It appears totally ridiculous, and even an outsider or a layman may fail to find justification.&lt;br /&gt;&lt;br /&gt;The  officers fail to understand how some of the officers  in the 14th batch are getting  equal pay with the  officers from  the  13th batch.&lt;br /&gt;&lt;br /&gt;There is huge difference in the Salary of the officers who were drawing the same salary till November 2012. All these are  highly irregular and  objectionable.&lt;br /&gt;&lt;br /&gt;I am afraid that, your undemocratic, unilateral and arbitrary decisions create a havoc in the organization, displeasing every employee, resulting in the total loss of morale of the employees; which ultimately is likely to lead to the collapse of our prestigious organization.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;//2//&lt;br /&gt;&lt;br /&gt;Immediate steps have to be taken to restore the salary which everyone was drawing all these years. The applicants are the retired employees of the petitioners. Most of them were in service, when the Original Application no. 566 of 2007 was filed, however, in course of time they retired. The applicants have prayed that they want to be added as parties to support the order and to resist the application made by the petitioners/employer. The respondents, who were the petitioners before the Tribunal, are conspicuously absent, despite repeated notice being given to them. Mr. Somnath Bose, learned Counsel appearing for the Union of India, the petitioners abovenamed while opposing the applications, contends that in case the Union of India is successful in having the order of the Tribunal set aside, the applicants would not be entitled to the benefit of the said order. In any event, they were not parties before the Tribunal. Hence, they could not be added as parties to this proceeding. We have considered the rival contentions. It is not in dispute that the applicants were the employees of the petitioners. It is also not in dispute that they already retired from service and might be getting benefit of the order of the Tribunal, if sustained. The Ministry has issued a show cause notice to the director, asking how the AD (ministerial post) was transferred from HQ without permission.&lt;br /&gt;&lt;br /&gt;2. The HQ has reduced the pay scale of one ZD, but now the Ministry itself fixed his pay in 14000 scale and send it to HQ. This is very good step and may be quoted for future references. This also shows that Ministry has already accepted the 8000 scale and there are only rumors that ministry is going to degrade the scale and few people are making it an issue.&lt;br /&gt;&lt;br /&gt;3. The pensioners has taken stay from court and now HQ is re-fixing the pensions&lt;br /&gt;&lt;br /&gt;4. Mr D R Prashar has gone on retirement prepratory leave &amp; will only join in last week of Feb 2012.&lt;br /&gt;&lt;br /&gt;5. Now the miscellaneous bills in programmes need to be signed by RD and also the dignatery present (non sense)&lt;br /&gt;&lt;br /&gt;6. All the salaries will be directly credited in the personal a/c of the officials.&lt;br /&gt;2. In the plan and mgnrega prog, the EOs need to collect the bank a/c of the&lt;br /&gt;   participants, guest speakers and RVs and HQ will directly credit their honorariums&lt;br /&gt;   into their a/c and the EO need not have to pay them on the spot( the idea is in&lt;br /&gt;   pipeline).&lt;br /&gt;3. The TA bills, Medical bills and other allowances will also be credited directly  &lt;br /&gt;   to the officials personal a/c.&lt;br /&gt;4. The non plan exp of the offices will also be credited from this bank a/c.&lt;br /&gt;5. The whole MGNREGA fund has already transferred to this new a/c.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Now IDBI has to do all this transactions and money transfers ( approx more than 10 lacs  per annum )&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;strong&gt;So What?&lt;/strong&gt;&lt;/blockquote&gt;&lt;br /&gt;&lt;br /&gt;This will give a huge transaction charges to IDBI bank &lt;strong&gt;OR&lt;/strong&gt; IDBI will keep this whole amount with it without claiming transaction charges but will not give any interest.&lt;br /&gt;The benefeciery has to bear the transaction charges or CBWE.&lt;br /&gt;The benefeciery will loose the bank interest or CBWE.&lt;br /&gt;During the transfer time IDBI will enjoy the whole fund,it would be bigger if the benefeciery a/c is at remote place or with a non core banking branch.&lt;br /&gt;&lt;br /&gt;WHO WILL BE BENEFITTED - CBWE (NO), MOLE (NO), BENEFECIERY (NO), only IDBI. Then why we have chosen this option? to favour a private Bank. The Staff association has taken very strong stand and we must apprecaite them. Likewise, the Officer association must also come forward and raise the voice.&lt;br /&gt;If both the associations work together leaving our self interest aside, we can counter every challenge and take CBWE to new heights.&lt;br /&gt;The Pensions are reduced, people are not saying anything, we must remember, one day we all will retire. The Board through its Grants-in-Aid Scheme extends financial assistance to eligible Trade Union Organizations and Institutions to conduct workers Education Programmes. During the last three years the financial assistance given by the board various to trade Unions/Institutions is as under:&lt;br /&gt;&lt;br /&gt;Years Grants-in-Aid   provided   to   Trade   Unions/Institutions   (in&lt;br /&gt; Rupees)&lt;br /&gt;2008-09 15,33,784/-&lt;br /&gt;2009-10 6,33,762/-&lt;br /&gt;2010-11 9,66,471/-&lt;br /&gt;&lt;br /&gt;Also, during the last three years the Board organized a number of programmes for workers. (Ed. CIL), a Government of India Enterprises of the Ministry of Human Resources Development to assess the impact of the programmes being implemented by the Central Board for Workers Education in 2008. Ed. CIL in its report has appreciated the work of Central Board for Workers Education and recommended for its expansion at all levels.&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The Central Board for Workers Education (CBWE) is an autonomous body under the Ministry of Labour &amp; Employment, Government of India. It is registered under the Societies Registration Act, 1860. Started in 1958, the Workers Education Scheme in India has been playing a very significant role in our national development; creating an enlightened and disciplined work force and bringing about desirable behavioral changes in our workforce in the organized, unorganized and rural sectors. It gets grants-in-aid from the Ministry of Labour &amp; Employment to operate its activities. The Scheme of Workers Education aims at achieving the objectives of creating and increasing awareness and educating the workforce for their effective participation in the socio-economic development of the country. To achieve these objectives, various training programmes are conducted by the Board for the workers of formal and informal sectors at national, regional and unit levels through a network of  50 Regional and 09 Sub-Regional Directorates spread all over the country and an apex Training Institute viz. It is auditing all the centres. 90% centres not have any major objections so far finnancial irregularity is concern. So who is spreading the message that AG has huge objections regarding financial discipline. If also theres objections thats at HO level so why to drag all documents to HO and create a mess of it. More or less delegation of power is the norm of present days governance of UPA government and Madam Sonia Gandhi not Centralising power with vindiction. There must be conducive environment for work, If people will be engaged in these petty works of ditance cerificate and all rubbish stuffs, then when will they work. Ministry must play a role in it. Every circular must be supported with Govt orders. Lets see how long this circus continued.
