Get Your Finances in Order. Given today’s stronger lending guidelines, it’s more important than ever to get your finances in order.  First, get a copy of your credit report, which usually includes your credit score. If your credit score is low (anything below 620), take the time to improve it. If you find errors on the report, take the time to correct them. This may put your home buying plans on hold (creditors typically look for a two-year history of consistent, on-time bill payment to establish good credit), but it could result in a better loan and more affordable rates.&lt;br /&gt;&lt;br /&gt;3. Establish a Budget. Before you start searching for your home, make sure you know how much home you can afford.  Lenders will evaluate all your debts and take into account your full financial situation when qualifying you for a mortgage. A key factor is how much income you bring in versus how much you will pay out each month. Here’s a good guideline to check where you are:&lt;br /&gt;&lt;br /&gt;Your housing expense (the mortgage payments on the house you are buying) should generally not exceed 28 to 33 percent of your total monthly gross income.&lt;br /&gt;&lt;br /&gt;All revolving debt (including car payments, credit cards payments, and your mortgage payment) should not exceed 36 to 40 percent of your total monthly gross income.&lt;br /&gt;&lt;br /&gt;It’s always helpful to create a monthly budget, itemizing all your recurring expenses, including estimated maintenance costs, taxes, utility bills, and condo or homeowners’ association dues. Then, test your budget. If you can pay all these debts and continue to add to savings, you may be ready to buy a home. If not, you may have to revise your plans.&lt;br /&gt;&lt;br /&gt;4. Start Saving. Having savings in reserve helps ensure you can afford the upfront costs of homeownership Upfront costs of homeownership include:&lt;br /&gt;&lt;br /&gt;Down Payment – Five to twenty percent of the purchase price. Keep in mind, a lower down payment means you’ll have to qualify for a higher loan amount and pay for mortgage insurance – adding to your monthly mortgage payment.&lt;br /&gt;&lt;br /&gt;Deposit – Two percent of the purchase price, typically. Sometimes called earnest money, a deposit shows the seller you’re serious about buying the home. If your offer is accepted, the deposit or earnest money will be applied towards the down payment. If your offer is rejected, the down payment will be returned to you.&lt;br /&gt;&lt;br /&gt;Closing Costs – Three to five percent of the purchase price, on average. These costs include all fees required to execute the sale, including attorney fees, title insurance, appraisals, and points.&lt;br /&gt;&lt;br /&gt;5. Get Pre-Approved. In today’s competitive market, home buyers should get pre-approved for a mortgage before they begin their house hunt. To be pre-approved for a loan, your lender will gather information about your job, assets, income, and debts and then determine how much financing you’re qualified to receive. If you are pre-approved, you will receive a pre-approval letter from the lender. When you’re ready to make an offer on a home, this pre-approval letter will tell the seller you’re a serious and qualified buyer. It will also give you an edge over competing buyers who are not pre-approved.&lt;br /&gt;&lt;br /&gt;Keep in mind, pre-qualification doesn’t mean you have an approved loan. Can I qualify for a good interest rate?&lt;br /&gt;A high credit score indicates strong creditworthiness, and that qualifies you for better interest rates on a mortgage. Maxing out on your credit lines and paying bills late will lower your credit score. The impact of a credit score on interest rates can be significant. For instance, a borrower with a score of 760 could pay nearly two percentage points less in interest on a mortgage than someone with a score of 620. Lower interest rates also mean lower monthly payments. If your credit score is low, you may want to delay buying a home until you can improve your score.&lt;br /&gt;&lt;br /&gt;4. How much will taxes, monthly maintenance, or other fees cost?&lt;br /&gt;Owning a home means you&#39;ll have to pay real estate taxes and other costs like insurance and maintenance. Now, some are beginning to see closings in as few as 10 weeks. That’s good news for sellers, the housing market and the U.S. economy.&lt;br /&gt;&lt;br /&gt;The improvement is a product of a few key developments creating momentum in the lending industry. First, banks are starting to adjust to the market and becoming more proactive in creating systems and solutions for homeowners in distress. Second, and arguably more important, the U.S. Treasury has enhanced the guidelines and incentives for banks that are committed to improving the loan modification and short sale processes.