of the above.
Cllr Rouse-Deane supports this organisation to remain open to the residents of Kingston upon Hull. He has been informed that proper consultation process has not been carried out and local MPs are currently fighting this issue.
Cllr Rouse-Deane will keep residents informed.

Dear Resident

Re-election of Cllr Michael Rouse Deane for Derringham Ward

On Thursday May 1st 2008, I am seeking re-election as your Independent Councillor for Derringham Ward and am writing to you as a resident of the ward to ask you to use your vote to support me in this election.

You may recall that residents of Derringham Ward elected me to be your local councillor in May 2005 as a LibDem candidate. In October 2006, after much agonising I decided to become an Independent Councillor because I found myself in conflict between your needs as the residents and the demands of a political party. Eventually, faced with increasing pressure to vote in favour of decisions that would not benefit you, I left to join with other councillors to form the New Hull Independents Group.

Since then I have continued to work tirelessly on your behalf to ensure that the interests of Derringham Ward Residents come before the interests of political parties. This has been especially important since June 2007 when Derringham Ward became the most severely flooded ward in the City and I still work hard to resolve problems faced by residents recovering from flooding.

You can always easily contact me by phone, at my regular weekly surgeries, at coffee mornings or home visits and at Ward Forums. In addition I provide regular updates on my Blog at http://Derringham.blogspot.com and in newsletters. If any resident needs help in dealing with any problems related to public services you can contact me and know that I will assist you to the best of my ability.

As well as working directly with residents in the Ward, I am also very active in working with community groups like HAIG, Choices and Rights Coalition and HEREN which deals with equality and Human Rights issues. I have also completed the How Your City Works Course run by Hull Community Network and attended regular political summer schools and conferences to continue to improve my ability to represent your interests, and fight for your rights.

During this election campaign you may be told that Independent Councillors always vote with Labour. This is completely untrue. I always vote for the benefit of Derringham residents no matter which political party holds office and I will continue on your behalf to hold them to account and oppose any plans that do not put Resident First.

Cllr Rouse-Deane your Independent Ward Councillor is relieved that at long last residents in Derringham can now walk their children safely to school since the introduction of the 20MPH Zoneing came into operation on Wold Road.

Whilst on Wymersley Road, Cllr Rouse-Deane in January signed authorisation for New Lighting in the Park to be installed in the future, which will help residents in the area to feel safe once again in the park area.

Cllr Rouse-Deane has also signed authorisation for old rusty safety barriers on Willerby Road/ Manor Road to be replaced for safety reasons .

Whilst New Planters are being put across the Ward to enhance the aesthetics of the Ward, unanimously agreed by Ward Councillors

The NEW Hull Independents Group have voted in Council Chambers with current administration for pressure to be put on Parliament for increased funding for flooded residents in the Area.

At the January Council Meeting Cllr Rouse-Deane also voted to retain Free bus travel , which was motioned by the ruling administration though

originally it was a Policy initiated by Labour in 2005.

Last months January Council meeting also saw a further defection from the ruling administration and became Independent by Councillor Joyce Korczak Fields when she crossed the chamber at the start of the afternoon's full council meeting. In a statement, to the HDM she said she had been forced to quit the Lib Dems after suffering "bullying and threats".

Road Defect

Cllr Rouse-Deane reported the above defect in the road surface, and due to the end of the financial year, the Highways Inspector has scheduled work to repair this.

My recent visit to the area, found the work was indeed done !.

At the recent Ward Councillors Meeting on the 18th January, West Area Team brought Partnership colleagues up to date:

Public Notice Boards- The last of 5 Notice boards has now been fitted outside Priory School
Offer of free Carbon monoxide Detectors.
Minor Traffic Works-Wymersley Road-Public notices of consultation process
Minor Traffic Works-Priory Road/Ledbury Road-RTO being sought.
Dayton Road- No Through Road except cycles- RTO being sought.
Flood update- Wymersley road Drain/ Bristol Road pumped out.

STREET SCENE UPDATE

PRIORY DRIVE

Cllr Rouse- Deane has recently signed authorisation for CIB Monies to be spent a 7 Day traffic Count as part of traffic flow useage on Priory Drive after receiving several complaints from Elderly and Infirm residents in the area.

PEDESTRIAN BARRIERS
Due to Safety of Pedestrians , Cllr Rouse-Deane after consultation with Officer's from the West Area Team has signed authorisation to replace rusty pedestrian Barriers within the Ward. This will maintain the safety of residents and visitors and improve the appearance of the strategic areas where they are needed

Flood Update- Recent Rain

RECENT RAIN

This Week the drain behind Wymersley Road hit the media and the West Area Engineers were called in to clear the dyke rear of Wymersley Road from Wold Rd through to the Pumping Station at springhead.
Pumps were also brought in on the Bristol Road area, this has now stopped as the water level has dropped.
No other areas in west have not given concern or been reported.
If any residents have a concern please contact myself Cllr Rouse-Deane or the West Area Team/Customer Service Centre Calvert Lane.
I am informed that a watchful eye is being kept on strategic areas.

NEWSLETTER IN BRIEF

Cllr Rouse-Deane notes that many residents will still be in caravans at the Festive period. However, sends Seasons greetings.
West Hull Rokeby Resource Centre - Cllr Rouse-Deane who sits on Health Scrutiny showed his concern in Chambers and was shocked by the current administrations tactics.
Anti-Social Behaviour - The TV programme "Explosive Estates Street Crime Live" showed ASB rampant in North Hull. Chief superintendent Keith Hunter stated Moveable Cop Shops would be increased in April 2008. Whilst thousands of crimes were screened out.
Flood Aftermath - A £2.4 M loss was recorded on council run leisure centures, whilst Woodford Leisure Centre remained closed.
School Meals - the NEW Hull Independents Group supported Labour on this issue, earlier in the year. Whilst the current Administration halted funding in the autumn even though the effects of the floods had its effect on flooded victims and the report proved its findings.
Westlands Road Update-Cllr Rouse-Deane continued to support the 5 year plan to upgrade lighting in the Derringham Ward.

LEDBURY ROAD JUNCTION

Consultation time on the crossing north of the junction Cllr Rouse-Deane has been informed that consultation papers will be sent to residents in the next few weeks for residents opinions.

When this gets approval, this will reduce the speed of vehicles and make it safer for elderly and infirm to cross this busy road.

Carbon Monoxide Detector and Shed Alarm

West Area.

A limited number of carbon monoxide detectors and shed alarms have been purchased by the West Area Councillors through the Community Safety Fund for the residents of Boothferry, Derringham and Pickering Wards.

The detectors and alarms are available free to residents of the wards whilst stocks last.

During the summer the Island near the Education Centre was damaged, after consultation with Highways, it has been agreed that a Concrete Bollard will be installed therefore deterring Heavy Vehicles damaging the Gully and grassed Area.

After nearly three year's Independent Councillors have eventually having a meeting with Highways on the 24th October 2007 to agree the best way to install 20MPH Zone in the Area.

WOLD ROAD

Independent Councillors have been fighting for years to get safer crossing on Wold Road, shortly the end may be in sight, when flashing Zone lights are installed.

Cllr Rouse-Deane has been fighting for crossings along Priory Road, Dayton Road to cut down rat running along this busy stretch, safer parking on Moorhouse Road,hopefully the end result will soon be in sight.

After putting pressure on the West Area team I have been able to get this work carried out in this quarter to the residents satisfaction.
