Pakistan Press Foundation calls for applications for the PPF Media Safety Reporting Fellowship.

Pakistan Press Foundation (PPF) invites applications for the Media Safety Reporting Fellowship, a program designed to enhance the capacity and resilience of journalists to carry out impactful investigative reporting on journalist safety issues in Pakistan.

This fellowship seeks to promote investigative journalism practices, contribute to informed public discourse on media safety, and support policy and advocacy efforts aimed at improving protections for journalists. Fellows will receive training and mentorship to develop in-depth stories focused on media safety, threats to freedom of expression, and impunity for crimes against journalists.

What the Fellowship Offers:

• Fellows will receive an honorarium of up to PKR 60,000 to support their content production.
• Participate in two capacity-building workshops designed to sharpen your investigative journalism skills and deepen your understanding of media safety issues.
• Engage in personalized online mentoring sessions with seasoned journalists and subject-matter experts who will provide story-specific editorial guidance throughout the fellowship.
• Receive hands-on support to develop, refine, and publish six impactful investigative stories—each focused on a key aspect of media safety and freedom of expression.

Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.

Eligibility:

• Three to five years of journalism experience
• Women journalists, members of vulnerable communities, and journalists from underserved regions—including Balochistan, Newly Merged Tribal Districts, Gilgit Baltistan, and Azad Jammu and Kashmir—are strongly encouraged to apply.
• Journalists with experience in video production and multimedia storytelling are also encouraged to apply.

۔ تجربہ کار صحافیوں اور موضوعاتی ماہرین کے ساتھ ذاتی نوعیت کے آن لائن رہنمائی سیشنز میں شرکت، جہاں ہر اسٹوری کے لیے ادارتی رہنمائی فراہم کی جائے گی۔

پروگرام کے فوائد:

پروگرام کی ساخت:

یہ پروگرام اکتوبر 2024 سے اکتوبر 2026 تک چلے گا اور اس میں درج ذیل اجزاء شامل ہوں گے:

 ۱- تربیتی سیشنز

پورے پروگرام کے دوران، منتخب میڈیا آؤٹ لیٹس تربیتی سیشنز کی ایک سیریز میں حصہ لیں گے جو درج ذیل شعبوں میں اپنی داخلی صلاحیتوں کو مضبوط کرنے کے لیے ڈیزائن کیا گیا ہے:

منتخب میڈیا ادارے ماہرین کی طرف سے فراہم کردہ تربیتی ورکشاپس کی ایک سیریز کے ذریعے اپنی مواد کی تیاری کی مہارت کو بہترکریں گے۔ یہ مندرجہ ذیل موضوعات پر توجہ مرکوز کریں گے:

Journalists from across the country shared the challenges they faced, including criticism and censorship from state and non-state actors, which resulted in self-censorship, the challenge of unannounced censorship, and the “haunting influence” of militant organizations that cast a shadow over reporting from certain areas. 

During the workshop, renowned journalist and trainer Mubasher Bukhari provided crucial guidance to the fellows on how to navigate and work safely in volatile regions. Participants were given training on first aid, identifying and mitigating potential risks, and employing digital security measures.

The workshop addressed the pressing issue of encountering landmines in conflict zones and provided comprehensive guidelines to the participants on how to identify and avoid them. Journalists were also trained in responding to threats and violence, whether from hostile crowds during demonstrations or potential bomb attacks or booby traps.

The threat to journalists’ lives in Pakistan has been a longstanding concern, with PPF documenting at least 76 killings of journalists and media professionals since 2002. The figures paint a grim picture, revealing 18 killings in Sindh province, 21 in Balochistan province, 29 in Khyber Pakhtunkhwa province, 5 in Punjab province, and 3 in the capital city, Islamabad.

What is more troubling is the lack of accountability for these attacks, allowing the perpetrators to evade justice. The prevailing culture of impunity in crimes against the media has perpetuated an atmosphere of fear and danger for journalists across the country.

The workshop specifically focussed on the safety concerns of women journalists and presented recommendations on how they can stay secure while reporting from dangerous areas, such as tips on how to dress, who to travel with, and what safety equipment they can carry with them.

Women journalists, who have been increasingly breaking barriers in the field, face a unique and heightened threat of sexual harassment and violence while reporting.  

Participating in the workshop, women journalists shared the challenges they face as media professionals, Including name-calling and harassment, which has resulted in many women journalists exiting the reporting field and others contemplating about leaving.

The event also offered an opportunity for the fellows to present their published stories on media safety under the fellowship program, receiving valuable feedback from their peers and the trainer.

Pakistan Press Foundation (PPF) invites applications for the PPF Media Safety Fellowships.  The fellowship programme aims to promote freedom of expression by supporting media professionals to produce stories about media safety and impunity.

Selected participants will work under the supervision of a senior journalist who will act as project editor during the fellowship term.  During the fellowship programme, each fellow will be expected to produce six stories for publication or broadcast in national media organisations.

Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.

Journalists with experience of at least three years and a commitment to promoting the safety of journalists are encouraged to apply. 

The criteria for journalists from Balochistan, former FATA districts, Gilgit-Baltistan and Azad Kashmir, and female journalists may be relaxed for otherwise qualified applicants.

Seven journalists from Pakistan will be selected to undertake a bespoke fellowship titled ‘Good Governance in a Changing World: the Media, Politics and Society’. They will participate in eight intensive weeks of lectures, visits, and discussions that introduce them to key UK academics, media, and political figures in the field, meet their peers in some of the UK’s top media organisations, as well as run a symposium on a topic of their choice in the final week. Fellows of the scheme will also be invited to participate in exclusive networking events and talks.

On graduating, fellows will join over 50,000 other Chevening Alumni who together form an influential and highly regarded global network. The British High Commission said it supported women and minorities and that in the last two years 58 per cent of journalists chosen for the SAJP programme in Pakistan were women.

It added that it strongly encouraged women journalists to apply for the scheme.

According to it, this year is historic as it marks 75 years of UK-Pakistan relations. To mark the anniversary, a second phase of the Chevening Mentoring scheme will be launched later this year to support women and minorities in the journalism profession. The first phase was launched earlier this year with 50% of mentors being female Chevening journalists.

Pakistan Press Foundation (PPF) has issued a call for applications for Fellowship program on
Media Safety and Impunity in Pakistan.

The fellowship program aims to promote freedom of expression by providing support to media professionals to produce stories related to issues on Media Safety and Impunity.

The fellowship programs will include two capacity building workshops as well as editorial and technical support to produce reports on safety of media practitioners that meet professional, ethical and legal best practices in journalism. Each selected fellow will have to produce up to six stories during this fellowship program. Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.

Selected fellows will be paired with senior journalist who will act as fellowship editor during the period of fellowship program.

Journalists having minimum experience of three years working for print, television, radio and online media can apply for the fellowship program.

The criteria for journalists from Baluchistan, Districts that were formally in FATA, Gilgit-Baltistan and Azad Kashmir may be relaxed for otherwise qualified applicants. Female journalists are encouraged to apply.

The duration of the fellowship is three months and the amount for the fellowship is sixty thousand rupees.

Yaseen Hashmi, the then Bureau Chief of a private TV Channel had suffered serious head injury due to the attack of TLP workers at Faizabad.

While talking to this scribe, Hashmi said, he was making video of the TLP workers who attacked the residence of former interior minister Chaudhry Nisar Ali Khan at Faizabad, when some of the violent workers attacked him with iron rods and was hospitalized.

After recovering from injury and discharged from hospital I filed an application with the police station New Town for registration of FIR of the incident however, the police did not logged FIR until now, he maintained.

To a question, Hashmi said, the senior journalists including office bearers of the National Press Club and Journalists Unions were present at the moment while the TLP workers were beating him, however none of them tried to rescue him, adding that after the incident union did not helped him in logging FIR nor in medical treatment.

The physical assault continued to be a chronic problem for Pakistani journalists. According to the PPF research, during 2018 there were at least 22 cases of physical assault in which five journalists were injured while 25 others were beaten and manhandled to stop them from performing their professional duties in different cities of Pakistan.

Parvaiz Aasi, another victim of violence by the TLP workers, said that he opted not to file FIR because nominating TLP in FIR could cause more problems for him. He said that he had already survived an attack on him in his office. He noted that the journalists’ union did not played any role nor helped him in the incident. These factors forced me not to file FIR of the unfortunate incident, he revealed.

Abdul Lateef Qadri, Tahreek e Labaik (TLP) Spokesperson for Rawalpindi Division, said that any political leadership never ask the workers to attack journalists. “During the Faizabad sit-in when the security forces started the operation against TLP workers if any journalist is injured during that operation we are unaware of them”, he added.

Spokesperson of Rawalpindi Police, Sohail Zafar said, that Police do not register FIR of such incidents on a complaint of every individual victim, FIR of such incidents are registered as a whole incident and the matter is sub judice.

Senior Journalist Gulzar Khan said, attacks, threats and illegal detention is now a routine matter for the journalists especially reporter. Journalists avoid filing FIR of every incident because it disturbs their professional life. After FIR a journalist has to appear in the court and in inquiries, if they starts reporting every incident they will not do anything else except appearing in the court and inquiries, he said.

Jamil Mirza, Finance Secretary of Pakistan Federal Union of Journalists (PFUJ), said that the body arrange training workshops to guide the journalists about the safety measurement while performing their duties but unfortunately, sometimes the journalists especially photographers and cameramen in the run for exclusive footage cross the red line while covering any an incident which cost them injuries.

The report “State of Pakistani Media in 2018” by Pakistan Press Foundation (PPF) lists the country as one of the most dangerous countries in the world for media persons. Pakistan has witnessed the killing of 72 journalists since 2002. Except five cases, the remaining deaths remain unresolved and perpetrators remain unpunished. Successive governments were found reluctant to probe the murders of journalists.

According to the US based Committee to Protect Journalists (CPJ), Pakistan witnessed the highest number of journalists’ murder as compare to the neighboring countries, 50 journalists had been killed in India since 1992, 48 in Afghanistan and 21 were killed in Bangladesh.

Joint Secretary of the National Press Club Nadeem Chaudhry said, such incidents are related to the union of journalists, and they did efforts to ensure safety of the journalists.

Answering a question about the procedure of interrogation of such cases Sohail Zafar said that police collects information, photos, and videos from different sources including media persons, security agencies and others to nab the suspects.

Pakistan Tahreek-e-Insaf Lawmaker, Seemabia Tahir said that she had tabled a resolution three months ago in Punjab Assembly regarding the safety of journalists especially field staff reporters and cameramen.

She expressed astonishment on non-registration of FIR of Faizabad sit-in victim journalists and said that she will take up the issue with the concern authorities.

Federal and Provincial government is doing efforts to make sure the safety of journalists, in this regard journalists safety bill will be tabled soon in National Assembly, she maintained.

It is pertinent to mention that seven journalists covering the sit-in of Tahreek Labaik, were injured when the protestors attacked them and security officials on November 25, 2017 at Faizabad Rawalpindi. Those who were injured included Yaseen Hashmi, Qamar Munawar, Sadam Mangat, Tanveer Shahzad, Pervaiz Aasi, Sultan Shah and Shiraz Gardezi.

Five years on, the case of the assassination bid on his life has yet to be concluded, and his own life is far from being called a normal one. But he has learned many hard lessons, which if analyzed, can be a textbook for the safety of the journalists of Pakistan and other parts of the world where press freedom is elusive.

On March 28, 2014, then a popular talk show’s analyst with Express News, Mr Rumi’s car came under attack near Raja Market, where his driver Mustafa was killed and guard Anwar Hussain injured. According to the capital city police officer Shafiq Ahmed, 11 bullet cases were found at the scene.

Though he escaped unhurt, the ensuing days were traumatic and trouble-filled.

“The first thing after the attack was the well-being of the family of driver Mustafa, who was the only bread-winner of a family of six people,” says Rumi, who is currently in the US, where he pursues his journalistic occupation as well a teaching job at Cornell University and Ithaca College.

Though he did not talk much about what he did for the family of the deceased driver, he says the heirs are secure and safe without any financial worries. “I want to respect their privacy and dignity,” he added.

“Those associated with journalists are also at risk, and unfortunately their plights are hardly covered by the media. There must be some mechanism to support such people in case of eventualities,” he said.

The attack got a huge coverage from his TV channel – Express News.

According to Rumi, “The channel stood by me in the initial days. They covered the attack at length, and paid my salaries on time.” He, however, says other TV channels lacked guts to cover the assassination bid on their journalist colleague. “All media needs to sheds biases or old style journalism rules aside when it is the matter of a journalist colleague regardless of their media house affiliation,” he says.

Express-News Executive Producer Owais Hameed says this was the duty of the channel to stand by their staffer.

“Not only did we backed Raza Rumi, his co-host NabeelaSindhu, who was also under threat, was also provided support,” he says. MsSindhu was given leaves so that she overcome the ensuing trauma.” The channel continued the follow-up of the case. Other than the Express-News, Safma, the Federal Union of Journalists and the Lahore Press Club out and out condemned the attack. Lahore Press Club acting president ZulfiqarMehtu says the press club took out processions in those time when threats on journalists were a reality. Many regional press clubs across the country protested against this attack.

Activism and support by the colleagues, however, hardly lessened the level of threats on Rumi.

Friends in security agencies continued telling Mr Rumi to be vigilant as he was under threat. The warning was not unfounded. A few months before the attack, the Tehreek-i-Taliban Pakistan issued a list of people to be attacked, and Rumi was on the list.

“I was naïve to ignore such threats. The lesson for all is: never ignore threats. If you receive death threats, make adequate arrangements for your security, as no news is worth your life.” Rumi says he received threats after the attack. The police advised him not to leave the house.

To avoid virtual house arrest, Rumi had no other option but to leave Pakistan. He landed in the US and joined his siblings who had been settled there for long.

Within a month of the attack, the Garden Town police said they arrested six people, alleged attackers of Rumi. According to Garden Town police investigation officer of the case, Haider, the gang, led by Abdul RaufGujjar belonged to the Lashkar-i-Jhangvi.

The pursuit of the case endangered the lives of the family of deceased Mustafa, as they received a threat from the militants. Since then, they have gone underground, while Rumi underwent his own share of trauma.

“I remained scared; would often see nightmare and the body of deceased Mustafa haunted me; I suffered sleeplessness. Even now I’m suffering from trauma.”

In the US, the Committee to Protect Journalists and many other organisations supported Rumi. He sought trauma counselling.

“For the journalist undergoing the trauma must undergo psychological counselling. It helps a lot. These sessions helped me overcome post-trauma disorder. It is an ongoing process. One may live with trauma, guilt for life if no psychological help is arranged.”

What was the biggest consequence of the attack?

“Displacement. Coming to the US was never on my mind. In fact, I left a cushy job abroad in 2008 to return to Pakistan and pursue journalism. I miss my country, my community, my passion to do journalistic work with my people in Pakistan.”

According to the Ministry of Information and Broadcasting sources, a draft of Journalists Safety, Security and Protection Bill, 2018 has been prepared for the welfare of the journalists. The bill is in the process of consultations. According to the draft, sources said, the journalists and non-journalists workers coming under attack would be provided with both medical and legal aid from a fund. The ministry has disbursed Rs30,573,570 since 2015 to journalists and media workers. The proposed bill also extends aid to the families of journalists and media houses employees who are killed while on duty. The draft bill also ensures the investigation of crime or threats against journalists.

After five years of the attack, now Rumi is able to spend a few months in Pakistan.

“My last visit was three months long.”

He still avoids public life here while being in Pakistan.

“Had my attackers been punished, I would have felt a sigh of relief.”

His case was trialled in the military court, and in 2016, the military court sentenced them to death. The convicted men have approached superior courts to reverse the judgements.

“I want justice for the attackers too. First, one has to be absolutely sure if they’re the real attackers. Second, I don’t want a death sentence for them. I want justice, not revenge.”

Rumi lives in the US, while his heart is in Pakistan.

“Many advised me to seek asylum but I’m not willing to do that. Instead, I chose a long term visa that would enable me to work here. My identity will always be that of a Pakistani. I’m prouder of who I’m.”

