Agusan Sur LGUs prioritize students, teachers safety after strong earthquake

BUTUAN CITY (PIA) — Local government units (LGUs) in Agusan del Sur suspended classes at all levels on June 8 following the magnitude 7.8 earthquake that jolted several parts of Mindanao. The move was prompted by widespread concern among parents and teachers over possible aftershocks and the safety of students inside school facilities.

The quake struck at 7:37 a.m., just minutes after thousands of students had gathered for flag-raising ceremonies on the first day of School Year 2026–2027. The temblor caused panic among learners, but teachers and administrators quickly implemented safety protocols, guiding students to open areas and calming the situation.

Local chief executives (LCEs) acted swiftly, issuing suspension orders in their jurisdictions. Many used social media platforms, particularly Facebook, to immediately disseminate the directive and reassure parents. The rapid communication ensured that students could safely return home while authorities began assessing the impact of the quake.

Bayugan City Mayor Kirk Asis was among the first to announce the suspension. “This decision allows the proper assessment of school buildings and facilities to ensure the safety of our students, teachers, and school personnel. We ask for the understanding and cooperation of everyone as we continue to monitor the situation,” Asis said.

School officials expressed relief at the LGUs’ prompt action. “Despite the unprecedented incident we experienced today, we are grateful we are all safe and that our LGUs share the same sentiment with us, teachers, and most especially the parents. Safety first at all times. Our classes can wait,” said Raymon Pagios, head of Panas Elementary School in Sibagat.

City and municipal disaster risk reduction and management offices (C/MDRRMOs) immediately deployed teams to conduct Rapid Damage Assessment and Needs Analysis (RDANA). Inspectors checked the structural integrity of school buildings to determine whether they were safe for occupancy before classes could resume. As of this posting, no casualties have been reported, but C/MDRRMOs along with school officials continue to monitor facilities closely to ensure a safe resumption of classes.

The swift suspension of classes and deployment of assessment teams underscored the utmost concern of Agusan del Sur’s LGUs for the welfare of their constituents. DAR summit brings P1.2-B investments, support services to boost Caraga farmers’ productivity

BUTUAN CITY (PIA) — More than 2,300 agrarian reform beneficiaries (ARBs) across the Caraga region stand to gain from over P1.2 billion worth of investments, agricultural support services, infrastructure projects, and livelihood opportunities following the Agrarian Reform Stakeholders Empowerment and Partnership Summit led by the Department of Agrarian Reform (DAR) in Buenavista, Agusan del Norte.

Held on June 1, the summit was attended by DAR Secretary Conrado M. Estrella III, who underscored the Marcos administration’s commitment to strengthening food security, increasing agricultural productivity, and uplifting the lives of Filipino farmers through comprehensive agrarian reform and rural development initiatives.

A major highlight of the event was the launch of the Roxas-Maligaya-Tagbobonga (ROMATA) Agrarian Reform Community (ARC) in Hinatuan, Surigao del Sur, which will receive a P1.16-billion investment package over the next five years.

The development initiative is expected to directly benefit 353 agrarian reform beneficiaries from three barangays and two agrarian reform beneficiary organizations (ARBOs). Through the program, farmers will gain access to farm infrastructure, enterprise development projects, financing assistance, capacity-building activities, and other interventions to increase farm yields and household incomes.

The summit also delivered immediate assistance to farmer organizations in the region.

Two ARBOs, the Sto. Niño Multi-Purpose Cooperative in Butuan City and the Filipinas Palm Oil Plantation Agrarian Reform Beneficiaries Multi-Purpose Cooperative entered into marketing agreements that will help farmer-members secure stable markets for their products and improve their earnings.

Meanwhile, four ARBOs representing 403 agrarian reform beneficiaries received 15 units of farm machinery and equipment worth P3.6 million. The equipment is expected to reduce production costs, lessen labor requirements, and improve farming efficiency, enabling farmers to increase productivity and profitability.

