ECONOMIC FORECAST

PCC recently completed a survey of our customers and industry members. Unlike 2008-2009, people are not pulling their trucks off the road to reduce capacity. Many arborists have all the work they can handle. But, that is spotty. Other arborists tell us that they only have 2-3 days of work per week. Electrical utilities and electrical co-operatives seem to be normally busy. But, in general, people are wary of the near-term economy. The recovery is indeed delicate. Media hype of fiscal cliffs, regulatory cliffs, environmental cliffs, etc. weigh on folks.

PCC also surveyed the raw material suppliers. In August, benzene, which drives styrene, which drives polyester resins, was at an all-time high. Hurricane Isaac did not wreak more havoc, so some of the supply held steady and demand cooled a bit. The prices of resin held reasonably steady, maybe wafting downward slightly. The prices remained a bit higher than expected because of increases in ethylene prices, which also contributes to styrene.

But, natural gas is beginning to have more influence. Reports are out that Shell and one other major petrochemical firm will be setting up plants in Western Pennsylvania to make use of the natural gas coming from the shale. This should increase supply in a few years. Ironically, it may decrease DCPD (dicyclopentadiene) supply because less DCPD is recovered from natural gas cracking than petroleum cracking.

In summary, the economy and the fiberglass resins seem to be fairly stable, albeit delicate, for the next quarter, barring any black swans.

UTILITIES REDUCING COSTS

The stereotype shouts the utility companies "waste" money being certain that equipment is replaced on schedule, top-of-the-line, and over-rugged. The story goes that they have an incentive to use money to support their rate base. PCC has seen examples to the contrary. In fact, we have seen three effective cost saving moves at utilities. And, there's a fourth to be readily had!

The first is a policy shift that holds line workers more accountable for damage to their equipment. The policy has had noticeable effect in decreasing aerial lift repairs and replacements. Platforms need repair less often.

The second is another policy shift, deferring replacement for 1-2 more years. Used vehicles are still pretty good, but the replacement parts can be expensive from the OEM Service Parts Organization.

The third is a final polcy shift: abandoning the "buy OEM only" standard. Today, more big utilities investigate aftermarket parts, such as from PCC. Savings can be 25-50% OEM SPO parts, and often they're better. Certain OEM parts have been cut to the bone, thinned to save cost, and sourced overseas.

Another savings can be had. When leased trucks are returned, there is often a horrendous charge for "damaged" parts. Some have told PCC of charges up to $5000/truck to "replace" "damaged" guards, platforms, covers, and even liners. A plan that some leasees are now using: buy a kit of parts from PCC at quite a discount, put the OEM parts in a box on the shelf, and put them back on when the truck is returned from lease. GOOD, BETTER, BEST

I have worked the automotive industry for nearly 30 years, mostly in sales. The advent of severe competition from the foreign car makers hastened a transition to supply chains featuring a handful of tier one suppliers. In retrospect, I ask myself, what did we lose by that?

Working with my patent clients reinforces one of my answers. We lose the best value proposition in favor of the lowest price. I had it again last week with my own sales account, but this time into the aerial lift/heavy equipment industry. About two years ago, the number two firm moved a particular product line to a tier one manager from buying direct. We recently received a rebid of the line. The purchasing agent came back with a competitive quote from a responsible competitor. To match it, we had to shift from a superior plastic to a general purpose grade to save a couple of dollars per unit. The difference was that the service life, as reported by our customers, drops almost in half. Despite educating this buyer on the mammoth difference in life-cycle cost between the units, the buyers' focus remained the 4-6% difference in price. He had no interest in upselling to the OEM. Ironically, the OEM did not even have a specification on length of service of the part.

Having lost that battle, PCC will be trying to reduce OEM costs by rationalizing the OEM's product lines. There are two products that have very similar dimensional and equal performance properties. The parts are very difficult to tell apart. PCC wants to put forth a plan to create one product to service both lines. We'll see if we can move Mr. Tier One to break the status quo.

ROADMAP AND BREAKING OUT

PCC was purchased over four years ago by investors intending to reverse an unsustainable business plan of the former owner. The roadmap called for learning the business with ISO9000 process management and then leaning it out guided by value stream maps informed by the ISO9000 process maps. It worked. The roadmap further included developing intellectual property. The formula also includes hard work.

