Deadline

Tertiary institutions across the country, yesterday, declared that they could only admit 704,000 students out of more than 740,000 candidates who are qualified to be given admission for the 2013/2014 academic year having scored 200 and above.

Out of the 1,735,720 candidates that registered for this year's Unified Tertiary Matriculation Examination, UTME, 1,540,179 candidates had their results released as 738,375 candidates have already crossed the 200 marks bar, even as the results of the 36,000 candidates that wrote computer-based tests have not been made public.

This came as the Joint Admissions and Matriculation Board, JAMB, and National Universities Commission, NUC, vowed to vet post-matriculation admissions.

The institutions also debated the cut-off mark for this year's admission after a rowdy argument at the 4th Combined Policy Committee meeting held at NUC headquarters in Abuja.

Cut-off marks reviewed

They arrived at 180 for degree-awarding institutions, while the cut-off mark for non-degree awarding institutions was pegged at 150 from 160 to encourage candidates to opt for polytechnics and colleges of education.

JAMB Registrar, Prof. Dibu Ojerinde, made the disclosures, yesterday, at the NUC headquarters, stressing that the admission capacity of tertiary institutions in the country had been raised to 704,000, from the initial 500,000.

Ojerinde said the board and NUC had to deal with the problem of admission of excess students for which the Federal Government was often pushed into a tight corner.

Admission deadline

He warned the institutions to stick to the deadline of October 31 for admission of students and cautioned that any student admitted outside the deadline would not graduate from the institutions.

He said: "I wish to remind you formally that all admissions will come to an end by October 31. All institutions are hereby called upon to adhere strictly to this date as late submissions will not be entertained.

"We have discovered that some universities and other institutions comply with admission deadline, while some others do not comply and up till date they are still admitting students."

He said that the scores of 180 and 160 were adopted last year as cut-off point, but was thrown open for institutions to agree on before adoption in the 2013/2014 year.

However, the debate on the cut-off for this year generated heated argument, but the institutions unanimously agreed to peg the cut-off mark at 180 for universities and 150 for non-degree awarding institutions.

Reasons for marks review

The institutions based their argument on the graph shown to them by JAMB, indicating that candidates preferred universities to polytechnics and colleges of education.

They argued that to encourage candidates to seek admissions in polytechnics and colleges of education, there was need to bring down the cut-off mark to 150 for non-degree awarding institutions.

Ojerinde reminded the institutions of the mandatory guidelines on admission, pegging criteria for merit at 45 percent, catchment, 35 and educationally less-developed states, ELDS, 20 for Federal Government-owned institutions.

For state-owned institutions, merit was put at 40 percent, catchment 40 and ELDS 20.

The Minister of Education, Ruqayyatu Rufa’i, announced the cut-off marks into Colleges of Education, Polytechnics and other degree-awarding institutions as 150 while 180 is for federal universities.

Rufa’i said this at the Fourth Combined Policy Meeting on Admission to Degree-Awarding Institutions, National Diploma (ND), Nigeria Certificate in Education (NCE) and National Innovation Diploma (NID) awarding institutions.

She said the meeting was to plan for the selection of qualified candidates into the nations tertiary institutions and also to restore confidence in the education system.

“I implore all stakeholders to follow the Federal Government's guidelines on admission which stipulates a 70:30 Technology/Non-Technology ratio for ND programmes.

“Also, 60:40 Science/Arts ratio for Degree and Nigeria Certificate in Education programmes and also to observe the criteria on merit, catchments and educationally less developed states.

“In addition, we must not forget the carrying-capacity of our institutions as approved by the accrediting bodies,'' she said.

According to her, the accreditation bodies are the National Universities Commission (NUC), National Board for Technical Education (NBTE) and National Commission for Colleges of Education (NCCE).

Rufa’i said in order to enhance the carrying capacities of the country's institutions the ministry had undertaken continuous development and rehabilitation of infrastructure in the institutions of higher learning.

She, however, said the Tertiary Education Trust Fund had disbursed N256.4 billion over the past three years for diverse development activities in the institutions.

She said that at the polytechnic level all the 51 Federal and state and polytechnics had benefited from rehabilitation and upgrading of their laboratories to 21st century standards at a total of N15 billion.

She said that this had helped to enhance the teaching and learning process in the institutions.

She also said that work had also started on the construction of micro-teaching laboratories in our colleges of education.

The minister also said that all Federal Colleges of Education and one state College of Education per state would benefit from this, making a total of 58 institutions at a cost of N11.6 billion.