Further strengthening rural connectivity, DAR turned over a P50-million farm-to-market road project in Surigao del Norte that will benefit 234 ARBs. The road is expected to ease the transport of agricultural products, reduce post-harvest losses, and improve farmers’ access to markets and essential services.

Secretary Estrella emphasized that agrarian reform goes beyond land distribution and must be complemented by support services that enable beneficiaries to become productive and self-reliant.

The summit reflects President Ferdinand R. Marcos Jr.’s directive to empower farmers through sustained government interventions that promote agricultural modernization, food security, and rural economic growth.

DAR Caraga Regional Director Merlita Capinpuyan highlighted the importance of partnerships in advancing rural development.

“Through stronger collaboration, responsive support services, and community empowerment, we can help our farmers achieve greater productivity, improved livelihood opportunities, and a more secure future for their families,” Capinpuyan said.

For local leaders, the gains of agrarian reform are already evident in communities across the region.

Agusan del Norte Governor Ma. Angelica Rosedell M. Amante noted that government interventions have significantly improved the lives of agrarian reform beneficiaries.

“Our ARBs evolved, and their lives improved,” Amante said, expressing optimism that more farmers would benefit from continued government support and partnerships.

Buenavista Mayor Joselito T. Roble echoed the sentiment, stressing that agrarian reform must translate into tangible improvements in farmers’ quality of life.

“Agrarian reform is not only about land. It is about providing our agrarian reform beneficiaries and farmers with the support they need to become more productive and improve their quality of life,” Roble said.

Among those who have directly benefited from DAR’s programs is Amelia Patalinghog, manager of the Manapa Agrarian Reform Beneficiary and Community Cooperative in Manapa, Buenavista, in the province of Agusan del Norte. She expressed gratitude to DAR and President Marcos for the assistance extended to their organization, particularly the hog-fattening project that has helped generate additional income for cooperative members.

The summit also featured the oath-taking of more than 700 Barangay Agrarian Reform Committee (BARC) members and the recognition of local government units and partner agencies that have contributed to the successful implementation of agrarian reform initiatives in Caraga.

As part of the continuing implementation of the Comprehensive Agrarian Reform Program, Secretary Estrella led the distribution of electronic land titles to 4,372 agrarian reform beneficiaries covering more than 10,130 hectares across the region.

The distribution of land titles advances the Marcos administration’s goal of securing land tenure for farmers, enhancing agricultural productivity, and improving the overall welfare of rural communities, ensuring that agrarian reform beneficiaries not only own the land they till but also have the resources and opportunities needed to create sustainable, prosperous livelihoods. More gov’t communicators join PIA Caraga’s 2026 conference

BUTUAN CITY (PIA) — At least 150 public information officers (IOs) were gathered in Butuan City for the Caraga Regional Information Officers Conference 2026 with the theme, ‘Strengthening Public Information Through Artificial Intelligence (AI), Cybersecurity and Mobile Journalism.’

Spearheaded by the Philippine Information Agency (PIA) Caraga under Regional Head Venus L. Garcia, more IOs attended this year’s convergence held on June 4, with complete representation from the region’s five provinces, including the highly urbanized city of Butuan, and from the regional line agencies.

In 2025, the activity was attended by nearly 50 IOs coming from the regional line agencies only.

Millard P. Tawakal, supervising administrative officer of the Dinagat Islands Provincial Information Office, expressed gratitude for the opportunity to participate in the activity.

“The knowledge that I gained in today’s conference – for instance, the responsible use of artificial intelligence (AI) and cybersecurity awareness – is essential in my work as a public servant and a government communicator.”

“I hope that the rest of the personnel in my office and all IOs in the province will be given a chance to also learn from this relevant discussion and participate in the workshop,” he said.

In her message, Renelle L. Escuadro, assistant regional head of PIA Caraga, said, “Despite the State of National Energy Emergency, the government through the PIA has made it possible for us to come together in one setting,” she said.