In the next few weeks, the next new product on the roadmap begins rolling off the production line. Coupled with new liner products, folks ought to be thrilled. We're trying for satisfied customers who want a better product.

CUSTOMER SERVICE

Warren had a pleasant experience today: a new customer sent him a thank you e-mail for taking the time to explain the difference between one style of aerial lift guard and another. Warren is a wealth of knowledge, some say better than the OEM customer service answerers.

The day before, one of our Canadian customers was thrilled to bring four bucket truck booms in for testing and repair. After we were done, he was surprised at how fast it went and the relative smallness of the invoice. He thundered off to Thunder Bay promising to return with booms from the other big OEM manufacturer.

Tomorrow, one of our former supervisors will make an on-site repair in Dallas. The contractor called our customer on Thursday, saying a vault leaks; oh, and the unit is going to be encased in cement on Monday. Based on the design, PCC does not believe that the vault leaks because of a manufacturer's defect. But, Garmel will be there on Saturday to inspect and repair, as needed. Carl, our customer, is thrilled that we could use our network of friends to organize a competent long-distance 'repair' in such a short time.

Last month, we revamped parts of the website to aid customers finding the parts they need by the common names they use: XT55, Altec LRV, and then cross-reference them to other parts that work with those parts. PCC is trying to make it easy to order.

PCC calls it old-fashioned customer service. It is great when someone notices and says thank you. It is just as great when they keep coming back with more orders...and then tell their friends. TRUCKIN' AND SMALL BUSINESS

Many small businesses rely on LTL shipments (i.e. less-than-truckload). PCC is reporting a disturbing trend. Right now, PCC is told, 70% of all LTL bills-of-lading have notations of damage to the shipped goods. The damage may be tolerable, and no claim is filed. But, a modest amount of the freight is damaged significantly. This horrendous quality statistic appears to be the fall out of the "good times." Before the recession there was plenty of LTL shipping business; nearly everyone enjoyed full trucks. As the recession bit hard, discounts were increased to chase declining business. Trucking is a commodity. Nobody wanted to rationalize their business first, i.e. take trucks off the road.

In 2012, they still don't. Many LTL trucks are running with 50% to 70% load factors. Those trucks you see on the highway, many are half-empty. On many of the smaller terminal-to-terminal runs, the trucking companies have too much freight for one run and too little for two. Their solution, unband palleted freight, shove as much as possible into the one truck, and hope there is not too much damage. Obviously, the trucking companies' prayer beads haven't worked. Shipping claims and insurance? Little chance of success there: the "packaging was insufficient."

Compounding this damage statistic is an increase in "assessorial charges." These charges include "re-weighs," delivery charges if needing to repeat a delivery, residential delivery charges, using over X% of a pick-up truck on a given day, in short, anything to claw back the deep discounts that sales gave away.

PCC is select against carriers who are not treating freight improperly or who consistently apply assessorial charges. Already, we have fired Old Dominion, Vitran, and Saia. PCC is looking for a new carrier to the SE US to replace Estes, and replacing UPS Freight, who has damaged several items this month, is a distinct possibility.

The front line of quality and value has another new front in the war: shipping. Care in handling as well as accurate freight billing quotes are the new defining criteria. Post your war stories or your recommendations of great LTL carriers.

PCC's SWEET SPOT: BLENDING QUALITY AND INNOVATION

As innovation increases in importance, professional, be they quality, design, or management, need to make the transition from their operational roles to include innovation management.

Even the best innovations don't last forever. Witness the electric light bulb. For over 100 years, innovations in which new information and historical knowledge were built into products and processes delivering new value to end user. One of Clayton Christensen's change agents: government regulation, is killing this bulb. But, it was already being superceded by other technologies. For example, PCC's ambulance customers had switched to LED lights, dramtically decreasing the amperage draw on the electrical system. This regulatory act, ill-conceived at best, just forced the technology. But, many of the superceding technologies are made outside the US. How can management professionals assist in keeping the manufacturing profitable at home?

Manage the success factors in innovation: leadership commitment, process creation of an iterative approach to innovation, sufficient resource allocation, and organizational expertise to manage the innovation through to market. I'd love to say PCC (Plastic Composites Co.) has those in spades, but sadly, it is not wholly true. The R&D and Engineering veterans of 25 years are training additional members of the staff in what it takes. What does it take?

