The offer for peace talks by the President of India is nothing but a ploy to divert the people from the reality of OGH Phase -2!

On June 24, the President Pratibha Patil who came on a visit to Chhattisgarh capital Raipur proposed that Maoists should shun violence and come forward for talks and that they should join the mainstream and work for the development of Adivasis. This proposal came exactly at a time when thousand Indian Army soldiers had entered Bastar to participate in the Operation Green Hunt (OGH) against the poorest people of India. In the backdrop of the signing of MoUs worth billions of rupees worth to loot the natural resources of our mineral-rich country after many rounds of talks, the President is talking about `peace talks'. She is proposing these `talks' when already 750 sq kms of forest land where dozens of villages and thousands of Mariya Adivasi community reside have been handed over to the Army without any `talks' whatsoever.

Pratibha Patil, incidentally the first woman President of India, is advising us to shun violence even before the wounds of women of Tadimetla, Morpalli, Pulanpadu and Timmapur villages at the southern tip of Chhattisgarh have healed after the brutal atrocities and violence of the government forces perpetrated on them. She is advising us to abjure violence when state violence is a daily occurrence in Dandakaranya, Bihar-Jharkhand, Odisha, Maharashtra and many other areas, particularly the Maoist movement areas or Adivasi areas. In fact, state violence expresses itself in many forms. It is carried on in various methods at various times. For example, today it hiked the price of kerosene by two rupees, diesel by three rupees and cooking gas by 50 rupees. This is one form of violence which makes the lives of people even more unbearable. But the President doesn't have any issue with such kinds of `violence'.

The first citizen of India is even asking us to `join the mainstream'. The `heroes' of the `mainstream' which she is referring to, i.e., the scamster and gangster corrupt ministers, political leaders, corporate sharks, and their comprador lackeys are facing the hatred of the people from Dilli to gully. The workers, peasants, Adivasis, Dalits, minorities and women face nothing but injustice, atrocities and insults in this so-called `mainstream' of hers.

Our party's spokesperson and Politburo member Comrade Azad was killed in a fake encounter after he declared our stand to this kind of a proposal for talks by this very government and Pratibha Patil is inviting us for talks in this backdrop. Incidentally this invitation is being extended exactly one week before his first death anniversary. Exactly one year back Chidambaram and his killer intelligence-police dogs must have been giving final touches to the conspiracy to kill him. The state headed by this President responded by killing him when he clearly placed before the people of this country and the world our party's stand about talks. Later too many veteran Maoist leaders were arrested and put in jails and this is a continuous process. Even Maoist leaders as old as 60 or 70 years are also put in jails and tortured apart from not providing them minimum medical treatment. False cases are foisted on them in dozens of states and the state is conspiring to keep them in jails lifelong.

Our earnest appeal to the people of our country !

Demand the President that the `War on People' by the Indian State – OGH be stopped immediately, that Army training in Bastar be stopped and that Army and paramilitary forces be withdrawn from all the Maoist movement areas before the government proposes for any `Peace Talks'. If the government is ready to implement this, then the counter-violence of people done in self-defence would stop from the very next day!

Demand the President that all MoUs signed between the governments and the MNCs be scrapped before the government talks about `development', that all projects which grab the lands of the people be immediately stopped and that the government should accept that people have the right to decide what kind of a development they want before the government talks of `development'!

Demand the President that all the scamsters and corrupt politicians should be arrested and punished, that all the black money stashed away in foreign banks must be brought back to the country and that all ministers and political leaders be stripped of their posts and publicly punished before the government invites the Maoists to join the `mainstream'!

Condemn Gruesome Mumbai Bomb Blasts!

Demand for an impartial and independent probe into
all the incidents of bomb blasts including Mecca Masjid, Malegaon and Samjhauta Express blasts!

Communist Party of India (Maoist) severely condemns the bomb blasts took place in Mumbai on July 13, 2011. These incidents of serial blasts are inhuman in which at least 20 innocent people have lost their lives and nearly 80 people were injured. Our Party also strongly condemns the devious and baseless allegations of exploitative ruling classes and their police/intelligence agencies who are trying to blame our Party without any clue of who might be responsible for these bomb blasts and even before the investigation is started. The oppressed people of India know very well that our Party which is fighting for the emancipation of people would never commit such attacks aimed at innocent people putting their lives at peril. Murderous ruling classes and their corporate media are deliberately blaming us so as to depict our Party as a terrorist organization and our just people¡¯s movement as terrorist one, and thus to justify their brutal suppression campaign and the Army deployment in the second phase of ongoing Operation Green Hunt ¡ª the War On People.

If we retrospect into the earlier incidents of bomb blasts took place till this day in our country, we would never know the real culprits hidden behind those who are being shown as offenders. It¡¯s become a norm now that whenever such incidents of bomb blasts take place, the pro-Hindu fundamentalist Indian state, its intelligence/investigative wings and the corporate media immediately claim that Muslims and so-called Islamic terrorist organizations are responsible. In fact, as part of a conspiracy and collusion of the Indian state which always try to blame Muslim society for every attack of this kind and the top leaders of the ruling class parties like Congress and BJP, the IB itself created an illusionary organization named Indian Mujahiddin which is being held responsible for every incident of bomb blast by the authorities. Corporate media barons and bankrupt intellectuals servile to the ruling classes are branding all those who ask for proof of these allegations and who demand for comprehensive and impartial probe as outright traitors and attacking them belligerently, irrationally and frantically. Thus people are being kept at bay from knowing the truth. In our so-called biggest democracy on the earth, the big joke is not asking for incisive probe has become the touchstone for patriotism and the person who asks for any probe is branded as traitor!

In earlier instances of bomb blasts in Mecca Masjid, Malegaon, Samjhauta Express etc. hundreds of innocent Muslims, particularly the youths were arrested, tortured inhumanly and sent to jails. Many were killed in fake encounters. Even after the obvious evidences came forth that the Hindu fanatics belonging to the right-wing RSS gang were responsible for those ghastly incidents, no justice was done to the Muslims. No leader of the Hindu terrorist organizations like Abhinav Bharat, Hindu defence force, Rashtriya Jagaran Manch, Bajrang Dal, Viswa Hindu Parishad has been punished until this day. At the same time, death sentence given to Afzal Guru in the case of attack on Parliament and to 11 Muslims in Godhra train carnage case recently on March 1 are some examples of the anti-Muslim and pro-Hindutva character of the Indian State. While the butchers like Narendra Modi whose hands have stained with the blood of over 2,000 innocent Muslims are freely wandering in the corridors of power, Muslims are being meted out stringent punishments by virtue of bizarre and inadequate evidences. And this has been spreading the feeling of severe frustration and fury among the Muslim masses.

It¡¯s an obvious fact that because of the grisly incidents like the destruction of the Babri Masjid and Gujarat genocide, the Muslim community in general, a large section of Muslim youth in particular, has become furious and outrageous against the Indian ruling classes. Another irrefutable fact is that this situation has given birth to some Islamic organizations. Exploiting this situation and by taking organizations of this sort into their grip or by misleading them in a deceitful manner or by even creating some new organizations of this kind, both India¡¯s and Pakistan¡¯s intelligence agencies like RAW, IB, ISI are engineering bomb blasts and other attacks in both countries as part of serving their vested political interests. Failing to identify their real enemies many a frustrated Muslim youths are stuck in this lattice and taking part in acts of mindless violence of this kind. Thus they are taking of the lives of innocent people. This is such a vicious cycle where these youths don¡¯t even know in whose hands are they acting and whose vested interests are being fulfilled with such attacks in deed.

On the other hand, after it was clearly exposed that an organization called Abhinav Bharat belonged to the Sangh gang (i.e. RSS) was responsible for bomb blasts of Malegaon, Mecca Masjid and Samjhauta Express, people of India have started seeing Saffron terrorism as a dangerous trend. When it became obvious that the Saffron terrorists are responsible for Ajmer Sherif bomb blast also, the demand for a review of all investigations done into the incidents of bomb blasts in various places of our country has come forth. The Muslim youths of Malegaon and Hyderabad have demanded that the government should apologize for the police atrocities inflicted on them. Despite of all its rhetoric, the Congress-led UPA government has been instigating Saffron terrorism as a part of promoting its wicked political motives. The corporate media which act hand in glove with Hindu fundamentalism in general, on the one hand, attack Muslims and Islamic organizations aggressively without any clear evidence and on the other hand, report as less as possible even when there is evident proof is available that the Saffron terrorist organizations were responsible for various incidents of bomb blasts.

If we see in this backdrop, we could arrive at the conclusion that Saffron terrorist organizations or so-called Islamic militant organizations sponsored by the very intelligence agencies like IB, RAW might have committed these heinous acts of July 13 Mumbai bomb blasts. It¡¯s also likely that the mafia gangs hand in glove with police top brass and ruling class political leaders could have committed these attacks. Whoever else has done this, only the interests of ruling classes would be served with such acts of mindless violence. Firstly, people¡¯s attention could be diverted from the issues like price rise, corruption, scams, black money, Swiss banks accounts which have become burning issues in the country now. Secondly, by posing terrorism as biggest danger, even more draconian laws could be prepared and the teeth of State¡¯s suppressive machinery could be sharpened by importing arms and technology from imperialist countries on a massive scale misusing trillions of rupees of hard earned people¡¯s money. Thirdly, by supporting directly or indirectly all invasive wars, attacks and intimidations of US imperialism going on in the name of ¡®Global War on Terror¡¯ and thus by acting as its junior partner in south Asia region, the Indian State could go ahead reducing the country more servile to it by signing the treacherous treaties like Homeland security, civil nuclear deal etc. Fourthly, using the pretext of terrorism, public consent could be built for crushing the people¡¯s movements and growing Maoist revolutionary movement militarily which are surging against anti-people and pro-imperialist neo-liberal policies of the governments. Apart from this, consolidating Hindu vote bank by blaming Muslims and Islamic organizations every time without any proof and diverting the people¡¯s attention from the basic problems of our country like food, clothing, shelter, price rise, unemployment, poverty, starvation, displacement etc. are necessary for both Congress and BJP and for the feudal and comprador bourgeoisie classes whom they represent, so that their exploitative rule can be carried on unchecked.

However, Communist Party of India (Maoist) believes that the real perpetrators of Mumbai blasts could be traced only through an impartial and independent probe. Our Party humbly appeals the masses and democrats of the country to not to sway away with the malicious propaganda, falsehood and prejudices unleashed by the ruling classes, their intelligence agencies and the corporate media in a mad, one-sided and irrational manner. Our Party demands to uncover the culprits responsible for these blasts and punish them severely. At the same time, our Party calls upon entire people of the country to demand the governments for impartial and independent probes into all incidents of bomb blasts that took place since 1992 and for unconditional release of Muslims and Christians who are languishing in various jails with false cases. Our Party also calls upon the people of the country to demand to punish all those Saffron terrorist leaders who are responsible for all the attacks perpetrated on religious minorities including the Babri Masjid destruction, Gujarat genocide, Kandhamal (Odisha) attacks and to condemn Hindu religious fundamentalism and all other religious chauvinisms.

Immediately withdraw the death sentences on Adivasi and dalit cultural artistes and leaders Comrades Jeeten Marandi, Anil Ram, Manoj Rajwar and Chhatrapati Mandal !

On June 23, the Giridih district (Jharkhand) sessions court judge Indradeo Mishra pronounced death sentences to Jeeten Marandi, Anil Ram, Manoj Rajwar and Chhatrapati Mandal in the Chilkari case where 19 people were killed in 2007 and thus the state bared its fascist fangs one more time. Jeeten Marandi and others have always worked openly and the organizations they are working for are not banned organizations. Pronouncing death sentences in a case with which they had no connection whatsoever is a clear is nothing but an act of revenge on them as they are standing firmly with the people using song and dance in all their anti-imperialist and anti-feudal struggles, particularly against displacement. As part of Operation Green Hunt launched to suppress the Maoist movement in the country, particularly in Central and Eastern India, the central and state governments have been resorting to the most brutal and heinous atrocities one could imagine on the poorest of the poor – the Adivasis of this country and these latest death sentences are one more proof of this. The cruelest face of OGH could be seen in Chhattisgarh, Jharkhand and Odisha and that too in the Adivasi areas of these states where the Maoist movement is stronger.

Jeeten Marandi is a well-known Adivasi cultural artiste and leader of Jharkhand Abhen, a cultural organization of Jharkhand. He is a leader of the All India League for revolutionary Culture and has toured the length and breadth of India propagating revolutionary songs and culture. Anil Ram, Manoj Rajwar and Chhatrapati Mandal are also Adivasi and Dalit cultural artistes. Jeeten displayed his cultural talents since he was a child and gradually developed himself into one of the finest artistes this country has ever produced. It was only natural that as a conscious child he could not ignore the plight of the Adivasi society of which he himself was a part. His social investigation of the root causes for the poverty, exploitation and oppression of Adivasis naturally led him to revolutionary politics and he and his cultural organization propagated revolutionary politics to awaken political consciousness among the people.