اکتوبر 2010 میں بھی لاہور میں ایسا شرمناک واقعہ پیش آیا۔ جس مین صحافیوں پر تشدد کیا گیا۔ کیمرہ توڑ دیا گیا، تضحیک آمیز جملے کسے گئے.اسی تناظر میں اپنے جذبات کا اظہار کرتے ہوئے احمد فراز نے بتایا کہ بد ترین تشدد اور گالم گلوچ کے بعد میں اب بھی صحافی ہوں اور اپنا کام دل جمعی کے ساتھ سر انجام دیتا رہوں گا۔

انہوں نے بتایا تشدد کا مقدمہ ایف آئی آر نمبر 10/1035 کے تحت دو اکتوبر 2010 کو تھانہ اسلام پورہ لاہور میں درج کیا گیا۔ مقدمے میں 392، 506، 337 سمیت 148 اور 149 کی دفعات شامل کی گئیں۔ مقدمہ تھانہ اسلام پورہ کے ایس آئی مختار احمد نے درج کیا۔

انہوں نے بتایا کہ کیس نو سال سے عدالت میں ہے لیکن اس پر سماعت نہیں ہوتی لہذا کیس میں کوئی پیش رفت نہیں ہو سکی۔ احمد فراز کا بتانا ہے کہ کام میں مصروفیت کے باعث انہیں عدالت جانے کے لئے کافی پریشانی کا سامنا رہا۔ انہوں نے بتایا انہیں کسی قسم کی دھمکی نہیں دی گئی لیکن اس وقت کے بار کے صدر ساجد بشیر نے فون پر بات کرتے ہوئے ان سے کہا کہ جھگڑنے والے وکلا سے صلح صفائی کر لیں یہ ہمارے دوست ہیں۔ انہوں نے بتایا بار کا صدر ہونے کی وجہ سے ساجد بشیر نے انہیں صلح کی پیش کش کی تھی۔ ان کا مزید کہنا ہے کہ تشدد کے بعد ان کا مورال کم ہوا لیکن جلد ہی اس حالت پر انہوں نے قابو پا لیا۔ کیس کے متعلق انہوں نے بتایا کہ اب فریقین کی جانب سے کیس ختم کر دیا گیا ہے۔

رپورٹرز ساں فرنٹئرز(آر ایس ایف) کی جانب سے بنائی جانے والی ورلڈ پریس فریڈم انڈیکس 2017 کی 180 ممالک کی فہرست میں پاکستان 139 ویں نمبر پر ہے۔ جو ظاہر کرتا ہے کہ پاکستان کا شمار صحافیوں کے لیے خطرناک ترین ممالک میں ہوتا ہے۔ پی پی ایف کے اعداد و شمار کے مطابق پاکستان میں 2002 سے 2019 تک یعنی گزشتہ 17 برسوں میں 48 صحافیوں کو ٹارگٹ کرکے جبکہ 24 کو کام کے دوران قتل کیا گیا، 171 کو شدید جبکہ 77 کو معمولی زخمی کیا گیا، 26 صحافیوں کو اغوا جبکہ 26کو حراست میں لیا گیا۔ 32 میڈیا ہاؤسز پر حملہ کیا گیا۔ 30 لوگوں کو جان سے مارنے کی دھمکی دی گئی۔ 2002 سے لیکر 2019 تک ٹوٹل 699 تشدد کے واقعات ریکارڈ کئے گئے ہیں۔ ان صحافیوں کے قاتل ابھی تک قانون کی گرفت سے باہر ہیں اور آزاد پھر رہے ہیں۔

دوسری جانب اس حوالے سے احمد فراز کے بھائی سرفراز نے ہم سے بات کرتے ہوئے کہا کہ اس واقعے کے بعد سارا خاندان سہم گیا تھا۔ بچے ڈرے ہوئے تھے اور اپنے والد سے گھر سے باہر نہ نکلنے کا مطالبہ کرتے تھے۔

اسی واقعے میں زخمی ہونے والے روزنامہ جنگ سے منسلک صحافی شیراز نے ہم سے بات کرتے ہوئے کہا کہ ان کو اس لئے زد و کوب کیا گیا کیونکہ انہوں نے آئینہ دکھایا۔ انہوں نے بتایا پاکستان میں صحافی ایک ہی صورت میں محفوظ رہ سکتا ہے اگر وہ سچ دیکھانے پر سمجھوتہ کر لے۔ مبادہ صحافی کو چاروں اطراف سے خطرات کا ہی سامنا ہے.

ان کے بیٹے کا بتانا تھا کہ ہم ان کو تلقین کرتے ہیں کہ ایسے حالات سے بچنے کی کوشش کیا کریں۔ رپورٹنگ کرتے ہوئے اس طرح کے اشتعال پھیلانے والوں سے دور رہا کریں۔

ہائی کورٹ کے سینئیر وکیل عمران قیصر بٹر کا ہمیں بتانا ہے کہ صحافی اور وکلا کی اخلاقی تربیت ہونی چاہئیے۔ انہوں نے کہا حادثہ اچانک ہوتا ہے جس کی وجہ سے جذبات نمایاں ہوتے ہیں۔ ان کے بقول تشدد کا نشانہ بننے والے لوگوں کو پریشانی کا سامنا کرنا پڑتا ہے۔ جب وہ عدالت سے رجوع کرتے ہیں تو ان کو کوئی وکیل ہی نہیں ملتا۔ وکیل ملنے کی صورت ڈر کے مارے وہ عدالت نہیں جا پاتے۔ یعنی ہر صورت میں صحافی کو مسائل کا سامنا کرنا پڑتا ہے۔

کیمرہ مین حنان کا کہنا ہے کہ انہیں متعدد بار فرائض سر انجام دیتے ہوئے اس طرح کی کشیدہ صورتحال کا سامنا کرنا پڑا ہے۔ انہوں نے بتایا ان کا 50 ہزار مالیت کا کیمرہ بھی توڑا گیا جس کا ازالہ ابھی تک نہیں ہو سکا۔ نقصان کے ازالے کے لئے انہوں نے ایف آئی آر 10/1035 درج کروائی۔

دنیا میڈیا گروپ کے ایڈیٹوریل بورڈ سے منسلک سینئیر ایڈیٹر کاظم جعفری کا کہنا ہے کہ پاکستان میں گزشتہ تین چار عشروں میں میڈیا انڈسٹری نے خوب ترقی کی ہے‘ لیکن بد قسمتی سے میڈیا ورکرز ترقی معکوس کی جناب گامزن ہیں۔ پاکستان میں صحافیوں کا ایک ایسا طبقہ ہے جو یا تو بہت معمولی مشاہرے پر کام کرتے رہے ہیں یا بغیر کسی معاوضے کے، علاوہ ازیں ان دنوں کار زار صحافت میں ورکرز کے تحفظ کی طرف بھی میڈیا مالکان کی توجہ نہ ہونے کے برابر ہے۔

پی پی ایف کی رپورٹ کے مطابق صحافیوں کے قتل میں ملوث صرف پانچ افراد کو سزا دی جا سکی ہے۔ جن میں سے دو صحافیوں کے قاتل کو کیفر کردار تک پہنچایا گیا ہے۔ ایوب خان خٹک کے قاتل کو عمر قید اور 0.5 ملین روپے جرمانے کی سزا جبکہ ولی خان بابر کیس میں ملزم کو سزائے موت سنائی گئی۔ تاہم سزا کو سندھ ہائیکورٹ میں چیلنج کیا گیا ہے۔

پی ایف یو جے کے صدر رانا محمد عظیم کا کہنا ہے کہ 10 اکتوبر 2010 کے واقعے کے بعد ہم نے سخت رد عمل دیتے ہوئے شدید احتجاج ریکارڈ کروایا۔ بعد ازاں بار کونسل کے عہدیداران نے وفد کی شکل میں ہم سے ملاقات کی۔ تاہم اس معاملے کو وقتی طور پر ختم کرنے کی کوشش کی گئی۔ ان کا کہنا ہے کہ پاکستان میں میڈیا آمر کے دور میں زیادہ آزاد تھا بہ نسبت موجودہ جمہوری دور کے۔

لاہور پریس کلب کے قائم مقام صدر ذوالفقار مہتو کا کہنا ہے کہ پریس کلب کی جانب سے ہمیشہ ایسے فعل کی مذمت کی گئی ہے جو آزادی صحافت میں رکاوٹ بنا ہو۔ ان کا کہنا ہے کہ ہم نے صحافتی تنظیموں کے ساتھ مل کر اس واقعے کی مذمت کی اور مقدمے کے اندراج تک سراپا احتجاج رہے۔

عرب نیوز سے منسلک ڈاکٹر رضوان صفدر کا کہنا ہے کہ ترقی پذیر ممالک یا بالخصوص ایسے ممالک جہاں پر سکیورٹی اداروں کا عمل دخل ذیادہ ہے وہاں صحافی محفوظ نہیں۔ انہوں نے کہا کہ ریاست کی ذمہ داری ہے کہ سچ بات کرنے والوں کے تحفظ کا بند و بست کرے۔ مگر جب ریاست ہی ان عوامل میں شامل ہوگی تو معاملات الجھتے ہی ہیں۔

صوبائی وزیر اطلا عات و نشریات صمصام بخاری کا دنیا نیوز سے بات کرتے ہوئے کہنا ہے کہ ہم دو بڑے منصوبوں پر کام کر رہے ہیں۔ اول: ہم میڈیا ہاؤسز کے ساتھ مل کر صحافیوں کے تحفظ پر کام کریں گے، دوم ہم صحافیوں کی تربیت کروائیں گے کہ اگر انہیں کسی کشیدہ ماحول میں رپورٹنگ کرنی پڑے تو انہیں پتا ہو کے اپنے آپ کو کیسے تحفظ دینا ہے۔ صوبائی وزیر اطلا عات و نشریات نے کہا کہ اس کے علاوہ اور بھی منصوبے ہیں لیکن ان کے بارے میں ابھی نہیں بتایا جا سکتا۔

These were the heart-wrenching words of Ahsaan Ullah, the son of the slain journalist Nasrullah Khan Afridi from the Khyber tribal area.

Ahsaan Ullah spoke while recalling the tragic demise of his father on the occasion of the World Press Freedom Day – a day that serves as a reminder of the pain and grief that his family has endured.

On the fateful day of May 10, 2011, Nasrullah Khan Afridi was killed in broad daylight after an explosive device detonated in his car.

Ahsaan added that at the time of his father’s death, he was a final-year college student. Being the eldest son, he had to bear the financial responsibility of his family.

Apart from taking care of his two sisters and a brother – all of whom are disabled – he also had to provide emotional support to his aggrieved mother, who has been unable to erase the tragic death of her husband from her mind to date.

The demand for justice

Following the tragedy, many organisations provided compensation money to Ahsaan and his family and a UK-based NGO took care of his educational expenses.

“The sacrifice of my father, who lost his life in the line of duty, was recognised by the Pakistan Army as his picture was also included in the list of martyrs in the GHQ,” Ahsaan said. “However, I still demand justice and want the authorities to arrest the killers of my father and punish them,” he stressed.

Grievances of journalists

Islam Gul Afridi, another journalist hailing from the Khyber District, said that Nasrullah was associated with a local newspaper and was receiving threats from a militant groups operating from the erstwhile Khyber Agency. In 2007, militants abducted Nasrullah but he was later released after a tribal Jirga convinced the militant group that he will not write against them.

“In the attack, Nasrullah’s body and car were completely burnt. During their first investigation, the police said that the blast had occurred because of a faulty car cylinder but after probing the matter further, they accepted that some explosive material was planted in Nasrullah’s car,” Islam Gul said. “Consequently, an FIR against unknown criminals was registered by the police.”

Recalling the tragic incident, Senior Vice President of Pakistan Federal Union of Journalist (PFUJ) Shamim Shahid said that he witnessed the blast that killed Nasrullah with his own eyes.

“A story related to the Khyber Agency was published in a Peshawar-based Urdu newspaper, but since it was related to Khyber Agency, the newspaper used Nasrullah’s byline. After that, he started receiving death threats,” Shamim added. “The perpetrators finally succeeded and Nasrullah had to pay the price for being in the profession.”

Shamim informed The Express Tribune that after Nasrullah’s murder, journalists in Peshawar and the tribal district staged protests but no action was taken and the case was sidelined.

He lamented that since 9/11, journalists in the former FATA as well as in Khyber-Pakhtunkhwa are not safe and have become a soft target for militants.

According to research by Pakistan Press Foundation (PPF), 72 journalists and media workers have lost their lives in the line of duty since 2002. Of these, 47 have been deliberately targeted and murdered for practising their profession, while others were killed while covering dangerous assignments.

Convictions against perpetrators

According to Pakistan Press Foundation (PPF), so far, only five persons involved in the killing of journalists have been convicted by courts, including the man accused of killing Ayub Khan Khattak, a journalist from district Karak of Khyber-Pakhtunkhwa.

In the case of Wali Khan Babar, who was gunned down on January 11, 2011, two accused were sentenced to death and four received life imprisonment in March 01, 2014. They have, however, filed appeals to the Sindh High Court to challenge the verdict.

The killer of Abdul Razzaq Jaura, a journalist from Mianwali city of Punjab, was sentenced to life imprisonment, however, the criminal was acquitted after an appeal. In the case of slain journalist Nisar Ahmad Solangi from Sindh, the session court awarded 25 years of imprisonment to three people accused of his murder.

As for Daniel Pearl, foreign correspondent of The Wall Street Journal, who was murdered in Karachi on February, 21 2002, the accused was sentenced to death the same year, while three other suspects were sentenced to life imprisonment and fined Rs.500, 000 each. As of July 2002, all the convicts filed an appeal to the Sindh High Court against their convictions by the Anti-Terrorism Court (ATC) but their appeals are yet to be heard.

The post-9/11 scenario

Islam Gul Afridi added after 9/11, the responsibility of covering the world’s most important news stories from the conflict zone fell on the shoulders of FATA journalists who were never ready for such risky assignments.

Before the incident of 9/11, journalists of FATA used to cover routine news but the situation changed after the US invasion of Afghanistan, as militants groups emerged with different names. Prominent groups included the Tehreek-e-Taliban and Lashkar-e-Islam, among many others.

“At the time, local journalists did not have the necessary skills to balance their stories. When there was an encounter between the militants and other stakeholders, each side would claim to kill their rivals,” Islam Gul explained. “Neither side wanted journalists to publish news which was against their agenda. And if journalists published something, they would receive death threats.”

The plight of tribal journalists

Detailing the situation, Islam Gul Afridi further said that owing to the looming dangers, many journalists migrated to other cities of Pakistan. He added that in the tribal district, there was no organised union of tribal journalists to work for the protection of reporters in the area. Although FATA is now part of Khyber-Pakhtunkhwa, the unions are still not functional in the tribal district.

“The FATA Secretariat is working on the development of the district, but no steps have been taken to protect journalists,” he said. “As a result, journalists who want to work on investigative stories undergo great difficulty in getting information and many face many hurdles like obtaining clearance at security check posts. As a result, they are, sometimes, not given permission to cover a story.”

However, the executive director of Freedom Network, Iqbal Khattak, told The Express Tribune that in 2014, UN Plan of Action on the Safety of Journalists and the Issue of Impunity launched some pilot projects for to provide safety to journalists in five countries, including Pakistan.

Khyber Pakhtunkhwa Minister for Information Shaukat Yousafzai added that in the past, many journalists were targeted and it is only because of their sacrifices that the press is independent today.

“The sacrifices of the journalists will never be forgotten,” Yousafzai said.

Speaking on the issue, Gulberg Police Station official Bahar Ullah said that an FIR was lodged in the case of Nasrullah Afridi but no one was arrested and the ATC has sidelined the case.

Nasrullah’s son, however, is hopeful that justice will be served.

“I hope that a day will come when criminals who murdered my father will be brought to justice because I believe that Allah is a true provider of justice,” Ahsaan concluded.