PCC works on managing the overlap between the quality culture and the innovation culture. Quality professionals are evolving to include risk management and improvement activities. Risk management assesses the various failure modes in various fields: customer data, QFD inputs, technology changes, capability changes, and legal/regulatory changes: bottom-up (FMEA) and top-down (FTA). Improvement goes on through value-stream mapping, lean six sigma, iTRIZ, and the like. PCC's professionals must cover a number of bases. But, formal training classes are out of the question. We have neither the free cash flow to support them nor the available time away. Solution: 5-15 minutes training sessions supporting a single-piece-flow-of-learning. And, we codify it in a simple wiki, a training aid in ISO9000 terms.

PCC is breaking into some "blue ocean" microniches. Having these tools widely spread and simple to reach is going to allow PCC to be more agile not only in the new innovations, but in improving the replacement and used part markets for aerial lift trucks like Altec (which has reduced support for older models), Terex Hi-Ranger, Versalift and ETI. PCC plans to put some of them on the website (BucketTruckParts com) to help the hard-working aerial platform workers in the field.

QUALITY, RELIABILITY IN AERIAL LIFT BUSINESS

In earth science, the question posed was always, "Which causes more erosion, the daily rain which happens more frequently, or the great gully washers that occur once-a-summer?" The answer turns out to be the gully washer. But, the more frequent rains, combined with the freeze-thaw, set the stage. So it is with operational excellence. Daily improvements prepare the way for the industry-overturning events.

At PCC, we always say we have more great opportunities than time or money allow us to execute. We settle for 2+ new customers per day, $5,000/month improvements in labor utilization as measured by sales per direct labor hour, reduced shipping damage, fewer "wrong" configurations, and even fewer accounting entry errors. But, these incremental improvements lead to some significant changes. PCC currently has two new bucket technologies coming forward. The buckets will be smoother, stronger, and easier to make. The buckets will be the equivalent of PCC's high-quality hand-laid-up (HLU) buckets, which already make the OEM's resin transfer molding (RTM) buckets look weaker by comparison.

By comparison, Altec has now spent at least three years in R&D trying to remedy the lower durability of its guards; the very reason PCC guards are selected by a number of arborists, utility workers, and telecom line workers. Altec introduced some guards made with a relatively flexible dicyclopentadiene (DCPD) resin; except that DCPD is vulnurable to sunlight aging and cracking in cold weather. Now, they're working on polyurea/polyurethane guards. The resin is very durable, but will raise the price significantly. It does not seem that they're listening to the customer: better durability, better price. Welcome to why PCC can stay in the market: providing value to the hard working people who use lift trucks.

AERIAL LIFT INDUSTRY CLOCKSPEED

Clockspeed is touted as a method to continually gain advantage in a world of temporary advantage. PCC (Plastic Composites) management used the concepts of clockspeed when we were at Therma-Tru. The TT technology dominated the fiberglass door industry for more than a decade. Now, we using it at PCC. Look at the aerial tower industry. Altec outsources its buckets and fiberglass products to A-1 Fiberglass products. Terex uses Motion Industries and Dakota Fiberglass to get its fiberglass products. The OEM engineers don't have the hands on the customers' needs. Purchasing people are always looking to reduce costs, customers not withstanding. And, it slows the clockspeed.

PCC has a different approach, take waste out of the system: focus on the seven, eight, even nine types of waste. Develop products and processes to make them work for our hard-working customers. And, make get them to market fast, with great durability, and quality you can feel. As an example, try our Long Life Liners, customers say they twice as durable. CONTINUOUS IMPROVEMENT

At PCC, we are convinced that hard work, intellectual property, and quality, including continuous improvement, result in the best products for our hard-working customers. Here's an example. Dave Redding, our lead engineer, began fixing the bucket-mounted chain saw scabbards. The first problem was that the existing process that we inherited used a potentially dangerous table saw. Dave was determined to get that out of the plant. He used design for manufacturing and assembly (DFMA) to assess ways to reduce the number of parts. He looked at our product, Altec's, Buckingham's, and Jameson's. Very quickly he reduced the designs from over 60 parts to six ...and got rid of the saw. The trick was in the abrasion-resistant liner. He worked with our plant engineer, Matt Plummer, to devise a unique way of producing the liner that always applied pressure to the walls of the scabbard forming an interference fit. He then developed the fiberglass casing with two of our 20+ year composites industry veterans, Larry Cherry and Arturo Lopez.

