Members of the Pepys Estate caretaking team are now self-isolating after testing positive, but Lewisham Homes said their shifts have only been “partially covered”.

The council’s building company said there has been an “impact on the cleaning service” as a result.

But residents posted photos of the bins and “stained, dirty corridors” and said it’s been going on for “weeks on end”.

The blocks are “filthy” and haven’t been cleaned properly since the first lockdown, residents say, with caretakers asked only to clean ‘Covid touch points’, places that would be touched a lot like door handles.

There are also ongoing fire safety works with drilling creating a lot of dust.

Before Lewisham Homes took over the estate, it had more than four times the caretakers.

Residents have also raised concerns after spotting some caretakers on the estate who were isolating.

The minimum isolation time after testing positive is ten days and people want clarity on the timescale.

A spokesperson for Lewisham Homes said: “Our caretakers are key workers and we have taken measures to help protect them and residents throughout the pandemic.

“This includes making sure that government advice on self-isolation is followed.

“Recently members of the Pepys Estate caretaking team contracted Covid-19 and others who work with them have been asked to self-isolate as a precaution.

“We arranged for partial cover of these shifts but there has been an impact on the cleaning service we have been able to offer for the past ten days.

“We have made sure that minimum duties (including fire safety checks) have been carried out throughout, and expect to be back to a full service by next week.

“We have been in touch with the Tenants’ and Residents’ Associations to offer a joint inspection with the caretaking area manager.”

The Mayor of London is being urged to investigate the potential of expanding TfL’s cycle hire scheme in a bid to reduce the capital’s carbon emissions.

A new report from Zack Polanski, who was elected as the Green Party’s third member on the London Assembly in May, has called on Sadiq Khan to commission a new analysis of cycling potential in London and to address disparities between boroughs.

In the report, Mr Polanski points out that carbon emissions from vehicles are far higher in outer London boroughs than in central London, where the TfL cycle hire scheme is in place.

Mr Polanski has said that increasing the number of bike journeys and reducing car usage is a “key solution” to meeting net-zero targets, with an Imperial College study demonstrating that walking or cycling instead of driving for just one day a week can reduce a person’s carbon footprint by up to half a tonne.

During one week in March, the most recent data available, there were more than 242,000 journeys made on hire bikes in the central hire zone and the Green Party member has suggested that expanding the hire scheme to areas outside central London could result in fewer car journeys and more than a million more bike journeys made every week.

Mr Polanski said: “The whole of London deserves to breathe cleaner, safer air, not just people living in the centre.

“If we want to make our air cleaner and create accessible routes to greener transport, there has to be a total upheaval of how we encourage and fund increased cycling activity.

“My report demonstrates how one of the key solutions to achieving net-zero will be supporting Londoners to get out of their cars and onto bikes.”

TfL has already announced plans to invest more in its cycle hire scheme over the coming years, including by introducing e-bikes to the scheme and expanding to new locations in London following last month’s announcement that Santander was extending its sponsorship until 2025.

But Mr Polanski has called on the Mayor of London to “act now” if London is to reach the goal of being net-zero by 2030.

As the capital marks London Climate Action Week, Labour’s London Assembly environment spokesperson Leonie Cooper has called for the Government to introduce a new Clean Air Act and devolve more powers to London to help improve air quality.

Ms Cooper has said that London “continues to lead the country” in tackling the climate emergency, but that the capital “needs the right resources from Government” to continue making progress.

During a meeting of the London Assembly last week, Mayor of London Sadiq Khan said that Government support for tackling the climate emergency was so far “disappointing” and that future legislation needs “real teeth”.

Recent polling by the Centre for London thinktank has found that the climate emergency is a key issue among Londoners, with almost half of those surveyed saying they regularly worry about the impact that climate change will have on their local area.

The Centre for London is this week hosting its “Countdown to Net Zero London” conference, that will see policy makers, business leaders and campaigners coming together to discuss how the capital can meet its “ambitious” carbon goals.

A young spoken word artist and sickle cell advocate is releasing her first EP – Utter Confusion.

Dialectic Dee, a Balham based poet, will be releasing seven debut tracks and one interlude on July 7.

‘Utter Confusion’ expresses the theme of heartbreak through spoken word poetry and trap soul instrumentals.

The 23-year-old has already performed live at the Museum of London, BBC Sounds and Battersea Arts Centre, but is hoping that her new release will establish her name as a spoken word artist.

“Spoken word is growing as an art form here in London, but it’s still not taken seriously enough,” said Dee.

It’s quite an interesting fusion - not many people have explored it as a genre. But the more poets who work with music the more we’re able to enter different spaces.”

Despite showing an interest in writing and reading at school, it wasn’t until watching slam poets on YouTube and attending live events in London, that Dee began making music herself.

