Legislator disregards LG’s request to cut short speech, gets into a shouting match

All India Anna Dravida Munnetra Kazhagam legislature party leader A. Anbalagan on Tuesday created a ruckus at an official meeting here to declare Puducherry Open Defecation Free (ODF) after he was requested by the organisers to cut short his address as Lt. Governor Kiran Bedi had to attend other important functions.

Mr. Anbalagan was not in the list of speakers, though he was an invitee along with Member of Parliament R. Radhakrishnan. Before the programme commenced, the AIADMK leader objected to his exclusion from the list of speakers. Minister for Public Works A. Namassivayam pacified him and escorted him to the stage. Ms. Bedi too invited the AIADMK leader on stage.

Following a presentation by Project Director P.T Rudra Goud, the AIADMK leader was invited to address the meeting. He began by taking a swipe at officials for not including his as a speaker. As he began to point out the failures of the ruling Congress and the continued negligence of his constituency, the Lt. Governor directed an official to request Mr. Anbalagan to cut short his speech. He ignored the plea and continued.

After a few minutes, another note requesting him to wind up was handed over on the direction of the Lt. Governor. But the AIADMK leader took the note from the official, folded it and kept in his pocket, showing no signs of heeding the request. Ms. Bedi then moved towards the podium and with folded hands requested the AIADMK leader to wind up his address as others had little time left to speak. The AIADMK leader continued with his attack on the government.

A visibly upset Ms. Bedi directed the authorities to switch off the mike, triggering a verbal duel between the Lt. Governor and the AIADMK leader. Both were heard shouting at each other. He was also heard asking Ms. Bedi to show her power to the elected representatives and not him. The AIADMK leader also vented his anger at Mr. Namassivayam when he tried to pacify him. The meeting resumed only after Mr. Anbalgan left the stage in a huff.

Talking to reporters later, Mr. Anabalagan said he was denied his right to highlight the plight of his constituency. Terming the ODF declaration a “farce”, he said there were around 400 applicants in his constituency awaiting assistance to construct toilets. He said the government had turned a blind eye to the demands for better amenities in his constituency for a long time.

துாய்மை இந்தியா இயக்கத்தின் கீழ், புதுச்சேரியை திறந்தவெளி கழிப்பிடமற்ற மாநிலமாக அறிவிக்கும் விழா, கம்பன் கலையரங்கில் நேற்று நடந்தது. கவர்னர் கிரண்பேடி தலைமை வகித்தார். அமைச்சர்கள் நமச்சிவாயம், கமலக்கண்ணன், பா.ஜ., - எம்.எல்.ஏ.,க்கள் சாமிநாதன், சங்கர் மற்றும் அரசு அதிகாரிகள் பங்கேற்றனர்.

விழா அழைப்பிதழில், தொகுதியின், அ.தி.மு.க., - எம்.எல்.ஏ., அன்பழகன் பெயர் இடம்பெற்றிருந்தது.ஆனால், நிகழ்ச்சி நிரலில் அவரது பெயர் இல்லாததால், விழாவிற்கு வந்த போதே, அதிகாரிகளிடம் கடிந்து கொண்டார். அமைச்சர் நமச்சிவாயம் மற்றும் அதிகாரிகள் சமாதானம் செய்து, வாழ்த்துரை வழங்க அனுமதிப்பதாக கூறி, மேடைக்கு அழைத்து சென்றனர்.

விழா துவங்கியதும், 10 நிமிடம் மட்டும் என்ற நிபந்தனையுடன், 11:35 மணியளவில் அன்பழகன், வாழ்த்திப் பேச அழைக்கப்பட்டார். அவர் பேசியதாவது: 'ஜனாதிபதி, பிரதமர் பங்கேற்கும் விழாக்களில், நேரம் கருதி, எம்.எல்.ஏ., - எம்.பி.,க்கள் பேச வாய்ப்பு அளிப்பதில்லை. இவ்விழா, அந்த அளவிற்கு முக்கியத்துவம் வாய்ந்தது அல்ல. எனவே, எம்.எல்.ஏ.,வை பேச அனுமதித்து, நிகழ்ச்சி நிரல் தயாரித்திருக்க வேண்டும்.

இதனால், ஆத்திரமடைந்த கவர்னர் கிரண்பேடி, அன்பழகன் அருகே சென்று, பேச்சை நிறுத்தும்படி கூறினார். ஆனால், அன்பழகன் பேச்சை தொடர்ந்ததால் மைக்கை 'ஆப்' செய்யும்படி கூறி துண்டிக்கச் செய்தார். இதனால் ஆவேசமடைந்த அன்பழகன், கவர்னரை நோக்கி, ''நீங்கள் தவறாக நடந்து கொள்கிறீர்கள்,'' என்றார். கையெடுத்து கும்பிட்ட கவர்னர், ''தயவு செய்து கிளம்புங்கள்,'' என்றார்.

தொடர்ந்து, இருவருக்கும் கடும் வாக்குவாதம் ஈடுபட டென்ஷனின் உச்சத்திற்கே சென்ற கவர்னர் ''யூ கோ'' என்றார்.

''நான் போக மாட்டேன்; யூ கோ,'' என, பதிலுக்கு, கவர்னரை பார்த்து, அன்பழகன் கூறினார். இதனால், விழா மேடையில், பதற்றமான சூழல் ஏற்பட்டது. பின், அமைச்சர் நமச்சிவாயம், ராதாகிருஷ்ணன், எம்.பி., இருவரும், அன்பழகனை சமாதானம் செய்து, அனுப்பி வைத்தனர்.

சபாநாயகரிடம் புகார்

விழாவில் இருந்து வெளியேறிய அன்பழகன், சபாநாயகர் வைத்திலிங்கத்தை அவரது வீட்டில் சந்தித்து 'எம்.எல்.ஏ.,வின் உரிமையை பறிக்கும் வகையில் கவர்னர் நடந்து கொண்டார்' என புகார் தெரிவித்தார். நிருபர்களிடம் அன்பழகன் கூறுகையில் ''அரசு விழாவில் எம்.எல்.ஏ.,வை வெளியேறுமாறு கூற கவர்னருக்கு என்ன அதிகாரம் உள்ளது. ஆளும் அரசின் தவறுகளை சுட்டிக்காட்டும் கடமையும் பொறுப்பும் எம்.எல்.ஏ.,க்களுக்கு உண்டு. கவர்னர் இந்த மாநிலத்தின் ராணி இல்லை. கட்சி தலைமையிடம் பேசி அடுத்த கட்ட நடவடிக்கை குறித்து முடிவு செய்வேன்,'' என்றார்.

கவர்னர் விளக்கம்

டுவிட்டரில் கவர்னர் கிரண்பேடி விளக்கம்:அன்பழகனுக்கு ஒதுக்கப்பட்ட நேரம் கடந்து பேசியதால், முடித்துக் கொள்ளும்படி விழா தலைமை பொறுப்பில் இருந்த நானும் அமைச்சரும் அறிவுறுத்தினோம்.ஆனால் அவர் ஏற்றுக்கொள்ளவில்லை. அதையடுத்து, விழாவை குறிப்பிட்ட நேரத்தில் முடிக்க வேண்டும் என நானே நேரடியாக சென்று கூறினேன். அவர் ஏற்றுக்கொள்வதாக தெரியாததால் மைக்கை 'ஆப்' செய்யுமாறு கூறினேன். இவ்வாறு அதில் தெரிவித்துள்ளார்.

NEW DELHI: Car, motorcycle and health insurance will cost more from April 1 with regulator IRDAI giving go-ahead to insurers for revision in commission for agents.

The change in premium after modification will be limited to +/- 5 per cent of the existing rates.

The increase will be in addition to the enhanced third party motor insurance rates, which too will come into effect from April.

The IRDAI (Payment of Commission or Remuneration or Reward to Insurance Agents and Insurance Intermediaries) Regulations, 2016 comes into effect from April 1, 2017.

The regulations, the regulator said, bring about certain revisions in commission/ remuneration rates and also introduce the reward system.

These may trigger insurers to revisit the pricing of their products in so far as the costing input relating to commission or remuneration is concerned, said the Insurance Regulatory and Development Authority of India (IRDAI).

However, the change in premium due to the new regulations should be "limited to +/- 5 per cent of the existing premium rates of products/add-ons", it said.

Further, insurers will have to give a certificate that there is "no detrimental change" in premium rates or any other provision of policies already sold.

Providential escape:The car that went up in flames on 100 Feet Road on Tuesday.T.Singaravelou

Three persons had a providential escape after the car in which they were travelling went up in flames on the flyover on 100 Feet Road here on Tuesday evening.

According to the police, Chezhiyan, brother of former AINRC MLA G. Nehru, his friend Ramalingam and car driver Raja, all hailing from Orleanpet, were returning from Karikalambakkam.

Around 7 p.m., Raja noticed smoke emanating from the engine and stopped the car.

They quickly got out of the car when fire engulfed the vehicle. Fire and Rescue Services personnel put out the fire and towed away the vehicle. Police suspect a short-circuit to be the reason behind the fire. Further investigations are on.

All those who want a cushy government job either with state or central government - may have to put in a compulsory five years with the armed forces to make-up for the shortage of personnel in the armed forces.

The Indian Army alone is short of over 7,000 officers and over 20,000 men. Likewise, the Indian Air Force has a shortage of nearly 150 officers and over 15,000 men and the Indian Navy is short of 150 officers and nearly 15,000 men.

The central government alone has about 30 lakh employees with the Indian Railways, while the state governments employ about another two crore people.

Compulsory military service for those who want a subsequent employment with the government is being considered by the Department of Personnel and Training (DoPT)- a wing of government that reports to the Prime Minister. The wing is tasked with administering and making policy for all government servants.

The proposal to make military service compulsory for future government servants was moved by the Ministry of Defence as an emergency measure to fill the shortfall in the armed forces.

Compulsory military service for aspirants of government employment has been recommended by the Parliamentary Standing Committee.

The Committee while recommending five years compulsory military service to such aspirants wanting directly to join central and state government gazetted services have taken into account the fact that there are perennial and alarming shortages of officers and men in the Armed Forces, which needs to correct, a recently tabled report of the Parliamentary Standing Committee observed.

The Parliamentary Committee has also asked the Ministry of Defence to push with the DoPT with more vigour and earnestness. Apparently, the Ministry of Defence has not taken up the matter with due seriousness.

