<p dir="ltr">During the Media Convention 2026 in Quetta, on February 25, the Pakistan Federal Union of Journalists President Afzal Butt, Secretary General Arshad Ansari, Balochistan Union of Journalists President Manzoor Ahmed Rind and Quetta Press Club President Irfan Saeed, <a href="https://www.thenews.pk/print/1401331-journalists-call-for-reforming-media-laws-reject-peca" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.pk/print/1401331-journalists-call-for-reforming-media-laws-reject-peca&amp;source=gmail&amp;ust=1772509521580000&amp;usg=AOvVaw3uS3wA8MoKV2m22KszlDRl">emphasized</a> the need to improve PECA and other media related laws.</p>
<p dir="ltr">The convention, jointly organized by the Pakistan Federal Union of Journalists (PFUJ), Balochistan Union of Journalists (BUJ), and Quetta Press Club, drew participation from media workers, senior analysts, and social figures across the province.</p>
<p dir="ltr">A nationwide awareness campaign has been launched to gather suggestions from political parties, NGOs, and civil society, with the goal of presenting these recommendations to Parliament and the government.</p>
<p dir="ltr">During the convention, Shahid Rind, Political Affairs Adviser to the Chief Minister of Balochistan, noted that while Peca is not ideal, press freedom in Balochistan is relatively robust compared to other provinces. He encouraged journalists to focus on investigative reporting on matters of corruption and public interest while maintaining professional integrity.</p>

<p style="font-weight: 400;">The Central Monitoring Project, initiated in January 2023, is scheduled for completion by June of the same year. This facility aims to provide an analytical base for the private sector to assess their content, which will contribute to narrative-building and effective communication strategies. The DEMP administration assured that all necessary actions are being taken to ensure the project&#8217;s timely completion.</p>
<p style="font-weight: 400;">Furthermore, the National Centre of Films, acting as the official custodian of the National Film Policy 2018, was discussed. The NCF is set to coordinate and liaise with stakeholders in the film and drama industries, facilitating the implementation of incentives and promoting Pakistan&#8217;s cinema on global platforms.</p>
<p style="font-weight: 400;">Significant financial incentives <a href="https://www.radio.gov.pk/02-02-2026/govt-to-take-concrete-steps-to-promote-quality-film-production" data-saferedirecturl="https://www.google.com/url?q=https://www.radio.gov.pk/02-02-2026/govt-to-take-concrete-steps-to-promote-quality-film-production&amp;source=gmail&amp;ust=1770204203594000&amp;usg=AOvVaw3b8FuSqOFD7Bw1rdYOGZjq">introduced </a>by the Ministry to revive the national film industry were also highlighted. These include tax exemptions on cinematographic equipment, tax relief for cinema operations and feature film production, and tax credits linked to corporate social responsibility under the Film and Drama Finance Fund.</p>
<p style="font-weight: 400;">Additionally, the meeting covered the international aspect of Pakistan&#8217;s film and drama industries. Several Memorandums of Understanding have been signed with foreign countries to promote content exchange, joint productions, and participation in international film festivals, aiming to enhance global cooperation.</p>
<p style="font-weight: 400;">Regular review meetings have been planned to ensure ongoing monitoring of these projects, addressing any potential obstacles promptly to maintain momentum in revitalizing Pakistan&#8217;s film industry.</p>

<p style="font-weight: 400;">On January 27, the National Assembly Standing Committee on Information and Broadcasting called for strengthening the Press Council of Pakistan (PCP) through enhanced human resources, financial support and technological capacity, while urging the body to play a more assertive role in safeguarding freedom of expression and addressing disinformation and misinformation.</p>
<p style="font-weight: 400;">The committee <a href="https://www.brecorder.com/news/40404407/pcp-urged-to-assert-its-role-in-freedom-of-expression" data-saferedirecturl="https://www.google.com/url?q=https://www.brecorder.com/news/40404407/pcp-urged-to-assert-its-role-in-freedom-of-expression&amp;source=gmail&amp;ust=1770203178948000&amp;usg=AOvVaw0ItIBwui96cut2EknlSepT">met</a> in Islamabad under the chairmanship of Member National Assembly Pullain Baloch. Chairman of the PCP, Arshad Khan Jadoon, briefed the members on the council’s functioning, stating that it comprised representatives of the media fraternity, parliamentarians, government officials and civil society. He said the council was fully operational and engaged in monitoring print media, resolving complaints and raising public awareness.</p>
<p style="font-weight: 400;">Jadoon informed the committee that the PCP faced constraints, including the absence of a dedicated office premises, limited funding, insufficient staffing and inadequate technological infrastructure. He requested the committee’s support to help the organisation meet its regulatory responsibilities effectively.</p>
<p style="font-weight: 400;">Responding to questions, Jadoon <a href="https://www.urdupoint.com/en/pakistan/na-panel-urges-empowering-pcp-to-act-as-effe-2126231.html" data-saferedirecturl="https://www.google.com/url?q=https://www.urdupoint.com/en/pakistan/na-panel-urges-empowering-pcp-to-act-as-effe-2126231.html&amp;source=gmail&amp;ust=1770203178948000&amp;usg=AOvVaw2sklGdf1Jp3Dyb16T-NHDb">said</a> notices had been issued to several major newspapers over ethical misconduct. He also confirmed that notices had been sent to the Chief Minister of Khyber Pakhtunkhwa following comments made about certain media personnel. Committee member Mehtab Akbar Rashdi remarked that, given the current political environment, it was difficult to believe that the media was operating without pressure.</p>
<p style="font-weight: 400;">The committee appreciated the PCP’s performance but advised the council to reinforce its efforts concerning freedom of expression and the handling of disinformation. Members further recommended that the Ministry of Information and Broadcasting develop service rules for PCP employees and design a mechanism to address complaints related to non-payment of salaries to print media workers.</p>
<p style="font-weight: 400;">The committee instructed the Ministry to expedite the convening of a meeting of the committee formed under the Advisor to the Prime Minister, tasked with reviewing outstanding liabilities of all organisations under the Ministry of Information and Broadcasting.</p>
<p style="font-weight: 400;">On compliance with previous recommendations, the committee directed the Pakistan Broadcasting Corporation (PBC) to keep it informed about developments on its Public Sector Development Programme (PSDP) project in Karachi. Officials reported that a technical committee established on the committee’s instructions was actively reviewing the matter and was scheduled to hold its third meeting early next month. PBC Director General Saeed Ahmad Shaikh assured members that engineers, with support from other technological bodies, aimed to complete the project using indigenous resources.</p>

<p>On January 20, the amendments to the Prevention of Electronic Crimes Act (PECA) were unanimously approved, including new provisions requiring service providers to remove or block notified online content within a specified timeframe. The committee also discussed proposals to impose restrictions on social media platforms that do not cooperate with Pakistan’s regulatory authorities. The meeting, chaired by Senator Faisal Saleem, <a href="https://tribune.com.pk/story/2588223/senate-panel-startled-by-data-leaks-id-theft" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2588223/senate-panel-startled-by-data-leaks-id-theft&amp;source=gmail&amp;ust=1769588997691000&amp;usg=AOvVaw27FvMpIS0-wWWJvXmj2927">reviewed </a>amendments submitted by the Pakistan Telecommunication Authority (PTA) and the National Cyber Crime Investigation Agency (NCCIA).</p>
<p>Under the approved PECA amendment bill, <a href="https://www.independenturdu.com/node/184214" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.independenturdu.com/node/184214&amp;source=gmail&amp;ust=1769588997691000&amp;usg=AOvVaw1ej3CTeJQRQfvzLKCY3PXa">tabled </a>by Senator Anusha Rehman, service providers would be legally bound to comply with requests from authorised bodies to remove or block content. The draft states that failure to act within the prescribed timeframe would result in legal action. According to the bill’s text, the objective is to strengthen regulation of online content and enhance the legal framework for preventing electronic crimes.</p>
<p>During the session, Senator Rehman <a href="https://www.express.pk/story/2797181/senate-standing-committee-on-interior-unanimously-passes-pica-amendment-bill-2797181#google_vignette" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.express.pk/story/2797181/senate-standing-committee-on-interior-unanimously-passes-pica-amendment-bill-2797181%23google_vignette&amp;source=gmail&amp;ust=1769588997691000&amp;usg=AOvVaw29AKP0eBdXWjEdsySagiO0">asked </a>what clear procedures existed for removing objectionable content and what steps would be taken if social media platforms did not comply with PTA or NCCIA directions. The DG NCCIA said requests for cooperation had already been sent to the platforms. Senator Rehman noted that service providers had previously maintained they were not obligated to remove content without a legally established offence.</p>
<p>Minister of State for Interior Talal Chaudhry said legislation regarding social media fell under the Ministry of Information Technology, even though relevant laws were already in place. He told the committee that some social media platforms had not shared information or IP addresses for accounts involved in terrorism, hindering investigations. He said platforms had been repeatedly asked to cooperate, noting that criminal activity had shifted from the use of weapons to the misuse of online tools.</p>
<p>Committee chair Faisal Saleem Rahman <a href="https://tribune.com.pk/story/2588223/senate-panel-startled-by-data-leaks-id-theft" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2588223/senate-panel-startled-by-data-leaks-id-theft&amp;source=gmail&amp;ust=1769588997691000&amp;usg=AOvVaw27FvMpIS0-wWWJvXmj2927">said </a>that platforms that refuse to cooperate with Pakistani authorities should face restrictions in the country. He said formal agreements were needed to ensure compliance, and cited China’s approach to regulating social media. Senator Palwasha Khan also supported the suggestion of restrictions on non-cooperating platforms. The committee later sought a detailed briefing from relevant authorities in the next meeting.</p>
<p>The committee also reviewed identity theft and large-scale data breaches affecting Pakistani citizens. Senator Afnanullah Khan raised a case in which a fraudster allegedly travelled to India in 2023 using a forged passport containing the identity details of a consultant linked to the Attorney General’s Office. The affected lawyer confirmed that his personal information had been misused, and said he and his parents had visited the National Database and Registration Authority (NADRA) to verify their citizenship. He stated that he holds dual nationality and travels on a British passport, adding that he had been waiting for a meeting with the director general of passports for more than a year.</p>
<p>The DG passports said NADRA had shared several cases of identity fraud with his department and that a dedicated dashboard had been developed to identify forged or misused travel documents. In response to questions from Senator Palwasha Khan, he said citizens frequently shared passport and CNIC details via WhatsApp, which could contribute to data leaks. Senator Talha Mahmood alleged that NADRA had issued identity cards to Afghan nationals and individuals linked to terrorism. The DG passports said the cited case related to 2023, and that NADRA and the passport office had since implemented technological improvements.</p>
<p>Senator Afnanullah claimed that <a href="https://english.aaj.tv/news/330451196/senate-panel-clears-peca-amendments-as-data-theft-fake-passport-use-spark-alarm" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://english.aaj.tv/news/330451196/senate-panel-clears-peca-amendments-as-data-theft-fake-passport-use-spark-alarm&amp;source=gmail&amp;ust=1769588997691000&amp;usg=AOvVaw1SF1mRvNFOoUPV20MFGigu">updated </a>personal data of all Pakistani citizens was available on the dark web. He said databases containing information from NADRA, the Federal Board of Revenue and banks were being sold for as little as Rs500 per individual record, while data for the entire population was being offered for Rs70–80 billion. He told the committee such a breach could not occur without internal involvement.</p>
<p>Committee chair Senator Faisal Saleem Rahman asked whether a formal inquiry had been held. The DG passports said an investigation had been completed and that officials had been removed. Members also raised concerns over the absence of the Sindh inspector general of police, with the chair noting that the committee had not been informed.</p>

