TAGBILARAN CITY, Bohol, Oct 14 (PIA) – Consistent with the projections, local leaders said Catigbian’s prime eco-adventure park has grossed more than P800, 000, barely four months after adventure tourists started piling in.

And, unlike what their projections were, the main bulk of adventure tourists were not even foreigners, admits Mayor Roberto Salinas over at Kapihan sa PIA Thursday.
“We never even realized it would be the locals who would be more attracted to the park and its activities, Mayor Salinas said.

Catigbain’s newest product is the Dagook Adventure Tourism Experience (DATE), a park that offers at least four adventure activities all set to solidly stake its claim as a wholesome family tourism destination.
DATE is in line with the Green Recreational Eco-Adventure Tourism (GREAT) Catigbian, he adds while relaying that the park was in fact their biggest gamble ever.

Already looking at the town’s great outdoor potential, Catigbain has supported private investors in designing outdoor activities, but several of them could not survive.

Seeing the concept for DATE, the local leaders saw an activity that complements the Abatan River Community Development as identified by the management council.

DATE park is our newest tourism product as Catigbian joins the tourism bandwagon within the Abatan circuit, adds Municipal Tourism officer Ardissa Estavilla.

Sold as an initiation into the emerging extreme eco-adventure tourism in its sister town in Danao, Catigbi-an’s four in one activity at the DATE park includes three traverses: on a hanging bridge in the Canopy Walk, on steel cables at the knee shaking Monkey Bridge and on a spine tingling zipline that swings you out from the top of the mountain back to the main activity center via the Mountain slide.

The traverses are ushered in by to moderately manageable treks based on their eyed market niche: students and aging citizens who profess they still have the nerves to explore the outdoors.

Identified by the Catigbian Performance Team as a tourism venture, the Date Park is the biggest gamble the local officials had waged in the past years, admits mayor Salinas.

Set in a 22 hectare lot the local government unit has acquired and developed using its local sources, DATE park slowly emerged from a convergence of fund sources including the Department of Tourism, The Department of Agriculture, former Senator Migs Zubiri, Catigbian’s Millennium Challenge Fund prize and a bold loan form a commercial bank.

We tapped a loan of P5.5 million from a commercial bank, payable in two years, to largely finance the development of the four in one activity, according to Mayor Salinas, while banking on the promise of an adventure tourism niche that has not been well explored that much.

Boasting of more than 5 thousand guests in the park logbook, the mayor who is also a retired navy captain claimed not everyone who comes in and experiences the rides puts in their names in the logs.
Now hoisting the challenge to students and senior citizens who may not have the luxury of time getting into local destinations, the mayor said handsome discounts are up for these markets.
Not a lot of young people have said they did not realize there is a thrilling destination out here, and we have gone to far away places to find them, the mayor said.

Now, we would make sure they would get a chance to prove they can get a slice of the thrill here, he said.

Sagay City celebrates 3rd Ata day

NEGROS OCC., Sagay City, October 14, (PIA) –- Sagay City recently celebrated the 3rd Ata Day to give due recognition and respect to one of the province’ indigenous people found in the mountains of this city.
The activity was supposed to be held last Sept. 30 in line with the World Tourism Day but was delayed by intervening events and of late, Typhoon Ramon.
The city would like to help preserve and promote the love for the vanishing culture of this small indigenous community in Brgy. Puey.
Brgy. Puey is 32 kilometers away from the city proper of Sagay.
A short program was conducted to discuss about sustainable community-based tourism, which will actively involve the Ata to help them generate income and preserve their vanishing culture.
Brgy. Capt. Salcedo and Village Chief Wilfredo Francisco both thanked the team for showing their concern and opening opportunities for the indigenous people.
Because it was cold and rainy, only two Ata kids dressed in their day clothes danced the inagong, a tribal dance with simple variety of steps involving hand and foot work depicting their way of life.
Apolinario Cervantes, an elder of the community, said their culture was handed down by their forefathers. Usually they use bamboo to provide rhythmic sound and costumes and dried barks of the tree stitched by hand.
The community, together with barangay officials, Philippine Army and Sagay City personnel also conducted a tree planting activity in the area. Planted seedlings were acacia and mahogany.
The residents expressed their commitment to take care of the seedlings.
A bag of rice and groceries were distributed to almost every households of the community.

Clark to host NorthPhil Tourism and Travel Expo 2011

CLARKFREEPORT, Pampanga, October 13 (PIA) -- Clark Freeport is set to host next month the 2011 edition of the annual exposition that showcases the rich culture and tradition, distinctive products and picturesque locations of Ilocos region, Cagayan Valley, Central Luzon, and the Cordilleras.

According to the Department of Tourism (DOT) Region 3, the 2nd North Philippines (NorthPhil) Tourism and Travel Expo will be held from November 11 to 13 in the event center of SM City Clark.

It will be bannered by the pavilions of the provinces of Aurora, Bulacan, Nueva Ecija, Pampanga and Tarlac; Clark Development Corporation, Subic Bay Metropolitan Authority; DOT Regional Office 1,2,3 and CAR; and corporate booths of various tourism-related businesses such as hotels, resorts, and airlines.

Aside from the expo, there will likewise be theatrical presentations, corporate game shows, product presentations, raffle draws, and crafts and culinary demonstrations.

In a statement, DOT Central Luzon regional director Ronnie Tiotuico said “the annual expo was conceived to solidify North Philippines as an international tourism hub.”

Tiotuico disclosed that “North Philippines’ major destinations alone accounted for 14 percent of the country’s total foreign and domestic tourist volume of 11.7 million in 2010.”