LUCKNOW: You might have planned a rail journey months in advance, but have to cancel it at the last minute owing to some unavoidable circumstances. While you can't go, you could be willing to send someone else on your behalf. But, re-planning a train travel is often a spoiler. Most passengers drop the idea for getting a new reservation done.

Though not many know, there's a way out. A passenger can allow other person to undertake a journey on the same ticket by seeking railway's permission. While this saves the passenger from the cancellation procedure, the person travelling on the passenger's behalf does not face the peril of travelling on an unconfirmed ticket.

Though railways does not allow transfer of tickets and it's only the passenger, under whose name the ticket/berth is booked, can travel on a reserved ticket, there are circumstances where the ticket can be transferred to close family members of the passenger like parents, siblings, sons and daughters and spouses. The passenger has to request the chief reservation officer to change the name of the passenger on the ticket 24 hours before the journey time.

The age-old rules of railways are meant to make train travel easier for passengers, but it's the little understanding of the rules that leaves the purpose unmet. The reservation officers at the station mention several such rules which are little known. "At times, we tell people coming to us about these provisions," said a station officer. The number of passengers who avail this facility is very low, barely 5-10%.

Tickets can also be transferred in case of government employees travelling on an official visit. The other employee can undertake a journey, instead of the one for whom the ticket was initially booked, provided the railway gives permission. The request has to be made 24 hours before the journey.

The students of recognised colleges or educational institutions are also beneficiaries of the rule. The ticket can be transferred to the intended student, if the head of the institution writes to the concerned railway officer, 48 hours before the train journey.

The same can be availed by a person who booked a ticket to attend a wedding. The person can send someone else on his behalf, if the request is made 48 hours before the train departs. Such request, however, will be considered only once.

If you are holding a confirmed reservation ticket and for some reasons you cannot travel or have a change in plans, you can transfer it to another person or your family member. Here is a guideline released by the Indian Railways, world’s fourth largest railway network, to avail this facility:

“Chief Reservation Supervisor of important stations are authorised by Railway Administration to permit the change of name of a passenger having a seat or berth reserved in his name,” says a statement released by the Indian railways.

If the passenger is a government servant, proceeding on duty, he/she can make written request 24 hours before the scheduled departure of trains. The name on the ticket will be changed to another person’s name for whom the ticket transfer is sought.

A passenger can also transfer his confirmed ticket to another member of his family, meaning, father, mother, brother, sister, son, daughter, husband and wife. He/she just needs to make a request in writing 24 hours before the scheduled departure of the train.

Another condition applies where the passengers are students of a recognised educational institute. In such a case, the head of the institution can make a written request 48 hours before the scheduled departure. The reservation made in the name of any student can be transferred to any other student of the same institute.

If the passengers are members of a marriage party, then any person deemed to be head of the group can make a written request 48 hours before the scheduled departure of the train. The reservation made in the name of any member of the marriage party can be transferred to any other person, in this way.

The facility can also be availed by a group of cadets of National Cadet Corps who have confirmed reservation ticket/tickets but need to transfer it/them to any other cadet. Any officer, who is head of such a group, can make a written request 24 hours before the train’s departure.

Indian Railways has further said that such request will be granted only once. However, in case of students, marriage party and NCC cadets, such request for change in excess of 10 per cent of the total strength of group shall not be granted.

Hits out at government for having failed to protect riverbeds; rules that regulating import of sand doesn’t fall under the State’s ambit

In a hard-hitting judgment, a Division Bench of the Madras High Court on Friday held the State government squarely responsible for having failed in its duty to protect riverbeds from indiscriminate sand mining and confirmed a single judge’s November 29 order directing the State government to impose a blanket ban on sand mining within six months.

Justices K. Kalyanasundaram and T. Krishnavalli said: “If ecology is not protected, there is no doubt that it will endanger the very existence of human life and we might not even have a future generation. Therefore, as a custodian of fundamental as well as constitutional rights, it is the duty of this court to ensure that the environment is protected.”

The Bench also confirmed other directions issued by Justice R. Mahadevan, who had directed the State government to permit the sale of imported river sand either by way of executive instructions or by enacting a law.

Further, to ensure that local sand dealers do not continue to exploit the rivers by misusing the permission granted to them to sell imported sand, the judge had ordered strict vigilance by establishing permanent check posts and equipping them with closed circuit television cameras, besides subjecting the guilty to severe punishment.

Concurring with this, the Division Bench said policy decisions on export and import were within the domain of the Centre, which had already permitted import of river sand, and therefore, the State government could not have any objection. Besides, Sections 15 and 23C of the Mines and Minerals (Development and Regulation) Act of 1957 empower the State governments to frame statutory rules for preventing illegal mining, transportation and storage of only domestic and not imported river sand.

Appeal by State

The judgment was delivered on a writ appeal preferred on behalf of the State Government challenging the single judge’s order. The government contended that the judge had traversed beyond the scope of the writ petition by ordering a ban on sand mining.

Rejecting this, the Bench said, “The court (single judge) was able to see that the actions of the State were not only [not] in accordance with law but also not in the interest or welfare of the State and rather are in the nature of suiting individual commercial interests [of local sand dealers]. More particularly, when alternate source is available, the court felt it could be used to preserve the ecology of the State.”

Authoring the judgment, Mr. Justice Kalyanasundaram pointed out that the State has a long history of illegal mining and the government was unsuccessful in curbing it. Rejecting the government’s contention that imported sand with 81.6% silica content may not be fit for civil constructions, the Bench agreed with senior counsel M. Vallinayagam and Isaac Mohanlal, representing the importer and the subsequent purchaser, that only sand with above 95% of silica content could not be used for construction.

The judges also noted the fact that Karnataka had imported river sand from Malaysia and that many sky scrapers in Malaysia had been built only with its river sand. Experts in Malaysia and India had certified the quality of the sand that had been imported by the petitioner firm. The single judge had directed the government to also close down, in a phased manner, quarries where minerals such as granite were mined and the Bench confirmed this direction too.

Environmental factors and shortage of good quality river sand has led to the invention of Manufactured Sand also known as M-Sand or Robo-Sand.

Process:

M-Sand - Manufactured in factory

River Sand – Naturally available on river banks.

Shape:

M-Sand - Angular and has rougher texture. Angular aggregates demands more water. Water demand can be compensated with cement content.

River Sand – Smoother texture with better shape. Demands less water.

Moisture Content:

M-Sand - Moisture is available only in water washed M Sand.

River Sand – Moisture is trapped in between the particles which is good for concrete purposes.

Concrete Strength:

M-Sand - Higher concrete strength compared to river sand used for concreting.

River Sand – Lesser concrete concrete compared to M Sand

Silt Content:

M-Sand - Zero silt

River Sand – Minimum permissible silt content is 3%. Anything more than 3% is harmful to the concrete durability. We can expect 5 - 20% slit content in large quality river sand.

Over Sized Materials:

M-Sand - 0%. Since it is artificially manufactured.

River Sand – 1 - 6% of minimum oversized materials can be expected. Like pebble stones.

Marine Products:

M-Sand - 0%

River Sand – 1 - 2% like sea shells, tree barks etc.,

Eco Friendly:

M-Sand - Though M Sand uses natural coarse aggregates to form, it causes less damage to environment as compared to river sand.

River Sand – Harmful to environment. Eco imbalances, reduce ground water level and rivers water gets dried up.

Price:

M-Sand - M Sand price ranges from Rs.35 - Rs.45 per cubic feet in Bangalore.

River Sand – River sand price ranges from Rs 60 - 80 per cubic feet in Bangalore.

Adulteration:

M-Sand - Probability of adulteration is less.

River Sand – High probability of adulteration since filtered sand (a type of pre-washed sand which contains high silt contents) are mixed together. As a rule, supply shortage always brings adulterer products to the market.

Applications:

M-Sand - Highly recommended for RCC purposes and brick/ block works.

River Sand – Recommended for RCC, plastering and brick/ block work.

Quality:

MADURAI: The Madurai bench of the Madras high court on Wednesday ordered closure of all sand quarries in Tamil Nadu within the next 6 months and also said that no new sand quarry should come up in the state.

The court further directed the government to monitor illegal transporting of the river sand.

Justice R Mahadevan passed the order on a petition filed by M R M Ramaiya Enterprises Private Limited managing director M R M Ramaiya seeking court's intervention to sell sand imported from Malaysia.

The order has been passed in the public interest considering the need to protect rivers, environment and farmers in the state, the judge said.

The judge also directed the Tamil Nadu government to release the Malaysian sand from the Tuticorin port.

The petitioner said she made an agreement with All Works Trading Limited, Singapore, on September 9 last to import 1 lakh tonne of sand. Accordingly, the petitioner's company imported sand of the Sungai Pahang river in Kauntan city, Malaysia, to an extent of 55,443 metric tonne through proper channels and also paid the GST. The sand is at present at the Tuticorin port.

When the company wanted to sell the same in the state, the government did not gave permission and registered an FIR against it. Hence, the petitioner sought a direction to the Tamil Nadu government not to insist the company to get licence and to transport and sell the imported sand in the state.

The Tamil Nadu government said in their petition that the state police had registered an FIR as the firm had transported the sand without permit and it could not allow the Malaysian sand either to be sold in Tamil Nadu without permit or to be transported to Kerala on road.

Manufactured sand is a 100 % substitute for river sand, says Kuncheria P. Isaac, VC, Kerala Technical University

M.L. Mahesh finds out that manufactured sand is a good alternative to or even better than the fast-depleting river sand

Natural river sand had been the principal constituent of all construction activities over centuries. But unscrupulous and ruthless excavation of river beds led to the fast depletion of this once abundant natural resource which actually took millions of years to attain its present form.

Excessive in-stream sand and gravel mining caused the dipping of water levels, degradation of rivers and river bank erosion. In many regions of the world, the extraction of sand and gravel is heavily taxed or banned completely to preserve remaining deposits.

Sand researchers world over were in continuous research to find an alternative for river sand, who zeroed in on manufactured sand or popularly known as M-sand.

Experts vouch that manufactured sand is not only a viable alternative to natural sand, but is superior in many ways. River sand is not graded properly and has excessive silt and organic impurities like coal, bones, shells, mica and silt and these can be detrimental to durability of steel and concrete, whereas manufactured sand has no silt or organic impurities.

Manufacturing of sand involves three stages, crushing of stones into aggregates by VSI, which is fed into a rotopactor to crush aggregate into sand in required grain sizes. Screening is done to eliminate dust particles and washing of sand eliminates very fine particles present within. The end product will satisfy all the requirements of IS:383 Zone II and can be used in concrete and construction.

