RE: Dispensation from the Thirty-day Preparation Period and the Publication of Banns

Dear Reverend Monsignori and Fathers:

This is to reiterate some policies on Marriage promulgated by the Catholic Bishops’ Conference of the Philippines pursuant to canon 1067, and to specify archdiocesan policies in line with these.

The CBCP Complementary Norms of the Code of Canon Use, recognized by the Sacred Congregation of Bishops on September 27, 1985 (Prot. n. 35/84) under the heading of Nuptials and the sub-heading Pre-nuptial Inquiry provides the following:

On the preparation period:

#1 Those who intend to get married shall inform their proper parish priest, at least one month before the date of their wedding, in order to enable him to help them prepare for its celebration according to the laws of the Church. Only in very special cases and with the permission of the local ordinary can a wedding be solemnized within a shorter period of time. (italics supplied)

On Banns:

#17 Banns of marriage shall be announced orally or in print to the faithful for three (3) consecutive Sundays, or Holidays of Obligation, or on other days where there is a great convergence of the faithful. (italics supplied)

#18 The local ordinary may also allow the posting of the banns at the door or in the bulletin of the church, for a period during which there are three (3) Sundays or Holidays of Obligation, or other days where there is a great convergence of the faithful.

#19 The banns shall be announced in the proper parish of each of the contracting parties where they are better known according to the judgment of the priest who is conducting the investigation. (italics supplied)

#20 Publication of the banns shall also be done in other parish or parishes where there exists a reasonable suspicion that either or both parties might have incurred a matrimonial diriment impediment.

#21 The parish priests of the aforesaid parties are earnestly requested to cooperate with the parish priest who conducts the pre-nuptial interview by carrying out, at the latter’s request, the publications of the banns and by sending him the results in due time.

#22 When the parishes where the interview or the publication of the banns are to be done belong to different dioceses, the request to perform them as well as the transmission of the information already obtained shall be coursed through the diocesan curia of the parish where the banns are to be published.

#23 There shall always be a period of at least two (2) days between the last publication of the banns and the celebration of marriage. (italics supplied)

Considering the spirit of the CBCP Norms, as well as to avoid abuses and confusion, we decree the following policies to reiterate, to clarify and to add to the abovementioned:

A. On the preparation period:

1. It is to be conscientiously observed, that those who intend to get married shall inform their proper parish priest, at least one (1) month before the date of their wedding, in order to enable him to help them prepare for its celebration according to the laws of the Church. (also reiterated by September 29, 1992 Circular of Archbishop Quevedo)

2. To emphasize the importance of preparation for marriage, although they may be granted, exceptions are to be discouraged. Only in very special cases and with the permission of the local ordinary can a wedding be solemnized within a shorter period of time.

3. Dispensation from the thirty-day (30-day) prescription may be granted by the local ordinary (the Diocesan Bishop, the Vicar General, or the Episcopal Vicar). Ordinarily, the Episcopal Vicar may grant the dispensation.

4. Those who seek dispensation shall ask the parish priest to request from the local ordinary on their behalf. The letter of request shall be given to the local ordinary. The local ordinary then grants a rescript.

5. Dispensation fee shall be Php 500 for the Vicarial Fund, plus Php 50 per diem, which shall be for the parish where the marriage will be solemnized.

6. The Episcopal Vicar is to record the dispensation in a Book of Dispensations.

B. On banns:

It is to be conscientiously observed that three (3) banns of marriage shall be announced orally or in print to the faithful for three (3) consecutive Sundays, or Holidays of Obligation, or on other days where there is a great convergence of the faithful to guarantee the absence of impediments.

Only in very special cases and with the permission of the Diocesan Bishop, or a local ordinary with his express delegation may the number of banns be reduced.

The parish priest, having ascertained the eligibility of the parties to marry is to request from the Diocesan Bishop or to whom he expressly delegated the faculty a dispensation from the banns. The letter of request shall be given to the Diocesan Bishop or to whom he expressly delegated the faculty, who responds through a rescript. Ordinarily, the Episcopal Vicar may grant the dispensation.

