Hainan Island is being rapidly transformed from an isolated outpost to the next desirable destination for holidaymakers, but are the new developments following sustainable development practices, asks Hannah Gardner&lt;br /&gt;

China’s most southerly province, Hainan Island, was once a place of exile for political prisoners and disgraced officials. Separated from mainland China by the Qiongzhou Strait in the north, most of the 34,000sq km island sits on the same latitude as Vietnam. Jutting out into the South China Sea and far away from China’s centres of power, successive emperors deemed the island, with its tropical climate and sometimes turbulent weather, to be a place of punishment.&lt;br /&gt;
&lt;br /&gt;
Fast forward a few hundred years and China’s Communist government is promoting Hainan as an island paradise that aims to compete with established destinations such as Bali or Hawaii by the end of the decade. The 2010-2020 Hainan International Tourism Island Development Plan, announced by China’s central government two years ago, plans to boost annual visitor numbers to the island to 77m in the next 10 years, up from around 30m today.&lt;br /&gt;
&lt;br /&gt;
But as well as attracting more tourists, the central government has also pledged to preserve Hainan’s unique ecology, saying the island will act as an example of sustainable development for China and the world.“Hainan can’t do without sunshine, beaches, green water and mountains if it wants development—ecology is Hainan's life,” Hainan’s governor Luo Baoming told Chinese media last year.&lt;br /&gt;
Yet while no one doubts that the government is sincere in its desire to create a sustainable world-class holiday destination, the reality on the ground is somewhat different . Part of the government’s drive to turn Hainan into an international holiday hotspot also included announcing its intention to invest tens of billions dollars in the island’s infrastructure—airports, roads, ports and a rail link—which has led to an enormous construction boom.&lt;br /&gt;

According to the Hainan Tourism Development Research Association, there are now over 250 star-rated hotels on the island with 30 five-star hotels appearing in the past two years. The president of the association, Wang Jian-Sheng, says 10,000 rooms came online since the beginning of 2010 and 10,000 more are likely to hit the market this year. “It’s actually impossible to keep count of how many rooms we have,” he says. “Development is too fast here. Hotels are appearing every day.”&lt;/div&gt;

Green Hotelier spoke to numerous groups with resorts on the island, all of whom said waste reduction and water and energy-saving schemes are voluntary at the moment and there are no financial incentives or regulations—other than appealing to green-minded customers—to implement them.&lt;/div&gt;

Of course, given China’s political system, that could all change rapidly and there are signs that the government may be about to start getting strict with hotels that break existing pollution and zoning laws in Hainan, according to Liu Weili, the president for design &amp;amp; technical services for Starwood Hotels in Asia. “The government actually has quite good codes on paper but the implementation is weak. Traditionally the government is relaxed when they need growth and they tighten up when things start to overheat,” he says.&lt;/div&gt;

In the meantime, some hotel groups—both international and local—have taken it upon themselves to implement sustainable practices in the hope that others might learn from their example. Starwood, which has the biggest presence on the island with seven hotels, has committed to a 30% reduction in its energy use by 2020 and a 20% cut in its water use by the same year as part of its global plan to reduce its environmental footprint.&lt;/div&gt;

Starwood’s Le Meridien Shimei Bay Beach &amp;amp; Spa Resort, for example, has employed a number of energy-efficient and water-saving measures, says its general manager Richard Li. These include replacing all lamps with energy-efficient alternatives, using grey water for WC flushing and irrigating the gardens, and the installation of low-flow restrictors on all taps in guest bathrooms. The resort is also helping the local community by maintaining roads in nearby villages and donating books and money to primary schoolchildren, and it hopes to soon source its fresh produce and seafood locally not only to reduce its “food miles” but also to provide a sustainable income to local farmers and fishermen.&lt;/div&gt;

