I met Robert last year in Maui through a mutual friend and fell in love with his art. We became vast friends and I have had the pleasure to be his personal photographer for head shots and personal events.  I have personally find Robert to be one of the kindest men I know. A down-to-earth guy whose humility and shyness is quite charming and his laugh can lighten any dark day. I would say I was his friend that turned into his biggest fan. The world renowned artist, Nelson, was the creator of the original 1979 painting &#8220;<em><strong>Two Worlds</strong></em>&#8220;. This was the first painting ever created depicting life above <em>and below</em> the surface of the ocean. It was this painting that sparked a new artistic genre, <strong><em>The Modern Marine Art Movemen</em></strong>t&#8230;&#8230;<span id="more-101"></span></p>
<p>Although most well known for his marine paintings, &#8220;<strong>RLN</strong>&#8221; has an extensive artistic range which allows him to create masterpieces of subject matter beyond marine &amp; sealife in various genres.</p>
<p>He has been recognized for his generous contributions to environmental organizations worldwide and has received awards for his efforts including the &#8220;<strong>Environmental Hero</strong>&#8221; award from the <strong>White House</strong>.</p>
<p>He has exhibited in museums and held hundreds of one man shows, including an exhibition in <strong>2001</strong> at the <strong>Smithsonian Institute</strong> hosted by his good friend, <strong>Jean-Michel Coustea</strong>u.</p>

<p><strong>Biography:</strong> Below is an interesting bio and timeline of Roberts work.</p>
<p>Robert Lyn Nelson, one of the premier American artists of the late 20th and early 21st centuries, was born February 1, 1955 in Upland, CA. His remarkable talent was evident by the age of three, when he began drawing with charcoal and pencil. By the time he was seven years of age, he painted and drew every day, creating an impressive collection of art, astonishing everyone who saw his work. He created numerous illustrations, drawing straight from the pages of our past, depicting stunning images of famous battles in American history. However, evidence of his early love for the environment and his respect for the earth, came in the form of countless awards for conservation, starting at the age of seven. Always perfecting his skills, he continued to study art, drawing and painting every day throughout his childhood, all the while learning to work with new mediums and adding new genres to his growing collection of artwork.</p>

<p>He began creating impressive murals, sculptures, landscapes, seascapes, and experimenting with still life. He was heavily influenced by some of the greatest and well-known artists of all time, including Rembrandt, Monet, and Dali. Other great influences include two incredible American artists of the twentieth century, Maxfield Parrish and Andrew Wyeth.  However, he discovered a great love   for cubism while studying the work of its creators, Pablo Picasso and Georges Braque &#8211; an influence that is evident in Nelson&#8217;s work to this day.</p>
<p>He won a scholarship and attended classes at Chaffey College at age thirteen when he began exhibiting a series of one-man shows and group shows in Southern California.</p>
<p>Growing up in Southern California, Nelson always had a love for the      ocean and the beauty of nature, learning to surf at an early age at the beaches of Laguna and San Clemente. However, a real turning point in his life and his career occurred when he moved to Hawaii when he was eighteen years old. It was there that he began painting the beautiful Hawaiian landscapes and seascapes. When he was twenty-two years old, he moved from Oahu to Maui, all the while, continuing his journey as a perpetual student of art history. He spent a great deal of time surfing, kayaking and scuba diving in Maui, while continuing to paint and study the breath-taking beauty of the Hawaiian Islands. It was while diving in the tropical waters of Maui that he was inspired by the sense of being in<em> two worlds at one time</em>, that he desired to capture that sensation on canvas.</p>

The &#8220;two worlds&#8221; concept was a springboard for Nelson&#8217;s career, gaining him international recognition for his artwork as well as his conservation efforts. And in 2001, he was given the incredible honor of being the youngest artist to be featured in a one-man show at the Smithsonian Institute (hosted by Jean-Michel Cousteau). His name is synonymous with the conservation effort and his art critical in changing public attitudes about whales and dolphins. In fact, he forever changed the way we view our relationship to our planet.</p>
<p>Although Nelson is an incredibly talented artist, what really sets him apart and makes him exceptional is the fact that he is extremely intelligent and educated. His philosophical expressions create an incredible depth in his work. He has always believed that an artist should not be limited to one form of expression, and this has been proven with his wide range of environmental hero. Although most famously known as the originator and master of ocean art, has continued to experiment with new forms, inventing new styles such as neo-cubism and non-objective soft abstractions. Isn&#8217;t there a better way than the bag-shirts? How much will this personnel cost the city? I&#8217;m all for finding ways not to use bags (made from valuable oil that end up polluting our oceans/beaches, doing harm to aquatic life), but&#8230;.. can&#8217;t we all get along? Any ideas on what this enforcer might look like? A cross between a shriner and&#8230;&#8230;&#8230;?</p>