ٹھیک 13 سال قبل 29 مئی 2006 میں منیر سانگی کو ابڑو اور انڑ برادریوں کے اسلحہ بردار افراد کے جھگڑے کی کوریج کے دوران اس لیے گولیوں کا نشانہ بنایا گیا کیوں کہ وہ اپنے کیمرے کے ذریعے گولیاں چلانے والے افراد کے چہرے سندھ کے عوام کو دکھانے کی کوشش کر رہے تھے۔

ذمہ دار صحافت اور معلومات کی عوام تک بروقت اور درست فراہمی کے دوران قتل کیے جانے والے نوجوان بھتیجے منیر سانگی کی ہلاکت کو یاد کرتے ہوئے ہادی بخش سانگی آج بھی آبدیدہ ہوجاتے ہیں اور شکایت کرتے نظر آتے ہیں کہ پاکستان کے صحافی ریاست میں بے سہاروں کی طرح ہیں۔

ہادی بخش سانگی نے اپنے بھتیجے کے قتل اور خود پر ہونے والے تشدد کے واقعے کو یاد کرتے ہوئے تسلیم کیا کہ دراصل قاتلوں کا اصل ہدف وہ تھے، منیر تو ان کے بھتیجے ہونے کے جرم میں مارے گئے۔

ہادی بخش سانگی کے مطابق ان کے بھتیجے منیر سانگی کو اسلحہ بردار افراد نے جان بوجھ کر اور منظم منصوبہ بندی کے تحت قتل کیا۔

ہادی بخش سانگی نے دعویٰ کیا کہ ان کے بھتیجے کو سابق صوبائی وزیر کے کہنے پر قتل کیا گیا، کیوں کہ وہ مجھے سبق سکھانا چاہتے تھے۔

ہادی بخش سانگی خود بھی گزشتہ 2 دہائیوں سے اسی گروپ سے منسلک ہیں جس سے ان کے بھتیجے منسلک تھے اور انہیں بھی ان کے بھتیجے کے قتل سے قبل 2001 میں پولیس کی جانب سے اس وقت تشدد کا نشانہ بنایا گیا جب وہ دیگر 28 صحافیوں کے ساتھ لاڑکانہ جیل سے رہا ہونے والے سندھ ترقی پسند پارٹی (ایس ٹی پی) کے بانی قادر مگسی کی کوریج کر رہے تھے۔

انہیں پولیس نے اس لیے تشدد کا نشانہ بنایا کیوں کہ وہ اپنے کیمرے کی آنکھ میں ایک قیدی پر پولیس کے تشدد کے مناظر کو قید کر رہے تھے۔

ڈان نیوز سے بات کرتے ہوئے ہادی بخش سانگی کا کہنا تھا کہ منیر سانگی کو قتل کرنے سے قبل انہیں بھی انڑ برادری کے افراد دھمکیاں دیتے رہتے تھے۔

درست معلومات کی عوام تک بروقت رسائی اور آزادی صحافت کے لیے خود تشدد برداشت کرنے اور اپنے بھتیجے کو کھونے والے ہادی بخش سانگی نے شکوہ کیا کہ انہوں نے قتل کیے گئے منیر سانگی کے قاتلوں کے خلاف طویل عرصے تک اکیلے جدوجہد کی، جس وجہ سے انہیں کئی مسائل کا سامنا بھی رہا۔

اب اگرچہ منیر سانگی کا قتل کیس ختم ہوچکا ہے اور ان کے قتل کیس میں نامزد ملزمان سابق صوبائی وزیر اور مدو انڑ کا بھی انتقال ہوچکا ہے اور خود ہادی بخش سانگی بھی گزرتی عمر کے ساتھ کمزور پڑ چکے ہیں، تاہم آزادی صحافت اور عوام تک درست اور بروقت معلومات پہنچانے کا ان کا جذبہ آج بھی جوان ہے۔

درست معلومات کی عوام تک بروقت رسائی کے لیے مار کھانے اور اپنی زندگی کا نذرانہ دینے والے صحافیوں کا سلسلہ ہادی بخش اور منیر سانگی تک محدود نہیں بلکہ پاکستان کے درجنوں ایسے صحافی ہیں جنہوں نے ’آزادی صحافت’ کے لیے قربانیاں دیں۔

صحافیوں کے تحفظ اور ان پر ہونے والے تشدد و غیر قانونی کیسز کی نگرانی کرنے والے ادارے ’پاکستان پریس فاؤنڈیشن‘ (پی پی ایف) کی ایک رپورٹ کے مطابق پاکستان بھر میں 2002 سے لے کر اپریل 2019 تک صحافیوں کے قتل، تشدد اغوا اور اسی طرح کے دیگر 699 واقعات ہوئے۔

رپورٹ کے مطابق پاکستان میں گزشتہ 18 برس میں 72 صحافیوں کو قتل کیا گیا جن میں سے 48 صحافی خالصتاً خبر دینے، معلومات دوسروں تک پہنچانے اور مسائل کی کوریج کے دوران قتل کیے گئے، جب کہ دیگر 24 صحافیوں کو بھی مختلف وجوہات کی بنیاد پر قتل کیا گیا۔

صحافیوں کی ٹارگٹ کلنگ کے حوالے سے سب سے بدترین سال 2014 رہا، جس دوران ملک بھر میں 7 صحافیوں کو قتل کیا گیا، دوسرے نمبر پر 2012 رہا، جس دوران 6 صحافیوں کو نشانہ بنایا گیا، اسی طرح 2010 میں صحافیوں کے قتل کے 7 واقعات پیش آئے۔

پی پی ایف نے اسی عرصے کے دوران پاکستانی میڈیا پر سینسرشپ کے 130 واقعات کی بھی نشاندہی کی۔

اسی رپورٹ میں بتایا گیا ہے کہ 2002 سے لے کر اب تک مختلف واقعات کے دوران ملک بھر میں 171 صحافیوں کو شدید تشدد کا نشانہ بھی بنایا گیا جب کہ اسی عرصے کے دوران 77 صحافیوں پر معمولی تشدد کے واقعات بھی رپورٹ کیے گئے۔

رپورٹ کے مطابق گزشتہ 18 سال میں 32 بار میڈیا ہاؤسز پر حملے کیے گئے جب کہ صحافیوں کے گھروں پر حملوں کے 11 واقعات بھی رونما ہوئے۔

پاکستان میں 2002 سے 2019 تک صحافیوں کو ہراساں کرنے کے 5 واقعات رپورٹ ہوئے جب کہ صحافیوں پر ہتک عزت کے دعوے دائر کرنے کے 6 کیسز بھی رپورٹ کیے گئے اور اسی دوران 26 صحافیوں کو اغوا بھی کیا گیا۔

پی پی ایف کی رپورٹ بتاتی ہے کہ گزشتہ 18 سال کے دوران 37 صحافیوں پر مقدمات درج کیے گئے، انہیں کسی جرم کے تحت سزائیں سنائی گئیں یا پھر ان کے گھروں پر چھاپے مارے گئے جب کہ 26 صحافیوں کو حراست میں لینے سمیت 18 صحافیوں کو گرفتار بھی کیا گیا اور بعد ازاں پولیس کی جانب سے کچھ صحافیوں کو تشدد کا نشانہ بھی بنایا گیا۔

پولیس کی کارروائیوں کا نشانہ بننے والے صحافیوں میں سکھر کے امداد پھلپوٹو بھی ہیں، جنہیں سکھر پولیس نے جنوری 2017 میں تحویل میں لینے کے بعد تشدد کا نشانہ بنایا۔

امداد پھلپوٹو سندھ کے تیسرے بڑے شہر سکھر میں نجی ٹی وی چینل سما کے اسٹیشن ہیڈ تھے اور مبینہ طور پر پولیس نے انہیں بااثر سیاستدان کے کہنے پر حراست میں لینے کے بعد 10 گھنٹوں تک حبس بے جا میں رکھا اور ان پر بدترین تشدد بھی کیا۔

پی پی ایف کے مطابق امداد پھلپوٹو کو مبینہ طور پر پیپلز پارٹی کے ایک با اثر رہنما کے خلاف مسلسل خبریں چلانے کے بعد اٹھایا گیا اور بعد ازاں پولیس نے امداد پھلپوٹو کا مقدمہ دائر کرنے سے بھی انکار کردیا۔

واقعے کے حوالے سے امداد پھلپوٹو نے ڈان نیوز سے بات کرتے ہوئے الزام عائد کیا کہ پولیس نے انہیں بااثر سیاستدان کے خلاف خبریں شائع اور نشر کروانے پر نشانہ بنایا.

ان کے مطابق پولیس نے ان کے گھر پر حملہ کرکے انہیں اور ان کے بھائیوں کو گرفتار کیا اور انہیں کئی گھنٹوں تک حبس بے جا میں رکھ کر تشدد کا نشانہ بنایا.

ان کا کہنا تھا کہ پولیس نے انہیں صحافیوں اور میڈیا کے دباؤ پر اس وقت چھوڑا جب ان کے ٹی وی چینل نے انہیں حراست میں لیے جانے اور ان پر تشدد کی خبریں نشر کیں۔

ایک سوال کے جواب میں امداد پھلپوٹو نے بتایا کہ انہوں نے ابتدائی طور پر بااثر سیاستدان کے خلاف ایک اسکول کے پلاٹ پر قبضہ کرکے بنگلہ بنانے کی رپورٹ نشر کی جس پر اس بااثر شخصیت نے چند صحافیوں کی تجویز پر ان کے خلاف پولیس کو کارروائی کرنے کی ہدایت کی۔

امداد پھلپوٹو نے الزام عائد کیا کہ سکھر کے چند نامور صحافی بھی پلاٹوں پر قبضے یا دیگر معاملات میں مقامی رہنما کا ساتھ دیتے رہے ہیں اور انہوں نے ہی سیاسی رہنما کو ان کے خلاف پولیس استعمال کرنے کی تجویز دی۔

پولیس کی جانب سے اٹھائے جانے اور پھر تشدد کا نشانہ بنائے جانے کے بعد امداد پھلپوٹو نے پولیس کے خلاف مقدمہ بھی دائر کروانے کی کوشش کی، تاہم ان کی ایف آئی آر درج نہیں کی گئی۔

پولیس کی جانب سے ایف آئی آر درج نہ کیے جانے کے خلاف امداد پھلپوٹو نے 2017 میں سندھ ہائی کورٹ سکھر بینچ میں درخواست دائر کی جس میں انہوں نے عدالت سے استدعا کی کہ پولیس کو ان کا مقدمہ دائر کرنے کا حکم دیا جائے، یہ کیس تاحال سکھر ہائی کورٹ میں زیر سماعت ہے۔

امداد پھلپوٹو نے یہ دعویٰ بھی کیا کہ ان کی جانب سے بااصول صحافت کرنے کی وجہ سے ان کے بھائیوں کے خلاف بھی متعدد جھوٹے مقدمات دائر کروائے گئے اور ان کے خاندان کو بھی نشانہ بنایا جاتا رہا ہے۔

آزادی صحافت، خبر اور معلومات بروقت عوام تک پہنچانے کے عمل کے دوران پولیس، وڈیروں، بااثر سیاستدانوں اور جرائم پیشہ افراد کی جانب سے نشانہ بنائے جانے والے صحافیوں کی کہانیاں امداد پھلپوٹو تک محدود نہیں بلکہ بلکہ کئی صحافی ان کی طرح پرتشدد کارروائیوں کا نشانہ بنائے گئے۔

اگرچہ گزشتہ 2 سے 3 سال کے دوران پاکستان میں صحافیوں کے قتل کے واقعات میں کچھ کمی دیکھی گئی، تاہم مجموعی طور پر میڈیا اور صحافت قدغن، عدم استحکام، تشدد اور پابندیوں کا شکار رہا۔

پی پی ایف کی 2018 کے لیے جاری کردہ رپورٹ کے مطابق اگرچہ پاکستانی میڈیا انڈسٹری گزشتہ 71 سال سے تشدد، پابندیوں اور مسائل کا شکار رہی ہے تاہم 2018 میں میڈیا پر پابندیوں کی ایک نئی اور سنگین لہر دیکھنے میں آئی جس کی مثال ماضی میں نہیں ملتی۔

اگرچہ 2018 انتخابات کا سال رہا، تاہم اسی سال ملک بھر میں صحافیوں پر تشدد، انہیں اغوا کرنے اور ان کے قتل کے 72 واقعات رپورٹ ہوئے، ساتھ ہی میڈیا کو ایسی سینسرشپ کا سامنا بھی کرنا پڑا جو اس سے قبل پاکستانی میڈیا نے کبھی برداشت نہیں کی تھی۔

رپورٹ میں بتایا گیا ہے کہ 2018 میں مارے جانے والے چارسدہ پریس کلب کے سیکریٹری جنرلاحسان شیرپاؤ، روزنامہ پکار کے سب ایڈیٹر انجم منیر راجا، روزنامہ نوائے وقت کے رپورٹر ذیشان اشرف بٹ، روزنامہ نیا دور کے نمائندے عابد حسین، روزنامہ خبریں کے نمائندے محمد سعید بٹ اور روزنامہ کے ٹو ٹائمز اور اے ٹی وی کے نمائندے محمد سہیل خان کو پیشہ ورانہ نہیں بلکہ ذاتی وجوہات کی بناء پر قتل کیا گیا۔

رپورٹ کے مطابق سال 2018 میں جہاں صحافیوں کو تشدد کا نشانہ بنایا گیا وہیں متعدد صحافیوں کو قانونی مسائل کا سامنا بھی کرنا پڑا اور ایسے صحافیوں میں میڈیا ہاؤسز مالکان بھی شامل تھے۔

رپورٹ میں صحافی طلحہٰ صدیقی، گل بخاری اور زیب دار مری سے متعلق اغوا کے واقعات کا ذکر بھی کیا گیا ہے۔

رپورٹ میں سال 2018 کو مجموعی طور پر پاکستانی میڈیا کے لیے بدترین سال قرار دیتے ہوئے بتایا گیا ہے کہ 2018 میں نہ صرف میڈیا کو سینسرشپ کا سامنا رہا بلکہ میڈیا معاشی بحران کا شکار بھی رہا اور کئی صحافیوں کو روزگار سے ہاتھ دھونا پڑا۔

پی پی ایف کی رپورٹ میں بتایا گیا ہے کہ حکومت کی جانب سے بے جا معاشی پابندیوں اور اشتہارات کے نرخوں میں کمی جیسے عوامل کی وجہ سے میڈیا حساس موضوعات پر رپورٹنگ کرنے سے دور رہا اور میڈیا نے امن و امان اور حکومت پر تنقید جیسے موضوعات کو نظر انداز کیے رکھا۔

رپورٹ میں سوشل میڈیا پر صحافیوں کو ہراساں کرنے اور ان کے خلاف پروپیگنڈا مہم چلانے کے ذکر سمیت اس بات کی بھی نشاندہی کی گئی ہے کہ حکومت پاکستان کی جانب سے 2018 میں فیس بک اور ٹوئٹر جیسی سوشل ویب سائٹس کو درجنوں اکاؤنٹس بند کرنے کی درخواست کی گئی۔

علاوہ ازیں رپورٹ میں پاکستان میں آن لائن مواد کی سینسرشپ کی بات بھی کی گئی ہے اور بتایا گیا ہے کہ نہ صرف نیوز اور میڈیا ویب سائٹس بلکہ سوشل میڈیا سائٹس سے بھی مواد کو ہٹایا گیا اور لوگوں کو معلومات سے محروم رکھا گیا۔

رپورٹ سے پتہ چلتا ہے کہ 2018 میں جنگ گروپ کے مالکان میں شامل میر شکیل الرحمٰن، سینئر صحافی ڈاکٹر شاہد مسعود، اینکر پرسن ڈاکٹر عامر لیاقت، سینئر صحافی سرل المیڈا، مطیع اللہ جان، عمر چیمہ، سیلاب محسود، ظفر وزیر اور کراچی پریس کلب کے سنیئر رکن نصراللہ چوہدری کو قانونی مقدمات کا سامنا بھی کرنا پڑا۔

یہاں یہ بات بھی قابل ذکر ہے کہ قانونی مقدمات کا سامنا کرنے والے ڈان کے صحافی سرل المیڈا کو ’پریس فریڈم ڈے‘ کے موقع پر دنیا کے 100 ممالک میں صحافیوں، مدیران اور معروف صحافیوں کی عالمی تنظیم انٹرنیشنل پریس انسٹیٹیوٹ (آئی پی آئی) نے انہیں 71 واں پریس فریڈم ہیرو نامزد بھی کیا ہے۔

یہ تنظیم ہر سال پریس فریڈم ڈے کے موقع پر ایک صحافی کو پریس ہیرو کا ایوارڈ دیتی ہے اور یہ ایوارڈ ان صحافیوں کو دیا جاتا ہے جنہوں نے ذاتی خطرات کے باوجود پریس کی آزادی کے لیے خاص کام کیا ہو’۔

معلومات اور خبر کو دنیا تک پہنچانے پر قانونی مقدمات کا سامنا کرنے والے صحافیوں کا سلسلہ بھی سرل المیڈا تک محدود نہیں بلکہ دنیا بھر میں ایسے درجنوں صحافی ہیں جنہوں نے خبریں اور معلومات عوام تک پہنچانے کے جرم میں کیسز کا سامنا کیا۔

قانونی مقدمات کا سامنا کرنے والے صحافی دراصل دنیا بھر کے عوام کو ان کے بنیادی حقوق پہنچانے کی کوشش کر رہے ہوتے ہیں کیوں کہ عوام کو معلومات سے محروم رکھنا دراصل انسانی حقوق کی خلاف ورزی ہے۔

اقوام متحدہ کے 1946 میں منظور کیے جانے والے انسانی حقوق کے عالمی منشور کی شق 59 اے اور 1990 میں پاس کیے گئے ’انفارمیشن سروس آف ہیومنیٹی‘ قرارداد کے مطابق معلومات کا آزادانہ حصول انسان کا بنیادی حق ہے۔

تاہم معلومات کے حصول اور اسے عام لوگوں تک پہنچانے کے لیے کردار ادا کرنے والے متعدد صحافی دنیا میں کہیں نہ کہیں تشدد اور جبر کا نشانہ ضرور بنتے ہیں۔