Propagating one's ideas openly is not a crime and nobody can be punished for that. The ruling classes of India are not ready to tolerate any kind of dissent and have been resorting to all kinds of ploys to stifle the voices of dissent to its pro-imperialist and anti-people policies aiming to loot the natural resources and rich mineral wealth of the people. As true people's artistes they have been in the forefront in the anti-displacement movement in Jharkhand which is giving one of the toughest resistances in this matter. It is very clear that the state is punishing them for these political activities and not for some Chilkari case which everybody knows is just one of the dozens of false cases foisted on them. In the bitter class struggle fought against feudalism in Bihar and Jharkhand massacres were perpetrated by the land lords through their private armies on the peasantry, particularly on the dalits. The peasantry had to resort to counter-violence in self-defence and incidents like Chilkari are a part of it. The state instead of looking into the root causes for such incidents and addressing them, is trying to use them to foist false cases on mass organization activists to stifle their voices of dissent. Firstly they slapped a case of sedition on Jeeten Marandi in 2007 with the allegation that he made inflammatory speeches in front of Raj Bhavan in Ranchi on the issue of release of political prisoners and have been harassing him ever since with incarceration and false cases. Even before that he has been arrested many times and sometimes beaten brutally. This death sentence comes as a culmination of all these conspiracies to stifle his voice forever. The state is so shameless in its callousness that it has foisted some cases of Pirtand and Teesri P.S. which happened when Jeeten was in jail!

This country has a 200 year long history of colonial rule under the British which was consequently witness to countless Adivasi rebellions. British imperialism sought to suppress these rebellions by using brute force with the advantage of modern weapons they had and hanging of the rebel leaders was one consistent tactic it had used. The comprador Indian ruling classes which inherited this mantle of brute suppression from them are following in their footsteps. Comrades Bhumaih and Kista Goud were the first revolutionary peasant activists to be hanged in `independent India' and later death sentences were pronounced on many revolutionary activists, particularly on the revolutionary peasant activists in Bihar (which included the present Jharkhand) implicating them in false cases. People's lawyers and civil rights leaders like comrades KG Kannabiran and Pattipati Venkateswarlu as part of their civil rights organizations have vehemently fought against the death sentences pronounced on the revolutionaries both in the courts and outside and built broad movements not only with the immediate demands of annulling the death sentences in particular cases but also for ending capital punishment. It is the necessary to continue this fight on a broader scale as it is obvious that the state would resort to more such fascist acts apart from the massacres, false encounters and atrocities perpetrated on the Adivasi hamlets on a daily basis. Singanna of Narayanapatna was killed point blank in police firings, Lalmohan Tudu of Lalgarh was killed in a `fake encounter' and now comes this death sentence on Jeeten Marandi of Jharkhand. This is all part of the conspiracy to kill the people's leaders who emerged from the people's movements waged against feudalism, comprador bureaucratic bourgeoisie and imperialism. By rendering the movements leaderless they want to remove all hurdles to their loot of natural resources in the Adivasi areas.

As Jeeten and other people present in the court sang in the court immediately after the death sentences were pronounced – `that day would definitely come' when people would put an end to all these fascist acts of the state with powerful mass upsurges. Neither death sentences nor false encounters can kill the spirit of true leaders of the people and they would fight to the end.

CPI (Maoist) demands that the death sentences of Jeeten Marandi, Anil Ram, Manoj Rajwar and Chhatrapati Mandal be annulled immediately. It appeals to all democratic organizations, civil rights organizations, organizations for the rights of political prisoners and particularly to all cultural and literary organizations and Adivasi cultural associations to build a vast movement demanding the annulment of these death sentences and the unconditional release of these people's artistes. Let us broaden this movement for ending capital punishment altogether.

An Appeal from Maoists to SPOs (Special Police Officers)
Defeat the ploys of the government to divide us and rule!
Stop fighting for the exploiters and oppressors
and come back to your villages!!

The Supreme Court delivered a judgment on the petition filed by social activist Nandini Sundar, historian Ramchandra Guha and ex-bureaucrat E.A.S. Sharma on July 4, 2011 and ordered the Chhattisgarh government that appointment of Adivasis as SPOs on the pretext of fighting Maoists and arming them with guns should be stopped. The SC opined that the very appointment of SPOs is unconstitutional. Previously too it had commented several times in the negative about Salwa Judum, SPO and Koya commandos.
In fact, since the launch of the fascist repressive campaign in the name of Salwa Judum (SJ) by the central and state governments in a planned manner, the process of appointing Adivasi youth as SPOs began. Since then in a series of repressive campaigns in the name of SJ and later in the name of Operation Green Hunt (OGH) nearly 700 villages were destroyed. Each village was burnt down in phases. More than 1200 people were killed. Hundreds of women were gang raped. Many of them were murdered too. Granaries were razed to ground. Properties were looted. Hens, pigs and goats were whisked away. In all these terrorizing acts SPOs recruited from Adivasis were pushed to the forefront. It was the SPOs that were pushed to the forefront to act as guides to the paramilitary forces and to identify the people and their houses when they attack villages. Later due to the decision taken to recruit SPOs on a huge scale their numbers increased to nearly 5,000. Some selected SPOs were given training by Greyhounds and Rashtriya Rifles of Indian Army and a new force called Koya commando was constituted. As it was not possible to suppress the Maoist movement even with the repressive methods employed by all these types of armed forces, the state has now deployed the Army as its last resort. Though this deployment is done in the name of `training' at present, in fact the process of directly using the Army in the `War on People' has started.
The ruling classes have launched this unjust war against the people with the evil design of turning the whole of Dandakaranya which is home to immense natural resources into the grazing field for MNC and big bourgeoisie corporate loot. They took up a policy of displacing people from the villages and forests on a huge scale to implement this plan. Local Adivasi youth were appointed as SPOs and Koya commandos and countless atrocities were perpetrated through them.
Our party believes that many of the SPOs had not gone on their own will and that they had turned into SPOs due to several kinds of pressures. Several of them were arrested, forcefully shifted to `relief' camps, beaten, abused, threatened that they would be killed and thus turned into SPOs. Though at first they turned into SPOs fearing state terror, later gradually they became part of the force and have participated in all the atrocities perpetrated on the people. Some of the SPOs have participated in violence and atrocities on people against their will. They are feeling sorry for that. Several of the SPOs are not even aware that they have been used as pawns in the brutal orgy of terror and violence unleashed by white and khaki robed compradors like Mahendra Karma, Raman Singh, Viswaranjan, Nankiram by deploying thousands of police, paramilitary, Naga-Mizo battalions etc.
Home minister Chidambaram who is acting as the CEO of OGH, the war on people announced that he would conduct a meeting with chief ministers of the states where the Maoist movement is strong in the light of the above judgment. It is obvious that this meeting is being conducted with the conspiracy of finding out ways to continue this system of SPOs and Koya commandos under a different name. Politicians, top police brass and bureaucrats from Delhi and Raipur are now cracking their heads to somehow continue this SPO system in this unjust war on the people.
We want to make it clear to all the SPOs that this war is not between them and us. This war is being fought between a small minority of exploiters and the entire toiling masses of this country. On one side are the 95 percent of oppressed masses – the workers, peasants, middle classes, dalits, Adivasis, petty bourgeoisie and the national bourgeoisie; on the other side are the big landlords and the comprador bureaucratic bourgeoisie. These enemy classes have the complete support of the imperialists. These exploiting classes are using you as pawns by recruiting you into their repressive machinery. You are made into guinea pigs. As part of their `divide and rule' policy they are bringing a section of the people to the forefront and are trying to portray this as a `civil war' between the people. They stood you against the very people of whom you were once a part. `Patriotism' and `defence of the country' are some of the lies used by the ruling classes to incite you against the people's movements that are fought with just demands. In fact, it is these very classes which are using you as cannon fodder that are the biggest enemies to our country. They are scamsters who have resorted to scams worth billions of rupees; they have mortgaged not only the riches of our country but also its sovereignty for the sake of kickbacks; they have stashed away billions of rupees of black money in Swiss banks by indiscriminate loot of the people of our country. It is due to these scamsters and gangsters that 77 percent of our population is not able to eat even two times per day. They have pushed us into the quagmire of poverty, price rises, unemployment, epidemics, starvation deaths, malnutrition etc. So do identify your real enemies. Don't forget that your barrels are pointing at your very own people at present.
Dandakaranya Special Zonal committee of CPI (Maoist) calls upon all the SPOs to leave their jobs and come back to their villages. We, the party and the people, promise to rehabilitate all those SPOs who come back to their villages, accept all the crimes they have committed and seek the mercy of the people while severing all kinds of connections with the government machinery. Janatana Sarkar, the people's government, would provide them lands and other instruments of production. They would be provided a guarantee for livelihood. So, we appeal to all the SPOs to come out of the vicious circle and the false propaganda of these exploitative governments. Do not crave for the morsels thrown by them, try to stand on your own feet and live with raised heads among the people of your villages. Do not live a life of insecurity and restlessness. Stand in support of the just struggles of the people of Dandakaranya fought against the absolute corporate loot of invaluable natural riches and for right over Jal-Jungle-Zameen.

BY MULTI-NATIONAL COMPANIES IS REALITY!!

The moment when the process of deploying the Army in Bastar is just underway, the Steel Authority of India Limited (SAIL), one of the biggest Public Sector Units of India, has declared that the Raoghat mines would be privatized. These two acts not just coincided, but there was a conspiratorial coordination between them. Raoghat hills are located just 25 kilometers away from Narayanpur (in Maad region), a district headquarter town, where the Raman Singh government of Chhattisgarh has given permission to the Army to acquire 750 square kilometers (i.e. 185,250+ acres) of land. Now so many notorious MNCs will rush into this area to rob the iron ore which is known for its best quality. From one side, the Army and from other side, the corporate companies are trying to gulp down the whole Maad region which is the motherland of Maria and Gond adivasis, the primitive tribal communities of Bastar.

In 2006, before the Raoghat project is commenced, some accusations were made against the management of BSP that it had illicitly leased out some of the deposits of Raoghat mines to Tata and NECO companies. People believed strongly that the BSP management was acting as paw in the hands of big business houses such as Tata, Essar, Jindal, NECO etc. But then it had cleverly managed it and stated that there was no such thing. But lately the chairperson of the SAIL, Chandrashekhar Verma himself has declared that they are going to privatize Raoghat mines and global tenders would be invited for this. (Source: Hindi daily Dainik Bhaskar, May 24, 2011). With this, now the game of hide-and-seek is over! Intentions of the exploitative governments are very clear! With the neo-liberal policies dictated by the imperialist masters getting implemented so openly, the MNCs would capture not just Raoghat mines; they would even buy the BSP or buy the SAIL itself. The recent examples of POSCO, Vedanta etc. of other states also clearly indicate this trend.

It's believed that Raoghat hills are having 7.4 billion tonnes of iron ore which is known for finest quality with 62 percent Fe grade. BSP is supposed to excavate 511 million tonnes of iron ore. Construction of Dalli-Raoghat-Jagdalpur railway line is underway for this purpose. Government has already started grabbing the lands forcefully from the peasants between Dalli and Raoghat. But it's facing stiff resistance from the local people.

This project in fact is an old one. In 1992, government was forced to give up implementing this project due to massive protests of people. In Antagarh, ten thousand adivasis had taken a massive procession to register their strong opposition to the proposed mining project. But the state had responded with repressive methods as always happens. A police camp was set up on the top of these hills. That camp is still present there. Our Party has been actively supporting this just struggle.

Local people are opposing this project because 3,278 hectares of forests would completely be destroyed. Apart from this, large portions of adjoining forests would also be destroyed. River Mendhki and so many other streams flowing through the region would get polluted. The farming will be destroyed so much that it is difficult to quantify. Local people see these mountains as their cultural centers and ritual faith. After the opening up of the mines these will be buried for ever. Many environmentalists believe that environment and monsoon from the perspective of Bastar, Raoghat Mountains are extremely important. With Raoghat mining project the existence of 23 villages will immediately be endangered. Further, 13 villages of adivasis might be uprooted in Chargaon area, next to this mine proposed by a private company of NECO Jaiswaals. (And now if you add the proposed massive acquisition of land by the Army - bloated 750 square kilometers - you can't imagine that the existence of how many villages is going to disappear!)

On the issue of where to setup township for the proposed mines, an ugly tussle is going on amongst the business classes of Narayanpur and Antagarh. These selfish people do not worry at all about how many villages will be destroyed, how many thousands of tribals will be displaced, how much forest will be cut, how many rivers will be polluted and to what extent the tribal culture will be destroyed, when the mining work is started in this region. Overall, they don't bother about the oncoming destruction in this region. They are supporting the government's false claims of 'Bastar development' because they think that their own business will grow with this at the price of whatsoever.

