Premium Rate Reduction for Basic Group Term Life Insurance Program for Excluded Employees

Effective July 1, 2012, there will be a premium rate reduction for the Basic Group Term Life Insurance Program for excluded employees. Effective with the June 2012 pay period, the premium rates for this employer paid benefit will be reduced as follows:

Professional Development Day (PDD) - Bargaining Units 1, 2, 3, 4, 6, 7, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, and 21; and Excluded and Exempt Employees

The State is providing to all employees Professional Development Days (PDD) for activities such as professional association activities, professional and/or personal development seminars, etc., to promote professional and/or personal growth and to enhance professional and/or personal goals. These activities are at the employee's expense and therefore the choice of activity is at the employee's discretion.

The following is to Clarify Exempt Appointee's Salaries Upon Appointment: --All appointments shall be within the salary range for the established Exempt level approved by DPA. Upon the initial appointment, the Exempt shall be entitled to the rate within the salary range five (5) percent above the rate last received or minimum of the range. --All exceptions to the appointment salary must be submitted to the Governor's Office, Appointment Secretary and to DPA's Executive Compensation Unit for approval. If your department is not under the Governor's Office, please submit the exception to DPA's Executive Compensation Unit only.

2012 Retiree Group Legal Services Insurance Plan Open Enrollment

The annual open enrollment for the Retiree Group Legal Services Insurance Plan (Plan) is March 1 through April 30, 2012. Retirees will receive an open enrollment packet from ARAG at their home address.

2012 Group Legal Services Insurance Open Enrollment

The annual open enrollment for the State's Group Legal Services Insurance Plan (Plan) is March 1 through April 30, 2012. During this enrollment period, eligible employees may enroll in the Plan and current enrollees can change their coverage from single to family, family to single, and add/delete eligible dependents. Employees already enrolled are not required to re-enroll each year in order to continue coverage.

Long Term Disability Insurance Open Enrollment for Excluded Employees

Open enrollment for the Long Term Disability (LTD) Insurance Plan for excluded employees will be held from March 1 through April 30, 2012. This memo provides information on the eligibility criteria, effective dates of coverage, and the various communication methods that will be used to provide open enrollment information to eligible employees.

Workers' Compensation Coverage for Volunteers

According to Labor Code 3363.5, public employers may choose to extend workers' compensation coverage to volunteers that perform services for the organization. Workers' compensation coverage is not mandatory for volunteers as it is for employees.

State Restriction of Appointments (SROA/Surplus) Updates

This Personnel Management Liaison Memorandum (PML) is to stress the importance that departments adhere to the processes outlined in the State Restrictions of Appointment (SROA) Program. The Department of Personnel Administration's (DPA) website (SROA webpage) has been updated to include the following statement: Personnel Office staff should refer to the SROA Manual (DPA 2004) and recent PMLs (2009-026; 2010-001) for detailed guidance. Also, in order to assist Super SROA employees with every opportunity for a job placement, this PML outlines additional requirements for Layoff and Hiring departments for Super SROA processes.

Travel/Relocation Programs - Mileage Reimbursement Rate for Use of Personal Vehicle

Effective January 1, 2012, the personal vehicle mileage reimbursement rate for all State employees will be 55.5 cents per mile (CPM). The relocation/moving mileage reimbursement rate for all current State employees and New-Hires to State service will now be 23 CPM.

Annual Premium Age Update Review - Basic Group Term Life Insurance, Supplemental Life Insurance, and Long Term Disability Insurance

Effective January 1, 2012, premium changes take effect for certain employees enrolled in the Basic Group Term Life Insurance, Supplemental Life Insurance, and Long Term Disability Insurance (LTD) Programs for excluded employees. These changes are based on the employee's age, salary, and/or policy amount.

Bar Association Dues Reimbursement