اور بدقسمتی سے پاکستان کا شمار دنیا کے ان ممالک میں ہوتا ہے جہاں صحافیوں کو خبر اور معلومات کے حصول میں انتہائی شدید مشکلات درپیش ہوتی ہیں اور یہی وجہ ہے کہ گزشتہ ایک سال میں پاکستان کی’آزادی صحافت اور معلومات کی آگاہی‘ کی رینکنگ میں تنزلی ہوئی۔

عالمی ادارے ’رپورٹرز ود آؤٹ بارڈرز’ کی جاری کردہ 2019 کی فہرست کے مطابق پاکستان آزادی صحافت کے حوالے سے تین درجے نیچے آگیا۔

رپورٹ کے مطابق 2018 میں پاکستان دنیا بھر کے 180 ممالک میں آزادی صحافت کے حوالے سے بدترین ممالک میں 139 ویں نمبر پر تھا اور اب پاکستان 142 ویں نمبر پر پہنچ چکا ہے، یعنی پاکستان کی کارکردگی میں تین درجے تنزلی ہوئی۔

رپورٹرز ود آؤٹ بارڈرز کی فہرست سے پتہ چلتا ہے کہ پاکستان کا شمار آزادی صحافت کے لیے دنیا کے بدترین 40 ممالک میں ہوتا ہے۔

آزادی صحافت کے لیے سب سے بدترین ملک ترکمانستان ہے، دوسرے نمبر پر شمالی کوریا، تیسرے نمبر پر ایریٹیریا، چوتھے نمبر پر چین اور پانچویں نمبر پر ویتنام ہے۔

رپورٹ میں بالترتیب سوڈان چھٹے، ساتویں نمبر پر شام، آٹھویں نمبر جبوتی، نویں نمبر پر سعودی عرب اور دسویں نمبر پر لاؤس ہیں۔

رپورٹرز ود آؤٹ بارڈرز نے یہ رپورٹ ان ممالک میں صحافیوں کو معلومات تک رسائی میں درپیش مشکلات اور حکومت کی جانب سے صحافت اور میڈیا پر عائد کردہ پابندیوں کو نظر میں رکھ کر مرتب کی ہے۔

رپورٹرز ود آؤٹ بارڈرز کے مطابق سال 2018 میں دنیا بھر میں 80 صحافی قتل کیے گئے جن میں 3 خواتین صحافی بھی شامل تھیں۔

مارے جانے والے صحافیوں میں سٹیزن جرنلسٹ، بلاگرز اور میڈیا سے وابستہ تکنیکی افراد بھی شامل ہیں۔

ادارے کے تازہ اعداد و شمار کے مطابق سال 2019 کے آغاز سے یکم مئی تک دنیا بھر میں 8 صحافی قتل کیے جا چکے ہیں جب کہ ایک سیٹیزن جرنلسٹ اور ایک میڈیا سے وابستہ تکنیکی ملازم کو بھی قتل کیا جا چکا ہے۔

سال 2019 کے ابتدائی 4 ماہ میں دنیا بھر میں 174 صحافیوں کو گرفتار کیا گیا جب کہ اسی عرصے کے دوران 150 سٹیزن جرنلسٹ اور 17 میڈیا سے وابستہ دیگر افراد کو بھی حراست میں لیا گیا۔

رپورٹرز ود آؤٹ بارڈرز نے اپنی رپورٹ میں پاکستان کا ذکر کرتے ہوئے لکھا ہے کہ پاکستان میں 2018 اگرچہ انتخابات کا سال رہا تاہم وہاں میڈیا پر سینسرشپ میں اضافہ دیکھنےمیں آیا۔

تنظیم کے مطابق میڈیا پر بے جا پابندیوں کے باعث مجموعی طور پر عام افراد تک برو قت آزادانہ معلومات کی ترسیل نہ ہوپائی۔

تنظیم نے رپورٹ میں جہاں پاکستانی میڈیا پر سینسرشپ کا ذکر کیا ہے، وہیں ادارے نے پاکستان میں صحافیوں کو درپیش مشکلات کا بھی ذکر کیا ہے اور بتایا ہے کہ 2018 میں بھی پاکستانی صحافی تشدد، گرفتاریوں اور ہراساں کا شکار رہے۔

رپورٹ میں بتایا گیا ہے کہ 2018 میں کم سے کم تین صحافیوں کو اپنے کام کے دوران قتل کیا گیا اور کئی صحافیوں کو خبر اور معلومات حاصل کرنے میں شدید مشکلات رہیں۔

پاکستان میں اگرچہ زیادہ تر معلومات اور خبر عوام تک پہنچانے کے جرم میں صحافیوں کو نشانہ بنایا جاتا ہے، تاہم بعض مرتبہ معلومات اور خبر کی ترسیل کے جرم میں صحافتی اداروں کو بھی نشانہ بنایا جاتا ہے۔

پاکستان میں جہاں اپنی مرضی کی خبریں شائع نہ کرنے یا پھر کم کوریج کی وجہ سے سیاسی و مذہبی جماعتوں کی جانب سے صحافتی اداروں کو تنقید کا نشانہ بنایا جاتا ہے، وہیں بعض مرتبہ کچھ گروپس کی جانب سے اداروں پر حملے بھی کیے جاتے ہیں۔

کم کوریج دینے اور مرضی کی خبریں شائع نہ کرنے پر جہاں صحافتی اداروں پر حملے کیے گئے، وہیں کچھ اداروں کو بعض اشتہارات شائع کرنے پر بھی نشانہ بنایا گیا۔

اشتہار شائع کرنے کے بعد نشانہ بننے والے صحافتی اداروں میں سندھی ’روزنامہ خبرون‘ بھی شامل ہے، جن کے سکھر میں موجود دفتر پر 2005 میں اس وقت پیٹرول بم سے حملہ کیا گیا جب اخبار نے ’کالا باغ ڈیم‘ کی حمایت پر اشتہار شائع کیا۔

یہ اپنی نوعیت کا پاکستان کا پہلا واقعہ تھا جس میں اشتہار شائع کرنے پر جہاں اخبار کے دفتر پر حملہ کیا گیا، وہیں احتجاجاً بیک وقت اخبار سے وابستہ 200 صحافیوں اور کارکنان نے استعفیٰ دیا۔

واقعے سے متعلق اس وقت ’روزنامہ خبرون‘ کی انتظامیہ سے منسلک ایک عہدیدار نے نام ظاہر نہ کرنے کی شرط پر ڈان نیوز کو بتایا کہ کالا باغ ڈیم کی حمایت میں اشتہار شائع کرنے کے بعد نہ صرف سکھر میں موجود ان کے اخبار کے دفتر پر حملہ کیا گیا بلکہ حیدرآباد میں موجود مرکزی دفتر سمیت دیگر شہروں میں موجود اخبار کے دفاتر پر بھی لوگوں نے دھاوا بول دیا۔

انہوں نے اس تاثر کو مسترد کیا کہ کالا باغ ڈیم کی حمایت میں اشتہار شائع کرنے کے بعد ’روزنامہ خبرون‘ کو قوم پرست کارکنان نے نشانہ بنایا۔

ان کا کہنا تھا کہ اس وقت نہ صرف قوم پرست کارکن بلکہ عوام، صحافی اور ادیب بھی ’روزنامہ خبرون‘ کے خلاف ہوگئے تھے، کیوں کہ سندھ کے عوام پہلے ہی دن سے کالا باغ ڈیم کے مخالف ہیں۔

خبرون انتظامیہ کے سابق عہدیدار کا کہنا تھا کہ حیرت انگیز بات یہ ہے کہ کالا باغ ڈیم کی حمایت میں اشتہار شائع کرنے کے اگلے ہی دن اخبار سے منسلک کم سے کم 200 صحافیوں اور کارکنان نے احتجاجاً ملازمت چھوڑدی اور اعلان کیا کہ وہ سندھ کے عوام کی امنگوں کے خلاف کام کرنے والے ادارے کے ساتھ کام نہیں کرسکتے۔

ان کا دعویٰ تھا کہ پاکستانی تاریخ میں بیک وقت احتجاجاً اتنے صحافیوں نے پہلے ملازمت نہیں چھوڑی تھی اور اس واقعے نے ملک اور خطے میں ایک نئی مثال قائم کی۔

خبرون کے سابق عہدیدار نے یہ بھی تسلیم کیا کہ اخبار نے اپنے ہی ادارے میں کام کرنے والے صحافیوں سے کیے گئے وعدوں کی خلاف ورزی کرتے ہوئے کالا باغ ڈیم کی حمایت میں اشتہار چلایا۔

اپنی بقا کی جدوجہد اور معلومات کی دنیا تک رسائی کے لیے مشکلات، مسائل اور تشدد برداشت کرنے والے اداروں میں صرف پاکستانی صحافتی ادارے شامل نہیں بلکہ عالمی سطح پر بھی میڈیا ہاؤسز کو حملوں کا نشانہ بنایا جاتا رہا ہے اور دنیا بھر کے صحافی خبر اور معلومات کو عوام تک پہنچانے کے جرم میں مارے گئے ہیں۔

اقوام متحدہ (یو این) کے مطابق 1993 سے لے کر اب تک دنیا بھر میں خبر اور معلومات دنیا تک پھیلانے کے عمل کے دوران 1324 صحافی مارے جا چکے ہیں۔

عالمی سطح پر سب سے زیادہ صحافی خانہ جنگی کا شکار رہنے والے ملک عراق میں مارے گئے، جہاں 1993 سے لے کر اب تک 196 صحافی مارے گئے اور ان صحافیوں میں امریکی جنگ کے دوران بھی متعدد صحافی ہلاک ہوئے۔

صحافیوں کے قتل کے حوالے سے دوسرے نمبر پر خانہ جنگی کا شکار رہنے والا ملک شام ہے جہاں اب تک 103 صحافی مارے گئے ہیں اور تیسرے نمبر پر فلپائن ہیں جہاں قتل ہونے والے صحافیوں کی تعداد 100 ہے۔

افغانستان، بھارت، برازیل، صومالیہ، کولمبیا، روس، یمن، الجزائر اور ہنڈراس بھی صحافیوں کی ہلاکت کے حوالے سے خطرناک ممالک میں شمار ہوتے ہیں۔

لیکن گزرتے وقت کے ساتھ ساتھ صحافیوں کے لیے چیلنجز اور مسائل نئی اور سنگین صورتحال اختیار کرتے جا رہے ہیں، جس کی مثال اس وقت دنیا کے متعدد ممالک کی میڈیا پر عائد پابندیاں ہیں، عالمی صحافتی اداروں کے مطابق رواں برس ’پریس فریڈم ڈے‘ کے موقع پر دنیا کے متعدد ممالک میں میڈیا اور صحافی سینسرشپ کا شکار ہیں جس سے عوام تک بر وقت اور درست معلومات نہیں پہنچ رہی۔

عالمی صحافتی تنظیموں کے مطابق رواں برس دنیا کے 50 سے زائد ممالک میں انتخابات ہوں گے جن میں سے ایک درجن سے زائد ممالک میں انتخابات ہوچکے ہیں۔

انتخابات کے موقع پر دنیا بھر میں نہ صرف حکومتوں بلکہ دیگر قوتوں کی جانب سے بھی صحافیوں کے خلاف تشدد اور پابندیاں دیکھنے کو ملی ہیں اور یہی وجہ ہے کہ اس مرتبہ پریس فریڈم ڈے ’میڈیا جمہوریت کے لیے: انتخابات اور صحافت کو غیر جانبدار رہنے دیں‘ کے اصول کے تحت منایا جا رہا ہے۔

پریس فریڈم ڈے ہر سال 3 مئی کو اقوام متحدہ اور اس کے ذیلی ادارے یونیسکو کے تعاون سے منایا جاتا ہے اور اس دن کو یونیسکو نے ہی 1991 میں منانے کی منظوری اور تجویز دی تھی۔

یونسیکو نے پریس فریڈم ڈے منانے کی تجویز پیش کرتے ہوئے کہا تھا کہ ’معلومات کی آزادانہ ترسیل اور معلومات تک رسائی ہر شخص کا بنیادی حق ہے‘ اور افسوس کے آج دنیا کے بیشتر افراد اپنے اس حق سے محروم ہیں اور حیران کن بات یہ ہے کہ معلومات سے بے خبر نصف سے زیادہ لوگوں کو یہ علم ہی نہیں کہ انہیں معلومات سے دور رکھ کر ان کے حقوق کی خلاف ورزی کی جا رہی ہے۔

پاڪستان پريس فائونڊيشن جي رڪارڊ موجب پاڪستان صحافين لاءِ سڀني کان خطرناڪ ملڪ آهي .2002ع کان 2018ع تائين پاڪستان ۾ 72صحافين کي قتل ڪيو ويو. جڏهن ته گذريل سال به 6 صحافين کي قتل ڪيو ويو ، پاڪستان ۾ 5 صحافين جي قتل هي جوابدارن کي عدالت پاران ڏوهي قرارڏنو ويو آهي.  جنهن ۾ 2002ع ۾ وال اسٽريٽ جرنل جي رپورٽر ڊينئل پرل، جيو جي رپورٽر ولي خان بابر، خبرون کي رپورٽرنثارعلي سولنگي ،ڪي ٽي اين جي مينر سانگي ، ڪي ٽي اين جي امير بخش بروهي  ۽ اب تڪ جا رپورٽر شامل آهن .

اهڙي سوال ته اوهان صحافتي شعبي ۾ پنهنجي پيشوراڻي صلاحيتن کي ادا ڪرڻ لاءِ آفيس ۽ آفيس کانٻاهر سرگرم رهو ٿا، ته ڇا اوهان کي به حراسمينٽ جو نشانو بڻجندا آهيو، موٽ ۾ هڪ انگريزي اخبار جي سينئر صحافي عورت ٻڌايو ته پاڪستان جي ميڊيا ۾ اڄ ڪلهه صحافي عورتون جهڙوڪر هر روز هڪ پل صراط تان گذرڻو پوندو آهي، ڇو جو اسان جنهن سوسائٽيءَ م رهون ٿا اڃان تائين ان جا اخلاقي قدر مضبوط ٿي نه سگهيا آهن ۽ نه وري ڪو تعليم يا سماجي شعور ۾ ڪا وڌا ٿي آهي،

هڪ سينئر صحافي عورت جو چوڻ هو ته پاڪستان جي ميڊيا م عورت صحافي سڀ کان وڌيڪ انگريزي ميڊيا ۾ ڪم ڪري رهيون آهن پوءِ ڀل اهو پرنٽ ميڊيا هجي يا وري اليڪٽرانڪ ميڊيا هُجي. هُن جو چوڻ هو ته اڪثر عورتون صبح جي شفٽ ۾ ڪم ڪرڻ پسند ڪن ٿيون رات جي شفٽ ۾ بلڪل به ڪم ڪرن پسند نه ٿيون ڪن جنهن جا ڪيئي ڪارڻ ٿي سگهن ٿا پر انهن ڪارڻن مان هڪ ڪارڻ عورت صحافين کي حراسان ڪرڻ پڻ آهي، هڪ سوال جي جواب ۾ ان جو چوڻ هو ته پاڪستان ۾ عورت صحافي فيلڊ کان وڌيڪ پنهنجي اداري اندر حراسان ٿيندي آهي، جڏهن ته ٿيڻ اهو گهرجي ته هوءَ پاڻ کي اداري اندر محفوظ تصور ڪري پر ائين نه آهي.