The Zhejiang Narada Hotel Group, a Chinese company that owns and manages four developments on the island, including the new mixed-project Narada Resort &amp;amp; Spa at Perfume Bay, has fitted each of its nearly villas with solar panels to heat water for the shower and Jacuzzi. The resort is also using its grey water to irrigate its extensive gardens and has planted trees throughout the property and along the coast.&lt;/div&gt;

One senior executive in the hospitality industry with responsibility for hotels in Asia said international chains needed to form a similar committee to liaise with China’s national government so they can present their concerns and lobby for tighter environmental laws. “Water flows the path of least resistance," said the source, who preferred to remain unnamed. “If there are laws, then it stops being a case of management companies having to convince the hotel owner to follow best practices, they will just have to.”&lt;/div&gt;

If the building has not been designed with sustainability in mind, as is often the case in China, it is hard at that stage to go back and persuade the owner to make changes.&lt;/div&gt;

Other people in the industry say hotels in Hainan could be encouraged to improve their ecological credentials if China’s National Tourism Administration integrated its star-rating system with its “Green Leaf” awards system. Currently only a handful of hotels have applied for Gold or Silver leaves, which award hotels for initiatives such as energy efficiency, use of locally sourced food and abandoning the use of wasteful disposable wooden chopsticks. Not one hotel on the island has an international green award.&lt;/div&gt;
Greenpeace has accused the resorts on Hainan Island of stripping the coast of pine trees.&lt;br /&gt;

Greenpeace's main concern for the island focuses on its forests. In September 2010, the environmental group published a report saying resorts were stripping the coast of the pine trees that have traditionally protected the island against typhoons and tsunamis in order to offer guests sea views, or replacing them with more “tropical”-looking palm trees.&lt;/div&gt;

The group also warns that the rainforests inland, which are home to clouded leopards and the critically endangered black-crested gibbon, are being illegally logged or cleared for industrial-scale farms or golf courses. “There are laws to prevent these things from happening,” says Yi Lan, forest campaigner at Greenpeace. “But the government does not enforce them.” As well as the government upholding its laws, she says hotels should be forced to carry out and publish Environment Impact Assessments before they are given permission to build&lt;br /&gt;
While it is true that the government has done little to make others follow green principles, it has been steadily improving its own performance. The province now processes more of its waste than any other—a huge improvement from a few years ago—and it has begun a pilot recycling programme for paper and glass with 30 hotels, local media has reported.&lt;br /&gt;

Hainan is also aiming to burn 300m fewer tonnes of coal a year but it is doing so by building a second nuclear power plant on the island. Sewage treatment levels are also some of the highest in the country, state media has reported.&lt;br /&gt;

Government officials privately concede there is much more that could be done but there is the feeling that Hainan is on the right road. “The central government and the world is watching us,” says Wang Jian-Sheng of the Hainan Tourism Development Research Association. “We simply cannot fail.”&lt;br /&gt;