Dispensation fee shall be Php 500 per unannounced banns. The fee shall be added to the Vicarial Fund.

The dispensation is to be promptly recorded in a Book of Dispensations.

Anything to the contrary is abrogated. This is for immediate implementation in the Archdiocese. I enjoin that there be thorough catechesis as a result of these policies.

In the face of the possibly catastrophic effects of A(H1N1), we turn to our God, the Source of all life and goodness, the Great Healer, the Lord and Giver of Life. Let us all pray:

Oratio Imperata for Swine Flu

God, Our loving Father we come to you in our need to ask your protection against the Swine flu that has claimed the lives of many in Mexico and has affected many more not only there but in other countries as well.

We ask for your grace for the people tasked with studying the nature and cause of this disease and of stemming the tide of its transmission. Guide the hands and minds of medical experts that they may minister to the sick with competence and compassion, and of those in government and private agencies that must find cure and solution to this disease.

We pray for those afflicted, may they all be restored to health soon.

Grant us the grace always to be filled with hope that you watch over us with love and providence and that your will for us is always good.

We make our prayer through our Lord Jesus Christ your son, who lives and reigns with you and the Holy Spirit, one God forever and ever. Amen

International Theologian in Theology Symposium in Baguio

The Catholic Theological Society of Northern Luzon is holding a symposium on May 5 and 6 at the San Pablo Major Seminary in Crystal Cave Road, Baguio City. The guest speaker is FR. DAVID POWER, OMI, Professor-emeritus from the Catholic University of America.

The Most Reverend Local Ordinaries, the Reverend Monsignori and Priests, the Reverend Sisters, seminarians and all theology graduates and enthusiasts are invited. Written invitations shall be sent, but even walk-in participants shall be welcome.

CTSNL aims

· to promote studies and research in Roman Catholic Theology

· to foster theological reflection on current socio-economic, political, cultural and religious realities particularly in Northern Luzon

5th National Convention of Chancellors and Chancery Staff

The Chancellors, Vice-Chancellors and Chancery Staff are flocking at Playa Tropical Resort in Curimao, Ilocos Norte for the 5th National Convention of Diocesan Chancellors.

Appropriately, the theme of the gathering is "Wellness in the Chancery Ministry."

Msgr. Roy Rosales, President of the National Association of Diocesan Chancellors of the Philippines together with Fr. Nolasco Pascua of Laoag put together this event.

The conferences will be on April 14-16.

Part of the convention will be a tour of the Ilocos. On April 16, the delegates shall be in Vigan. The Archdiocese welcomes the delegates to the Local Church of Nueva Segovia, the seat of which is in the historic Heritage City of Vigan.

The Archdiocese of Nueva Segovia is hosting the 17th National Convention of the Canon Law Society of the Philippines on April 21-22 in the Heritage City of Vigan.

The convention conferences will deal with "The Filipino Migrant Worker: A Canonico-Pastoral Challenge to the Philippine Church". Among them will be:

1. The Pastoral Needs of Filipino Migrant Workers and their Families: An Overview which will be delivered by Dr. Maruja Asis, Director for Research & Publications, Scalabrini Migration Center, Manila;
2. The Downside of Migration: Some Canonical Problems Posed by Filipino Migrant Workers to be delivered by Msgr. Gamaliel Talubing, JCD, Judicial Vicar of Dumaguete;
3. Shepherding an Itinerant Flock: A Survey of Current Organization and Jurisdictional Structures for Migrants, to be delivered by Fr. Jim Achacoso, JCD, Executive Secretary of the CLSP.

This year's theme: "The Canonical Aspects of the Pastoral Care of the Filipino Migrants" is a very relevant topic especially for us Filipinos. The Philippines is the 4th largest labor sending country next to China, India and Mexico. We have more than 8.5 million Filipinos deployed in 180 countries. Of that number half of them are women and notably most of them are mothers! We can therefore more or less foresee the possible problems that may erupt due to this situation: abuse of women, neglect of children, women's and children's rights violation, family issues and problems, marriage complications and the like.