<p>According to the MoIB, the MoUs are designed to promote collaborative content creation, strengthen cultural understanding, and streamline media practices between the two neighbouring countries. The ministry said the initiative aims to expand cooperation in the fields of media production and cultural programming.</p>
<p>Speaking at the signing ceremony, Information Minister Attaullah Tarar described the visit of the Iranian media delegation as productive and said the agreements demonstrated both nations’ commitment to strengthening people-to-people ties and advancing shared values.</p>

<p dir="ltr">Chaired by MNA Pullain Baloch, the committee was <a href="https://e.thenews.com.pk/detail?id=428879" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://e.thenews.com.pk/detail?id%3D428879&amp;source=gmail&amp;ust=1756633652113000&amp;usg=AOvVaw29lBgsz9pj1BSnscb8LWpz">informed </a>by Principal Information Officer (PIO) Mobashir Hassan that Rs 6.5 billion had been released to media outlets so far, while another Rs 1.5 billion would be cleared by the end of September. He acknowledged that the Independence Day advertisement campaign was merged with the “Markaz-e-Haq” commemorations, during which the Quaid’s image was left out. The advertising agency admitted its mistake, but the committee deemed the apology insufficient and stressed that such lapses were unacceptable.</p>
<p dir="ltr">The panel also took <a href="https://www.dawn.com/news/1938257/na-body-concerned-over-non-payment-of-dues-to-private-media-organisations" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1938257/na-body-concerned-over-non-payment-of-dues-to-private-media-organisations&amp;source=gmail&amp;ust=1756633652113000&amp;usg=AOvVaw34su2Mrb0EUK885peyFPm1">notice </a>of non-payment of salaries to employees of Pakistan Television Corporation (PTV). Secretary Information Ambreen Jan briefed that Rs11 billion had already been released to clear dues, while another Rs4.5 billion request was pending with the Finance Division. Salaries of regular, contractual and daily-wage employees had been cleared till June 25, she added.</p>
<p dir="ltr">During the meeting, Associated Press of Pakistan (APP) Managing Director Muhammad Asim Khichi <a href="https://www.app.com.pk/national/na-panel-applauds-app-md-vows-full-support-in-corruption-probe/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.app.com.pk/national/na-panel-applauds-app-md-vows-full-support-in-corruption-probe/&amp;source=gmail&amp;ust=1756633652113000&amp;usg=AOvVaw2VZq6uQD1pZeWUC01fk_Fi">informed </a>the committee that an internal inquiry had uncovered embezzlement exceeding Rs1.24 billion in a PSDP project, along with irregularities in employee expenses, fake appointments and provident fund accounts. The FIA has registered cases against 16 individuals, including former executive directors, managers and clerical staff.</p>
<p dir="ltr">Committee members praised Khichi’s role as a whistleblower and directed him to ensure recovery of the embezzled funds. He further briefed that APP’s website generated Rs2.4 million in annual revenue, saved $9,000 through server migration, and recorded 85 million impressions. The agency publishes 350–400 stories daily and maintains a growing digital footprint across Facebook, TikTok, X, Instagram and YouTube.</p>
<p dir="ltr">Khichi <a href="https://e.thenews.com.pk/detail?id=428879" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://e.thenews.com.pk/detail?id%3D428879&amp;source=gmail&amp;ust=1756633652113000&amp;usg=AOvVaw29lBgsz9pj1BSnscb8LWpz">said </a>cabinet approval was awaited for signing news exchange agreements with 11 foreign agencies. He also reported that degree verification of staff was near completion, pensioners are now required to submit life certificates every six months, and Rs300 million has been demanded from the Finance Division to cover pension enhancements from recent federal budgets.</p>
<p dir="ltr">A representative of the Press Information Commission (PIC) told the committee that 6,340 complaints had been registered over the past eight years, with 5,435 disposed of, 905 still under process, and 268 appeals pending in high courts.</p>
<p dir="ltr">The committee also voiced concern over opposition blackout in state-run media and reiterated its commitment to transparency and accountability across all institutions.</p>

<p><span style="font-weight: 400;">According to the policy, disbursement of government advertisements to both electronic and print media will now be contingent upon proof of salary payments to media staff. The DGPR has been empowered to withhold payments from outlets found to be defaulting. All media organisations will be required to submit monthly salary disbursement certificates to the DGPR as part of compliance procedures.</span></p>
<p><span style="font-weight: 400;">Additionally, the committee </span><a href="https://dailytimes.com.pk/1345559/punjab-govt-links-media-payments-to-timely-salaries-of-journalists/"><span style="font-weight: 400;">approved </span></a><span style="font-weight: 400;">a reduction in the required professional experience for press accreditation cards, decreasing it from 10 years to 5 years. <p><span style="font-weight: 400;">During the meeting, media representatives expressed unanimous support for the DGPR’s ongoing campaign to eliminate dummy publications, underscoring a collective commitment to promoting responsible journalism.</span></p>
<p><span style="font-weight: 400;">Attendees included Sarmad Ali, President of the All Pakistan Newspapers Society (APNS); Kazim Khan, President of the Council of Pakistan Newspaper Editors (CPNE); Hafiz Tariq Mahmood, Secretary General of the Association of Electronic Media Editors and News Directors (AEMEND); Ayaz Khan, Senior Vice President of CPNE; and APNS members Noorullah and Mohsin Mumtaz.</span></p>

<p dir="ltr">On July 16, the Sindh Information Department discussed key reforms aimed at strengthening the Commission for the Protection of Journalists and Other Media Practitioners, including the inclusion of women journalists and empowering the body to take action against unresponsive officials.</p>
<p dir="ltr">These decisions were taken during a meeting <a href="https://tribune.com.pk/story/2556296/commission-for-journalists-to-include-women" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2556296/commission-for-journalists-to-include-women&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw2yCXnMHmgFZPHjiTlUD1n5">chaired </a>by Sindh Senior Minister and Provincial Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, at his office in Karachi. The meeting was attended by Information Secretary Nadeem-ur-Rehman Memon, Commission Chairman Ijaz Ahmed Memon, Commission Secretary Saeed Memon, and members Dr. Abdul Jabbar Khattak, Dr. Tauseef Ahmed Khan, Mazhar Abbas, and Obaidullah.</p>
<p dir="ltr">A detailed briefing was presented on the commission’s activities. Commission Chairman Ijaz Ahmed Memon <a href="https://dailytimes.com.pk/1337407/female-journos-to-be-included-in-commission-for-protection-of-journalists/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://dailytimes.com.pk/1337407/female-journos-to-be-included-in-commission-for-protection-of-journalists/&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw1okGa7Sf8hPARcJngvnV6C">informed </a>the meeting that 18 meetings had been held since 2023 to review various cases related to journalist safety. Reports from the police and Home Department are regularly sought following commission decisions.</p>
<p dir="ltr">Members of the commission raised concerns that some officials ignore letters issued by the body. They stressed the need for amendments to the existing law to enhance its effectiveness and called for the inclusion of women journalists to better address gender-specific challenges.</p>
<p dir="ltr">To address these concerns, it was agreed that the provincial cabinet would be approached for formal approval to expand the commission’s powers, particularly to enable it to take disciplinary action against non-compliant officials.</p>
<p dir="ltr">Minister Memon <a href="https://www.nation.com.pk/17-Jul-2025/govt-to-empower-journalists-protection-commission-ensure-female-representation" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.nation.com.pk/17-Jul-2025/govt-to-empower-journalists-protection-commission-ensure-female-representation&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw2zAt-2OZDDPo1RBwCrfsQ1">directed </a>the chairman to prepare a draft of the proposed amendments and assured the members that he would present the amendment bill in the provincial assembly. He reiterated that the protection of journalists remains a priority for the Sindh government.</p>
<p dir="ltr">The minister also highlighted that, under the commission’s law, media owners are responsible for providing life insurance and professional training to journalists. He said the commission has already issued letters urging media houses to fulfill these legal responsibilities.</p>
<p dir="ltr">He added that journalist unions and media organizations must submit data on working journalists to the commission to help formulate more effective protection policies.</p>
<p dir="ltr">Sharjeel Inam Memon further directed the commission to issue letters to media institutions to ensure the implementation of the minimum wage set by the Sindh government.</p>

He also served as Chairman and Executive Member of the Pakistan Electronic Media Regulatory Authority (PEMRA).</span></p>
<p dir="ltr"><span style="font-family: arial, sans-serif;">In the private and development sectors, he is serving as a board member of the United States Education Foundation Pakistan and holds senior roles at AKD Securities Ltd. and BIPL Securities Ltd.</span></p>

										<content:encoded><![CDATA[<p dir="ltr">On January 3, the Senate Standing Committee on Information and Broadcasting, led by Chairman Senator Syed Ali Zafar, held a session to deliberate on potential amendments to the Right of Access to Information Act, 2017. After consultations with stakeholders, the committee requested the relevant ministry to draft proposed changes to enhance the Act. The session also addressed a public petition referred by the Senate chairman concerning the right to appeal provisions within the Act. Various pressing issues, including media censorship and the operations of the Pakistan Electronic Media Regulatory Authority (PEMRA), were discussed during the meeting.</p>
<p dir="ltr">During the meeting, Senator Zafar <a href="https://www.thenews.com.pk/print/1268497-senate-panel-asks-ministry-to-propose-amendments-to-information-act-2017" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1268497-senate-panel-asks-ministry-to-propose-amendments-to-information-act-2017&amp;source=gmail&amp;ust=1736335153198000&amp;usg=AOvVaw37bZoJRA1fKQdgB7VsAD-R">emphasized </a>the importance of transparency and mandated the presence of all media houses in the next committee meeting. This directive was issued to investigate the reasons behind the censorship of political content, especially statements concerning or by Imran Khan, the founder chairman of Pakistan Tehreek-e-Insaf (PTI).</p>
<p dir="ltr">The committee session was <a href="https://www.app.com.pk/national/senate-body-for-tweaks-in-access-to-information-act/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.app.com.pk/national/senate-body-for-tweaks-in-access-to-information-act/&amp;source=gmail&amp;ust=1736335153198000&amp;usg=AOvVaw2tFp9yvuHkhmNyv06EqFKM">marked </a>by a detailed debate over the accountability of media censorship, with Senator Zafar questioning the role of the PEMRA in such matters. He argued against arbitrary censorship and called for &#8220;transparent, open dialogue&#8221; between PEMRA and the media to address censorship concerns.</p>
<p dir="ltr">Secretary of Information and Broadcasting Ambreen Jan, who also serves as the Managing Director of <i>PTV,</i> explained that the censorship issue may have occurred due to technical glitches. The committee directed authorities to ensure that such technical issues do not recur.</p>