Government still makes the argument in support of railway line and mine that the digging up of Raoghat mines is necessary as the mines of Dalli Rajhara which are supplying the raw material to the Bhilai steel plant are going to end up. It's making dubious propaganda that if the mining will not start in Raoghat, BSP could be stopped due to the scarcity of raw material, threatening the future of the thousands of BSP workers. Thus, such an environment is created that anybody dares to oppose Raoghat mine will immediately be labeled as 'anti-development'. In fact, in the guise of this promotion, the government and administration have put a veil over many realities.

Dalli town today is in a position of almost desolation only because of the wrong policies of the BSP, particularly of indiscriminate mechanization. All rivers and streams of this area have been badly polluted. In Dalli and several surrounding villages, as red dirt coming of mines and roads turned on to the fields of farming, and the farming has been fully destroyed. In Dalli where 16 thousand workers used to work earlier, today the number has decreased drastically to 1200. Can the businessmen of Narayanpur and Antagarh and the contractors sitting in Raipur and Jagdalpur give the guarantee that after 20-25 years this region will not become another Dalli?

If the government is really worried that the 'BSP will be closed if it won't get raw materials supply', then why doesn't it stop selling iron ore of Bailadilla mines to the multinational companies of Japan, China and Korea? In fact, many sponge iron factories in Raipur and Bhilai have closed due to lack of iron ore supplies. They appealed to the government several times for supply of raw material from Bailadilla for them and to stop selling the iron ore to foreign companies. Doesn't this prove that the interests of big and foreign capitalists are paramount for the spineless rulers of our country? Isn't the government's "concern" about the future of BSP workers just a pose? Isn't this just a ploy being adopted to deal with the opposition putting up against proposed the Raoghat mine?

We urge all the workers, employees and other people who are concerned with the future of the BSP, that they should recognize who actually is a threat to the BSP. In 1960s, when the Bhilai steel plant was founded, the annual production was 1.5 million tonnes and the number of workers was 95 thousand. Today, the production has been increased to 4.5 million tonnes, but the number of workers is reduced to less than 37 thousand. Contracting, mechanization and partial privatization process are in full swing in BSP. Many facilities for workers have been taken back. New recruitment and compassionate appointment is closed. BSP is planning to increase the production to 7.5 million tonnes by 2012-13, taking up further modernization and expansion. This means even more layoffs and 'retirements' of workers will take place. And even there is a talk of selling out of BSP to Tatas, Mittals or Jindals! BALCO experience is before us. Overall, the policies of imperialist globalization which have been implemented by governments are responsible for this situation. So, you must fight against the anti-worker and pro-capitalist policies of the governments to protect the BSP. You should not fell prey to the designs of the ruling classes to inflict destruction to the Jal-Jungle-Zameen by opening mines in another area. You should fight against this too. Entire people of Dandakaranya will support your struggles.

The Special Zonal Committee of the Communist Party of India (Maoist) calls upon all the workers and farmers of Chhattisgarh and democratic and patriotic forces of our country to demand the closure of Raoghat project; to register their protest to mechanization, contracting and all other anti-worker policies being implemented in Bhilai steel plant and other industries; to demand to stop selling the high quality iron ore to the foreign companies from Bailadilla; to lend support to the people of Dandakaranya who are fighting for the right over their Jal-Jungle-Zameen; and to oppose the Army deployment in Bastar to suppress their just struggles.

IS NOTHING BUT FREE-HAND FOR MASSACRES AND ATROCITIES ON ADIVASIS!

As the first column of the Indian Army arrived in Kanker, the formal process of Army deployment in Bastar has commenced. But hiding this fact from the eyes of the people, the rulers are propagating falsehood that the Army was coming here just for training and not to fight the Maoists. It's being said that in the name of `self defense', the ministries of Defence and Law had issued `guiding principles' for the Army, but nobody is ready to reveal the details. It's noteworthy that the Air Force was already given the right to attack in `self-defense'.

The Central and State governments have been hiding the fact that this was obvious deployment and have been telling the world that they were just coming here for a training as part of their ploy of deceiving the people and pacifying those democratic forces who have been outrageous against Army deployment. The glaring fact is that the Army is now deployed in the ongoing war against people of our country. After Kashmir and North-East regions, now the Indian Army is going to wage a brutal war against most oppressed people of India. Now the apprehensions seem to be realized that the draconian law - AFSPA (Armed Forces Special Powers Act) would also be proclaimed in Bastar.

In fact the government gave free-hand to the Army and Air Force to attack the people in the name of `self-defense', as there are no measures defined for clear-cut demarcation between a Maoist combatant and an ordinary citizen. Since 2005, first in Salwa Judum and now in Operation Green Hunt, state armed forces set ablaze more than 700 villages; murdered more than 1500 people; raped hundreds of Adivasi women; burnt down the crops; looted the villages; and forced tens of thousands of people to flee from their native places. Recent carnage of Chintalnar was just an example of ongoing state terror in Dandakaranya. And now, with the Army taking part in this onslaught and with all powers granted to it in the name self-defense, the massacres of Adivasis and brutalities would increase manifold. This would pose a big question mark on the very existence of the Adivasi community. Particularly, the Jal-Jungle-Zameen and the ancient cultural heritage of the Mariya tribes, the indigenous residents of Maad, would be vanished.

A heated discussion is going on across the country on the issue of land grab these days. Particularly, in the context of Uttar Pradesh incidents, all political parties belonging to the ruling classes including Congress and BJP have been portraying themselves as the `champions of peasants' and vaguely speaking against the forceful land acquisitions as part of promoting their vested political interests. But all these `champions' are keeping themselves mum on this huge land grab taking place in one of the most backward Adivasi areas of the country in the name of Army training. BJP's Raman Singh government has decided to uncaringly give away as much as 750 square kilometers of land in the Maad area of Narayanpur district for one of the three proposed training schools to be set up. Raman Singh, the man who has been trumpeting his cheap tactic of selling one kilogram of chana per month for 5 rupees to each adivasi family in Bastar region, is completely unmasked now. There has neither been any debate nor been any discussion about the decision of giving away such a huge portion of precious land and forest. Laws like PESA (Panchayat Extension to Scheduled Areas) and 5th Schedule have become a joke here. The local Mariya people of Maad region are completely unaware that the land on which they have been living for thousands of years and the forest with whose support they have been able to survive till this day, are no more of them. One fifth of the total 4,000 square kilometers area of Maad region would now be given away to the army. It would be expanded further according to the reports coming in media. As Army vehicles started moving into Bastar, the Steel Authority of India Limited (SAIL) has declared that the Raoghat mining project would be privatized and a global tender notice would be issued. This makes the picture very clear now. On one side there would be a vast Army base and on the other side of the Maad region the MNCs would fall in line in a rush to plunder the precious iron ore from Raoghat hills. The mining mafia would become active with their pending mining projects and the lands of the tribal people would be acquired forcefully. Now it's not at all difficult to realize who is coming with what intension and what the interrelation between them is!!

Politically, today the Maoist movement is posing a serious challenge to the pro-imperialist neo-liberal policies being implemented by the servile rulers of our country. The struggles of Adivasis and the Maoists who are leading them have become gravest threat for the ruling classes of India and their imperialist masters, who are hell-bent on looting huge deposits of precious minerals from the Adivasi regions in particular. In Chhattisgarh, Jharkhand, Odisha, Andhra Pradesh, Bihar, West Bengal and other states, hundreds of MoUs that were signed by state governments and the corporate houses are not getting implemented due to the opposition posed by people. Particularly in Dandakaranya, several projects of big corporate houses, such as mines, big dams and heavy industries have been held up due to organized protests and resistance struggles of the people. To sum up, in Dandakaranya the exploiters' juggernaut of `development' has not been able to move forward. That's why they have been waging this brutal war against the people in which now the Army is involved.

The Bastariya Adivasis have never bowed their head to exploitation, injustice, suppression and alien rule. They have a glorious history of several rebellions against the British colonialists. In 1910, at the time of Mahan Bhumkaal, a great tribal uprising, the British rulers had deployed the army against the people of Bastar. Now, after a hundred years, the rulers have once again sent the Army so that their just struggles could be crushed cruelly. We call upon the people of Dandakaranya to face this challenge boldly. People are the creators of history! So, the ultimate victory will only be theirs!!

Our Special Zonal Committee appeals to all democrats, human rights organizations, anti-displacement movements, Adivasis' organizations, and well-wishers of Adivasis, intellectuals, writers, Artistes and media persons to raise their voice against setting up of Army training schools in Bastar and the proposed huge land grab meant for this purpose. Come forward to build agitations with the slogan - "Indian Army, Go back from Bastar". Oppose the deployment of the Army in the ongoing war against people in the name of training schools. Demand to scrap all those MoUs signed by the government of Chhattisgarh with big corporate houses and all those projects of forceful land acquisition.

Kobad Ghandhy's Afterword in the book Hello Bastar

On 5 February this year, in a village in Uttar Pradesh, a 16- year old Dalit girl was attacked by three upper caste youth. While she was returning from the fields, they dragged her away in an attempt to rape her. When she resisted and shouted for help, they fled. But before running away they chopped off her ears and part of her hand with an axe and badly injured her face. The inhumanity of this action would be unthinkable in any civilised society. But here, in India, it is hardly noticed. This is routine. In our highly patriarchal system, a girl’s life is cheap; a poor Dalit girl is less than a chattel in the prevailing upper caste /upper class social thinking.

This single incident brings out three factors. First: the intolerance to any form of Dalit assertion, even if it is an assertion to resist rape. Second: the impunity with which Dalits can be attacked even in a state ruled by a Dalit leader that comes from the knowledge that the establishment will not touch the culprits. Third: it brings out the arrogance of the upper caste youth, a superiority complex instilled since birth.

Rahul Pandita’s Hello, Bastar coincides with the third death anniversary of Anuradha Ghandy. It is an occasion to remember her monumental contribution to the understanding of the caste/Dalit question in India and the significance of its resolution for the democratization of the individuals, and with it, the society. In a society where a small percentage of people consider themselves superior to all others merely due to birth, there can be no democrat consciousness. Where major sections of society are seen as inferior (and nearly 20 percent treated as untouchable) merely due to their birth, what results is a society that is hierarchical and not democratic. Even nation building and national consciousness get sacrificed at the altar of the caste. Caste consciousness supersedes national consciousness, identity, loyalty – everything.

Anuradha’s pure simplicity, her total lack of any ego or arrogance and her innate attitude to see all others as her equal drew her to the issue of caste in her early college days itself. The outbreak of the Dalit panther movement in Mumbai(1974) further helped fuel thought on this question. She began studying the caste/ Dalit question at a time when the issue was anathema to most shades of communists. And by 1980 itself she had presented extensive analytical articles on the issue. The Dalit question and Ambedkar’s role in taking it up was not in fashion amongst the left then and Anuradha’s writings resulted in hostile reactions from many of these circles. But Anuradha stood her ground. Even as a lecturer later in Nagpur, she lived in a Dalit basti and worked among them thereby getting a practical experience of their lives – the horrific humiliation they face, and their struggles for self respect much before their desperate struggle for livelihood.

Anuradha was one of the few on the 1970’s to understand the negative impact of casteism on genuine democratization of society – a disease worse than the apartheid in South Africa. Anuradha’s creativity and intellect was a product of the fact that her mind was not fettered by hundreds of ego complexes. She was modesty personified . Her child like simplicity with no element of pretence, trickery or cunning allowed her to focus fully on whatever issue she took up. Her mind was not dissipated in varied futile directions to create impressions, appearances and images. As a result, her mental sharpness and intellectual capacity continued to flower and grow even towards the last years of her life, even after she was afflicted with the deadly disease, systemic sclerosis. In the 35 years that I knew her – from a simple student leader to a mass leader – she never lost her straightforwardness and pristine honesty. I never saw her struggle to achieve this; it all came very naturally to her. One tends to see these values amongst the simple tribal folk who live with nature and have not as yet been corrupted by the system and are also outside of the caste framework.

Through all our ups and downs we were often apart for months. But the times we were together are the most cherished periods of my life. Her fiercely independent thinking acted as a great help to rational understanding of events, people and issues. There was no other person with whom I have had as vehement debates. This normally brought a balance to my often one sided views.

Back to Hello Bastar. This book by Rahul Pandita is an authentic introduction to a subject that is being much debated in the media. There have been other books on this subject, but they have primarily been based on secondary sources. But Rahul has personally investigated the issue, traversing difficult and often risky terrain. Such investigative journalism is a refreshing breeze in the stagnant air of superficiality that dominates reporting today. Having personally studied the developments in Chhattisgarh and having interacted with many revolutionaries and their sympathisers, the author has no doubt added to the reliability of the information. One may agree or disagree with the views presented, but the facts of the Maoist movement seem well elucidated. So this book becomes an important source material for anyone seeking to study the particular model of development. For even if one does not agree, it is necessary to know the efforts and viewpoints going on in the country today. This is important in order to seek effective solutions to the problems – problems that are serious.