سينئر صحافي عورت ان ڳالهه کي به تسليم ڪيو ته هن جي علم ۾ آهي تي 2010ع ۾ حراسمينٽ خلاف بل پاس ٿيو پر ان تي اڃان تائين ڪوبه بل عمل نه ٿيو آهي سندس اهو به چوڻ آهي ته اسان جي اداري ۾ عورت صحافين کي حراسمينٽ کان بچائڻ لاءِ هڪ ڪيميٽي آجي جيڪا رڳو نالي متاثر آهي. هُن ان ڳالهه جو اعتراف ڪيو ته هوءُ پاڻ حراسمينٽ جو شڪار ٿي چڪي آهي، مون کي پيشواراڻي ذميوارين جي حوالي سان حراسان ڪيو ويو هو. سندس چوڻ هو ته هن صحافت ۾ پنهنجي پيشوراڻي زندگيءَ جي شروعات هڪ اسپورٽس رپورٽر کان ڪيئي جتي مون کي منهنجي ڪم جي حوالي سان سازشي انداز ۾ حراسان ڪيو ويو ۽ ميڊيا ۾ عورتن صحافين کي سڀ کان پهرين اهڙي نموني حراسمينٽ جو نشانو بڻايو ويندو آهي، مان جڏهن اپورٽس جي رپورٽنگ ڪري آفيس ايندي هيس ته منهنجو ڊيسڪ انچارج ظاهر آهي اهو مرد هيو، هو مون کي چوندو هو ته اوهان خبرون ڏئي پوءِ ڀلي هليا وڃون ۽ مان ائين ڪندي هيس کيس خبرون ۽ رپوٽون ڏئي جلدي وري ٻئي ڪم لاءِ آفيس مان نڪرندي هيس ته جيئن ٻئي ڪنهن اسائنمينٽ تي ڪم ڪري سگهان، پويان مون کي اهو احساس کي نه پئي ٿيو ته اصل ۾ سازش ڪهڙي ٿي رهي آهي، مون کي ڪجهه ڏينهن بعد انتظاميه پاران ليٽر مليو ته اوهان رپورٽس مڪمل نه ٿا ڏي، آفيس ۾ گهٽ تائين ٿا ڏيو ۽ آفيس اچي جلدي ئي هليا ٿا وڃون. ظاهر آ منهنجي لاءِ اهڙي قسم جي چارج شيٽ ڏاڍي عجيد ۽ خلاف توقع هُئي. مون ايڊيٽر کي سموري صورتحال کان آگاه ڪيو پر تنهن هوندي به هُن منهنجي ڦرانسفر سٽي ڊيسڪ تي ڪري ڇڏي. مان سٽي ڊيسڪ تي ٽرانسفر بعد پاڻ کي پرسڪون محسوس ڪيو ۽ وري مزي جي ڳالهه اها ته مون کي حراسمينٽ جي جانچ لاءِ جيڪا ڪميٽي ٺاهي وئي ان جو سربراهه وري ان کي ڪيو ويو جيڪو مون کي حراسان ڪرڻ ۾ پاڻ ملوث هو.

حڪومت 2010ع ۾ عورتن جي تحفظ جي لاءِ بل پاس ڪيو هو جنهن تحت پاڪستان جي سمورن اداري ۾ عورتن کي حراسان ڪرڻ کان تحفظ فراهم ڪرڻ لاءِ هڪ ٽه رڪني ڪميٽي ٺاهي ويندي جيڪا ڪنهن به عورت ورڪر کي حراسن ڪرڻ خلاف داخل ڪيل درخواست تي 40- ڏينهن ۾ ٻڌئي ڪري فيصلو ڪندي.ان قانون ۾ سزابه واضع طور تي شامل آهي . بلڪ جانچ جو طريقي ڪار به موجود آهي. مگران جي باوجود وفاقي ۽ صوبائي متحسب اعلي وٽ اهڙيون ڪيئي اپيلون اينديون آهن جنهن ۾ ادارن جي ڪميٽي پاران ادارن اندر عورتن کي هراسان ڪرڻ تي داخل درخواستن جي ڪابه شنوائي نه ٿيندي آهي ۽ نه ئي وري ڪو انصاف ملندو آهي.

هڪ اردو چينل جي سينئر صحافي عورت جو چوڻ آهي ته مونکي بل جي حوالي سان معلومات آهي. اسان جي اداري ۾ ڪميٽي ٺاهي وئي آهي جنهن جو سربراهه هڪ سينئر عورت صحافي آهي. هن چيو ته جڏهن مان اخبار ۾ ڪم ڪندي هئيس ته مان پڻ حراسمينٽ جو شڪار ٿي هيس.ان جي وجهه منهنجو ڪپيموٽر شيئرنگ تي هو .هن ٻڌايو ته پهرين مان ان ڳالهه کي نظر انداز ڪيو پر پوءِ زباني طور تي ايڊيٽر کي شڪايت ڪئي مگر ان سان به ڪجهه نه ٿيو ته پوءِ مان لکت ۾ درخواست ڏني جنهن تي ان اسٽاف ڪرڪر کي گهرايو ويو جيڪو مون کي حراسان ڪندو هو، ان صاحب پنهنجي غلطي تي تسليم ڪئي ۽ معافي ورتي پر اداري هن جي معافي قبول نه ڪئي ۽ کيس نوڪريءَ مان برطرف ڪيو ويو .

جيو گروپ جي ڪميٽي جي سربراهه سينئر عورت صحافي عظمى الڪريم سان رابطو ڪيو ته هن ٻڌايو ته ميڊيا ۾ اهڙي صورتحال آهي پر ان جو مطلب اهو نه آهي ته حالتون خراب آهن ۽ عورتون ڪم نٿون ڪري سگهن .هن چيو ته اسان 2005ع ۾ ان خلاف مهم هلائي هئي جيڪا ڪامياب ٿي 2010ع ۾ بل پاس ٿيو .عظمى الڪريم جو چوڻ آهي ته اسان جي ڪميٽي قانون موجب جيڪي به درخواستون اينديون آهي انهن کي 40 ڏينهن ۾ حل ڪندي آهي .اسان کي مرد به درخواستون ڏيندا آهن ته اسان کي به حراسان ڪيو وڃي ٿو.

هڪ ٻئي اردو چينل جي سينئر عورت صحافي چيو ته جيڪو بل پاس ٿيو آهي ان حوالي سان معلومات آهي پر اسان جي اداري ۾ ڪابه ڪميٽي نه آهي . هن چيو ته مان مختلف ادارن ۾ ڪم ڪري چڪي آهيان. هن چيو ته مون کي ڪافي دفعا حراسان ڪيو ويو آهي، پر ان سلسلي ۾ حيرت جي ڳالهه اها آهي ته مون کي فيلڊ ۾ ڪم ڪرڻ دوران نه پر اداري ۾ ڪم ڪرڻ دوران حراسان ڪيو ويو آهي. شايد ان جو سبب اهو آهي ته مان مردن وانگر ڪم ڪندي آهيان، مون اهڙي عمل جون ڪيئي وقتن تي شڪاتيون به ڪيون پر ڪنهن به شڪايت جو نوٽس نه ورتو ويو ۽ منهنجين اهڙين شڪايتن جو ڪوبه فائدو نه ٿيو، ان جي ابتڙ مان غير محسوس ٿي وئي آهيان. مون ادارن اندر اهڙي حراسمينٽ ڪري ڪافي ادارا تبديل ڪيا، مون کي ادارن اندر حراسان ڪرڻ جون ڪوششون ناڪام ٿيون ته مون کي فيلڊ ۾ بدنام ڪرڻ جون ڪوششن ڪيون ويون.

سنڌي اخبار جي سينئر صحافي عورت ٻڌايو ته مان مختلف زبان جي ميڊيا ۾ ڪم ڪيو آهي، سندس چوڻ هو ته جيڪڏهن اوهان ڪم ڪرڻ لاءِ جيڪڏهن ميڊيا جي اداري کي تبديل ڪيو ٿا ته اهڙي صورتحال ۾ هر ٻوليءَ جي ميڊيا جي دفتر جو ماحول الڳ الڳ هوندو آهي. مان به ڪم دوران حراسمينٽ جو شڪار ٿي آهيان ان جي سبب شاهد منهنجي صاف گوئي آهي، هن وقت مان هڪ سندهي اداري ڪم ڪري رهي آهيان، مان هڪ عورت صحافي آهيان ۽ منهنجو ڪمرو الگ آهي . منهنجي اجازت جي بغير مرد يا ٻيو ڪو منهنجي ڪمري ۾  نٿو اچي سگهي جيڪڏهن اچي ويو ته ايڊيٽر پاران ان جي سخت پڇا ڳڇا ٿيندي آهي. هڪ ٻئي سندهي چينل جي سينئر رپورٽر ۽ انيڪر صحافي عورت چيو ته اسان جي اداري ۾ ڪابه ڪميٽي نه ٺاهي وئي آهي بل جي حوالي سان سڀني کي خبر آهي. مون کي حراسان ڪيو ويو هو پر منهنجي اداري ڪوبه نوٽيس نه ورتو.  مان صحافين جي تنظمين کي شڪايت ڪئي ان جو به فائدو نه ٿيو مون کي پنهنجي نوڪري ڇڏڻ پئي،

پريس ڪلب جي صدر امتياز فاران خان سان رابطو ڪيو ويو ته هن چيو ته اسان کي لکت ۾ اهڙي ڪابه درخواست نه ملي آهي جنهن تي خبر پئي ته ڪهڙي اداري ۾ عورت صحافي کي حراسان ڪيو ويو آهي. هن چيو ته مسقبل ۾ اهڙي شڪايت آئي تي ان تي قانوني طور تي ڪارروائي ڪئي ويندي ۽ ضرورت پئي ته ڪميٽي به ٺاهي ويندي. هن چيو ته پاڪستان ۾ سڀ کان وڌيڪ ڪراچيءَ ۾ عورت صحافي ڪم ڪري رهيون آهن ۽ اهو ئي سبب آهي ته ڪراچي پريس ڪلب ۾ عورتن ميمبرن جو انگ قابل ذڪر آهي. پاڪستان فيڊرل يونين آف جرنلسٽ جي نائب صدر ۽ سينئر صحافي شهربانو جو چوڻ آهي ته مختلف فورم تي عورت صحافي پنهنجي معاملي جي ڳالهه ٻولهه ڪنديون آهن پر باقاعده طور تي ڪابه پي ايف يو جي پليٽ فارم تي درخواست نه ملي آهي. اگر لکت ۾ درخواست ملندي ته ان جي باقاعده طور تي جاچ ڪئي ويندي پوءِ جيڪو ان معاملي ۾ ملوث هوندو ان جي خلاف قانوني ڪارروائي ڪئي ويندي. هن چيو ته اهو به ڏٺو ويندو ته حرانسمينٽ ڪهڙي حوالي سان ٿي آهي. ايس سي ايس ڊبليو جي چئيرپرسن نزهت شيرين ان حوالي سان چيو ته صحافي عورتون جڏهن ڪنهن به پروگرام ۾ ملنديون آهن ته ان حوالي سان ڳالهه ٻولهه ڪنديون آهن پر اسان وٽ ڪابه لکت ۾ درخواست نه آئي آهي. هن چيو ته مان متاثر عورتن کي مشورو ڏيندي آهيان، قانون ٻڌائيندي آهيان. هن چيو ته اسان جو ادارو سنڌ جي سمورن ادارن جي مانيٽرنگ ڪندو آهي فنڊن جي ڪمي جي ڪري اسان عوام کي آگاهي نٿا ڏئي سگهيون .

پاڪستان پريس فائونڊيشن پاران اخبارن ۾ شائع ان ٿيل نيوز جي سخت مذمت ڪئي وئي آهي، جنهن ۾ 23 اپريل تي تحريڪ انصاف جي جلسي ۾ عورت صحافين سان بدتميزي ۽ بدسلوڪي ڪئي وئي آهي. پاڪستان پريس فائونڊيشن پاران هڪ بيان ۾ چيو ويو آهي ته اڪستان پريس فائونڊيشن پاران مذمت ڪرڻ تي تحريڪ انصاف جي اڳواڻن پنهنجي ڪارڪنن خلاف سخت ڪارروائي ڪئي آهي ۽ خاطري ڪرائي آهي ته ايندڙ ڏينهن ۾ اهڙو ڪوبه واقعو پيش نه ايندو. ٻي صورت ۾ صحافتي تنظيمون گڏجي ڪري احتجاج ڪنديون.

صحافي عورتن جو چوڻ آهي ته جڏهن ڪا عورت صحافي حراسان ٿيڻ جي شڪايت ڪندي آهي ته ساٿي عورت ان کان پري ٿي ويندي آهي جڏهن ته ڪردارڪشي ڪرڻ صحافي عورت جي لاءِ آسان ۽ موثر هٿيار آهي. هن چيو ته حراسمينٽ صرف مرد جي طرف کان نه ڪئي ويندي آهي پر هڪ عورت ٻئي عورت کي به حراسان ڪندي آهي ۽ اهڙا به ڪيئي واقعه رڪارڊ تي آهن.

اس حوالے سے اگر ہم ترقی پذیر ممالک کا جائزہ لیں تو یہاں صحافی برادری ترقی یافتہ ممالک کے مقابلے میں زیادہ غیریقینی کا شکار ہیں، یہاں صحافیوں کو پیشہ ورانہ فرائض کی ادائیگی میں نہ صرف غیر ریاستی عناصر بلکہ بعض اوقات ریاستی اداروں کی جانب سے بھی مشکلات کا سامنا کرنا پڑتا ہے۔

پاکستان پریس فاؤنڈیشن کے ریکارڈ کے مطابق پاکستان صحافیوں کے لیے سب سے خطرناک ملک تصور کیا جاتا ہے اور یہاں پر 2002 سے 2018 تک 72 صحافیوں کو قتل کیا جاچکا ہے جب کہ گزشتہ سال بھی 6 صحافیوں کو موت کے گھاٹ اتارا گیا۔ پاکستان میں اب تک 5 صحافیوں کے قاتلوں عدالتوں کی جانب سے مجرم قرار دیا جاچکا ہے جن میں 2002 میں وال اسٹریٹ جرنل کے رپورٹر ڈینئل پرل، جیو کے رپورٹر ولی خان بابر، خبرون کے رپورٹر نثار احمد سولنگی، روئل ٹی وی کے رپورٹر عبدالرزاق جاورا اور ڈیلی کرک ٹائمز کے رپورٹر ایوب خان خٹک شامل ہیں۔

پاکستان میں گذشتہ ایک دہائی میں صحافتی اداروں نے تو خوب ترقی کی لیکن صحافیوں کے حالات نہ بدل سکے، آج بھی وہ عدم تحفظ کا شکار ہیں اور صحافیوں کی مشکلات میں اضافہ کرنے کے لیے نت نئے طریقے ایجاد کیے جارہے ہیں خاص طور پر سوشل میڈیا نے تو صحافیوں کی زندگی اجیرن کررکھی ہے۔ سماجی رابطے کی ویب سائٹس پر کسی کی کردار کشی کوئی نیا معاملہ نہیں اور سوشل میڈیا کو بطور ہتھیار استعمال کرنے کے رجحان میں دن بدن تیزی دیکھنے میں آرہی ہے، خاص طور پر پاکستان میں صحافیوں کے خلاف حالیہ مہم پر نوجوان صحافیوں اور سوشل میڈیا صارفین نے سخت تشویش کا اظہار کیا ہے مگر یہ پہلی بار نہیں جب صحافیوں کو اس قسم کے مسائل کا سامنا کرنا پڑا ہو، ماضی میں بھی مختلف ہتھکنڈوں کے ذریعے صحافیوں کی زبان بندی کی گئی جس کی درجنوں مثالیں موجود ہیں جہاں نہ صرف صحافیوں کو نازیبا القابات سے نوازا گیا بلکہ خاتون صحافیوں کو ہراساں کیا گیا اور اپنی رائے کا اظہار کرنے پر ڈرایا ودھمکایا بھی گیا۔

پاکستان میں صحافیوں کی کردار کشی کی حالیہ مہم ایسے موقع پر سامنے آئی جب پوری دنیا ہر سال کی طرح اس سال بھی 3 مئی کو آزادی صحافت کا عالمی دن منانے جارہی ہے لیکن افسوس سوشل میڈیا پر صحافیوں کی کردار کشی اور ہراسانی کے حوالے سے کوئی موثر قانون دکھائی نہیں دیتا جس کی وجہ سے صحافیوں کی زندگیوں کو درپیش خطرات میں اضافہ ہورہا ہے۔ دنیا بھر میں صحافیوں کی رائے کی نہ صرف قدر کی جاتی ہے بلکہ حکومتیں اور دیگر ادارے ان کی تجاویز پر سنجیدگی سے غور بھی کرتے ہیں جب کہ مواد پر کنٹرول اور صحافی کی زبان بندی کسی بھی جمہوری حکومت کے لیے نیک شگون نہیں سمجھا جاتا یہی وجہ ہے کہ موجودہ حکومت کو آزادی اظہار رائے اور حتیٰ کہ تنقید برائے اصلاح پر بھی تنگ نظر تصور کیا جاتا ہے کیونکہ موجودہ حکومت میں صحافتی اداروں اور قلم کی کمان چلانے والوں کو ریاستی مشینری کے جبر کا سامنا ہے اور یہ پہلی بار نہیں جب صحافیوں کی رائے سے اختلاف یا تنقید کے بجائے انہیں مخصوص ایجنڈے کے تحت نشانہ بنایا گیا ہو۔ قانون سے بے خوف افراد منظم طریقے سے غیر مہذبانہ ہیش ٹیگ کے ذریعے صحافیوں کی کردار کشی میں مگن دکھائی دیتے ہیں جس کی بہترین مثال صحافیوں کے خلاف حالیہ مہم ہے جسے نیچے تفصیل کے ساتھ بیان کیا گیا ہے۔