“With full support from President Ferdinand R. Marcos Jr., PIA will try its best to sustain this gathering annually, increase our engagement and ensure that no IO is left behind,” she added

Meanwhile, the Caraga Regional Information Officers Conference served as a learning avenue for the municipal, provincial, and regional information officers to adapt to innovative platforms for effective dissemination of government programs to wider communities.

Doctor Jaymer M. Jayoma, dean of the College of Computing and Information Sciences at Caraga State University, shared some AI applications that can assist in drafting news stories, fact-checking, translation, video editing, and meeting transcription, among other tasks. “These tools will make government communicators more productive and efficient in their jobs and in the workplace.”

He emphasized the responsible use of AI amid increasing concerns over deepfakes and disinformation. He also encouraged IOs to uphold the principles of responsible digital citizenship.

Reymar A. Estafia, planning officer II of DICT Caraga, on the other hand, emphasized the importance of protecting personal information in the digital world, reminding participants to be vigilant in handling sensitive data and to uphold privacy rights in all forms of communication and information management.

Further, they were informed about updates on PhilHealth’s YAKAP (Yaman ng Kalusugan Program) and No Balance Billing, including PAGASA-Butuan’s El Niňo.

The IOs were also allowed to sharpen and optimize their communication skills with an orientation and workshop on mobile journalism (MoJo), a novelty in curating information and advocacy materials. (RLE, PIA Dinagat Islands)

DepEd promotes 956 Caraga education personnel

BUTUAN CITY (PIA) — In line with the kickoff celebration of Brigada Eskwela, the Department of Education (DepEd) spearheaded the oath-taking of 956 newly promoted teaching and non-teaching personnel from various school divisions across the Caraga region, highlighting President Ferdinand R. Marcos Jr.’s commitment to recognizing excellence and advancing the careers of public school educators.

Among those promoted was Doctor Marivic Cuizon, who expressed her gratitude to the DepEd’s system on Expanded Career Progression (ECP), which enabled her advancement from head teacher III to principal I in Pareja Integrated School in Butuan City

“I am thankful to the government for providing educators with opportunities for career growth and professional advancement. Through the Expanded Career Progression System, I felt that my years of hard work, dedication, and service were recognized. This program transformed what once seemed like a distant aspiration into a reality,” Cuizon said.

She described the promotion as a significant milestone in her career, reflecting not only personal achievement but also the value placed on educators’ commitment to excellence. She added that the promotion motivates her to strengthen her leadership in education and continue serving learners, teachers, and the school community with greater dedication, from ensuring a conducive learning environment to supporting quality instruction and learner development.

Education Secretary Juan Edgardo ‘Sonny’ Angara personally administered the oath to the newly promoted personnel and underscored the significance of the ECP in strengthening the teaching profession.

The ECP allows high-performing teachers to advance in rank, responsibilities, and compensation while remaining in the classroom, ensuring that professional growth is accessible without requiring educators to leave teaching positions for administrative roles.

Sec. Angara also acknowledged teachers who have dedicated decades of service to public education, emphasizing that the program ensures their contributions are properly recognized and rewarded throughout their careers.

Meanwhile, Butuan City Councilor Glenn C. Carampatana lauded the initiative, describing it as a significant step toward empowering educators and strengthening the country’s education system.

“We commend Secretary Angara and DepEd for providing teachers with opportunities to advance based on merit, competence, and dedication. This initiative not only uplifts the welfare of our educators but also strengthens our schools and reinforces the foundation of quality education,” Carampatana said.

He added that the mass promotion clearly affirms the government’s recognition of teachers’ invaluable contributions to nation-building. “Today’s oath-taking ceremony is an affirmation that the government values the sacrifices of these teachers and is committed to investing in the growth and welfare of the education workforce,” he said.

Carampatana further recognized the unwavering commitment of educators who often go beyond their call of duty to ensure that education remains inclusive, accessible, and responsive to the needs of every learner.