“I am pleased that these interventions continue to translate to expanded carrying capacity in our institutions.

“For this academic year, we expect carrying capacity to increase from 400,691 admitted last year to over 500,000.

“I urge all institutions to carefully examine their carrying capacities in relation to their expanding infrastructure. You must make sure that you fill the quota for each course.''

She called on all institutions to adhere to the admission timetable as prepared by the Joint Admission and Matriculation Board (JAMB).

Rufa’i commended JAMB on the successful conduct of the 2013 UTME.

The Registrar of JAMB, Prof. Dibu Ojerinde, said the meeting was to prepare grounds for needed capital development to engineer the Nigerian Technological growth that would be attained through quality and functional education of the citizens.

“Let me remind all the federal institutions that the ratio of 45:35:20 for merit, catchment and educationally less-developed states, respectively, is still in force and should be adhered to strictly to ensure national cohesion.

“All Nigerians must be given the opportunity to mix and educate freely in any part of the country.''

Ojerinde also said the ratio of 40:40:20 for state-owned institutions must be strictly adhered to. (NAN)

Johnson announced the plan in Abuja on Tuesday at the ongoing Ministerial Platform when she presented the ministry's achievements in the two years of the administration of President Goodluck Jonathan.

She said the project currently being tested was part of the ministry's initiative to make Nigerian students a priority in the development of the Information Communication Technology (ICT) sector.

She said that the project was in collaboration with Ministry of Education, National Universities Commission, Universal Service Provision Fund (USPF) and World Bank STEP-B in the deployment of the education network to institutions.

“Next month we will launch that Fibre-optic Research and Education Network that is connecting 27 Federal universities to each other by the Internet.

“ The USPF supporting this project is expected to also connect 12 medical colleges, 28 off campus sites and nine federal universities by September 2013," she said.

She said that more state universities, polytechnics and colleges of education were expected to be connected to the network by 2014 and 2015.

Johnson said the ministry had initiated another programme, called “Tertiary Institutions Access Project (TIAP)" under which desktop computers, printers, and wireless network facilities, among others, would be provided for tertiary institutions.

She said, "the ministry through its TIAP project had established connectivity in 17 universities and their teaching hospitals using fibre optics technology.

"Since the implementation of the programme, about 204 institutions have connected to it, with 74 institutions in 2012.

“We also have another programme, `School Access Project (SAP), providing classmate PCs, with e-learning content and accessories, solar power solutions, high speed Internet connectivity and wireless network deployment to government public schools

“This has been implemented in 605 schools between 2010 and 2012 with additional 218 schools in 2013

"All federal and state universities have now signed up for our Student Computer Ownership Scheme that allows students to purchase laptops using a low interest facility with monthly repayment plan of between N3,500 and N5,800,'' she said.

Johnson, who decried low rate of adoption of ICTs by Nigerians, added that 0.9 per cent of households owned a PC, 3.6 per cent had access to one and 3.1 per cent accessed the Internet.

“An unacceptably high number of Nigerians are excluded from infrastructure that can meet their basic needs,'' the minister said.

She said that increasing the spread of ICTs, particularly through mobile phones, could be a means through which this could be corrected.

She noted that the ministry was extending communications infrastructure to un-served and under-served areas through the Accelerated Mobile Phone Expansion (AMPE-BTS) programme that was helping to deploy Base Stations in rural areas.

“A total of 54 base stations has been installed while additional 28 are planned for 2013.

“We also have Rural Broadband Initiative (RUBI) that provides wholesale Internet bandwidth to ISPs, Cyber cafes, and ICT centres like Community Communication Centres (CCC) in rural communities.

“Of the 18 pilot sites selected, 12 are 95 per cent completed and transmission testing is currently ongoing in Akure and Osogbo,'' she added.

Johnson said that the ministry was working to ensure that Nigerians had access to Internet at affordable prices, irrespective of their economic background.

She noted that with the intervention of the ministry, the number of base stations in Nigeria had increased exponentially since the inception of GSM service from 116 in 2001 to about 21,000 by 2010.

“The pace of growth has, however, slowed even as some existing base stations have been decommissioned as a result of terror attacks, theft and vandals.

“About 150 base stations were lost in 2012 due to bombings and flooding; twice as many dependent base stations were also affected,'' she said.

