New Jersey Senator Robert Menendez has introduced S.3616 the Internet Skill Game Licensing and Control Act. The bill, according to its text, “provides for the licensing of Internet skill game facilities.” The bill, which provides for a full regulatory framework for skill games, is an important piece of legislation and the first introduced in the Senate.

The largest poker tournament in history wrapped up on Saturday, July 16, 2005 after nine days of nerve-racking play. The total prize pool in this year's World Series of Poker in Las Vegas was $52 million, a poker world record, collected from a field of 5,619 players. Aaron Kanter Rides $55 WSOP Step Tournament on PartyPoker.com to $2 Million 4th Place finish in WSOPThe 27-year-old from Elk Grove, CA, known as "AK," is a former bank loan officer who was playing in his very first WSOP. Kanter holds a bachelor’s degree in liberal studies from Chico State and was born in California’s central valley. He knocked out last year’s champion Greg Raymer during the tournament. Kanter, now a professional player, began playing poker in high school for dimes and quarters. He's been playing regularly on PartyPoker.com for the past two years. Going into the final day, Kanter was the chip leader with $10,700,000 but was knocked out at 4:00 a.m. when his Ace-9-9, was topped by "Tex" Barch's three jacks on the river.
Kanter, still overwhelmed by the experience, said: "It felt unreal walking into a room with 200 tables and thousands of players, then working my way down to 20, then 10, two and finally, the final table." Kanter, who plans to use his prize money to secure his future with property and investments, will be one of the featured players joining the PartyPoker.com Million V in March 2006.

To qualify, Black entered a $300 + $28 satellite. became the first person at this year's World Series of Poker (www.worldseriesofpoker.com) to win
two championships this year, placing him second in the money and first in the
running for the WSOP's "Player of the Year" award. He is also currently ranked
10th in the World according to CardPlayer (www.cardplayer.com).

He won his first gold and diamond WSOP bracelet in the $1,500 Limit Hold'em
Shootout Friday June 17 for $181,330 and collected his second bracelet last
Friday in the $1,500 NL Hold'em event where he bested 2,013 players, the third
largest field in WSOP history. Seif's victory, which included beating defending
world champion Greg "Fossilman" Raymer, netted him $611,145. Earlier in the
month he placed 53rd in the $1,500 No Limit Hold'em winning $7,475 bringing his
2005 WSOP winnings to date to $799,950.

Seif said, "This has been one of the most thrilling experiences of my life --
it's really just starting to sink in that I've done so well. For the last five
years, I've been trying to win a bracelet at the WSOP so this is a significant
accomplishment for me. It's also a big deal for my mom who maybe will start
saying I'm a pro poker player instead of a lawyer. When I told her I'd won the
first event, she reminded me that my sister Christina just graduated from
college and was off to Harvard Law School. I guess you could say it was all
around a great week for the Seifs!"

Seif, who graduated in the top 10 percent of his class at Loyola Law School
and became an expert trial lawyer in sexual harassment law for national Newport
Beach firm Fisher & Phillips, switched to playing poker professionally in
May 2001. "I had been playing high-stakes poker in public card rooms for many
years when I won more than a half a million in cash games at the 2001 WSOP. That
pretty much made my decision for me."

According to Gian Perroni, AbsolutePoker's poker room manager, "Mark's
back-to-back wins place him in an elite crowd. While the records are being
verified, this may be all-time first in WSOP history and certainly no one has
won back-to-back titles in fields this large. If he wins again, he'll become the
third person in history to win three bracelets in one year. Mark is one of the

has not only fulfilled that dream, but he did it twice. He now joins an elite
group of poker players who have won twice. It is an honor well deserved."

CardPlayer Magazine posted the game's progress and the following is the
play-by-play from the log for final and winning hand number 184:

"Nguyen has the button, he limps, Seif raises to $100,000, Nguyen raises to
$600,000, Seif pushes all in, and Nguyen calls. Nguyen shows Ad-10d, but Seif
has pocket kings (Kc-Kd). Nguyen is the shorter stack, facing possible
elimination on this hand. The flop comes Kh-7h-4c, and Seif has flopped a set of
kings. The only way Nguyen will survive is if he catches a jack and a queen on
the last two cards for a straight. The turn card is the 9c, and Nguyen is
drawing dead. Minh Nguyen is eliminated in second place, earning $329,975.

"Mark Seif wins Event #22 ($1,500 No-Limit Hold'em), earning $611,145 and his
second World Series of Poker bracelet this week."

The prize pool distribution for Re-buy and add-on tournaments will not be calculated until after both the Re-buy and add-on period has ended. Only the total prize pool figure will be displayed till the add-on period is over. If add-on is not offered then the prize pool distribution takes place after the re-buy period is over.
You can request a re-buy by clicking on the Re-buy button on the game screen.
If you loose all your chips you will be given the re-buy screen option if you are eligible for a re-buy. You will need to choose whether you want to re-buy or not within 30 seconds. If you do not re-buy you will be eliminated from the tournament.
The number of re-buys allowed for a tournament can vary from zero to unlimited. The number of add-ons also can vary from zero to unlimited on a tournament. The number of re-buys and add-ons allowed in a tournament will be displayed in the tournament lobby under tournament description box.
When a tournament starts, you will be able to see stack details, as well as the following information:
- Cost of re-buy and number of chips per re-buy
- Cost of add-on and number of chips per add-on

Exception in Re-buy and Add-on tournaments:

If a player is eliminated from the tournament at a rank that has prize associated with it even though the prize pool is not published then the re-buy / re-buy and add-on period will be closed. The prize pool will be published and the eliminated player will be paid his prize money.

Crash Settlement policy impact.

With each re-buy and add-on the total chips in the tournament will increase. The total chips in re-buy tournaments will be equal to sum of all players 'player's starting chips (including extra starting chips, if any)' + sum of chips given to all players thru Re-buy request + sum of chips given to all players thru add-on request. The total chips in the tournament will keep on incrementing as and when players make a re-buy request and the final number will calculated only when the add-on period is over. If a tournament crashes during the add-on period, the exact count of total chips in the tournament at the time of crash including the chips added into the tournament due to re-buy and add-on request. Party Poker will use this count of total chips to distribute the balance prize money.
