Business Analyst (MMIS/Medicaid) - State Project - Long-Term

Job Duties/Responsibilities:

1)Performs definition of user functional requirements by translating development and/or maintenance requirements into specifications.
2)Analyzes existing software for incorporation of desired enhancements. Performs detailed reviews and analysis of program changes, new equipment,new technology and other factors and trends impacting existing systems in order to facilitate the development and conformance of system modifications.
3)Formulates recommendations on alternative approaches to realize desired functionalities and/or enhancements and desired levels of performance. Performs feasibility studies, life cycle analysis and/or cost/benefit studies.
4)Designs system, providing interpretive analyses, preparing flowcharts and associated diagrams/ enhancement plans
5)Prepares acceptance test plans, conducts acceptance tests and confirms results.
6)Develops sampling methodologies by applying standard statistical techniques and software packages. Develops and maintains sampling systems. Performs data sampling and provides interpretation.
7)Ensures that systems documentation is updated according to client standards.
8)May assist in user training.
9)Occasionally may provide guidance to and assist in the training of less experienced staff.

Knowledge/Qualifications:

1)A Bachelor's degree in a related technical field or equivalent work experience.
2)Minimum 3-5 years of progressively responsible related technical experience.
3)A Minimum of 2 years MMIS or Healthcare related Claims, billing and business systems experience large scale computer/systems environment would be preferred.
4)6 months or more of major responsibility for developing, revising and controlling technical documentation of a complex system.
5)Experience with MS tools
6)Excellent communication skills both verbal and written.

REQUIRED:
An experienced Business Analyst to perform work of considerable difficulty in the analysis, design, implementation, maintenance, and enhancement of complex mainframe systems. Other tasks may include creating use cases, creating requirement analysis documents, creating detail specification documents, resolving production problems, and developing user acceptance test plans.

Skills/Qualification:

1)Strong oral and written communications skills. Will be required to create analysis and design documents as part of our development life-cycle.
2)Working within a project team, the Business Analyst is responsible for technical project consultation, initiation, collection and documentation of client business and functional requirements, solution alternatives, functional design, testing and implementation support.
3)Prior experience in Medicaid, PBM (Pharmacy Benefit Management) or POS (Point of Sale) is Mandatory.

5)Responsible for the management of all activities related to the successful planning, documenting, and testing of all work performed by the team.
6)Provides detailed direction and performs specialized analysis and research of systems modifications to solve any scope problem or enhancement.
7)Can successfully function within a project team or work independently.
8)Ability to translate business requirements into system functional specifications.
9)Minimum of four years college (Bachelors degree) with at least seven years experience in project related work, systems analysis and a systems development environment.
10)Requires a complete understanding of a project life cycle methodology.
11)Full life cycle development experience is important (SDLC).