Concerns were also raised about the vacancies in PEMRA&#8217;s complaints cell, which have been unfilled for two years, potentially hindering the resolution of complaints.</p>
<p dir="ltr">PEMRA Chairman Saleem Baig updated the committee on the ongoing recruitment to fill these posts.</p>
<p dir="ltr">PPP Senator Sarmad Ali raised concerns about the prevalence of unlicensed television channels operating in the country, questioning the actions taken by PEMRA to address this issue. PEMRA officials informed the committee that legal action was underway against unlicensed religious channels, and court decisions were pending. <p style="font-weight: 400;">The prime minister&#8217;s adviser, Barrister Aqeel Malik, had earlier <a href="https://www.dawn.com/news/1876386" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1876386&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw0UHvsENthM-VXnZjUzwGFc">confirmed</a> amendments to the Prevention of Electronic Crimes Act (PECA) 2016, and said they were aimed at &#8220;eliminating misinformation and negative propaganda.&#8221;</p>
<p>The draft Prevention of Electronic Crimes (Amendment) Act, 2024, <a href="https://www.thenews.com.pk/print/1257952-govt-proposes-5-year-jail-rs1m-fine-for-spreading-fake-news" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1257952-govt-proposes-5-year-jail-rs1m-fine-for-spreading-fake-news&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw0sA_5W5iOsouITkeml2xBz">includes</a> the establishment of a Digital Rights Protection Authority (DRPA) with wide-ranging powers to block or remove online material deemed harmful. The DRPA will <a href="https://www.thenews.com.pk/print/1257952-govt-proposes-5-year-jail-rs1m-fine-for-spreading-fake-news" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1257952-govt-proposes-5-year-jail-rs1m-fine-for-spreading-fake-news&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw0sA_5W5iOsouITkeml2xBz">replace</a> the Pakistan Telecommunication Authority (PTA) in its role under PECA.</p>
<p style="font-weight: 400;">During the meeting on the Senate standing committee, Senator Afnanullah of the Pakistan Muslim League-Nawaz (PML-N) <a href="https://www.dawn.com/news/1876927/minister-shaza-fatima-confirms-cybercrime-law-changes-to-curb-fake-news" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1876927/minister-shaza-fatima-confirms-cybercrime-law-changes-to-curb-fake-news&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw33TiTC8syu4l8cxjK6P7TN">questioned </a>the government’s authority to restrict internet tools, arguing that no law explicitly grants such powers.</p>
<p style="font-weight: 400;">Khawaja said that the PECA amendment was intended to address concerns regarding fake news and misinformation online. As per Khawaja, the amendment did not intend to restrict internet or free expression.</p>
<p style="font-weight: 400;">Regarding internet disruptions, Khawaja <a href="https://tribune.com.pk/story/2513997/no-policy-behind-slow-internet-speed-pta-chairman" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2513997/no-policy-behind-slow-internet-speed-pta-chairman&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw0yEKzH8n3QBfs8MgPLRzQN">said </a>the slowdown was due to an &#8220;increase in internet users.&#8221;</p>
<p style="font-weight: 400;">Pakistan Telecommunication Authority (PTA)  Chairman, retired Maj Gen Hafeezur Rehman, PTA Chairman retired Maj Gen Hafeezur Rehman <a href="https://www.dawn.com/news/1876927/minister-shaza-fatima-confirms-cybercrime-law-changes-to-curb-fake-news" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1876927/minister-shaza-fatima-confirms-cybercrime-law-changes-to-curb-fake-news&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw33TiTC8syu4l8cxjK6P7TN">denied </a>claims of an official policy to slow down internet speeds, instead stating that the internet may be disrupted due to the &#8220;proposed licensing of VPNs.&#8221; He said that PTA would introduce the licensing of VPNs would begin from January 1, 2025.</p>
<p style="font-weight: 400;">The Senate committee also <a href="https://www.geo.tv/latest/577980-pakistan-in-talks-with-starlink-amid-internet-disruptions" data-saferedirecturl="https://www.google.com/url?q=https://www.geo.tv/latest/577980-pakistan-in-talks-with-starlink-amid-internet-disruptions&amp;source=gmail&amp;ust=1733908820970000&amp;usg=AOvVaw05FdIme_oqKJgChWZ0pnOT">discussed </a>plans to improve digital infrastructure.  Khawaja revealed that the government is in talks with Starlink, to bring their services to Pakistan. She also announced plans for a 5G spectrum auction in April 2024.</p>

										<content:encoded><![CDATA[<p><span style="font-weight: 400;">The United Nations Human Rights Committee (Committee) has </span><a href="https://tbinternet.ohchr.org/_layouts/15/treatybodyexternal/Download.aspx?symbolno=CCPR%2FC%2FPAK%2FCO%2F2&amp;Lang=en"><span style="font-weight: 400;">called on</span></a><span style="font-weight: 400;"> Pakistan to “fully implement” the Protection of Journalists and Media Professionals Act 2021 and “swiftly establish” the Commission mandated under the law. The Committee called on the State to guarantee that journalists and others, including human rights defenders and civil society actors, can work “safely, freely and independently” without fear of persecution, intimidation, harassment or reprisal.</span></p>
<p><span style="font-weight: 400;">In its concluding observations on Pakistan’s second periodic report on the implementation of provisions of the International Covenant for Civil and Political Rights (ICCPR), the Committee raised </span><a href="http://pakistanpressfoundation.org/un-human-rights-committee-raises-concern-over-freedom-of-expression-in-pakistans-iccpr-review/"><span style="font-weight: 400;">numerous concerns</span></a><span style="font-weight: 400;"> about the restrictions to free expression online and offline in Pakistan as well as the “frequent reports” of attacks on and of impunity for crimes against journalists, human rights defenders, and civil society actors.</span></p>
<p><span style="font-weight: 400;">Pakistan Press Foundation (PPF) routinely documents, investigates, and issues calls for action in response to incidents of violence, threats, and censorship of the media in Pakistan. In 2024, PPF has </span><a href="http://pakistanpressfoundation.org/wp-content/uploads/2024/11/Impunity-Day-Statement-2024-.docx-1.pdf"><span style="font-weight: 400;">documented </span></a><span style="font-weight: 400;">at least 117 confirmed instances of violence, intimidation, restrictive regulation, and censorship of the media. PPF has repeatedly called for the formation and effective functioning of the Commissions under the media safety laws, both federal and provincial in Sindh. </span></p>
<p><span style="font-weight: 400;">The UN Human Rights Committee provided five steps of action for Pakistan to take to ensure compliance with Article 19 of the CCPR.</span></p>
<ol>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Take immediate steps to ensure everyone can exercise the right to free expression online and offline without interference. The Committee said this included reviewing or repealing specific legislation, end steps that “unduly restriction” free expression, including Internet shutdowns, website, and social media platforms blocks, and establishing an “independent and effective” oversight board to review and monitor decisions regarding internet censorship. The Committee said that they should ensure that any restrictions on free expression meet the conditions of the CCPR.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Abstain from adopting measures or laws that could further lead to “undue restrictions” on the right to free expression. The Committee cited some instances, including the countrywide firewall and E-Safety Authority Bill 2023. They called for the State to ensure “broad consultations” with stakeholders.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The Committee called on Pakistan to “consider decriminalizing defamation” and also ensure that certain laws, including criminal, sedition, and counter-terrorism laws, are not used to silence journalists and others.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Called for the investigation of all allegations of enforced disappearance, torture, killing, and intimidation of journalists and others. The Committee called for perpetrators to be brought o justice, “appropriately sanctioned,” and appropriate reparations be provided to victims.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Guarantee that journalists and others, including human rights defenders and civil society actors, can work “safely, freely and independently” without fear of persecution, intimidation, harassment or reprisal.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Take “all measures necessary” to support a pluralistic media and ensure that the environment for journalists is a “safe and enabling one.” The Committee called on Pakistan to ensure this by implementing the media safety law and establishing the Commission.</span></li>
</ol>
<p><span style="font-weight: 400;">In concluding observations, the Human Rights Committee expressed concern about “arbitrary restrictions” on online and offline free expression. They cited Internet shutdowns, including in May 2023 during </span><a href="http://pakistanpressfoundation.org/ppf-condemns-widespread-acts-of-violence-against-media-during-protests-in-peshawar-following-imran-khans-arrest/"><span style="font-weight: 400;">protests</span></a><span style="font-weight: 400;"> by the Pakistan Tehreek i Insaf party and </span><a href="http://pakistanpressfoundation.org/ppf-takes-strong-exception-to-closure-of-mobile-services-on-election-day-that-cast-doubt-on-the-entire-process-raise-questions-about-governments-motive/"><span style="font-weight: 400;">during</span></a><span style="font-weight: 400;"> the general elections in February, and the </span><a href="http://pakistanpressfoundation.org/once-again-access-to-x-disrupted-in-pakistan-cutting-off-citizens-right-to-freely-access-information-authorities-must-provide-a-credible-explanation/"><span style="font-weight: 400;">closure</span></a><span style="font-weight: 400;"> of social media platforms.  </span></p>
<p><span style="font-weight: 400;">The Committee voiced concern about the “chilling effect” of certain laws, including defamation laws, on the free expression of different groups of individuals, including journalists. Amongst the laws cited included the Prevention of Electronic Crimes Act 2016, the Removal and Blocking of Unlawful Online Content (Procedure, Oversight, and Safeguards) Rules 2021, the </span><a href="http://pakistanpressfoundation.org/ppf-welcomes-the-governments-decision-to-withdraw-pemra-amendment-bill-2023-defining-disinformation-and-compelling-broadcasters-not-to-air-disinformation/"><span style="font-weight: 400;">Pakistan Electronic Media Regulatory Authority (Amendment) Act 2023</span></a><span style="font-weight: 400;">, and the </span><a href="http://pakistanpressfoundation.org/ppf-alarmed-by-pml-n-led-governments-push-to-regulate-free-expression-in-digital-spaces-wary-of-misuse-to-target-media-professionals/"><span style="font-weight: 400;">Punjab Defamation Act 2024</span></a><span style="font-weight: 400;">.</span></p>
<p><span style="font-weight: 400;">According to the UN Human Rights Committee, they were concerned about reports of “increased coercion and censorship” of media outlets for criticism of the government, military, and intelligence agencies. They said this included the closure and suspension of channels’ licenses by the Pakistan Electronic Media Regulatory Authority (PEMRA).</span></p>
<p><span style="font-weight: 400;">The Committee noted the adoption of the federal media safety law. Still, it said that it “remains concerned” about “frequent reports” of enforced disappearance, torture, killing, threats, harassment, and intimidation of journalists and others, including human rights defenders and civil society actors that were seen to be critical of the government or promoting issues considered sensitive. The Committee also noted the high level of impunity for these crimes.</span></p>

<p dir="ltr"><span style="color: #000000; font-family: arial, sans-serif;">In a statement, PPF stated: &#8220;It is completely unacceptable that year after year, the number of murdered journalists keeps rising and media professionals continue to face threats and acts of violence promoting fear and self-censorship amongst the media. Meanwhile, the restrictive environment continues to be tightened through regulatory measures, legislation, and enforced censorship.&#8221;</span></p>
<p dir="ltr"><span style="color: #000000;">PPF has documented at least 117 confirmed instances of violence, intimidation, restrictive regulation, and censorship of the media in 2024, including two murders, 48 instances of assault, and 24 instances of censorship. PPF has called for immediate action to reverse the alarming situation for the safety of journalists and media professionals in Pakistan, emphasizing the need to effectively implement media safety legislation and accountability for those who target journalists.</span></p>
<p dir="ltr"><span style="color: #000000; font-family: arial, sans-serif;">Several leaders issued statements in support of press freedom on the occasion of the </span>International Day to End Impunity for Crimes Against Journalists.</p>
<p dir="ltr"><span style="color: #000000; font-family: arial, sans-serif;">Acting President Syed Yousuf Raza Gillani <a href="https://radio.gov.pk/02-11-2024/pakistan-firmly-believes-in-freedoms-of-press-acting-president-pm" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://radio.gov.pk/02-11-2024/pakistan-firmly-believes-in-freedoms-of-press-acting-president-pm&amp;source=gmail&amp;ust=1730881461207000&amp;usg=AOvVaw2eLPD4eW5SzIQfI9cBVDbB">highlighted </a>the crucial role of press freedom in supporting democratic stability and transparency in Pakistan. Emphasizing that violence against journalists weakens democracy. He noted the Constitutional rights to freedom of expression, press freedom, and access to information. Gillani said that the Journalists and Media Professionals Protection Act 2021 had been passed, and health insurance had been introduced for journalists. He called for an integrated strategy to strengthen protections further.</span></p>
<p>Touching on the conflict in Palestine, Gillani condemned the killing of journalists in Gaza due to Israeli airstrikes. He cited UN reports stating that over 130 journalists have been killed in Gaza, urging the global community to hold Israel accountable for crimes against journalists.</p>
<p><span style="color: #000000; font-family: arial, sans-serif;">The Commission required under the media safety law has yet to be established despite its passage nearly three years ago. PPF has <a href="http://pakistanpressfoundation.org/pakistan-press-foundation-emphasizes-immediate-need-to-reverse-course-in-repeated-cycles-of-violence-against-journalists-draws-attention-to-dismal-implementation-of-media-safety-legislation/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=http://pakistanpressfoundation.org/pakistan-press-foundation-emphasizes-immediate-need-to-reverse-course-in-repeated-cycles-of-violence-against-journalists-draws-attention-to-dismal-implementation-of-media-safety-legislation/&amp;source=gmail&amp;ust=1730881461207000&amp;usg=AOvVaw1Gn9Pu-wS9l0xVI8wOaRK2">called on</a> the federal government to immediately establish the much-delayed Commission for the Protection of Journalists and Media Professionals Act, 2021, without further delays.</span></p>