<strong>Dear Elected Representatives of the Citizens of Ventura, </strong><br />
The proposed ordinance on Agenda Item 7, to be considered by the city council this Monday night, will cause property values to continue their decline and unsafe housing to grow. The ordinance does nothing to decrease fear,&#8230;&#8230;<br />
<span id="more-62"></span>ensure safety promote permit pulling, establish grandfathering and amnesty or create economic benefits as requested by the council and recommended by the Ventura Safe Housing Collaborative.<br />
<strong>Citizens Can Lose Their Homes</strong><br />
Putting this ordinance, as proposed, into law, will cause citizens to lose their homes because it causes properties to be designated as Substandard, for simply missing a permit. This can result in the clouding of one’s title and loss of access to the homeowner’s equity.<br />
Without access to their own hard earned equity, homeowners could be not be able to cover a medical emergency or fix the property. Trying to sell the property would be a nightmare, so they won’t list. This is egregious and should never be allowed to happen. Citizens, afraid of losing their homes, will only go further underground, and continue to live in fear and blighted conditions will increase.<br />
<strong>“Substandard” Needs a Realistic Definition</strong><br />
A property should only be designated as substandard if it is yellow tagged or dangerous. At the last meeting of the Appointments Committee, the Chief Building Inspector said the definition of Substandard would be modified, in front of 3 council-members. Where is that change in this ordinance?<br />
<strong>Clouding Titles Hurts Everyone</strong><br />
The title clouding policy and the use of foreclosure at the county as a means of collection, can cause desperation sales and bring down the net worth of the entire city. These policies need to be discontinued, not expanded.<br />
<strong>Is It About Safety or Money?</strong><br />
The reason this onerous policy of designating a home as Substandard just for a missing permit, is becauseHealth &amp; Safety Section 17981 only authorizes civil penalties after structures have been declared Substandard. Designating a home as substandard and subjecting the owner to title clouding and foreclosure, simply because it is missing a permit, gives credence to the public’s claim that our city cares more about safety than it does about safety.<br />
<strong>Serious Constitutional Questions</strong><br />
Many believe this is an unconstitutional violation because the city can cause you to lose your home for simply missing permits but while still admitting the city has lost permits. It cannot say whose or how many it has lost, just that they lost them. This is an egregious financial taking from the citizens and it violates our constitutional protection under the 8th amendment, against overly harsh punishment.  The punishment of losing one’s home or access to its equity is not proportional to the crime of lacking a permit and offends our very sense of decency.<br />
<strong>Can We Afford More Lawsuits?</strong><br />
Title Clouding has already been sued over and the citizens won in Santa Clara County. The County is removing clouds from all titles and paying the citizen $1.2 million in damages. The City of Oakland, after being slammed by its Grand Jury, is in the process of doing the same.<br />
<strong>Financial Hardship Not Addressed in Appeals</strong><br />
Pg. 13, item 19 “The Board of Appeals will have no authority relative to interpretation of the administrative provisions of this code. “  Nor can they waive any requirement. Nor can they consider financial hardship.  Where on earth and why would a financially desperate citizen get the money to appeal to a board that cannot consider financial hardship?<br />
Where does it say that the council can consider financial hardship or offer mitigation or time payment plans?<br />
<strong>Full Transparency is Crucial to Due Process</strong><br />
“Pg. 15, sec113.3 “Hearing transcript not required.” A verbatim hearing transcript is absolutely critical for ensuring due process and should always be kept where loss of a person’s home is at risk. There is no reason to exclude this record, other than to hide transgressions.<br />
<strong>Expansion of Discretionary Powers Increases Fear</strong><br />
This ordinance, while tightly defining the powers of the council on an appeal by the citizens, awards even more discretionary powers to the Chief Building Official. Citizens protested subjective preferential treatment due to too much discretionary power given to code enforcement. On Pg. 12, Section 109.6: The Building Official may:, The Building Official may:  the Building Official may. Why not “shall?” Who will get the preferential treatment and who will not? Certainly this expansion of discretionary power will be an even more effective tool to quell dissent and spread fear as it has in the past.<br />
<strong>Hear the People</strong><br />
We have enough problems here in Ventura without creating more for ourselves. If the Council wants to ensure safety, then why not offer everyone amnesty in exchange for a safety inspection and payment of fees that would have been charged at the time? This was the recommendation by the public and the Ventura Safe Housing Collaborative. The city needs the safety and money and the council needs the trust and support of the citizens they represent.<br />