Johnson said the numbers of base stations in the country was expected to rise from the current 27,000 to 65,000 in 2018 to meet the national target of a five-fold increase in broadband penetration by 2018. (NAN)

<img border="0" src="http://4.bp.blogspot.com/-qZJwDVA5sgc/UZctF6rarEI/AAAAAAAADws/tcD4KOMP92A/s320/01.jpg" alt="JAMB Releases 68,000 Withheld Results with "No Biometric Verification" Related Issues" />

This was disclosed on Saturday by the JAMB Lagos Zonal Coordinator, Kamaldeen Oladeji.

Mr. Oladeji said the results, initially seized on account of biometric verification related issues, have all been released. He advised affected candidates, who had protested the development recently in Lagos, Kano, and other places to check their results on the board’s website.

A total of 1,629,102 candidates applied to sit for the Paper Pencil Test (PPT), while 15,008 candidates applied for the Dual Based Test (DBT), bringing the number of candidates to 1,644,110.

The results of over 1.5 million candidates were released on May 3.

No going back on computer based exams

Mr. Oladeji also said that there was no going back on the newly introduced Computer Based Test (CBT).

The zonal coordinator, who supervised the CBT of the Unified Tertiary Matriculation Examination at University of Lagos, said this in an interview with the News Agency of Nigeria (NAN) on Saturday in Lagos.

A total of 100,000 candidates would be taking the examination across 56 centres in the country.

The examination, which is the first of its kind conducted by the board, is expected to come to an end on June 1.

The zonal coordinator noted that if the country was to compete favourably with other climes, especially with regards to technological advancement, all hands must be on deck to support the initiative.

According to him, the adoption of the CBT will eventually assist in enhancing ICT skills amongst the citizenry.

“This CBT examination has come to stay, once we get it right, others will follow because as you can see, our education system is gradually transiting to e-education.

“This means, we should be talking e-learning, e-teaching, e-research across all the various levels of education in our system.

“With ICT, we can achieve a lot in no time, but the only challenge currently is that the computer penetration and infrastructural backing is still very low in our society,’’ he said.

Mr. Oladeji implored stakeholders in the private sector to strive to improve infrastructure and internet penetration across the country.

“The private sector must wake up to their Corporate Social Responsibility (CSR), in ensuring that they tag along this line and seek ways of partnering with government in achieving this feat,” he said.

<img border="0" src="http://4.bp.blogspot.com/-V8uANp1fVNY/UZip1kdRq-I/AAAAAAAADxM/xI2PFnkcUfI/s320/Mass+failure.jpg" alt="JAMB Releases 68,000 Withheld Results with "No Biometric Verification" Related Issues" />

According to him, education is a fundamental issue and must not be left to government alone to tackle, adding that if this was accomplished; the society will be the better for it.

“Government and private operators should partner in such a way that the CSR should be 80 per cent education and 20 per cent others.

“When we talk of human personnel capacity, especially in respect to ICT, we have it and I want to assure you that by 2014, we might likely not have any more Paper Pencil Test.

“The examination will be reduced to only the Dual Based Testing and the on-going CBT until 2015, when it will be a full blown CBT with the others completely phased out.

“I also want to state that as soon as the CBT mode fully takes shape, other examination bodies such as WAEC, NECO and others would follow, as the introduction of e-testing is already a national policy,” he said.

Mr. Oladeji said that if there was sound and qualitative education in place, there would be no militancy or any insurgent group holding citizens and government to ransom.

“Education promotes egalitarianism. If we want an egalitarian society, we must be educated,” he said.

The zonal coordinator said that the introduction of the CBT would also eliminate all forms of examination malpractice and assist candidates to develop skills in ICT.

The supervisor said that results of the 350 candidates, who wrote the examination at the University of Lagos, would be released within four hours after its completion.

He said that the results, which ought to have been released immediately after the test, were intentionally delayed, to avoid any attack on the systems by candidates who did not perform well.

“We are delaying the results slightly because we do not want the candidates to attack the system in a feat of anger, if they see their results instantly and are not pleased with their performance.

“The results will be made available to them through short message service (SMS) or any other means, but it will sure get to them same day,” he said.

Also, 91, 610 candidates will commence the Unified Tertiary Matriculation Examination, UTME. Computer based Test in the 7 various designated centres, CBT from Saturday.

Announcing the release of the results of the paper-based a fortnight ago, Registrar and Chief Executive of JAMB, Professor ‘Dibu Ojerinde, said the CBT will take place in the country and other countries namely Saudi Arabia, United Kingdom and South Africa.

Ojerinde who had said over 80, 419 results of the candidates were withheld for various reasons, noted that out of this figure, results of 68,309 candidates from various centres were undergoing further screening to ascertain their culpability, while results of 12,110 candidates had been withheld for possible disciplinary action.

