The need to avoid the precipice tax has become even more urgent than before.

For weeks, polls of “likely voters” have told conflicting stories: National surveys see a presidential race is neck and neck, or possibly Mitt Romney leads by a nose, while credits statewide election President Obama with a consistent advantage, especially in the Electoral College.

There are several possible explanations for this discrepancy. In a couple of days, we’ll know which one is right.

A possibility offered by raucous supporters on both sides, is that polls show that the other team is ahead propaganda exercises instead of public opinion research. Clearly, there is at least a small grain of truth in this statement. Some pollsters have clear party affiliations, while others are independent organizations that nonetheless have a relatively constant tendency to lean in one direction or another. Analysts have a term for this:. “Home bias”

I think the basic problem is that most of the surveys try to treat all participants equally, as much as possible. But some people are more likely than others to share what they will do, and some people are more likely than others to actually go ahead and do it.

Let’s start with the basics. If you want to measure the possible outcome of the next election, not survey people who can not vote, such as children and foreigners. And this is where there is a potential problem. Consider a group of 200 people: 100 and 100 back to Romney supporting Obama. Among this group, hypothetically, personal circumstances, such as work schedules and child care , and different levels of enthusiasm for their candidate, are such that 90 of the 100 voters Romney actually the polls, while only 80 of the 100 voters Obama will do. Obama, until they become involved in post-Sandy recovery last week, looked like a candidate who believed he was on the road to defeat. Romney has always fought as one who sees victory coming. believe that both parties have reached conclusions similar to mine, with Republicans are already trying to position themselves for jobs in the Romney administration.

The conclusion is that pollsters can only talk to registered voters or likely voters, while elections are decided by actual voters. In most surveys, determining a likely voter is probably not accurate enough to matter, especially when both parties are more or less equally likely to vote. But this is not like that kind of choice for me, and the systematic bias that Silver has cautioned us seems likely to be at work.