Butuan strengthens Balik Eskwela health initiatives, champions canteen safety campaign

BUTUAN CITY (PIA) — In support of this year’s nationwide Balik Eskwela 2026 program implementation, the Butuan City Health Department (CHD) has intensified its school health initiatives through canteen monitoring and food safety advocacy activities across major public schools in the city, ensuring a safe and healthy learning environment.

As preparations for the opening of classes for School Year 2026–2027, the CHD conducted monitoring and health promotion activities in six megaschools under the Butuan City Division, namely: Agusan National High School, Butuan Central Elementary School, Butuan School of Arts and Trade, Libertad National High School, Obrero Central Elementary School, and Taligaman Elementary School.

These schools were prioritized due to their large student populations and high daily demand for canteen services.

Ma. Denne T. Tahil, RN, division head of the Healthcare and Population Development Division, led the monitoring activity to help ensure that school canteens are ready to provide safe, hygienic, and nutritious food to thousands of learners when classes resume.

Beyond the routine monitoring, the CHD team also conducted advocacy sessions for canteen operators, focusing on proper food handling, personal hygiene, environmental sanitation, safe water practices, and compliance with public health regulations.

The initiative is part of the city’s preventive health strategy to protect students from foodborne and waterborne diseases.

According to Tahil, educating food handlers remains a critical component of school health promotion. “These sessions help ensure that canteen operators and food handlers are equipped with the knowledge and skills needed to maintain food safety standards.

This significantly reduces the risk of food contamination and disease transmission among learners, particularly young children who are more vulnerable to foodborne and waterborne illnesses.”

To further strengthen food safety compliance, CHD has scheduled a Food Handlers Class for canteen operators. The training aims to enhance their understanding of sanitation standards, safe food preparation, and responsible food service practices within school premises.

The initiative aligns with national efforts of the Department of Health and the Department of Education to promote healthy schools and safeguard the well-being of learners as face-to-face classes continue nationwide.

Meanwhile, CHD’s Health Education and Promotion Officers will continue implementing health advocacy activities throughout the school opening period, including the distribution of informational materials and installation of tarpaulins carrying Back-to-School Health Reminders in schools across the Butuan City Division.

BUTUAN CITY (PIA) — The Philippine Information Agency (PIA) Caraga once again convened 150 provincial, municipal, and regional information officers (IOs) across the region for their annual Regional Information Officers Conference on June 4, in Butuan City.

Tripling the number of attendees from last year, the undertaking served as both an opportunity to develop their skills and expand their network with fellow government communicators.

Months of planning led the PIA Caraga team to focus on three timely topics: responsible use of artificial intelligence (AI), cybersecurity and data privacy, and mobile journalism. Subject-matter experts and seasoned public servants guided the knowledge sessions.

PIA Caraga Regional Head Venus L. Garcia, in her welcome remarks, acknowledged the challenges IOs face but underscored their vital role in shaping narratives: “As public communicators, we carry the responsibility of ensuring that our communities receive credible, relevant, and accessible information. The rise of AI, the growing importance of cybersecurity, and the expanding role of mobile journalism present both opportunities and challenges that require continuous learning and collaboration.”

“This conference comes at a crucial time when information officers (IOs) are challenged not only to disseminate accurate and timely information, but also to adapt to rapidly evolving technologies and communication platforms,” she said.

Doctor Jaymer M. Jayoma, dean of Caraga State University’s College of Computing and Information Sciences, discussed the ethical use of AI. He noted that while some remain hesitant, AI can be transformative when applied responsibly.

“AI tools help government communicators be more productive and efficient—whether in grammar checks, summarizing documents, or producing graphics and videos. These tools are made to assist us, not replace us,” Jayoma said.

Cybersecurity and data privacy were tackled by DICT Planning Officer II Reymar A. Estafia, who reminded IOs of their duty to safeguard sensitive information.