The major destinations in North Philippines are Ilocos Norte, Cagayan, Zambales, and Baguio city.

Tiotuico attributed the surge in tourist arrivals to the construction of the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEX) and the Diosdado Macapagal International Airport (DMIA). (WLB/CLJD-PIA 3)

Oktubafest takes center stage today at Leyte Park Resort

TACLOBAN CITY – Eastern Visayas’ best tuba producers will take center stage today for the fourth Oktubafest at the Leyte Park Resort Hotel gymnasium.

At least 25 local government units that include the towns of Julita, La Paz, Dulag, Mayorga, Tanauan, Palo, Alangalang, Tunga, Carigara Barugo, Babatngon, Burauen from Leyte province will be participating. Also to participate are the towns of Hinabangan, Villareal, Calbiga, Lawaan, Basey, Sta. Rita in Samar province; Balangiga, Sulat, Guiuan and Oras in Eastern Samar as well as Limasawa in Southern Leyte.

A new participant in this year’s Oktubafest is the city of Tacloban which will be joined and represented by the city’s districts such as Anibong, Sagkahan, Real, Nulatula, San Jose, Marasbaras and the downtown area.

Oktubafest is a food, drink and music festival showcasing the region’s tuba, a local wine made from the sap of a coconut.

An Waray party-list Rep. Florencio “Bem” Noel said the Oktubafest was conceptualized to highlight the region’s coconut industry and the tuba sub-sector since majority of the people depend on tuba for their livelihood.

Rep. Noel said tuba in Leyte is also referred to as a poor man’s wine because of its inexpensive distillation process and is a more accessible wine that the local people enjoy.

But he said it does not mean that the bahalina is a poor quality wine but rather is a high quality, organic wine that is not chemically processed.

Aside from the coconut sap, tuba is just added with tungog or barok, a mangrove bark which is known for its medicinal properties.

As in previous Oktubafest, main event is the search for the best tuba wine concoction chosen from among the tuba entries of the LGUs.

Today’s event will feature the region’s Best Bahal, Best Bahalina, Best Tuba Concoction (LGU and school category), Best Tuba-Infused Dish (LGU and school category), Best Photo Essay, Best Curacha, Best Festival Booth, on-the-spot Lakub Painting Contest, and Most Participative LGU Contingent.

Around 30 contingents from various LGUs and coconut industry associations in the region are expected to participate in this year’s Oktubafest.

Schools competing for the best tuba-dish and “kutil” are Holy Infant College, Leyte School of Professionals, ACLC, ABE, St. Scholastica, Eastern Visayas State University and Leyte Normal University.

Talent performers in the school band scene will also perform such as the Island Paradise, Succubus, Lazy Susette, Scarlet Alley with Sansen and Exoduce, the rap artist.

There would also be cultural performances from the Redemptorist Youth Choir, EVSU Chorale. Another feature of today’s Oktubafest is the tuba concoction free tasting.

LGU-participants joining in the Best Bahal and Best Bahalina categories are to bring one 5-gallon container of tuba to be used for the open public tuba tasting as their token entry.

Oktubest was first held in 2008. On its second year in 2009, it attempted to join the ranks in the Guinness Book of World Records with the most number of participants in a wine tasting event.

The 4th Oktubafest was organized by the An Waray party-list group.

World’s biggest dome to rise in Bulacan

CITY OF MALOLOS, Bulacan, October 14 (PIA) -- By 2014, Bulacan will outshine the world’s major cities of Los Angeles, London, and Seoul as history is being written here - Bulacan will be the site of the world’s largest dome.

Religious sect Iglesia ni Cristo (INC) funded P9 billion for the building of the said dome named Philippine Arena in Ciudad de Victoria, Bocaue town which is expected to be completed by 2014 for the group’s centennial celebration.

Touted the largest in the world, the Philippine Arena will have a seating capacity of 50,000 to 55,000, a floor area of 74,000 sq m, and an arched roof measuring 36,000 sq m.
Internationally acclaimed builders Populous of Australia, United Kingdom’s Burro Happold, and Hanwha E & C Corporation of Korea started the construction of the fully air-conditioned mammoth which shocked the engineers themselves.

“When INC first contacted us, we didn’t know a lot about the Philippines. We were astonished because the project is ambitious and unusual,” said Andrew James, Populous’ structural design consultant.

The Philippine Arena would be twice bigger than the Staple Center in Los Angeles, California with 21,000 sitting capacity and O2 Arena in London with 30,000 seats. It will also tower three times over the Seoul Olympic Gymnastics Stadium, Korea’s largest indoor arena.

During the recent groundbreaking ceremony, INC Executive Minister Eduardo Manalo said the dome will fulfill the dream of his father and predecessor, Eraño Manalo, of building a facility for the local and international community, “to serve and share God’s blessings.”
“The Ciudad de Victoria where Philippine Arena is being constructed will also be the home to EGM Memorial Medical Center, New Era University Bulacan campus, New Era University Sports Stadium Complex, and EVM Convention Center, capable of holding a wide range of events,” Manalo said.

Governor Wilhelmino Alvarado said the building of the dome in Bulacan is “a wise decision” as developments brought by it “will cascade down to all barangays and will benefit the whole province and the country as well.” (WLB/JMG-PIA 3)

Cultural officers, provincial board re-sked Bambanti festival celebration

ILAGAN, Isabela, October 14 (PIA) -- Cultural officers from the different municipalities of the province and the Sangguniang Panlalawigan members have agreed to re-schedule the Bambanti festival celebration from May 2 to May 10 to January 27 to January 31 to avoid the rainy season in May.