&lt;br /&gt;&lt;br /&gt;The Home Affordable Foreclosure Alternatives (HAFA) program, announced in November 2009 and fully implemented April 5, is the government’s answer to the problem. It’s a supplement to the February 2009 Home Affordable Modification Program (HAMP) that outlines a separate set of criteria for short sales or deeds-in-lieu to address the group of homeowners who are facing foreclosure because loan modification hasn’t worked out.&lt;br /&gt;&lt;br /&gt;HAMP was a well-intentioned, albeit slow, start to helping at-risk borrowers. Unfortunately, the guidelines for modifications leave out many distressed homeowners who are eligible but are not successful in supporting a new loan.&lt;br /&gt;&lt;br /&gt;HAFA provides that missing next step for homeowners who are not approved for modifications. Now, they can pursue a short sale in a more timely and orderly manner. Here are some of the ways the HAFA program is already improving the process (For more details on the program, you can visit realtor.org and search “HAFA”):&lt;br /&gt;&lt;br /&gt;-Standardizes paperwork and timelines&lt;br /&gt;-Requires lender response on an offer within 10 days&lt;br /&gt;-Allows for preapproval on pricing of a short sale&lt;br /&gt;-Eliminates deficiency judgments on first mortgages&lt;br /&gt;-Offers $3,000 in relocation assistance&lt;br /&gt;-Pays servicers $1,500 toward administrative costs&lt;br /&gt;&lt;br /&gt;Although there’s still a tremendous amount of work ahead, I’m confident that we’re making progress in the distressed property market.&lt;br /&gt;&lt;br /&gt;Representatives from Treasury and Bank of America addressed agents across the country during a live RE/MAX broadcast April 5, the day that the HAFA guidelines took effect. That follows gains of 7.1% in March and 8.3% in February. &lt;br /&gt;Pending home sales are at the highest level since last October when the index reached 112.4 and first-time buyers were rushing to beat the initial deadline for the tax credit. The data reflects contracts and not closings, which usually occur with a lag time of one or two months.&lt;br /&gt;&lt;br /&gt;Lawrence Yun, NAR chief economist, said this second round of surging sales from the tax credit extension looks as strong as the original tax credit. “There were concerns that only a small pool of buyers were left to take advantage of the tax credit extension. But evidently the tax stimulus, combined with improved consumer confidence and low mortgage interest rates, are contributing to surging sales,” he said. “The housing market has to get back on its own feet and now appears to be in a good position to return to sustainable levels even without government stimulus, provided the economy continues to add jobs.” NAR expects a net of 1 million additional jobs in the second half of this year and about 2 million in 2011.&lt;br /&gt;&lt;br /&gt;“The home buyer tax credit brought close to 1 million additional buyers into the market, which is now helping the trade-up market and has significantly improved the inventory situation. This stabilized home prices more quickly and has preserved about $900 billion in home equity; in turn, that is keeping additional households from going underwater and risking foreclosure,” Yun said.&lt;br /&gt;&lt;br /&gt;“A big concern surfacing recently is insufficient time to close the deal at the settlement table. Under normal circumstances, two months would be enough time from contract signing to settlement date,” Yun said. “However, the recent housing cycle has brought long delays related to the short sales approval process by banks, and from ongoing appraisal issues. And the first monthly progress report showed that 10 lenders had not changed a single mortgage.&lt;br /&gt;The report indicated that lenders such as Bank of America Corp. and Wells Fargo and Co. have lagged behind government expectations. Both banks received billions in federal bailout money.&lt;br /&gt;BofA modified just 4 percent of eligible loans, and Wells Fargo 6 percent. Wachovia Corp., which was taken over by Wells Fargo in December, modified only 2 percent.&lt;br /&gt;“We think they could have ramped up better, faster, more consistently and done a better job serving borrowers and bringing stabilization to the broader mortgage markets and economy,” said Michael Barr, the Treasury Department&#39;s assistant secretary for financial institutions. “We expect them to do more.”&lt;br /&gt;Wells Fargo says it plans to speed up its efforts, signing up most borrowers for the Obama plan with one phone call and sending customers a trial offer within two days.&lt;br /&gt;The report is “only part of the story” because the numbers do not reflect an additional 220,000 loans that Wells modified outside the Obama plan this year, a company executive said.&lt;br /&gt;BofA said it would improve its “processes for reaching those in need” and continue working with the Treasury Department to help homeowners who fall outside the program&#39;s eligibility requirements.