Only, sand manufactured by VSI crusher and rotopactor is cubical and angular in shape. Sand made by other types of machines is found to be flaky and contain higher percentage of dust. Generally, manufactured sand is classified as Zone I, Zone II, Zone III and Zone IV (i.e. coarser to finer). There is sieve designation for each zone. Gradation is made in accord with the usage of the sand. There are testing sieves, consists of 4.75mm, 2.36mm, 1.183mm, 600microns, 300 microns and 150 microns.

Zone I sand is used for concreting while sands Zone II to IV are used for plastering. Tests have revealed that the characteristics of mortars and concrete using M-sand as fine aggregate are superior when compared to the natural sand as fine aggregate.

Pune-Mumbai expressway was completely built using manufactured sand. Runway of Thiruvananthapuram International airport, new flyover at Thakaraparambu and Palayam underpass at Thiruvananthapuram are also learnt to have constructed using M-sand.

Manufactured sand is a 100 per cent substitute for river sand, says Dr. Kuncheria P. Isaac, vice chancellor of Kerala Technical University. Two factors determine the quality of manufactured sand; size and shape. The sand particles should not be flaky and elongated as that may make the mix weak and affect the durability and strength of the concrete.

Rocks with more mica content are considered not suitable for manufacturing sand. The rocks present in our state are of the required quality, says Dr. Kuncheria. Over the years the availability of rocks also may get depleted and may get replaced by another material like gypsum, but as of now we have ample resources.

It would be difficult for a layman to distinguish manufactured sand as they are usually bluffed by masons or contractors with rock sand sprinkled with water. Rock sand is the residue dust formed during the stone crushing. Chances of developing early cracks and weakening are more as it is devoid of required grades and not undergone adequate cleaning.

Sand quality can be tested at the labs of any of the engineering colleges present across the State, says Dr. Kuncheria.

Mortars with M-sand exhibit better workability and water retention characteristics, confirms a study held at IIS, Bangalore. For 1:4 cement mortar, to achieve 100 per cent flow the water cement ratio required is about 0.88 using M-sand whereas 1.20 using river sand. Lower water-cement ratio results in better characteristics of mortars in hardened state.

Government should standardise the production of manufactured sand, says Joseph Jacob, director, POABS Group, pioneers in quality manufactured sand.

Listing of quality manufacturers and grading the system will ensure the quality of m-sand and reduce the supply of inferior quality product in the market.

It is also essential to create awareness on the use of M-sand for construction purpose and scarcity of river sand, says Joseph.

The cutter suction dredger, already part of the fleet, was facing technical snags

The Dredging Corporation of India (DCI) has pressed into service a trailer suction hopper dredger in addition to its hi-tech cutter section dredger to deepen the outer channel near the Ariyankuppam breakwater for commencement of operation of the Puducherry port and also for the ongoing beach nourishment project.

The Government of Puducherry had awarded the contract to DCI to dredge 3.75 lakh cubic metres of sand and deposit it behind the Gandhi statue to restore the beaches in front of the town with funding from HUDCO. However, the dredging process was delayed as the DCI faced a number of challenges, including the sub-optimal functioning of the high-tech dredger.

Sources, on condition of anonymity, said that DCI was supposed to have dredged 1.5 lakh cubic metres of sand before June. However, the cutter suction dredger was facing technical problems in dredging the outer channel. The government is also keen to deepen the outer channel to enable commencement of port operations by the Chennai Port Trust.

Adopts rainbow method

“DCI has now engaged a trailer suction hopper dredger with a capacity of 5,500 cubic metres near the old pier. The trailing suction hopper dredger will also help nourish the beach and will be adopting the rainbow method of pumping sand of the beach restoration project. The dredged sand on the outer channel will be put into the hopper for pumping sand near the old pier,” M.V. Ramanamoorthy, Scientist, NIOT, told The Hindu .

The DCI will also be simultaneously pumping out sand through the pipelines laid till the old pier till natural nourishment of the beach begins. DCI has so far pumped 30,000 cubic metres of sand against 1.5 lakh cubic metres of sand till June.

“We are committed to restoring the Puducherry beach. The Chief Minister and Lt. Governor are also committed to the project and funds are coming from NIOT. The DCI has done a great strategy with scientific thought to ensure that both the requirements are met and the sand is not wasted but contributes to beach restoration,” Sunaina Mandeen of Pondycan said.

Artificial reef

Mr. Ramanamoorthy said work on construction of an offshore artificial reef had begun opposite the Chief Secretariat. The reef will be 125 metres long and 100 metres wide. It will comprise boulders and a steel caisson will be built in the sea on the submerged reef.

Once the steel caisson is completed it will be towed and lowered into the sea opposite the Chief Secretariat. The submerged structure will reduce wave activity and allow sand to freely move towards the north and prevent erosion along the coastline.

The Traffic Police on Thursday continued with the drive to enforce one-side parking across arterial roads in the city to ease traffic congestion. They began the drive last week by implementing one-side parking on Mission Street and Mahatma Gandhi Road.

The east side of Mission Street was made into a no-parking zone and ‘no parking’ boards were installed in front of shops to prevent unauthorised parking of vehicles.

A similar situation prevailed on Ambalathadayar Madam Street after the police announced that one-side parking would be implemented on the entire stretch from Anna Salai till Ambour Salai. The north side of Ambalathadyar Madam Street will be a no-parking zone.

Inspector of Police of Traffic C. Maran said that though the stretch of Ambalathadayar Madam Street starting from Anna Salai to Mission Street was a one-way, the relaxation of the rule on the stretch between Mission Street and Ambour Salai led to traffic congestions. The police have now decided to strictly enforce one-side parking and one-way traffic regulation on the entire stretch and fines will be imposed on violators from Monday.

A similar exercise would be taken up on Rangapillai Street and other arterial roads where haphazard parking of vehicles has resulted in traffic congestion. Necessary signboards would be installed in a day or two and parking would be completely banned on the northern side of the Street.

Mr. Maran said the police will also crack down on parking violations and action will be initiated against vehicle owners who tend to leave their vehicles in the parking slots for a long time. A notice will be served on the owner and the vehicle will be towed away. The vehicles would be released only after the payment of a fine, he said.

Cooperation in nuclear energy is an important part of the privileged strategic partnership between our countries. Our work together in this sector has great importance for our countries' development. This work involves transfer of skills and training of personnel and specialists in this area.

Russia is well known as a leader on the international market for nuclear technology and services. The nuclear power plants built by Russian specialists are reliable and meet the very highest safety standards. We are sharing with our Indian colleagues our experience and developments in this priority high-tech sector.

Unit one is starting work at its nominal capacity and a second unit will also come on line in the not so distant future, and this will substantially boost India's energy supply and bolster its economic position. Peaceful nuclear energy development will be essential for a vast, powerful and rapidly growing country like India to resolve its social and economic tasks.

Together with our Indian friends we have big plans in this sector. Work began on the power plant's third and fourth units in February this year. We plan to sign a general framework agreement and loan protocol for the construction of the third stage of the project by the end of this year. I would like to remind you that this project is being carried out using funds provided by the Russian Federation. Of the total project financing, 85 percent is in the form of a state loan provided by Russia.

I congratulate everyone on today's event. I thank everyone who took part in implementing this project, and once again, I wish you success and all the very best. Your Excellency, President of the Russian Federation, Hon'ble Prime Minister of India, Chairman and Managing Director, Nuclear Power Corporation of India Limited, Mr. Limarenko, Head of "Atomstroyexport" Group of Companies!

The Kudankulam Nuclear Power Plant is a monument commemorating the long-standing, abiding and deep friendship between Russia and India. Nuclear power is clean, green and firm power, which a rapidly growing State like Tamil Nadu, aspiring to even higher growth rates and shared prosperity, really needs.

The dedication of the Kudankulam Nuclear Power Plant is a major milestone in Indo-Russian Friendship and Co-operation.

Throughout my tenures in office as the Chief Minister of Tamil Nadu I have always extended support to the implementation of the Kudankulam Project while at the same time laying emphasis on allaying the fears of the local people by convincing them about the safety aspects of the plant. A Nuclear Power Plant takes longer to build and commission than conventional power plants. Not only is the engineering complex, very high safety standards need to be observed. The smooth commercial operation of this Project overcoming many obstacles – economic, political and social; global, national and local – stands testimony to the unwavering commitment to the Project of the Governments of Tamil Nadu, India and Russia.

The successful commissioning of the Kudankulam project is an object lesson on how the fears and apprehensions of the local population can and should be allayed, through a process of engagement and reassurance, and by building community assets and infrastructure. When the commissioning of the first Unit of the Project was getting delayed due to local agitation, I took up the matter with the Union Government to ensure that the fears and concerns of the people were heeded and addressed.

To allay the fears of the citizens, an Expert Committee was formed by the State Government in February, 2012; The Committee heard the concerns of the people and reassured them on the safety features of the Project. Based on the report of the Expert Group, the Government of Tamil Nadu resolved to take steps, for the early commissioning of the Kudankulam Nuclear Power Plant and to allocate 500 crore rupees for the development of works in the areas neighbouring Kudankulam. Due to the confidence building measures undertaken by my Government Unit I of the Kudankulam Nuclear Power Plant has started commercial operation.

I request that the second Unit may also be commissioned as early as possible considering the needs of our fast growing economy and the needs of our industrial and agricultural sectors.

The Government of Tamil Nadu has played an important role in reassuring the local people of the high safety standards that would be maintained in the Kudankulam Nuclear Power Plant. I am confident that the Nuclear Power Corporation of India Limited will maintain the highest safety standards and also ensure continuous power generation at the two Units so that Tamil Nadu and the neighbouring States, can rely on Kudankulam as a reliable base load power station.

I thank the President of the Russian Federation and the people of Russia for their contribution to the development of Tamil Nadu. I also thank the Prime Minister of India for dedicating the Unit-I of the Kudankulam Power Plant jointly with the President of the Russian Federation. I also request that the commissioning of the second unit may be expedited.

Lieutenant Governor Kiran Bedi on Sunday mooted the introduction of prepaid-auto system in the city.

Accompanied by officials, she paid surprise visit to the railway station in the morning. She inspected the waiting room and other amenities. She also interacted with passengers.

When a person complained of excess fare being collected by autorickshaw drivers, she called all the drivers in the nearby stand and asked them why they demanded more money.

The drivers denied the charge and said that their profession had been affected by two-wheeler rentals thriving in the city.