The Bambanti festival was not having much attention as it was being held simultaneously with the town’s founding anniversary as noted by Liga ng mga Barangay Provincial President and SP ex-officio member Napoleon Hernandez.

For this purpose, the Sangguniang Panlalawigan will soon pass a resolution declaring January 27-31 of each year celebrating the Bambanti Festival.

Sangguniang Panlalawigan Jaime Atayde, who served as the temporary presiding officer during Tuesday’s regular session said that January has fair weather unlike in October when typhoons usually occur.

Mt.Ugo Summer Climb tops Best Tourism Event on Sports, Adventure and Wellness

LA TRINIDAD, Benguet, Oct. 14 (PIA) -- The Itogon Mt. Ugo Summer Climb, has again capped another distinction as the Best Tourism Event in the Philippines under the Sports, Adventure and Wellness category in the National Convention of the Association of Tourism Officers of the Philippines (ATOP).

Itogon Committee on Tourism chair, Councilor Norberto Pacio, said the 9th Mt. Ugo Summer Climb, an annual invitational and promotional summer mountaineering activity, was accorded the municipal level best practice awards last Oct 5 in Roxas City, Capiz.

The 9th Mt. Ugo Summer Climb held April 8-10, 2011 was joined mostly by mountain climbing enthusiasts from Manila, according to Pacio.

The invitational climb was initiated during Pacio’s term as barangay captain of Tinongdan together with the municipal government, and through the years, has gained prominence in cooperation with the provincial government unit, Department of Tourism-Cordillera, SN Aboitiz, Benguet Corporation, among other partners.

Pacio said what makes the trekking destination unique is its historical and cultural features. Historic in the sense that portion of the trek traverses a Spanish trail connecting Nueva Vizcaya and Pangasinan. Cultural, as native houses of the Iwak tribes are also along the way.

There is also community immersion which becomes a venue in learning the culture of the people through cultural presentations, sharing of stories and their way of life such as eating of “watwat,” boiled pork or beef and sharing of stories.

The Mt.Ugo Climb first garnered an award in 2006 as Best Tourism Event in the Philippines under Nature and Sports Tourism category of ATOP.

In 2007, 2008, and 2010, it was adjudged the Best Tourism Event in Sports, Adventure and Wellness in the Philippines under the municipal level.

According to Pacio, the sports and adventure climb has boost tourism practices in terms of the support of the community and the barangay directly affected as well as the crafting of an ordinance and dissemination of policies on the collection of fees. The fees collected were shared among stakeholders in the community and barangay.

It has also created rippling effect on the livelihood of the community in Tinongdan and the nearby areas such as Bokod and Cayapa, Nueva Vizcaya en route to the Mt. Ugo, said Pacio.
Food for sale in stopover areas, hiring of vehicles in the locality, and hiring of tourist guides and porters create livelihood opportunities, added Pacio.

Siquijor goes nuts on peanuts, pigeon pea production

SIQUIJOR, Oct 13 (PIA) -- Siquijor boasts of its crunchy fried peanuts as the province extensively promotes this commodity as one of its income generating venture for the marginal farmers in the island.

The Bureau of Agricultural Research of the Department of Agriculture (DA-BAR) has poured in massive technical support in the local production, processing and commercialization of legumes like peanut and pigeon pea in the province.

DA-BAR director Nicomedez Eleazar in his message during the 'Grand Peanut and Pigeon Pea Field Day' and Technology Forum earlier admitted that Region 7, of which Siquijor province is part of, has a big potential in agricultural and fisheries production.

“Malaki rin ang contribution niyo sa pag-develop ng sector na ito (You have a big contribution in the development of this sector),” he said citing that agricultural and fisheries remain first in economic contribution and job creation especially in the provinces.
Eleazar said peanut is one of the commodities in the province that the agency has been supporting for a number of years in terms of Research and Development and Extension (RDE) through the Community-Based Participatory Action Research Program (CPAR) of the department.
“We are promoting diversified farming and intercropping to help farmers get bigger income,” he said adding that part of the CPAR program is teaching farmers the right technology, good agricultural practices and even providing training on basic farm management like bookkeeping.

Among the BAR’s projects in the province are the CPAR on intercrop of corn, cassava and peanut, Eleazar said.

“Ngayon po ay lalong naging tama sa panahon at nabagay sa Region 7 lalo na sa Siquijor ang pagpo-promote namin sa local production, processing and commercialization of legumes tulad ng peanut at pigeon pea or kadyos (It is just now that the time become suitable for Region 7, especially in Siquijor, in our promotion of the local production, processing and commercialization of legumes like peanuts and pigeon pea),” he also cited peanut as one of the most nutritious and favorite food and snacks of the Filipinos.

He said that big opportunities await farmers as 50 percent of the country’s local requirement of peanut is imported from other countries like China, reaching a yearly import of 30,000 to 50,000 tons.

Some of the biggest peanut processors in Manila also need more than 300 metric tons monthly in shelled form at P50 to P60 pesos per kilo and unshelled form at a farmgate price of P25 to P28 per kilo, he added.

He said the national review by legumes expert conducted three months ago has found out the good performance of peanut production in provinces so that their office is recommending on-farm trials and farmer’s field day in regions in partnership with the local government units particularly in the province of Siquijor.

We hope that our program brings good results and impact in Siquijor, from the farmers, the peanut processors, to the families that would benefit from the province’s peanut industry, he said.

Peanut is one of the high value crops that actually ensure local small farmers additional and instant cash income during harvest, the peanut industry profile of Siquijor said.
Currently, the Provincial Government is pursuing the industry in support to the province’s tourism industry.