He said journalists face numerous challenges, including violence, threats, and murder. Addressing the situation in Gaza, he highlighted reports of journalists being deliberately targeted in violation of international conventions. Sharif reiterated the government’s commitment to uphold the rights and safety of journalists in Pakistan, stating that steps would be taken to ensure their safety and hold perpetrators accountable.</span></p>
<p dir="ltr"><span style="color: #000000; font-family: arial, sans-serif;">Sindh Governor Mohammed Kamran Khan Tessori <a href="https://www.nation.com.pk/03-Nov-2024/journalists-enjoy-freedom-in-pakistan-governor-tessori" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.nation.com.pk/03-Nov-2024/journalists-enjoy-freedom-in-pakistan-governor-tessori&amp;source=gmail&amp;ust=1730881461207000&amp;usg=AOvVaw2pqKz6Hi9b_5-xZmYF_hse">marked </a>the day by emphasizing the importance of measures to safeguard journalists. He claimed that journalists in Pakistan have &#8220;complete freedom&#8221; and were playing their role as societal watchdogs.</span></p>

She emphasized the importance of a free press as the foundation of democracy and her commitment to &#8220;being a guarantor and advocate for press freedom.&#8221;</span></p>
<p dir="ltr"><span style="color: #000000; font-family: arial, sans-serif;">She stressed the government&#8217;s responsibility to protect journalists&#8217; rights and shared her commitment to secure housing for homeless journalists. </span>&#8220;We stand with responsible and dignified journalists who pursue the truth and will ensure their rights are protected,&#8221; she said.</p>

The Bill allows for the establishment of special tribunals to address “fake news” and was <a href="http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw158vcjUJgbFg07s8YVav8N">passed</a> by the provincial Punjab Assembly without stakeholder consultations. Under the law, fines can be imposed and social media accounts can be blocked of those found to be spreading defamatory content.</p>
<p dir="ltr">The MQM-P leaders stressed the importance of transparency and consultation before enacting any law. 										<content:encoded><![CDATA[<p>ISLAMABAD: The All Pakistan Newspapers Society (APNS) urged Caretaker Information Minister Murtaza Solangi on Monday to facilitate the process of an increase in the government advertisement rates of newspapers, which is long pending.</p>
<p>According to a press release, APNS Secretary General Sarmad Ali informed the information minister at a dinner reception held for the society executive committee that the previous government of Shehbaz Sharif had announced an increase of 35 percent in the advertisement rates. Still, it could not be notified due to the early dissolution of the National Assembly. He stated that the summary of the Ministry of Information was pending at the Cabinet Division for approval of the cabinet. He requested the minister to place the summary at the next meeting of the federal cabinet for its approval.</p>
<p>The minister explained in detail the vision of the caretaker government and assured that it would safeguard the interests of the media and protect freedom of the press in the country. He promised that the Ministry of Information would expedite the process of notification of the rate increase at the earliest.</p>
<p>Earlier, a meeting of the executive committee was held on Sept 9, 2023, in Islamabad, with APNS President Mrs. Nazafreen Saigol Lakhani in the chair.</p>
<p>The committee members expressed grave concern that despite various assurances by the last governments, the dues had not yet been paid against the advertisements released to the print media. The members noted that in Punjab and Sindh, the governments had not paid the dues related to SPL and non-budgeted advertisements, respectively, which caused a severe liquidity crisis for newspapers to meet their expenses. The members from the KP province pointed out that for the last two years, the payment of print media accumulated to one billion rupees had not been made by the Department of Public Relations, despite the reconciliation of dues. The executive committee decided that a delegation of the APNS, headed by the society president, would meet the governments concerned about releasing the payment without delay.</p>
<p>The executive committee also noted that due to the Election Commission&#8217;s ban on development activities, the quantum of newspaper advertisements had been drastically affected. It was also decided that the Election Commission be requested to lift the ban on developmental advertisements.</p>
<p>The executive committee adopted the report of the advertising committee on the application of advertising agencies and granted provisional accreditation to M/s. Brain Tree Advertising, Lahore, M/s. Mesh Media (Pvt.) Ltd., Lahore and M/s. Mindread Advertising (Pvt.) Ltd., Karachi.</p>
<p>The executive committee also granted the appeal of Daily Shamal, Karachi, and Monthly Sathee, Karachi, for restoration of membership. The executive committee approved the restructuring of M/s. Kenad (Pvt.) Ltd.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: On Tuesday, Caretaker Minister for Information and Broadcasting Murtaza Solangi emphasized that cooperation between Pakistan and Iran in the media field was indispensable, saying Pakistan was desirous of promoting bilateral ties with Iran in the fields of media, film, and drama.</p>
<p>Talking to Iranian Ambassador Reza Amiri Moghaddam, who called on him here on Tuesday, he said that cooperation between the two countries in media fields was necessary.</p>
<p>During the meeting, the two sides discussed issues of mutual interest, fraternal relations between the two countries, and promoting cooperation in media.</p>
<p>He said that a memorandum of understanding had already been signed between the Associated Press of Pakistan and the Islamic Republic News Agency (IRNA), while many other agreements were underway to enhance cooperation between television, films, cinema, literary and linguistic institutions.</p>
<p>These agreements, the minister said, would help project the authentic culture and traditions of the two brotherly countries. The two sides agreed to strengthen and expand bilateral cooperation in various fields, including economic, commercial, cultural and tourism sectors, besides people-to-people contacts.</p>
<p>The Iranian ambassador congratulated Murtaza Solangi on assuming charge as caretaker minister for information and broadcasting. Pakistan highly valued brotherly relations with Iran, Murtaza Solangi said, adding both countries were bound by deep religious, cultural, and linguistic ties. He said the two countries&#8217; governments were promoting close cooperation for the betterment of their people and socio-economic development.</p>
<p>The minister and the Iranian envoy agreed on exchanging media and cultural delegations between the two countries. Ambassador Reza Amiri Moghaddam said that Allama Iqbal had the status of a national poet in Iran. “Iranians hold Allama Iqbal, the great poet of the subcontinent, in great esteem.”</p>
<p>Solangi said that a film on the life and poetry of Allama Iqbal would be made in collaboration with Iran. “Our relationship with the Persian language is ancient,” he said, adding that Allama Iqbal and Sachal Sarmast had significant similarities in their Persian language work. He added that Sachal had earned the title of “poet of seven languages” for his works in seven languages.</p>
<p>He said that cooperation between the two countries was necessary to promote the literary works of Allama Iqbal and Sachal Sarmast to other Persian poets. He added that the academic literature of Pakistan and Khana Farhang Iran could play an essential role. He also stressed for the expansion of economic relations between Pakistan and Iran.</p>
<p>The minister briefed the Iranian Ambassador about the steps being taken regarding the general elections in Pakistan, as the primary mandate of the caretaker government was to assist and monitor the electoral process. He said that conducting peaceful elections was a priority of the present government.</p>
<p>Ambassador Reza Amiri Moghaddam said that Iran fully supported free and fair elections by the Constitution and law of Pakistan. He also appreciated the Minister’s interest in regional cooperation and assured his support.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Caretaker Minister for Information and Broadcasting Murtaza Solangi on Saturday said some sections of media had misreported the recent interaction of Caretaker Prime Minister Anwaar-ul-Haq Kakar with journalists in Islamabad regarding the electricity bills issue.</p>
<p>Murtaza Solangi, in a news statement, clarified that when the prime minister was asked during the interaction whether the electricity bills had caused chaos or anarchy in the country, he ruled out the anarchy but did not dismiss the matter as a non-issue.</p>
<p>He said the prime minister had not stated that electricity bills were not problematic for the people; instead, he explained the reasons behind the expensive electricity.</p>
<p>The prime minister reaffirmed in the media interaction that the solution would soon be worked out, Solangi added.</p>
<p>He said those responsible for the current situation had also been using the issue for political point-scoring in the wake of the upcoming election. PM Kakar never said that people’s problems were “unjust,” he added.</p>
<p>He said some responsible journalists had also confirmed that the prime minister had not referred to electricity bills as a non-serious issue. Instead, he stated that the country had commitments with international organizations, ensuring a solution would be worked out for the people without compromising the promises made to the organizations.</p>
<p>The minister said ironically, it was projected in some sections of the media that the prime minister was not concerned about people’s difficulties, which was unjust and against journalistic norms.</p>
<p>He appealed to the media to report news according to the facts. The minister also cited a couplet from Faiz Ahmed Faiz Poetry to comment on the misreporting of the media interaction.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The inspector general of police (IGP) has warned the capital police that any official found sharing information with media would be dismissed from service.</p>
<p>The order, issued by the capital police on Monday, stated that as per the directive of the PRO to the director general Islamabad Safe City, henceforth, no official shall share any information, verbal or documents, with media channels or newscasters regarding police nor will any official give an interview to a media representative.</p>
<p>A police official would be dismissed from service if he or she is found committing such an act, the order said, adding that the directives should be followed strictly.</p>
<p>On the other hand, many officers were of the view that the police chief’s move was aimed at hiding data about the rising crime rate in Islamabad.</p>
<p>There is no law in the country that supports the order of the police chief; it is a violation of the Right of Access to Information Act 2017, the police officials said, adding that dismissal from service was a major penalty, only given in cases of gross misconduct like financial corruption, misuse of power, criminal negligence, absence from duty for a long period and being hand in gloves with criminals.</p>
<p>They said as per Police Rules 11-63, a document or record could not be given to anyone for private use, however, media could get information and documents for public use.</p>
<p>As there is no law that prevents officials from sharing information, other than those that are secret and confidential, no one can, therefore, be dismissed from service, the officers said, adding that it would be considered misuse of power if the police chief dismisses any officer on the charge of sharing information or document, except secret or confidential, and for this the chief could himself face the same fate.</p>
<p>Earlier, the capital police high-ups had made several attempts to prevent information being shared with beat reporters.</p>
<p>A Police Pubic Relation Branch (PRB) was established in July 2022, which was aimed to favour and oblige media persons on the pretext of ‘honouring’ them in response to their contribution to entertaining news given to them by the department only, the officers said.</p>

<p>Established earlier this year, VEPU operates under Islamabad Capital City Police Officer (ICCPO) Dr. Akbar Nasir Khan. The unit’s mandate involves combatting the propagation of hate, religious intolerance, and divisive propaganda on social media.</p>
<p>The unit’s spokesperson reiterated their dedication to eradicating extremism without bias, emphasizing their swift action against individuals who spread harmful ideologies through social media.</p>
<p>Apart from its online efforts, VEPU has engaged proactively with educational institutions, seminaries, and mosques to counteract extremist narratives. The unit’s approach encompasses vigilant monitoring of websites and social media platforms to curtail political, linguistic, sectarian, and religious extremist content.</p>
<p>ICCPO Dr. Akbar Nasir Khan, the driving force behind VEPU’s inception, has called upon citizens to refrain from participating in activities that fuel hatred or spread misinformation about institutions via social media. The capital police are encouraging individuals to promptly report such activities, thus aiding the ongoing peacekeeping endeavors.</p>