Ms. Bedi asked the officials to implement prepaid autorickshaw system at the station immediately.

She also tweeted, “At #Puducherry Railway Station to see passenger and tourist services. Finding a lot to be improved. Once done will solve long standing needs.”

From April next year, children of the age group of 5 to 12 years of age will be charged full fare instead of half as the Railways has revised the child fare rule.

Under the revised provision, full adult fare will be charged for children of age 5 years and under 12 years of age if for whom berth/seat (in reserved class) is sought at the time of reservation.

However, there shall be no change in the rule for child fare of unreserved tickets which means fare for children of 5-12 years for unreserved tickets shall continue to be half of the adult fare.

The revised child fare rule shall be applicable for travel from April 2016 onwards. Exact date of commencement of this provision will be notified separately at a later date, according to a statement issued by railways.

However, in case berth/seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of the adult fare shall continue to be charged.

Railways will carry out necessary changes in the reservation form so that the passenger can indicate their option for requirement of full berth/seat for child or not.

Children under five years of age will continue to enjoy free ride (without berth) in trains.

Three youth drowned in Chinna Veerampattinam beach, local youth missing

Three youths from Bengaluru drowned in the Chinna Veerampattinam beach near here on Saturday. One of their friends was rescued while a local youth who attempted to save them went missing.

The police have launched a search operation to trace him. The incident occurred at around 4 p.m.

Police said Amit (25) and Rajeev (25), employees of ICICI bank, Sumath (24), an IT professional and Kallon (25) all hailing from Bengaluru were part of two groups.

Strong currents

The two groups visited Chinna Veerampattinam beach on Saturday. Four of them were in the waters when they were caught by strong currents and pulled inside.

Hearing their cries, Isaivanan (17) hailing from Manaveli in Puducherry who rushed into the waters in an attempt to save them got caught in the waves.

The other members of the group, who were on the shore, raised an alarm. Fishermen from Chinna Veerampattinam managed to pull out Kallon who was rushed to Jipmer while the bodies of Amit, Rajeev and Sumath washed ashore.

Post mortem

The bodies were sent to Government General Hospital for post-mortem. A case has been registered and investigations are on.

On seeing this, two from another group jumped into the sea in a bid to save them and were also dragged away in the currents.

A local youth Isaipriyan also tried to rescue them.

While, both went for the sea beach and one from the group which tried to rescue them drowned, people from nearby area, managed to save one and was admitted at the Jipmer hospital.

The whereabout of Isaipriyan is still not known and the search is on.

The body of the deceased were kept at the government general hospital for post-mortem.

Investigation was under way, police added.

RBI prints faulty Rs 1,000 notes; asks banks to stop circulation

RBI said it has received complaints about notes of Rs 1,000 denomination

In value terms these would be worth Rs 5,00,000

The Reserve Bank of India (RBI) on Wednesday said it has received complaints about notes of Rs 1,000 denomination without the security thread being in circulation and has asked banks not to issue them in case these are found.

"We have received complaints regarding bank notes in the denomination of Rs 1,000 printed by Currency Note Press, Nashik, on the paper (without security thread) supplied by Security Paper Mill (Hoshangabad)," an RBI spokesperson said.

The RBI has informed all the banks in Mumbai region not to issue such notes if found in stock and to provide exchange value to the customer who approaches with such a note, if it is otherwise genuine.

"We have also escalated the matter to the government," the spokesperson said.

The total number of such notes with public may not be more than 500 pieces, the spokesperson added.

So, in value terms these would be worth Rs 5,00,000.

Currency Note Press, Nashik is a Unit of Security Printing and Minting Corporation of India Limited (SPMCIL) under administrative control of the Finance Ministry.

Clash between Madikrishnapuram and Uchimedu: 150 booked

150 booked for stoning buses

PUDUCHERRY, January 19, 2016

The police have registered a case against 150 people from Madikrishnapuram village for stoning of five buses and a police vehicle during a road roko at Mullodai near here on Sunday evening. A clash broke out at Mullodai between residents of Madikrishnapuram and Uchimedu during a funeral procession on the banks of the Thenpennaiyar River.

The residents were returning after performing the last rites of one Allimuthu on the banks of the Thenpennaiyar in Uchimedu in neighbouring Cuddalore district as Madikrishnapuram has no crematorium. A verbal brawl broke out between the villagers during bursting of crackers during the funeral.

The Cuddalore police rushed to the spot and chased away the two groups. The group of villagers from Madikrishnapuram on returning to Mullodai blocked traffic on the Puducherry-Cuddalore Road and stoned five buses and a police patrol vehicle in support of their demand for a crematorium. The police resorted to a lathi charge after the agitators refused to lift the blockade.

புதுவை மாநிலம் பாகூர் அருகே உள்ள மதிகிருஷ்ணாபுரத்தை சேர்ந்த அல்லிமுத்து என்பவர் மரணமடைந்தார். அதைத் தொடர்ந்து அவருடைய உடலை புதைப்பதற்காக இறுதி ஊர்வலம் மதிகிருஷ்ணாபுரத்தில் இருந்து தமிழக பகுதியான உச்சிமேடு வழியாக தென்பெண்ணை ஆற்றின் கரைக்கு சென்றது. அப்போது இறுதி ஊர்வலத்தில் சென்றவர்கள் பட்டாசு வெடித்ததில் உச்சிமேடு கிராமத்தைச் சேர்ந்தவர்களுக்கும், இறுதி ஊர்வலத்தில் சென்றவர்களுக்கும் இடையே தகராறு ஏற்பட்டது.

இந்த நிலையில் மதிகிருஷ்ணாபுரத்தைச் சேர்ந்தவர்கள் தங்களுடைய கிராமத்தில் சுடுகாடு வசதி இல்லாததால்தான் தென்பெண்ணை ஆற்றின்கரைக்கு செல்ல வேண்டியுள்ளது என்றும், எனவே மதிகிருஷ்ணாபுரத்தில் சுடுகாடு வசதி அரசு ஏற்படுத்தி தராததை கண்டித்தும், உடனடியாக சுடுகாடு வசதி ஏற்படுத்தி தர வேண்டும் என்று கோரியும் கடலூர்–புதுச்சேரி மெயின்ரோட்டில் முள்ளோடையில் அவர்கள் திடீர் சாலை மறியலில் ஈடுபட்டனர்.

மறியலில் ஈடுபட்டவர்களிடம் போலீசார் நீண்ட நேரம் பேச்சுவார்த்தை நடத்தியும் மறியல் கைவிடப்படாத நிலையில் அங்கு வன்முறை ஏற்பட்டது. போலீசார் மீது கல்வீசி தாக்குதல் நடத்தப்பட்டது. அதைத் தொடர்ந்து போலீசார் தடியடி நடத்தி, போராட்டக்காரர்களை கலைத்தனர்.

கல்வீச்சு சம்பவத்தில் 2 போலீசாருக்கு காயம் ஏற்பட்டது. மேலும் கலவரத்தில் போலீஸ் ஜீப் ஒன்றும், மோட்டார் சைக்கிள் ஒன்றும் சேதப்படுத்தப்பட்டது. அது தவிர அரசு மற்றும் தனியார் பஸ்கள் மீதும் கல்வீசி தாக்குதல் நடத்தப்பட்டது. தொடர்ந்து அங்கு பதற்றம் நிலவியதால் பாதுகாப்புக்காக போலீசார் நிறுத்தப்பட்டனர்.

6 பேர் கைது

இது தொடர்பாக கிருமாம்பாக்கம் போலீசார் 150 பேர் மீது வழக்கு பதிவு செய்தனர். இந்த வழக்கில் நேற்றுமுன்தினம் 6 பேரை உடனடியாக போலீசார் கைது செய்தனர்.

நேற்று மதிகிருஷ்ணாபுரம் கிராமத்தில் போலீசார் தீவிர ரோந்து மற்றும் கண்காணிப்பில் ஈடுபட்டனர். பாகூர் போலீஸ் இன்ஸ்பெக்டர் பாபுஜி, சப்–இன்ஸ்பெக்டர் லெனின் பாரதி தலைமையில் துப்பாக்கி ஏந்திய போலீசார் தொடர்ந்து அங்கு பாதுகாப்பு பணியில் ஈடுபட்டுள்ளனர்.

இந்த நிலையில் சாலை மறியல் மற்றும் கலவரம் தொடர்பாக வழக்கு பதிவு செய்யப்பட்டவர்களை போலீசார் நேற்று இரவு மதிகிருஷ்ணாபுரத்தில் தீவிர தேடுதல் வேட்டையில் ஈடுபட்டனர். அங்கு வீதி, வீதியாக சென்று தேடுதல் வேட்டையில் ஈடுபட்டனர்.

மேலும் 2 பேர் கைது

இந்த தேடுதல் வேட்டையில் வழக்கில் தொடர்புடைய மேலும் 2 பேரை போலீசார் நேற்று கைது செய்தனர். மேலும் இந்த வழக்கில் 45 பேர்களை போலீசார் அடையாளம் கண்டுள்ளனர். அவர்களை கைதுசெய்ய நடவடிக்கை எடுத்து வருகிறார்கள்.

இதையடுத்து இரு தரப்பினர் இடையே நடந்த பேச்சுவார்த்தையில் இனிமேல் தங்கள் கிராமம் வழியாக உடலை எடுத்து செல்ல கூடாது என உச்சிமேடு கிராம மக்கள் தெரிவித்தனர். அதோடு இறுதி முறையாக உடலை எடுத்து செல்ல அனுமதிப்பதாக கூறி அல்லிமுத்துவின் உடலை செல்ல அனுமதித்தனர். இதனைத்தொடர்ந்து அல்லிமுத்துவின் உடலை எடுத்து சென்று ஆற்றின் கரையில் இறுதி சடங்கு செய்தனர்.

இறுதி சடங்கில் பங்கேற்றவர்கள் மீண்டும் தங்கள் கிராமத்துக்கு உச்சிமேடு வழியாக திரும்பினர். அப்போது மீண்டும் இரு தரப்பினருக்கும் தகராறு ஏற்பட்டது. இது மோதலாக உருவெடுத்தது. இதில், இருதரப்பினரும் ஒருவரையொருவர் தாக்கினர்.

தகவல் அறிந்த தமிழக பகுதியான ரெட்டிச்சாவடி போலீசார் சம்பவ இடத்துக்கு வந்து தகராறில் ஈடுபட்டவர்களை விரட்டியடித்தனர். இதனால் ஆத்திரம் அடைந்த அவர்கள் புதுவை– கடலூர் சாலையில் சாலை மறியல் செய்தனர்.