In one of the S & T-based Farm Field Day on Peanut Production in Tagmanocan, Lazi, Siquijor, Gov. Fua, while lauding the national government agencies' package of support and intervention to Siquijor farmers, has urged them to seek for more that would "revolutionalize the peanut industry in Siquijor province."

“Sa katunayan, na-irekomenda na po naming at umaasa kami na maisasama na rin ang peanut bilang isa sa mga priority crops ng DA sa kanilang High Value Crop Development Program o HVCDP. Maganda pong balita ito dahil makatulong po ito para mapabilis pa at mapalaki ang suporta at prioridad na ibibigay sa production, processing at maging sa marketing ng peanut (We already recommended and we are hoping that we can include peanuts as one of the priority crops of DA in their High Value Crop Development Program or HVCDP. Malacañang declares Oct. 26 a special non-working day in Catanduanes

Pursuant to Proclamation No. 256 issued Sept. 20 by Executive Secretary Paquito Ochoa on behalf of President Benigno Simeon Aquino III, the Palace stated that it is fitting and proper to declare Oct. 26 as a Special Non-Working Day in Order to give people of Catanduanes the opportunity to celebrate and participate in the occasion.

The founding day is also in consonance with the Catandungan Festival 2011 which is a whole-month celebration and which will officially open

Palawan Tourism Summit slated

PUERTO PRINCESA CITY, 12 October (PIA) -- The Palawan Tourism Council in partnership with the provincial government is spearheading the conduct of the 3rd Palawan Tourism Summit on October 21 at the Skylight Convention Center this city.

With the theme “Turismo, Negosyo ng Bayan," the summit aims to come up with a tourism roadmap that is attuned with the National Tourism Development Plan (NTDP) crafted by the Department of Tourism and launched in July this year.

Palawan Governor Baham Mitra will present the provincial tourism vision and strategies. Other invited guests include representatives from the Department of Tourism, Department of Public Works & Highways, the Asia Foundation, and the Project Manager of the United States Agency for International Development.

Topics to be presented include Zero Carbon Resorts towards Sustainable Tourism, Puerto Princesa City Tourism Vision, Puerto Princesa Underground River: The Problem of Success, Mt. Mantalingahan Protected Area Landscape, WWF Reef Assessment, and El Nido Marine Protected Area.

Let us save “Ludong” for the future generation

The celebration of the 48th Fish Conservation Week in Region 2 is focused on protecting and conserving fisheries and aquatic resources especially ludong which is now nearing extinction.

Lobed river mullet (Cestraeus plicatilis) which is locally known as banak or ludong is a delicious and the most expensive fish in the Philippines today. At P3,000 per kilo, only the wealthy could afford to buy a kilo or two.

Ludong has become a gift to the rich and powerful and a favorite delicacy of Filipino-Chinese businessmen in high-end restaurants in Metro Manila and other cities.

Due to its delicious taste and high value in the market, fishermen have been tempted to catch ludong which have resulted to overfishing and endangered its population. This prompted the Bureau of Fisheries and Aquatic Resources (BFAR)to issue Fisheries Administrative Order (FAO) 31 which prohibits the capture, purchase, sale, preparation, and serving of ludong for private and public consumption during its seasonal migration.

The administrative order also prohibits the use of tabukol, a cast net of large meshes; tabak, a small drag seine for river fishing; and pateng, a cylindrical fish pot for catching mullet, in the Cagayan River and its tributaries and in the Santa-Abra River System.

But BFAR argued that FAO 31, which imposes a very minimal penalty for violators, should now be revised so that the P80,000 fines can already be imposed.

FAO 208, on the other hand must be revised to include ludong under the conservation of rare, threatened and endangered species (CTES).

According to BFAR, ludong is a freshwater mullet that is endemic to Cagayan River and tributaries extending through the watersheds of Cagayan Valley and the Santa-Abra River Systems of Ilocos Sur and Abra.

This elusive fish is catadromous in nature; it migrates to the ocean to breed. It swims to salt water to spawn from October to December and returns to upstream ponds after. It undergoes upstream migration during December, January, and February. After the ludong had undergone downstream migration, it can be caught in Cagayan River and tributaries.

Based on the latest ludong exploration of BFAR, the fish specie is present in the upper Cagayan river at Nagtipunan, Quirino, at the deep pools of Addalem river in Aglipay, upper Pinacanauan river in Jones, San Agustin and San Mariano and Dissimpit rapids in Lacab, Jones, Palanan and Dinapigue in Isabela.

But BFAR officials are now raising the alarm of possible ludong extinction unless something must be done to save and protect it.

Because of this, the Oplan Sagip Ludong campaign has been intensified and it will include research and development, conservation and protection, and Advocacy/Information and Education Communications.

As the lead agency in the IEC/Advocacy, the Philippine Information Agency headed by Director Purita S. Licas, has been visiting places suspected to be ludong’s sanctuary during its off spawning season to elicit support from local government units to support the Oplan Sagip Ludong campaign by way of enacting local ordinance adopting the amended FAO with higher penalty for violators.

To date, some local government units have already expressed commitment to support the OSL and vowed to guard the ludong sanctuaries against unprincipled fishermen.

With this new development, it is expected that the remaining ludong will be saved and the future generation will have a chance to see and taste the delicious and most expensive fish in the country. (TCB/PIA 2)

More youth prefer to be 'passive observers'

QUEZON CITY, Oct 11 (PIA) -- A youth assessment study conducted in 2010 by the National Youth Commission (NYC) revealed that more Filipino youth prefer to be passive observers rather than proactive members of society.