“Whenever media practitioners visit an office for an interview, the first person they would always look for is the information officer. And so, as the official communicator of our agency, we must always be cautious in determining which information may be shared and which data are protected under the law,” said Estafia.

The final session highlighted mobile journalism, covering the User Needs Model, MoJo 2.0, and photography basics. PIA Caraga personnel facilitated workshops to apply these concepts, followed by a short workshop to put the theories in action.

Niña Jonalyn Gambe-Diamante, information officer I of the Philippine Information Agency (PIA) Caraga, shared with her fellow IOs the ‘User Needs Model’–a very helpful tool in analyzing audience behavior before creating purposeful, audience-centered content—ensuring that every post not only informs but also resonates, inspires, and strengthens public trust in their communication efforts.

“We cannot be effective communicators by crafting good information, education, and communication (IEC) materials alone. If we do not capture the attention of our audiences, then our efforts will just go to waste. Every IEC should be a balance between our ideas and the information needs of our audience,” said Diamante.

To further reinforce her presented theory, she also showed the participants sample contents of PIA Caraga, guided by the User Needs Model and its impact on increasing user engagement.

Media Production Specialist John Charles B. Malazarte also re-echoed what he learned from the renowned ABS-CBN news anchor Jeff Canoy, about mobile journalism and how he and the rest of the PIA Caraga team applied what they learned and the substantial change it brought on user engagement.

“We have always given our best in producing eye-catching and informative IEC materials. However, we kept wondering why only a few people viewed our contents. Then we realized there is no definite formula for making content. But it should always be natural and real, capturing moments as they happen,” said Malazarte.

Participants were also given a refresher course on the techniques of capturing captivating images and videos with the use of both cameras and smartphones, led by Edrian M. Iligan, media production assistant, also from PIA Caraga.

By the close of the conference, participants said they were leaving not only with stronger networks but also with practical knowledge of tools and strategies that will directly support their work in their respective offices. From AI applications that streamline content creation, to cybersecurity practices that safeguard sensitive data, and mobile journalism techniques that enhance audience engagement, attendees gained actionable insights to elevate their communication efforts.

Many IOs thanked PIA Caraga for organizing the event, noting that the sessions provided both inspiration and concrete skills they could immediately apply. DTI empowers student innovators to become tomorrow’s market leaders

SURIGAO CITY, Surigao del Norte (PIA) — The Department of Trade and Industry (DTI) in Surigao del Norte remains a proud partner of Surigao del Norte State University (SNSU) in turning today’s innovative students into tomorrow’s market leaders, during the highly anticipated WAVES Startup Challenge 4 (WSC4) Pitching Competition.

The event was a key highlight of the 1st LINGAS Summit 2026, capturing the vibrant energy of youth-led enterprise in the province. It also served as a steadfast commitment to President Ferdinand Marcos Jr.’s mandate to foster local innovation and fuel grassroots entrepreneurship.

To ensure rigorous evaluation and provide valuable industry mentorship, DTI-Surigao del Norte’s very own Maria Malen C Galela served as a member of the esteemed panel of judges. The judging panel represented a powerful synergy between government, academia, and international industry leaders, featuring experts from DTI-Surigao del Norte (economic and business development perspective), DOST Surigao del Norte (Technical and technological viability validation), and APAC of GroupXS Solutions GmbH (Global market insights and scalability).

DTI Provincial Director Arnold Faelnar said this collaborative ecosystem underscores the shared mission of public and private sectors to nurture, mentor, and elevate the next generation of Surigaonon entrepreneurs.

He said the WSC4 Pitching Competition was more than just a contest; it was a showcase of evidence-based startup pitches, designed by students who dared to view local resources and community pain points through a commercial lens.

