“Where do I plug in my OBD II scanner?” If you’ve been around GT-Rs long enough, you’ve heard this from a new owner of a 1990s Nissan Skyline. And if you’re one of the old guard, you already know the answer: you don’t.

In the United States, all 1996-and-newer vehicles use OBD II—a universal diagnostics standard. Before OBD II, every carmaker used their own protocol and connector. Nissan used Consult.

That means if your Skyline is an R32, R33, or R34 GT-R (1989–2002), it does not have a true OBD II port. Japan didn’t broadly adopt standardized OBD II until the early 2000s, and even then it rolled in gradually. You can still find cars in some markets sold much later without full OBD II compliance.

The Consult port is Nissan’s proprietary diagnostic connector.

R32 GT-R: Driver’s side fuse box area. Pull off the small knee panel and look above the fuses for a gray connector—that’s the Consult port. The catalytic converter over-temperature light doubles as a check engine light.

If someone plugs in a generic OBD II reader and gets a P0141 (O₂ heater circuit)—that applies to OBD II cars. JDM Skylines won’t output SAE P-codes unless the car’s been fitted with a modern ECU that emulates OBD II. Many standalones (Link/Haltech/Emtron) can log over CAN/USB and may offer OBD-emulation modes, but that’s separate from Nissan’s 1990s Consult protocol.

Bringing a Nissan Skyline GT-R into the U.S. has never been simple, but in 2025 the challenge isn’t just finding the right car in Japan — it’s keeping up with constant changes in import tariffs. For 25-year old GT-Rs, the duty rate has shifted multiple times this year, making cost planning more complicated than ever.

The Long-Standing Baseline

Passenger vehicles (like the GT-R): 2.5% MFN duty, a rate that’s been in place since the 1930s and carried into the modern Harmonized Tariff Schedule in 1989.
Trucks: 25% duty, the infamous “Chicken Tax” that’s been around since 1964.

For decades, Skyline importers only had to worry about the 2.5% base duty — predictable, easy to plan for.

April 2025: Boost Spikes

In April 2025, Executive Order 14289 / Proclamation 10908 hit the gas:

Passenger vehicles jumped from 2.5% → 25%
Trucks went from 25% → 50%

At the same time, a special carve-out appeared for 25-year old vehicles — which conveniently includes most R32s, R33s, and early R34s. Under 9903.94.04, if your GT-R was subject to the 232 Auto tariff, you didn’t have to pay the additional 10% IEEPA reciprocal duty.

Between April and early June, that meant 25 year old GT-Rs landed at 2.5%, avoiding the reciprocal hit.

June 4, 2025: Rules Rewrite

On June 4, 2025, CBP released new stacking guidance. The key twist:

“Subject to” only counts when you actually pay more than 0%.

So if your GT-R qualified for the 25-year carve-out (and therefore paid 0% under 232 Auto), CBP said you weren’t really “subject to” it — which meant the 10% reciprocal duty kicked in anyway.

Reality check for Skyline importers:

April–June 3: GT-Rs = 2.5% tariff, no reciprocal.
June 4 onward: GT-Rs ≥25 years old = 2.5% base + 10% reciprocal = 12.5%.

September 2025: Another Shift

Just when everyone thought they had it figured out, the rules changed again.

Effective September 15, 2025:

Passenger vehicles from Japan, including the Skyline GT-R, now face a flat 15% tariff.
Trucks from Japan remain at 50%.

Why It Matters

If you’re importing a Nissan Skyline GT-R today, your duty bill depends not just on the model and year, but the exact date your entry was filed:

April – June 3: GT-R = 2.5%

R34 GT-R Key Programming Guide – Transponder and Remote

The R34 GT-R uses a transponder key that is different from earlier R32 and R33 models. If your car still uses the original Nissan Anti Theft System (NATS), it’s important to get the correct key for programming.

If you're running an OEM ECU with NATS, you’ll need the H0564-AA410 key. While transponder key programming is possible in the US, it requires specialized tools. Some Nissan dealers and locksmiths can handle it, or you can use Grid Datascan as we demonstrate below.

The non-transponder keys are cheaper, but won’t start the car if NATS is active. Valet key options also exist for limited access use.

The bill, championed by California State Senator Shannon Grove and backed by collector car icon Jay Leno, proposes a 35-year rolling exemption from smog testing for vehicles registered as collector cars. If fully enacted, this would give relief to thousands of enthusiasts who maintain older vehicles with care, integrity, and limited road use.

Here’s the real-world breakdown:

The bill still needs to pass the Assembly, be signed by the Governor, and survive the full legislative process.
Current proposed implementation date is 2027 — so nothing changes today.
It won’t apply to imported vehicles unless they’ve already been brought into compliance (e.g., through BAR or CARB Executive Order processes).
This law is not a free pass for modified or non-compliant cars, but it’s a huge step toward recognizing enthusiast-owned classics as low-impact, historically significant vehicles.

⚖️ The Reality of Compromise

A lot of people are talking about historic plates, collector insurance, or even mileage limits, but the truth is:

If you don’t compromise, you get nothing.

Then came Cypress, where we expanded with a proper retail facility, growing our team and connecting face-to-face with buyers who had waited years for their dream car. Many of them didn’t just buy cars—they became friends, ambassadors, and repeat customers.

The Nissan Skyline GT-R R34 is one of the most beloved Japanese sports cars of all time. Yet, despite its legendary status today, the R34 GT-R was not a commercial success during its production run from 1999 to 2002. So what went wrong?

🇯🇵 1. Japan’s Lost Decade and the Asset Bubble Hangover

By the late 1990s, Japan was still recovering from the collapse of its 1980s economic bubble. The domestic market was shrinking, wages were stagnant, and consumer confidence was low. The R34, though highly engineered, was released into a market with little appetite for expensive performance cars.

The R34 was never officially exported to the U.S. due to cost and compliance issues. A strong Japanese yen also made it less competitive globally. The car’s ¥5,000,000+ price tag limited buyers to Japan and a few RHD markets.

This is still our lead development car for track-focused GT-R tuning. With each event, the car gets faster, and the data keeps teaching us something new—especially on suspension tuning, diff temp management, and aerodynamic tweaks.

We’ve been working on multiple ideas around the R34 Multi-Function Display (MFD). These include original unit repairs and upgraded replacements that maintain the factory look while improving reliability and adding sensor support. One prototype keeps the stock shell but adds new graphics and consult inputs—another is a full digital display in a plug-and-play form.

BAS Hybrid Dyno Charts

We’ve been looking at Belt Alternator Starter (BAS) units, checking out the torque-fill and regen potential. Low-end torque increases could be measurable, though modest—but the packaging potential and simplicity make it worth exploring for some use cases.

NVCS Charts

Testing NVCS timing activation points showed improvements in boost threshold and midrange drivability. Slight cam timing changes make more difference than you'd expect when dialed for real-world driving.

New Coil Testing

We’ve been testing a number of R35-style and aftermarket coil packs. Some show better performance at high RPM under load, especially with proper dwell control and heat management.

Reverse Cooling Development

We’re experimenting with reverse-flow cooling on the RB platform. Head-first flow provides better temperature consistency under boost and reduces localized knock risk. Early testing includes plumbing mockups and simulation.