&lt;br /&gt;Meanwhile, foreclosures continue to rise. About 1.5 million households received at least one foreclosure-related notice in the first half of this year, according to RealtyTrac Inc.&lt;br /&gt;“There are certainly more foreclosures going on in the country then there are modifications — by a long shot,” said Bruce Dorpalen, director of housing counseling at Acorn Housing, a nonprofit housing group. He said his group has intervened to prevent about 500 foreclosure sales in cases where borrowers wanted to be considered for the Obama plan.&lt;br /&gt;There are 38 companies participating in the government program, and some noticeable holdouts that control 15 percent of outstanding mortgages.&lt;br /&gt;HomEq Servicing, owned by Barclays PLC, and Litton Loan Servicing, owned by Goldman Sachs, have yet to join. Spokesmen for both companies said they plan to do so soon.&lt;br /&gt;So far, banks have extended only 400,000 offers among 2.7 million eligible borrowers who are more than two months behind on their payments. More than 235,000 of those borrowers have enrolled in three-month trials.&lt;br /&gt;But the government is partly to blame for the languid start. The administration rolled out the guidelines gradually this year. That&#39;s nearly a 32 percent increase in home sales in a valley that strongly depends on real estate to fuel its economy.&lt;br /&gt;In September, the 865 home sales closing escrow posted a 65 percent year-over-year hike, the strongest since January 1988.&lt;br /&gt;“The rise in sales indicates that buyers continue to take advantage of bargains in the marketplace, as the inventory continues to trend upwards, and as more properties with troubled loans contribute to the number of properties for sale,&#39;&#39; said Greg Berkemer, executive vice president of the California Desert Association of Realtors.&lt;br /&gt;Fifty-one percent of the homes that closed escrow in October across Southern California had been foreclosed on at some point over the year, according to DataQuick, which has provided The Desert Sun local housing data that dates back to 1988.&lt;br /&gt;DataQuick spokesman Andrew LePage said the percent of all resales — existing homes and condos — in Riverside County that have been foreclosed on in the prior 12 months was even higher.&lt;br /&gt;It stands at 67.7 percent, he said, explaining the “foreclosure problem is more severe in Riverside County.&#39;&#39;&lt;br /&gt;The percentage for the Coachella Valley was not reported, but local real estate experts note the percentage of foreclosed property in the Multiple Listing Service is in the range of 30 percent to 40 percent.&lt;br /&gt;“We&#39;ve had a huge jump in sales over the last two months, but we&#39;re seeing a market where foreclosures and short sales are bolstering the numbers,&#39;&#39; This represents about one-third of all the mortgages that Citigroup owns, the bank said.&lt;br /&gt;Citi plans to devote a team of 600 salespeople to assist the targeted borrowers by adjusting their rates, reducing principal, or increasing the term of the loan, steps known in the mortgage industry as a workout.&lt;br /&gt;Of the four biggest U.S. banks -- Citigroup, JPMorgan Chase &amp;amp; Co., Bank of America Corp. and Wells Fargo &amp;amp; Co. -- Citi has been on the shakiest footing as a result of the mortgage crisis, reporting losses in the past four consecutive quarters while its rivals have managed to post profits. The steps announced Monday are designed to stem those losses.&lt;br /&gt;&quot;Typically the lender loses the most money when a house goes into foreclosure,&quot; said Barry Zigas, director of housing policy at the Consumer Federation of America. &quot;(The lender) takes some kind of loss that&#39;s usually much greater than what they sacrificed through some kind of workout.&quot;&lt;br /&gt;Sanjiv Das, chief executive of CitiMortgage, said, &quot;It is in our interest that borrowers stay in their homes and actually make the payments.&quot;&lt;br /&gt;Citi is targeting homeowners in geographic areas with higher-than-average unemployment and foreclosure rates, primarily in Arizona, California, Florida, Michigan, Ohio and Indiana, Das said. The program is expected to affect about $20 billion in mortgages.&lt;br /&gt;&quot;As the unemployment rate is starting to creep up on us, there is going to be increasing distress in the marketplace,&quot; Das said in an interview with The Associated Press. &quot;It&#39;s not going to distinguish between what type of mortgage they have.&quot;&lt;br /&gt;&quot;There is a huge amount of anxiety among borrowers,&quot; he said. &quot;We will reach out to them before they become delinquent.&quot;&lt;br /&gt;Since early last year, Citigroup has helped about 370,000 families avoid foreclosure, representing more than $35 billion in loans, the bank said.