Description du projet

Le projet consiste dans l’intégration de deux outils développés par des partenaires du projet au sein d’une plateforme afin de soutenir l’industrie touristique des régions du LAC (Latin America and Caribbean), en l’occurrence, 1/ le Geotourism Destination Development Process (GDDP) développé par le National Geographic et 2/ le System of Measures for Excellence in Destinations (SMED) développé par le CED.

Le projet consiste à réaliser une plateforme interactive et pédagogique destinée à offrir un contenu structuré obtenu à partir d’une base de données, un outil de diagnostic en ligne et des éléments d’apprentissage des pratiques d’affaires sous forme de capsules vidéo.

Appel à soumission

Le CED, organisme à but non lucratif, par la présente, lance un appel à soumissions pour la réalisation de la solution et des outils pour le projet de développement des destinations géo touristiques, auquel le CED et la Banque Interaméricaine de Développement (BID) sont associés. La clientèle visée en particulier par le Projet est composée des OGD (organisation de gestion des destinations) et des PME (petites et moyennes entreprises) du secteur du tourisme des régions du LAC.

Le CED se réserve le droit de présélectionner les consultants spécialistes en TI et/ou entreprises appelés à soumissionner. Il se réserve aussi le droit d’annuler le présent appel d’offres en tout temps avant l’adjudication, et ne s’engage aucunement à accepter une soumission sur le seul critère financier ou technique.

New Sustainability Criteria for Destinations

	New Sustainability Criteria for Destinations Public Consultation Phase Two The Global Sustainable Tourism Council (GSTC) recently announced the second phase of its new Destination Criteria. Overseen by GSTC’s Destination Working Group and managed by NGO partner Sustainable Travel International, the GSTC is once again soliciting input and comments from all travel and tourism stakeholders on this exciting project, ensuring diverse feedback is collected. The GSTC is also requesting support in reaching out to other parties that might be interested in participating. The Global Sustainable Tourism Council’s Criteria for Destinations are designed to orient destination managers, communities, and businesses toward the steps that are needed to sustain their natural and cultural assets, while benefiting local communities. The Destination Criteria complement the existing GSTC Criteria for Hotels and Tour Operators, which have become a worldwide standard for tourism businesses. Based on the results of the first phase of this project, which included an international public call for feedback and pilot testing of the criteria in six Early Adopter Destinations around the world, the GSTC has revised and improved the Destination Criteria. The new draft version is available for public consultation and input until February 15, 2013. The survey is available in English and Spanish. These comments, along with feedback received via early-adopter destinations, will inform a final version of the Destination Criteria. Sustainable Travel International is proud to continue its role as the lead partner organization responsible for implementing this exciting and timely initiative. PROCUREMENT/FINANCIAL/ACCOUNTING ADMINISTRATOR

1. Antecedents

The Procurement/Financial/Accounting Administrator position is in the context of the Multilateral Investment Fund (MIF) project RG-M1181 “Geotourism Destination Development: A Market-Driven Value Chain Integration”.

The World Centre of Excellence for Destinations is the Executive Agency for this project.

The project goal is to increase the participation of Micro, Small and Medium Enterprises (MSMEs) in tourism value chain in Latin America and the Caribbean region.

The purpose is to increase the supply of quality MSMEs services through use of inclusive and sustainable destination management solutions.

Project Description: The project will adapt and integrate two distinct proven international tools developed by the project partners to create a single integrated approach to overcome the aforementioned market failures in Latin America and th eCaribbean :The first tool, Geotourism Destination Development Process (GDDP), developed by the National Geographic is an MSME market information access tool, which focuses on stimulating the demand at the MSME level. In isolation, the National Geographic tool has faced limitations in the LAC region partly due to weak Destination Management Organizations (DMOs). The second tool, the System of Measures for Excellence in Destinations (SMED), developed by the World Centre of Excellence for Destinations (CED) is a destination diagnostic and related knowledge management improvement system, which works on building capacity on the supply-side at the destination level.

Additionally, in order to stimulate broad regional interest, the project will also construct an MSME focused NGS branded marketplace (preliminarily named the LAC Explorer). The LAC Explorer will enable destinations and MSMEs in those destinations to be featured in the first branded MSME marketing platform for the region. From a market perspective MSME focused and NGS-branded LAC Explorer provides the high visibility needed to generate the demand that ultimately provides incentives to improve the quality of products and destinations.

2. Goal

The Procurement/Financial/Accounting Administrator will be responsible for managing the project in accordance with Steering Committee guidance and Bank and MIF requirements, and coordinating the activities necessary to meet the objectives and performance indicators in the Logical Framework.

Main tasks, products and reports

The Procurement/Financial/Accounting Administrator will:

establish and follow proper procurement and disbursement procedures in keeping with Bank regulations;
establish and be responsible for maintaining correct financial accounts and internal controls;
monitor and register all financial transactions;
prepare financial reports as needed by the Project Coordinator, the executing agency, and the Bank; and assist auditors as needed;
assist the Project Coordinator with administrative matters to assure smooth Project operations;
organize project logistics, including scheduling, document handling, and transportation;
assist as needed with procurement of consulting services and equipment;
serve as secretary of the Steering Committee;
Supervision

The Procurement/Financial/Accounting Administrator will report to the Project Coordinator.

