প্রধানমন্ত্রী শেখ হাসিনার উপদেষ্টাদের কর্মকাণ্ডের তীব্র সমালোচনা করেছেন ক্ষমতাসীন মহাজোটের সাংসদ রাশেদ খান মেনন। তিনি বলেছেন, ‘ট্রানজিট, শুল্ক কাঠামো ও টিপাইমুখ বাঁধসহ দ্বিপাক্ষিক বিষয়গুলো নিয়ে আমাদের উপদেষ্টারা এমনভাবে কথা বলেন, শুনে মনে হয়, তাঁরা প্রধানমন্ত্রী শেখ হাসিনার উপদেষ্টা নন, তাঁরা ভারতের প্রধানমন্ত্রী মনমোহন সিংয়ের উপদেষ্টা।’
জাতীয় সংসদে আজ রোববার রাষ্ট্রপতির ভাষণ-সম্পর্কিত ধন্যবাদ প্রস্তাবের ওপর আলোচনায় অংশ নিয়ে মহাজোটের শরিক বাংলাদেশের ওয়ার্কার্স পার্টির সভাপতি রাশেদ খান মেনন এসব কথা বলেন। তিনি আরও বলেন, ‘পররাষ্ট্রমন্ত্রী বলেন বাংলাদেশ নতজানু পররাষ্ট্রনীতিতে বিশ্বাস করে না। কিন্তু তিস্তা চুক্তি, টিপাইমুখ বাঁধ এবং ট্রানজিটের মাশুল নিয়ে উপদেষ্টা নামের আমলারা বালখিল্যতা করেছেন। আমলারা—যাঁরা এক্সটেনডেট গুডলাইফ লিড করছেন, তাঁরা যখন এই ধরনের কথা বলেন, তখন জনমনে হতাশার সৃষ্টি হয়।’
মেনন বাংলাদেশ ও ভারতের মধ্যকার বিরাজমান সমস্যা নিরসনের জন্য ভারত সরকারের প্রতি আহ্বান জানিয়ে বলেন, ‘সীমান্তে আজও মানুষ হত্যা হচ্ছে, টিপাইমুখ বাঁধ প্রশ্নের সমাধান হয়নি, তিস্তায় পানি পাইনি।’ তিনি দশম জাতীয় সংসদ নির্বাচন কোন সরকারের অধীনে হবে, সে সরকারের রূপরেখা কী হবে এবং সেই সরকারের প্রশাসনিক বিন্যাস কী হবে, তা এখনই স্থির করার জন্য সরকারের প্রতি আহ্বান জানান। তিনি বলেন, ‘বিরোধী দল যেন বাইরে বিভ্রান্তি সৃষ্টি করতে না পারে, সে জন্য অন্তর্বর্তীকালীন সরকারব্যবস্থা নিয়ে আলোচনা করুন।’
বিরোধী দলের উদ্দেশে রাশেদ খান মেনন বলেন, ‘সংসদে এসে অন্তর্বর্তীকালীন সরকারব্যবস্থা নিয়ে কথা বলুন। সংসদে আসতে লজ্জা হলে সংসদের বাইরে প্রস্তাব দিন।’
ওয়ার্কার্স পার্টির এই সাংসদ বলেন, ‘শেয়ারবাজারে যে লুটপাট হয়েছে, তার জন্য অর্থনীতির ওপর চাপ সৃষ্টি হয়েছে। জনগণ বিভ্রান্ত হচ্ছে। আমরা অর্থনৈতিকভাবে কোথায় দাঁড়িয়ে আছি, তা সংসদে তুলে ধরুন।’ তিনি বলেন, ক্রসফায়ার, গুম ইত্যাদি ঘটনায় মানুষের জীবনের নিরাপত্তা নিয়ে প্রশ্ন উঠেছে। সাংবাদিক সাগর-রুনির হত্যাকাণ্ড নিয়ে যা হচ্ছে, তা গ্রহণযোগ্য নয়। স্বরাষ্ট্রমন্ত্রী এই বিষয়টি প্রধানমন্ত্রীর দিকে ঠেলে দিয়ে নিজের কাঁধ মুক্ত করেছেন।
মেনন বলেন, দুর্ভাগ্যজনক হলেও সত্য, সংবিধানে ধর্মভিত্তিক রাজনৈতিক দল করার অনুমতি দেওয়া হয়েছে। ফলে পরাজিত শক্তি যুদ্ধাপরাধের বিচারের পথে বাধা সৃষ্টি করছে। সাম্রাজ্যবাদী শক্তিও তাদের পক্ষে দাঁড়িয়েছে।
ধন্যবাদ প্রস্তাবের ওপর আরও আলোচনা করেন স্বাস্থ্যমন্ত্রী আ ফ ম রুহুল হক, হুইপ শেখ আবদুল ওহাব, এন এম মাহফুজা খাতুন বেবী মওদুদ প্রমুখ।
পরে সংসদের অধিবেশন কাল সোমবার বিকেল পৌনে পাঁচটা পর্যন্ত মুলতবি করা হয়।