She has now practiced spoken word for seven years, keeping it up throughout her education at BRIT school and Guildhall School of Music & Drama.

But as a Sickle Cell advocate, Dee is honest about the struggles she faced since birth.

“Sometimes it’s hard to be productive and attend to my arts, when my body is in crisis,” the 23-year-old admitted.

“But it’s about pushing forwards. When I finish a bigger project, like an EP, it shows me that it is possible to achieve what I want to do, even though I have a condition that holds me back at times.”

You can hear some of Dee's work by following her on Instagram and Twitter.

A disabled woman who brought Lambeth Council to court over its rollout of low traffic neighbourhoods lost her case in the High Court on Monday (June 28).

Like many other councils, Lambeth began implementing LTNs, road closures with the aim of reducing car use and promoting active travel, under Covid-19 emergency measures last year.

The council had plans to install LTNs across the borough before the pandemic.

But their rollout was accelerated after the Government set a time frame that meant local authorities had to get the LTNs in quickly or they wouldn’t be eligible for funding.

While there is support for the LTNs, residents have also pushed back against them. The latter argue the road closures disproportionately affect disabled and elderly people, carers who need to drive for work, and increase traffic on neighbouring roads.

One Lambeth, a community group set up in opposition to the LTNs, brought the court case against the council with the help of crowdfunding – backers have donated more than £35,000 to date.

Sophia Sheakh, a disabled woman who became seriously ill from Covid-19 last year, represented One Lambeth in court.

The 47-year-old, who lives just outside the Railton Road LTN between Herne Hill and Brixton, was in a coma for weeks after contracting the disease.

Despite recovering, she “remains vulnerable” and “still greatly dependant” on her car.

Handing down his judgment, Mr Justice Kerr said the court “takes no part” in the public debate around LTNs and “is wholly neutral” on their merits or otherwise.

He said: “The main focus of the claimant's case is that she and others similarly dependant on travel by car have suffered disproportionately from the introduction of LTNs within Lambeth, because the displacement of traffic from within the LTNs to the roads outside them leads to a build-up of traffic outside them and consequently increased journey times, added stress and loss of quality of life.

“The claimant says Lambeth has overlooked this in the course of developing its thinking and discussing it locally, to the point where decisions to make orders creating the three relevant LTNs were unlawful and the orders should be quashed.

“Lambeth disputes this and maintains that it has complied with all its legal obligations in the course of deciding to make the orders challenged.”

Mr Justice Kerr dismissed all the claims against the council, including that the orders are not experimental, that Lambeth failed in its public sector equality duty, that it broke road traffic law, and that there was an inadequate consultation.

In a statement after the ruling, Lambeth leader Cllr Claire Holland said: “We welcome the judge’s decisive ruling today, dismissing the claims on all counts.

“Lambeth has been clear from the start that we had to act swiftly and urgently in the face of the huge challenges that the coronavirus pandemic posed to our borough, and in particular the immediate risk of it making existing inequalities on our streets and in our neighbourhoods worse.

“The council has set out from the outset that implementing measures to make our streets safer and healthier was fully in line with statutory guidance and national policy objectives.

“We rejected any suggestion that these schemes are discriminatory in any way or were installed illegally.

“We’re glad that the judgement is clear on that, and particularly that considerations of equality were accounted for at the earliest stage of the LTN.

“The judgement also reinforces our approach of continuing to consider those objectives using data collected throughout the experimental period, ensuring that the impacts on those most at-risk remains front and centre of our approach.

“The start of the Covid-19 pandemic saw capacity on public transport reduced by up to 80 per cent to accommodate social distancing.

“With around 60 per cent of households in Lambeth not having access to a car, and with access typically lower for women, Black and disabled residents in particular, we needed to make our streets safer to enable them to walk, cycle, scoot or wheel safely in their local area and access local facilities during the pandemic.

“The council’s response was an emergency transport plan, produced last summer for the benefit of all Lambeth’s residents but primarily focused at tackling the acute inequalities that we envisaged the pandemic would exacerbate in our borough.

“This plan included pavement widening, temporary walking and cycling infrastructure and low traffic neighbourhoods.

“The council is carrying out regular, detailed, open and transparent monitoring of the programme and has already taken on board feedback from local people to make improvements where necessary.

As the school year draws to a close, Bookmark is urging volunteers to support children with reading in the Autumn term.

The charity is working with a number of schools in Wandsworth to give children one-to-one reading support.

Bookmark helps children aged five to nine who are at risk of falling behind with their reading, and the programmes are delivered online by trained volunteers.

From September, the charity is also returning to face to face volunteer support in some limited areas, including Wandsworth.

“We’re all ready for a holiday, but we know that many children have fallen behind with their reading this year, and will need our support next term,” said Bookmark Chief Executive Kitty Higgins.

