The following article, which appeared in the Manila Times on December 15, 1906 may explain their scarcity.
That Silver pesos coin amounting to 2 million are being shipped to the United States that day for recoinage. The Manila Times reports that this is the first consignment to be sent abroad.  The coins, packed securely in wooden boxes, was taken from the Insular Treasury to the Transport Logan under heavy guard. After the silver pesos are recoinage, they will be brought back to the Islands on the next trip of the Logan.
Today, we warn the collectors that great numbers of counterfeit 1906-s peso coin have been offered for sale at the market.
This is my some Tips to know the Genuine.
1) The Genuine 1906-s have the straight serif  "1" . Beware of a shaven curved serif 1.
9) Check the number "9". The genuine pieces have a larger and rounder knob.
o) The number "0" which the upper inner loop to the right of the 0 is straight rather than oval.
6) Check the number "6" which the knob should be slightly in a teardrop shape rather than round.