Some of the candidates, who could not be verified as the biometric register could not show their finger print on examination day were listed by the invigilators in the affected examination centres and forwarded to JAMB head-office, Abuja, for scrutiny.

Ojerinde said the scheduled computer-based test will hold from May 18 till June 1 in over 70 centres. He advised candidates to reprint their e-Registration slips afresh to further ascertain their CBT centres.

Professor Dibu Ojerinde

An informed source told the Nigerian Tribune in Abuja, on Thursday, that Professor Ojerinde was expected to appear before the House Committee on Education today, to explain the rationale behind the mass failure and the way forward.

There have been protests from candidates, parents and guardians across the states of the nation since the results were made public.

Chairman, House Committee on Education, Honourable Aminu Suleiman, who confirmed the development in Abuja, explained that the summon became imperative because of the various complaints from the members of the public on the outcome of the examinations.

According to him, "we heard that JAMB authorities had formally explained some reasons for the mass failure, this is not enough if the content of the complaints of Nigerians is anything to go by."

Honourable Suleiman said "it can be recalled that the House passed a resolution asking JAMB not to use computer for the 2013 examinations and they said the board said it would make it optional; but there were still complaints by Nigerians that some students filled the manual or paper option only to find themselves being asked to write the exams using computers."

He alleged that the mass failure might not be unconnected with the introduction of computers for the examinations, bearing in mind that most so-called "Jambites" and especially those in government secondary schools were not exposed to computer before the examinations.

The board, however, withheld 12,110 results for possible disciplinary action.

The Registrar of JAMB, Prof. Dibu Ojerinde, announced this at a news conference on the release of the results in Bwari, FCT, on Friday.

The registrar said after thorough processing of answer scripts of the candidates who sat for the examination, the board discovered some forms of malpractice perpetuated during the conduct of the examination.

“However, the results of 68,309 candidates from various centres are undergoing further screening to ascertain the culpability of 12,110 candidates’ results.”

A total of 1,629,102 candidates applied to sit for the Paper Pencil Test (PPT), while 15,008 candidates applied for the Dual Based Test, bringing the number of candidates to 1,644,110.

“The general performance of candidates in this year’s examination shows remarkable improvement compared with last year.

“Ten candidates scored 300 marks and above, while 127,017 candidates scored between 1-159 marks.

“About 40,692 candidates’ results were invalid due to either multiple shading or no shading at all. After processing all the results, the board also discovered that about 47,974 candidates were absent.”

The registrar assured the candidates that their results could be accessed on the JAMB Website: www.myjambresult.com or www.jamb.org.ng using their registration numbers.

He said about 40 centres would be screened to ascertain their culpability and warned the public against Internet fraudsters.

“Information reaching JAMB shows Internet fraudsters are already telling candidates that their results could be upgraded in one form or the other.”

This is pure deceit, the public and candidates are hereby advised to disregard these fraudsters since they do not have access to our data.

“Let me once again state that candidates are allowed to change their choices of institutions and courses once only, this change has to be effected within two weeks from today.”

Ojerinde said the Computer Based Test (CBT) is scheduled to take place from May 18 to June 1 and appealed to candidates to reprint their e-registration slips afresh to further ascertain their CBT centres. (NAN)

Plus the Way Forward!

Chief Nyesom Wike, legal practitioner, politician and public administrator, is part of the team saddled with the Herculean task of repositioning Nigeria's education sector, as the Minister of State for Education. Unlike a core civil servant, Wike believes in achieving results without undue protocols.

Chief Nyesom Wike

According to him, Nigerians are in a hurry to see a change and are not interested in excuses as long as there are challenges capable of drawing back the education system, which holds the key to the nation's socio-economic advancement.

In this interview, Wike speaks on what the Federal Government has so far achieved, what it is doing to lift the education sector, meet the Millennium Development Goals, MDGs', targets and make Nigeria proud in the comity of nations. Excerpts:

How far is it true that the Federal Government has scrapped JAMB and NECO?

This government has not scrapped any of those institutions. It is true that a committee was raised by government headed by the former Head of the Civil Service of the Federation, Steve Orosanya, to look into the number of agencies and departments in the country and to recommend ways of saving costs.

That committee made some recommendations to government, which, in turn, set up another panel to write a White Paper on it. As we speak, the White Paper Committee is yet to issue its recommendations to government and I do not know where people are getting the rumours they are spreading across the country, causing apprehension in the process.