“If you sign up now, you can complete your training online and be ready to help a child get the best start to the school year in September.”

Bookmark’s online volunteers work with each child for six weeks, with two 30-minute sessions a week.

A child benefitting from charity provides reading support for children.

The programme works particularly well for those with work or family commitments as reading sessions can be booked to fit in with the volunteer’s schedule, using the Bookmark app.

In the interactive sessions, volunteers will read stories and play games with children to encourage their confidence and enjoyment of reading.

This support could make all the difference to a child like Luke, age 7.

His parents struggled to keep up with home schooling during lockdown and when he returned to school in September he was significantly behind in his reading.

Now, having worked with a Bookmark volunteer, his teachers estimate he has gained well over a year in his reading age, as his teacher said:

“Luke really enjoys reading with his volunteer, I can always hear him chatting away to her. It’s really brought his interest back to reading.

He’s a fidgety boy, and the format; the talking, reading and playing games as well as it being a 30-minute session, really works for him. He has made huge progress, just amazing.” .

Through its online programme, the charity has been able to support more than 1400 children this year, including vulnerable and key worker children in school during lockdown.

One of the world’s most luxurious trains, that was once part of the Orient Express group, called “Tornado,” will be hauled to Bournemouth and back.

The journey will commemorate the inaugural run of the famous Bournemouth Belle Express on July 5, 1931.

It is scheduled to pass through Clapham Junction at 9.01am on the outward journey from Victoria station and then at 9.52pm on the way back to London.

But while a train ticket to the South Coast cost a mere six shillings (or 30p in today’s money) back then, this time passengers will fork out £399.

Inside 1960s train, Tornado

However for that they will be welcomed on board with a glass of champagne and a three-course brunch on the way to Bournemouth.

On the way home, there will be more champagne reception followed by a five-course dinner with wine.

Despite the ticket price, fewer than 50 seats are left on the train which will depart London Victoria at 8.45am on July 5 and then pick up more passengers at Woking at 10.07am.

It took 14 years and around £3million of private donations to build the green-painted locomotive “Tornado” at Darlington.

Northern Belle spokesman Howard Barclay said: “This coupling of Tornado and Northern Belle is a once-in-a-lifetime trip so we do expect it to be a sell-out.

“After all, miss this steam train to Bournemouth and you might have to wait another 90 years for the next one!” For more details see www.northernbelle.co.uk

Inside Out, by acclaimed French artist JR, has seen the capital’s streets transformed with outdoor photographic displays to celebrate UEFA EURO 2020.

Five locations across the city have displayed portraits of Londoners in celebration of the capital’s communities, football and its ability to bring people together.

Councillor Andre Bourne, Cabinet Member for Culture, Jobs and Skills, said: “This project is a great build up to our year as Borough of Culture.

“It offers an opportunity for residents to come forward and be part of a montage of faces, covering all races and gender.

“This initiative is an amazing way to start the build up to our comprehensive programme of activities during our year as Borough of Culture.”

Lewisham is preparing to start as the London Borough of Culture 2022.

JR's project has also seen Granary Square in King’s Cross become home to more than 400 faces, the Bernie Grant Arts Centre in Tottenham 200 faces, and in the Royal Docks 420 on the Royal Victoria Dock wall and surrounding footpath.

A special exhibition of portraits will also take place as part of the Wembley Park Outdoor Gallery and the Outside Art project at Kings Cross.

JR, artist and creator of Inside Out, said: “The Inside Out Project will allow any person in London to express a visual statement with their portrait.

"It's the first photobooth truck activation since a long time, at a beautiful moment of reopening – bringing people together again and building bridges through art."

The Inside Out Project was created a decade ago to share untold stories of people around the world through collaborative action and impact.

Over the past decade, more than 400,000 people across 138 countries have taken part.

A man from south London has been arrested after over £100,000 in damage to railway property was caused by graffiti.

The 30-year-old has been arrested on suspicion of 46 counts of criminal damage following an investigation by the British Transport Police (BTP).

They say his arrest in Lambeth was in connection to significant graffiti damage on the railway across London and the South East, occurring between September 2020 and June 2021.

The crimes caused around £110,000 worth of damage to railway property, including stations and train depos.

Officers from BTP’s specialist search unit and graffiti team carried out the raids at two addresses on Wednesday 16 June, one in South London and the other located in Kent, as well as searching a vehicle.

The man, also arrested on suspicion of possession of class A and class B drugs, has been released on bail until July pending further investigation.

BTP Chief Inspector, Stuart Middlemas, said: “Investigations like these are paramount to BTP’s mission to tackle graffiti across the network.