<p>He assured the caretaker government’s complete facilitation to the commission in the discharge of its constitutional duties. The minister highlighted the prevailing challenge of forging a national consensus on significant national matters.</p>
<p>He lamented the transformation of political disagreements into personal animosity, stressing the need for rectifying this trend and fostering unity among diverse segments of society.</p>
<p>Murtaza Solangi further emphasized the necessity of combating the growing intolerance within society. He said the Ministry of Information, in collaboration with the media, would strive to provide the public with accurate and comprehensive information about the prevailing situation.</p>
<p>“As a representative of the journalist community, our foremost priority is to create an enabling professional environment and safeguard the rights of journalists,” Solangi maintained.</p>
<p>He expressed his regret over the unfortunate incident involving senior journalist and anchor Kamran Yusuf, stating that the Punjab government was taking steps to apprehend the culprits who robbed him.</p>
<p>The minister also offered his condolences over the demise of the father of senior journalist Shehbaz Rana and brother of senior journalist Sanaullah Khan. Solangi prayed for the departed souls to find eternal peace and for strength and resilience to be granted to the grieving families to cope with their profound loss.</p>

<p>The K-P government issued a statement pointing out that it had taken notice of public workers in WhatsApp groups engaging in discussions on political or ethnic issues as well as anti-state activities.</p>
<p>As per the new policy for government servants, they will not remain a part of any social media platform without the permission of the authorities concerned.</p>
<p>The province’s government employees will not participate in any public demonstrations or gatherings.</p>
<p>Participation in radio, TV and other media platforms will also require government permission.</p>
<p>The public servants will be bound to carry forward the policy and in case of a violation, they will be dealt with according to the government rules.</p>
<p>The Establishment Department has issued the policy directives to all K-P government agencies and competent authorities.</p>
<p>In April this year, the K-P caretaker ordered the closing of a project under which over 1,000 social media influencers were hired by the PTI-led government in the province to promote its initiatives.</p>
<p>In a letter dated April 4, 2023 addressed to the finance department, the Information and public relations department pointed out that over a thousand social media influencers were appointed under the “Establishment of Social Media Participatory Platforms for Public Awareness and Feedback Regarding Reforms Initiatives and Encouraging Civic Responsibility” programme.</p>
<p>It noted that following the dissolution of the K-P Assembly and the setting up of an interim government in the province, the project had lost its relevance.</p>
<p>“The Election Commission [of Pakistan] has also banned new projects and recruitment etc. Therefore, the interim government is not mandated by law, rules and regulations to carry out the [objectives of the project] and thus [its] continuation &#8230; is [a] wastage of resources of the public exchequer,” it added.</p>
<p>In June last year, the PTI-led K-P government recruited around 1,360 social media influencers in an attempt to counter “fake” news and negative propaganda against itself – a project costing a sum of Rs736 million.</p>
<p>With each social media influencer drawing a monthly salary of Rs25,000, they were also assigned the task of creating awareness at grassroots level about the “reforms” being carried out by the PTI-led K-P government for the province’s people.</p>
<p>According to official documents, an amount of Rs870 million was allocated for the project in the initial PC-1, However, this sum was reduced to Rs736 million in the revised PC-1.</p>

										<content:encoded><![CDATA[<p>The National Assembly on Wednesday approved the Pakistan Electronic Media Regulatory Authority (Amendment) Bill, 2023, which elaborates on the definitions of disinformation and misinformation.</p>
<p>The bill was introduced in the National Assembly (NA) on July 20 by Information and Broadcasting Minister Marriyum Aurangzeb and was unanimously approved by the NA Standing Committee on Information and Broadcasting a day later.</p>
<p>The Human Rights Commission of Pakistan, as well as journalists’ bodies, have expressed concerns that it could be misused and “may allow powerful groups or individuals to stonewall journalists seeking both sides of a story”.</p>
<p>It was moved in the NA by the information minister today and was subsequently passed.</p>
<p>The bill says that “disinformation means verifiably false, misleading, manipulated, created or fabricated information which is disseminated or shared to cause harm to the reputation of or to harass any person for political, personal, or financial interest or gains without making an effort to get other person’s point of view or not giving it proper coverage and space, but does not include misinformation”.</p>
<p>As for misinformation, the bill states that “misinformation means verifiable false content or information that is unintentionally disseminated or shared”.</p>
<p>Major changes have also been made in the structure as well as operation of the Pakistan Electronic Media Regulatory Authority (Pemra); e.g. the number of members in the authority was enhanced to 13 from 12, apart from its chairperson.</p>
<p>The chairperson alone will not have the power to suspend the broadcast of any channel, as under the amendment, the powers to stop the airing of any satellite electronic media can be delegated to the “chairman and two Pemra members”.</p>
<p>A longstanding demand of broadcasters and workers has also been accommodated to some extent, as non-voting honorary members — one each from the broadcasters and the Pakistan Federal Union of Journalists (PFUJ) — will be in the authority.</p>
<p>“The licensee of the Pemra shall ensure timely payment of salaries not later than two months to electronic media employees working with it,” it says.</p>
<p>In case of non-compliance, the federal or relevant provincial governments will be intimated to stop the release of television or radio commercials to the violators till the payment of pending salaries</p>
<p>The preamble of the Pemra law has also been amended to “ensure timely payment of salary to the electronic media employees working with the licensee of the Authority”.</p>
<p>The bill further says that during a regular program, a continuous break for advertising shall not exceed five minutes and the duration between two such successive breaks shall not be less than 10 minutes.</p>
<p>The bill also authorizes Pemra to impose a fine of up to Rs1 million on a licensee who “contravenes any of the provisions of this ordinance or the rules or regulations of the code of conduct or terms and conditions of the license” after giving them a reasonable opportunity to show cause.</p>
<p>Provided that in case of “severe violations”, Pemra may impose a fine of up to Rs10m, it says.</p>
<p>The bill also barred civil courts from questioning the legality of Pemra’s decisions. It did add, however, that the high courts could be approached for appeal within 30 days of the authority’s decision or order.</p>
<p>It further says that the content of a television channel available on electronic media, including its logo and name, shall not vary and be altered, substituted, or tempered on digital media or any other similar forum.</p>

<p>Addressing a news conference, Aurangzeb said: &#8220;The National Assembly has passed the Pemra bill. I want to thank all the media workers for supporting the bill. The government has been consulting on this bill for the last 12 months&#8221;.</p>
<p>Speaking about the Pakistan Muslim League-Nawaz (PML-N) stalwarts, Talal Chaudhry and Daniyal Aziz, Aurangzeb said: &#8220;Despite all the difficulties, Talal and Daniyal stood by the side of PML-N&#8221;.</p>
<p>&#8220;An attempt was made to sabotage the China-Pakistan Economic Corridor (CPEC) and drag the country into a quagmire by removing PML-N supremo Nawaz Sharif,&#8221; she rued.</p>
<p>She took a swipe at the Pakistan Tehreek-e-Insaf (PTI) chief, accusing the latter of “harming” the state institutions.</p>
<p>The information minister praised Prime Minister Shehbaz Sharif, saying, &#8220;The premier has saved the country&#8217;s economy and foreign policy. PM Shehbaz has brought the country out of crisis&#8221;.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Prime Minister Shehbaz Sharif will formally launch a health insurance card scheme for working journalists across the country on August 7, 2023.</p>
<p>Speaking at a news conference to launch the registration process of working journalists for the health insurance scheme on Monday, Minister for Information and Broadcasting Marriyum Aurangzeb said that working journalists can apply for the scheme by filling out an online registration form available on the websites of the Ministry of Information and Broadcasting and the Press Information Department (PID).</p>
<p>She said the process of registration was very transparent and there was no restriction of the sort that only members of press clubs could apply for the scheme.</p>
<p>She asked the working journalists and media workers to start filling out the form, adding that Prime Minister Shehbaz Sharif would formally launch the health insurance scheme for journalists on August 7, 2023. She said the scheme was not confined to the journalists of the federal capital territory but also to other parts of the country as well.</p>
<p>Under the health insurance scheme, she added that working journalists would be able to access treatment for various ailments, adding that on the direction of the prime minister, an amount of Rs1 billion had been earmarked in the budget for the health insurance scheme.</p>
<p>She added that the health insurance and salaries of journalists had always been an issue in Pakistan, adding that during the past 14 months, Rs110 million had been recovered from the platform of the Implementation Tribunal for Newspaper Employees (ITNE) and direct payments had been made to the employees in print media.</p>
<p>The minister said the government had taken steps for the protection of the rights of working journalists. She said health insurance for working journalists and artists was the vision of Prime Minister Shehbaz Sharif.</p>
<p>She said Nawaz Sharif had launched the health card scheme in 2013 which continued in the PTI’s government under the changed name.</p>
<p>Rejecting the criticism of the PEMRA Amendment Bill as “propaganda”, she maintained that it was in line with the definition of the UN Human Rights Council and prepared to keep in view the best international practices.</p>
<p>She said all stakeholders were involved in the process of preparation of PEMRA (Amendment) Bill 2023 and no one opposed the bill or issued any adverse statement. She said the Pakistan Broadcasters Association had stated the PEMRA (Amendment) Bill.</p>
<p>Responding to a question, she said that her ministry had canceled the licenses of more than 150 dummy newspapers.</p>
<p>To another question, she said that a journalist who was benefiting from the Prime Minister Health Card Scheme would not be eligible for the Journalists’ Health Insurance Scheme, adding that both were separate things.</p>

<p>She said it is mandatory to make payments to the journalists and media workers in 60 days. She said as per the Amendments, the Pakistan Broadcasters Association and the Pakistan Federal Union of Journalists were given representation in the complaints council.</p>
<p>The Information Minister thanked all the stakeholders for the preparation of the bill and guidance. She said Tribunal Chairman has been appointed for the payments of dues to newspaper workers. To a question, Marriyum Aurangzeb said we did not take any decision without consultation with Joint Action Committee.</p>
<p>Marriyum Aurangzeb said there was no forum available for electronic media. She said consultations regarding this started in April 2022.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Senior Pakistani journalists warned on Saturday media freedom had been under intense pressure for over a year due to increasing political polarization in the country, adding they anticipated these restrictions to persist until the next elections scheduled to be held in October this year.</p>
<p>&nbsp;</p>
<p>Political uncertainty engulfed Pakistan following the removal of former Prime Minister Imran Khan from power through a parliamentary vote of no-confidence in April last year, leading to heightened pressure on the media to water down his criticism against the government and military establishment during the public rallies.</p>
<p>&nbsp;</p>
<p>Pakistan ranks 150 out of 180 countries on the Press Freedom Index by Reporters Without Borders (RSF). There has been more than 60 percent increase in the number of threats and attacks against journalists between May 2022 and March 2023, according to Freedom Network’s annual Pakistan Press Freedom Report that recorded at least 140 such cases during the same period.</p>
<p>&nbsp;</p>
<p>“There is no editorial independence and no media freedom in Pakistan at the moment,” senior journalist and talk show host Mohammad Malick told Arab News. “The current curbs on the press freedom are one of the toughest in the last 25 years.”</p>
<p>&nbsp;</p>
<p>“There is definitely serious curtailment on media freedom when you cannot even mention the name of a political party [leader],” he continued while referring to an unofficial ban on mentioning of ex-premier Imran Khan’s name on the media.</p>
<p>&nbsp;</p>
<p>“This serious undeclared infringement on the press freedom is not going to ease up at least in the next five to six months,” he said, adding the situation was likely to continue even after the upcoming general elections.</p>
<p>&nbsp;</p>
<p>Pakistan is scheduled to hold nationwide polls in October after the expiry of five-year term of the national and provincial assemblies, though uncertainty still looms over the exact dates of the electoral contest along with the number of parties and candidates who would participate in them.</p>
<p>&nbsp;</p>
<p>“Political uncertainty in Pakistan has contributed to this squeeze on press freedom and freedom of expression,” RSF country representative and Freedom Network’s executive director Iqbal Khattak told Arab News.</p>
<p>&nbsp;</p>
<p>“The squeeze on press freedom is against Pakistani constitution and fundamental rights of the people,” he noted. “Therefore, the superior judiciary should intervene to lift the curbs on the media.”</p>
<p>&nbsp;</p>
<p>Khattak said journalist unions had been weakened and divided over the unannounced censorship in the country, making it easy for various power centers to stifle dissenting voices since journalists could no longer present a “united front.”</p>
<p>&nbsp;</p>
<p>However, some broadcast journalists noted press freedom also depended on individual journalists.</p>
<p>&nbsp;</p>
<p>“It is the choice of individual journalists if they want to self-censor things or be bold like me and say whatever they want to say in public interest,” senior journalist and talk show host Sana Bucha told Arab News.</p>
<p>&nbsp;</p>
<p>She admitted there were instructions not to mention the name of ex-PM Khan on television or invite some lawyers and political leaders on current affairs programs, though she added she did not have any issue if someone who wanted “to spread anarchy in the society” was banned from the media.</p>
<p>&nbsp;</p>
<p>Pakistan Federal Union of Journalists (PFUJ) also acknowledged media censorship in the country while urging all political parties and civil society groups to work with the journalists to strengthen the press freedom and freedom of expression in the country.</p>
<p>&nbsp;</p>
<p>“A vibrant democracy and media freedom go hand in hand in any country, but in Pakistan the press freedom has worsened in the last eight to ten years with political and economic uncertainty,” a former PFUJ president, Shahzada Zulfiqar, told Arab News.</p>