পাকিস্তানের গোয়েন্দা সংস্থা ইন্টার সার্ভিসেস ইন্টেলিজেন্স (আইএসআই) বাংলাদেশের প্রধান বিরোধী দল বিএনপির চেয়ারপারসন খালেদা জিয়াকে পাঁচ কোটি রুপি দিয়েছে বলে অভিযোগ উঠেছে। ১৯৯১ সালে সংসদ নির্বাচনে আওয়ামী লীগকে পরাজিত করতে আইএসআই খালেদা জিয়াকে এই অর্থ দেয়। দুবাই থেকে প্রকাশিতখালিজ টাইমস-এর এক প্রতিবেদনে গতকাল শনিবার এ তথ্য উল্লেখ করা হয়েছে।
পাকিস্তানের বিমানবাহিনীর সাবেক প্রধান এয়ার মার্শাল আসগর খানের দায়ের করা একটি মামলায় অভিযোগ করা হয়, ১৯৯০ সালে পাকিস্তানের পার্লামেন্ট নির্বাচনে বর্তমান ক্ষমতাসীন দল পাকিস্তান পিপলস পার্টিকে (পিপিপি) পরাজিত করতে বিরোধী দলগুলোকে আইএসআই ১৪ কোটি রুপি দেয়। খালিজ টাইমস এ-সংক্রান্ত একটি প্রতিবেদনে খালেদাকে আইএসআইয়ের পাঁচ কোটি রুপি দেওয়ার কথা উল্লেখ করেছে।
ওই প্রতিবেদনে বলা হয়, পাকিস্তানের নিরাপত্তার কথা বিবেচনা করে ‘ভারতপন্থী’ আওয়ামী লীগ তথা শেখ হাসিনাকে ঠেকাতে ১৯৯১ সালের নির্বাচনে খালেদাকে পাঁচ কোটি রুপি দেয় আইএসআই। তবে পাকিস্তানের দ্য নিউজ ও প্রধান বিজনেস ডেইলি বিজনেস রেকর্ডার-এর প্রতিবেদনে খালেদাকে অর্থ দেওয়া হয়েছে—এমন কোনো তথ্য নেই।
এই অভিযোগ প্রসঙ্গে বিএনপির ভারপ্রাপ্ত মহাসচিব মির্জা ফখরুল ইসলাম আলমগীর বলেন, ‘এটা মহা মিথ্যা। বিএনপি বিদেশিদের টাকায় চলা রাজনৈতিক দল নয়। এ খবর সম্পূর্ণ বানোয়াট, ভিত্তিহীন ও অপপ্রচার।’ তিনি বলেন, দি ইকোনমিস্ট-এ আওয়ামী লীগের বিরুদ্ধে প্রতিবেদন হয়েছিল, তার পাল্টা হিসেবে টাকা দিয়ে বিএনপির বিরুদ্ধে এই অভিযোগ তোলা হয়েছে।’
১৯৯৬ সালে করা আসগর খানের ওই মামলার শুনানি গত বুধবার অনুষ্ঠিত হয়। পাকিস্তানের প্রধান বিচারপতি ইফতিখার মোহাম্মদ চৌধুরীসহ তিনজন বিচারপতির সমন্বয়ে গঠিত বেঞ্চ প্রথম দিনের শুনানি শেষে ৮ মার্চ শুনানির পরবর্তী তারিখ নির্ধারণ করে। একই সঙ্গে আইএসআইয়ের তৎকালীন প্রধান জেনারেল আসাদ দুররানি ও মেহরান ব্যাংকের প্রধান ইউনুস হাবিবকে আগামী শুনানিতে হাজির করতে নোটিশ দেওয়ার নির্দেশ দেন। মেহরান ব্যাংকের মাধ্যমে এই অর্থ দেওয়া হয় বলে অভিযোগ রয়েছে।
সম্প্রতি তৎকালীন সেনাপ্রধান জেনারেল মির্জা আসলাম বেগ ও আসাদ দুররানি পিপিপিকে ঠেকাতে বিরোধী দলগুলোকে অর্থ দেওয়ার কথা স্বীকার করেন। তাঁরা আদালতে স্বীকারোক্তিমূলক হলফনামাও দিয়েছেন।
আদালতে দেওয়া দুররানির হলফনামা অনুযায়ী ওই সময় আইএসআই পাকিস্তানের বর্তমান বিরোধী দল নওয়াজ শরিফের পাকিস্তান মুসলিম লীগকে (পিএমএল-এন) ৩৫ লাখ, তৎকালীন প্রেসিডেন্ট গুলাম ইসহাক খানের নির্বাচন সেলের প্রধান লেফটেন্যান্ট জেনারেল রাফাকাতকে ৫৬ লাখ, প্রয়াত সাবেক প্রধানমন্ত্রী গুলাম মোস্তফা জাতোয়িকে ৫০ লাখ, সিন্ধু প্রদেশের সাবেক গভর্নর ইউসুফ হারুনকে ৫০ লাখ, সাংবাদিক আলতাফ হুসেইন কোরেশি ও মুস্তাফা সাদিককে পাঁচ লাখ রুপিসহ বিভিন্ন রাজনৈতিক দলের নেতাদের মোট ১৪ কোটি রুপি দেওয়া হয়।
৯১ বছর বয়সী আসগর খানের পক্ষে হাবিব ওয়াহাবুল খারিরি সম্প্রতি এ মামলা শুনানির জন্য আবেদন করেন। বর্তমানে আল জিহাদ ট্রাস্টের চেয়ারম্যান খারিরি ১৯৯৬ সালে মামলা করার সময় আসগর খানের পরামর্শক ছিলেন।
খারিরি বলেন, রাজনীতিতে আইএসআইয়ের হস্তক্ষেপের ইতি টানতেই তিনি এ মামলা শুনানির জন্য আদালতে আবেদন করেছেন। খালিজ টাইমস, দি এক্সপ্রেস ট্রিবিউন ও দ্য নিউজ।