“The vandalism goes far beyond just looking unsightly, it has huge financial implications for the rail industry and causes frustrating delays to passengers while trains are taken out of service to be cleaned.

“Not only this, offenders are also putting their lives at risk by trespassing on the railway, which can have life-changing or fatal consequences.

“It will not be tolerated and we will continue to run dedicated operations to target this type of crime.”

The BP say they have a team dedicated to tackling graffiti on the railway, with officers carrying out proactive patrols and specialised operations to target and arrest offenders, including the use of wide-reaching CCTV across the network to identify suspects.

A Homebase in Streatham Vale is set to be demolished and replaced with 272 flats and commercial space if a planning application is approved.

Developer Hadley Property Group and Clarion Housing Group have partnered to redevelop the site in Streatham Vale - they announced they purchased it last September.

According to their pre-application development presentation, going before a Lambeth planning committee on Tuesday (June 29), the scheme would be made up of four blocks ranging between five and 13 storeys.

No decision will be made on the plans tomorrow – the meeting is an opportunity for the applicants to make a presentation and discuss any issues.

The plans include more than 500 cycle spaces within a dedicated ‘cycle hub’, which would be on the ground and first floor of one of the blocks.

A small café and cycle workshop is also proposed.

Play space is also proposed onsite for children between 0 and 11 years, and offsite for children between 12 and 18.

Hadley and Clarion, who have joined forces to deliver mixed-use developments in urban areas, are hoping to submit their full planning application by late July.

According to Hadley: “As well as providing new high-quality homes that contribute to the need for housing in the local area, we will be creating a friendly street character.

“We're also exploring the possibility of opening up the front of site and creating new outdoor communal spaces with green landscaping for all to enjoy.”

The scheme aimed to promote active travel such as cycling, walking, and public transport, while reducing air pollution, which many residents support.

However, traffic was displaced onto roads outside of the LTN, which left locals concerned about road safety and increased air pollution.

It emerged a few months after the LTN was put in place that traffic congestion outside central London in September was regularly at 150 per cent or more than in 2019 and more than 50 per cent in central London.

In October the council said the congestion in the South Circular was not caused by but added to by the LTN, but that either way the situation needed to be “urgently” addressed.

It significantly scaled back the LTN to relieve traffic in neighbouring areas and allowed Blue Badge holders to go through the camera-enforced barriers.

More than 30,000 residents living in and around the LTN should receive a copy of the council’s survey through their door over the next week.

But the survey is also available online and the council is urging all residents and businesses based outside the LTN to share their views over the next six weeks.

Cllr Sophie McGeevor, cabinet member for environment and transport, said: “LTNs were introduced at speed – at the request of the Government - at the height of the pandemic last year.

“Across London people have mixed views about them, and Lewisham is no different, which is why it’s really important we do everything we can to make sure we hear as many voices as possible.

“The impact of Covid-19 is still being felt and the way we travel and move around is still changing, but a year on, we think it’s important we ask residents in and around the LTN about their experiences and whether they think it’s meeting its aims.

“We want to make sure everyone has the chance to share their views, so we have a range of ways for people to do that, both online and via a paper survey.

“This feedback will help us to make a decision about the future of the LTN later this year.”

The findings of the consultation, along with a summary report, is expected to be presented to mayor and cabinet later this year.

To complete the survey go here.

The consultation will close on August 8, 2021.

A collaboration between Transport for London and ITV2 saw iconic London Underground branding replaced with designs inspired by Love Island over the weekend.

To mark the return of the hit reality series this week, Tube roundels on platforms at Oxford Circus station were temporarily replaced by roundels inspired by Love Island, while the show’s narrator Iain Stirling lent his voice to station announcements.

TfL has said the deal will help to “generate additional revenue” as it looks to bounce back financially from the effects of the Covid-19 pandemic.

Julie Dixon, head of customer information, design & partnerships at TfL said: “We’re delighted to be working with ITV2 on this innovative promotion. This is another great example of how brands wanting to reach a diverse range of audiences can work with us to use our stations and platforms in fun and creative ways. Activities like this help generate additional revenue for us to invest in the transport network for the benefit of all of our customers.”

But the promotion was met with mixed reactions on social media, with some users critical of the decision to replace the “iconic” Tube branding.

Spot the difference 👀

We're excited to be working with ITV to bring these @LoveIsland roundels to Oxford Circus, have you spotted them yet? They’re 100% our type on paper 🤪 pic.twitter.com/W7A64RtkXR

— Transport for London 😷 (@TfL) June 25, 2021

TfL has said that the Love Island roundels will be removed today (June 28) as the weekend-long promotion to celebrate the launch of the new series comes to an end.

It is not the first time that TfL has used corporate sponsors on the Tube network, as Oxford Circus was last year transformed in a similar fashion during a temporary partnership with Sony to promote the launch of the PlayStation 5 console.