<p>“Political parties support journalists and press freedom while they are in opposition. But they tend to impose restrictions when they come into power,” he added.</p>

<p>In a tweet, the minister announced her pleasure in the Standing Committee for Information and Broadcasting’s approval of the Bill, which she had presented in the National Assembly the previous day.</p>
<p>The approval came after a discussion among the committee members.</p>
<p>Aurangzeb highlighted that the Bill was the result of extensive consultations with all stakeholders associated with the Joint Action Committee, including the Pakistan Federal Union of Journalists (PFUJ), Pakistan Broadcasters Association (PBA), AMEND, Council of Pakistan Newspaper Editors (CPNE), and All Pakistan Newspapers Society (APNS).</p>
<p>The collaborative process spanned over one year, during which all stakeholders were taken on board, and their inputs and feedback were incorporated into the Bill.</p>
<p>The minister emphasized that the Bill aimed to enhance the welfare of journalists and foster a free, responsible, and ethical media environment in Pakistan, aligned with democratic practices in other countries.</p>
<p>The Bill addressed various long-standing issues and matters, such as curbing arbitrary and unchecked powers of the chairman of PEMRA, ensuring the representation of PFUJ and PBA in PEMRA Authority and the Council of Complaints, resolving delayed payments of journalists’ salaries, and refining the definitions of misinformation and disinformation.</p>
<p>Aurangzeb revealed that she would hold a news conference the following day to unveil the key features of the Bill and provide detailed insights into the extensive participatory and consultative process undertaken to prepare the legislation.</p>
<p>The minister proudly highlighted that the final Bill had received the sign-off and ownership of all stakeholders, demonstrating their collective commitment to its success.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The National Assembly’s Standing Committee on Information and Broadcasting Friday approved the Pakistan Electronic Media Regulatory Authority (Amendment) Bill, 2023 which has also defined disinformation.</p>

<p>The committee, which met at Radio Pakistan with Javaria Zafar Aheer in the chair, termed the bill a historic initiative for the welfare of journalists and appreciated the efforts of all stakeholders, including the government, in that regard.</p>
<p>&nbsp;</p>
<p>Minister of Information and Broadcasting Marriyum Aurangzeb, briefing the committee, said amending the Pemra law was the need of the hour as the entire scenario of the media had changed.</p>
<p>&nbsp;</p>
<p>She said the Pemra ordinance, which was promulgated in 2002, was being amended for the first time. “Its nine clauses were amended, while five new ones were added.”</p>
<p>&nbsp;</p>
<p>The minister said under the amended law, for the first time, media workers were given the right to file complaints in the council of complaints, whereas in the past they were sacked even for demanding salaries.</p>
<p>&nbsp;</p>
<p>Under the new bill, a three-member committee would now have the power to close down a channel instead of the Pemra chairman, she added.</p>
<p>&nbsp;</p>
<p>Marriyum said in the past, an unsuccessful attempt was made to pass a black law like the Pakistan Media Development Authority.</p>
<p>&nbsp;</p>
<p>However, the incumbent government took 13 months to prepare the amended bill, as extensive consultations were held with all stakeholders, including media worker’s organizations, and owners of media houses.</p>
<p>&nbsp;</p>
<p>The minister said that the definition of fake news, disinformation, and misinformation had also been included in the bill. Disinformation and misinformation were interpreted separately.</p>

<p>What is disinformation?</p>
<p>&nbsp;</p>
<p>It means verifiably false, misleading, manipulated, created, or fabricated information that is disseminated or shared with the intention to cause harm to the reputation of or to harass any person for political, personal, or financial interest or gains without making an effort to get other person&#8217;s point of view or not giving it proper coverage and space but does not include misinformation</p>
<p>&nbsp;</p>
<p>What is misinformation?</p>
<p>&nbsp;</p>
<p>It means verifiable false content or information that is unintentionally disseminated or shared</p>
<p>&nbsp;</p>
<p>She said under the new bill, the fine for deliberately spreading false news had been increased from Rs1 million to Rs10 million.</p>
<p>&nbsp;</p>
<p>In the past, the channels used to plead that the fake news they aired was filed by journalists in their capacity, but now they (the channels) would also be made accountable.</p>
<p>&nbsp;</p>
<p>Marriyum said as per the amended bill, “timely payment refers to payments made to electronic media employees within two months”.</p>
<p>&nbsp;</p>
<p>She said at the federal and provincial levels, government advertisements would not be given to electronic media houses over non-payment of salaries.</p>
<p>&nbsp;</p>
<p>She added that the duration of airing advertisements would not exceed five minutes during a regular program on electronic media.</p>

<p>The minister said the broadcast media licenses would be issued for 20 years and distribution licenses for 10 years.</p>

<p>Marriyum said for the first time, the Pakistan Federal Union of Journalists (PFUJ) and Pakistan Broadcasters Association (PBA) had been given representation under the new Pemra law, while the condition of not broadcasting “disinformation” had also been included in the news channels’ code of conduct.</p>

<p>HRCP expresses concerns</p>
<p>Meanwhile, the Human Rights Commission of Pakistan (HRCP) has expressed concern over the bill, saying it strays into censorship territory.</p>
<p>&nbsp;</p>
<p>The commission stated that the proposed amendment has assigned the regulator the role of disseminating what it terms &#8216;authentic&#8217; news in a bid to curb disinformation.</p>
<p>&nbsp;</p>
<p>“While any responsible journalist is honor-bound to eschew false information intended to deliberately create harm, we are concerned that the given definition of &#8216;disinformation&#8217; in this bill strays into censorship territory and may allow powerful groups or individuals to stonewall journalists seeking both sides of a story,” it said.</p>
<p>&nbsp;</p>
<p>The HRCP further added that this violates Article 19 of the Constitution protecting freedom of expression.</p>
<p>&nbsp;</p>
<p>“While the bill takes an important step in protecting electronic media workers&#8217; salaries — a longstanding demand of media trade unions and rights activists — it should be reviewed to ensure that media practitioners&#8217; salaries are paid within 30 rather than 60 days, in keeping with labor laws.”</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Jul 20 (APP): Minister for Information and Broadcasting, Maryam Aurangzaib on Thursday announced the formulation of a new Pakistan Electronic Media Regulatory Authority (PEMRA) law after extensive consultation of the incumbent government with all stakeholders during the last year having a prime objective to benefit journalists and foster a free and responsible media environment in the country.</p>
<p>Addressing the National Assembly after the introduction of the Pakistan Electronic Media Regulatory Authority (Amendment) Bill, 2023, the minister emphasized the current government’s unwavering commitment to a media landscape that is unbiased and accountable.</p>
<p>She expressed her appreciation to the august house and extended thanks to Prime Minister Mian Muhammad Shehbaz Sharif and the Cabinet for taking the matter of journalist-related legislation seriously since assuming power last year. This legislation marks a significant step towards empowering journalists and ensuring a media that operates with responsibility and integrity.</p>
<p>She said that amendments in the Pakistan Electronic Media Regulatory Authority Ordinance, 2002 will play a crucial role in reshaping the media landscape in Pakistan, ensuring accuracy, fairness, and accountability in media reporting and safeguarding the rights of media professionals and citizens alike.</p>
<p>She said that the government has proposed amendments to the Pakistan Electronic Media Regulatory Authority (PEMRA) law, introducing modifications in 9 sections and adding 5 new sections.</p>
<p>In the amended version, significant changes have been made to Sections 2, 6, 8, 11, 13, 24, 26, 27, and 29 of the PEMRA law. Additionally, 5 new sections, including Sections 20, 20-A, 29-A, 30-B, and 39-A, have been included.</p>
<p>The amendments in the bill she said, aimed at widening the scope of news coverage, allowing the inclusion of verified news, tolerance, economic progress, and child-related content in electronic media publications.</p>
<p>She said that according to the modified law, electronic media will be required to promote tolerance and inclusivity through authentic news reporting.</p>
<p>She said that news content related to general development, energy, and economic progress are also included in the media publications.</p>
<p>She said section 5 has been amended to ensure timely payment of salaries to employees in the electronic media sector. It required electronic media employers to make the required payments within two months.</p>
<p>Furthermore, Section 20-A enforces timely payment of salaries to employees in the electronic media and protects the employees from non-payment by any broadcast media outlet.</p>
<p>Earlier ITNE covers only employees of newspapers, but now, in the new Section 20-B, electronic media has been mandated to promptly comply with all decisions and directives related to the timely payment of salaries for PEMRA and the Council of Complaints.</p>
<p>The minister said now the employees of electronic channels can challenge nonpayment of their dues/salaries. This measure will ensure the enforcement of these financial obligations to protect the rights of media employees.</p>
<p>In case of non-payment, she said, both the federal and provincial governments are prohibited from providing government advertisements to the relevant electronic media.</p>
<p>Maryam said under the new amendment, representation is being given to the Pakistan Broadcasting Association (PBA), Pakistan Federal Union of Journalists (PFUJ) in PEMRA, and the Council of Complaints. For the first time representation is also given to women in the PEMRA by law, she said.</p>
<p>The minister said the position of the affected person will also be presented in the same manner in case of any disinformation against them. Section 12 also defines ‘misinformation’ as information that has been proven false or published mistakenly.</p>
<p>Any violation of Article 19, which protects freedom of expression, will be considered a ‘serious violation’ under this bill, she added.</p>
<p>The amended law will grant authority to the Chairman, any member, or any officer of the commission to issue licenses for broadcast media outlets, but this will not include any power to issue, revoke, or terminate licenses for cable TV networks.</p>
<p>She said to resolve complaints and grievances, complaint councils will be established at the federal and provincial capitals, ensuring timely payment and government advertisement, and protecting media employees’ rights.</p>
<p>The minister said under the new section 29A, penalties of up to Rs. one million to Rs, 10 million can be imposed for serious violations. Concerned provinces can appeal against PEMRA’s decisions in the respective High Courts, she said.</p>
<p>She said that misinformation and disinformation impact the citizens of Pakistan. “We started working on the preparation of the PEMRA Bill in April 2022,” she added.</p>
<p>She said that the Joint Action Committee includes media owners, the Broadcasters Association, PFUJ, and CPNE. She said that consultations with all stakeholders continued for a year on this law.</p>
<p>She said that Minister for Law and Justice Azam Tarar played a significant role in the preparation of the bill.</p>
<p>The Minister expressed her appreciation to the media for their collaborative efforts in formulating the newly introduced law.</p>
<p>Recalling the then opposition parties’ protest during past government tenure, she said, they staged a protest outside the parliament against the proposed Pakistan Media Development Authority (PMDA). The enactment of this controversial law was successfully prevented during that time she added.</p>
<p>She said that through amendments, the bill now incorporates a comprehensive definition of “Disinformation,” The Minister explained that “Disinformation” refers to news that is unverified, misleading, fabricated, or deceitful. Additionally, the news created for personal, political, or financial gain or intended to harass someone will also fall under the category of “Disinformation,”.</p>
<p>The definition of “Disinformation” also encompasses the viewpoint of the affected person.</p>
<p>Furthermore, the perspective of the affected person will be presented or covered when addressing any case of “Disinformation,” she said.</p>