How do people jump into conclusion? Probably somebody might have discussed an opinion and somebody might have said,' look, this is what I would have done if I were on the committee', and somebody takes that as government position.

Even assuming that it happens the way people are suggesting, will that reduce the number of intake into universities? As far as I know, it is not the number of exams you write that increases the number of intake, but the facilities that the institutions have on ground.

For example, if a university is supposed to admit one thousand students for a particular year, that is just what it can take and not the number of people who might have written and passed JAMB. No. So, it is not like if JAMB conducts exams, people would have more access to university education in Nigeria. Or that people would not have access to universities if it no longer conducts the examinations.

We know that the National Examinations Council, NECO, came in to check the monopoly that the West African Examinations Council, WAEC, was enjoying. If it is cancelled, Nigerians will return to the dark days. What do you say about that?

I have told you government is yet to take a position on any of these education agencies. People may be expressing their own opinions. The committee that was set up by government will take a final decision on whether NECO will remain or not. Until that is done, the body remains.

The White Paper Committee may make recommendations to government, which may be accepted or not. Government will not scrap NECO if it thinks it will not be in the interest of Nigerians. What is paramount is that government will take a decision that will be in the best interest of the people and not based on what some groups or segments would write about to win sentiment.

What has the government done to bridge the gap between degree and HND holders?

Is the problem of this country the dichotomy between HND and first degree? Why are we always placing emphasis on something that will not help us? That has to do with the labour market and not the Ministry of Education. The Federal Civil Service Commission that deals with the appointment and promotion of officers should be in a better position to shed light on that matter.

Ours is to make sure that Nigerians get quality education so that they can compete globally. I think we should concentrate more on what will make this country great and for our graduates to be able to compete effectively with others from other parts of the world instead of dwelling on what does not give us advantage in any way.

There has been pressure on government to bring the National Board for Technical Education, NBTE, and the National Universities Commission, NUC, under one umbrella for effective monitoring and supervision of our tertiary institutions. Is there any plan to merge them?

Let me say that government does not intend to do a thing like that because these bodies have their statutory roles to play in the advancement of education. I will never be in support of that; rather we should be encouraging more polytechnics in order to be able to produce skilled manpower for this country.

There is no need for all Nigerians to be called graduates. We should encourage technical education, which makes one to be self-reliant. As we speak, we don't even have enough polytechnics to serve Nigerians who are yearning for the opportunity to get technical know-how that can make them successful in their chosen areas.

Instead of converting polytechnics to universities, we should be talking about how to make technical education readily available to the youths to make them more productive and creative, be on their own and excel like what obtains in other countries.

Technology holds the key to economic transformation and we should not be left behind because of sentiments. Many of the so-called polytechnics have defeated the purpose of their existence by trying to offer courses that should be offered by conventional institutions.

You find many of them offering courses in business administration instead of core engineering and technology-based areas that would give their graduates an edge. Obviously, the confusion must be curtailed for the benefit of Nigerians.

But what has the ministry done about it?

The NUC is there to regulate courses offered by the universities.

We don't give funds to the universities. They get their funding directly from the Federal Ministry of Finance. We don't appoint Vice Chancellors and we cannot also sack them. People talk about university autonomy. It is the governing councils that have the power to discipline university officers.

Our own is to provide the rules and regulations as supervisors of the system.

But the ministry can direct on what courses the universities and polytechnics should offer and pass same to the NBTE and the NUC.

That is what we are saying that each should pursue its core areas at all times and stop dabbling into what does not help them and their students.

We want them to stop pursuing things that are not relevant in their areas of competence. Polytechnics should concentrate on the training of students on engineering, building technology and the likes and stop straying into conventional courses that universities should handle.

The same thing goes for agriculture universities?

The fact that a university is designated as agriculture university does not mean it should not offer some other courses. They can offer agric engineering and other related courses to benefit the community because the concept of a university implies universality.

Government is desirous of providing opportunities for Almajiris. How far has the project gone?

We are happy with the rate we are going in terms of the projects earmarked for the scheme. One of the reasons I have been meeting the contractors and those agencies that awarded the contracts is to enable us find out who is responsible for the non-execution of the contracts. What has been the bane of contracts supervision in this country before now is lack of supervision.

That is why l invited the agencies awarding the contracts, which are under my purview. l also invite the banks and the Universal Basic Education Commission, UBEC, to find out what the challenges are. My regular meetings with the agencies and contractors have made it possible for me to clear all the challenges on the way of the projects and we have made considerable progress. I do not believe in sitting down in the office and being told about what is going on in the field so that I am not given wrong information.