Separated from mainland China by the Qiongzhou Strait in the north, most of the 34,000sq km island sits on the same latitude as Vietnam. Jutting out into the South China Sea and far away from China’s centres of power, successive emperors deemed the island, with its tropical climate and sometimes turbulent weather, to be a place of punishment. Fast forward a few hundred years and China’s Communist government is promoting Hainan as an island paradise that aims to compete with established destinations such as Bali or Hawaii by the end of the decade. The 2010-2020 Hainan International Tourism Island Development Plan, announced by China’s central government two years ago, plans to boost annual visitor numbers to the island to 77m in the next 10 years, up from around 30m today. But as well as attracting more tourists, the central government has also pledged to preserve Hainan’s unique ecology, saying the island will act as an example of sustainable development for China and the world.“Hainan can’t do without sunshine, beaches, green water and mountains if it wants development—ecology is Hainan's life,” Hainan’s governor Luo Baoming told Chinese media last year. Yet while no one doubts that the government is sincere in its desire to create a sustainable world-class holiday destination, the reality on the ground is somewhat different . Part of the government’s drive to turn Hainan into an international holiday hotspot also included announcing its intention to invest tens of billions dollars in the island’s infrastructure—airports, roads, ports and a rail link—which has led to an enormous construction boom. According to the Hainan Tourism Development Research Association, there are now over 250 star-rated hotels on the island with 30 five-star hotels appearing in the past two years. The president of the association, Wang Jian-Sheng, says 10,000 rooms came online since the beginning of 2010 and 10,000 more are likely to hit the market this year. “It’s actually impossible to keep count of how many rooms we have,” he says. “Development is too fast here. Hotels are appearing every day.” But while investors have moved fast on Hainan, the government has been less quick and there is little in the way of laws—apart from those that regulate all industries on the island—to ensure that the new developments are built in a sustainable manner. Green Hotelier spoke to numerous groups with resorts on the island, all of whom said waste reduction and water and energy-saving schemes are voluntary at the moment and there are no financial incentives or regulations—other than appealing to green-minded customers—to implement them. Of course, given China’s political system, that could all change rapidly and there are signs that the government may be about to start getting strict with hotels that break existing pollution and zoning laws in Hainan, according to Liu Weili, the president for design &amp;amp; technical services for Starwood Hotels in Asia. “The government actually has quite good codes on paper but the implementation is weak. Traditionally the government is relaxed when they need growth and they tighten up when things start to overheat,” he says. Grassroots action In the meantime, some hotel groups—both international and local—have taken it upon themselves to implement sustainable practices in the hope that others might learn from their example. Starwood, which has the biggest presence on the island with seven hotels, has committed to a 30% reduction in its energy use by 2020 and a 20% cut in its water use by the same year as part of its global plan to reduce its environmental footprint. Starwood’s Le Meridien Shimei Bay Beach &amp;amp; Spa Resort, for example, has employed a number of energy-efficient and water-saving measures, says its general manager Richard Li. These include replacing all lamps with energy-efficient alternatives, using grey water for WC flushing and irrigating the gardens, and the installation of low-flow restrictors on all taps in guest bathrooms. The resort is also helping the local community by maintaining roads in nearby villages and donating books and money to primary schoolchildren, and it hopes to soon source its fresh produce and seafood locally not only to reduce its “food miles” but also to provide a sustainable income to local farmers and fishermen. The Zhejiang Narada Hotel Group, a Chinese company that owns and manages four developments on the island, including the new mixed-project Narada Resort &amp;amp; Spa at Perfume Bay, has fitted each of its nearly villas with solar panels to heat water for the shower and Jacuzzi. The resort is also using its grey water to irrigate its extensive gardens and has planted trees throughout the property and along the coast. All of the resort’s fruit and vegetables come from farms less than 10km away. It also promotes the use of locally sourced honey and coffee to avoid the carbon emissions that come from importing items from Europe or coffee from Brazil. “The way I see it is win-win. The guests get to try something new, which enhances their experience and we have reduced our carbon footprint,” says Nicolas Solari, general manager of Narada Resort &amp;amp; Spa Perfume Bay on Hainan. But despite all of Narada’s efforts so far, few people seem to be interested in learning from their experience. Hainan’s international general managers established a committee to liaise with the island’s government a few years ago but foreign hotel groups say there has been little interest from the Chinese side to visit their resorts and learn from their experiments. The beautiful coastline is one of Hainan Island's big draws. One senior executive in the hospitality industry with responsibility for hotels in Asia said international chains needed to form a similar committee to liaise with China’s national government so they can present their concerns and lobby for tighter environmental laws. “Water flows the path of least resistance," said the source, who preferred to remain unnamed. “If there are laws, then it stops being a case of management companies having to convince the hotel owner to follow best practices, they will just have to.” Encouraging best practice He and others also said sustainable tourism practices might be more widely employed here if international hotel management were involved in the hotel-opening process much earlier on. Because all hotels in places such as Hainan are Chinese-owned, often the management group only sees the design after it has been completed and funding secured. Some are born hoteliers and others have the hospitality business thrust upon them. Being a third generation hotelier, Nicolas C. Solari is a bit of both. He is a seasoned hospitality professional by heart, having followed in his father's and grand father's footsteps. His grandfather started the family tradition with a small hotel in Egypt. And Nicolas, as he puts it 'was born in the kitchen.' Nicolas and his father both attended the prestigious culinary school of Lausanne in Switzerland.&lt;br /&gt;