<p>Sources revealed that the Ministry of Information framed the Pakistan Electronic Media Regulatory Authority (PEMRA) Law Amendment Bill 2023, which will soon be presented to the National Assembly for approval. This amendment aims at providing journalists and media workers with a forum to address complaints regarding grievances and non-payment of salaries.</p>
<p>Under the proposed bill, media owners will be legally bound to pay salaries within 60 days. Failure to comply may result in TV channels being denied official advertisements. The new law also includes a provision on disinformation, banning the broadcast of news based on personal, political, or financial stakes.</p>
<p>News without presenting the version of the other party will also be classified as disinformation.</p>
<p>To address employee grievances, the creation of Employees Grievance Council is planned in Islamabad and the provinces. This council will consist of a chairman and five members, with representatives from the Pakistan Broadcasting Association (PBA) and Pakistan Federal Union of Journalists (PFUJ). The Grievance Council will have a two-year term and will possess the authority to determine channel license suspensions or closures.</p>
<p>However, the Chairman of the PEMRA will no longer have the power to impose bans or suspensions on channels unilaterally.</p>
<p>As per the new law, channel license suspension or ban will require the approval of the Grievance Council and two authority members, in addition to the Chairman of PEMRA.</p>
<p>Channels found to violate the code of conduct may meet fines up to Rs one million, while serious violations can result in fines up to Rs ten million.</p>

<p>Karachi JI Information Secretary Zahid Askari tabled a resolution on the occasion over the rights of journalists and freedom of expression, which was accepted unanimously.</p>
<p>Rehman remarked on the occasion that it was an obligation of every resident of Karachi to keep the city away from the influence of feudal lords.</p>
<p>He also stressed the need for protecting and upholding the freedom of expression. Political parties also had an obligation to uphold the freedom of speech as it was enshrined in the law and Constitution to maintain the civil order, he added. The JI leader said the freedom of expression and media were being threatened in the country. He added that any unconstitutional legislation to curb the media’s freedom to gain political scores would not be tolerated.</p>
<p>He remarked that the Pakistan Peoples Party’s government in Sindh had been doling out advertisements worth millions of rupees. He, however, added that the advertisements should not be used as a political bribe to suppress the truth.</p>
<p>The JI leader said the owners of media outlets should also realize that the truth could not be suppressed in the prevailing information age.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: To counter the dissemination of fake news and propaganda, the government has decided to amend the Prevention of Electronic Crimes Act of 2016 (PECA), and relevant laws are being studied.</p>
<p>Last year, Prime Minister Shehbaz Sharif constituted a committee under Law and Justice Minister Senator Azam Nazeer Tarar; the committee has now nearly completed its task with the assistance of the Ministry of Information Technology (MIT), Pakistan Telecommunication Authority (PTA) and the Federal Investigation Agency (FIA).</p>
<p>Well-placed sources told The News here on Thursday that fake news targeting the reputation and image of a particular person or group of people, organization, or other entity will be checked by all available means.</p>
<p>Social media rules will reportedly be amended to enhance the authority of the PTA and FIA to check fake news. And to protect official portals, an ‘e-safety law’ is being introduced.</p>
<p>Further, a new section will likely be included in PECA to empower the authorities concerned to take stringent action so that culprits are punished on account of their offenses.</p>
<p>The PTA authorities are of the view that PECA, 2016 doesn’t provide adequate assistance to take action against those who are spreading fake news.</p>
<p>There is a view that, as a result, the FIA is helpless in almost all such complaints where fake news was pointed out, and action sought.</p>
<p>In recent months, complaints have increased manifold that a group of people is engaged in damaging the reputations of particular orgaorganizations persons. While the complaints were seen as genuine, the authorities couldn’t take any action against the perpetrators.</p>
<p>Social media companies will be required to operate from Pakistan or set up their offices in the country so that they are answerable for the content on their sites.</p>
<p>If they fail to act, their platforms could be blocked or the offensive content removed on receipt of complaints.</p>
<p>The law will likely be ready before the expiry of the mandated period of the National Assembly and the end of the term of the current government.</p>
<p>Sources also said that in case of a glitch, the law could be turned into an ordinance promulgated by the caretaker government even after the end of the current regime.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Minister for Information and Broadcasting, Marriyum Aurangzeb, expressed on Friday that the government fully believes in the freedom of the press and considers addressing the issues faced by journalists as its highest priority.</p>
<p>She made these remarks during a meeting with a delegation of journalists, led by Abbottabad Press Club President Raja Haroon and Secretary General Raja Munir. The meeting was also attended by Federal Minister for Parliamentary Affairs, Murtaza Javed Abbasi.</p>
<p>She stated that the Ministry of Information will continue to play a vital role in equipping press clubs across the country with modern facilities and resources. She highlighted the significance and responsibility of the Abbottabad Press Club, considering it as one of the most important press clubs in the country.</p>
<p>During the meeting, the minister issued directives to promptly establish a computer lab and studio at the Abbottabad Press Club. She further assured that the club would receive the previously announced grant as well, ensuring its support and development.</p>
<p>Federal Minister for Parliamentary Affairs, Murtaza Javed Abbasi thanked the Ministry of Information and Broadcasting for the announcement of the establishment of a computer lab, studio, and grant for the Abbottabad Press Club.</p>
<p>Abbottabad’s journalistic community was doing its professional work despite limited resources, Murtaza Javed Abbasi said.</p>
<p>The delegation apprised Marriyum Aurangzeb about the difficulties faced by the media persons in Abbottabad. The delegation expressed their gratitude to Information Minister Maryam Aurangzeb and Federal Minister for Parliamentary Affairs Murtaza Javed Abbasi for their support.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Minister for Information Marriyum Aurangzeb said on Saturday that it was for the first a government has allocated funds to provide health insurance to journalists.</p>
<p>Taking to media personnel, the minister said that she was “very happy” to announce that Rs1 billion have been allocated for journalists’ insurance in budget 2023.</p>
<p>She expressed gratitude to Prime Minister Shehbaz Sharif and Finance Minister Ishaq Dar for earmarking funds for this important step.</p>
<p>Marriyum stated that as the information minister making this facility available for working journalists was her priority, “especially in their hour of difficulty”.</p>
<p>A day earlier, Finance Minister Ishaq Dar unveiled a Rs14.5 trillion bloated budget, with the highest-ever deficit of Rs7.6 trillion in a bid to appease nearly a dozen sectors ahead of the general elections that could antagonize the International Monetary Fund (IMF).</p>
<p>The budget for the fiscal year 2023-24 appeared to be promoting an informal economy at the expense of the formal sectors and places heavy reliance on bilateral creditors – Saudi Arabia, China and the United Arab Emirates – to fund the expenses.</p>
<p>The measures like an amnesty scheme for legalizing $100,000 or Rs29 million in black money and a 0.6% tax on cash withdrawals would encourage the informal economy and increase currency in circulation.</p>
<p>Dar loaded the budget with tax relief and subsidies for nearly a dozen sectors, including 30% increase in salaries of officers and 35% for employees of Grade-1 to Grade-16. He has also announced a 17.5% increase in pensions, besides setting the minimum wage at Rs32,000.</p>
<p>Unveiling the budget in the National Assembly, Dar stressed that “the next fiscal year’s budget will not be an election year budget, rather it is a fiscally responsible budget”. He went on to say that “no independent analyst could say otherwise”.</p>

<p>The petition was filed by Abuzar Salman Khan Niazi, the petitioner, naming the Federation of Pakistan through the Secretary of the Ministry of Information Technology and Telecommunication, Pakistan Telecomm-unication through its Chairman, CM Pak Limited through its CEO, Pakistan Telecom Mobile Limited, and others as respondents.</p>
<p>The petitioner argues in the petition that on May 9, the Chairman of the PTI and former Prime Minister, Imran Khan, was arrested, following which widespread protests erupted across the country and the internet service was blocked.</p>
<p>He pleads with the court, stating that it is a well-settled principle of law that access to information on matters of public importance is the foundation of a representative democracy and the accountability of elected representatives. The superior judiciary of Pakistan has upheld the principle of maximum disclosure by asserting that &#8220;as a rule, information should be disclosed, and claiming privilege should be an exception based on justifiable grounds.&#8221;</p>
<p>The petitioner argues that the Supreme Court of Pakistan has emphasized that access to information is a justiciable right of the people and has further stressed that all information of public importance should be made available to the general public.</p>

<p>The Lahore High Court (LHC) on Thursday sought replies from the federal government and the Pakistan Telecommunication Authority (PTA) in a plea to restore cellular internet service and social media platforms which were disrupted after protests broke out following the arrest of Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan.</p>
<p>Directing the government and PTA to submit a reply by May 22, Justice Abid Aziz Sheikh turned down the petitioner’s request to grant interim relief by immediately passing directions to restore the internet service.</p>
<p>A day earlier, the petitioner requested the LHC to declare the impugned blockage as arbitrary, illegal, unlawful and unconstitutional which is tantamount to depriving the public of their basic right.</p>
<p>As proceedings commenced today, the petitioner’s counsel argued that people’s life has been ruined by blocking the internet service.</p>
<p>To this, the lawyer representing the federal government argued that blocking internet service had become a requirement keeping in view the prevailing situation.</p>
<p>Justice Sheikh then asked if the internet service could be blocked if an issue pertains to national security. To this, the petitioner’s lawyer argued that the internet service could not be blocked even if there is a national security issue.</p>
<p>The petition was filed by petitioner Abuzar Salman Khan Niazi who made respondents the Federation of Pakistan through secretary ministry of information technology and telecommunication, Pakistan Telecommunication through its chairman, CM Pak Limited through its CEO, Pakistan Telecom Mobile Limited and others.</p>
<p>He contended in the petition that on May 9, the PTI chief was arrested but soon after his arrest, countrywide protests started as a result of which the internet service was blocked.</p>
<p>He implored that it is a settled principle of law that information on matters of public importance is the foundational bedrock of representative democracy and the accountability of the chosen representatives.</p>
<p>The superior judiciary of Pakistan has upheld the principle of maximum disclosure by saying that “as a rule, information should be disclosed and only as an exceptional privilege should be claimed on justifiable grounds,” added the petition.</p>
<p>He contended that the Supreme Court of Pakistan (SC), in the catena of judicial pronouncements has emphasized that making access to information is a right of the people and further stressed that all information which can be of any public importance must be made available to the general public.</p>
<p>“This right has been conferred on the people of Pakistan under Article 19-A of the Constitution. The same cannot be abridged, curtailed and eliminated or destroyed through imposition of blanket ban, prohibition orders. Thus, the impugned blockage of the internet service is liable to be set aside,” the petition stated.</p>

