We can definitely improve upon the lives of 70% of Pakistan's impoverished population by eliminating corruption from all levels of the state organs, particularly the higher echelons of the executive, legislatures, and bureaucracy.

The politicians, the business community and the bureaucracy have together ruined the entire pyramid of responsibility, authority and accountability over the past sixty years of Pakistan's independence. Overall maladministration has robbed the national exchequer of billions of dollars worth of assets in cash and kind.

The country is today indebted to the tune of US$ 60 billion in foreign loans and the total public debt including the domestic and external debts has reached Rs 10 trillion. Huge debt servicing, billions of losses from the non-performing state enterprises and the non-productive expenditure of the government leave only 25% of the budget for the public sector development. That means Rs 730 billion, out of the budget of Rs 2.7 trillion, for 180 million people in the fiscal year.

Change for the Better in Pakistan can come ONLY through the untiring efforts of the educated and enlightened civil society members. Moving ahead with courage, confidence and commitment is the Need of the Hour. Today's failures will be tomorrow's monsters for the new generations.

Come forward and Join hands to improve governance in Pakistan by ending corruption and eliminating the roots of terrorism originating from deprivation of the people at large.

Dear Mr. Prime Minister:

I happened to read your press statement on the front page of today's 'The Nation.' Kindly allow me to express my views on the issues that you highlighted.

1. You said: 'I dont think PML-N Quaid Mian Nawaz Sharif would become part of any attempt to derail the democratic process in the country.' Let me assure you that derailment is out of question, come what may. Change of government, yes. We, as a nation, must come out of the age-old phobia of military rule in the 21st century. What happened in Oct 1999 would not have happened if the then Prime Minister knew how to remove the then COAS. Hopefully, Mian Sahib wont be coming back as PM in the next 10 years.

2. Charter of Democracy cannot and should not be implemented without the consent of ALL the political parties in and out of legislatures. COD is NOT a national document; it is just an MOU between two political parties and, mind you, the PLMN is NOT a national party. It would be better if the COD is put to the acid test and placed before a specially convened APC to deliberate upon its clauses and agree on their implementation schedule.

3. 17th Amendment can be amended in one month. PPP has already taken a year and may take another one year or more. The intention is written on the wall and anybody can read it if he is not blind. However, I do agree to the perception in certain quarters that there should be balance of power between the president and the prime minister. We are not living in British parliamentary system and, therefore, neither the president nor the prime minister should be made a 'lame duck.'

4. 58(2) B should be retained with stringent conditions as a safety valve to prevent military take-over in case of the party in power becoming unpopular.

5. Local Bodies elections should be held in a year's time. In the meantime, all notorious figures must be shunted out and must not reappear in the next elections.

6. You dont need a committee or APC on Balochistan to solve the burning issues there. Any delay will cast doubts on the government's intentions, nothing else. You can do a lot straightaway. For example, what happened to the Rs 42 billion package announced by the president Zardari on his visit to Balochistan? Have you delivered it, where is it being spent, and how is it being channelized?

7. Regarding reshuffling of the federal cabinet, please consider dropping some rather than adding some. You dont need 82 members, most of them invisible to the public eye.

8. You said leadership does'nt take direction; it gives direction. Would you mind telling us the direction of the present government in foreign affairs, economic affairs, political affairs, social affairs, internal and external security affairs, religious affairs, etc.?

9. Re carbon tax, you better suspend its operation till the final decision after the return of the financial affairs committee. Let us not make a mockery of our judicial system.

Please allow me to put a few questions for your consideration and response asap.

1. What happened to Rs. 2.8 trillion collected between 2001-2009 under the head of petroleum development levy?
2. Why was it necessary to raise the petroleum prices while the crude oil prices had already come down from the previous levels?
3. Why did we give Rs 12 billion as subsidy to the KESC during the last year? We did'nt give such a huge subsidy to previous owners.
4. Why was 'Atta' made more expensive than that in the previous regime?
5. Why is only 1/3 of the land in Pakistan being cultivated year after year?
6. Why is 30 million acre feet of water going into the sea every year?
7. Why are Wapda, KESC and IPPs not producing electricity to their full capacity? Total power generation on last Friday was 11,376 MW against the installed production capacity of 20,000 MWs.
8. What measures would you take to reduce last year's inflation of 20.77 percent as per government figures? Actual inflation of food-related items could be much higher than this figure.
9. Why did the oil marketing companies earn hefty profits last year at the cost of consumers?

Last but not the least, may I, most humbly, request you for the sake of your own health as well as that of the people of Pakistan to cut down on your travelling, cut down on your daily statements, cut down on your new suits.