Generally, to the ordinary reader of the mainstream media, the issue is just that of violence. This book brings out that the question of violence is secondary; the key question is how to develop the country and its people. The Maoists have one method as reflected in their policies as elaborated in this book while the established government has another, seen in their economic and political policies over the past years.

Let us now address the larger question of India’s real growth. The government’s Economic Survey 2009 – 10 has rightly commented: ‘A nation interested in inclusive growth views the same growth indifferently depending on whether the gains of the growth are heaped primarily on a small segment or shared widely by the population. The latter is cause for celebration but not the former. In other words, growth must not be treated as an end in itself, but as an instrument of spreading prosperity to all.’ Then it goes on to show how inclusive growth has taken place in the country, by showing a growth in the percapita GDP and the percapita consumption expenditure of the country. But these figures, I am afraid, do not give an accurate picture as it averages out the billionaire’s income and wealthy with that of a pauper and puts them in a common category. This is particularly skewed in India where just a few families have a wealth equivalent to 25% of our GDP. All official indicators in fact show a terrifying situation within the country that is quite contrary to the rosy picture painted by the government. In the Global Hunger Index 2010, India ranks 67^th among 88 countries – it was 65 in 2009. And if we turn to the recently developed UNDP Multidimensional Poverty Index(MPI), which more accurately measures income on the basis of income, health, education etc., we find the situation even worse. India, it says, has 65 crore people who are poor on this index. It amounts to 55 % percent population. Eight states of India (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan, Uttar Pradesh and West Bengal) account for more people than those present in the 26 poorest countries of Africa.

According to the United Nations children’s fund(UNICEF), India ranks better only than Ethiopia in the number of malnourished children (under 5). In 2008, the percentage of malnourished children was 51percent in Ethiopia, 48 in India, 46 in Congo, 44 in Tanzania, 43 in Bangladesh, 42 in Pakistan, 41 in Nigeria and 37 in Indonesia. The right to food campaign says that two – thirds of our women are anaemic. India is also at the very bottom of the recently compiles ‘Quality of Death’ index. This new study, on the provision of end of life care, takes a look at the quality of life and care made available to the old and the dying in developed and ‘emerging’ economies of 40 countries. In a scale of ten, the US was at 6.2 while India figured last at 1.9. So pathetic is the situation that even a country like South Africa that got independence after India has an index that is double that of India’s.

The water in our country is so badly polluted that it has turned into one of the major killers. According to the United Nations, one lakh people die each year of waterborne diseases in India. A planning commission report adds that out of over 600 districts, one third (203) have high fluoride content in drinking water that causes flourisis among 6.5 crore people. Thirty five districts have high arsenic content that results in 50 lakh people suffering from poisoning; 206 districts have high iron content and 109 districts have high nitrate content. Then, according to a study led by the Registrar General of India, 14 lakh infants die every year of five major preventable diseases. This includes eight lakh children who die within one month of their birth. The study said 23 lakh children died before completing five years of age in 2005 alone, and of these 14 lakh children died from preventable causes like pneumonia, diarrhoea etc. Even as one can clearly see that India is a ‘sick’ nation, national expenditure on healthcare is amongst the lowest in the world. State governments now barely spend 0.5 percent of their GDP on healthcare and hygiene as compared to one percent in the 1970s. Only 34 percent of India’s population has access to government hospitals.

If one looks at the issue of food, the situation appears equally grim. Per capita food grain consumption has fallen from 177 kilos per year in 1991 to 151 kilos in 1998(it has dropped even further now). Compare this to 182 kilos recorded by the LDCs (Least developed Countries) and 196 kilos in Africa.

Such then is the horrific condition of the people of our country – that too after six decades of independence. This surely is a matter of grave concern. And, add to this the massive destruction of our land, forest and water resources, together with the total degradation of the moral fabric (corruption, greed, nepotism), is it not time to discuss various alternate models to better the policies of governance?

For those serious about our country and its future, there is an urgent need for discussion of various models and policies being put forward – like those of the National Advisory Council (NAC), various commission reports, Maoist views and from civil society. As far as the Maoist viewpoint goes, this book could be useful for any future dialogue between the government and the Maoists which is an urgent necessary.

Overall, this book will be a very useful read for varied sections of people to understand the root causes of the four decade old Maoist movement in India and their alternatives in the spheres of economy and social life. Rahul has put in enormous effort to produce a work based on an important phenomena in today’s India. This will only help any discourse to evolve a better future.

Dear Friends! This is the list of people killed by state armed forces in Dandakaranya from 10 August 2009, when the Operation Green Hunt was commenced, to 31 December 2010. Amidst immense state terror prevailing in Dandakaranya, it was not so easy to collect the names and other details of all those persons killed by state forces. Here, we have recorded the names of civilian people as well as armed Maoists, killed in both fake and real encounters. There may certainly be some more killed persons whose names were not known to us or gone completely unreported.

Condemn the arrests of CC members of CPI (Maoist) Comrades V. Subramanyam (Vimal/Shrikant), Vijay Kumar Arya (Jaspal ji), Punendu Shekhar Mukherjee (Saheb da) and others by central intelligence agencies and APSIB!

Demand to produce all arrested comrades before the court immediately!

The central intelligence agencies and the notorious APSIB goons arrested our three CC comrades—V. Subramanyam, Vijay Kumar Arya, Punendu Shekhar Mukherjee along with some other comrades and sympathizers in Katihar district of Bihar on precise information. In fact, comrade Subramanyam has been under surveillance by APSIB since so many months. They had even planned to assassinate him. But because of exposure of their conspiracy before the people, they couldn't kill him. The licensed killers of APSIB and other Indian intelligence wings trained by CIA and Mossad have been targeting the leaders of Indian Revolution as part of their 'War on People' for a long time. Beloved leaders of Indian people like Azad, Patel Sudhakar, Shakhamuri Apparao, Prasad and BK were killed by these killers by the orders of Sonia-Manmohan-Chidambaram ruling clique, hand in glove with their imperialist masters. Some other leaders and activists were arrested and put in dungeons of various jails.

The Indian ruling classes on the one hand have been selling out the nation to MNCs and Big Business signing hundreds of MoUs with them, on the other hand they have been trying to crush the revolutionary movement so as to make sure that no resistance is put up against their anti-people and pro-imperialist policies. As our Party is in the forefront of mass struggles against this corrupt, oppressive and exploitative system, Indian ruling classes are using every repressive tool at their disposal so as to leave Indian masses leaderless.

CC, CPI(Maoist) condemns the illegal arrests and mental and physical torture subjected to these comrades. We call upon the workers, peasants, students, intellectuals and all oppressed sections of our country to condemn the unjust war of ruling classes against people and come forward to advance the Indian New Democratic Revolution wiping out feudalism, comprador bureaucratic bourgeoisie and imperialism.

‘Little pinholes of light have come out in this judgement’ says author and activist Arundhati Roy on the Binayak Sen bail order by the Supreme Court. In an exclusive interview to CNN-IBN’s Rupashree Nanda, she also says ‘democracy is on a very slippery slope in Chhattisgarh’; that it is important to remember several others who are jailed under similar charges under ‘undemocratic laws’.

Rupashree Nanda: I remember you’d said that the judgement of the Raipur session court was intended to be a message, as a warning to others. What is the message of the Supreme Court bail order?

Arundhati Roy: I think that the Supreme Court granting him bail and the comments that were made in court do suggest that somewhere the Supreme Court is of the mind that it was a vindictive judgment and that he does deserve the benefit of the doubt. And so they gave him bail. What happens is that it underlines the fact that he was being made an example of; and the terror that reigns in Chhattisgarh remains so. Because, how many people have those lawyers? And have the ability to come to the Supreme Court? How many people are there poor, unnamed and named, under the very same laws for even less reasons? But they cannot come up and get bail. In some ways, it is a very necessary thing that has happened today. And in other ways it is worrying because we have so many people who don’t have access to the Supreme Court.

Rupashree Nanda: The battle for acquittal is still on. What if he is convicted again and sentenced again?

Arundhati Roy: My answer is the same. The fact is that here was a very well known person. He had a campaign behind him, he had so many people, so many lawyers and so he was allowed to approach an institution where some kind of reason prevailed. But most people don’t have that approach. So, here you are once again in a situation where there is hope for democracy, reason for those who can afford it, who can reach there. But most people cannot. Really what we need to do is look at these laws again. And again, even if the laws were OK you have this vindictive set of people who are doing something, it does not matter what the law is. They are busy trying to intimidate a whole population of very poor people now who are living on the resources that the multinationals want.

Rupashree Nanda: Was it easy for people to come out and support Dr Binayak Sen because there were many people against him?

Arundhati Roy: It is not a question of easy or difficult. Fortunately, in this country we do have a huge number of fearless people who believe in doing the right thing or at least believe in doing what they believe in. I am not going to complain about how difficult it was for us. Of course, I think, all those who protested knew that they were up against it. I know about Kopa Kunjam who took me round Bastar who is in jail. Who is campaigning for him? Who are his lawyers? What is going to happen to him? There are hundreds of people in jail in Orissa, in Chhattisgarh, in Bengal who do not have names suffering under the same laws. We really need to do something about them. I am saying this at a time when I don’t want to minimize how reassuring it is that the Supreme Court came out with this order that it did today. Because, had it not done that, all the windows would have been shut. Again, justice for those who can afford it, democracy for those who can afford it but what about everybody else?

Rupashree Nanda: What is the message for the government? Is it listening to the courts, is it listening to the people?

Arundhati Roy: There is something rotten in the institutions of Chhattisgarh. All the institutions there are behind that rot and behind what is now NOT being called Operation Green Hunt, but IS Operation Green hunt. We have a situation where the army is likely to be deployed, we have requests for the AFSPA [Armed Forces Special Powers Act]. We know what that has done in other states in India. Really democracy is on a very slippery slope there in Chhattisgarh. Now, some little pin holes of light have come out in this judgment. – but the point is that we are in a situation where we are creating a state where we call ourselves a democracy but increasingly there are laws that are undemocratic. In fact, under the UAPA [Unlawful Activities Prevention Act], the Chhattisgarh Special Public Security Act – you don’t have to prove anything to put people in jail. Just thinking an anti – government thought is a criminal offense. So look at those laws. It is not that they are being misinterpreted. They are being used precisely for the purpose they were made. So the fact is again and again I am saying we have a majority of our population that does not have access to the institution of justice.

Rupashree Nanda: What does Binayak Sen represent?

Arundhati Roy: Different things to different people. To me he symbolizes somebody who stood up and blew the whistle on the Salwa Judum. And that is why there was this vindictive action against him as a warning. And even though he has been let out on bail, let’s not forget that he has suffered. He’s been in jail. His hospital has been closed down. He cannot work in that area. He has been driven out of the state. So, in many ways, what they wanted, they have achieved already. To others he symbolizes righteousness. It can cut both ways. You can also now use Binayak Sen to say, look, India is a democracy – he was released. You can use him to say – look he is a middle-class person who had a campaign behind him. He was released, but there are many others. So it is different things to different people depending on how you look at it.

Rupashree Nanda: No one talks about Piyush Guha today?

Arundhati Roy: You talk about one person and then you keep everybody else in the dark. It’s like during Thanksgiving the American president pardons one turkey and then they slaughter millions. Behind the place where you choose to shine the light you have so much darkness. Piyush Guha has a name. Kopa Kunjam has a name, but there are hundreds of others who don’t have names, who are in prison. I remember going to Orissa meeting one adivasi woman shaking like a leaf in jail. What are the charges? Sedition. Waging war against the state. Trying to erect a parallel government. So we are living in an era where these people are ferociously attacked. So we have to look at the whole picture not just where people wish us to look because they have shone the light there.

Intensify Mass Struggles To Put An End To Institutionalized Corruption!

In recent times, corruption has once again come to the forefront as a main issue with the exposure of massive scams like 2G spectrum, Commonwealth games, Adarsh housing society, Karnataka land scams, S-Band spectrum scam. Workers, peasants, adivasis, dalits, women, and urban middle class - all classes and sections of the society are expressing their deep discontent and anguish. Recently we saw great support to the hunger strike of Anna Hazare, which is the direct consequence of the widespread discontent in the people against corruption, corrupt political parties and their leaders. Though the demand for hunger strike is Jan Lokpal Bill, the aspiration of the people is to completely wipe out corruption.

