We at Onside love a tidy flat on check-out. What’s good for the departing tenant is good for us. The dirtier a property is the longer it takes to do a check-out report. We get paid the same no matter whether a report takes 1 hour or 4 hours. We have no incentive to find faults where there is none but we will be penalised where we fail to spot them.

Check-out is not in any sense a preliminary report during or after which a tenant will be given an opportunity to rectify any faults identified. As soon as the inventory clerk begins a check-out the time for cleaning, fixing and removing personal possessions is finished.

To secure the best possible check-out experience educate yourself on what will be expected on check-out for each room in the property you are vacating. Go through the list for each type of room below. Each list includes last minute checks on the things people overlook the most.

When you are checking out of a property one of our inventory clerks will be making sure the flat or house is ready for a new tenant. In the inventory clerk's report there is a section where they record personal effects/property left by departing tenants. They will tick the box 'good' only if there is nothing being left.

Tenants normally leave things they can’t be bothered removing or don’t fit in an already overloaded car. They imagine that no harm is done because the incoming tenant will be able to use what they leave behind.

If you are departing tenant thinking of leaving some stuff – DON’T! Take it or throw it.

Food – dry pasta, half a packet of peas in the freezer, sugar in a bowl and other ‘non-perishables’

No one moving in to a new flat will want to consume food of questionable origin. They will be unable to erase the horrible suspicion that each strand of the spaghetti has been licked once and replaced into the packet. Eat or dump all surplus foodstuffs.

Bits and bobs: a drawer or box full of phone line connectors, scart plugs for the back of DVD players and free-view boxes, mobile phone chargers, remote controls and other assorted electronic bits and bobs – (following also applies to general, non-electronic bits and bobs, doo das and widgets that look like they may be important/useful at an indeterminate moment in the future.)

Undoubtedly someone somewhere is in need of a scart plug and reluctant to buy one, knowing there are hundreds out there unused. The same goes for that charger for the old Nokia NP41 you’re leaving behind. However, that someone somewhere is unlikely to be the incoming tenant. Not only do they not want your junk – they may already be groaning under the weight of useless junk they themselves have acquired over the years.

Hygiene products: Soap, shampoo, half a tub of Q-tips, a pillow’s worth of cotton balls and other toiletries

No. You can’t seriously believe anyone would use that second-hand stuff? Q-tip objection? – see Food: spaghetti objection above.

Books: carrier bags or shelves of Maeve Binchy, Jeffrey Archer and Diane Steel

Not only will you be leaving unsuspecting new tenants a low opinion of your taste in literature – you will be cluttering up their new home. Take books and the like that you don’t want to the nearest thrift shop, or burn them (in an environment-friendly way naturally)

Mail: junk mail or even Birthday cards

If you have ever moved in to a flat and constantly received the former tenant's mail over months you will know how tiresome it is. Should you keep marking it 'return to sender', hold on to it as the pile grows in the hope that the tenant may one day come looking , or should you just kind of lose it? No one wants these dilemmas. Let everyone who might conceivably send you mail know you are moving. Provide a forwarding address to the post office.

The new mandatory tenancy deposit scheme in Scotland means that companies like SafeDeposits Scotland and MyDeposits Scotland are the new referees ensuring that neither the tenant or landlord hold an advantage in deposit disputes.

At last landlords can rightfully claim that any resolution of a deposit dispute, for or against them, is out of their hands. Or can they? Not really, because as things stand today landlords can write the check-out reports that the tenancy deposit scheme company uses to make a decision. In footballing terms landlords can still act as the linesmen providing the evidence of fouls to the referee.

If you’re a landlord that conducts your own inventory and check-out reports then the deposit dispute process is not truly independent and the referee must be obliged to the landlord’s disadvantage to give any benefit of doubt to the tenant.

How then can a landlord show true independence in the resolution of a deposit dispute? The answer, returning to the football metaphor, must be by giving the job of linesman to a disinterested third party; giving the responsibility of inventory management and check-out to an independent inventory management company like Onside.

You’re a tenant leaving a rental property and you don’t want to give the landlord any reason to hold back part of your deposit? The best way to not lose that fight would be to ensure it never starts. Do your best to leave the property in the same state you found it (You should have a comprehensive inventory report provided on arrival)

At Onside Inventory Management experience tells us that even relatively tidy sorts can overlook certain cleaning chores before checking out. This is a shame because only one cleaning failure can trigger the need for a professional cleaner visit costing a minimum £50+

Here’s a top 11 of cleaning ‘fails’ we have identified that departing tenants should look out for.