ویب سائٹ ’بول بھی‘ کے مطابق سوشل میڈیا پر متنازعہ پوسٹ پر 2017 سے 2019 کے درمیان 20 لوگوں کے خلاف کارروائی کی گئی جس میں کچھ لوگوں کے خلاف ایف آئی آر درج کی گئی تو کچھ کو حراست میں لیا گیا۔ ان افراد میں 2 صحافی بھی شامل تھے۔ صحافی طحیٰ صدیقی کو متنازعہ پوسٹ کی وجہ سے ایف آئی اے کی جانب سے ہراساں کیا گیا جب کہ ڈیلی قدرت سے تعلق رکھنے والے صحافی ظفراللہ اچکزئی کو ایف آئی اے کی جانب سے حراست میں لیا گیا جسے بعد ازاں ضمانت پر رہا کردیا گیا۔

صحافیوں کے خلاف حالیہ مہم میں ملک کے نامور صحافیوں کو نشانہ بنایا گیا جن میں، حامد میر، سلیم صافی، عمر چیمہ، مبشر زیدی، ارشد وحید چوہدری، اور فخر درانی شامل ہیں، ان تمام صحافیوں کے خلاف نہ صرف اخلاقیات سے گری ہوئی زبان استعمال کی گئی بلکہ انہیں ’لفافہ صحافی‘ سمیت ایسے نازیبا القابات سے نوازا گیا جو یہاں بیان کرنے کے بھی قابل نہیں ہیں۔

خاتون صحافی اور سماجی کارکن ماروی سرمد نے سماجی رابطے کی ویب سائٹ پر ٹوئٹ کرتے ہوئے کہا کہ صحافیوں کے خلاف ہیش ٹیگ کا سلسلہ ارشد وحید چوہدری پر اس الزام سے شروع ہوا کہ انہوں نے چیئرمین پیپلزپارٹی بلاول بھٹو زرداری سے پریس کانفرنس کے دوران طے شدہ سوال پوچھا اور اس حوالے سے ایک ویڈیو بھی سوشل میڈیا پر گردش کرتی رہی لیکن یہ ٹرینڈ چلانے والا شخص پی ٹی آئی سوشل میڈیا کا حصہ ہے اور میرے خیال سے لوگ اسے جانتے ہیں۔

سوشل میڈیا پر صارفین کی تنقید کا شکار بننے والے سینئر صحافی ارشد وحید چوہدری سے جب میں نے رابطہ کیا اور ان سے پوچھا کہ وہ ان عناصر کے خلاف کارروائی کریں گے؟ تو ان کا کہنا تھا کہ پیشہ وارانہ فرائض انجام دیتے ہوئے کم وبیش روزانہ کی بنیاد پر ایسے کیسز کا سامنا کرنا پڑتا ہے تو ہم کس کس کے خلاف شکایت درج کروائیں اور پھر ان شکایات کا کوئی فائدہ ہی نہیں کیوں کہ پہلے بھی ہمارے ساتھیوں نے متعدد بار شکایات درج کر رکھی ہیں اور ابھی بھی درجنوں ایسے کیسز ایف آئی اے کے پاس موجود ہیں لیکن چونکہ یہ ادارہ وزارت داخلہ کے ماتحت ہے اور اس مہم چلانے والوں کے تانے بانے بھی وہی ملتے ہیں اس لیے ایف آئی اے کی جانب سے کوئی ایکشن نہیں لیا جاتا۔ انہوں نے کہا کہ سوشل میڈیا پر صحافیوں کی کردار کشی روکنے کے لیے سائبر کرائم کے حوالے سے قوانین میں ترمیم اب لازم ہوچکی، (ن) لیگ کے دور حکومت میں کچھ ترامیم ہوئی تھیں لیکن وہ بھی ناکافی ہے اور ان پر عمل درآمد بھی ہوتا دکھائی نہیں دیتا۔

خیال رہے مسلم لیگ (ن) کی حکومت نے 2016 میں قومی اسمبلی میں سائبر کرائم بل پیش کیا تھا جسے سینیٹ کمیٹی کی جانب سے ترامیم کے بعد منظور کرلیا گیا تھا اس بل میں ایسے 23 جرائم کی وضاحت کی گئی جن پر ضابطہ فوجداری کی 30 دفعات لاگو ہو سکیں گی جب کہ اس بل کے بعد کسی بھی شخص کے خلاف مقدمہ متعلقہ عدالت میں بھجوانے سے پہلے ایک تحقیقاتی عمل شروع کیا جائے گا تاہم انسانی حقوق کی تنظیموں کی جانب سے اس بل پر تحفظات کا اظہار کرتے ہوئے کہا تھا کہ اس سے لوگوں کی آزادی رائے متاثر ہوگی۔

نیشنل پریس کلب کی جانب سے ایک پریس ریلیز کے ذریعے صحافیوں کے خلاف چلنے والی حالیہ مہم کی نہ صرف مذمت کی گئی بلکہ ان کی مکمل حمایت کا اعلان کرتے ہوئے مہم چلانے والوں سے معافی کا مطالبہ بھی کیا گیا۔ اس حوالے سے جب میں نے سیکریٹری جنرل نیشنل پریس کلب انور رضا سے رابطہ کیا تو ان کا کہنا تھا کہ ہم نے ارشد وحید چوہدری سمیت تمام صحافیوں کو یقین دلایا ہے کہ ہم ان کے ساتھ ہیں اور چونکہ یہ جرم سائبر کرائم کے زمرے میں آتا ہے اس لیے پہلے درخواست ایف آئی اے کو دی جائے گی لیکن اکثر یہ معاملات معافی تلافی کے ذریعے ختم ہوجاتے ہیں اور کیس آگے نہیں بڑھتا لیکن اگر کوئی صحافی اس کیس کو آگے لے جانا چاہے تو ہم ان کی ہرممکن مدد کریں گے اور اگر ایف آئی اے سے انصاف نہیں ملا تو عدالتوں کا دروازہ بھی کھٹکٹائیں گے۔

صحافیوں کے خلاف حالیہ مہم پر میں نے پاکستان فیڈرل یونین آف جرنلسٹس (پی ایف یو جے) کے صدر جی ایم جمالی سے بھی رابطہ کیا، انہوں نے صحافیوں کے خلاف نازیبا الفاظ استعمال کرنے کی سخت الفاظ میں مذمت کرتے ہوئے کہا کہ یہ آزادی اظہار رائے پر حملہ ہے، موجودہ حکومت جب سے آئی ہے صحافیوں کو ڈرانے اور دھماکنے کے واقعات میں اضافہ ہوتا چلا جارہا ہے، یہ سلسلہ اب بند ہوجانا چاہیے۔ انٹرنیشل فیڈریشن آف جرنلسٹ نے بھی اس بات کا نوٹس لیا ہے اور حکومت کو باور کروایا ہے کہ صحافیوں کو ہرممکن تحفظ فراہم کیا جائے۔

معروف تجزیہ کار اور پی ایف یو جے کے سابق جنرل سیکریٹری مظہر عباس سے جب میں نے پوچھا کہ وہ کیا سمجھتے ہیں ایسے عناصر کے خلاف کارروائی کیوں نہیں ہوتی تو انہوں نے کہا سوشل میڈٰیا کی وجہ سے صحافیوں کے لیے خطرات بہت بڑھ گئے ہیں کیوں کہ سب انفرادی طور پر بات کررہے ہیں جس سے اندازہ نہیں ہوتا کہ ان کی بات کا انجام کیا ہوسکتا ہے، میڈیا ہاؤسز صحافیوں کے تحفظ کے ذمہ دار ہیں لیکن اگر کوئی صحافی اپنے ذاتی سوشل میڈیا اکاؤنٹ پر رائے کا اظہار کرتا ہے تو وہ اس کی ذمہ داری اداروں پر نہیں ہوتی۔ اس حوالے سے صحافتی تنظیموں کے کردار کے حوالے سے انہوں نے کہا کہ یہ تنظیمیں اب بہت کمزور اور آپس میں تقسیم ہوگئی ہیں۔

کراچی یونین آف جرنلسٹ (دستور) کے سینئر نائب صدر رضوان بھٹی سے جب میں نے رابطہ کیا تو ان کا کہنا تھا کہ ماضی میں سوشل میڈٰیا پر صحافیوں کی اس طرح تضحیک نہیں ہوتی تھی لیکن موجودہ حکومت کے آنے کے بعد اس میں تیزی آئی ہے اور جب بھی کسی صحافی کی جانب سے تنقید کی جاتی ہے تو وہ فوراً ان کے خلاف ٹرینڈ بنادیے جاتے ہیں جب کہ ہم اس حوالے سے وقتاً فوقتاً سیاسی جماعتوں سے بات کرتے رہتے ہیں اور عالمی یوم صحافت کے دن بھی ہم نے ایک راؤنڈ ٹیبل میٹنگ منعقد کی ہے جس میں تمام سیاسی جماعتوں کو مدعو کیا گیا ہے جس کا موضوع آزادی اظہار رائے ہے۔

اس حوالے سے ڈیجیٹل میڈیا سے وابستہ صحافیوں سے جب میں نے پوچھا تو ’ڈان نیوز ڈاٹ ٹی وی‘ کے بلاگ ایڈیٹر فہیم پٹیل کا کہنا تھا کہ صحافیوں کے خلاف ٹوئٹر پر چلنے والے حالیہ ٹرینڈ انتہائی غیرمناسب، غیر اخلاقی ہیں اور میں سمجھتا ہوں یہ پاکستان میں جمہوریت کے مستقبل کے لیے خطرے کی علامت ہے کیوں کہ اس سے ملک کا پڑھا لکھا طبقہ سیاست میں حصہ لینے سے گریز کرے گا۔

پاکستان میں اردو کی سب سے بڑی نیوز ویب سائٹ ’ایکسپریس ڈاٹ پی کے‘ کے ہیڈ اویس احمد خان نے صحافیوں کے تحفظ کے حوالے سے میرے سوال کا جواب دیتے ہوئے بتایا کہ ان اوچھے ہتھکنڈوں کے ذریعے آزادی اظہار رائے پر قدغن نہیں لگائی جاسکتی، چونکہ یہ مہم سیاسی جماعتوں کے میڈیا سیل کی جانب سے چلائی جاتی ہے لہذا سیاسی جماعتوں کو اپنے ورکرز کی تربیت کرنی چاہیے اور حکومت کو بھی ایسے واقعات کی روک تھام کے لیے ایف آئی اے کو کارروائی کے لیے کھلی چھوٹ دینی چاہیے۔

جیو ڈاٹ ٹی وی سے وابستہ نیوز پروڈیوسر سید عامر حسین سے جب ان کی رائے طلب کی گئی تو انہوں نے مجھے بتایا کہ جس طرح جمہوریت ایک آزاد صحافت کے بغیر نامکمل ہے اسی طرح جمہوری حکومت بھی صحافیوں کے آزادی اظہار رائے پر قدغن لگاکر جمہوری حکومت نہیں کہلاسکتی بلکہ ہم اسے سول ڈکٹیٹر شپ کہہ سکتے ہیں۔ اس وقت ملک میں غیراعلانیہ سنسرشپ کا سامنا ہے، حکومت کی شان میں صحیفے لکھنے والے صحافی اس وقت حکومت کا جگر گوشہ ہیں لیکن اصلاحی تنقید اور ناقص کارکردگی پر نشتر چلانے والوں کو حکومتی کمین گاہوں سے زبردست مزاحمت کا سامنا ہے۔

ٹوئٹر صارفین سے جب صحافیوں کی کردار کشی کے حوالے سے رائے لی گئی تو انہوں نے اس کی سخت الفاظ میں مذمت کی۔ پرائیوٹ شعبے سے تعلق رکھنے والے نوجوان عبدالرحمان نے مجھے بتایا کہ وہ کبھی بھی اس کا حصہ نہیں بنتے یہ صرف سیاسی جماعتوں کے نمائندے ہوتے ہیں جو مخصوص ایجنڈے کے تحت صحافیوں کو ہراساں کرنے کی کوشش کرتے ہیں۔ ایک اور ٹوئٹر صارف عدنان خان نے صحافیوں کے خلاف حالیہ مہم پر بات کرتے ہوئے مجھے بتایا کہ یہ مہم ’پاکستان تحریک انصاف‘ کے میڈٰیا سیل کی جانب سے کی گئی کیوں کہ ماضی میں بھی ان صحافیوں کو پی ٹی آئی کی جانب سے ہی نشانہ بنایا گیا۔

سماجی رابطے کی دیگر ویب سائٹس کی طرح ’ٹوئٹر‘ کے قوائد وضوابط بھی کسی شخص کو ہراساں کرنے یا اس کی کردار کشی کی اجازت نہیں دیتا لیکن اتنا سب کچھ ہونے کے باوجود ان اکاؤنٹس کے خلاف کوئی کارروائی نہیں کی گئی جس پر سائبر کرائم پر دسترس رکھنے والے قانونی ماہر ہائی کورٹ کے ایڈووکیٹ عثمان فاروق نے مجھے بتایا کہ ٹوئٹر خود سے اپنے صارفین کے خلاف کوئی کارروائی نہیں کرسکتا جب تک انہیں کسی کے خلاف رپورٹ موصول نہ ہو، نفرت انگیز مواد شیئر کرنے والے اکاؤنٹس کے خلاف ایف آئی اے میں درخواست دائر کی جاسکتی ہے جس کے بعد ایف آئی اے کے پاس تحقیقات کے لیے 3 ماہ کا وقت ہوتا ہے البتہ ایف آئی اے کی جانب سے کارروائی نہ کرنے کی صورت میں متاثرہ شخص ہائی کورٹ میں پٹیشن بھی دائر کرسکتا ہے۔

ماضی میں صحافیوں کے ساتھ پیش آنے والے واقعات

پاکستان پریس فاؤنڈیشن (پی پی ایف) کے ڈیٹا بیس کے مطابق پاکستان کے نامور تجزیہ کار اور سینئر صحافی سلیم صافی نے 8 اکتوبر 2018 کو ایک پروگرام میں سابق وزیراعظم نوازشریف کے حوالے سے ایک تجزیہ پیش کیا جس میں انہوں نے کہا کہ نوازشریف وزیراعظم ہاؤس کے تمام بل اپنے جیب سے دیتے رہے ہیں جس کے بعد سوشل میڈیا پر سلیم صافی کے خلاف جو طوفان بدتمیزی برپا کی گئی اس کی کوئی مثال نہیں ملتی۔

سینئر صحافی سلیم صافی کے ساتھ ہونے والے واقعے سے متعلق جب میں نے ان سے پوچھا کہ انہوں نے اس حوالے سے ایف آئی اے سے رابطہ کرنے کی کوشش کی؟ جس پر ان کا کہنا تھا کہ اس کیس پر میں نے پہلے بھی کہا تھا کہ یہ سب کچھ وزیراعظم کی ایما پر ہورہا ہے تو ایسے میں اس کے ماتحت ادارے یعنی ایف آئی اے میں جانے کا کوئی فائدہ نہیں جب کہ میرے خلاف مذہبی جماعتیں، پی ٹٰی آئی سمیت دیگر سیاسی جماعتیں، حتی کہ افغانستان سے بھی ایسا ہوتا رہا ہے تو میں کس کس کے خلاف کارروائی کروں، یہ ذمہ داری تو حکومت کی بنتی ہے، دنیا میں جب بھی ایسا ہوتا ہے تو ریاستی ادارے اپنے شہریوں کے تحفظ کو یقینی بناتے ہیں لیکن جس ملک میں اس طرح کے واقعات خود حکومتی لوگوں اور ریاستی اداروں کی جانب سے ہو تو اس سلسلے کو روکنا ممکن نہیں ہے۔

پاکستان میں صرف مرد صحافی ہی نہیں بلکہ خاتون صحافیوں کو بھی ہراساں کیا جاتا رہا ہے۔ معروف نیوز اینکر غریدہ فاروقی کو سوشل میڈیا پر ان کی کام کی وجہ سے متعدد بار ہراساں کیا جاچکا ہے لیکن فروری 2019 میں ان کی ایک ٹوئٹ کے بعد نہ صرف ان کے خلاف منظم مہم چلائی گئی بلکہ انہیں دھمکی آمیز کالز بھی موصول ہوئیں۔