It would be innocence, if anyone feels that by setting up a committee to frame Lokpal bill and by selecting half of the committee members from civil society would itself finds a solution. In fact, lack of rules and laws is not the cause for endless and deep-ridden corruption. Way back from jeep scam, Lockheed's airplane deal to late Rajiv Gandhi's Bofors deals, our country has seen many a scams starting from a few million rupees to trillions of rupees. Not only main parliamentary parties like Congress and BJP, leaders and ministers of all other national and regional parliamentary parties like RJD, BSP, SP, DMK, AIADMK, TDP and hand in glove bureaucrats have a long history of corrupt practices. By proper implementation of the existing laws in the country and by the proper functioning of anti-corruption wings, scams like these can be prevented to a grate extent and those responsible for these can be severely punished. In the last 64 years history of 'independent' India, we don't find a single incidence, where corrupt politicians, ministers, heads of corporate houses and bureaucrats have been punished. Due to pressure from people or opposition parties, even if arrested in some rare cases, by prolonging investigation and diluting of the charges, they get scot-free without any stringent punishment or with nominal punishment. This is because; the judiciary of this country is also an inseparable part of this exploitative state machinery. None can be under the illusion to end corruption through these laws and court rooms.

We have to first realize that corruption is not an issue confined to a handful of bad or greedy individuals. The root cause of all these corruptions and scams lies in the capitalist system whose sole motto is cut-throat profiteering. In spite of preaching liberty, freedom and democratic values, in pracitce it's based on intense labor exploitation, bribery, commissions, kickbacks etc. Hence ending of corruptions and scams is an issue which is linked with the revolutionary transformation of present system. It would be illusionary to expect a complete solution to this by bringing in few fine laws while keeping this semi-feudal and semi-colonial system in our country intact.

In fact, the scams that have not surfaced are many times more compared to the ones that have surfaced. For example late chief minister of Andhra Pradesh, YS Rajasekhar Reddy, present chhattisgarh chief minister Raman Singh, Odisha chief minister Naveen Patnaik, chief ministers of Jharkhand Madhu Koda, Shibu Soren and Arjun Mundas, Karnataka chief minister Yediyurappa and likes, by signing agreements with mining mafia and big companies have amassed huge commissions amounting to tens of billions of rupees is being exposed even in the media. LPG policies being pursued by the governments have opened the floodgates for rampant corruption, huge scams and massive plunder of natural wealth of our country. Hence, without unequivocally opposing imperialist-dictated anti-people government policies and without focusing mass struggles against these, just speaking and hoping to wipe out corruption is to mislead people.

Anna Hazare ended his fast with the government's decision to form a committee to frame Lokpal bill. But justice is not meted out to the people who are aspiring to put an end to corruption. In fact, government accepted this demand not in fear of Anna Hazare's fast, but to pacify people's anguish that came forth in support to his fast. It is noteworthy that ruling classes accepted to this demand only because any numbers of laws like these in no way affect the present system.

The Central Committee of the CPI (Maoist) welcomes countrywide response of the people against corruption. Our Party believes that only through the united, well-organized and militant mass struggles, corruption can be put to an end. Our Party calls upon the people of our country not to get satisfied by the namesake laws and forming new committees to frame such laws by the government and not to end these struggles, but to continue with firm conviction. We call upon workers, peasants, students, intellectuals, employees, pro-people Gandhians and all other patriotic forces to come forward and to form a broad alliance to fight against corruption which has affected our country. Our Party appeals to raise voice against all these thieves and dacoits who are involved in endless corruption, scams and plunder and who have stashed trillions of rupees of black money in Swiss banks, have no right to be in power even for a moment.

Starting from Tunisia this spread to many Arab countries. Ben Ali, the President of Tunisia who has been suppressing the people of Tunisia since 23 years and Hosni Mubarak, who was ruling Egypt since 30 years had to step down and run away dreading these mass upsurges. The mass movements in countries like Yemen, Bahrain, Algeria, Morocco, Jordan etc are ongoing in the same vein. The Arab population is demanding with one voice that their rulers who have been carrying on dictatorial rules since decades colluding with the imperialists should step down. Lakhs of Arab people, particularly the youth are defying ban orders and are pouring into the streets. Streets and squares have become seas of masses for weeks together. Hundreds have laid down their lives and thousands were injured in the crackdown by the governments. But now with the war on Libya by NATO countries led by US, the entire Arab world phenomena took a crucial turn.

In the name of stopping Libya from using its armed forces to suppress the rebels opposing Qaddafi's rule, the Security Council made the 'No fly zone' resolution. The NATO countries led by US voted in favor of the resolution while Russia, China, Germany, Brazil and India abstained from voting. Nor did the ones with Veto power use it to stop this resolution. Obviously these countries had indirectly condoned the military action by not opposing the resolution. The Manmohan Singh government is deceiving the people of India and the world by shedding crocodile tears in the aftermath of the attacks without even caring to condemn the attacks formally. US which had never condemned the arbitrary killings of Palestinians carried out by the Zionist Israel umpteen number of times by confining dozens of UN resolutions to the dustbin and which had used its Veto power for Israel most indiscriminately and other western powers have immediately started bombing Libya as soon as the UN resolution was made. On the very first day of this attack which is said to be part of an international campaign, 18 bomber jets belonging to France had rained at least 40 bombs on several targets. The US and Britain navies have targeted the security systems in Libya and have launched missiles. 18 Air Force B-2 war planes of US launched more than a hundred missiles on Libya and bombed several targets. In this war launched in the name of preventing massacres that could be perpetuated by Qaddafi forces, hundreds of civilians have lost their lives. Nothing could be more callous than asking the world people to believe that the value of the lives (deaths) of the Libyans change according to which bombs took their lives! The very media houses which have been relaying badly twisted news items supporting this NATO war on Libya hiding the facts on the ground had to admit that in the first attacks many children had died. They have once again nakedly displayed their class nature in the reportage of this one-sided war.

The UN which calls itself a neutral organization has once again proved itself to be a puppet in the hands of imperialist countries like US, Britain, France etc. Secretary General Ban-Ki-Moon is behaving like their poodle. In the inhuman attacks on Gaza launched by Israel in December 2008, nearly 1,417 Palestinians (most of them women and children) lost their lives and many thousands of them were injured; Israel illegally used white phosphorus on the Gaza people and many of them became cancer patients due to this; it used F-16 bombers and resorted to 'targeted killings' and virtually made 15 lakhs of Gaza people live in conditions of an open jail without even drinking water or electricity – but all these were not enough for the UN to make a no-fly-zone resolution. The neo-Nazi Rajpakse government launched a genocidal war on Tamils to decimate LTTE and rained tonnes of bombs on residential areas and civilian targets and had killed 20,000 Tamils just in the last two days of the war; the atrocities committed by the Sinhala chauvinist army on the captured women tigers not sparing even their dead bodies have horrified the world – but the UN did nothing. In the past quarter of a century the Indian government through its army had crushed to death more than 80,000 Kashmiris under its iron heel – but the UN could not be woken from its slumber. And now the UN wants the world people to believe that this war on Libya is indeed being fought to protect the Libyans from Qaddafi forces. Shame on it! There is not even one instance where it had acted for the interests of the oppressed nations or the people while we can quote dozens of instances where it had jumped to save the US, Israel or other western countries' interests even if there is so much of a scratch.

The war on Libya defies the very spirit of the no-fly-zone resolution of the UN too. In the name of implementing the UN resolution made to prevent Libyan planes from bombing the rebels US, Britain and France are indiscriminately bombing Libya. This is nothing but a war of occupation. The real motive is to oust Qaddafi and replace him with their favorable ruling clique and loot the oil resources there. Nobody is so innocent as to believe that Obama is bombing Libya to protect Libyan rebels while he had sent Saudi Arabian troops into Bahrain through the back door to suppress the people's rebellion there. This blood-thirsty 'Nobel Peace Prize Laureate' who is killing hundreds of innocents in drone attacks in Afghanistan and western Pakistan has no moral right to utter even the words 'lives of innocents'. The western countries which never bothered about the lives of people when the armed forces of the dictators of Saudi Arabia, Yemen, Jordan etc, whom they had been supporting all these years, fired upon people killing them in scores are now bent upon dethroning Qaddafi – mind you, not for any selfish interests but 'to save the Libyans'. Unadulterated imperialist hypocrisy!

Ben Ali of Tunisia, Hosni Mubarak of Egypt, Ali Abdullah Saleh of Yemen, Isa Al Khalipha of Bahrain and King Abdullah of Jordan are the dictatorial rulers who have been suppressing the people of their countries since decades colluding with the western imperialists, particularly the US imperialists. The façade of democracy and elections in these countries can be gauged from the fantastic statistics that Ben Ali always got 97 to 99 percent of the votes?! There was no semblance of any democratic or civil rights. The police and intelligence departments were developed to monstrous proportions and they had been controlling the lives of people suppressing even an iota of dissent. Unemployment is on the rampage. Yemen alone has 40% unemployment. On the other hand the rulers are amassing immense wealth due to the rich oil resources there. Countless billions of dollars are stashed away in foreign banks. The world was astonished to find that Ben Ali had actually carried one and half tonne of gold physically with him while running away. Tip of an 'oilberg'? The ill-effects of the worldwide financial crises on the Arab people since 2008 are as severe as in any other part of the world. More than half the population there is living on less than two dollars a day. These dictators are spending people's money indiscriminately in the 'War on terror' launched by US in the name of suppressing Al Qaeda. Yemen started a counter-terrorist training programme with 750 millions of dollars. Such misuse of people's exchequer while cutting subsidies on essential services etc earned the wrath of the people. All these years the imperialists have stood in support of all the exploitation, oppression and repressive measures of these dictatorships on the people of their countries and have been cashing in on the several contradictions between various religions, tribes, nationalities and between sects like Shias and Sunnis. Now seeing the scale of the upsurges the imperialists have decided to trade new horses getting rid of the old ones. They made Ben Ali and Mubarak step down and had the power transferred to the military generals. In other countries the western powers are still supporting the dictators. The 22 nation Arab League is behaving like a stooge of the western powers in this entire episode and is neither displaying any shades of Arab nationalism nor giving voice to the anti-imperialist aspirations of the Arab people.

Only those rulers who fulfill the democratic aspirations of the people and unite them and oppose imperialism unequivocally can defend and preserve the independence and sovereignty of their countries. Any ruler, whether it is Qaddafi or any other, who resorts to autocratic rule over his people can never fight imperialism uncompromisingly. He can never unite people against imperialism.

The imperialists have been resorting to many conspiracies and scheming right from the beginning to establish their authority in West Asia and North Africa which are home to immense oil resources. They have stood in support of the dictators who bent their knees and preserved imperialist interests. If they think that he is a hindrance to their interests they are not hesitating to 'use and throw'.

Call of CPI (Maoist) to the Arab people

The Arab people should continue their agitations against dictators and imperialists with great determination. They should firmly oppose the attempts of imperialists, particularly US, Britain and France to hijack their movements. They should stay alert towards the military councils which came to power in place of the dictators. We are cautioning the whole Arab population not to get deceived by believing that the military generals who had all along supported the dictators would now guarantee democracy. All the anti-imperialist, democratic, patriotic sections including workers, peasants and middle classes should unite. The only path before the Arab population is to fight uncompromisingly with imperialism under the leadership of the proletariat. The recent phenomena in the Arab world has once again proven clearly that guidance of Marxist ideology and leadership of the vanguard of the proletariat, i.e. of a revolutionary communist party are inevitable for the true liberation of the oppressed masses. The namesake independences won by these countries from colonialism has given way to neo-colonial exploitation resulting in unbearable living conditions and the Arab people are direct victims of this since the past 40-50 years. If the Arab people have to win real independence then they have to stand on their own legs, destroy neo-colonialism and fight imperialism firmly. They should fight a united war against US, Britain and France imperialists who are waging an unjust war on Libya. CPI (Maoist) is hopeful that the struggles against the comprador bureaucratic rulers supported by the imperialists would definitely grow into determined resistance struggles against imperialists, against their intervention and against the unjust wars imposed by them. Only then could the Arab world be liberated from the clutches of dictators and imperialists.

Call of the CPI (Maoist) to the people of India and the world

The upsurges of the Arab people for freedom and democracy are entirely just struggles. Though there are some reactionaries like religious chauvinists among the agitators, these movements are democratic and progressive. Express solidarity to these movements. Condemn with one voice the unjust war imposed on Libya by the Western imperialists and the intervention of the imperialists in the Arab world.

· Stop immediately the unjust war on Libya by NATO forces led by US!

· The imperialists have no right to intervene in the internal matters of Libya!

· Expose the interventionist policies of imperialists, particularly of US, Britain and France in the Arab world!

Italian Proletarian statement supporting peoples war in India

We, workers, temporary workers, unemployed, salute the struggle of the
Indian masses against the reactionary regime of India and imperialism
that supports it.