மேலும் வாகனங்கள் செல்ல முடியாதபடி இரும்பு பேரிகார்டு, கற்கள், கம்பு ஆகியவற்றை சாலையில் போட்டனர். இதனையடுத்து புதுவை பாகூர் போலீசார் மறியல் செய்த கிராம மக்களிடம் சமாதான பேச்சுவார்த்தை நடத்தினர். ஆனால், கிராம மக்கள் சமாதானம் அடையாமல் சாலை மறியலை கைவிட மறுத்தனர்.

அதோடு போலீசார் மீது கல்வீசினர். இதில் போலீசார் காயம் அடைந்தனர். மேலும் அங்கு நிறுத்தி இருந்த போலீஸ் ஜீப்பை தலைகீழாக கவிழ்த்தனர். போலீசாரின் மோட்டார் சைக்கிளையும் சேதப்படுத்தினர் அங்கு நின்ற ஆட்டோ, அரசு பஸ் கண்ணாடிகளையும் நொறுக்கினர்.

கல்வீச்சு காரணமாக பஸ்களில் இருந்த பயணிகள் இறங்கி ஓடினர். இதனையடுத்து போலீசார் தடியடி நடத்தினர். இதனால் போராட்டக்காரர்கள் நாலாபுறமும் சிதறி ஓடினர். தடியடியில் 10–க்கும் மேற்பட்ட கிராம மக்கள் காயம் அடைந்தனர்.

தொடர்ந்து அங்கு பதட்டம் நிலவுவதால் பலத்த போலீஸ் பாதுகாப்பு போடப்பட்டுள்ளது. கலவரம் தொடர்பாக 150 பேர் மீது போலீசார் வழக்கு பதிவு செய்து 6 பேரை கைது செய்துள்ளனர்.

Residents of about 10 hamlets used the road on Pennayr river to reach Cuddalore quickly, but now they have to revert to highway route

Villagers in Bahour Commune are aggrieved over the barricading of the road on the bed dam over the Pennayar River that has deprived them of easy access to Cuddalore town.

Villagers of about 10 hamlets in Bahour had been provided a much shorter route to reach Cuddalore after the Government of Puducherry built a Rs. 10 crore bed dam over the river at Komandanmedu over eight years ago.

Before the bed dam was built, villagers in the Bahour Commune had to travel more than five kms to reach the main town in Tamil Nadu. After the bed dam road was laid, it took less hassle and time to cross the 250 metres to hit Cuddalore.

The biggest beneficiaries of the road were daily wage workers and students in villages such as Aratchikuppam, Keezhparikalpet, Komandanmedu, Soriyankuppam and Kuruvinatham.

For residents in Cuddalore too, the bed dam road provided a considerably shorter route to access Puducherry. Besides, the groundwater levels in villages in Puducherry and Cuddalore had also improved after the construction of the dam.

However, recently, villagers in Bahour area have had to revert to the Puducherry-Cuddalore highway route after the Cuddalore district administration decided to put barricades across the bed dam road.

Electricity Minister T. Thiagarajan, who represents Bahour constituency, has now taken up the cause of the villagers. In a memorandum, he has urged Chief Minister N. Rangasamy to pursue the matter with higher authorities in Tamil Nadu to re-open the road for public use.

Mr. Thiagarajan, who had conveyed the grievance of the public to the Cuddalore administration, said his own efforts to persuade them to lift the barricades had been to no avail.

“Due to the lack of a path on the southern side, people in several Bahour villages are experiencing much hardship to reach Cuddalore. Due to the closure of the bed dam road, they have to take the congested Puducherry-Cuddalore road which takes much longer especially during peak traffic hours.

Among the worst affected are patients wanting to reach hospital in an emergency,” Mr. Thiagarajan said.

Urging the Chief Minister to negotiate a solution to the problem of the villagers, Mr. Thiagarajan contended that removing the barricading would benefit people in both Puducherry and Cuddalore.

When contacted, Cuddalore Collector Suresh Kumar said the barricades were put up as a safety measure to prevent persons falling into the river, especially at night. However, the back story is that the area with the presence of three to four wine shops is a haven for tipplers who are a source of nuisance.

The Cuddalore administration has tried to get the Puducherry government to relocate the shops in vain. Some time ago, the PWD wing in Cuddalore had demolished a makeshift mud road laid by some shop owners to provide tipplers access to the outlets. Incidentally, the Pennayar river water is a resource shared by the governments of Puducherry and Tamil Nadu. In 2007, the governments had executed an agreement to share Pennayar river water at Sornavur Anaicut.

This pact aimed to help irrigate 4,778 acres of land in Puducherry and 1,275 acres in Tamil Nadu.

வரலாற்றின் பக்கங்களைப் புரட்டிப் பார்க்கும் முன்பு, நாம் வாழும், வாழ்ந்துகொண்டிருக்கும் தமிழகம், எத்தகைய இயற்கைச் சூழலைக் கொண்டு அமைந்துள்ளது என்றும், எத்தகைய தட்பவெட்ப நிலை மாற்றங்களைப் பெற்றது எனவும், அவை எந்தெந்தக் காலங்களில் எவ்வாறெல்லாம் வேறுபட்டவை என்பதையும், நம் நாகரிகத்தின் வளர்ச்சிக்கும் வீழ்ச்சிக்கும் எவ்வாறு துணை நின்றன என்பதையும் உணர்ந்துகொண்டால்தான், நமது வரலாற்றிலும் பண்பாட்டிலும் ஏற்பட்ட ஏற்ற இறக்கங்களை எளிதில் புரிந்துகொள்ளலாம்.

மனிதன் வாழ, நீராதாரமும் நிலவளமும் இன்றியமையாததாகும். நீராதாரத்தின் அடிப்படையிலேயே பெரிய பெரிய நாகரிகங்கள் தோன்றின என்பது வரலாற்று ஆய்வாளர்கள் ஆய்வில் வெளிப்படுத்திய முதல் கருத்தாகும். அதன் அடிப்படையில் நம் தமிழகத்தை உற்று நோக்கினால்தான், நமக்கு அதன் இயற்கை அமைப்பையும், அதற்கேற்ப அமைந்த நில அமைப்பையும், அதனை அடியொட்டிய நாகரிக வளர்ச்சியையும் தெளிவாகப் புரிந்துகொள்ள முடியும்.

மனிதன், எங்கிருந்து எந்தத் திசையை நோக்கி நகர்ந்தான் என்றும், அவன் நகர்ந்தானா அல்லது இயற்கையின் அமைப்பால் அவன் நகர்த்தப்பட்டானா என்பதையும், தமிழகத்தின் இயற்கைச் சூழல் எப்படி அமைந்திருந்தது என்பதை உணர்ந்தால்தான், இக்கருத்தை தெளிவாக அறிந்து, ஏற்றுக்கொள்ள முடியும். எனவே, முதலில் தமிழகத்தின் இயற்கை அமைப்பைப் பற்றி நாம் அறிந்துகொள்வது அவசியமல்லவா? எனவே, வாருங்கள், முதலில் நம் நாகரிகத் தமிழகத்தின் இயற்கை அமைப்பை தெரிந்துகொள்வோம்.

என்று பனம்பாரனார், தமிழகத்தின் எல்லையை தொல்காப்பியப் பாயிரத்தில் எடுத்துரைக்கிறார். (இந்த எல்லை வரையறை குறித்து கருத்து மாறுபாடுகள் உண்டு).

தமிழகத்தின் கிழக்கிலும் தெற்கிலும் மேற்கிலும் கடல் சூழ்ந்துள்ளது. தென்குமரிக்குத் தெற்கில் சில நிலப்பகுதிகள் அமைந்திருந்தன என்ற கூற்றும் உண்டு. அவை, கடல்கோளால் கவரப்பட்டது என்பர். பாண்டிய நாடு, குமரிமுனைக்குத் தெற்கேயும் நெடுந்தொலைவு பரவியிருந்தது. 'இமிழ்கடல் வேலியைத் தமிழ்நாடாக்கிய…' என்று சிலப்பதிகாரம் குறிப்பிடுகிறது.*1 அதாவது, நாற்புறமும் நீரால் சூழப்பட்டிருந்த பெருநிலப்பரப்பு என்று பொருள்.

கடல்கோளால் மூழ்கிப்போன நிலப்பகுதிகளுக்கு 'லெமூரியா கண்டம்' என்று பெயரிட்டு அழைத்தனர். சர்வால்டர் ராலே, பேராசிரியர் ஹெக்கல், சர் ஜான் ஈவின்ஸ், ஸ்காட் எலியட், சர். ஜே.டபிள்யூ. ஹேல்டர்னஸ் ஆகிய ஆய்வறிஞர்கள், குமரிக்குத் தெற்கே நிலப்பகுதி ஒன்று இருந்ததை ஏற்றுக்கொண்டுள்ளனர்.*2 (கண்டம் என்ற சொல், இன்று பொருள் தருவதுபோல் மிகப்பெரிய நிலப்பரப்பை குமரிக்கண்டத்தில் காண வேண்டுமா என்பதில் ஆய்வாளர்கள் இன்று முரண்படுகின்றனர். ஆனால், கணிசமான நிலம் கடலில் மூழ்கியுள்ளதைப் பொதுவில் ஏற்கின்றனர். பல கடல்கோள்கள் தமிழகத்தைத் தாக்கியதால், தென்பகுதி மூழ்கியுள்ளதைக் கடலடி ஆய்வுகள் மெய்ப்பிக்கின்றன. தென்பகுதி மட்டுமல்லாது, கிழக்கிலும் மேற்கிலும்கூட, கடல்கோள்களால் நிலப்பகுதிகளை தமிழகம் இழந்துள்ளது. அப்படி ஒரு கடல்கோளில் மூழ்கிய நிலங்களில் ஒன்றுதான் 'கடலில் மூழ்கியுள்ள காவிரிப்பூம்பட்டினம்' என்பதை நினைவுபடுத்திக்கொள்ளலாம்). ஆக, வடக்கில் தக்காணப் பீடபூமி; கிழக்கிலும் மேற்கிலும் தெற்கிலும் கடல்கள். இதுவே, பழந்தமிழகத்தின் எல்லைகளாக அமைந்திருந்தன என கே.கே.பிள்ளை அவர்கள் தெரிவிக்கிறார்.*3