NCY Chair Leon Flores said, during the program “Talking Points” at DZRB-Radyo ng Bayan today, that at least 65 percent of 5,800 youth respondents nationwide chose to define themselves as passive observers over other choices including becoming a youth leader.

“Would you rather be a leader, initiator, follower, or a passive observer?” was among the questions asked in a survey for the National Youth Assessment of 2010. “Unfortunately, majority chose 'passive observer' (as their response),” Flores said.

The NYC chief described the results as both “sad news” and “a challenge” for the NYC. He recalled that the results cut across various youth age brackets such as child (ages 15-17), youth core (18-24), and youth adults (25-30). More youth child chose to be passive observers.

The NYC is now looking at programs to turn around the trend and remedy the situation. According to Flores, only three (3) out of 10 youths belong to youth organizations such as those based in communities, churches, and schools. He said that membership in organization provide an opportunity for youth to learn leadership skills.

He said the youth “should be part of an organization as simple as ‘barkadahan’ that supports each other or their school.” Aside from this, they can take part in disaster and relief operations even if they are not members of a formal organization, he said.

On November 2010, the Commission will be officially releasing the results of the National Youth Assessment for 2010, which includes other findings on youth perception involving issues on divorce and reproductive health (RH). Debate olympics to boost PHL tourism

QUEZON CITY, Oct. 10 (PIA) -- The holding of the 32nd World Universities Debating Championships (WUDC)in Manila will attract more tourists worldwide as the event promotes the country as a cultural and recreational destination.

The WUDC, dubbed "the Olympics of debate," is one of the largest student events in the world. It will be held on December 27, 2011 to January 4, 2012 at the De La Salle campus and the Philippine International Convention Center.

During the Communication and News Exchange (CNEX) Forum held at the Philippine Information Agency, DoT Assistant Secretary Domingo Ramon Enerio III said the said international event can bring additional investments and other business opportunities to the country.

Based on agency figures, an estimated P400 million income can be generated during the nine-day stay of at least 1,400 participants from all over the world.

Aside from the opportunity to visit choice tourism destinations in the country, participants will also be treated to a Filipino and Barrio Fiesta Night which will feature the country's best foods, cultural presentations and performers, he said.

Solon issues warning against fake pina jusi cloth

LOS BANOS, Laguna, October 7 (PIA) -- AGHAM Party-List Rep. Angelo B. Palmones warned the public from buying fake pina cloth being sold in the market.

As patron of locally made products, Palmones bought a Barong Tagalog coded and branded pina jusi. However, the barong he bought was not jusi, and was proven correct by the test and analysis done by the researchers, and confirmed by Dr. Carlos C. Tomboc, Director of the Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DOST).

"We are misleading the buyers with this kind of practice. This will also jeopardize our local technology products for low quality standard," Palmones said.

He added that the jusi technology developed by PTRI produces world class fiber. Palmones said that he is meeting with concerned officials at the Department of Trade and Industry (DTI) to address this concern for the benefit of the buying public and the protection of the country's local fabrics. TABUK CITY, Kalinga, Oct. 7 (PIA) - - A private dentist practitioner here is sponsoring a contest on reciting the ‘Mi Ultimo Adios’ (My Last Farewell) of Dr. Jose Rizal in commemoration of the national hero’s 150th death anniversary.

Dr. Amelia Belandres Miranda, a civic leader in this province, shelled out P25,000 for prizes for the conduct of the contest among high school and college students.

The contest is done in cooperation with the Department of Education, DZRK Radyo ng Bayan, and the Philippine Information Agency.

Contestants will deliver the piece in its 1934 translated Ilokano version written by L.C. Pichay. The 14 stanza ‘Maudi a Pakada’ was chosen from 54 Ilokano entries and contested translations which was judged by notable iLokanistas and given the title Poet Laureate.
Contestants are required to memorize and deliver the recitation live over "Bannatiran” program of DZRK every Sunday until December; Quino Perezis anchor.

Five finalists will be chosen. First prize is P10,000; 2nd – P7,000; 3rd – 5,000; and the 4th and 5th finalist P1,500 each. Contestants will also be given certificates of participation.

A three-member board of judges will come from DepEd Division Office, Kalinga-Apayao State College, and the 501st Army Brigade.

Tanauan rider reigns in 2nd Int’l Skimboarding competition

TACLOBAN CITY Leyte, Oct 6 (PIA) -– Mr. Roderick Espada, a champion skimrider of Tanauan, Leyte dominated the Palm Beach 2nd International Skimboarding Competition in Hongkong which was held in the first week of October.

Espada who is popularly known as C-yaw is the second Filipino and Tanauananon to win the Palm Beach Skimboarding championship. The first champion was Leo Espada who is C-yaw’s cousin, Leyte First District Board Member Roque A. Tiu, informed.

Mr. Roderick Espada, champion skimboarder of Tanauan, Leyte, outplayed riders from other countries to win the championship trophy in the Palm Beach 1st International Skimboarding Competition held on October 1 and 2 at Palm Beach, Cheung Sha, Lantau Island in Hongkong, BM Tiu informed.

Leyte First District Board Member Roque Tiu expressed his elation over the recent developments in the skimboarding water sports in Tanauan, Leyte which only strengthens Tanauan’s stand as the skimboarding capital of the country.

This will also elate Leyte Governor Carlos Jericho L. Petilla who was instrumental in providing financial support to Cyaw, BM Tiu said. Cyaw is the only competitor from the Province of Leyte, BM Tiu added.

Last year, C-yaw Espada, also a champion skimboarder of Tanauan, was declared the champion of the 7th Zambales Attack held on August 27-29 at Iba, Zambales.