Sheikh Hasina, the leader of an avowedly secular party, is set to return to power in Bangladesh, the

other end of South Asia’s arc of instability stretching from Afghanistan through Pakistan to India.

And because the teeming region, home to a fifth of the world’s population, is so closely intertwined

Hasina’s election and the change that she has promised to bring to her country will almost certainly have a bearing across South Asia, but especially for India and Pakistan.

Bangladesh, as far as New Delhi is concerned, is the eastern launching pad for Islamist militants hostile to it, complementing Pakistan on the west. So even if the heat is turned on the militants in Pakistan as India is demanding following the attacks in Mumbai, they or their controllers can unleash groups such as Harkat-ul-Jihad-al-Islami (HuJI) based in Bangladesh.

India’s new Home Minister P. Chidambaram told a parliament debate this month that Bangladesh had a responsibility to control the HuJI.

Hasina has said she wouldn’t allow her nation to be used to attack other countries, and her election has been welcomed in New Delhi. In particular the defeat of the Jamaat-e-Islami, the largest Islamist party and an ally of Hasina’s bitter rival Khaleda Zia, is seen as a sign that the country wants to stick to a secular democratic path. In that, New Delhi is hoping Hasina would act against the hardline forces who have attacked her as well .

But how far can she really go? She has a huge parlimentary majority but no politician in Bangladesh can been seen as doing India’s bidding. India, which was instrumental in Bangladesh’s birth as an independent nation from what was then East Pakistan, has over time been seen as a big brother, a hegemonic power.

Tensions are rarely far from the surface, with New Delhi routinely accusing Bangladesh of allowing tens of thousands of people to cross into its territory and live as illegal immigrants. Dhaka, in turn, accuses border guards of killing innocent Bangladeshis on the frontier, in the name of curbing infiltration.

This month the nations were feuding over the maritime border in the Bay of Bengal.

What of Pakistan? It has, as has “all weather ally” China, cultivated close ties with all of India’s neighbours including Bangladesh and Sri Lanka. How will it, and especially the military-intelligence establishment view Hasina’s return to power and her promise to crack down on hardline groups? The links of some of these groups such as the Huji go all the way to Pakistan, the Indians say.

And New Delhi is on a diplomatic offensive at the moment, trying to convince governments worldwide of the threat posed by these Pakistan-based organisations.

Feared India separatist leader invests millions in Bangladesh

The military leader of a rebel group seeking independence for India’s isolated north-eastern state of Assam earns millions of dollars each year from investments in Bangladesh, a Bangladeshi intelligence report seen by a local news agency revealed.

The news could test warming relations between the south Asian neighbours who for years clashed over the issue of rebels finding shelter in Bangladesh.

Paresh Barua heads a hardline faction of the United Liberation Front of Asom (ULFA) and is now believed to operate from camps in Myanmar, which borders Assam. The news of his investments sheds light on how he keeps his unit running. The U.S. State Department in 2006 estimated ULFA had several hundred fighters.

The report published by the Press Trust of India agency said Barua earns $1.5 million every quarter as remittance from businesses including real estate, shipping, textile and power, and another $500,000 through foreign exchange.

Barua invested $14 million in three Dhaka-based real estate firms in the name of a London-based businessman, the reports said. It was not clear where the money came from.

In recent years, Bangladesh arrested and deported a number of guerrillas operating from its territory, greatly improving ties with India, which has for decades fought armed groups that want independence in the distant north-eastern states.

Funding of multiple small insurgencies in the north-east, which is geographically and culturally isolated from the rest of India, has always been a topic of hot political debate, with fingers often pointed at arch-rival Pakistan.

Thousands have died in the violence since ULFA was formed in 1979 to fight for independence, accusing India of plundering mineral and agricultural resources.

Once popular, support for the group has sagged lately.

Leaders of several ULFA factions have accepted a ceasefire but Barua refuses to back down or negotiate on anything short of sovereignty.

ULFA’s chairman Arabinda Rajkhowa, earlier this year dropped demands for independence. India rejects supervised talks.

Bangladesh’s intelligence agencies are keeping a close eye on the companies Barua has invested in, and have informed the government about the developments, the reports said.

A 2007 report from security think-tank Stratfor describes Barua as “an enormously wealthy racketeer” worth $110 million with assets in the Persian Gulf whose organization generates huge revenues from extorting companies producing Assam’s famous tea.
