				<content:encoded><![CDATA[<p>Once again, the NISOA Refresher Test will be administered on the Testing Tab at the <a href="http://nymisoa.com/s/arbiter" >NCAA Soccer Hub on ArbiterSports.com</a>. The 50 question test is now available and must be taken online. The NCAA requires officials who wish to be considered for all post-season assignments to take the test and correctly answer 90 percent of the questions. NCAA allows the test to be taken twice before the imposed August 19, 2013 deadline.</p>
<p>NY Metro ISOA members (including new members) must complete the refresher test (no pass/fail) as a condition of maintaining their "member in good standing" status. All active and probationary members must submit proof of completing the test by August 25, 2013 by forwarding the email confirmation you receive from ArbiterSports.com after you submit the refresher test to refresher@nymisoa.com. <strong>Make sure you forward the confirmation email from the email address you have on record with our chapter.</strong></p>
<p>iIf you are having problems accessing the test after June 1, 2013,  please make sure to fill out your annual registration form on the <a href="https://ncaasoccer.arbitersports.com/front/106254/Registration/2012-NISOA-Member-Registration" >Registration tab of the NCAA Soccer Hub</a>. You must register every year with ArbiterSports. The registration cost ($100 for non-NISOA members) is paid by NISOA as part of your NISOA dues. If you are having trouble accessing your ArbiterSports account, please contact Arbiter Sports Technical Support.</p>

Jim is the President of the Triple Cities ISOA as well as a NISOA National Referee Emeritus. The Region Representative's responsibilities include:</p>

				<content:encoded><![CDATA[<p>In response to recent issues regarding the administration of the NISOA Chapter Fitness Test, the chapter executive board  approved the following revisions to the chapter fitness policy:</p>
<p style="padding-left: 30px;" >NY Metro ISOA administers two NISOA fitness tests annually. The initial fitness test is usually administered in early June and the final fitness test is administered in July. NY Metro ISOA members in an active status are strongly encouraged to participate in one of the scheduled chapter fitness tests. <strong>New candidates and probationary members are required to participate in a scheduled NY Metro ISOA fitness test.</strong></p>
<p style="padding-left: 30px;" >Within one week after the final NY Metro ISOA fitness test and in no case later than July 20, the NY Metro ISOA Executive Board will notify area assignors with a list of chapter members who have not taken a scheduled NY Metro ISOA fitness test or who have failed to achieve the minimum standard for the fitness test.</p>
<p style="padding-left: 30px;" >National Referees and National Referee Applicants must have their fitness test data certified as required by the NISOA National Referee Program Administrators.</p>
<p style="padding-left: 30px;" ><a href="http://nymisoa.com/fitness/excuse.php" >Members who cannot attend a scheduled NY Metro ISOA fitness test must notify the NY Metro ISOA Executive Board, in writing, before the final NY Metro ISOA fitness test in July using this online form.</a> All notifications must include information detailing when and where (identify the NISOA chapter administering the test) the member intends to take the NISOA fitness test. NY Metro ISOA members who take the NISOA fitness test with another chapter are responsible to obtain their test results from that chapter. A NISOA clinician, NISOA assessor or the chapter president, must certify all test results from other chapters.</p>
<p style="padding-left: 30px;" >Members who fail to achieve the minimum standard at a scheduled NY Metro ISOA fitness test may not retake the test with another NISOA chapter within six months. The NY Metro ISOA Executive Board will not accept fitness test data from other NISOA chapters for NY Metro ISOA members who failed to achieve the minimum standard at a scheduled NY Metro ISOA fitness test.</p>

				<content:encoded><![CDATA[<p>Conference playoffs are starting today and the NCAA playoffs are just around the corner. Playoff officials should take a few minutes to review the tiebreaking procedure in Rule 7.1.2. NCAA-specific requirements include:</p>
<ul>
<li>Only players who are listed on the game roster are eligible to participate in the tiebreaker. Please note anyone on the roster may be designated to participate in the tiebreaker. There is no requirement for the player to be on the field when the second overtime period ends.</li>
<li>Each team shall designate 10 players to participate in the tiebreaker. I strongly recommend officials require the team to designate these 10 players before the tiebreaker procedure begins.</li>
<li>Once the kicks are taken, the order of the designated kickers shall remain the same. Kicks rarely go past the tenth kicker but if they do, officials must ensure the kicking order remains the same.</li>
<li>If a designated player is ejected during the tiebreaker, the opposing team has the option to reduce their list of designated players to match the number of remaining designated on the offending team or change their kicking order.</li>
<li>The visiting team calls the coin toss. The winner of the coin toss has the option to kick first or last. The referee will determine which goal is used for the tiebreaker.</li>
<li>Once the goalkeeper is designated, he or she shall not be replaced unless injured or ejected. Injuries in this case shall be determined by the attending physician and/or a certified trainer. The goalkeeper may return to the tiebreaker if physically able.</li>

				<content:encoded><![CDATA[<p>The state of our chapter treasury is excellent. As such, the Executive Board decided to authorize the purchase of a single short sleeve green grid shirt for each member in good standing. Here are the conditions of the purchase:</p>
<ul>
<li>You must indicate your shirt size on the <a href="http://nymisoa.com/shirts/green.php" >nymisoa.com website at this link</a>. Do not send us an email with your size. If your size is not logged on the nymisoa.com web site, no shirt for you.</li>
<li>You must be a member in good standing with the chapter.</li>
<li>You must be in a dues paying status for 2013.</li>
<li>Members who are inactive for the 2012 season may choose a one time chapter dues credit for 2013 if they register as an inactive member with the chapter for 2013. If you choose a dues credit, you still must pay NISOA national dues.</li>
<li>Active members are not eligible for a chapter dues credit.</li>
<li>Green striped socks are not a part of this initiative.</li>
</ul>
<p>We intend to place the uniform order during the offseason and have the shirts available for pickup at the 2013 fitness tests and rules meeting.</p>