All roads led to Candon last March 14.

Fr. Leo Inofinada celebrated his 50th Anniversary as a priest. The Solemn Thanksgiving Mass which the Jubilarian presided was attended by lay faithful and religious from different places. Archbishop Ernesto Salgado, together with Clergy of the Archdiocese, as well as some from La Union and Ilocos Norte concelebrated.

Msgr. David William Antonio, Vicar General shared an insightful homily. He began by noting that in celebrations like the one at hand, there seems to be no need to deliver a homily, because the occasion and the celebrator already speak for themselves. The golden jubilarian is already a wonderful homily - a testimony of the enduring grace and love of God, a testimony to a struggle to faithfully remain in the priesthood. Msgr. William continued to give some pointers on the role of the clergy.

An important part of the celebration was the jubilarians' renewal of priestly commitment. Fr. Leo knelt before the Archbishop to renew his commitment to the priestly vocation in service of God and His People. After the renewal, the Archbishop gave Fr. Leo a kiss of peace.

Fr. Leo was visibly jubilant throughout the occasion. In his thanksgiving words, he primarily expressed gratitude to God who sustained him through the "long and winding road" of the priesthood.

A plenary indulgence, upon the completion of the added requisites may be granted to those who attended the solemn Eucharist. The usual requisites are: a sincere heart seeking God's compassion, receiving communion on the occasion, receiving sacramental confession a week before or after the celebration, and praying for the intentions of the Holy Father.

After the Holy Mass, the people moved to the Candon City Civic Center for a hearty lunch.

Abbot Santos Rabang, Episcopal Vicar for the San Lorenzo Ruiz Vicariate marks his 70th year today.

Apo Santos is the Archdiocesan Director of the Archdiocese's Commisison on Christian Formation. He authored catechetical materials and other books (some in English and others in Ilocano). Lately, he published a booklet entitled, This Marvellous Human Body where he shared his "theory and praxis" of the "body as a sacrifice to God", a "worship of God in spirit and truth".

He teaches spiritual theology, catechetics and homiletics at the Immaculate Conception School of Theology in Vigan. He facilitates retreat and recollections to various groups.

He currently resides at the Christ of the Desert Monastery in Alangan, Sto. Domingo, Ilocos Sur.

The clergy of the San Lorenzo Vicariate shall gather today at the Alangan monastery for a Vicarial Assembly, hosted by Apo Santos.

We pray for the eternal repose of the soul of Mr. Guillermo "Gil" Cabaccang, the beloved father of Rev. Virgilio Cabaccang, parish priest of the Asuncion de Sta. Maria Parish in Sta. Maria, Ilocos Sur, Philippines. Mr. Cabaccang died in California.

Services will be offered at the De Young Shoreline Chapel Mortuary in Stockton, CA on February 28 and March 1 from 10AM - 5PM.

The funeral mass will be on March 2, 10Am at the St. Luke Church. Thereafter, his remains will be interred at the San Joaquin Catholic Cemetery.

We also pray for the soul of Msgr. Moises Andrade of the Diocese of Malolos. He died last February 23. Msgr. Andrade used to be President of the association of Diocesan Chancellors in the Philippines.

Another Jubilee in the Year of Jubilees

When it rains it pours.

Years 2008 and 2009 are graced years for the Archdiocese. June 2008-June 2009 is the Pauline Jubilee Year. September 2008-September 2009 is the 250th year since the transfer of the seat of the Local Church from Lal-lo in Cagayan to Vigan in the Ilocos. The year 2008 also marks the 25th anniversary of the founding of Caritas Nueva Segovia, Integral Youth Ministry and the weekly of the Archdiocese, Timek ti Amianan.

Adding to the joys of the Year of Jubilees is the gift of another Golden Jubilarian. Last year (March 22, 1958-2008), Fr. Amador Foz celebrated 50 years in the priestly ministry. This year, it is FR. LEOBARDO INOFINADA's turn.