نیوز اینکرغریدہ فاروقی سے میں نے پوچھا کہ انہوں نے اس کیس کو کتنا سنجیدگی سے لیا جس پر انہوں نے کہا کہ اس واقعے کے 2 دن بعد ہی میں نے ایف آئی اے سے رابطہ کیا مگر اب تک کوئی کارروائی نہیں ہوئی جب کہ میں نے متعدد بار رابطہ کیا تو مجھے یہی کہا گیا کہ ہم نادرا سے رابطے میں ہیں لیکن ہمیں کوئی ریکارڈ نہیں ملا، ایف آئی اے کے پاس ہیں جتنے بھی کیس ہیں ان میں سے کوئی بھی انجام تک نہیں پہنچا۔ غریدہ فاروقی کا کہنا تھا کہ صحافیوں کی کردارکشی کے حوالے سے حکومت کی جانب سے بھی کوئی سنجیدگی نہیں دکھائی جاتی، خاص طور خواتین کے ساتھ جو بدسلوکی کی جاتی ہے اس پر بھی حکومت حرکت میں نہیں آتی، میں نے اس وقت کے وزیراطلاعات فواد چوہدری سے بھی رابطہ کیا اور انہیں بتایا کہ ان اکاؤنٹس کا تعلق پی ٹی آئی سے ہم مگر انہوں نے اس کی تردید کرتے ہوئے مجھے اداروں سے رابطہ کرنے کا کہا۔ آخر میں انہوں نے کہا کہ ہمارے پاس یہی آپشن رہہ جاتا ہے کہ صحافی برادری اکھٹا ہوکر اپنی حفاظت کے لیے خود اقدامات اٹھائیں لیکن اس کیس کے حوالے سے میں ایف آئی اے کی کارروائی کا انتظار کررہی ہوں اگر وہاں سے ناکامی ہوئی تو عدالت بھی جاؤں گی۔

اپنی اسٹوری کے حوالے سے میں نے حکومتی موقف بھی لینے کی کوشش کی لیکن کامیاب نہ ہوسکا، سب سے پہلے میں نے پاکستان تحریک انصاف کے سینیٹر فیصل جاوید سے رابطہ کیا تو انہوں نے کہا کہ مجھے اس حوالے سے زیادہ معلومات نہیں جس پر ہم نے وزیراعظم کے معاون خصوصی برائے میڈیا افتخار درانی صاحب سے رابطہ کرنے کی کوشش کی اور انہیں متعدد بار فون کالز و میسجز کیے مگر ان کی جانب سے کوئی جواب نہیں آیا۔ بعد ازاں میری سابق وفاقی وزیراطلاعات فواد چوہدری سے بھی بات ہوئی لیکن انہوں نے بھی اس پر اپنی رائے دینے سے گریز کیا، میں نے انہیں یاد بھی کروایا کہ جب نیوز اینکر غریدہ فاروقی کو ہراساں کیا گیا تو وہ اس وقت وزیراطلاعات تھے لیکن اس کے باوجود انہوں نے اپنا موقف دینے سے انکار کیا۔

The fellowship program aims to promote freedom of expression by providing support to media professionals to produce stories related to issues on safety of journalists.

The fellowship programs will include the capacity building workshops as well as editorial and technical support to produce reports on safety of journalists that meet professional, ethical and legal best practices in journalism. Each selected fellow will have to produce up to six stories during this fellowship program. Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.

Selected fellows will be paired with senior journalists who will act as fellowship editors during the period of fellowship program.

Journalists having minimum experience of three years working for print, television, radio and online media can apply for the fellowship program. Female working journalists are encouraged to apply.

یونیسکو اسلام آباد دفتر پاکستان کے قومی و صوبائی انتخابات 2018ء سے قبل UNDP کے تعاون، اور PPF کے ساتھ شراکت داری کے ساتھ “انتخابی مدد کا منصوبہ” شروع کر رہا ہے۔

اس منصوبے کا مقصد مرد و خاتون صحافیوں، مدیران اور حال ہی میں صحافت/ابلاغ عامہ سے گریجویشن کرنے والوں کی انتخابی رپورٹنگ کی صلاحیت کو بڑھانا ہے تاکہ وہ 2018ء میں اور مستقبل کے انتخابات کے دوران انتخابی عمل کے حوالے سے آگہی حاصل کریں۔

پاکستان پریس فاؤنڈیشن (PPF) صحافت اور ابلاغ عامہ سے حال ہی میں گریجویشن کرنے والے طلبہ سے ایک مینٹورشپ پروگرام کے لیے درخواستیں طلب کر رہا ہے۔ پروگرام میں کراچی، لاہور، اسلام آباد، ملتان، پشاور اور کوئٹہ کے تازہ گریجویٹس شامل ہوں گے۔

مینٹورشپ پروگرام کے لیے منتخب ہونے والے افراد اخلاقیاتی صحافت اور ضابطہ اخلاق کے حوالے سے ایک روزہ ورکشاپ میں شامل ہوں گے جس کی خصوصی توجہ انتخابی رپورٹنگ پر ہوگی۔

پھر انہیں ایک سینئر صحافی کے حوالے کردیا جائے گا جو انتخابات سے قبل، دوران اور بعد میں تین ماہ کے عرصے تک انہیں رہنمائی اور تربیت دے گا۔ یہ رہنمائی ہفتے میں تین مرتبہ دو گھنٹے کے لیے ہوگی۔

اس مینٹورشپ پروگرام کے تحت طلبہ کو اپنے سوشل میڈیا کو اپڈیٹ رکھنے، انتخابات کی خبریں پانے، رپورٹنگ کی ‘اچھی’ اور ‘بری’ مثالوں کا تجزیہ کرنے، صنفی حوالے سے رپورٹنگ، اقلیتوں کی نمائندگی اور معلومات کی تصدیق جیسے معاملات پر رہنمائی دی جائے گی۔

اس مینٹورشپ پروگرام کے لیے وظیفہ پانچ ہزار روپے ماہانہ ہوگا۔ دورانیہ تین ماہ ہوگا اور ادائیگی دیے گئے کاموں کی تکمیل کی بنیاد پر ہوگی۔

مرد یا خاتون طالب علم جس نے گزشتہ 12 ماہ کے دوران HEC کی منظور شدہ کسی بھی جامعہ سے صحافت یا ابلاغ عامہ میں گریجویشن کیا ہو۔ ابلاغی اداروں میں کام کرنے والوں کو ترجیح دی جائے گی۔

The project aims to build the capacity of male and female journalists, editors, and recent graduates in journalism/mass communications on electoral reporting so that they are fully equipped to inform on electoral processes during the 2018 and future elections.

Pakistan Press Foundation (PPF) seeks applications for a mentorship program for recently-graduated students from faculties of journalism and mass communications.  The program will include recent graduates from Karachi, Lahore, Islamabad, Multan, Peshawar and Quetta.

Those selected for the mentorship programme will join a one-day workshop on ethical journalism and code of conduct with specific focus on electoral reporting.

They will then be assigned to a senior journalists who will guide and mentor them for a period of three months before, during and after the elections.  The mentoring will be three times a week for two hours.

Under this mentorship program, students will be mentored on updating their social media, following  election’s  news, assessing  of  ‘good’  and  ‘bad’ examples of reporting,  gender-responsive  reporting, minorities’ representation and verifying information.

The stipend for this mentorship program is five thousand rupees per month. The duration is three months and payment is based on completion of assigned tasks.

Following is the criteria for the eligibility of the students:

Male and female students who have graduated from the faculties of Journalism and Mass Communications from an HEC recognized university within the last 12 months.  Those working in media media organizations will be given preference.

The duration of the fellowship is three months and payment is based on completion of six milestones.  Selected participants work under the supervision of a senior journalist who will act as project editor during the term of the fellowship.

Journalists with a minimum experience of three years working for print, television, radio and online media can apply for the fellowships. The criteria for journalists from Baluchistan, FATA, Gilgit-Baltistan and Azad Kashmir may be relaxed for otherwise qualified applicants. Female journalists are encouraged to apply.

Pakistan Press Foundation (PPF), in collaboration with Netherlands-based Free Press Unlimited, seeks applications for fellowships on investigative journalism.
The call for applications is part of the “Supporting Investigative Journalism in Pakistan” project, which aims to promote investigative journalism by providing support to media professionals focusing on in-depth stories related to issues of public interest including those on governance, transparency, gender, corruption and human rights.

The fellowships will include capacity building workshops as well as editorial and technical support to produce investigative reports that meet professional, ethical and legal best practices in journalism.The amount for the fellowship is sixty thousand rupees. The duration of the fellowship is three months and payment is based on completion of milestones.

Selected participants will be paired with senior journalists who will act as coordinating editors during the term of the fellowship.

Journalists with a minimum experience of three years working for print, television, radio and online media can apply for the fellowships.The criteria for journalists from Baluchistan, FATA, Gilgit-Baltistan and Azad Kashmir may be relaxed for otherwise qualified applicants. Female journalists are encouraged to apply.

Under the programme, another 3,000 scholarships for graduation to PhD level studies will be awarded to Afghans soon.

President Mamnoon Hussain granted documents of scholarships to the Afghan students under a project of the Higher Education Commission (HEC) at a ceremony held at the Pak-China Centre here on Wednesday.

He said the purpose of the programme was to provide Afghan students with the same educational opportunities as enjoyed by Pakistani students. He expressed the hope that the Afghan students would play a role in enhancing goodwill between the two countries.

Afghan Minister for Higher Education Farida Mohmand, HEC Chairman Dr Mukhtar Ahmed and Ms Samina and Syed Abdullah Qasmi, two Afghan students, also addressed the ceremony.

Talking to Dawn after the function, the HEC chairman said Afghanistan had asked Pakistan for capacity building of universities. The Prime Min­is­ter’s Adviser on Foreign Affairs Sartaj Aziz, during a recent visit to Kabul, announced a $500 million sup­­port package for Afghanistan, including funds for scholarships and upgrade of Afghan universities. He said at present 156 universities were being run in Afghanistan — 36 in the public sector and 120 in the private sector.

Dr Ahmed said 3,000 Afghan students had been awarded scholarships for graduation level studies in different disciplines, including biology, agriculture, business administration, information technology, chemistry and economics.

After the function, a document of understanding (DoU) was signed between the HEC and the government of Afghanistan with an aim to devise a legal framework for collaboration in the higher education sector.

The HEC chairman and the Afghan minister signed the DoU under which the two sides will devise a future line of action to expand collaboration in higher education sector.

The Afghan minister was accompanied by Omar Zakhilwal, Afghan ambassador to Pakistan, and some professors from her country.

Earlier speaking at the ceremony, President Hussain said Pakistan and Afghanistan should keep an eye on negative elements that fuelled tension and spread misunderstandings with malicious intentions.

“Pakistan has confidence in the wisdom of the Afghan leadership and people and believes that they will play an important role in the journey to progress and prosperity in the region, particularly in the two countries, by thwarting internal and external conspiracies,” he said.

Mr Hussain said Pakistan was keen to include Afghanistan in all opportunities for progress and prosperity with an open heart. He expressed confidence that the Afghan leadership and people, particularly youth, would play a historic role in sync with changed circumstances.

“Pakistan and Afghanistan are not only linked by geographical proximity but are also bound by mutual ties of blood, culture, history and belief. Our ancestors enjoyed close and warm relations standing on this common bedrock,” he said.

He expressed the hope that the two countries would continue to stand shoulder to shoulder for the welfare of their people, as they had done in difficult times in the past.

The president noted that the region had for long confronted lawlessness, wars and extremism… due to which countless human lives had been lost and the process of development had come to a halt. “The courage and determination with which both the nations faced these issues is exemplary and unmatched in human history,” he said. “Now that subversive forces are weakening by the grace of Allah, better sense should prevail and regional issues should be resolved with mutual understanding.”

The case of Ms Mah Noor, a local student who scored 971/1100 marks in the FSc exam and 987/1050 in matriculation, besides securing 2nd position in the NTS test conducted by the IPC ministry, topping in the aggregate merit, epitomises the plight of many others.

Ms Noor (17), daughter of Mohammad Arshad, a local, told Dawn that she was among the candidates vying for the yearly Saarc MBBS/BDS scholarships offered by Bangladesh. The number of the scholarships offered for Pakistani students for 2016-17 was 23, she said.

Since the scholarship seats were limited, the IPC ministry had invited applications from eligible students for appearing in NTS test which was held on Oct 9, 2016, she said.

She said that she came to know about the ‘scam’ through the official website of the Director General Health, Bangladesh, that displayed the names of four Pakistani students who got admission to the MBBS/BDS there.

She said what was more shocking, was that the four students who got admissions in Bangladesh did not even appear in the NTS test. She said it was also surprising that all these students belonged to Khyber Pakhtunkhwa namely Mohammad Arif of Chikasri, Swat, Aimal Khan of Takht Bai, Mardan, Noor Islam of Chimari, Takht Bai and Mohammad Aziz of Timergara, Lower Dir.

On contacting foreign scholarship office, Noor’s father was told that the ministry was unaware of such admissions and that if such an irregularity was confirmed the admissions would be cancelled.

The dejected father of Ms Noor told Dawn after persistent queries he came to know that all the information about the admissions was being disseminated by Foreign Office in violation of rules and regulations.

He demanded a strict action against those responsible for such blatant disregard of rules and regulations.

The parents of the effected students have requested Prime Minister Nawaz Sharif to order an inquiry into the whole affair to save the future of hard working and brilliant students.

On contacting the ministry’s foreign scholarship office at Islamabad, this scribe was told by an office assistant, who introduced herself as Ms Misbah, that every year the office prepared a merit list after conducting NTS test prior to receipt of admission offer from Saarc countries to save time.

However, she said, this year the Saarc offer letter was ‘mistakenly’ dispatched/emailed to the FO instead of the ministry’s office dealing with the scholarships.

“When candidates approached us and we investigated, traced the lacuna and finally received the letter, it was too late as the MBBS classes had already started in Bangladesh by then,” she said.

She said the office tried its best to get rectified the “error”, but Bangladesh Embassy refused to entertain the request.

About the “wrongful” admission of the four KP students in Bangladesh, she said that they were recommended by FO in violation of rules and “we (have) informed the concerned ministry of Bangladesh (about it) and reportedly their admissions were cancelled because they bypassed the concerned office”.

“We are trying to secure admissions for the students who had qualified for the slots. In case of failure, these students would be considered next year,” she added.

But the ministry reply can’t console Mah Noor, who despite her outstanding academic record, was denied the scholarship and consequently better future prospect.

Dar chaired meeting of the ECNEC here on Wednesday. The Committee considered and approved various projects relating to climate change, energy, health, and higher education sector.

On a proposal of the Ministry of Planning, Development & Reform, the ECNEC approved the project regarding Green Pakistan Programme – Revival of Forestry Resources in Pakistan at an estimated cost of Rs3652.142 million. The project aims at plantation of indigenous and fast growing local tree species along canal/road sides in Punjab, KP and Sindh, Olive and Kikar Phulai forests in Kala Chitta, Pabbi Rasul and Fort Monroe in Punjab, Mangrove forest in Sindh, Juniper in Balochistan and plantation  to check erosion in GB and AJK, etc.

The projects of Expanded Programme of Immunisation (EPI) Balochistan at a total cost of Rs4,998.91 million with foreign exchange component of Rs713.93 million, Expanded Programme of Immunisation (EPI) Khyber Pakhtunkhwa at a total cost of Rs6, 493.55 million including foreign exchange component of Rs1, 260.00 million and Sindh Immunisation Support Programme (SISP) at a total cost of Rs8, 048.92 million including foreign exchange component of Rs2, 730.00 million were approved by the ECNEC.

ECNEC after discussion allowed the Finance Division to release development funds for already approved 1230 MW (Gross) Combined Cycle Power Plant at Haveli Bahadur Shah and 1223 MW (Gross) Combined Cycle Power Plant Balloki.

ECNEC approved Higher Education Commission proposal of PhD Scholarship Programme under US-Pakistan Knowledge Corridor (phase-1) at a rationalised cost of Rs18, 810.916 million including foreign exchange component of Rs17, 714.698 million. Under this segment of US-Pakistan Knowledge Corridor, HEC will send 1500 PhD students to top ranking US universities. HEC will also provide counseling/guidance facilities to candidates for taking GRE, TOFEL tests and proposal writing to assist students in seeking admission in US universities. ECNEC directed HEC to ensure participation of students/scholars from all over the country on merit.

ECNEC also approved HEC proposal for establishment of Sub Campuses of Public Sector Universities at district level at a rationalised cost of Rs5, 206.28 million. Under this project, campuses of universities will be set up in districts where no such facilities exist so far.

ECNEC approved the compliance report on Neelam Jhelum Hydroelectric Project with the direction to WAPDA to formulate proper policy guidelines in the light of the Ministry of Water & Power recommendations and to adhere to the timelines.

The students had to report to the lone examination centre, set up in the government higher secondary school City No.1 Peshawar, to take the test.

Police baton charge parents of students outside examination centre

Notwithstanding the miseries they had to face to reach the examination centre, police also resorted to baton-charge the fathers, who had gathered outside the examination centre to receive their children at the end of the test. Owing to huge rush of people, it was hard for them to get their children.