Following a new emergency funding deal from the Government agreed earlier this month, TfL must find an additional £300 million of savings in the year 2021/22 and a further £723 million by 2022/23.

TfL declined to comment on the amount of revenue generated by the partnership with ITV2 as it is “commercially sensitive” information.

Metropolitan Police officers were called to a Miall Walk at 9.30pm on Friday, but the 19-year-old man died at the scene.

Officers attempted first aid on the teenager and London Ambulance Service also attended the incident.

The teenager’s family have been told but formal identification and a post-mortem examination will take place in the coming days.

A dozen family members could be seen speaking to detectives within the police cordon, which covers the areas from the A212 to Champion Road, on Saturday.

One relative who did not wish to be named said the teenager’s mother is “in pieces”, as he stepped inside the cordon to support her.

Several officers were at the scene, while forensics experts have been examining a property on the A212 where what appeared to be a long trail of blood stains could be seen on the pavement.

A bouquet of flowers has been left outside the property.

Lewisham West and Penge MP Ellie Reeves tweeted: “Incredibly saddened to hear of the fatal stabbing of a 19 year old boy on Miall Walk in Sydenham last night.

“My thoughts & deepest sympathies are with the victim’s family. Yet another senseless loss of life, another family devastated by knife crime and it needs to stop.”

Thunder and heavy rain are forecast for Monday in the south London kicking off a week of wet weather that could put a dampener on some of the UK’s upcoming sporting events.

With scattered downpours forecast, stars from the tennis world due to play on the opening day of Wimbledon on Monday may be forced off court.

Historically, inclement weather has tended to force the postponement of all matches scheduled on any given rainy day at the Championships.

Heavy #rain is continuing to affect southern parts of the UK this morning

A yellow rain warning is in force until 10am across parts of SW Eng & S Wales

There is likely to be plenty of surface water on the roads so do allow some extra time for your journeys

— Met Office (@metoffice) June 28, 2021

However, the investment in roofs over Centre Court and Court 1 in recent years means the unpredictability of the British weather is less likely to affect the schedule – although the experience of sitting courtside with strawberries and cream in hand may not feel quite the same.

The Met Office has issued two yellow warnings for Monday stretching across the country from Bath southwards – one for scattered thunderstorms and another for heavy rain – including warnings of the “small chance” of fast-flowing or deep floodwater.

Southern areas are expected to bear the brunt of rain storms for the rest of the week, including on Tuesday when England go head-to-head with Germany in their Euro 2020 last 16 match at Wembley.

Many supporters around the country, particularly in the North, will be able to watch the game in the sunshine.

But senior meteorologist for the Met Office Steven Keates said “there’s a reasonable chance of rain which could be heavy, at least at times, during the game” in north London.

England faced similar conditions when they played a scoreless draw with Scotland in the group stage of the tournament two weeks ago.

Fans gathered at the stadium this week will be hoping the deluge does not mean a washout for the Three Lions who are in for a tough test against their rivals, despite being the bookies’ favourites to win.

Despite the drizzle, temperatures will be balmy throughout with the dial expected to reach 19C in time for kick-off.

From Wednesday onwards there will be pockets of rain which will ease, with conditions becoming dryer and brighter as we head into next weekend.

Mr Keats said: “For the rest of the week it looks as though high pressure will stick around, influencing the weather over much of northern and central Britain and Ireland, but southern England, and particularly the South East, will remain at risk of further showers.

“With a broadly easterly flow, North Sea coasts will often be cooler and sometimes cloudier, with the best of the sunshine and the warmth in the sheltered west.”

A 26-year-old man was fatally stabbed at an illegal rave in an industrial unit on near The Den on Saturday.

Police were called to an "unlicensed music event" on Stockhold Road, Millwall, at around 11.50pm on June 26, where they found a young man suffering multiple injuries.

Despite the efforts of paramedics, he was pronounced dead at the scene.

Enquiries are ongoing to establish the victim’s identity and contact his family. A post-mortem examination will be arranged in due course.

A 16-year-old male was also found at the location suffering head injuries. He was taken to hospital for treatment.

His condition is not believed to be life-threatening and he has been arrested in connection with the incident.

Professor Adam Finn, who advises the Government on the Joint Committee on Vaccination and Immunisation (JCVI), has said a "third wave" of coronavirus infections "is definitely under way".

Hopes of an irreversible end to lockdown in England on July 5 were also dampened as Dr Susan Hopkins appeared on The Andrew Marr Show.

Public Health England’s strategic response director said: "We may have to do further lockdowns this winter, I can't predict the future, it depends on whether hospitals start to become overwhelmed.