In India the masses struggle against the masters, who sack and exploit
them, against high prices, corruption and state terrorism, with huge
demonstrations and strikes, factory occupations, attacks against the
masters.
In India the government decided to sell the natural and human resources
to Western imperialist transnational companies and the owners of the new
monopolies of automobile and steel such as Tata, Essar, Jindal, Mittal,
etc. which draw profits from the uncontrolled exploitation of workers,
often women and children, profits that allow them to become purchasers
and shareholders of the big international monopolies in the sector, in
alliance with the western masters.

Against all this, Indian masses rise up and develop a people's war led
by the party of the working class of India, the Communist Party of India
Maoist.

Against the rebel masses, the Indian government and imperialists
unleashed a repression, called “Green Hunt”, that is made of massacres,
summary executions, suppression of entire villages and sectors of the
population, to try sweep away what the masters of the world call “the
most serious internal threat and a danger to the international system”,
i.e. the people's war that aims to establish the people’s power based on
the unity of workers and peasants, to overthrow the imperialists, the
bourgeoisie and the feudal classes.

The struggle for rights of workers and people, the struggle for jobs,
wages, better living conditions, the struggle for freedom and democracy,
the struggle to overthrow the power of the masters and for the power in
the hands of workers and the masses, is an international struggle that
unites us all over the world.

For this, we express the utmost solidarity with Indian masses, the party
leads them, for they reject the attacks of the enemy and advance to victory.

PRESS RELEASE ON THE FACT FINDING REPORT OF THE CHINTALNAR MASSACRE, 11 TO 16 MARCH 2011, CHHATTISGARH

A 13 member fact finding team of Coordination of Democratic Rights Organisations visited the
Chintalnar Area of Dantewada district in Chhattisgarh to probe into the incidents of atrocities
perpetrated by the Salwa Judum and the state forces on the adivasis living in this area between 11th
and 16th of March 2011.
The incidents was propagated by the police as an ‘encounter’ between the CRPF and Maoists in
which, according to the police, 36 Maoists were killed. Also 3 SPOs were killed and 9 others were
injured. The police had celebrated this incident in the media to prove their dominance over the
Maoists in this region. Media persons and fact finding teams were restricted from going inside on
the pretext that it is ‘war zone’ and the so-called war between the state and the Maoists are still going
on, hence it is risky for any outsider to go inside. Most recently, the state home minister, Nankiran
Kumar gave a written statement in the assembly stating that the Maoists had led the attack on
villagers and burnt and looted homes in a bid to divert attention of the police who were in the area for
‘area domination exercises’.
Against this backdrop of serious crimes committed by the security forces and salwa judum and the
cover up by the police and politicians, a fact finding team comprising various civil and democratic
rights activists and other individuals, went inside this area on the 26th and 27th of March 2011 and
visited Morupally, Timmapuram and Tadmetla villages. As members of the team, we spoke extensively
to the villagers and the victims of the incident. We were shocked to find that once again, the police
version propagated by the state is completely hoax and far from reality.
What exactly happened?
Morupally village
According to the residents, on the morning of 11 March 2011, a huge contingent of 300 paramilitary
and Salwa Judum forces attacked Morupally Village in the Chintalnar area after they got a prior
information that a big meeting of adivasis will be held there. While people started running towards
the forest for cover, the Judum forces, dressed in military fatigues, entered the village and started
attacking the elderly and women.
1. Death: Madvi Sula, an elderly villager was picking tamarind from the tree when the Judum
forces accosted him, accused him of being a Maoist informer and shot him dead in front of his wife
and hanged from a tree.

2. Rape: Mangi Ganga was raped after her valuables and other belongings were looted from her
house. Emula Modey, a 35 year old woman, was raped after she was threatened for not disclosing
the location of the Andhra Maoist Dalam. The Judum members also took away 10,000 rupees
from her.
3. Assault and Arrest: Madivi Bheem, an 80 year old woman, was brutally assaulted. Her belongings
were also looted. While leaving the village, Judum members picked up Madvi Joga, his daughter,
Likke and his son Madvi Bheema and took them to Chintalnal PS. There, Likke was separated
from her brother and father, stripped and kept the whole night. The following morning when she
was handed over to her father, her clothes were not returned.
4. Burning of homes: 33 houses were burnt, looted and destroyed.
5. Identification of Accused: Villagers identified 9 members/leaders of Salwa Judum. They are:
Madakam Bheema, alias Ramesh from Junaguda; Telam Anda from Lakapole; Vanjam Deva
from Cherpan; Dasaru from Vilampalli; Ramulal from Bodikel; Maara from Morupally; Keche
Nanda from Korapad; Kartam Dula, alias Surya (Judum leader) from Misman; Payake, woman
Judum member from Timmapuram.
Timmapuram Village
Encounter between Salwa Judum and Maoist forcesTwo days later, on 13th March, the forces
advanced towards Timmapuram after ravaging Morapally village.
On the way, the next day Maoists came and tried to stop them. In the armed clash, that lasted for two
hours, one villager Bhima alias Sudarshan was killed while two other got injured. 3 SPOs were killed
while 9 others got injuries, of which one died later.
Killing of Bursey Bhima and burning of homes: The CRPF and Salwa Judum SPOs were
forced to retreat after the prolonged encounter. They came to Timmapuram village and took shelter
there. They made bunkers inside the village to quell probable Maoist attack. Before leaving the
village they set fire on 55 houses. Bursey Bhima was picked up by these forces from Pulampad
village on their way to Timmapuram. After setting the villages on fire, they hacked Bursey Bhima to
death with an axe. This is probably due to the fact that Bhima was an eye-witness of their entire
carnage.
Identification of Accused: People of Timmapuram have identified several Salwa Judum members
who led this carnage. They saw, Mantam Bhima alias Ramesh (from Jannaguda Village), Telem
Anda (of Lekapor Village), Wanjan Peva ( of Charpan Village), Dasaru (from Villampally Village),
Mara (of Monipally Village), Ramlal (of Bodikal Village), Keche Nanda (of Korapad), Kartam Dula
alias Surya (of Misman Village), an SPO and one woman SPO Payake from Timmapuram itself.

Tadmetla Village
From Timmapuram on their way back, they entered Tadmetla village and it became their next
target. In Tadmetla, they burnt a total of 207 houses. These houses were simply gutted to ashes.
They raped Marvi Jogi and beat her till she lost consciousness. When she came back to senses, she
found her cash and jewellery worth Rs. 12,000 missing. Around 20-25 other people in Tadmetla were
beaten up including children as young as 12 years old. Marvi Anda and Marvi Ayita of this village
were picked up by police and are still missing. They have not been produced even in police station.
We spoke to the affected villagers like the rape victim from Tarmetla village Marvi Joga. No case
has still been registered against anyone and not even a medical test has been done. Two people from
Tarmetla Muchaki Anda and Muchaki Ayita have gone missing and villagers claimed they have
been taken by the forces but are yet to be produced.
A rape victim of the Village and burnt housee
This one-sided ruthless attack by the state forces and Salwa Judum on innocent unarmed adivasis
were propagated in the media by the police as ‘ongoing encounter with the Maoists’. The rampage of
the salwa judum and state forces continued for almost five days. Two people were murdered cruelly,
while 3 women were raped. Almost three hundred homes were set on fire and completely gutted
down. They looted everything the adivasi people had including domestic animals like goats, cows,
chicken and pigs along with their money, jewelleries and other belongings. More than fifty people
have been grievously injured that includes children as young as 12 years old and women. This clearly
shows that the Salwa Judum is active and functioning like always. The state’s branding of them as
‘Koya Commandos’ is bogus. Despite the Supreme Court directive to disband Salwa Judum it is fully
functional and actively promoted and sponsored by the state.
These rampages were done with full consent and active support of the state. In the middle of these
unilateral atrocities, the state air-dropped rations and other food supply to the forces while taking
away the dead and the injured. On 24th March, the SDM had visited these villages with some relief
material. But even after he directly spoke to the villagers and saw the evidences of the atrocities, no
case has been registered against anybody. Even now instead of taking action against the perpetrators
of these atrocities, the state is still stopping civil rights activists and individuals to visit the area.
People in Morupally and Timmapuram are living in utter dire condition. People in these two villages
have received no relief from the state. They said that they have got some interim relief from the
Maoists. Many of them are staying under trees. After the fact finding team left, one local newspaper
reported of six starvation deaths in Morupally village which needs to be confirmed. We have been
inside these areas for two days, only to see that there was no ‘encounter’ with the Maoists as claimed
by the police, which is nothing but a myth propagated by the state to justify these atrocities.

The attack by the state forces and the Salwa Judum was heinous and the attack on the innocent
adivasis has been done persistently by the state and its mercenaries in the name of ‘Operation Green
Hunt’. These villages were particularly targeted as they have done alternative development works
like digging ponds, distributing lands among the landless, making irrigation facilities which the
state has failed to provide in all these decades. As we saw these areas are still the most underdeveloped
regions of the country and all that the state has done is to violate the rights of autonomy of the
adivasis, denied them of their basic means of livelihood and life and now they are perpetrating such
monstrous atrocities by Salwa Judum and paramilitary forces.
We condemn these outrageous acts of state violence and demand:
• Registering the cases of rape, murder, atrocities and kidnap against the CRPF and Salwa
Judum
• Exemplary punishment for the perpetrators of the crime.
• Immediate providing of medical facilities to the injured and medical tests of the rape victims
• Compensation of the people according to their specific losses
• Allowing more civil rights organisation and media persons to go inside the area.
• As per direction of the Supreme Court the salwa judum must be disbanded immediately and
functioning of the Salwa Judum in the name of ‘Koya Commandos’ must be stopped.
• Operation Green Hunt must be stopped immediately

International Campaign in support of People’s War in India
The week of mobilizazion in Italy.

The international campaign in support of the People's War in India serves the unity of Marxist-Leninist-Maoist communist and revolutionary forces, internationally. It serves the regrouping of the international communist movement around the largest and most active people's war, while those in Peru, Philippines etc. go on.
From the point of view of Maoism and people’s wars, the people’s war in India is at the heart of the current clash between revolution and counter-revolution.
That is why the attention of imperialism has increased, as well as the attention of its media.
The coming months we will reach an International Conference of support, that will gather many genuine revolutionary, internationalist and anti-imperialist forces in the world.
India can be the weak link of imperialism, right when it is trying to prevent the advancement of the revolution. The revolution in India helps to show the relevance of Maoism and communism.
That is why this campaign is very important.
We are like drops in the sea. This is the meaning of our work in Italy.
But the sea is made of many drops. Each advance of the revolutions in other countries is a drop in that sea, that turns into a sea of armed masses that can really change the face of the world.

In the revolt of the Arab masses, is especially seen the role as the protagonist of youth masses. The horizon of the ongoing uprisings is the overthrow of the regime in power, democratic freedoms, the improvement of living conditions. Workers are involved and share the objectives of these uprisings, they support them with strikes for their own demands, but they still neither express an autonomous overall position nor play a leading role. This means that the uprising are currently led by two lines: one of the bourgeois-democratic forces, often pro-Western, one of opposition Islamist forces.
The partial victories they won with the fall of the regimes in Egypt and Tunisia and the weakening of other regimes in the Arab world, the Middle East and Persian Gulf, have been achieved thanks to the strength and the magnitude of the peoples movement and, on the other hand, thanks to the rift it has caused within the army and parts of regimes themselves. Yet, we see a change in the form of the ruling regimes, not of substance, or, in some cases, a temporary setback to prepare a restorer counter-offensive. The conservation and restoration of such regimes is the aim of Islamic fundamentalism as well as the intervention of imperialism of U.S., Europe and, within this, of Italy, which want to contibute, with the political action and the military intervention, to drive the transition in the furrow of imperialist interests in the region.
In this situation, the current uprisings will be not able to achieve their goals until they get rid of such hegemony and any illusion on those forces, internal to regimes, which passed on their side, i.e. the forces of Islamic fundamentalism, the forces that just want more Western-style democracy, and the U.S., French, Italian imperialists etc.
This is the real task of the communists and the labour movement, in order to transform the current democratic uprisings into New Democratic Revolutions in all the Arab world, North Africa and Persian Gulf. The new democratic revolutions in led by the communists and proletariat are the real alternative, the real enemy of all reactionary and imperialist forces. The uprisings brought a favourable condition for this development, starting from the workers struggles, that are growing in strength, finding a even more favourable ground.
There are similarities and differences between the regimes in the different countries, concerning the development of the rebellion and the participation of workers, as well as the way regimes are responding. These are issues that the Communists and progressive forces have to take into account, in their strategy, but also in their tactics. In particular, we have to look at the situation in Egypt and Libyan.
In Egypt we see a still solid regime, despite the important downfall of Mubarak. The power is in the hands of the army, that grants a continuity of rulers interests, security of imperialistic interests, the alliance with Israel, etc.. The democracy and social fairness promised by the military hierarchies in power will be never realized. On the contrary, the new rulers are preparing to prevent the revolt from resuming and developing. An underground war already goes on for this purpose, first against the forces of rebel youth and workers struggles. The new prop of the regime, "the party of conciliators", is basically represented by Islamic fundamentalists, who have played a minor role in the uprising, but now, in the new space that the regime gives them, aims to play a stabilizing role. These forces are not and cannot be part of a united front aimed to realize the democratic and social demands put forward by the uprising.
In Libya, the regime relies on a full militarization of ideological and charismatic type. From being a positive factor, in the early colonial phase, long time ago it turned into a fascist dictatorship, subjected to and integrant part of the imperialist domination. Libya is a particular country: richest, with a centralized economy and massive use of immigrant labour. It is quite clear, therefore, that in this country, and the characteristics of the uprising, and the degree of participation of workers, and the solidity and the reaction of the regime, have taken different shapes and developments. Gaddafi responded to the uprising by turning it into a civil war. The Libyan masses should unite to defeat and topple the regime, but part of them relied on imperialists. First by interfering, then with the military intervention, imperialists play a direct role in resolving the ongoing civil war. Needed, now more than ever, a anti-imperialist patriotic united front.