Sources said that the test was conducted by Educational Testing and Evaluation Agency Khyber Pakhtunkhwa and its result would be declared within 24 hours. They said that a total of 4,441 students appeared in the test including 696 girls.

The parents had paid Rs400 as examination fee for each student. The students were asked to reach the examination centre at 9am on Sunday.

“We travelled from Shangla in a Suzuki pickup during the night and reached the examination centre at 7am,” said Hakimullah, the father of a student.

Knowing about the chilly weather, he had brought blankets to keep himself and his son, a 6th grader, warm. “How my son will solve the question paper after travelling for the entire night,” he questioned.

Waiting outside the examination centre in his vehicle, a visibly tired Hakimullah said that his son had not slept for the entire night.

Hussain Ali, the father of another student, who had come from Hangu, demanded of the government to conduct such tests at divisional level for the convenience of the students and their parents.

“We have hired two coaches on rent to bring students from Hangu,” he said. He added that it took three hours to reach Peshawar from Hangu. He said that they started their journey when Sunday was dawning.

A group of students hailing from the far-flung district Kohistan had reached Peshawar on Friday to appear in the test. They spent two nights in a local hotel. The students demanded of the government to arrange examination centre in their district or the adjacent one because it was difficult for them to cover such a long distance.

The students said that they belonged to poor families and couldn’t afford expenses for staying in hotels. About one kilometre long queue of vehicles was seen on both sides of the Grand Trunk Road during the test.

Asked why the examination centre was set up only in Peshawar, sources in Eata said that they were only responsible for conducting test while selection of the area was the prerogative of the education department.

Sources said that Eata could conduct tests at divisional level if the education department asked for it.

The elementary and secondary education every year announces scholarships under which provincial government affords education expenses of the selected students in the prominent public schools of the province.

Such schools include Fazalehaq College Mardan, Abbottabad Public School, Islamia Collegiate School Peshawar, Akram Durrani Public School Bannu, Kohat Cadet College and others.

The scholarships are meant only for the students enrolled in the government schools.

HEC, in accordance with the Vision 2025, “Establishment of sub-campus of Public Sector University at district level” prepared an umbrella project which was considered by Central Development Working Party (CDWP) in its meeting held on August 4, 2016 and recommended to Executive Committee of the National Economic Council (ECNEC). The estimated cost of the project is Rs 5.6 billion with an allocation of Rs 350 million for the current financial year, while the implementation period is 36 months. Under the project, 32 sub-campuses will be established in areas lacking higher educational institutes, said the ED, while briefing the Senate Functional Committee on Problems of Less Developed Areas. The committee met here with Senator Muhammad Usman Khan Kakar in the chair on Friday.

The committee chairman said that Finance Minister Ishaq Dar and Minister for Planning and Development Ahsan Iqbal give no worth to recommendations over budget and other development projects of the Senate of Pakistan as well as to the Functional Committee on Less Developed Areas. The committee decided to write letters to both the ministers to express their concerns.

The ED said that HEC would provide funding for the infrastructure/faculty development and other allied facilities, whereas respective provincial governments shall be required to extend necessary support in terms of providing building to start academic activities and thereafter free of cost land for establishing university/sub-campus. Arshad Ali apprised the committee that Balochistan and other less developed areas were given priority in disbursement of foreign and indigenous scholarships for students.

He added that return rate of students who got scholarships for foreign studies stood remarkable and was 92 percent and those who chose not to return to Pakistan were required to submit complete scholarship funding along with a 25 percent penalty. The committee was informed that over Rs 10 million have so far been recovered from the students who refused to return.

Kakar directed to revise the policy of scholarship disbursement, where 50 percent should be allocated for merit across the province and the other half be allocated for merit in that district. He added that in case scholarships reserved for students of district were not utilised, they should be filled by the students of other areas of the province.

The committee was told that a project of strengthening universities in less developed areas has been launched to support about 12 universities in terms of accommodation, IT equipment and library services for students and faculty members.

The committee has given directives to accelerate the execution process of these projects in order to provide better academic services to the students of under-privileged areas. It also directed to expedite the evaluation process of issuance of equivalence and verification certificates/degrees to the students who are foreign qualified.

The committee was further informed that the HEC in compliance of the Prime Minster’s directive is preparing a project for provision of quality education opportunities to 2,000 students of Balochistan and Federally Administered Tribal Areas (1,200 from Balochistan & 800 from FATA). Out of 2,000 scholarships, 1,000 will be for quality education and 1,000 for technical & vocational training. Intake will be taken from Class-VIII up to Class XII. Scholarships will be distributed at the ration of 60:40 to the students of Balochistan and FATA respectively, while with 50:50 ratio for male and female students.

The HEC officials further said that in order to provide opportunity to youth and establish technology infrastructure, numerous steps have been taken by current government. A few of the major initiatives are Smart University project wherein all public universities will have availability of WiFi throughout the campus; Smart Class Project, wherein student will attend and study virtually and will have access to all the information being taught at classroom; Smart Assessment Project, delivery of learning objectives; Education TV; HEC Cloud Data Center, through which all universities can have access to high speed servers to host their services and make research collaborations. To provide better security to students at universities the Save University Campus has also been initiated.

However, the committee chairman objected that security situation in Balochistan is not very good but the save university campus facility has not been extended. On which, the HEC officials responded that the project would be implemented in phases. These initiatives are for all universities, especially for universities located in the Less Developed Areas.

In this connection, an agreement was signed by the ambassador Sun and QAU Vice Chancellor Dr Javed Ashraf. The ambassador also handed over a cheque of dollar 29,500 to the University for implementing the program.

Speaking on the occasion, the Ambassador said the scholarship was the “first of its kind” offered by the Chinese Embassy to students of a public sector University in Pakistan. In an academic year, each of the ten selected students enrolled in the under-graduate and MPhil degree programs will receive an amount of Rs 150,000 on need and merit basis.

The Scholarship was established with the aim to help the University’s students overcoming their financial difficulties to undertake their future study and promote academic activity under the Pakistan-China friendship program. It also meant to encourage talented students, enabling them to play their role in the country’s socio-economic development.

Eulogizing the growing Sino-Pak socio-economic partnership, the Chinese ambassador said that the two countries are like iron brothers, who always trusted and supported each other. This friendship is deeply rooted in the hearts of their people.

Referring to China-Pakistan Economic Corridor (CPEC), he said, it elevated their friendship to a new height. “This friendship has entered into a new stage of ground development in the form of CPEC under which 17 major projects have been started across the country.

These projects would bring a major change in socio economic development of Pakistan, offering enormous employment opportunities, fulfilling the dreams of the skilled youth,” he added.

Since 2012, France has been offering hundreds of scholarships to promising underprivileged young people, hailing primarily from FATA, Khyber Pakhtunkhawa and Balochistan, to pursue their education in top universities of Pakistan.

These scholarships will focus on bachelor degrees in the fields of business administration, engineering, information technology/telecoms, natural sciences and social sciences.

The scholarships awards are designed to cover the complete cost of education during the entire academic programme of all the recipients. Over 75 percent of these grants are awarded to female students.

The signature ceremony was held previously at the annual gala dinner of Pakistan France Alumni Network (PFAN). More than one hundred people who had studied on scholarship in France attended the ceremony.

The Ambassador announced during the reception that a new network of Campus France Information Offices, the Agency responsible for studies in France, is developing in all main cities of Pakistan. The first such office had already been opened in Islamabad in the premises of Alliance Française.

The scholarships would be available from next year.

The MoU was signed by French Ambassador to Pak­istan Martine Dorance and Chairman of Higher Ed­u­c­at­ional Commission (HEC) Dr Mukhtar Ahmed in a simple ceremony here at the residence of the French envoy on Sunday.

The French ambassador, in her remarks on the occasion, said the MoU would further cement bridges between the two people.

Higher education was one of the pillars of Pak-French cooperation and the MoU would give scholarships to those students who did not have sufficient means to continue their education.

Later, the envoy hosted the annual dinner in honour of Pakistan-France Alumni Network (PFAN).

In her remarks on the occasion, she said 500 students from Pakistan were already in France to pursue their studies in different subjects in French educational institutions. France, she said, was the world’s third destination for international students and it would like to have more students from Pakistan.

A delegation of Pakistani educationists led by the HEC chairman visited France early this year, which was quite fruitful and after exch­ange of views it was decided then to further increase partnership between the two countries, she said.

Pakistani universities, she said, had also agreed to introduce new programmes in that regard and would open up information centres in Karachi, Lahore, Faisalabad and Peshawar to let students know of available opportunities in French institutions.

The French envoy said members of the PFAN were Pakistan’s ambassadors in France whenever they were visiting there. Similarly, they were French ambassadors while working in Pakistan. “You are the bridge between the two countries,” she added.

“We want to forge long las­t­ing relations between Fra­nce and Pakistan. We wish you will return to France as businessmen and as investors,” she said while referring to PFAN members.

She thanked the HEC cha­i­r­man for his efforts in promoting Pak-French cooperation in the field of education.

The envoy said after a very successful ceremony on the Pakistan Day in France this year, it was decided to organise a French Day in Pakistan next year.

Speaking on the occasion, the HEC chairman appreciated efforts being made by the French envoy, saying that she had infused a new impetus to the Pak-French relations, hence, ties between the two countries were growing.

He said a conference on archaeology would be organised in Lahore next year and another moot on Gandhara Art was being planned in France in 2018, which would help enhance cultural cooperation between the two sides.

He said Pakistani universities would set up Knowledge Parks in different campuses to promote cooperation between the two countries.

The China-Pakistan Economic Corridor is a bright example of the strong friendship of Pakistan and China and it will further strengthen their ties. China has achieved tremendous development in almost every sector of life and has risen as the upcoming economic giant.

These views were expressed by Chinese Consul General in Karachi Wang Yu at a certificates’ distribution ceremony of the Confucius Institute held at the Sheikh Zayed Auditorium, KU.

The meritorious students were awarded with scholarships totalling $20,000 from the Chinese government. The scholarships include $150 for Category A, $100 for Category B and $80 US for Category C.

“It is heartening to see the performance of the students of the institute and they will play their positive roles in the strengthening ties between both the great nations.”

The KU vice chancellor, Professor Dr Muhammad Qaiser, said that Pakistan and China had strong friendly ties which were decades- old. He mentioned that the promotion of the Chinese language in the light of Chinese development in every sector of life was the dire need of today.

“KU’s Confucius Institute basic aim is to enlighten the Pakistani students to the Chinese language and culture. China has emerged as one of the greatest economic powers of the world and is creating landmarks in the sectors of sciences and technology, which calls for awareness regarding Chinese culture and language.”

He said that due to the increasing number of students at the Confucius Institute, the institute had been shifted to the new building.

Earlier, Confucius Institute Director Moin uddin Siddiqui said that this was the sixth batch of the institute which was passing out with a remarkable performance and in this regard the efforts of Chinese teachers were highly commendable.

He mentioned that this was the second Confucius institute that was founded in Pakistan and now Confucius institutes were being founded in every provincial capital.   More than 480 Confucius institutes are functional all over the world.

Admission letters for availing the scholarship were handed over to the students at a ceremony held here on Tuesday at the Chinese Embassy. Out of 131, 107 students were given scholarships on the recommendations of Ministry of inter-Provincial Coordination, said Chinese ambassador Sun Weidong while speaking at the ceremony that was also attended by the Raja Muhammad Nadir Ali, Secretary of Ministry of Inter Provincial Coordination, besides the spouse of the ambassador Madam Bao Jiqing.

At the outset of the ceremony, the ambassador, members of the Chinese Embassy and other participants observed one minute silence to express condolence and grief over the loss of precious lives in the Quetta blast. Ambassador Sun Weidong said it was great shock for the government and the people of China.

They, he said stand by the Pakistani brothers and sisters in this hour of grief and sorrow. “We will always stand behind the Pakistani side in its fight against terrorism and its campaign for stability of the country and security of the people,” he added.

While congratulating the winners for the Chinese Government Scholarship for 2016/2017 academic year, the ambassador hoped that they will act as goodwill ambassadors of their country while studying in China. They should serve as a bridge to further strengthen the brotherly relationship.

The Chinese Government Scholarship program is a government to government undertaking, and thus it is aimed at benefiting all the regions and the students of Pakistan.

The students are from all over Pakistan, not only from big cities like Islamabad, Rawalpindi, Lahore, Karachi, Quetta and Peshawar, but also from other cities and towns like Gwadar, Gujranwala, Kamalia, Multan, Swat, Mingora, Sargodha, and Dera Ismail Khan.

The students will get educated in different fields in various Chinese universities, including: Computer Science and Technology, Business Administration, Finance, Physical Chemistry, Architecture, Civil Engineering, Broadcasting Communication, International Law, Journalism and so on, covering Bachelor program, Master program, PHD program and Advance Training programme.

The ambassador hoped, what they learn in China will prove to be very useful to future development of Pakistan and their hometowns.

Another project construction of Lahore-Sialkot motorway (88km) of Rs52.66 billion, Red Line Project in Sindh (Rs1.29 billion) and another project of Rs777 million for enhancement of training capabilities of the Construction Technology Training Institute (CTTI), Islamabad, phase-IV is likely to get approval of this body which is meeting with Minister for Planning and Development Ahsan Iqbal in the chair.

There is another project of construction of 100 dams in Balochistan Package-III (20 dams) costing Rs8.52 billion and Channelisation of Deg Nullah in Punjab (Rs4.07 billion) will be presented in the meeting for approval.

According to the agenda available with The News, there are several projects in the education sector that include establishment of the AJK Women University, Bagh, of Rs886.6 million, provision of new facilities and infrastructure for main campus of University of Engineering & Technology, Lahore, (Rs1.16 billion); strengthening of academic & professional facilities at Peshawar University (Rs820.6 million); strengthening of Institute of Biotechnology at Bahauddin Zakariya University, Multan, (Rs588.8 million); strengthening & expansion of Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS), Quetta, (Rs1.05 billion).

Other projects in the sector include a Rs747 million project for strengthening of academic research programme at the National University of Modern Languages (NUML), Islamabad, and establishment of sub-campuses of public sector universities at district level Phase-I of Rs4.587 billion.

The government is also taking Rs4.59 billion South Punjab Poverty Alleviation Project (SPPAP) to the CDWP for approval.A project of Exploring Assistance for Pakistan Audit & Accounts Academy, Lahore, from international donors/ sponsors of Rs568.2 million is also on the agenda. The sponsoring agency of this project is JICA.

From Khyber-Pakhtunkhwa, a project of $1.65 million (totally foreign funded) is also on the agenda. It is worth mentioning that in June 2016, the CDWP has already deferred the concept clearance of this project.

Ali, a business development adviser at Engro polymer and chemicals, went to the University of Pennsylvania in the Unites States (US) on the scholarship in 2008. In his year-long degree, he specialised in business management. “I decided to do my Master’s abroad when I was in my third year of Bachelor’s in computer science at Karachi University,” he said.

Two Pakistani students to pursue higher education in Japan

But his dream only came true in 2007. While completing MBA from the Institute of Business Administration, he searched for different scholarship programmes offered to Pakistani students. “I applied for it [Fulbright scholarship] in May 2007 when I was in the second semester of MBA,” said the 32-year-old.

After being interviewed in June 2007, he was selected for the scholarship in October of the same year. “I graduated from IBA in May 2008 and, even before that, I knew I will be leaving for the scholarship to complete my specialisation in August,” he added.

During the programme, Ali came to learn that Pakistan is a segmented society. While in the US, he learned how to keep a practical approach for things and the management of one’s own life through diversity without facing any racism.

Moreover, three things he learnt after returning were value for time, money and commitment. “Before going for studies, I had never even been out of the city. Not even to Hyderabad,” revealed Ali. Living independently was a new experience that helped him explore himself. In fact, Ali has emerged as a responsible, independent and a confident man. “US is a very work-oriented society and I, being the only child [of my parents], learnt a lot from there,” he added.

Top graduates of leading universities prefer to go abroad to join global firms

Even though the economic sector is shifting towards South Asia, Ali suggested people still visit Western countries and live there to learn from them as well as share our values. Our society needs to learn to be competitive enough in order to grow, he advised. Something, Fulbright offers as candidates open up for competition, experience diverse cultural and religious differences studying in the same class room while encouraging students to think in the right way.

As a vice-president of the Fulbright alumni Karachi chapter, Ali has encouraged many to apply for the programme. According to him, there were very few candidates when he had applied but, today, the number of applications are increasing. “The number of applicants is low from remote areas, yet Fulbright encourages everyone to apply,” he pointed out.

Despite having a fruitful experience, one of the things Ali missed from Pakistan during his stay in US was driving. “I did not drive for one year,” he said. Although fuel and alternate transport options were comparatively cheaper and safer, one of the reasons he stayed away from driving was the high parking fees.