Fr. Leo was ordained priest for the Archdiocese of Nueva Segovia on March 14, 1959. Currently he is Chaplain of Hospitals in Candon, attached to the Parish of San Juan Sahagun in Candon City.

Fr. Leo is celebrating his thanksgiving mass on March 14, 2009 at 10AM at the Candon Parish Church with the Archbishop and the NS Clergy concelebrating.

For this year's Lenten Message, I wish to focus my reflections especially on the value and meaning of fasting.

At the beginning of Lent, which constitutes an itinerary of more intense spiritual training, the Liturgy sets before us again three penitential practices that are very dear to the biblical and Christian tradition -- prayer, almsgiving, fasting -- to prepare us to better celebrate Easter and thus experience God’s power that, as we shall hear in the Paschal Vigil, "dispels all evil, washes guilt away, restores lost innocence, brings mourners joy, casts out hatred, brings us peace and humbles earthly pride" (Paschal Præconium). For this year’s Lenten Message, I wish to focus my reflections especially on the value and meaning of fasting. Indeed, Lent recalls the forty days of our Lord’s fasting in the desert, which He undertook before entering into His public ministry. We read in the Gospel: "Jesus was led up by the Spirit into the wilderness to be tempted by the devil. He fasted for forty days and forty nights, and afterwards he was hungry" (Mt 4,1-2). Like Moses, who fasted before receiving the tablets of the Law (cf. Ex 34,28) and Elijah’s fast before meeting the Lord on Mount Horeb (cf. 1 Kings 19,8), Jesus, too, through prayer and fasting, prepared Himself for the mission that lay before Him, marked at the start by a serious battle with the tempter.

We might wonder what value and meaning there is for us Christians in depriving ourselves of something that in itself is good and useful for our bodily sustenance. The Sacred Scriptures and the entire Christian tradition teach that fasting is a great help to avoid sin and all that leads to it. For this reason, the history of salvation is replete with occasions that invite fasting. In the very first pages of Sacred Scripture, the Lord commands man to abstain from partaking of the prohibited fruit: "You may freely eat of every tree of the garden; but of the tree of the knowledge of good and evil you shall not eat, for in the day that you eat of it you shall die" (Gn 2, 16-17). Commenting on the divine injunction, Saint Basil observes that "fasting was ordained in Paradise," and "the first commandment in this sense was delivered to Adam." He thus concludes: " ‘You shall not eat’ is a law of fasting and abstinence" (cf. Sermo de jejunio: PG 31, 163, 98). Since all of us are weighed down by sin and its consequences, fasting is proposed to us as an instrument to restore friendship with God. Such was the case with Ezra, who, in preparation for the journey from exile back to the Promised Land, calls upon the assembled people to fast so that "we might humble ourselves before our God" (8,21). The Almighty heard their prayer and assured them of His favor and protection. In the same way, the people of Nineveh, responding to Jonah’s call to repentance, proclaimed a fast, as a sign of their sincerity, saying: "Who knows, God may yet repent and turn from his fierce anger, so that we perish not?" (3,9). In this instance, too, God saw their works and spared them.

In the New Testament, Jesus brings to light the profound motive for fasting, condemning the attitude of the Pharisees, who scrupulously observed the prescriptions of the law, but whose hearts were far from God. True fasting, as the divine Master repeats elsewhere, is rather to do the will of the Heavenly Father, who "sees in secret, and will reward you" (Mt 6,18). He Himself sets the example, answering Satan, at the end of the forty days spent in the desert that "man shall not live by bread alone, but by every word that proceeds from the mouth of God" (Mt 4,4). The true fast is thus directed to eating the "true food," which is to do the Father’s will (cf. Jn 4,34). If, therefore, Adam disobeyed the Lord’s command "of the tree of the knowledge of good and evil you shall not eat," the believer, through fasting, intends to submit himself humbly to God, trusting in His goodness and mercy.