During his school days Nicolas started off by doing odd jobs, like washing dishes and waiting on tables in restaurants for pocket money. After he graduated, it seemed like a logical step for Nicolas to join the hospitality business. Which is precisely what he did, fitting in beautifully. At the age of 34, he was running his own restaurant in Switzerland. After the successful sale of his restaurant, opportunity came knocking on his door, and he was offered the option of either going to the Caribbean or China. Any average person would have caught the first flight available to the exotic Caribbean. But Nicolas who is anything but average, looked hard at a map of China and arrived in Sanya for the adventure of his life. He stayed 4 years in Sanya, a pioneer in the transformation of Yalong Bay into the Hawaii of China. He was part of the team that received the award for the opening of the first five star deluxe resort in China for Gloria Resort International.&lt;br /&gt;
Did he like Sanya I asked? But of course! "What's there not to like?" The wonderful weather, the beautiful beaches, the clean air and the warm-hearted people made Sanya a very special place. What about Dalian? He has been here since March and he likes it almost as much as Sanya. "The beaches are just as beautiful. The weather might be colder but the friendliness and warmth of the people of Dalian make it Sanya's equal."His adventures in Sanya came abruptly to an end due to the SARS epidemic. The hotel was closed and later sold. So he returned to Switzerland. But soon enough the call of adventure brought him back to China as General Manager of the beautiful Viking Century Sky, cruising the waters of the 'mighty Yangtze River.' With his buccaneering spirit he steered 3 of the river cruising projects to successful completion. It was a challenging assignment but the down side was the 'scarce' time he spent with his family. He was on board 9 months of the year and he realized that it was too high a price to pay. To miss his daughter*s first step and all the other precious milestones in her young life brought him back to dry land. This time the Solari family found themselves in the land of the Pharaohs. Though he enjoyed the challenge of opening a new hotel, the Maritime Royal Peninsula Hotel &amp;amp; Resort in Sham El Sheikh in Egypt ('like grandfather like grandson'), and welcoming important dignitaries to the Maritime Sharm El Shiekh International Congress Centre, his wife, who is from Beijing, wanted to return to China. They arrived in Dalian in March 2008. The suitcases have now been unpacked and roots are being put down. The Solari family hopes to stay here for a long time. "Nothing is definite in life, but the Nikko hotel is a wonderful property and I would like to stay here as long as possible," he explains with a wide smile.&lt;br /&gt;
This is wonderful news for the Nikko Hotels. Ever since Nicolas took over as General Manager of the Hotel Nikko Dalian, a fresh wind of change is blowing. "What is your most important task at the Nikko?" I asked. "He said that the secret of success is in the details. By the advent of many new branded hotels entering the Dalian hospitality arena, more and more hotel rooms are being created. By 2010 the number of rooms available will double. The guests have a wider choice, so it is vital to make every stay a success. I am now concentrating on improving our product. Nikko will offer our guests excellent food and the best service money can provide. My responsibility as a General Manager is to demand that excellence is pursued in every aspect of the hotel's function. We have brought professionals from America and Japan to train our staff. The Chinese are basically very hospitable people and they want to do their best. The only problem is the communication and we are working on that very important factor. We are also placing true professionals in key positions. Nikko has acquired a new Chef and a F&amp;amp;B Director. These were positions that were vacant and the lack of proper management was one of the problems in the past. But now I am realigning the standards and setting the bar higher." Nicolas believes that the people are the key to any operation. During the spring festival, the people of China clean their houses, prepare delicious food, dress up nicely and wait with genuinely happy smiles at the door to greet friends and family. This is what Nicolas would like his staff to do everyday. Make everyday a spring festival celebration at the Nikko hotel!&lt;br /&gt;
The passion and the fire are very evident in Nicolas. Here is a man determined to succeed. So his reply to my question "what motivates you?" is no surprise. "Success," he answers firmly. "I am far from retired and have a long career ahead of me. At least that's what my wife tells me," he adds with his customary good humor. What are his future plans? "I have had a very exciting career and have been on many roller coaster adventures. But now since the birth of my daughter my priorities are changing a bit. Now it is time to give her some stability and for me to put down my suitcase. I am here in Dalian for the long haul."Nicolas is a larger than life character. His impressive girth shakes with mirth with his wonderful sense of humor. He enjoys life to the fullest. "It is very important to be happy," he says. "There is so much unhappiness in this world and there is no need for us to add to it!"&lt;/div&gt;