<p>Information Minister Sharjeel Memon has said that the World Press Freedom Day is meant to salute brave journalists who with the power of their pen revealed the truth to the masses.</p>
<p>In a message on World Press Freedom Day 2023, the provincial minister said that free press is an important pillar of democratic societies. &#8220;There is no progress and prosperity if there is no room to reveal and bear the truth,&#8221; he said, adding that the Pakistan People&#8217;s Party is the only party that struggled and fought for press freedom.</p>
<p>He said that the PPP took steps to strengthen and stabilise journalists and journalists&#8217; associations.</p>
<p>He said Sindh government passed the Protection of Journalists and Media Practitioners Bill. Under the bill a Commission for the Protection of Journalists has also been formed.</p>
<p>Sharjeel said that the Sindh government is working to establish the permanent secretariat for the Journalists Protection Commission.</p>
<p>The minister said that a helpline has been established under the Sindh Journalists Protection Commission for immediate assistance to journalists under threats, which will be announced soon.</p>

<p>ISLAMABAD: The National Assembly Wednesday unanimously passed a resolution on “World Press Freedom Day” and resolved that the fundamental right of freedom of speech enshrined in the Constitution under Article 19 which is the foundation of freedom of the press would be upheld.</p>
<p>The resolution moved by MNA Mehreen Razzaq Bhutto was unanimously passed by the House.</p>
<p>The House also reiterated that it is a fundamental human right protected by International Law, essential to democratic societies, and critical to the protection of human dignity.</p>
<p>The House recommended in the resolution that the government should protect the freedom of the press from censorship and violence and should promote its full realisation in accordance with its international human rights obligations; essential for the functioning of democratic societies, and vital for the protection of other human rights.</p>
<p>While recognising the critical role of journalists and media professionals in providing accurate, timely and impartial information to the public the resolution also highlighted the need to protect them from violence, intimidation, and harassment.</p>
<p>The resolution also affirmed the obligation of the government to safeguard and uphold press freedom against any form of censorship, undue interference, or retribution.</p>
<p>Further, it was also resolved that effective measures will be ensured for the safety, security and independence of journalists, to strengthen the legal and institutional framework for the protection of press freedom, and to promote a pluralistic, diverse, and vibrant media environment in Pakistan, in compliance with its international human rights obligations and commitments.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD, May 03 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb said on Wednesday that the present coalition government under the leadership of Prime Minister Shehbaz Sharif fully believed in the freedom of the media and it would continue to take practical measures to protect journalists.</p>
<p>In a statement on the occasion of Press Freedom Day being observed today (Wednesday) all over the world including Pakistan, she said now journalism in Pakistan was enjoying complete freedom.</p>
<p>“The Constitution of Pakistan guarantees freedom of the press and citizens’ right to access accurate information,” the minister said.</p>
<p>Paying tribute to those journalists who lost their lives in search of truth, she said that journalism in Pakistan went through a difficult period from 2018 to 2022</p>
<p>The minister said that in four years of PTI rule, there was a “mysterious censorship” in the country that scared journalists.</p>
<p>In 2017, Pakistan was ranked 139th in the World Press Freedom Index, due to PTI’s anti-media policies, Pakistan’s ranking decreased by 12 points.</p>
<p>The person sitting in the chair of the Prime Minister was given the shameful title of “Press Freedom Predator”, she remarked.</p>
<p>She said that Imran Khan not only silenced journalists but got them kidnapped and they were fired at to pressurise them.</p>
<p>She said that the PTI’s four-year tenure was a dangerous period for journalists as Imran Khan had imposed restrictions on journalism.</p>
<p>She said by imposing such restrictions, one can mislead the people but ultimately the truth has to prevail.</p>
<p>The previous government increased the pressure from the state to muzzle the voice of journalists</p>
<p>Instead of rectifying his mistakes, Imran vented out the anger of his failures on journalists and media institutions.</p>
<p>“Journalists make society strong, it is said that information is power and a journalist gives you that power,” she maintained.</p>

<p>ISLAMABAD: Former president of Pakistan and President Pakistan People’s Party Parliamentarians (PPP-P), Asif Ali Zardari said that the PPP will continue to support the freedom of press.</p>
<p>In his message on the World Press Freedom Day, Zardari said that Quaid-e-Awam Zulfikar Ali Bhutto was a supporter of freedom of expression. He taught the common people how to voice their views by giving them political consciousness.</p>
<p>He said that Benazir Bhutto freed the print media from the paper quota because in the past, governments used the paper quota as a weapon to restrict the freedom of the press.</p>
<p>The former president paid tribute to the heroes of press freedom who were flogged and imprisoned during the martial law era.</p>
<p>Zardari said that today, the means of spreading information continue to progress through technological advancements. He said that the 1973 Constitution protects the freedom of expression.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD, Apr 11 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb on Tuesday said the four-year “dark era” for media and journalists was now over as the coalition government had granted full freedom of speech and expression.</p>
<p>Briefing the Senate’s Standing Committee on Information and Broadcasting, she said the incumbent government fully believed in freedom of media and press.</p>
<p>During the last year of Pakistan Democratic Movement (PDM) rule, neither any channel was closed nor any programme was off-aired,the minister said.</p>
<p>“No one now breaks the noses or the ribs of journalists.”</p>
<p>Responding to a query of Senator Faisal Javed, who presided over the meeting, she asked him to “bring facts and figures and then talk”.</p>
<p>The present government, she said, had not filed cases against any journalist under the Prevention of Electronic Crimes Act.</p>
<p>“Who had placed media ban on Nawaz Sharif? Who arrested Irfan Siddiqui at midnight?”, she asked.</p>
<p>When Faisal Javed Khan claimed that some news channels were blocked during the past one year, the minister challenged him to give the name of the channel which was closed. However, the committee chairman failed to give any information in that regard.</p>
<p>Senators Irfan Siddqui and Waqar Mehdi proposed that media house owners should be called to the meeting to get first hand comparative analysis on media freedom during the tenure of Pakistan Tehreek-e-Insaf and the PDM.</p>
<p>Irfan Siddqui said he was a witness to the previous government’s victimization and also a victim. He proposed that Mir Shakeel-ur-Rahman and other media persons should be invited so that they could inform the august forum what happened to them in the last four years.</p>
<p>Senator Faisal Javed asked the Pakistan Electronic Media Regulatory Authority (PEMRA) chairman to ensure that Imran Khan’s speeches would be aired by all channels.</p>
<p>The committee members said the PEMRA chairman had no powers to dictate to the private media.</p>
<p>PEMRA Chairman Salim Baig said he could not ask the channels to telecast the speeches of the head of a political party.</p>
<p>He said the Authority had implemented the verdict of the Lahore High Court. PEMRA, he added, had no power to influence the editorial judgment of the electronic media outlets, which were free to decide whether to telecast Imran’s speech or not.</p>
<p>Replying to Senator Syed Waqar Mehdi’s question about the payment of pensions to the widows of Radio Pakistan employees by 20th Ramazan, Radio Pakistan Director General Tahir Hasan said funds for the purpose had been arranged.</p>
<p>The minister said the previous government had started the process for a business plan for Radio Pakistan, but it was only on paper and nothing practically was done.</p>
<p>The DG Radio had prepared a plan, which had not yet been formally submitted to the ministry, she added.</p>
<p>“No permission has been given to Radio Pakistan to sell its land or give it to the private sector,” she said, adding a proposal was being considered to build a cinema house on its land,so that it could generate funds.</p>
<p>Marriyum said four state of the art podcast studios had been set up at different radio stations and the committee members could visit the respective stations to have first hand information about them.</p>

										<content:encoded><![CDATA[<p>The Islamabad High Court (IHC) on Friday ordered to form a five-member committee in a case seeking legislation for the rights of journalists and sought its report on March 17.</p>
<p>The committee would be comprising Federal Minister for Law &amp; Justice Azam Nazeer Tarar, Federal Minister for Information &amp; Broadcasting Marriyum Aurangzeb, Secretary Information Shahera Shahid, Secretary Law &amp; Justice Raja Naeem Akbar and Senior Anchor Hamid Mir.</p>
<p>The court directed the committee to submit its report after consulting with all stakeholders regarding the legislation.</p>
<p>Chief Justice Aamer Farooq heard the case filed by Pakistan Federal Union of Journalists (PFUJ), Islamabad High Court Journalists Association (IHCJA) and others.</p>
<p>At the outset of hearing, additional attorney general adopted the stance that the draft of the legislation was ready and its copy had also been shared with the petitioners. Hamid Mir said that they had also prepared a draft and provided it to the previous government, adding that copy of it was also being shared with the incumbent set up.</p>
<p>Hamid Mir said that the incident of torture on journalists took place even in premises of the IHC. The chief justice remarked that it was unfortunate, adding that he had ordered the DIG police for inquiry into the matter. The court would take an effective action in this matter, he said.</p>
<p>Amicus curiae Faisal Saddiqui said that the court couldn&#8217;t direct the government for legislation. The chief justice said that the protection of the rights of the citizens was the responsibility of this court, adding that ITNE had no authority, too.</p>
<p>Justice Farooq remarked that in his personal opinion, there was a need for amendment in the structure of ITNE but the parliament was authorized to view such matters.</p>
<p>The court said that the committee would submit its report on March 17, after holding consultation with the stakeholders.</p>
<p>The further hearing of the case was then adjourned.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Minister for Information and Broadcasting Marriyum Aurangzeb said on Tuesday that the government was aware of the problems being faced by the journalist community and it was taking all possible steps to solve them.</p>
<p>The minister was talking to a delegation of the Murree Press Club which met her here.</p>
<p>During the meeting, the importance of tourism in Murree, Murree Press Club and other important issues including problems faced by journalists came under discussion.</p>
<p>The minister said the present coalition government fully believed in freedom of expression. Marriyum said that practical steps were being taken for group insurance of journalists in the country.</p>
<p>Important amendments were being made in the law regarding the payment of salaries of journalists, she assured.</p>
<p>The minister listened to the problems of the delegation and assured to solve the problems faced by the working journalists including their safety and training.</p>
<p>The delegation comprised Murree Press Club President Abdul Hameed Abbasi, Chairman Shafqat Abbasi, General Secretary Yasir Abbasi, senior members Owaisul Haq and Abuzar Abbasi.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The Islamabad High Court (IHC) on Monday expressed displeasure over the lethargy of the law and information ministries for delaying legislation for service structure of journalists working in electronic media.</p>
<p>IHC Chief Justice Aamer Farooq resumed hearing the petitions of a faction of the Pakistan Federal Union of Journalists (PFUJ) and Islamabad High Court Journalists Association (IHCJA).</p>
<p>He inquired from Information Secretary Shahera Shahid about the direction issued during an earlier hearing to draft the law for the electronic media journalists.</p>
<p>Ms Shahid told the court that matters related to electronic media workers were being dealt under the Pakistan Electronic Media Regulatory Authority (Pemra) Act.</p>
<p>She, however, said she was not aware of the pending petitions of the PFUJ and IHCJA. Justice Farooq took exception to her remarks and pointed out that the petitions were pending since 2021 and the information ministry was not even aware of these.</p>
<p>The court was told that Implementation Tribunal of Newspapers Employees (ITNE) Chairman Shahid Mehmood Khokhar had already drafted the law for framing structure of electronic media workers.</p>
<p>The counsels for the petitioner, Adil Aziz Qazi and Barrister Umar Ijaz Gillani, informed the court that they have submitted written proposals to the information ministry. The law secretary told the court that he received the draft from the ITNE chairman, and the law ministry advised him to send this through the information ministry.</p>
<p>The court directed both the ministries to safeguard the interests of real stakeholders who were working journalists and take appropriate action by Feb 17.</p>
<p>“I will pass an appropriate order in case the government does not come up with a tangible solution till the next date,” the judge said.</p>