கிழக்குக் கடற்கரை ஓரமாக, கிருஷ்ணா நதியின் தொடக்கம் முதல், இராமநாதபுரம் பகுதியிலுள்ள தொண்டி வரையிலும் அமைந்த பகுதி முழுவதும் சோழர் ஆட்சிக்கு உட்பட்டிருந்தது. திருக்கோயிலூரைச் சேர்ந்த மலை நாடு, மலையமானுக்கு உரியதாக இருந்தது. சோழ நாட்டின் தென் பகுதியில், பாண்டியர் நாடு இருந்தது. மேற்குத் தொடர்ச்சி மலையில், ஆயின் மலை நாடு இருந்தது. ஆய் பற்றி தாலமி குறிப்பிடும்போது, அய்ஒய் (Aioi) எனக் குறிப்பிடுகின்றார்.*4

தூத்துக்குடி அருகே உள்ள கொற்கை துறைமுகத்தை அடுத்து எவ்வி நாடு இருந்தது. இதற்கு வடக்கே, கடற்கரையை அடுத்து சேர நாடு இருந்தது. பாலக்காட்டுக்கு வெளிப்புறத்தே கோவை, சேலம் வரையிலும் தொடர்ந்திருந்தது. தென் மைசூரில் தொடங்கி, ஒன்றின் பக்கம் ஒன்றாக, இருங்கோவேளின் அரயம் நாடும், பாரியின் பறம்பு நாடும், அதியமானின் தகடூரும், ஓரியின் கொல்லிமலையும் இருந்தன. முதல் மூன்று நாடுகளும், மைசூர் எல்லைக்குள் இருந்தன.

இந்த எல்லைக்கு அப்பால், கிழக்கே கங்கர் நாடும், தெற்கே கொங்கு நாடும் இருந்தன. தமிழ்நாட்டின் மேற்கேயுள்ள வட எல்லைப்பகுதி துளுவ நாட்டரசனாகிய நன்னனுக்கும், கிழக்கேயுள்ள வட எல்லைப்பகுதி வேங்கடத்துப் புல்லிக்கும் உரியனவாக இருந்தன. அதற்கு வடக்கே ஆரிய நாடும், தண்டகாரணியமும் இருந்தன.*5

இவற்றின் மூலம், தமிழரின் நாகரிகம், பண்பாடு எவ்வாறு அமைந்திருந்தன என நிலவியலோடு ஒப்பிட்டுப் பார்த்தால், மனிதனின் நாகரிக வளர்ச்சிக்கு, பூகோள அமைப்பும் ஓர் அடிப்படை காரணம் என்பதை உணரலாம்.

மலைத் தொடர்கள்

தமிழகத்தின் இயற்கை வளத்தில் அடுத்து குறிப்பிடத்தக்கவை, மேற்குத் தொடர்ச்சி மலையும், கிழக்குத் தொடர்ச்சி மலையும் ஆகும். மேற்குத் தொடர்ச்சி மலை, நீண்ட உயர்ந்த சுவர்போலக் காட்சியளிக்கிறது. இந்த மலைத் தொடரில், கோவைக்கு அருகில் அமைந்த பாலக்காட்டு கணவாய், திருநெல்வேலி மாவட்டத்தின் எல்லையில் காணப்படும் ஆரல்வாய்மொழி கணவாய், மேற்கே அமைந்த செங்கோட்டைக் கணவாய் போன்றவை முக்கியமானவை. *6

மேற்குத் தொடர்ச்சி மலை மற்றும் கிழக்குத் தொடர்ச்சி மலைகளில் உள்ள பல கணவாய்கள் வழியாக மக்கள் போக்குவரத்து காணப்படுகிறது. இந்தக் கணவாய்கள், ஆந்திரம், கர்நாடகம், கேரளம் ஆகிய அண்டை மாநில எல்லைப் பகுதிகளில் இருப்பதால், அந்தந்த மாநிலங்களுக்கும் தமிழகத்துக்கும் தொடர்புடைய வரலாற்றுச் சான்றுகளைக் காண முடிகிறது. தமிழக வரலாறும், இதன் அடிப்படையிலேயே வரலாற்றுக்கு முற்பட்ட காலம் முதல் தொடர்ந்து வரும் காலங்கள் வரை வரையறுக்கப்பட்டுள்ளது. ஆனைமலைக்கும் ஆனைமுடிக்கும் இடையே காணப்படும் பாலக்காட்டுக் கணவாய், சிறப்பு வாய்ந்த சமவெளிப் பகுதியாகும். இங்கிருந்துதான், வடக்கே நொய்யல் ஆறும், தெற்கே அமராவதியும் உற்பத்தியாகின்றன.*7

மேற்குத் தொடர்ச்சி மலை, அடர்த்தியான காடுகளையும், ஏராளமான வன விலங்குகளையும் கொண்ட செழிப்பான பூமி. மேற்குத் தொடர்ச்சி மலையில் பல உயரமான பகுதிகள் உள்ளன. நீலகிரி மலைப் பகுதியில் உள்ள தொட்டபெட்டா சிகரம், 2670 மீட்டர் உயரம் கொண்டது. இதுவே, மேற்குத் தொடர்ச்சி மலையின் மிக உயரமான மலைப்பகுதி ஆகும்.*8

ஆ. கிழக்குத் தொடர்ச்சி மலை

கிழக்குத் தொடர்ச்சி மலையில் மிக உயரமான பகுதிகளும், அடர்ந்த வனப்பகுதியும் இல்லை. மேற்குத் தொடர்ச்சி மலையைவிடப் பழமையான இது, ஒடிஸா மாநிலத்தில் தொடங்கி, தெற்கு நோக்கிச் சென்று, மேற்கே தொடர்ந்து, தென் மேற்காக நீண்டு, நீலகிரிப் பகுதியில் மேற்குத் தொடர்ச்சி மலையுடன் இணைகிறது. கிழக்குத் தொடர்ச்சி மலை, இடைவெளிகள் நிறைந்தது. இதில், சிறு சிறு குன்றுகள் நிறைய உள்ளன. பெரிய குன்றின் உயரம் 1828 மீட்டர்.*9

மேற்குத் தொடர்ச்சி மலைக்கும், கிழக்குத் தொடர்ச்சி மலைக்கும் இடைப்பட்ட சமவெளிப் பகுதி, மேற்கிலிருந்து கிழக்காக, சாய்வான நிலையில் காணப்படுகிறது. அதனால்தான், மேற்குத் தொடர்ச்சி மலையில் உருவாகும் ஆறுகள் கிழக்காக ஓடி வங்கக் கடலில் கலக்கின்றன. இவ்வாறு ஓடும் தமிழக ஆறுகளில் மிகவும் சிறப்பாகக் குறிப்பிடப்படுபவை - காவிரி, வைகை, தென்பெண்ணை, தாமிரபரணி, பாலாறு, செய்யாறு.

மேற்குத் தொடர்ச்சி மலைக்கும், கிழக்குத் தொடர்ச்சி மலைக்கும் கீழ்ப்புறத்தில், பல சமவெளிப் பகுதிகள் விட்டு விட்டு அமைந்துள்ளன. நீலகிரிப் பகுதியிலும் பல சமவெளிப் பகுதிகள் உள்ளன. இந்தச் சமவெளிப் பகுதிகளில், வரலாற்றுக்கு முற்பட்ட காலத்தைச் சேர்ந்த மக்கள், ஆங்காங்கே தனித்தனியாக தங்கி, ஒரு குழுக் கூட்டமாக, தன்னிச்சையாக வாழ முற்பட்டனர். பின்னர், தங்களுக்குள் ஒரு தலைவனைத் தேர்ந்தெடுத்து வாழத் தொடங்கினர். தலைவனுடன் காணப்பட்ட குழுக் கூட்டமானது, சற்று மாற்றம் பெற்று, அதன் வளர்ச்சியாக, குறு நாடுகளாக ஆங்காங்கே உருவாகின. இத்தகைய குறு நாடுகள் சிற்றரசுகளாக மாறி, பின்னர் நாட்டரசுகளாக பெரிதாகியிருக்கலாம் என்று கருதப்படுகிறது.

தமிழக நிலவியல் கூறுகள்

சங்ககாலத் தமிழகம், நிலவியல் கூறுகளின் அடிப்படையில் குறிஞ்சி, முல்லை, மருதம், நெய்தல், பாலை என ஐவகை நிலங்களாகப் பிரிக்கப்பட்டது. நிலவியல் கூறுகளுக்கு ஏற்ப, அந்தந்த பகுதிகளில் வாழ்ந்த மக்களின் வாழ்வியல், பொருளாதாரம், தொழில்கள் அமைந்திருந்தன. ஒரு நாட்டின் இயற்கை வளமே அந்நாட்டின் சமூக வளர்ச்சிக்கு மூலகாரணமாகத் திகழ்கிறது.*11

குறிஞ்சி - காடும் காடு சார்ந்த இடமும்

முல்லை - மலையும் மலை சார்ந்த இடமும்

மருதம் - வயலும் வயல் சார்ந்த இடமும்

நெய்தல் - கடலும் கடல் சார்ந்த இடமும்

இதனை,

'மாயோன் மேய காடுரை யுலகமுஞ்

சேயோன் மேய மைவரை யுலகமுஞ்

வேந்தன் மேய தீம்புனலுலகமும்

வீணன் மேய பெருமண லுலகமும்

முல்லை, குறிஞ்சி, மருத, நெய்தலெனச்

சொல்லிய முறையில் சொல்லவும் படுமே'

என்று தொல்காப்பியச் சூத்திரம் ஒன்று குறிப்பிடுகிறது.*12 சங்ககாலம் தொட்டே, ஐவகை நிலவியல் கூறுகளை மக்கள் பகுத்துவைத்துள்ளனர்.

தமிழகம், பூகோள அடிப்படையில் தக்காண பீடபூமியில் இருந்து தனித்துக் காணப்படுகிறது. அதற்குக் காரணம், தமிழகத்தைச் சுற்றி அமைந்துள்ள மேற்கு மற்றும் கிழக்குத் தொடர்ச்சி மலைத்தொடர்கள்தான். இவைதான், தமிழகத்தின் இயற்கை அரண்களாக அமைந்துள்ளன.*13

இயற்கை வளங்கள்

தமிழகத்தின் இயற்கை வளங்களாக அமைந்தவை, மலைகளும் ஆறுகளும் ஆகும். ஆற்றங்கரைகளில்தான் பல நாகரிகங்கள் தோன்றி செழிப்புற்று திகழ்ந்துள்ளன. அதன் அடிப்படையில், தமிழகத்தில் காணப்படும் ஆறுகளையும் மலைகளையும், அவை அமைந்துள்ள விதத்தையும் பார்ப்போம்.

