The impact of Home care on caregivers and the health system is an emerging issue that has been on the radar for all levels of governments for a few years.

A new Health Council of Canada report on the state of home-care services for senior citizens nationwide describes how many people caring for their loved ones with complex and multiple health needs at home are in distress because they are not receiving enough support from the public system.

According to the report authors, there were 2.7 million Canadians over the age of 45 acting as caregivers to family members. Most of these family caregivers 60 per cent were women and one-quarter were seniors themselves.

Report says that those seniors with the most complex health needs such as those with both dementia and medical problems are not getting enough support from government. They often receive only slightly more publicly funded home care a week than those with fewer needs.

The report also indicates that Canada has one of the larger gaps between spending on long-term care institutions and home care compared to other countries in the Organization for Economic Co-operation and Development despite high public demand for more and better home care services.

The report recommends governments take a closer look at the need for home care, which can be more cost-effective than hospitals and long-term care facilities as the Canadian health care system grapples with an aging population.

To overcome all these problems Canadian government takes some steps. Last year, Canada government has issued nearly 10,000 Canada work permits to foreign caregivers. This has been done to attract more foreign caregivers in the nation. But the thing is there is no information whether the recent step by the federal government is a permanent change in the immigration policy for foreign caregivers in Canada or just a one-off step.

Employment insurance recipients may be forced to take jobs that would otherwise be filled by temporary foreign workers. The federal government wants to create a connection between the EI program and the temporary foreign worker program.

Proposed reform by Canadian government-: Under this proposed reform, Unemployed Canadians who are receiving Employment Insurance must accept the jobs which are being filled by temporary foreign workers.

Immigration Minister Jason Kenny said that we are making people aware there are jobs, hiring is going on and reminding them that they have an obligation to apply for available work and to take it if they’re going to qualify for EI.

Canadian government wants to decrease unemployment in Canada. According to them, an unemployed Canadian should fill the job instead of any foreign worker. Canadians are struggling to find the job because they are already filled by temporary foreign workers.

Kenny said that this is something that needs to be changed. Businesses need to ensure that they are making all reasonable efforts to hire domestic labor force before resorting to foreign workers.