"We are definitely seeing some signals in some areas of cases slowing down, Bolton for example has definitely reversed, Blackburn and Darwen has stabilised.

"But there are other parts of the country, particularly in some parts of the north-east, some parts of London that are still rising quite fast.

"So, I think this is not all doing the same thing all over the country, and we're seeing rises and falls as people go out and get tested and I think we are seeing the impact of vaccination and that is good news."

She added: "The extra time to vaccinate more people, get two doses of vaccination in as many people as possible will hopefully mean that what we're seeing with this wave won't look the same as the previous waves that we've seen in this country."

Dozens of people died and more than 300 were seriously injured in road traffic accidents in Hertfordshire last year, figures show.

With reduced road usage during the pandemic, road traffic accidents dropped by more than a fifth across the country, but 27 people still lost their lives due to collisions in the county in 2020.

Less traffic contributed to an 18 per cent decline in the number of people killed or seriously hurt locally and an overall drop of 31 per cent in the total number of casualties, from 2,738 in 2019 to 1,897.

Department for Transport figures show at least 305 suffered serious, potentially life-changing injuries.

And the number of people left with slight injuries is likely to be higher than the 1,565 recorded, as not all crashes are reported.

The AA say the Government must do more to eradicate road deaths completely by the end of the decade while road safety charity Brake say it is unacceptable to see lives lost or changed forever as a result of preventable crashes.

Road traffic across Britain dropped by over a fifth in 2020 compared to the previous year with the overall number of casualties plunging by a quarter in that time.

But cyclist deaths rose, from 100 in 2019 to 140 last year.

A spokesman for Brake said the national decrease in deaths and serious injuries represented a step in the right direction and demonstrated the possibility of reducing casualties.

He called for better investment in vehicle safety and infrastructure, more segregated spaces for cyclists and pedestrians and appropriate speed limits, adding: "Every death on our roads is a tragedy for the victims’ loved ones, while injuries can have devastating consequences on an individual’s life.

"We need a concerted focus on reducing road deaths and catastrophic injuries. This requires ambitious targets to end the carnage on our roads."

AA president Edmund King said 2020's reduction in road traffic casualties should not become a "one-off" as he called for the Government to introduce road safety targets.

He said: “Regardless of how we use the roads, we all have a responsibility to one another to ensure people can travel safely.”

“For many years the Government has not set any road safety targets.

"If we are serious about a vision zero for road deaths the Government should urgently reintroduce targets so we can work hard to end road deaths as quickly as possible.”

A Department for Transport spokesman said: “While we have some of the safest roads in the world, this Government will continue to work tirelessly to ensure they are made even safer.

“Our targeted THINK! Campaign continues to educate road-users, and as part of our 2019 Road Safety Statement we committed to a two-year action plan to help promote safer driving on our roads.”

Mayor of London Sadiq Khan has confirmed plans to commission a new report examining London’s counter-terror preparedness.

It comes following warnings from a senior Met officer that the Covid-19 pandemic has created a “perfect storm” that has left individuals vulnerable to online grooming and radicalisation.

Following a question from Labour’s Unmesh Desai at a meeting of the London Assembly last week, the mayor confirmed that “work was underway” on updating the Harris review into London’s preparedness for dealing with a terror attack.

The original independent review was conducted by Lord Toby Harris in 2016 following high-profile terror attacks in Europe including the 2015 Bataclan terror attack in Paris.

In the review Lord Harris made more than 100 recommendations, “the vast majority of which have been implemented, resulting in numerous improvements for safety” in London.

But Sadiq Khan told the London Assembly that a “refresh” of the original review was important “at a time when we are due to receive the findings of both the Manchester Arena inquiry and the Fishmonger’s Hall inquest”.

Mr Khan said that the review will consider the extent to which the Metropolitan Police, the Mayor’s Office for Policing and Crime and other organisations in London have acted on Lord Harris’ recommendations as well as which gaps remain.

Sadiq Khan told the London Assembly: “We are worried… that the pandemic has led to more people using the internet and more vulnerable people being radicalised through the internet and it’s really important that we understand that.

“As lockdown restrictions are lifted, the concern is that the radicalisation could lead to violent acts so we’re doing a number of things to address that.”

Earlier this year, the mayor announced the launch of the City Hall-funded iREPORTit app that allows people to anonymously report terrorist content found online and on social media.

Last week, Mr Khan said that the app has resulted in “a large number of referrals” and stressed that “we’re going to continue occupying this space”.

Earlier this year, the UK’s terrorism threat level was downgraded from “severe” to “substantial”, though Home Secretary Priti Patel said that it would be kept under constant review.

Voluntary and community organisations in Lewisham could get fundraising posts funded by the council to help them become more self-sufficient.

The council is making a £800,000 cut to its main grants programme, which supports more than 40 voluntary and community sector (VCS) organisations in the borough.