“By merging creativity with discipline, these student innovators presented forward-thinking business ventures that carry the potential to generate quality employment and sustainable jobs within the province, strengthen local industries by enhancing the value chains of agriculture, tourism, and manufacturing, and promote sustainable development aligning business goals with ecological and community longevity.” Dir. Out of the exceptional pool of brilliant minds, three startup concepts rose to the top for their remarkable ingenuity and market readiness, to name:

2nd Place: Eco- Blend Innovation- Main Campus

Zion Alarca, one of the participants, thanked DTI-Surigao del Norte, the WAVES organisers, and SNSU mentors for believing in student innovators and giving them a platform to catch their own “wave.”

“DTI didn’t just judge our ideas; they genuinely empowered us. They made us feel like our voices and innovations actually matter in shaping the economic and technological future of our province,” Alarca said.

The students’ remarkable ideas, bold innovation, and tireless dedication truly stood out. They have proven that youth is no barrier to impact if they keep pushing boundaries, refining their models, and transforming these concepts into thriving, impactful ventures for the province.

DTI-Surigao del Norte extended its heartfelt congratulations to Surigao del Norte State University (SNSU), under the visionary leadership of University President Rowena A. Plando, for the stellar execution of the 1st LINGAS Summit.

This milestone event highlighted SNSU’s pivotal role as an incubator for future leaders and a catalyst for inclusive and sustainable economic growth in the region.

DOST Caraga fosters innovation in support of PBBM’s learning agenda

TANDAG CITY, Surigao del Sur (PIA) — Recognizing innovation and entrepreneurship as vital tools for learning, job creation, and economic growth, the Department of Science and Technology (DOST)-Caraga convened key stakeholders in Tandag City for a Startup Ecosystem Mapping activity.

Mainly, the activity aims to build a stronger innovation ecosystem that supports President Ferdinand R. Marcos Jr.’s vision of a future-ready workforce, quality education, and inclusive development.

The activity convened key partner agencies and stakeholders, including the Surigao del Sur government information center of the Philippine Information Agency (PIA), provincial and Tandag City LGUs, and the academe, to identify opportunities, strengthen collaboration, and support the growth of local startups, innovators, and technology-driven enterprises.

It highlighted the importance of building a connected ecosystem where government agencies, the academe, the private sector, and local communities work together to advance innovation-driven growth and inclusive economic development, in line with the national development priorities of the Marcos administration.

During the activity, DOST Caraga Director Noel M. Ajoc underscored the importance of strengthening innovation and entrepreneurship as key drivers of economic resilience and regional development.

He explained that startups represent a new way of discovering, creating, and delivering solutions that respond to emerging societal and economic challenges. While acknowledging that startup ventures involve risks, he emphasized that these challenges open opportunities for innovation, transformation, and long-term growth.

“Startups are a new way of knowing and producing things. It is a risky endeavor, but through innovation, we create opportunities for growth and development,” Dir. Ajoc said.

He further emphasized that both provincial and city governments play a critical role in enabling startup development by establishing supportive policies, programs, and mechanisms that will allow innovators and entrepreneurs to thrive in a structured and sustainable ecosystem.

The mapping activity brought together stakeholders from various sectors to collaboratively identify gaps, opportunities, and strategic directions toward building a more dynamic and sustainable startup ecosystem in Tandag City and the wider Caraga region.

Meanwhile, DOST Surigao del Sur Director Ramil Sanchez emphasized that innovation is a continuous learning process where failure is part of growth and improvement.

“To become perfect, failure is normal,” Sanchez said, adding that innovation has no age limit and that anyone can contribute to developing new ideas and solutions.

He also underscored the importance of youth participation in innovation efforts, noting that young people play a vital role in sustaining and advancing the country’s development trajectory.

“But of course, we rely on our new generation to bring up our society because they are the ones who will succeed. We must support the ecosystem to advance our cause for startups,” he added.

The Startup Ecosystem Mapping activity is part of DOST’s continuing efforts to strengthen regional innovation systems, foster multi-sectoral collaboration, and support the Marcos administration’s vision of a more innovative, competitive, and inclusive Philippine economy through science, technology, and entrepreneurship.