And being a good engineer, Dave then applied the techniques learned there to PCC's boom-mounted pole saw scabbard. Dave studied the needs and the industry's failure modes, such as the need for a wider spacing between the pole holder and the boom in order to fit a gloved hand. Out rolled the new PCC boom-mounted pole saw scabbard...and another patent application.

CONGRATULATIONS UTILITY SYSTEM SPECIALISTS

PCC's customer, Utility System Specialists (USS), recently earned another significant international order for Mexico! These will be among the largest jet fuel utility pits, high point, low point, and vaults that PCC has ever produced. With PCC's expanded high bay manufacturing area and it portable gantry crane, PCC can now produce these larger USS products, replacing the expensive steel systems. This order also marks a turning point relative to the company who used to own the niche, Dabico, a small division of Cavotec. We congratulate USS and Carl Monroe on their perserverance to bring improved quality products and customer service to this market.

PCC was able to create its high bay manufacturing space by using lean six sigma (LSS) techniques to reduce the manufacturing footprint to 39% of the original space needs, while nearly doubling the aerial tower sales. This is a tribute to our industrial engineering group lead by Dave Redding and Matt Plummer as well as the cooperation of our associates as we transitioned to increased use of cellular manufacturing.

PCC and USS have begun collaborating on developing a new product line for two new customers in a market outside of utility and telecom services. We look to grow this business after prototypes have been vetted in the field. These innovations follow PCC's core values of quality, innovation, and hard work.

While not new customers, we had not served them in two years. Reportedly, they were under a policy to "buy OEM." Someone recently looked at the price difference (OEM can up to 30-40% higher) and the better quality of buckets and "fiberglass-tough" guards coming from PCC and started ordering. Welcome back. A STRATEGY: IS ALTEC TRYING TO CAPTURE TOO MUCH

Altec is known for rolling up lesser members of the aerial tower industry: Aerial Lift of Connecticut, Lift-All, Morse Manufacturing...Resisting this trend with our friends at Hy-Tec to service the Lift-All market earned PCC a blacklist position at Altec Purchasing.

Coming out of the Utility Fleet Maintenance Association of the Coastal Electric Power Association meeting today, it seems Altec has set its sights on its dealer network. Since January, Altec has deployed more service trucks to the field, effectively cutting out the dealer network for repairs. Then, to twist the knife, PCC is being told that Altec is cutting discounts to almost everyone.

We don't see such aggressive behavior with Terex or Versalift.

Attendees flocked to Brian at this invitation-only UFMA meeting as he laid out the product lines featuring high-quality, more durable buckets, fiberglass boom guards, and of course, the new Long Life Liners. Maybe there is a place for great replacement parts and accessories in the aftermarket as a check on the aggresive behavior of the leaders; avoiding the tyrrany of the "majority" (i.e. the big dog).

AN ALTERNATIVE SOURCE FOR AERIAL TOWERS

A customer with whom we had done very little business over the last two years called today. It was not the same contact, but his son. He told us that since he re-entered the business, he had ordered a policy change: shop around. Before, the instructions for replacement parts was simply, "Get the Original Equipment Manufacturer's replacement parts." Whether it was Altec, Lift-All, Hi-Ranger, Terex, Versalift, Time Manufacturing, he had suddenly found the prices had soared; the value was no longer there. He said he came back to PCC because the parts were solid fiberglass, not thin plastic parts...and they had a more value...longer service life and lower price.

Monday, the Utility Fleet Maintenance Association of the Coastal Electric Power Association associated with Touchstone Energy will get their first look at PCC's (Plastic Composites) value-and-quality replacement parts for the aerial tower and telecom industries. Brian will be presenting in the opening slot of the meeting and sharing the stage with the OEMs: Altec (incl. Lift-All, Teco, Aerial Lift of Connecticut), Terex (Hi-Ranger, Telelect), and Versalift as well as Ford, International Trucks, Utility Leasing, Hydrotech, and Southern Tire.

ADVANCED FIBERGLASS COMPOSITE STRUCTURE

PCC designed the structure after looking at finite element analysis (FEA) assessment of various configurations.