The cuts forms part of the £40 million in cuts the council needs to make in the next three years.

The figure will slash the programme by a third. As a result it is consulting on some proposed changes to how it supports the VCS.

The sector played a huge part in the response to the pandemic, helping millions of people across the UK.

The local democracy service asked the cabinet member how the planned cut feels in that context.

Cllr Jonathan Slater said: “We went through a budget-making process where all departments were asked to make reductions.

“The problem is we’ve had ten years of austerity and the Government let us down over the Covid response - the Government owes us £20 million. That leaves a big hole in your finances.

“What you don’t want to get into is a situation where you can’t balance the books and then you have to go to Government for money, which Bexley and Croydon have had to do.

“What we did factor in is other funding available.”

He said the NHS provides just over half a million towards the social prescribing part of what the council funds through main grants, meaning the sector in Lewisham will be getting £2.3 million per year from next year.

Cllr Slater added: “We’re also rolling out the neighbourhood community infrastructure levy, both borough-wide and ward-based.

“We’ve already released the borough-wide pot, which is over £900,000, and we’re going to releasing the ward-based funding from £1.6 million. That will be allocated to each of the 18 wards based on where development is taking place and on socio-economic need.

“No-one wants to do cuts, but at the same time we’ve still got our main grants, the additional NHS support, and we’ve got the NCIL.”

He urged organisations to apply for NCIL funding as it becomes available.

The council's consultation will run until next month.

It is proposing to introduce new ‘partnership grants’ of £10,000, which would go to organisations “who can demonstrate commitment to working in partnership with the council over the coming years”.

Cllr Slater said: “We want to support the sector through funding community fundraising posts to allow organisations to go out and support themselves, finding funding from other streams.”

The council is also proposing new priorities in the wake of the pandemic – money should be granted for things that support an ‘economically sound future’, a ‘healthy and well future’, and a ‘future we all have a part in’.

Cllr Slater said there were some concerns raised at a consultation meeting that older people activities wouldn’t fit the new priorities for grants.

But he said those activities will be funded under a 'healthy and well future'.

He said at the consultation meetings there was “generally acknowledgment of what the council has had to face with ten years of austerity and Covid”.

Cllr Slater added: “There was also a recognition that we’re trying to do what’s best for residents and for communities.

“The £800,000 is a cut when all is said and done but there was some relief that we’ve managed to get additional support from our NHS partners.”

The cabinet member praised the community response during the pandemic.

He said: “What was heartening was how the community really stepped up, not just the organisations we fund but groups and individuals who hadn’t done it before, who felt that this was a crisis and that we needed to support those who needed to shield.”

The main grants consultation ends on July 22. To take part go here.

The Metropolitan Police Service has been urged to review its application and recruitment process following several high-profile incidents of “serious misconduct” involving officers.

The issue was raised at a meeting of the London Assembly on June 24 by Liberal Democrat member Caroline Pidgeon, who asked the Mayor of London what he and the Met were doing to understand “why we are seeing such serious misconduct” within the force.

It follows several high-profile incidents involving Met officers in recent months, including Wayne Couzens, who pleaded guilty to the kidnap and rape of Sarah Everard, and Benjamin Hannam, who was jailed for being part of a far-right terrorist organisation.

Speaking at the Assembly, Caroline Pidgeon said: “The Met is filled with committed and dedicated officers, but I’m concerned that in recent months we’ve seen increasing reports of serious misconduct.

“We have seen officers involved in such things as taking pictures of murder victims, attempting to engage in sexual activity with a child, stealing drug money, and assault and rape. And, of course, we’ve also had the tragic events surrounding Sarah Everard and the report into the Daniel Morgan case.”

Ms Pidgeon continued by saying that the “scale and seriousness” of some recent incidents is “a huge cause for concern” and “is contributing to the fall we’ve seen in public confidence in the Met”.

In the past month alone, a Met officer has appeared in court accused of sexually assaulting a woman during a welfare check, while another officer was convicted of perverting the course of justice after lying to cover up a colleague’s car crash that left a civilian with serious injuries.

Asked by Ms Pidgeon whether he shared her concerns, Mayor of London Sadiq Khan last week said that both he and “senior management” of the Met are taking the failings “very seriously” and that the Met “is addressing them”.

During his re-election campaign, Mr Khan pledged to lobby the Government for an additional 6,000 Metropolitan Police officers in a bid to tackle crime in London.

But the mayor has said that he wants officers to join the Met “out of a passion to serve their community and with the drive to perform an outstanding job”.

