HOUSTON – Chambers Associate recognized Bracewell LLP’s commitment to fostering a work culture that supports professional development in its 2024 Associate Satisfaction Survey. Bracewell ranked among “The Elite,” or the top 10 law firms nationwide, for quality of life. In addition, the firm was recognized as an “Excellent Performer” for career development and retention.

Junior associates at more than 100 US law firms participated in this year’s Chambers Associate Satisfaction Survey. Respondents were asked to share their reviews on the firm, its competitors, their relationships with partners and clients, as well as the firm’s diversity and inclusion and pro bono programs. Satisfaction scores are determined by taking the answers to questions on a combination of topics and organizing firms according to the answers. The quality of life scores were based on topics that can affect personal fulfillment at a law firm, like salary, hours, flexible working and parental policies.

Bracewell received 134 practice and individual rankings in the 2024 edition, including Nationwide Band 1 rankings in Oil & Gas (Regulatory & Litigation) and Offshore Energy. Bracewell also received Band 1 rankings in Texas Banking and Finance, Texas Public Finance and Texas Environment.

2024 marks the 10th consecutive year that Bracewell’s oil and gas regulatory practice has earned a nationwide Band 1 ranking. According to Chambers, Bracewell is a “leading firm with highly impressive expertise across the energy arena” that is “frequently seen on big-ticket transactions in both the power and the oil and gas space.”

For the second year in a row, Bracewell earned a nationwide Band 1 ranking in Offshore Energy. “Bracewell is among the best nationwide when it comes to renewable energy and offshore wind,” one client told Chambers. “They combine commercial awareness with subject matter specialist skill.”

In recognition of the firm’s sustained excellence across the energy spectrum, Bracewell has been named an Energy & Projects Law Firm of the Year finalist at the upcoming Chambers USA Awards, which will be announced on June 13.

Chambers USA also recognized Bracewell’s leadership in the financial community. For the 17th year in a row, Bracewell earned a Band 1 ranking in Texas Banking and Finance, a distinction that remains unmatched by any other law firm. According to the editors, Bracewell is an “outstanding Texas firm with a deep bench of finance expertise.”

In addition, Bracewell was ranked Band 1 in the new Texas Public Finance table. Chambers praised the firm’s “impressive” practice, emphasizing Bracewell’s ability to draw on a “deep bench of experienced attorneys to expertly handle financings across the full gamut of sectors including housing, transport, healthcare and education.”

For the eighth straight year, the firm received a Band 1 ranking for Texas Environment. The Chambers editors noted that Bracewell has a “high-caliber group” with “significant experience dealing with regulatory agencies and handling high-value litigation and transactions.”

Bracewell also earned nationwide practice rankings in Climate Change and Environment.

LONDON – Eldorado Gold’s Skouries copper-gold project won Best Natural Resources Deal for the Central and Eastern Europe region at the 2023 EMEA Finance Project Finance Awards. Bracewell (UK) LLP advised Hellas Gold – Eldorado Gold Corporation's wholly owned subsidiary – on the financing, Greece’s largest such financing.

Led by partners Ro Lazarovitch, Tom Swarbrick and Oliver Irwin and senior counsel Bagyasree Nambron, Bracewell represented Hellas Gold in the project financing facility, which includes a commercial loan from the Greek Recovery and Resilience Facility. The accolade is the third in a string of awards for this project, which also won Europe Mining Deal of the Year at the 2023 Proximo Deal of the Year Awards and earned the Outstanding Achievement Award at the 2023 Resourcing Tomorrow Awards.

WASHINGTON, DC – Bracewell LLP announced today that Andrew Shaw has joined the firm’s Washington, DC office as a partner in Bracewell’s Policy Resolution Group (PRG). Shaw is a highly respected attorney and government affairs professional in the energy and environmental sectors.

“Andrew is an outstanding advocate for his clients on a wide variety of energy transition issues and policies,” said Bracewell Managing Partner Gregory M. Bopp. “He brings valuable experience lobbying Congress and various federal agencies, and we are excited to have him join our award-winning Policy Resolution Group in Washington, DC.”

Known for his extensive expertise and deep connections with policymakers and other stakeholders, Shaw represents organizations before Congress, federal agencies, associations and NGOs, on environmental issues, climate policy, renewable energy, nuclear energy, grid modernization and electricity regulation.

Shaw joins Bracewell from Dentons, where he was a member of its public policy department in the firm’s Washington, DC office.