We are not interested in bureaucracy; from the meetings, we find out who and who is delaying the execution of the contracts. As a result of my insistence that we must also be on the project sites without the knowledge of the contractors, it has become possible for us to get results.

The banks have not been able to withhold money meant for the projects while the consultants do not have any excuse for not approving certificates of work already done by contractors. Look at the library project we are providing at the Federal Government Colleges across the country.

Because of the way we are monitoring those handling the projects, I can tell that at least 60 percent of the work is almost completed. Look at the girl- child schools we are building, they are almost completed because we are there almost every day. I don't have time sitting in the office.

I want to see that is being done at the project sites to minimise the abandonment of government projects. The era of paying out money to non-performing contractors is over and those who must come to get jobs from the Ministry of Education must be ready to perform or steer clear of our jobs.

What percentage of work has been done?

For UBEC, what has been awarded is about 100 schools. 70 percent of those schools have been completed, but, to me, that is not completion. We are also doing furnishing. There is no point completing a building without furnishing it. As we are completing the furnishing, we are handing the schools over to states. It's part of the Federal Government's contribution to the efforts to reduce the number of children out of school.

And government is not only doing that in the North but also in the other parts of the country. We are doing same projects in the South-South and South-East to reduce the rate of girl-child drop- out of school. We are encouraging the establishment of vocational schools to provide the platform for people to further their education or acquire skills that can sustain them in life at the end of the day.

What is government doing about students' low performance in WAEC and NECO?

I don't agree with you. The rate is not dropping but has been increasing since we came into office. When we came into office in 2011, it was only 18 percent pass level. By 2012, the rate of pass had risen to 39 percent. This year, we recorded 50 something percent in core subjects including English and Mathematics because without the two you cannot say you have passed WASCE.

One thing about education is that you have to prepare for the results to show. It takes time to prepare for success. By the time we finish the library projects in the Unity Schools and furnish them with books, we would have gone a long way in encouraging students to read more than they are doing.

You cannot ask them to read when there is no place for them to sit down and read and where there are no books in the library. Now that government is providing all these things we are confident that their performance will be better in the years ahead.

One aspects of the school system that seem to have died a natural death is monitoring and supervision, which was very critical to hard work and discipline among teachers and students in the past. What are you doing to revive the system?

Before this government came into office, the budget for education was nothing to write home about. But because of the commitment of President Goodluck Jonathan to the revival of the sector, the budget has been increasing yearly. If you want to achieve quality education without putting in place a good monitoring and supervision agency, then you have not started.

We are fully aware of the importance of that department and we have taken appropriate steps to restore its pride of place in the scheme of things. That is why we have provided more funds, vehicles and other services necessary to boost its performance and produce concrete results.

Adequate money has also been provided in the budget for that department so that the officers there can easily move about with motivation to see how the schools are working and what needs to be done in time to ensure that the schools work effectively for both the staff and students.

What is the ministry is doing to restore the lost glory of Unity Schools?

We are making steady progress in that area. What I can tell you is that the rehabilitation of the schools cannot be done in one day, but we have designed a template to get them refurbished and put them to better use. There were no teachers in many of the schools and some of the teachers were casual staff who were being paid N15,000 a month and their morale was at the lowest ebb until this government came in and changed all that .

It was a sad commentary that for over 15 years no government before President Goodluck Jonathan remembered that they should employ quality teachers for the Unity Schools and motivate them to teach our students. Right now, we have completed a programme to employ at least 2,000 English and Mathematics teachers for the schools and pay them appropriate salaries to enable them to render effective service to the students.

It is unfortunate that nobody thought about this type of project before the advent of this administration. It is unfortunate too that this government came into power at a time things had gone so bad in virtually all the vital sectors of the economy. But this government is determined to fix all the problems in the education sector. It will take some time and that is why Nigerians should understand with the government and allow it to fix the problems.

Is the government worried that no Nigerian university is among the first 100 in the world?

Absolutely. There is no way a right thinking government like ours will not be concerned. We are aware and we are working very hard to change the situation for the better. We discovered to our chagrin that almost 60 percent of the lecturers in the universities do not have PhD.

To address the shortfall, the present administration has begun to train those who make first class in the best schools around the world. The first set of 100 first class beneficiaries have been sent out so that they can come back and teach in our universities.

It is the government's way of appreciating our best brains and encouraging them to come back and give service to the nation. No government in this country has ever done that and we are going to continue to do that until we get the required results. The training will continue yearly and any Nigerian who bags a first class degree is qualified for the scheme. We are confident that, in no distant time, what we are investing today will yield gains in our university system.

