Democracy Now - “Don’t Ask, Don’t Tell” Ban on Gay and Lesbians in the U.S. Military is Lifted

"Don’t Ask, Don’t Tell" is no more. The military’s longstanding ban on openly gay and lesbian servicemembers officially expired at 12:01 a.m. EDT earlier today. Congress passed a repeal of the ban last year, but President Obama had deferred its implementation until military leaders gave their approval. The Pentagon now says it will no longer enforce the ban, meaning gays and lesbians can openly serve. We play excerpts from voices we have had on the program over the years speaking out against “Don’t Ask, Don’t Tell,” including Lt. Dan Choi, a West Point graduate and Iraq War veteran who was eventually discharged under the ban. We also speak with Aaron Belkin, author of "How We Won: Progressive Lessons from the Repeal of Don’t Ask, Don’t Tell." The big difference on the ground,” says Belkin of the victory’s impact for military personnel, “is that they can utter the words, ‘I am gay.’”

Mr. Johnson's story is the first one in the piece to address DADT.

The final two performances will be May 6 and 7 in Baltimore at Towson University.

A federal judge on Tuesday ordered the military to stop enforcing the "Don't Ask, Don't Tell" policy which, at least temporarily, puts an end to the ban on openly gay soldiers. Justice Department officials say they're reviewing the ruling. They have two months to appeal. We discuss the impact of the decision, and what's likely to happen next.

<!--break-->
Santa Barbara, CA. May 24, 2010 -- While the U.S. Congress considers repealing the ban on lesbians and gays in the military, a policy known as ‘don’t ask, don’t tell’, twenty-five of our nation’s allies already allow open gay military service. On Wednesday, May 19, during a public forum at the Brookings Institution, military commanders and scholars from Australia, Canada, Israel, the Netherlands, Sweden and the United Kingdom discussed their experiences with the service of gays in their militaries. Co-sponsored by the Palm Center, “Lessons Learned from the Service of Gays and Lesbians in Allied Militaries” evaluated the effects of gay military service on policy, unit cohesion, military readiness and morale.

<!--break-->
General John Sheehan testified in the U.S. Senate that the Srebenica Massacre of 8,000 Bosniak men and boys in July, 1995 was the partial result of the Dutch military’s inclusion of gay service members. General Sheehan attributed the information to former Dutch Chief of Defence Staff Henk van den Breemer.

"It's historic for the president of the United States to mention military discrimination against gays and lesbians in the State of the Union address. And so in a sense this was a very profound moment. What everyone's waiting to see, however, is whether this is followed by a concrete plan and actual legislative program to stop firing gays and lesbians. ... The problem with last night's pledge to work with Congress to repeal 'don't ask, don't tell' is that he doesn't have the votes in the Senate, and so it remains to be seen if talk will be followed by action."

                    February 25, 2010

In a conversation with Dr. Nathaniel Frank today, Admiral Gary Roughead, Chief of Naval Operations, acknowledged difficulties with the plan to poll U.S. troops on their personal feelings about serving with gays. "We've never assessed the force because it's not our practice to go within our military and poll our force to determine if they like the laws of the land or not," Admiral Roughead told Frank in a discussion immediately following the Admiral's testimony before the Senate Armed Services Committee. "That gets you into a very difficult regime."

Here is a transcript of the conversation:

Nathaniel Frank: I'm Nathaniel Frank. I work at the Palm center and we study gays in foreign militaries. We just put a release out about that and a big report. Is it something that you think is important to look at in terms of what variables may actually be similar to the U.S. even though we grant that the cultures are certainly different?

Admiral Roughead: For sure. I think that as we do this assessment, we want to look at everything that we can. My point in the testimony is that every military is different than any other military, and as we make serious policy decisions, we have to make sure that we understand the force and that we're making those decisions for the force that will have that policy to deal with. So, that's my point.

Nathaniel Frank: So that for instance, if Britain's polls were found to be non-determinative of problems, that could be a variable, a data point that could be helpful to us?

Admiral Roughead: Well surely. We have looked at the experiences of the other militaries. And we'll continue to look at the experiences of the other militaries. We're talking about this military. And that's why it's so important to understand it.

And we've never done this. We've never assessed the force because it is not our practice to go within our military and poll our force to determine if they like the laws of the land or not. I mean, that gets you into very difficult regime, so now that...

Nathaniel Frank: But we will be doing that in this case?

Admiral Roughead: Yes. Now that the President has signaled his intent and that the Secretary of Defense has said that we'll go through an assessment process and my point is that we have to assess this force.