LONDON – Bracewell (UK) LLP was among the law firms honored for its role in advising the lenders – Abu Dhabi Commercial Bank (ADBC) and First Abu Dhabi Bank (FAB) – on the $2.42 billion refinancing of the Barakah Nuclear Energy Plant, which won ESG Loan Deal of the Year at the prestigious 2024 edition of Bonds, Loans & Sukuk Middle East Awards. The Barakah Nuclear Energy Plant refinancing loan was the first in the MENA Region and Asia to be independently recognized as a green loan facility. The Barakah facility, with full commercial operation forecast for later in 2024, will generate 40 terawatt-hours (TWh) of electricity per year while simultaneously preventing the release of 22.4 million tons of carbon emissions.

Oliver Irwin, who led the Bracewell team on the financing, said, “It is an honour for our team to have advised the lenders on this groundbreaking green loan facility which has deservedly been recognized with this prestigious award. The Barakah Nuclear Power Plant is a key part of the energy transition in the UAE and broader MENA region.” Other lawyers who worked on the transaction include partners Jeris Diana Brunette and William H. Jennifer Speck Named to Houston Business Journal’s 2024 40 Under 40 List

HOUSTON – Jennifer Speck, an energy transition tax partner in Bracewell LLP’s Houston office, has been named to the Houston Business Journal’s “40 Under 40” list for 2024. Winners will be recognized at an awards reception on July 25.

Speck advises clients on the qualifications for, and the monetization of, energy transition tax incentives. She has experience working on a range of energy transition projects, including onshore and offshore wind, solar, carbon capture, clean hydrogen and clean fuel projects. Speck also provides tax advice on traditional purchase agreements, joint ventures, financings and other general transactional work.

In addition, she serves as an independent merit reviewer on behalf of the US Department of Energy for the Carbon Capture and Storage Demonstration Projects, a funding program enacted under the Bipartisan Infrastructure Law.

Speck works with various trade associations and is a member of Women+ in Hydrogen, Women in Energy, the Texas Bar Association and the American Bar Association.

EDNY US Attorney’s Office Former First Assistant Nicole Boeckmann Joins Bracewell’s Growing Government Enforcement and Investigations Practice

NEW YORK – Bracewell LLP announced today that Nicole Boeckmann, a former First Assistant United States Attorney of the United States Attorney’s Office for the Eastern District of New York (EDNY), has joined the firm’s renowned government enforcement and investigations practice.

Boeckmann, who joins as a partner in the firm’s New York office, is the third high-profile addition to Bracewell’s government enforcement and investigations practice since January 2024. Earlier this year, Judge Roslynn R. Mauskopf joined the firm in New York, and Mark Hunting joined in London. Boeckmann will work closely with the firm’s newly appointed practice chair and former EDNY Acting US Attorney Seth D. DuCharme.

“I’m thrilled to welcome Nicole to the firm,” said Bracewell Managing Partner Gregory M. Bopp. "Nicole’s leadership at the DOJ as well as her experience in both criminal and civil matters complements the strengths of our highly regarded government enforcement and investigations team.

During her impressive career at the Department of Justice, Boeckmann demonstrated unparalleled leadership and skill as a prosecutor. She most recently led the Long Island Division as Division Chief, and also previously served as the Acting First Assistant United States Attorney and Acting Chief of the Criminal Division. As Chief of the Long Island Division, she oversaw a team of over 60 employees, including 25 Assistant United States Attorneys in both the Criminal and Civil Sections.

Boeckmann’s track record includes serving as the lead attorney on 32 jury trials, and briefing and arguing multiple appeals before the United States Court of Appeals for the Second Circuit. Her expertise encompasses a wide range of complex legal matters, including white-collar crime, public corruption, national security, cybercrime, racketeering, money laundering, False Claims Act and environmental justice issues.

“Nicole brings true insights into how investigations are changing in the EDNY and at the Department of Justice across the nation. LONDON – ONE-Dyas B.V.'s $450 million senior secured reserve-based refinancing was named “Reserve Base Lending Commodity Finance Deal of the Year” at the TXF Commodity Finance Perfect 10 Deals of the Year Awards 2023, which recognizes outstanding transactions in the export finance and commodity finance industries.

Bracewell (UK) LLP – led by partners Jason Fox and Eimear Murphy and associate Onis Chukwueke-Uba – acted as senior lenders' counsel for the bank syndicate led by ING Bank N.V. on the refinancing. The facility was used to refinance ONE-Dyas' existing facility, and the loans may also be drawn to fund its portfolio of operating assets in the UK, the Netherlands and Germany.

Founded in 2013 and owned by the Exile Group, TXF is a business-to-business market intelligence provider.