Is the country likely to attain Millennium Development Goals in Education?

What I can say is that we are making serious efforts towards meeting the MDGs in education. 2015 is around the corner and we are optimistic that we will make it. We are conscious of the need to put the right things in place so that the foundation of our education system is strong and able to take us to the next level.

That is why we are putting more effort to ensure that there is serious progress in students' enrolment into basic institutions. We are intensifying effort in providing the facilities to support girl-child education particularly in some parts of the country because of religious factors working against them.

We shall get there.

You have been minister of state for education for about three years now, what have you found out, what is the problem with the Nigerian education system and what do you think should be done?

We knew they were problems and that is why we are here. But one major problem afflicting the educational system is poor leadership.

And what do I mean by that? You post principals to schools, if they are going there without providing adequate leadership and making things to work, the whole system collapses and everyone becomes a loser. But if you have a leader who will say 'this is not acceptable' and that things must be done right, then you achieve results. You can see that money alone does not make the school system. You need strong leadership, discipline and students ready to learn and make a change.

So what should be done?

We need to be focused. We need to have the right leadership in our schools and ensure that teachers and students are committed to their work and results will come.

The union is demanding that the Federal Government pay the Earned Allowance owed its members, set aside the NEEDS Assesement Report on the university education system submitted to the government and address the issues of payroll and personnel information system.

SSANU President, Comrade Samson Ugwoke, disclosed this at the weekend while addressing newsmen at the end of the union’s NEC meeting held at the Ladoke Akintola University of Technology (LAUTECH), Ogbomosho, Oyo State.

He explained that the varsity workers would have no choice but to be forced into another protracted nationwide strike anytime from now, adding that other sister unions in the universities, namely the National Association of Academic Technology, (NAAT) and the Non Academic Staff of Universities and other allied institution(NASU), operating under the Joint Action Committee (JAC), had also been alerted to go on strike if the meetings fails to resolve the issues.

Ugwoke said the unions had delayed the strike following the intervention of the House of Representatives, which advised the executive to raise a supplementary budget to cover the payment of the allowances.

“All the unions at JAC, SSANU, NASU and NAAT were together at a meeting on the invitation of House Committee on Education. The committee invited us and a motion of urgent importance moved by Alhaji Bashir of Ngogo Federal Constituency in Kano on the looming strike in the university sector due to non-payment of Earned Allowance; NEEDS Assessement Report, and the IPC implementation, that is Integrated Payroll and Personnel Information System, which the Federal Government wants to embark on.

“Our meeting with them was very robust, interesting and successful. At the end, and as regards the NEEDS Assessement, IPC and Earned Allowance, the House suggested that the executive should raise a Supplementary Budget covering the Earned Allowance.

“To our surprise, the National University Commission (NUC) decided to write that it will take N157 billion. We said it is not true, IMC did not say it will take N157 billion to pay. How they came about that figure by Chief Babalakin was not clear to us. We were not taken along because when we met last, the position was that the non-teaching staff will go with Babalakin to the House Committee onEducation and the Senate Committee on Education and present the amount that will cover the four years arrears of Earned Allowance, including the 2013 aspect of the allowances in the 2013 budget.”

Head of Corporate Affairs of the University, Mr Adetunji Adeleye, told the News Agency of Nigeria (NAN) in Lagos on Friday that the accreditation started in Nov. 2012, and was concluded in March 2013.

“The Redeemer’s university has finally joined the league of the universities that have all their programmes fully approved and accredited by the NUC as it received full accreditation status.

“The programmes– Tourism Studies, History and International Relations– were approved during the visit of the regulatory body in November 2012, “ he said.

According to him, from 30 per cent accreditation of its programmes 18 months ago, the university finally met the stipulated criteria for accreditation of all its programmes by the NUC.

Adeleye also quoted the Vice Chancellor, Prof. Debo Adeyewa as saying that the result of the accreditation was the manifestation of the grace of God upon the university.

The vice- chancellor said the university would remain committed to its vision of becoming a renowned centre of learning for aspiring future leaders. (NAN)

In a statement signed by its President, Prince Miaphen, NANS said such actions were antagonistic to the development of education in the country.

“The attention of the national leadership of NANS has been drawn to a recent pronouncement by the government to cancel JAMB and NECO.

“We condemn in totality any attempt to scrap NECO, as it is the only indigenous examination body for ordinary level pupils in the country.

“NECO should rather be reformed and empowered to carry out its obligation as the only indigenous examination body in the country rather than being scrapped.

