Photoshop: Outlining an image/shape/layer

Hold down ctrl and click the layer thumbnail in the layers palette.

Make a new layer, select that layer and go to Edit>Stroke (Outline image) and a dialogue box will appear to let you decide color and size of the stroke.

Then drag that layer below your object and voila.