As of May 2008, the number of five-star standard hotels in Sanya which have been opened or under construction has exceeded 21.&lt;br /&gt;
Du Liyin, director of Sanya Tourism Developing Administration said that Sanya has 21 international resort hotel brands, making itself one of the areas with the largest number of global resort hotel brands in Asia region. In mainland China, Sanya owns more international hotel brands than major domestic cities such as Beijing, Shanghai and Guangzhou.&lt;br /&gt;
According to local media, there are currently a total of 172 hotels in Sanya, including seven with five-star qualifications, 20 at four-star level, 70 at three-star and below, and more waiting for four- or five-star qualification assessment. It is estimated that all hotels in Sanya will have a capacity of more than 10 million tourists per year.&lt;br /&gt;
In 2007, hotels in Sanya welcomed a total of 5,384,300 tourists who stayed in Sanya at least one night, and its total tourism revenue reached CNY8.011 billion. The number of international arrivals was 522,000 from over 100 countries and areas around the world.&lt;/div&gt;

The 2nd Chinese (Language) Speaking Area Origin8 Secretariat Members’ Meeting was held without a hitch by Hotel Nikko Dalian in the breezy month&lt;br /&gt;
of April. A total of six hotels participated, with secretariat members from chain hotels in Hong Kong and Taipei attending for the first time, expanding&lt;br /&gt;
the circle of exchange since the first meeting was held in August last year. The participating secretariat members gave presentations on Origin8&lt;br /&gt;
activities at their hotel in FY2007. These presentations were followed by heated discussion on problems found in promoting Origin8 and steps that&lt;br /&gt;
should be taken to achieve objectives for the current fiscal year. In particular, we were impressed by the endless hospitality of the secretariat member&lt;br /&gt;
and staff of Hotel Nikko Dalian, which hosted the meeting. Without&lt;br /&gt;

The first overseas area Origin8 Master training program was held in the Chinese&lt;br /&gt;
Speaking Area on April 10th and 11th at Hotel Nikko Dalian, following the same&lt;br /&gt;
area’s Secretariat Members’ Meeting. Attended by a total of eleven Master&lt;br /&gt;
candidates from four chain hotels in China, the two-day program which was a&lt;br /&gt;
new endeavour for the overseas area started amidst feelings of expectancy&lt;br /&gt;
and uncertainty. Communicating with the Japanese trainers in their common&lt;br /&gt;
language of English, the Chinese Master candidates learnt skills for use in circle&lt;br /&gt;
activities through games and practical exercises. While they experienced some&lt;br /&gt;
disconcertion at this new experience and the unfamiliar training style used in&lt;br /&gt;
the program, we were deeply impressed by the sight of the candidates engaging&lt;br /&gt;
in the training with diligent concentration.&lt;br /&gt;
