کامران مائیکل کواقوام متحدہ انسانی حقوق اجلاس میں سخت سوالات کا سامنا

نیویارک وفاقی وزیر انسانی حقوق سینیٹر کامران مائیکل نے اقوام متحدہ کے انسانی حقوق کمیشن اجلاس میں شرکت کی۔کمیشن کے اجلاس میں جب پاکستان کے حوالہ سے انسانی حقوق کے جائزہ کا وقت آیا تو وفاقی وزیر کامران مائیکل کو تیز وتند سوالات کا سامنا کرنا پڑا۔اس دوران کئی بار نوٹ کیا گیا کہ وہ تسلی بخش جواب نہیں دے پائے ہیں۔ وفاقی وزیر کی کئی ایک اہم امور پر تیاری نہ تھی۔ ایک موقعہ ان سے پے درپے سوال کی بوچھاڑ کردی گئی جس پر وہ مطمئن کرنے والے جواب نہ دے سکے۔وفاقی وزیر کامران مائیکل سے سوال کرنے والے پاکستان میں انسانی حقوق کی صورتحال اور انسانی حقوق کی پامالی پر کافی معلومات رکھتے تھے۔اقوام متحدہ کے انسانی حقوق کمیشن نے واضح انداز سے پاکستانی وفد کے سربراہ کامران مائیکل سےکہاکہ اسے اتنی بڑی تعداد میں صحافیوں اور انسانی حقوق کے کارکنوں کی ہلاکتوں پر تفتیش ہے جس کے مقابلے میں سزائیں نہ ہونے کے برابر ہیں۔ایک رکن نے سوال کیا کہ آخر کیوں لڑکوں اور لڑکیوں کی شادی کی عمر کے حوالے سے ملک بھر میں فرق ہے؟ پورے ملک میں لڑکوں اور لڑکیوں کے لیے یہ عمر 18 برس ہونی چاہیے۔لاپتہ افراد کے معاملے میں وفاقی وزیر کامران مائیکل نے وضاحت پیش کی کہ یہ لوگ 'خود ہی لاپتہ ہو جاتے ہیں' جس کے جواب میں ایچ آر سی رکن نے پوچھا کہ 'آپ کیسے سپریم کورٹ کی جانب سے اس بات کوتسلیم کیے جانے کا انکار کر سکتے ہیں کہ ملک کی سکیورٹی ایجنسیاں لوگوں کو جبری طور پر لاپتہ کرنے کے عمل میں ملوث ہیں۔'کامران مائیکل کے مبہم جواب سے مطمئن نہ ہونے پر ایچ آر سی نے کہا کہ پاکستانی وفد ایسے اقدامات یا مقدمات کی فہرست پیش کرنے میں ناکام رہی ہے جس سے ثابت ہوتا ہو کہ حکومت نے جبری گمشدیوں پر کارروائی کی ہے جس سے یہ نتیجہ نکلتا ہے کہ کوئی کچھ بھی کر سکتا ہے بغیر اس خوف کے کہ اس کے خلاف تادیبی کارروائی ہو گی۔کمیشن نے اس بات کی یقین دہانی بھی مانگی کہ پاکستان انسانی حقوق کے حوالہ سے بین الاقوامی معاہدوں و قوانین کی پاسداری کرئے گا۔وفاقی وزیر کو آگاہ کیا گیا کہ کئی ایک کیسز میں ان معاہدوں کی صریحاًً خلاف ورزی کی گئی ہے۔اس موقعہ پر جب انسانی حقوق کے وزیر نے بتایا کہ ان کی وزارت میں ایک خصوصی سیل قائم کیا گیا ہے تو اس کے جواب میں کمیشن نے کہا کہ ایسا ہی انسانی حقوق کے بارے میں سیل سپریم کورٹ میں بھی قائم ہے مگر اس کی کوئی افادیت بظاہر نظر نہیں آتی۔