&lt;br /&gt;Citi has avoided negative amortization loans, option adjustable-rate mortgages, and other types of risky mortgages, defaults on which have skyrocketed since the start of the housing bust in the middle of last year. Still, the bank has nonetheless been hurt by the relentless downturn in housing that fed the mortgage and credit crisis, and in turn, the near-breakdown of the financial system.&lt;br /&gt;With defaults mounting, other lenders, including JPMorgan and Bank of America, have also become more aggressive about modifications to mortgage agreements.&lt;br /&gt;But a moratorium only solves so much, according to Zigas. &quot;A moratorium on foreclosure will be effective at stopping foreclosure, it won&#39;t be effective at stopping the underlying reasons of why people are in trouble,&quot; he said.&lt;br /&gt;By taking a proactive approach, Citigroup isn&#39;t waiting until it&#39;s too late to deal with delinquent borrowers, said Steve Curnutte, president of InsBank Mortgage in Nashville, Tenn. However, the problem is growing faster than most banks can handle, he said.&lt;br /&gt;&quot;It&#39;s nearly an insurmountable undertaking,&quot; said Curnutte. &quot;The number of bad loans that they can modify using their resources is being quickly outstripped by the number of new loans that need to be modified.&quot;&lt;br /&gt;More than 4 million American homeowners with a mortgage were at least one payment behind on their loans at the end of June, and 500,000 had started the foreclosure process, according to the most recent data from the Mortgage Bankers Association.&lt;br /&gt;Late last month, JPMorgan expanded its workout program to an estimated $70 billion in loans, which could aid as many as 400,000 customers. The market shift is “deeper and more difficult than anyone had anticipated.”&lt;br /&gt;The rise in sales indicates buyers continue to make the best of the desert&#39;s ever lowering median prices, which hit $230,000 in September. That&#39;s down 37.8 percent from September 2007 and down 8 percent since August.&lt;br /&gt;The last time the valley saw this large of a year-over-year boost was with the 589 sales in January 1989, up 76.9 percent from January 1988. Back then, the median price was $127,000, which also was up from the previous year.&lt;br /&gt;Monday&#39;s DataQuick report also shows:&lt;br /&gt;The resale single-family home market is largely responsible for September&#39;s sales jump. The 590 resales valley wide is up 151.1 percent compared to September 2007.&lt;br /&gt;Officials have noted that the bulk of homes sold in Riverside County are distressed properties such as foreclosures. Many of those are resale, entry-level homes priced under $500,000.&lt;br /&gt;New construction is not faring as well as the resale market. The 148 new homes sold in September is down 17.3 percent from the year before.&lt;br /&gt;The median price per square foot is at $125, down 41.1 percent from September 2007.&lt;br /&gt;The most expensive Coachella Valley home sold in September was a $2.49 million single-family resale in La Quinta.&lt;br /&gt;While experts say lending restrictions remain tight for higher-end properties, an increasing number of local buyers are turning to the FHA loans to finance entry-level homes and discounted foreclosed homes. They&#39;ve become increasingly popular as home prices decline and limits for the federally insured loans rise.&lt;br /&gt;A year ago, such loans weren&#39;t on the radar at Franklin Loan Center in Palm Desert. By comparison, the January sales rate and inventory yielded 20.2 months of unsold inventory while the August sales and inventory stands at 12.7 months of unsold inventory. Berkemer said desert buyers continue to take advantage of lower prices and reasonable interest rates, such that for July single family homes sold were on the market for a median of 97 days. “So when is the best time to buy? The answer hasn&#39;t changed. It&#39;s five years ago. True, five years ago. It&#39;s true today and will probably be true five years from now. The sales pace would seem to indicate that serious buyers agree,” he said. The median price of an existing desert area home in July was $239,360, down 36.7 percent from $378,310 in July 2007. According to the Desert Area Multiple Listing Service, the real estate industry standard for existing and some new home sales throughout the Coachella Valley, the typical median priced home for sale now is a three-bedroom, two-bath, 1,760 square-feet listed at $314,945 and has been on the market for 97 days. Throughout California, existing home sales rose 43.4 percent in July compared to July 2007 although the median price fell 40.3 percent to $350,760, according to the California Association of REALTORS, the statewide organization.