அ. மலைகள்

தமிழகத்தில் காணப்படும் மலைகளில் குறிப்பிடத்தக்கது ஜவ்வாது மலை, சேர்வராயன் மலை, பச்சைமலை, கொல்லிமலை போன்றவை ஆகும். ஜவ்வாது மலை, சுமார் 912 மீட்டர் உயரம் உள்ளது.*14 வேலுர் மாவட்டத்தில் ஆம்பூர் அருகே தொடங்கி, சேலம், தர்மபுரி வரை செல்கிறது.

கல்வராயன் மலை, சேலம், தர்மபுரி, கடலூர் மாவட்டங்களை இணைத்துச் செல்கிறது. சேலம் மாவட்டத்தில் உள்ள கஞ்சமலை, 990 மீட்டர் உயரம் உள்ளது. அடுத்து, கொல்லிமலை. இது நாமக்கல், சேலம் மாவட்டங்களை இணைத்துச் செல்கிறது. இதன் உயரம் சுமார் 1219 மீட்டர் இருக்கலாம் என்று கூறப்படுகிறது.*15 பச்சைமலை, சேலம், திருச்சி, பெரம்பலூர் மாவட்டங்களை இணைத்துச் செல்கிறது. இதன் உயரம் 760 மீட்டர்.

பண்பாட்டின் பிறப்பிடம் ஆற்றங்கரைகள்தான். அதன் அடிப்படையில், தமிழக வளர்ச்சிக்கும், சமுதாய மாற்றத்துக்கும், பொருளாதார வளர்ச்சிக்கும், வணிகப் பெருக்கத்துக்கும் வித்திட்டவை ஆற்றங்கரைகளே. தமிழகத்தைப் பொறுத்தவரை, அத்தகைய இயற்கை தந்த அரிய செல்வமாக விளங்குவது காவிரி ஆறு. கர்நாடக மாநிலத்தில் கூர்க் பகுதியில் உள்ள பிரம்மகிரி என்னும் மலையில் இருந்து தோன்றி, தமிழகத்தில் ஓடி காவிரிப்பூம்பட்டினத்தை அடைந்து, வங்காள விரிகுடா கடலில் கலக்கிறது. காவிரிப்பூம்பட்டினம், சங்ககாலச் சோழர்களின் தலைநகரமாகவும், சிறந்த துறைமுகப்பட்டினமாகவும் திகழ்ந்தது.

காவிரி ஆறு நீண்ட தொலைவு பயணம் செய்யும் நெடிய ஆறு.*17 இக்காவிரி ஆற்றோடு, ஈரோட்டில் பவானி ஆறும், கரூரில் அமராவதி ஆறும் கலக்கின்றன. நெய்க்குப்பம் பகுதியில் வெள்ளியங்கிரி மலைப்பகுதியில் உற்பத்தி ஆகும் நொய்யல் ஆறும் காவிரியோடு கலக்கிறது. காவிரியானது திருச்சி அருகே, கொள்ளிடமாகவும் காவிரியாகவும் பிரிந்து, கரிகாலன் கட்டிய கல்லணையில் மீண்டும் ஒன்றாகிறது. இந்தக் கல்லணையில் இருந்து வெண்ணாறு, வெட்டாறு, வடவாறு, குடமுருட்டி, காவிரி என ஐந்து நதிகளாகப் பிரிந்து, தஞ்சை, திருவாரூர், நாகை மாவட்டங்கள் வழியாக ஓடி, அந்த மாவட்டங்களை செழிப்பான பூமியாக மாற்றி கடைசியாகக் கடலில் சென்று கலக்கின்றன.*18

சேர்வராயன் மலை, கல்வராயன் மலை, பச்சை மலை ஆகியவற்றின் சரிவுகளில் உருவாகும் அருவிகள், கீழே வரும்போது வெள்ளாறாக மாறுகின்றன. இந்த வெள்ளாறு, பரங்கிப்பேட்டை அருகே கடலில் கலக்கிறது. தொண்டை நாட்டில் ஓடும் பாலாறு, கர்நாடக மாநிலம் நந்திதுர்க்கத்தில் உற்பத்தியாகிறது. அது, வேலூர், காஞ்சிபுரம், திருவள்ளூர் மாவட்டங்களில் ஓடி, சதுரங்கப்பட்டினம் அருகே கடலில் கலக்கிறது.*19

கர்நாடக மாநிலம், சென்றாயன்பேட்டையில் உற்பத்தியாகும் தென்பெண்ணை ஆறு, கிருஷ்ணகிரி, தருமபுரி, திருவண்ணாமலை மாவட்டங்களில் ஓடி, கடலூர் அருகே கடலில் கலக்கிறது. இது, சின்னாறு, மார்க்கண்டேய நதி, வாணியாறு, சந்தூர் ஆறு, மத்தூர் ஆறு, பர்கூர் ஆறு, பாம்பாறு, பூலாப்பட்டி ஆறு, செம்மாண்டகுப்பம் ஆறு, வஞ்சி ஆறு, அதியன் ஆறு என பல கிளை ஆறுகளாகப் பிரிந்து, பாயும் பகுதிகளை செழிப்பான பகுதியாக மாற்றிவிட்டு கடலில் கலக்கிறது.*20

திருநெல்வேலி மாவட்டத்தில் ஓடும் தாமிரபரணி ஆறு, பாண்டியர்களின் துறைமுகப்பட்டினமாக இருந்த கொற்கை அருகே கடலில் கலக்கிறது. மதுரைக்கு வளம் சேர்க்கும் வைகை நதி, ராமநாதபுரம் அருகே ஆற்றங்கரை என்ற பகுதியில் கடலில் கலக்கின்றது.

கொற்றலை ஆறு, வேலூர் மாவட்டம் காவேரிப்பாக்கத்தில் உள்ள ஏரியில் உற்பத்தி ஆகி, சென்னை அருகே கடலில் கலக்கிறது. தவிர, வாலாஜாவில் இருந்து வரும் மகேந்திர நதி, தப்பாறு இரண்டும் பொன்னேரி என்ற பெரிய ஏரியில் கலக்கின்றன. முற்காலத்தில், கொற்றலை ஆற்றின் வழியில்தான் பாலாறு பாய்ந்துள்ளது. எனவே, கொற்றலை ஆற்றை பழைய பாலாறு என்று குறிப்பிடுவார்கள். செயற்கைக்கோள் புகைப்படங்கள் மற்றும் தொல்லியல் சான்றுகளின் அடிப்படையில், கொற்றலை ஆற்றுப் பள்ளத்தாக்குப் பகுதியில்தான், சுமார் 5,00,000 முதல் 2000 ஆண்டுகள் முன்பு வரை பாலாறு ஓடியிருக்கலாம்.*22

ஆரணி ஆறு, பழைய கற்கால மக்கள் வாழ்விடமாக அமைந்த ஒரு பகுதி. இந்த ஆற்றின் கரையில்தான், இந்தியாவிலேயே முதன்முதலில் பழைய கற்காலத்தைச் சார்ந்த மக்கள் வாழ்ந்த இடங்களையும், அவர்கள் பயன்படுத்திய கற்கருவிகளையும் அதிகமாகக் கண்டறியப்பட்ட பகுதிகளான அத்திரம்பாக்கம், பரிக்குளம் போன்ற இடங்கள் அமைந்துள்ளன.

புதுச்சேரி-கடலூர் வழித்தடத்தில் 2 மாதங்களுக்கு பின் மீண்டும் பிஆர்டிசி ஏசி பேருந்து சேவை: பயணிகள் உற்சாக வரவேற்பு

புதுச்சேரி, அக். 10: புதுச்சேரி - கடலூர் வழித்தடத் தில் 2 மாதங்களுக்கு பிறகு மீண்டும் ஏசி பஸ் சேவை துவங்கியது.

மத்திய அரசின் ஜவகர்லால் நேரு நகர்ப்புற மேம்பாட்டு திட்டத் தின் கீழ் பிஆர்டிசியில் வாங்கப்பட்ட 10 வால்வோ ஏசி பஸ்களில் 4 பேருந்துகளை புதுச்சேரி - கடலூர் - சோரியாங்குப்பம் வழித்தடத்தில் இயக்கப்பட்டன. அதுவும் ரூ.25 கட்டணத்தில் 30 நிமிடத்திற்கு ஒரு பேருந்து என்ற அடிப்படையில் காலை 5 மணி முதல் இரவு 10 மணி வரை இயக்கப்பட்டது. இது மக்களிடம் பெரும் வரவேற்பை பெற்றது. இதனால் தனியார் பேருந்துகள் பெரும் பின்னடைவை சந்தித்தன.

இதையடுத்து, கடலூர் மாவட்டத்தை சேர்ந்த தனியார் பேருந்து உரிமையாளர் பிஆர்டிசி ஏசி பஸ்கள் இயக்கத்திற்கு தடை கோரி சென்னை உயர் நீதிமன்றத்தில் வழக்கு தொடர்ந்தார். அதில், கடலூருக்கு இயக்கப்படும் ஏசி பஸ்கள் பர்மிட் இல்லாமல் இயக்கப்படுவதாகவும், என்கிளேவ் முறையில் இயக்கப்படும் பேருந்துகள் குறிப்பிட்ட தூரத்துக்கும் மேல் இயக்கப்படுவதாகவும் கூறியிருந்தனர்.

இந்த மனுவை விசாரித்த உயர் நீதிமன்றம், ஏசி பஸ்கள் இயக்க இடைக்கால தடை விதித்தது. இந்த தடை கடந்த ஆக.13ம் தேதி முதல் அமலில் இருந்து வந்தது. இதனால் ஏசி பேருந்துகள் இயக்கப்படாமல் பிஆர் டிசி பணிமனை வளாகத்தில் நிறுத்தி வைக்கப்பட்டது.

இந்நிலையில் அரசு செயலர் கந்தவேலு, பிஆர்டிசி சேர்மன் ஞானசேகரன், மேலாண் இயக்குனர் தேவராஜ், போக்குவரத்து ஆணையர் சுந்தரேசன் ஆகியோர் புதுச்சேரி - கடலூர் வழிதடத்தில் ஏசி பஸ் இயக்குவது தொடர்பான உரிய ஆவணங்களை தயார் செய்து உயர்நீதிமன்றத்தில் சமர்ப்பித்தனர். இதையடுத்து ஏசி பஸ் சேவைக்கு விதிக்கப்பட்டிருந்த தடையை உயர் நீதிமன்றம் நேற்று நீக்கியது.