As champion, C-yaw received the championship Trophy, $1,000 cash prize and Quicksilver Cash coupon, plus bundles of merchandise prizes bundle of merchandise from Palm Beach, Aloha Skimboards, Quiksilver, X-Game, Zinke and Cabrinha, among others.

DOT, SBMA train hotel execs in tourism statistics

SUBIC BAY FREEPORT, Oct.6 (PIA) -- The Department of Tourism (DOT)-Region 3 and the Subic Bay Metropolitan Authority (SBMA) gave hotel executives free training in the collection and reporting of tourism statistics recently, a move aimed at further improving Subic’s standing as a major tourist destination.

Portia Zabala, SBMA tourism manager, said the two agencies have begun training tourism-related businesses, particularly hoteliers in this free port, in making periodical reports of tourist arrivals in their respective establishments.

“Cebu always remained one of the top destinations in the country in terms of arrivals, and we want Subic to achieve the same,” Zabala said.

She added that the goal can be attained by reporting to the DOT the complete statistics on tourist and visitor arrivals in the Freeport.

According to DOT-3 statistics, Central Luzon placed twelfth in regional rankings in 2008, and eleventh in 2009 and 2010 in terms of visitor arrivals.

Zabala said a famous department store did not establish a mall inside the Freeport because the former naval base did not have the volume of tourist the mall developer is looking for.
Zabala admitted that in those times, Subic only transmitted “same-day visitors” count due to lack of inputs on overnight tourists from hoteliers.

“What we want to know, and let other people know, is how many tourists really stay in Subic for more than just a day,” Zabala also said.

Meanwhile, Avon Timbol of DOT-3 who facilitated the training here, cited Section 35 of Republic Act 9593 or the Tourism Act of 2009 as the basis for coordination between national and local governments “to develop a national strategy for tourism development.”

According to the law, the DOT may provide assistance in terms of financial, technical, training, and other aid to help SBMA “for the preparation, implementation and monitoring of their tourism development plans, gathering of statistical data, and enforcement of tourism laws and regulations.”

“We organized this training to encourage more hoteliers to submit statistical reports on tourist arrivals in their respective accommodation establishments, not only once or twice, but on a regular basis,” Timbol said.

Timbol added that these statistics are needed to improve businesses, improve people’s lives, expand knowledge, and carry out good governance.

Kasanggayahan Festival 2011 opens with a big bang

SORSOGON CITY, October 5 (PIA) -- Senator Joseph Francis ”Chiz” G. Escudero keynoted the grand opening of this year’s 117th Kasanggayahan Festival 2011 last October 1 , here at the newly renovated Balogo Sports Complex.

The event kicked off with the longest foot parade that started from 1:00 pm and ended at almost 3:00 pm participated in by almost all sectors of society in the province led by the public officials of the 15 local government of Sorsogon, government employees, the academe, the Philippine National Police, Armed Forces of the Philippines, business sector, students, bands, drum and lyre corpse of the different schools and invited guests.

Senator Escudero lauded the Kasanggayahan Foundation Incorporated (KFI) through Msgr. Francisco P. Monje , its president for partnering with the private sector headed by Michael Sulit president of the Sorsoganon Kami Inc. for taking the initiative to volunteer in spearheading and taking the lead in this year’s celebration.

Escudero said that the Kasanggayahan Festival should be the moving spirit for every Sorsoganon to show one’s commitment in involving oneself contribute to the development of the province and should be celebrated through this festival.

Meanwhile Maria “Nini” O. Ravanilla, regional director of Department of Tourism V in her message underscored the value of tourism.

“All assistance to improve tourism here in the province here is being provided from accessibility in form of roads. Bulusan concreting is in the amount of P90 M and P2M Ecotourism project for the development of the Buenavista Tourism Center in Irosin and the construction of a tourism building for Gubat,” Ravanilla said.

Tacloban now has metered taxis

Gone are the days when visitors to Tacloban have to make do with the motor cab for hire or jeepneys to go around the City.

There are already metered taxis in Tacloban which has been granted a franchise by the Land Transportation Franchising Regulator Board (LTFRB), 20 units are in Tacloban while another 5 units are in Ormoc.

The route is from Tacloban to any point of Region 8 and from Ormoc to any point in Region 8. This means that Samarnons or Southern Leytenos or Biliranons may conveniently take a taxi at the Tacloban Airport and proceed right at their very doorsteps.

The LTFRB approved flag-down rate is P30 for the first 500 meters; P2.50 for every additional 300 meters; and waiting time rate (as in stop lights) of P2.50.

Thus, the riding public must not accede to a fixed rate when riding the taxis in Tacloban City.

This is the stern warning of Land Transportation Office (LTO) Region 8 Director Camilo Guarin and Land Transportation Franchising Regulatory Board Region 8 Administrative Officer Gualberto Gualberto, as told to the Philippine Information Agency (PIA).

"Bawal ang kontrata (Fixed rate is not allowed),” Mr. Gualberto said. It is in violation of the terms and conditions of the Certificate of Public Convenience issued to the taxi company, he added.

Mr. Gualberto said that anyone who has been victimized by this taxi driver may call or go to the LTFRB Office and give the case number of the taxi and the name of the operator.

The LTFRB will then issue show-cause order or subpoena to the erring taxi, Mr. Gualberto added.

Insist on meter fare rate. Don’t fall preys to “meter-not-working” tactics, Mr. Gualberto said. This is again another violation of the CPC, he said.

Meanwhile, Director Guarin said, the riding public may also report to the LTO any overcharging or other violations of taxi drivers.

He said he has already coordinated with CAAP, airport police and the PNP for the deputization of several enforcers.