“It should be noted that other countries have up to five different examination bodies; it is not too much for Nigeria to have at least two of such bodies for O’ level.”

NANS accused the West African Examination Council of not representing the interest of Nigerian students enough at that level as its curriculum is seen as not reflecting the Nigerian system, which they say usually leads to mass failure of Nigerian students in WAEC-conducted examinations.

The students also want to know what the Federal Government plans to do with the staff of both organisations.

NANS maintains UTME should remain, but restructured and strengthened to be the sole regulatory body for entrance examinations into higher institutions in the country.

“The post-UME examination should be scrapped because it is more or less a duplication of responsibility.

“Many Nigerian youths have been facing a lot of setbacks because after passing UTME, they fail post-UME after spending so much money,” the students said.

Akanbi, who made this known in an interview with journalists on Friday, said the decision had both positive and negative implications.

According to him, one of the most negative implications is the thousands of jobs that may be lost as a result of the cancellation of the two examination bodies.

“If JAMB and NECO is scrapped, what will be the fate of the workers of these organisations that are in all the 36 states of the country?" he queried.

Akanbi said government should not rush to streamline the examination bodies without first considering the fate of the workers.

The NLC chairman also said that a lot of things should be put in place before government entrust the responsibility of conducting examinations solely on WAEC.

Akanbi, who is also NUT Chairman in the state, noted that WAEC did not belong to Nigeria alone as it was a body jointly owned by some West African countries.

He noted that it was a good move for Federal Government to streamline the number of agencies in the country.

The NLC chairman, however, said such move should start from the Presidency and National Assembly, as the two bodies took the lion share of the nation's budget recurrent expenditure.

“We should not just scrap JAMB and NECO. We should request National Assembly to maintain fiscal discipline," Akanbi said.

He said that reducing the cost of governance should not be done in isolation, but across board.

According to him, Nigerian workers must not be made to suffer government's decision to reduce cost in governance. (NAN)

These institutions (as well as the older universities within Nigeria) should be merited or ranked in some way so that the educationalists and stakeholders in Nigeria can see where we are on a worldwide scale.

A search on Google produced a page; www.4icu.org/topAfrica which lists the University of Lagos (some may call it Moshood Abiola University) in 16th position in the Top 100 Universities and Colleges in Africa. Quickly, one can be impressed by the position of’ the Lagos University ‘Web’ Ranking, until close scrutiny is given to the ranking criteria (which is Google search popularity and mentions!)

This criteria is unlike the QS world university rankings, which extrapolates data and use the metrics of Academic Reputation, Employer Reputation, Faculty Student Ratio, Citations per Faculty, International Faculty, in and out bound International Students and Staff with a PhD and other benchmarks to determine its rankings. Therefore, based on each one in their own right, a picture can slowly emerge on why our universities may be quite a long way off being on any ‘top’ list of merit.

Lets just focus on the area of in and out bound international university students in Nigeria. There are over 17,500 Nigerian students studying in British universities this current academic year. The increase is a thousand plus higher than the 16,680 registered in the 2009/10 academic intake.

Additionally, Nigeria’s student population is the third highest from non European Union countries, trailing behind India and then China (data gleaned from UK Council for International Student Affairs). The Parliamentary member Iain Stewart, is quoted as saying, “by 2015 the numbers of Nigerian students in the UK will be 30,000.” Further, Stewart explained that the international students market was worth nearly 10 billion pounds, and he urged UK politicians and the academic sector to place more importance on the industry.

Possibly, our own Politicians, Educational stakeholders and The National Universities Commission (NUC) should take a leaf from Mr. Stewart’s full speech and the way the UK Government identifies gaps and weak areas or ways forward. Retention of our nations students who propose to migrate to other pastures to study is also not effective. To date, I am yet to see any survey or mass promotion done within Nigeria hoping to retain those leaving secondary school from studies abroad. Primarily it should be a drive targeting parents or schools who have children intent on studying at a university abroad. Normally, at least 5 years before a child is of age for university their parents have the mindset of overseas continuation of studies.

Lets talk about Inbound university students. The figures for students based overseas purposely leaving their residence and pining to study at a university in Nigeria is non existent (I have done many a Google search). Any figures possibly may show students coming ‘under duress’ having ‘misbehaved’ overseas and reluctantly were tricked in coming back home.

The question still begs answering, How and what is the way forward for Nigerian Universities to be seen worldwide as attractive for Tertiary studies? Readers reactions and comments are welcome...