The practice of fasting is very present in the first Christian community (cf. Acts 13,3; 14,22; 27,21; 2 Cor 6,5). The Church Fathers, too, speak of the force of fasting to bridle sin, especially the lusts of the "old Adam," and open in the heart of the believer a path to God. Moreover, fasting is a practice that is encountered frequently and recommended by the saints of every age. Saint Peter Chrysologus writes: "Fasting is the soul of prayer, mercy is the lifeblood of fasting. So if you pray, fast; if you fast, show mercy; if you want your petition to be heard, hear the petition of others. If you do not close your ear to others, you open God’s ear to yourself" (Sermo 43: PL 52, 320. 322).

In our own day, fasting seems to have lost something of its spiritual meaning, and has taken on, in a culture characterized by the search for material well-being, a therapeutic value for the care of one’s body. Fasting certainly bring benefits to physical well-being, but for believers, it is, in the first place, a "therapy" to heal all that prevents them from conformity to the will of God. In the Apostolic Constitution Pænitemini of 1966, the Servant of God Paul VI saw the need to present fasting within the call of every Christian to "no longer live for himself, but for Him who loves him and gave himself for him … he will also have to live for his brethren" (cf. Ch. I). Lent could be a propitious time to present again the norms contained in the Apostolic Constitution, so that the authentic and perennial significance of this long held practice may be rediscovered, and thus assist us to mortify our egoism and open our heart to love of God and neighbor, the first and greatest Commandment of the new Law and compendium of the entire Gospel (cf. Mt 22, 34-40).

The faithful practice of fasting contributes, moreover, to conferring unity to the whole person, body and soul, helping to avoid sin and grow in intimacy with the Lord. Saint Augustine, who knew all too well his own negative impulses, defining them as "twisted and tangled knottiness" (Confessions, II, 10.18), writes: "I will certainly impose privation, but it is so that he will forgive me, to be pleasing in his eyes, that I may enjoy his delightfulness" (Sermo 400, 3, 3: PL 40, 708). Denying material food, which nourishes our body, nurtures an interior disposition to listen to Christ and be fed by His saving word. Through fasting and praying, we allow Him to come and satisfy the deepest hunger that we experience in the depths of our being: the hunger and thirst for God.

At the same time, fasting is an aid to open our eyes to the situation in which so many of our brothers and sisters live. In his First Letter, Saint John admonishes: "If anyone has the world’s goods, and sees his brother in need, yet shuts up his bowels of compassion from him -- how does the love of God abide in him?" (3,17). Voluntary fasting enables us to grow in the spirit of the Good Samaritan, who bends low and goes to the help of his suffering brother (cf. Encyclical Deus caritas est, 15). By freely embracing an act of self-denial for the sake of another, we make a statement that our brother or sister in need is not a stranger. It is precisely to keep alive this welcoming and attentive attitude towards our brothers and sisters that I encourage the parishes and every other community to intensify in Lent the custom of private and communal fasts, joined to the reading of the Word of God, prayer and almsgiving. From the beginning, this has been the hallmark of the Christian community, in which special collections were taken up (cf. 2 Cor 8-9; Rm 15, 25-27), the faithful being invited to give to the poor what had been set aside from their fast (Didascalia Ap., V, 20,18). This practice needs to be rediscovered and encouraged again in our day, especially during the liturgical season of Lent.

From what I have said thus far, it seems abundantly clear that fasting represents an important ascetical practice, a spiritual arm to do battle against every possible disordered attachment to ourselves. Freely chosen detachment from the pleasure of food and other material goods helps the disciple of Christ to control the appetites of nature, weakened by original sin, whose negative effects impact the entire human person. Quite opportunely, an ancient hymn of the Lenten liturgy exhorts: "Utamur ergo parcius, / verbis cibis et potibus, / somno, iocis et arctius / perstemus in custodia -- Let us use sparingly words, food and drink, sleep and amusements. May we be more alert in the custody of our senses."