A training for the deputized personnel will be conducted on September 15, he added. (PIA 8)

USS Russell welcomes Cebuanos for onboard tour

DUMAGUETE CITY, Sept. 14 (PIA) -- USS Russell, a U.S. Navy destroyer, will be anchored off Cebu City this weekend in line with “America in 3-D” program of the United States Embassy showcasing the US in Cebu from September 16-18.

The U.S. Embassy is inviting members of the Cebu media for a special tour on board the ship in the afternoon of Saturday, September 17, 2011.

In a press statement, the US Embassy said the tour provides media representatives with photo and interview opportunities. News organizations are encouraged to send only one reporter and one photographer/cameraman to join the tour.

Members of the media who plan to join the onboard tour should be at the Cebu International Port at 1:00 p.m. on September 17, to board a water taxi to go out to the USS Russell.

The tour will begin at 2:00 p.m. and will last for an hour.

Built in 1992, the USS Russell (DDG-59) is the second US Navy ship to bear this name. The original Russell (DD 414) was laid down in 1937, and participated in the liberation of the Philippines in 1944 and 1945. She saw action in Tacloban, Alabat Point, San Pedro Bay, and Leyte Gulf. The ship prevailed in an extraordinary number of battles during World War II, it stated.

The current USS Russell participated in the bilateral Cooperation Afloat Readiness and Training (CARAT) exercise in the Philippines in 2004.

The ship’s home port is Pearl Harbor, Hawaii, and its complement of 32 officers and 251 enlisted personnel is headed Commander Joseph Carrigan, Commander Officer, and by Commander Gary Cave, Executive Officer. (PIANegOr/JCT)

Gecko's role in the ecosystem

Geckos play a critical role in population control of small animal's like insects and worms. Larger species feed on small birds and rodents. "A healthy population of geckos is needed to regulate pests and maintain the balance of a fragile ecosystem,” the Department of Environment and Natural Resources (DENR) cited.

In the web of life, geckos are important as all other species of animals and plants in keeping the ecological balance. If they suddenly become decimated from the food chain, there could be trouble," warned Executive Director Rodrigo Fuentes of the ASEAN Centre for Biodiversity.

From a different perspective, geckos, like other amphibians and reptiles, reflect the relative health of the ecosystem where they live in. They are good bio-indicators of both biodiversity and environmental change.

During the past years, geckos were not included among the list of commonly traded species. The fast increasing demand for geckos in Southeast Asia started only in May 2011. This could have been triggered by internet advertisements that their saliva and organs can cure various human disorders and illnesses.

Today geckos are reportedly sought after and exported to Malaysia, China and South Korea, where they are used as aphrodisiacs and as traditional medicine for asthma, acquired immune deficiency syndrome (AIDS), cancer, tuberculosis and impotence. It is believed that the reptile's tongue can cure AIDS while its blood and bile suppresses tumors in cancer patients. However, there is no scientific evidence proving such claims.

In the Philippines, there is ongoing widespread collection of geckos without appropriate permits from the DENR-PAWB. Geckos are being caught in the wild for gaming or sold as exotic pets while there are speculations that they are also being used for medicinal purposes, while using appropriate methods. Tagum city to host National IP conclave in October 2011

TAGUM CITY, Sept. 13 -- The National Commission for Culture and the Arts’ (NCCA) annual celebration of National Indigenous Peoples’ Month (Buwan ng Katutubong Pilipino” moves to Davao Region in Mindanao with Tagum City as its main venue.

This October, Dayaw: Indigenous Peoples Festival 2011, under the auspices of the NCCA’s Subcommission on Cultural Communities and Traditional Arts and Mindanawon Foundation, in partnership with local governments, government agencies and the private sector, focuses the spotlight on the country’s indigenous peoples, celebrating their arts and ways of life, discussing important issues and making more people aware of the richness and importance of indigenous cultures.

The leaders and representatives of more than 100 indigenous peoples of the Philippines will converge together in City of Tagum, Davao del Norte on October 6-10, 2011 to showcase their rituals, performing arts, cuisines, games, crafts and others. Additionally, they will be joined by delegates from Southeast Asian countries in simultaneous exchange and interactive activities such as performances, exhibitions, forums, lecture-demonstrations, workshops on traditional crafts and cuisines and indigenous games.

This year, Dayaw aims to celebrate the cultures of the Filipino people as well as those of the visiting foreign delegates by “understanding the commonalities of the various indigenous peoples.” It also aims to “strengthen/broaden the awareness, appreciation and pride of all Filipinos for our own traditional culture in the context of cross-cultural interactions in a global society.

With the theme “Paghabi ng Ating Pagkakatulad Tungo sa Kapayapaan” (Interweaving Our Commonalities Towards Peace), the festival features many components such as Tanghalang Makulay (a ritual and performing arts festival), Salu-salong Sarap (a food festival), Mga Habi ng Panaginip (an arts and crafts exhibit, focusing on basketry, textile and mat weaving), Sama-sama sa Tuwa(games/sports), and Usapang Dangal at Likhang Paghayag (forum and creative workshop on peace and unity).

The celebration is in consonance with Presidential Proclamation 1906, declaring October as National Indigenous Peoples’ Month. The NCCA has been holding major festivals for several years now in Luzon, Visayas and Mindanao. In 2007, Kalimudan: Panaghi-usa sa Mindanao (Mindanao Indigenous Peoples’ Gathering) held in Davao City in November, featured Mindanao’s ethnic groups.