அதைத் தொடர்ந்து நேற்று மாலை 5.15 மணி முதல் புதுச்சேரி - கடலூர் வழி தடத்தில் மீண்டும் வல்வோ ஏசி பஸ்கள் இயக்கப்பட்டது. கடந்த 2 மாதங்களாக முடங்கி இருந்த ஏசி பஸ் சேவை மீண்டும் துவங்கியது பொது மக்கள் மத்தியில் பெரும் மகிழ்ச்சியை ஏற்படுத்தி உள்ளது.

புதுச்சேரியில் இருந்து 21 கிலோ மீட்டர் தூரத்தில் கடலூர் உள்ளது. பல்வேறு அத்தியாவசிய பணிகளுக்காக ஆயிரக்கணக்கான பொதுமக்கள், மாணவர்கள் கடலூர்- புதுச்சேரி வழித்தடத்தில் தினமும் பயணிக்கின்றனர். இந்த வழித்தடத்தில் குறைந்த அளவில் பேருந்துகள் இயக்கப்பட்டதால், பொதுமக்கள், மாணவர்கள் பேருந்தில் தொங்கியபடியும், இடம் கிடைக்காமல் நின்றபடியே பயணம் செய்ய வேண்டிய அவலநிலை நீடித்தது. இதையடுத்து புதுச்சேரி பிஆர்டிசி சார்பில் கடலூருக்கு பேருந்து இயக்கப்பட வேண்டும் என பொதுமக்கள் கோரிக்கை வைத்தனர். இதையேற்று புதுச்சேரி அரசு புதுச்சேரி - கடலூர் வழித்தடத்தில் பேருந்துகளை இயக்க முடிவெடுத்தது.

அதன்படி, மத்திய அரசின் ஜவகர்லால் நேரு நகர்ப்புற மேம்பாட்டு திட்டத்தின் கீழ் ரூ.1 கோடி மதிப்பில் 10 வால்வோ ஏசி பேருந்துகள் வாங்கப்பட்டது. இதில் 4 பேருந்துகள் இசிஆர் வழியாகவும், பைபாஸ் வழியாக 2 பேருந்தும் இயக்கப்பட்டது. மீதமுள்ள 4 பேருந்துகள் புதுச்சேரி - கடலூர் - சோரியாங்குப்பம் வழித்தடத்தில் இயக்கப்பட்டன. அதுவும் ரூ.25 கட்டணத்தில் 30 நிமிடத்திற்கு ஒரு பேருந்து என்ற அடிப்படையில் காலை 5 மணி முதல் இரவு 10 மணி வரை இயக்கப்பட்டு வந்தன. இதனால் கூட்ட நெரிசலில் சிக்கி தவித்த பயணிகள் பாதுகாப்பாகவும், காலத்தோடு பயணம் செய்தனர். இந்த பேருந்து சேவை பொதுமக்களிடையே நல்ல வரவேற்பை பெற்றது

இதனால் புதுச்சேரி - கடலூருக்கு இயக்கப்பட்ட தனியார் பேருந்துகள் பெரும் பின்னடைவை சந்தித்தன. இதையடுத்து, தனியார் பேருந்து உரிமையாளர்கள் கடலூருக்கு பிஆர்டிசி ஏசி பஸ்களை இயக்கக் கூடாது என முதல்வரிடம் கோரிக்கை வைத்தனர். அதனை முதல்வர் ஏற்கவில்லை. இந்நிலையில் கடலூர் மாவட்டத்தை சேர்ந்த தனியார் பேருந்து உரிமையாளர் பிஆர்டிசி ஏசி பஸ்கள் இயக்கத்திற்கு தடை கோரி சென்னை உயர்நீதிமன்றத்தில் வழக்கு தொடர்ந்தார். அதில், கடலூருக்கு இயக்கப்படும் ஏசி பஸ்கள் பர்மிட் இல்லாமல் இயக்கப்படுவதாகவும், என்கிளேவ் முறையில் இயக்கப்படும் பேருந்துகள் குறிப்பிட்ட தூரத்துக்கும் மேல் இயக்கப்படுவதாகவும் கூறியிருந்தனர். இந்த மனுவை விசாரித்த உயர்நீதிமன்றம், 2 வாரத்திற்கு ஏசி பஸ்கள் இயக்க இடைக்கால தடை விதித்தது. இந்த தடை கடந்த 13ம் தேதி முதல் அமலில் இருந்து வருகிறது. எனவே 4 ஏசி பஸ்களும் இயக்கப்படாமல் பிஆர்டிசி பணிமனையில் நிறுத்தி வைக்கப்பட்டுள்ளது. இதனால் புதுவை அரசுக்கு நாள் ஒன்றுக்கு ரூ.80 ஆயிரம் இழப்பு ஏற்பட்டுள்ளது.

இந்நிலையில், சட்டத்துறை செயலரும், போக்குவரத்து துறை செயலரும் மீண்டும் கடலூருக்கு ஏசி பஸ்கள் இயக்குவது தொடர்பான ஆவணங்களை தயார் செய்து ஓரிரு நாளில் உயர்நீதிமன்றத்தில் சமர்ப்பிக்க உள்ளனர். இதன் மூலம் நீதிமன்றத்தின் இடைக்கால தடை நீங்கி, கடலூருக்கு மீண்டும் ஏசி பஸ்கள் இந்த வாரத்துக்குள் இயக்கப்படும் என பிஆர்சிடி வட்டாரங்கள் தெரிவிக்கின்றன. இதுகுறித்து பயணிகள் தரப்பில் கூறியதாவது:

மலர்விழி (புதுச்சேரி): புதுச்சேரி இருந்து சென்னை, பெங்களூர் போன்ற ஊர்களுக்கு மட்டுமே அதிக கட்டணத்தில் ஏசி பஸ்கள் இயக்கப்பட்டு வருகிறது. இதனால் எங்களை போன்றவர்கள் ஏசி பஸ்சில் செல்ல முடியாத நிலை இருந்தது. இந்நிலையில் குறைந்த கட்டணத்தில் புதுச்சேரி - கடலூருக்கு ஏசி பஸ் இயக்கப்பட்டது அனைவருக்கும் வரப்பிரசாதமாக அமைந்தது. தற்போது இந்த பேருந்து சேவை நிறுத்தி வைக்கப்பட்டுள்ளது வருத்தம் அளிக்கிறது.

ரஞ்சித்குமார் (கடலூர்):சாதாரண பேருந்துகளை விட ஏசி பஸ்சில் நெரிசல் இன்றி பயணம் செய்ய முடியும். மிக விரைவாகவும் செல்லலாம். புதுச்சேரியில் இருந்து கடலூருக்கு ஏசி பஸ் விட்டதால் நாங்கள் சிரமின்றி புதுச்சேரி வந்து சென்றோம். கடந்த சில நாட்களாக ஏசி பஸ்கள் இயக்கப்படவில்லை. இது எங்களுக்கு பெரிய ஏமாற்றமாக உள்ளது. எனவே புதுச்சேரி அரசு மீண்டும் பேருந்துகளை இயக்க நடவடிக்கை எடுக்க வேண்டும்.

சாந்தி (புதுச்சேரி): புதுச்சேரியில் இருந்து கடலூருக்கும், கடலூரில் இருந்து புதுச்சேரிக்கு பொதுமக்கள், தொழிலாளர்கள், பள்ளி மற்றும் கல்லூரி மாணவர்கள் கூட்ட நெரிசல் இன்றி பாதுகாப்பாகவும், காலத்தோடும் பயணம் செய்வதற்கு ஏசி பஸ்கள் உதவியாக இருந்தன. இதனால் பல மணி நேரமானாலும் காத்திருந்து பயணம் செய்தோம். ஆனால், திடீரென ஏசி பஸ்கள் நிறுத்தப்பட்டுள்ளது அதிர்ச்சியாக உள்ளது. விரைவில் ஏசி பஸ்களை இயக்க வேண்டும்.

பாலச்சந்தர் (கடலூர்): நான் புதுச்சேரியில் உள்ள தனியார் கல்லூரியில் எம்இ படித்து வருகிறேன். முன்பெல்லாம் கடலூரில் இருந்து புதுச்சேரிக்கு பேருந்தில் தொங்கி கொண்டு வரவேண்டிய நிலை இருந்தது. அண்மையில் புதுச்சேரியில் இருந்து கடலூருக்கு விடப்பட்ட ஏசி பஸ்சால் நான் பாதுகாப்பான பயணம் மேற்கொள்ள முடிந்தது. கடந்த ஒரு வாரமாக பஸ் இயக்கப்படாததால், மீண்டும் சாதாரண பேருந்தில் தொங்கியபடி பயணம் செய்ய வேண்டிய அவலநிலைக்கு தள்ளப்பட்டு இருக்கிறேன்.

10 new Volvo buses to ply in Puducherry and to Chennai

Fuel-efficient, high pulling and noiseless engines will be the hallmark of buses plying in Puducherry from now onwards.

A fleet of brand new Volvo buses rolled out to enhance the travel experience of the commuters on Friday.

Chief Minister N. Rangasamy flagged off the 10 swanky, air-conditioned buses of the Puducherry Road Transport (PRTC) Corporation Limited here.

Fully-loaded

The new version from the Volvo Buses India in comparison with buses operated by Tamil Nadu State Transport Corporation, are loaded with several advanced features.

The floor height is very low so that elderly and differently-abled persons can easily board the bus.

Cameras attached with Global Positioning system (GPS), GPRS and GPS fitting to trace the movement of the buses, easily breakable glasses and public address system are other features of the new buses.

P. Devaraj, Managing Director of PRTC told The Hindu, "These buses will be operated in the city limits initially and Puducherry to Karaikal besides trips to Chennai. The minimum fare of the bus was fixed at Rs. 15. As the bus was provided with GPRS facility, one can easily access online to find out the vacancy position."

Mr. Rangasamy complimented PRTC for introducing the new buses in order to serve the general public in Puducherry and other Sates.

Small buses

He said PRTC should buy small buses to fulfil the demands of public in the rural areas.

The Chief Minister also sought the cooperation of workers to earn profits through their services.

"Service to the public is as important as the corporation earning profits," Mr. Rangasamy said.