3. Period

The Procurement/Financial/Accounting Administrator will be in function for the entire duration of the project. His/her office will be at the CED headquarters in Montreal.

4. Profile

The Procurement/Financial/Accounting Administrator must meet the following minimum qualifications:

hold a bachelor’s degree or higher in subjects related to business, management, economics, or a related field;
have at least 5 years of experience working in the private sector;
have at least 5 years of supervisory experience;
good communication and writing skills in English and French; and
have at least 5 years of experience managing initiatives.

5. Selection

The optimal candidate will be selected through CV comparison pondering previous experience with personal interview.

MEXICO CITY RECEIVES A CERTIFICATE OF RECOGNITION FROM CED FOR APPLYING THE SMED RECOMMENDATIONS

MONTREAL, SEPTEMBER 25, 2011 – The World Centre of Excellence for Destinations (CED) delivered today a certificate of recognition to the Minister of Tourism of Mexico City Mr. Alejandro Rojas Díaz-Durán for the accomplishment of 75% of the recommendations suggested in the official report of the System of Measures for Excellence in Destinations (SMED) to that city in 2008.

During the ceremony of delivery within the “Feria Internacional de Turismo de las Américas” FITA, Mr. André Vallerand, Special Advisor to the Secretary General of the World Tourism Organization (UNWTO), emphasized the work accomplished by the Minister of Tourism, Mr. Alejandro Rojas, who has positioned the City as the first tourism destination in Mexico, even though hard episodes like the H1N1 crisis in 2009.

“The Ministry attracted during the last four years more international tourists through its great infrastructure, traditions, culture, archaeology and specially the friendliness of Mexico City´s inhabitants” Added André Vallerand. “The capital of Mexico was the first urban destination worldwide to be evaluated by the CED and ever since the team of the Ministry of Tourism began with the application of the recommendations contained in the SMED report, this is the reason why the City obtained this recognition” concluded Mr. André Vallerand.

“We asked to be evaluated three years ago, the methodology of evaluation makes a deep analysis of the strengths and weaknesses of the destinations and finally gives a number of recommendations. The perfect example is that in 2008 CED recommended to create an international tourism event, after working in the conception and organization, FITA was finally launched in 2010” Declared Mr. Alejandro Rojas, Minister of Tourism of Mexico City.

The SMED is an evaluation tool developed by the CED that aims to identify the different levels of performance of a tourist destination, propose recommendations for improvement and increased competitiveness, and facilitate the integration of the destination in an international network of tourist destinations of excellence.

SIGNING OF AN AGREEMENT BETWEEN THE WORLD CENTRE OF EXCELLENCE FOR DESTINATIONS (CED) AND CÔTE-NORD

Sept-Îles, August 17, 2011 – The World Centre of Excellence for Destinations (CED) announced today the signing of an important agreement with eight partners of Côte-Nord, with the goal of implementing its System of Measures for Excellence in Destinations in this north-western Québec destination.

This agreement was officially confirmed today by Mr. Julien Boudreau, President of the Conférence régionale des élus (CRÉ) of Côte-Nord, and Mr. André Vallerand, President of the CED, in the presence of the presidents of Tourisme Côte-Nord/Manicouagan and of Tourisme Duplessis, as well as representatives of the Côte-Nord CLD and Dr. César Castañeda Vázquez del Mercado, Director of operations of the CED.

This agreement aims to establish a tourism profile of the Côte-Nord region, to assist it in gauging itself to face international competition, while facilitating the attainment of its objectives in sustainable development. The System of Measures for Excellence in Destinations (SMED) also aims to improve the quality of the experience offered to tourists and to strengthen the geographical character of a region as a tourist destination (environment, culture, aesthetics, heritage, well-being of the residents, etc.) while strategically identifying major issues facing tourist destinations around the world.

“This agreement with Côte-Nord is the third in Canada. Côte-Nord is a large region with unique features. The CED will make its expertise available in the region, to contribute to the development of this important tourist region of Québec,” said André Vallerand, President of the CED. To date, more than a dozen destinations in the world have already been evaluated by the SMED. Several others have expressed interest in reaching an agreement with the CED.

The Côte-Nord region will benefit from an external expertise to take an objective look at the tourism industry in the region thus allowing for the direction for future developments. This is a first step in developing a regional tourism strategy. This approach relies on the contribution of tourism and economic stakeholders who will, by their actions, play an important role in the development of this beautiful industry”, declared Mr. Julien Boudreau. The development of tourism in Côte-Nord is a collective project that involves the entire population, taking role as ambassadors.”

With its headquarters located in Montréal, the CED began operations in February 2007. The CED has signed partnership agreements with Canada Economic Development for the Quebec regions, the Ministère du Tourisme du Québec and the Ministère des Affaires Municipales et des Régions du Québec.

First Meeting on Tourism in the Arab Word

MARRAKECH, MOROCCO, 28 and 29 APRIL 2011

The first meeting of experts and researchers on tourism in the Arab world took place on April 28th and 29th in Marrakech in Morocco. This meeting was organized by CIFORT and the Faculty of Letters and Human Sciences at the University Cadi Ayyad in collaboration with the World Centre of Excellence for Destinations (CED). Twenty-three people from 12 countries (Algeria, Saudi Arabia, Canada, Egypt, France, Morocco, Netherlands, Qatar, Switzerland, Tunisia and Yemen) attended.