Phillips 66’s DCP Midstream Acquisition Wins M&A Transaction of the Year Award at 2024 Houston Corporate Counsel Awards

HOUSTON – Phillips 66’s DCP Midstream Acquisition has been named the M&A Transaction of the Year by The Texas Lawbook and the Association of Corporate Counsel’s (ACC) 2024 Houston Corporate Counsel Awards. Bracewell LLP advised Phillips 66 on the take-private transaction, which closed in June 2023 and was the second part of a two-deal, multiyear transformation of DCP Midstream into a privately owned P66 subsidiary.

In addition, Phillips 66’s Executive Vice President, Government Affairs, General Counsel and Corporate Secretary Vanessa Sutherland was also named the Houston General Counsel of the Year for a large corporate legal department.

Rob Task, Maine Goodfellow and Jenarae Garland led Phillips 66’s in-house legal team on the transaction, which had a total cash value of approximately $3.8 billion. DUBAI AND LONDON – Bracewell LLP advised on two market-leading transactions that were named winners at the annual IJGlobal Awards 2023 for the Middle East and North Africa (MENA), which honor greenfield infrastructure and energy achievements in the project finance industry.

Al Ansar Hospital won PPP Deal of the Year. This landmark project comprises the development, operation and maintenance of a 244-bed public emergency hospital in Madinah, Saudi Arabia. The facility will improve healthcare services for the residents of Madinah, as well as for pilgrims during Hajj and Umrah. The Bracewell team – led by Tom Swarbrick, Oliver Irwin, Tom Jamieson and Andrej Kormuth – advised the lending group of Alinma Bank, Riyad Bank and Natixis Corporate & Investment Banking. The developers of the project are Tamasuk and Alghanim International.

The firm also advised two client groups in relation to the PPP to develop 10 residential communities for the NEOM giga project by the Public Investment Fund, which won the IJGlobal Alternative Infrastructure Award. Swarbrick, Kormuth and Irwin led the team advising Alinma, Riyad Bank, Banque Saudi Fransi and the National Infrastructure Fund, providing debt finance to a developer consortium led by Tamasuk related to two communities. In addition, Jamieson advised SABB/HSBC, Alinma Bank and Riyad Bank, which lent to Nesma to develop two additional communities.

The IJGlobal Awards celebrate excellence and recognize the best energy, infrastructure and project finance deals and firms over the past year. IJGlobal is the leading online database of infrastructure and project finance transactions and assets.

LONDON – Eldorado Gold and Hellas Gold Single Member, S.A.’s €680 million project financing facility – Greece’s largest ever – was named Europe Mining Deal of the Year at the 2023 Proximo Deal of the Year Awards. Bracewell (UK) LLP advised Hellas Gold – Eldorado Gold Corporation’s wholly owned subsidiary – on the project financing facility.

Led by partners Ro Lazarovitch, Tom Swarbrick and Oliver Irwin and senior counsel Bagyasree Nambron, Bracewell represented Hellas Gold on the award-winning transaction, which also won the Project Financing Outstanding Achievement Award at the 2023 Resourcing Tomorrow Awards.

Located within the Halkidiki Peninsula of Northern Greece, Skouries is a gold-copper porphyry deposit to be mined using a combination of conventional open pit and underground mining techniques.

NEW YORK – Bracewell LLP announced today that Parker A. Lee, an accomplished energy transactional lawyer, has joined the firm as a partner in the New York office.

“Parker is a highly accomplished energy and infrastructure lawyer who has broad transactional experience in the oil and gas sector and in the energy transition space,” said Bracewell Managing Partner Gregory M. Bopp. “He is a wonderful addition to our market-leading energy practice, and I’m thrilled to welcome him to the firm.”

Lee advises strategic companies and private equity and infrastructure funds on M&A, project development and joint venture transactions in the energy and infrastructure industries. He represents petrochemical companies, refiners, storage and logistics companies, midstream developers and operators, exploration and production companies, project developers and financial investors on complex projects and transactions in the upstream, midstream and downstream sectors, as well as on tollways, bridges and other traditional infrastructure projects. Lee also has significant experience on energy transition projects, including carbon capture utilization and sequestration, renewable fuels, renewable natural gas, ammonia, hydrogen, helium and carbon offtake transactions.

“Parker’s experience working on complex midstream and downstream project, as well leading breakthrough renewable fuel transactions, make him an ideal addition to our preeminent energy practice,” said G. Alan Rafte, chair of the firm’s business and regulatory section.”

Lee is the latest partner focused on transactional, regulatory, tax, finance and litigation matters in the energy industry to join the firm. Other partners who recently joined the firm’s energy practice include Dean Hinderliter in Dallas; Jennifer Speck in Houston; Mark Hunting in London, Scott Le Bouef and Brian R. Rogers in New York; and Eugene R. Elrod in Washington, DC.

He joins Bracewell from McDermott Will & Emery LLP, where he was an energy and projects partner in the New York office.