The following year, Timpuyog: Indigenous Peoples’ Month Celebration in Luzon was held in Santiago City, Isabela, focusing on Luzon ethnic groups and featuring performances, arts and crafts workshops, cultural awareness lectures, forums, tours, and a theme-park exhibition featuring the traditional houses, cultural resources, practices/rituals, chants, music, songs and dances, stories, traditional arts and crafts, indigenous games.

In 2009, the Indigenous Peoples’ Festival was held in the Visayas, particularly in Roxas City, Capiz, called Dungog, with similar activities and aims. Last year, Dayaw 2010 was held in Metro Manila.

This festival aims provide venue for indigenous peoples to celebrate the richness of their cultures; allow cultural exchanges that will foster deeper cultural understanding to sustain a culture of peace; provide opportunity to discuss IP rights; give students and other people a chance to deepen their awareness and appreciation of indigenous cultures; recognize the expertise and contributions of indigenous communities; and advocate for the preservation as well as integration of traditional culture into the national cultural mainstream.

Dayaw 2011 is held in cooperation with the City Government of Tagum, City Tourism Council of Tagum and other Local Government Units, National Commission on Indigenous Peoples, Department of Education, Department of Tourism, Department of Interior and Local Government, Department of Foreign Affairs, Commission on Higher Education, Philippine Information Agency, Department of Trade and Industry, National Commission for Muslim Filipino, SM City Davao, Abreeza Ayala, as well as non-governmental, socio-civic and peoples’ organizations.

P6M tramline reduces Laguna farmers' transport cost

NAGCARLAN, Laguna September 13 (PIA) -- Nagcarlan farmers are now assured of reduced commodity transport costs after Agriculture Secretary Proceso J. Alcala turned over to them a tramline system costing P6 million.

Alcala said the tramline would cut hauling and transport expenses from a low of P1,000 per hectare since they have to use horses in bringing down their farm products.

As a result, 74 farmers in upland Barangay Bukal, Nagcarlan will benefit from the system, which covers 1.8 kilometers, since it would permit them to bring their produce faster to the markets, which would benefit direct buyers since they can sell their goods at less cost.

The Nagcarlan tramline is among the 106 systems the Department of Agriculture (DA) will establish through the Philippine Center for Postharvest Development and Mechanization (PhilMech) in Regions 3, 4-A, 4-B, 5,7,9,10, 12 and the Autonomous Region in Muslim Mindanao (ARMM) this year.

This system is an alternative means of transport for farmers who do not have easy access to road networks due to ravines, rivers and dense vegetation in upland areas.

The tramline uses cables and pulleys to transport agricultural products and farm inputs.

Alcala also requested the local officials who attended the ceremony to look into the possibility of establishing a packaging house in the area that could become a "bagsakan" center.

"We ask for the cooperation and support of the farmer-beneficiaries and the local government unit (LGU) for the success of the project. This is a part of our program to strengthen the economy of the upland community through a comprehensive and technically precise upland agricultural development blueprint. At the heart of our vision for the uplands is a strong partnership between national and local governments, and between the government and other sectors," Acala said.

He also directed DA Region 4-A Executive Director Abelardo R. Bragas to provide technical and marketing assistance to the farmers and link them to trading posts and other markets in Calabarzon and the National Capital Region (NCR). Bragas will take charge of the special training for farmers on conventional farming or organic farming.

150 MSMEs to join 13th Likha ng Central Luzon

ANGELES CITY, Pampanga, September 13 (PIA) --

DTI regional information officer Wilfred Carbonell disclosed that approximately 150 Micro, Small, and Medium Entrepreneurs (MSMEs) coming from the provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales are expected to join the 2011 edition of the LCL which will be held in the Mega Trade hall of SM Megamall in Mandaluyong city.

Department of Trade and Industry (DTI) secretary Gregory Domingo will be the guest of honor in the opening of the 13th Likha ng Central Luzon (LCL) trade fair on October 19.

The five-day fair will be guided by the theme “Where Creativity meets Nature.”

It shall feature regionally-produced processed foods, home furnishings, ceramics, holiday decors, jewelries, fashion accessories, footwear, bags, and specialized garments like barong and gowns and will likewise showcase products made by Central Luzon residents from bamboo.

The trade fair is jointly organized by DTI 3 and Philexport 3 with the full support of the Regional Development Council 3 and Central Luzon Growth Corridor Foundation Inc.

Zambo City Gears up for “Hermosa Festival 2011”

ZAMBOANGA CITY, Sept. 12 (PIA) -- The city is in its festive mood as preparations for the grandest festival in Zamboanga-the “2011 Zamboanga Hermosa Festival,” is now being undertaken.

The month-long festivity is in honor of the city’s Patron saint Nuestra Señora La Virgen Del Pilar, whose feast day is on October 12.

City Mayor Celso Lobregat convened concerned offices and agencies of government including the police and the military to look into the details with regards to the various activities lined up for the celebration.

A committee that will work on the preparations, planning and budgetting was formally created by the city thru Executive Order No. CL-418-2011 with City Administrator Antonio Orendain Jr. as chair and City Tourism Officer Sarita Hernandez as co-chair.

City Information Officer Sheila Covarrubias said the committee was created to ensure a more vibrant, colorful and successful fiesta celebration.

The annual Zamboanga Hermosa Festival is one event in Zamboanga that is being attended not only by the catholic devotees here but also visitors from neighboring cities and regions and even other countries visit Zamboanga to witness and be part of the celebration.

Although the actual feast day is on October 12, activities however will be a month long affair starting first day of October.

This year’s fiesta celebration is anchored on the theme: “Vamos a Zamboanga,” stressing on the city’s goal to promote Zamboanga as a tourist and investment destination in this part of the country.