Proletari comunisti supports the uprisings of people and youth and supports the struggling efforts of the working class, the reorganization in autonomous forms, trade union and political. We support the communists who in these countries, in the fire of class struggle and close link with the masses, will carry forward the New Democratic anti-imperialist revolution, by fighting imperialism, social-chauvinism and opportunism, false communist and false anti-imperialist positions in our country. Communist Workers - Pcm Italy denounces the imperialist intervention by the UN decision authorizing the bombing of Libya by the U.S., France, Great Britain, with a role in the forefront of Italy, with the provision of military bases, air and soldiers.
The reactionary regime, Gaddafi's neocolonial can only be overthrown by the masses with the Libyan revolt, not imperialism which has so far claimed the first of Italian imperialism.
Those parts of the revolt against Gaddafi who have asked and now welcome the imperialist armed intervention, are at the service of imperialist interests in Libya is a tragic illusion that imperialism can bring freedom and democracy. Imperialism is always exploitation, robbery and oppression, and when reactionary supports dictators, and when he speaks of "democracy."

On the Current Situation and Tasks

Since the 4^th Conference of the Co-ordination Committee of Maoist Parties and Organisations of South Asia (CCOMPOSA) held in 2006, there have been significant developments in the world and in South Asia. These changes have given rise to both challenges and opportunities. Guided by Marxism-Leninism-Maoism, the unity among the constituents of CCOMPOSA and their joint activities will surely strengthen the revolutionary struggles and initiatives going on in the different countries of South Asia and be a catalyst in facing up to these challenges and seizing the opportunities. This has a significance going far beyond the boundaries of South Asia.

International Situation

Bourgeois ideologues had seen the collapse of Soviet social imperialism in the 1990s as a "landmark victory" of capitalism over socialism.Â But this has now been dealt a body blow through the recent global crisis. Furthermore, the claim that Marxism and socialism have failed and capitalism has triumphed is doubly exposed as hollow rhetoric by the fact that the crisis of the imperialist economy has originated from such a country, the US, which claims itself as the leader of the imperialist world order.

Following the collapse of Soviet social imperialism US imperialism had arrogantly declared its sole hegemony in a world without any rival superpower. Policies like structural adjustments, privatisation and liberalisation were imposed on oppressed countries without any let up. In the imperialist countries themselves employment was downsized and casualised on a greater scale. All of this was aimed at sustaining the imperialist economy and maximising profits by further opening the way for finance capital penetration. Â But the result has been just the opposite. The US, which spread the tentacles of its financial institutions more intensively and extensively, compared to other imperialist powers, has been the worst sufferer in the present economic crisis. The specific causes underlying this crisis and its particular dynamics need to be further probed. But right now we must draw attention to the horrible devastation it has caused among the masses in both oppressed countries and imperialist countries. This is on top of the sharp widening of the gap between the rich and poor within countries and intensification of unevenness among regions of the world caused by imperialist globalisation.

By pumping in trillions of dollars through deficit financing to save financial institutions the imperialists managed to stave off an all-round collapse of the global economy. Yet the crisis is far from over. The measures adopted to tackle the crisis piled up huge public debts. There is a lot of loud talk, but little action, in the matter of regulating the frenzied speculative deals of financial institutions. Meanwhile, all the burdens of deficits and deficit cutting are being loaded on the backs of the masses through soaring inflation and cut downs in public employment and welfare. This has generated wave after wave of struggles in imperialist countries. Thus the aftershocks of the global crisis still rumble on. Â Imperialist solutions sow the seeds for more severe crisis.

The current crisis has been a great educator. Most importantly, all talk of the greatness of free market disappeared as imperialist governments scrambled to save their economies by any means. All the champions of liberalisation sneakily turned to protectionism. In order to overcome theÂ economic crisis, some of the imperialist governments were even forced to implement the 'socialist' measure of nationalisation. Bourgeois pundits had to talk about the need to retain this as one means to safeguard against future crisis. The crisis and the responses of the bourgeoisie thus further justify the validity and inevitability of Marxism and socialism ever more powerfully.

As a consequence of this crisis, not only has the contradiction between capital and labour sharpened more but the contradiction of imperialism versus the oppressed nations and people, which is the principal contradiction of the present world, has further intensified. The emergence of China as an economic force in the international arena, economic consolidation of Russia and more importantly the formation of a pole centred on both of these countries, brings out the multipolar nature of the world. The dream of the US imperialism to lead a unipolar world has turned out to be a mere pipedream. Rather, what is seen is a sharpening of inter-imperialist contradictions.

The economic crisis and consequently the intensification of the basic contradictions of the world, including the principal one, are sure to lead this world towards a political crisis in the days ahead. What it already shows is that, though in an uneven way, the objective situation all over the world, including in the imperialist countries, is developing favourably for revolution. The main trend of revolution is strengthened. We have seen the waves of militant struggles in imperialist citadels. And now the Arab countries are being shaken up one after the other in an unprecedented series of popular uprisings. Â Decades old dictatorial regimes were toppled in Tunisia and Egypt. In the absence of communist vision and leadership, these upsurges will ultimately fail in realising the peoples' aspiration of ending all exploitation. But this great churning up, this breech in the walls of reaction, surely creates fresh opportunities for the emergence and strengthening of the Maoist pole. It stands as powerful testimony to the great revolutionary potential existing in the world today.

In comparison to the favourably developing objective situation and its demands, the subjective strength of the Marxist-Leninist-Maoist parties still lags. Nevertheless, greater attraction of people towards Marxism and socialism all across the world is a very positive sign. There has been a powerful strengthening of anti-imperialist sentiment, specifically directed against US imperialism. Most importantly the formation of Maoist parties, latest in an imperialist country like France, is an inspiring event. The communist revolutionaries must help accelerate this process by waging ideological and political struggle in a planned way. In doing so, emphasis must be laid on defeating revisionism, which is the main danger today, and guarding against dogmatism.

The growing people's struggles all across the world against imperialist globalisation and US occupation in Iraq and Afghanistan have created favourable grounds in which the possibility of rallying a broad section of pro-people forces against imperialism has widened. Conscious efforts on the part of Maoist revolutionaries to seize this opportunity can change the scenario in favour of anti-imperialist struggles all across the world. This should be done with all force and capacity. Much hinges in this regard on the unity in understanding and common resolve on the part of communist revolutionaries.

The Situation in South Asia

Mao's assertion that Asia, Africa and Latin America are the storm centres of world proletarian revolution still holds good. Revolutionary class struggles against imperialism and its domestic puppets in South Asia have made this region very important for the world revolution. In concrete, the intense contradictions of the broad masses with feudalism and imperialism, widespread presence of revolutionary, national liberation and democratic movements all across the region and the enormous weight of the huge number of exploited and oppressed masses living in South Asia heightens this potential.

It is a fact that the masses of this region are commonly weighed down by the yoke of imperialism and Indian expansionism. The Indian state dominates not only over the broad masses in India but also the neighbouring countries. Open and arrogant intervention in the internal affairs of Nepal in recent days is a stark example. Indian ruling classes are gradually surrendering to US imperialism in the latter's plan of bringing the entire region under it strategic web to contain China, an emerging economic power of the 21^st century. This is the principal aspect. But on the other hand, they also have differences. The Maoist revolutionaries must keep in mind both the collusion and differences that exist between the US, India and China when they determine their strategy and tactics in this region as part of the world revolution.

Apart from semi-feudal and semi-colonial exploitation, a broad section of the Indian masses are victims of national oppression. Untold repression upon Dalits, Adivasis and the religious minorities based on Hindu chauvinism has been the identity of the Indian ruling classes. While a handful of ruling classes subservient to imperialism, principally the US, have been fattening, a huge number of the working people are thrown into ever increasing destitution. The much touted high growth in GDP masks an inhuman reality at the ground level, with no let up in peasants' suicides, punishing price rise, and high unemployment.

However, the New Democratic Revolution aimed at uprooting semi-feudal and semi-colonial relations from the Indian soil is making newer strides in the recent days. Advances made in the people's war, particularly after the formation of the Communist Party of India (Maoist), militant Â masses struggles led by the Maoist and other left forces against land grabs and forcible displacement of peasants by monopolies, and other struggles has given sleepless nights to the Indian reactionary ruling classes. Instead of addressing the problems confronting the country and its people they have launched a war on the people, Operation Green Hunt. The aim is to attack and destroy the new revolutionary political power emerging through the people's war, and thus clear the way to unbridled assaults on the people and plunder of natural resources. But this has brought out an unprecedented polarisation of a broad section of left, progressive and democratic forces, of almost the entire pro-people forces, against the country-selling, anti-people ruling classes of India. Wide, determined resistance to the Indian rulers 'war on the people' is growing and strengthening. In the battle field, the People's Guerrilla Liberation Army and People's militia have given sharp blows to the vastly superior and huge enemy force. Despite losing hundreds of their beloved ones in the attacks of the reactionary Indian armed forces, the valiant masses of the war zones maintain a high fighting morale. In fact this solid fortress of the revolutionary masses has been crucial in the successful withstanding of the enemy offensive.

In order to safeguard their interests and ensure that their puppets don't loose power, imperialism and Indian expansionism, have now come in open to interfere in the internal affairs of Nepal. Thus people's sovereignty has now become inseparably linked with national independence. Consequently, it has widened the possibility of building a broad united front among entire patriots, republicans, lefts, progressives including the entire oppressed classes, nationalities, gender and regions under the leadership of the proletariat for the seizure of power. In this challenging and promising situation the Nepalese people continue to struggle for the fulfilment of their revolutionary aspirations led by the UCPN (Maoist).

In Bangladesh, Maoists faced some setbacks with the capture of some veteran leaders by the reactionary regime. Crushing the Maoist movement is given top priority by the state. This counter-revolutionary campaign is trained and guided by imperialism. But despite facing such harsh attacks the Maoists persist along the revolutionary road. The rising struggles of the impoverished masses give favourable opportunities. The present Hasina regime is not only determined to oppress the revolutionary movement but is kneeling down to appease the Indian expansionists opening all the venues for loot and plunder. Its appeasement went to the extent of cooperating with the Indian government in arresting most of the senior leaders of ULFA.

Pakistan has been used as a front paw by the American imperialists for its war of occupation in Afghanistan. With the total subservience to the US imperialists, Pakistan has become a ground for civil war. The strengthening of US grip over Pakistan and the establishment of US bases in Pakistan is making the whole South Asia more vulnerable to US imperialist war designs.

Despite ever increasing budgets for the war of occupation in Afghanistan and enhanced deployment of US and its allied forces, the Afghan people are showing grit and determination against the barbaric war of US imperialists. Targeted attacks on occupation forces, the massive destruction of their logistics and ever increasing body count of the allied forces is a slap on the face for Obama's "surge". South Asian regimes, like those of India and Nepal, though not sending troops, are actively supporting the puppet government and is becoming a tacit partner in the occupation war.

The victory of Rajapaksa is the victory of rabid Sinhala national chauvinist forces. After defeating the LTTE, by perpetrating the murder of thousands of Tamils, this war criminal got elected when lakhs of Tamil population were languishing in miserable conditions surrounded by the barbarous Sri Lankan Army and all opposition was suppressed by fascist means. Indian expansionism actively supported the destruction of the LTTE and was hand in glove with the Rajapaksa government in its genocidal war against the Tamils of Sri Lanka. The LTTE got defeated mainly because of its lack of ideological and political clarity, sharply manifested in its nationalist sectarianism, and secondarily in the positional warfare tactics it adopted. While the defeat of LTTE is an immense loss to the struggling people of the world, it is also a sharp reminder of the need to establish, in theory and practice, the Maoist pole within the broad arena of national liberation struggles.