Dear brothers and sisters, it is good to see how the ultimate goal of fasting is to help each one of us, as the Servant of God Pope John Paul II wrote, to make the complete gift of self to God (cf. Encyclical Veritatis splendor, 21). May every family and Christian community use well this time of Lent, therefore, in order to cast aside all that distracts the spirit and grow in whatever nourishes the soul, moving it to love of God and neighbor. I am thinking especially of a greater commitment to prayer, lectio divina, recourse to the Sacrament of Reconciliation and active participation in the Eucharist, especially the Holy Sunday Mass. With this interior disposition, let us enter the penitential spirit of Lent.

May the Blessed Virgin Mary, Causa nostrae laetitiae, accompany and support us in the effort to free our heart from slavery to sin, making it evermore a "living tabernacle of God." With these wishes, while assuring every believer and ecclesial community of my prayer for a fruitful Lenten journey, I cordially impart to all of you my Apostolic Blessing.

This is to invite you to attend a theology lecture on the occasion of our Academic-Pastoral Function here in ICST. It will be given by a world renowned theologian, Fr. Diarmuid O'Murchu. Fr. O'Murchu is also a social psychologist, a member of the Sacred Heart Missionary Congregation. He wrote very important books in theology, including the popular Quantum Theology: Spiritual Implcations of the New Physics. He is based in London. In his talk, he will deal with the reality of changing paradigms, in the world and in the church. This is very relevant because we do need to have a way of grasping and dealing with the fast changes in the society and the church.

This will be held here at the Immaculate Conception School of Theology Aula Magna (Auditorium) on February 6, 2009 (Friday), from 8:00 AM to 5:00 PM. (We will ask for a registration fee of 100 peso for the two meriendas of the day.)

In the footsteps of St. Paul...

This is a view of the cell where Sts. Peter and Paul were imprisoned. On the stone pillar with iron grills, the holy apostles were chained. On the wall is a relief of the scene of the baptism of the prison guards whom the apostles converted. The apostles drew water from the small well on the foreground for water to baptize the guards with.

The prison cell is carved from stone, chilly and dark, with very little ventilation. The air of holiness is manifest, however. Being in the prison-cave was a moving experience.

We too are imprisoned in many ways - the darkness of sin, the chill of hatred, the darkness of corruption, the chill of apathy, the darkness of exploitation, the chill of poverty. But even in the darkness and cold, the saving grace of faith flickers. As the apostle Paul puts it, "where sin abounds, grace abounds all the more."

The Archbishop today, together with some priests and religious and the Arzobispado and Curia staff celebrated a Mass for the departed priests of the Archdiocese as well as the relatives and friends of the staff, as well as friends and benefactors of the Archdiocese, at the Ayusan Sur Catholic Cemetery. After the Mass, the Archbishop led the blessing of the tombs of the priests at the back of the Chapel.

The Archbishop also blessed the tombs of the priests at the Old Camposanto in downtown Vigan.

With these acts, the Archbishop began the proper observance of November 1 and 2 - November 1 being the Solemnity of All Saints in heaven, and November 2, the day of Commemoration of All the Faithful Departed. The first is a day to thank the Lord for the countless holy witnesses whose lives had blessed us, and who now continue to interceded for us all. The second is a day to pray for all the faithful departed, especially our relatives, benefactors and friends, and also for those who have no one to pray for them. In our prayer, we hope that they now share in the glory of our Father, to whom we belong, alive or not.

In our times when these holy days are marred by mundane partying and misguided lore, we are reminded that this time of year, we are called to recognize and experience the communion of saints - we who are living pray for the dead that they may now share the eternal bliss of the Father, and join the rank of the saints who intercede for us in our earthly pilgrimage.

Rather than drown in the revelry of booze and discoing let us spend time to get together, enjoy family and pray. Rather than scare ourselves in misguided lore, let us reflect on the great goodness and love of God who has conquered and defeated all evil, and resolve to live in his goodness and love.

May we have a blessed All Saints Day. May we have a blessed All Souls Day.

Eternal rest grant unto the faithful departed, Lord. And let perpetual light shine upon them.