Mr Khan said: “It’s vital that the public can have confidence in the integrity and professional standards of their police. Policing is a rewarding but extraordinarily challenging occupation. Our officers must be skilled professionals and embody the very highest of standards. The public expects and deserves no less.
Matt Hancock has been the main topic of conversation after pictures emerged of the Health Secretary kissing his closest government aide, Gina Coladangelo.

The images appear to be captured via CCTV outside of the married, father of three’s office, just after 3pm on May 6.

Mr Hancock said he was “very sorry” for breaching social distancing rules and asked for privacy for his family.

He said: “I accept that I breached the social distancing guidance in these circumstances.

“I have let people down and am very sorry.

“I remain focused on working to get the country out of this pandemic, and would be grateful for privacy for my family on this personal matter.”

The news may leave some men and women out there feeling paranoid that their partner could be cheating on them.

Therapist and relationship expert TJ Gibbs, the Love Coach says there are seven signs your partner could be cheating.

She said: “The statistics of a poll on infidelity carried out by IllicitEncounters.com and Onepoll, show that 18.3% of women and 25.4% of men have cheated on their current partner at least once.

“With the fact that more women are in the workplace than ever before, and with the rise in online profiles and downloads of dating apps, it has never been easier for either partner to access someone to flirt, meet or have an affair with.”

TJ adds that it is important to note the changes in your partner’s behaviour.

“It is not the activity alone that you consider but how it deviates from the normal patterns of your partner,” she said.

She adds: “When infidelity is exposed, cheating is never about the other partner, it’s always about the person who is cheating.

“Not being honest with each other about one’s needs in a relationship can lead a partner to seek that ‘being themselves’ elsewhere even if they love you.

“This is not a justification but an explanation as to why indeed they may love you yet risk losing you.”

TJ has revealed seven signs that could indicate a partner is cheating:

Their Whatsapp status shows them online a lot more when before they hardly used the app.

Do they cause meaningless rows so that they don’t have to go to particular events or encourage you to go to events without them?

Are they suddenly being overly nice, allowing you to watch whatever you want on TV, buying you gifts, asking if you would like to go out to your favourite restaurant – for some having an affair can make them act happier in their life, or guilt can make them try to make it up to you subconsciously.

Maybe the opposite is true and they are constantly picking fault with you or accusing you of cheating – once someone has successfully cheated undetected they start to think that if they could do it, why can’t you.

As the study shows that most affairs start in the work place, is your partner suddenly attending more working events, working away from home or having to work late into the evening doing “overtime”?

Do they change their grooming routine, suddenly start dressing sharper and trendier and take more of an interest in their appearance and hygiene.

Has their sexual appetite or interest changed, for some having an illicit affair increases their sex drive and their zest for sexual adventure, for others it can decrease it as guilt sets in.

Preparing for the new school year can be an expensive task for parents.

With books, pens bags and shoes, the cost of school uniforms can set families back a considerable amount.

But parents and guardians of school kids might be able to access a publicly-funded grant to help towards the costs of clothing children through education years.

Schools have been called upon to add value for money criteria to their uniform policies under a recent School Uniform Bill, which has prompted a change in law.

As a result of the bill, school uniforms will be made more affordable for families - but what other help is out there for parents or guardians of children in state education?

Can I get help with school uniform costs?

Parents and guardians of school kids can access a support grant up to £150 to help pay towards uniform costs, if they are struggling financially.

It's a grant which all local councils have the power to offer its constituents under the Education Act 1980 but not every authority does due to differing budgets.

It is not a statutory duty in England, but the system works differently in neighbouring Wales, Scotland and Northern Ireland where councils are required to help with costs.

In Wales, all councils provide a £125 grant towards uniform and sports kit costs. Councils in Scotland are required to provide grants of at least £100 to cover uniform costs.

While in Northern Ireland, the country's government administers the grant of £35.75 for primary pupils, £73 for secondary school kids under-15s and £78 for kids over the age of 15.

Can I apply for a school uniform grant?

The grant is typically accessible to low income households who might also get free school meals, though the criteria varies from council to council depending on where you live.

To give you an idea of who might be eligible, in order to qualify for school meals, parents or guardians typically need to be claiming benefits such as Universal Credit or Child Tax Credit.

And this is if your local authority offers this grant option.

To find out if your local authority offers the school uniform grant visit the UK government website and enter your postcode before following a link to your local council.

From the link you should be able to find out if your local council offers this support, the specific criteria needed to access the grant, how much you might get and what to do to apply.

When do school uniform grants get paid?

When the grant is paid is down to the individual councils across England, Scotland, Wales and Northern Ireland and can differ depending on where you live in each country.

If you are successful in your application then the grants are usually issued during the summer months in preparation for the new school year, though this may vary depending on date of application.

To get an idea of how much school uniforms cost, parents spend on average £337 on uniforms for each child in secondary school and £315 for a child at primary school, according to The Children’s Society.