1. Roof of microwave interior – you should have covered that spaghetti sauce before heating it!

2. Washing machine powder tray – not thinking to clean here doesn’t make you a freak, but do it anyway

3. Top of door frames – stand on a chair and run a damp cloth across the top edge of the door frame. Tall people - do same minus chair.

4. Dust on skirting boards behind furniture – moving the bed and the wardrobe is a drag but do it just this once.

5. Greasy extractor filters – greasy food isn't just responsible for relatively minor problems like heart failure. If you share a flat then draw straws on the horrible job of cleaning greasy filters.

6. The gap between oven door and oven – that slice of dried out pepperoni that fell off the pizza just before kick-off and which you kept telling yourself you’d fish out one day? Do it now.

7. Inside drawers – bread crumbs under the cutlery tray? A load of bits and bobs that have served you no purpose and are likely to do the same for the incoming tenant?

8. Inside kitchen units – okay, that spill under the kitchen sink is actually dried soap but that doesn’t make it clean!

9. Shower soap dish – the next tenant might prefer a fresh bar of Imperial Leather instead of that little bricklette to which the label gamely clings.

10. Floor under and behind furniture – move furniture to save deposit money and maybe even find that missing library card.

11. Streaky mirrors – and other things you don’t notice when blinded by your own beauty

A scheme proposed by the Letting Protection Service Scotland has been approved by the Scottish Ministers. The scheme will start operating on Monday 2 July 2012.

The legal duties on landlords who receive a deposit in connection with a relevant tenancy will also be triggered from 2 July.

The legal duties on landlords are:
- To pay deposits to an approved tenancy deposit scheme
- To provide the tenant with key information about the tenancy and deposit.

Key dates for landlords

The dates by which landlords must comply will vary, depending on when the deposit was received:

1. Deposit received prior to 7 March 2011 and tenancy renewed after 12 November 2012: Duty to comply within 30 working days of renewal

2. Deposit received prior to 7 March 2011: Duty to comply by 14 May 2013

3. Deposit received on or after 7 March 2011 and before 2 July 2012: Duty to comply by 12 November 2012

4. Deposit received on or after 2 July 2012 and before 2 October 2012: Duty to comply by 12 November 2012

5. Deposit received on or after 2 October 2012: Duty to comply within 30 working days of the beginning of the tenancy

Additional schemes

Two further schemes are also being considered from:

SafeDeposits Scotland
MyDeposits Scotland

If the evaluation and consultation processes demonstrate that the schemes are suitable, the Scottish Government aim to have all three schemes approved and ready for operation by 2 July. This means that landlords will be able to choose which scheme, or schemes, they want to submit deposits to.

The Tenancy Deposit Scheme (Scotland) Regulations 2011

The Tenancy Deposit Schemes (Scotland) Regulations 2011 became law on 7 March 2011.

The 1st scheme should be operational by beginning of 2012.

Following the start of the first scheme landlords / letting agents will have 30 working days in which to lodge all new deposits

For existing tenancies, if the deposit was received before 7 March 2011 - you must comply within 30 working days of:

a) the date of renewal of any tenancy which occurs between 3 and 9 months after the operational date

b) in any other case the date that falls 9 months after the operational date

For existing tenancies, if the deposit is received between 7 March 2011 and the date the first scheme becomes operational – you must comply within 30 working days of the date that falls 3 months after the date the first scheme becomes operational

A tenancy deposit scheme is a scheme designed to protect tenant’s deposits by placing them with an independent third party

Every approved scheme must provide a way for disagreements over the return of the deposits to be resolved. This service will be available as an alternative option to the tenant taking legal action for recovery of a deposit through the court

Tenants will be able to apply to the court for sanctions to be applied against a landlord who fails to protect deposits and/or provide information in accordance with the regulations

The landlord (or letting agent) must apply to the scheme for repayment of the deposit after the end of the tenancy, giving details about how much of the deposit should be repaid to you. The scheme administrator will write to the tenant, asking the tenant to confirm they agree with the landlord’s (letting agent’s) application or whether they wish to dispute the amount. If there is no dispute the scheme administrator will repay the deposit accordingly