Challenges and opportunities

This Conference is being held when the Indian new democratic revolution continues to confront the serious challenge of "The Operation Green Hunt" launched by Indian expansionist state. While the initial victories in beating back this 'war on the people', politically as well as militarily, grant better conditions to the revolutionaries, the gravity of the challenges they face remains. The revolution in Nepal is at the crossroads. The powerful potential of great victory exits along with the serious danger of harsh defeat. Imperialism, and Indian expansionism is openly intervening in Nepal to destroy the revolution and is directly instigating the ruling classes for this. People all over the world look up to the Maoists in Nepal to break out of all domestic and external conspiracies and advance determinedly towards the completion of new democratic revolution. Notwithstanding vigorous attempts on the part of revolutionaries, the people's wars in Bangladesh and Bhutan have not yet been able to cut through enemy repression and develop it to a higher level. Maoist revolutionaries of Afghanistan are engaged in preparation of people's war amid US occupation. In Sri Lanka the task of reorganising the Maoist party is still on the agenda. All this shows the challenges faced by the Maoists of this region in the present juncture.

In spite of challenges, the opportunities are bright. In fact, bigger the challenge brighter is the opportunity. In order to transform this potential into reality the communist revolutionaries have to

engage in serious ideological and political struggle to defeat the wrong trends in the communist movement, principally revisionism;
develop strong ideological and political unity and common resolve among themselves;
build up regional mechanism for cooperation to fight imperialism, Indian expansionist hegemony and advance revolution;
establish the inevitability and invincibility of Marxism-Leninism-Maoism among the broad masses;
unite the entire national and democratic movements and just struggles broadly to the extent they can go together to fight the principal enemy.
unite with Maoist and all fighting forces throughout the world.

Seize power where it is possible, develop ongoing people's wars to higher levels, prepare and initiate people's war where parties exist and build up parties where they donâ€™t - this should be the working orientation of Maoist revolutionaries.

It is a declared fact that CCOMPOSA has been formed to unite the Maoist revolutionaries of South Asia and fight Indian expansionist hegemony and imperialism in the region. Apart from accomplishing its responsibility in this region, CCOMPOSA, as a part and parcel of the international communist movement, must discharge its internationalist duties to further the cause of world proletarian revolution. Â

South Asia is ripe for new democratic revolution. Let all of us strive to develop ongoing people's wars, initiate new ones, accomplish new democratic revolution in our respective countries and establish South Asia as a strong base area of the world proletarian revolution. This and only this is the way the Maoist revolutionaries in South Asia can contribute to the advance to socialism and communism and thereby fulfil their proletarian internationalist duty. This Conference calls on all Maoist forces in South Asia to join the CCOMPOSA and strengthen it and thus further advance in the common aim of making South Asia a blazing center of world revolution.

The delegates took up analysis of the current political situation in order to identify its main features. They noted the fall out of the global crisis, the devastations it has caused among the masses, the wave of struggles in imperialist citadels triggered of by the crisis and the recent series of popular upsurges in Arab countries, apart from developments in South Asia such as the successful withstanding of Maoists in India of the state's counter-revolutionary offensive. The Conference observed that "though in an uneven way, the objective situation all over the world, including in the imperialist countries, is developing favourably for revolution. The main trend of revolution is strengthened. The Conference called upon all Maoist forces in South Asia to join the CCOMPOSA and strengthen it and thus further advance in the common aim of making South Asia a blazing center of world revolution.

CCOMPOSA condemns the aerial attack of Libyan cities by the US, French and British defence forces in the garb of implementation of "no fly zone" by the United Nations Security Council Resolution no. 1973. The recent history is replete with vivid memories how the attempts to implement of "no fly zone" were escalated into a full war of occupation in Iraq resulting in colossal human tragedy. The war preparations in the name of "Operation Odyssy Dawn" by these blood sucking imperiliasts show that they are determined to do another Iraq in Libya. CCOMPOSA is confident that Libyan as well Arab people understand the designs of these imperiliasts that it is not the Libyan people's interest behind the war frenzy, but the precious oil that is driving these plunderers in toppling Gaddafi's regime. The compradore Indian government, instead of standing against the Imperiliast attempts of intereference in the ongoing civil war in Libya, by firmly opposing the Resolution, played a role of cunning fox, by abstaining in the voting.

CPP denounces US-led war against LibyaMarch 20, 2011

The Communist Party of the Philippines (CPP) today denounced the US-led coalition of imperialist forces for launching missile attacks against the people and government of Libya, calling it "a barefaced act of armed intervention against a sovereign nation."

Following a resolution by the UN Security Council to enforce a "no-fly zone" over Libyan airspace, imperialist countries such as the United Kingdom, France and the US launched rockets into Libya with the aim of crippling the military strength of the Libyan government of Mohamar Gadaffi. The attacks were carried out against the Libyan government in an effort to help the US-supported armed rebels which launched armed uprisings in the last weeks of February.

"The imperialists are arrogantly imposing their will against a government that has stood for their people's right to self-determination," said the CPP.

"The Gadaffi government has long been a target of US attacks since the early 1980s," the CPP pointed out. In 1982, the US imposed an economic embargo against Libya in an effort to force the overthrow of the government. This was followed by an assassination attampt against Gadaffi in 1984 and the aerial bombing of the cities of Tripoli and Benghazi in 1986. Economic sanctions were further imposed by the UN in 1992 and were eased only around 2004 after Libya complied with UN conditions regarding arms control and the surrender of suspects in the 1997 bombing of a commercial plane over Scotland.

"The US imperialists have long wanted to overthrow the Gadaffi government since it carried out the nationalization of banks and the oil industry," said the CPP. "The Gadaffi government has steadfastly stood against the imperialist policy of neoliberal globalization and has carried out populist policies ensuring the welfare of the Libyan people."

The CPP denounced the "hypocrisy" of US President Obama "who is now launching a large-scale war following mere declarations of 'no-mercy' by the anti-US Gadaffi. Yet, Obama and his imperialist coterie never lifted a finger in January even after their Egyptian puppet Mubarrak attacked peaceful demonstrators with armed thugs and state police personnel."

"The armed attacks against Libya are bound to blow up in the face of the US-led imperialists forces," said the CPP. "The US-led bombing of Libya can only succeed in inflaming the patriotic aspirations of the Libyan people and will militate them into uniting to defend their country's right to self-determination."

"Majority of the American people will not accept another interventionist war," said the CPP. "Like their wars against Iraq and Afghanistan, the US-led imperialists are risking involvement in another protracted war of intervention that they can never win."

Gaddafi’s relationship to imperialism

In stark contrast to the manner in which the Western imperialists have
responded to developments across North Africa and the Middle East over
the last two months, for the armed opposition in Libya they have been
only too ready to support the anti-Gaddafi movement. For all their
clamoring about the necessity for “peaceful transitions” where the
masses threatened their clients in Tunisia, Egypt, and elsewhere, the
imperialists have abandoned their pacifist demagogy when it has come
to Libya. NATO is pushing for a military assault against Libya that
could range in devastation anywhere from NATO’s operation against
Kosovo in 1999 to the invasion of Iraq in 2003.

To be sure, the Muammar Gaddafi regime in Libya is neither
anti-imperialist nor or a defender of the interests of the Libyan
masses. Despite Gaddafi’s support to national liberation movements
throughout the 1970s and ‘80s, from the late 1990s onwards the Gaddafi
regime took the road of capitulation and collaboration, negotiating
its détente with imperialism and sharing in the spoils of a
structurally adjusted Libya. UN sanctions were lifted in 1999 and by
2006 the US lifted its own sanctions and normalized relations as it
looked to get in on the massive investments opportunities that
European corporations were availing themselves of.

In the 2000s, the Gaddafi regime consolidated its status as a strong
ally of imperialism, becoming a partner in the ‘War on Terror’ and
rigorously implementing neoliberal structural adjustment programs in
Libya. The amount of foreign direct investments from the Western
imperialists – especially France, U.K., Germany, Britain, Italy, and
Canada – have sky-rocketed in the past decade. According to an April
2010 report from the Libyan government, over the past ten years 110
state-owned companies have been privatized and the same report
promised to privatize 100% of the Libyan economy over time.

The Canadian imperialists, for their part, have made substantial
investments in Libya in the past few years and want to ensure the
protection of those investments. Among the top companies working out
of Libya include Canada’s largest oil company, Suncor and the
Quebec-based engineering and construction firm SNC-Lavalin. Amongst
SNC-Lavalin’s contracts include the construction of the Benghazi
airport, a prison in Tripoli, and the massive Great Man-Made River
Project.

For his opening up to the forces of imperialist globalization in the
2000s the Gaddafi regime became tolerable, even celebrated – or at
least so long as his rule was secure. But in the second half of
February 2011, Gaddafi has lost all support from the imperialists.

The emergence of opposition forces in Libya has provided the
imperialists with the opportunity to reclaim the initiative in the
region’s ongoing developments; restore their image as apparent
defenders of justice, democracy and progress; and re-legitimize the
logic of imperialist meddling in the region. There’s no doubt that
they view Libya as strategically significant and recognize that there
is a greater share of spoils to be seized.

As the popular rebellions of the Middle East and North Africa unfolded
throughout January and February 2011, the Western imperialists
desperately struggled to save face in the midst of popular movements
that revealed just how hated imperialism’s comprador front men really
were. The toppling of Mubarak served as a huge embarrassment for U.S.
policy in the region. Mubarak’s Egypt was second only to Israel as the
staunchest defender of American imperialist interests in the Middle
East.

At first, the imperialists cautioned the masses to exercise restraint
and ensure that their resistance would remain peaceful. As the
people’s movements in various countries advanced and threatened to
topple imperialism’s clients, especially in Egypt, the imperialists
saved face by feigning neutrality. When the strength of the people’s
struggles melted away the support for Ben Ali and Mubarak regimes,
some of the imperialists even celebrated these developments
“Revolutions” (with the subtle implication that it was time to go home
and let the “transition to democracy” work its magic).

The Libyan Exception

Yet, the chorus sung by the imperialists when it came to Libya
contrasts sharply with their positions in Tunisia, Egypt, Yemen, and
all the other popular struggles. The imperialists have made no effort
to temper the opposition forces brandishing RPGs and Kalashnikovs
against Gaddafi, capturing city by city by force of arms. Certainly,
the people have a right to struggle by any means necessary. But had
any of the recent mass movements in the region (except for in Iran,
perhaps) taken up this level of armed resistance, the West would have
immediately labeled them as “terrorist” and provided direct assistance
in a merciless military assault.

The opposite has been the case with Libya. The imperialists are
supporting wholeheartedly the anti-Gaddafi forces. Every diplomatic
maneuver taken by the imperialists has been aimed at isolating Gaddafi
and supporting the opposition forces.

The development of an opposition movement against Gaddafi in the
broader context of the protest movements sweeping the region has
allowed the imperialists to conflate what’s happening in Libya with
everything else. The Western press has given top priority to the cause
of the anti-Gaddafi forces, eclipsing all other developments across
the Middle East and North Africa, many of which still pose a threat to
imperialism’s interests in the region. The diplomatic moves and
military maneuvers of the Western imperialists against Libya in the
past two weeks signal that they are actively working to steer the
popular anti-dictator sentiments in the region and around the world to
pursue their own imperialist interests in Libya.

Imperialism’s Intrigues Against Libya

The maneuvers of the Western imperialists must be exposed and opposed.
Any type of meddling or interference by the imperialists will prove
disastrous to the interests of the Libyan masses. Whether the
imperialists resolve upon stricter economic sanctions, NATO aerial
strikes, or outright military occupation, each and every move being
contemplated by the imperialists will only intensify the misery felt
by the masses under Gaddafi. All we have to do is look to the examples
of the Iraq sanctions regime throughout the 1990s, NATO’s aerial war
against the former Yugoslavia in 1999, or the occupations of
Afghanistan, Iraq, and Haiti in the 2000s to see what bloody
catastrophes imperialism has caused in the past decade. The combined
effect of these U.S. or NATO-led campaigns has left millions upon
millions dead, and tens of millions languishing.

On February 26, the U.N Security Council voted unanimously in favour
of limited sanctions against Gaddafi and his close associates. The
following day, Stephen Harper announced that Canada would take the
sanctions one step further by blocking all transactions with the
government of Libya, its institutions and agencies, including the
Libyan central bank.

On March 1, the General Assembly suspended Libya from the UN Human
Rights Council. The International Criminal Court has announced that it
will investigate Gaddafi for “crimes against humanity” for the
regime’s actions from February 15, 2011 onwards. Such charges are
never hurled at the clients of the Western imperialists fighting
counter-insurgency campaigns far more ferocious than what’s being seen
in Libya. Colombia’s decades-long war on its people and the armed
revolutionary forces, claiming tens of thousands of lives; Sri Lanka’s
genocidal assault against tens of thousands of Tamil civilians in
2009; the Philippine state’s notorious disappearance campaign against
thousands of mass activists amidst its own anti-Maoist
counter-insurgency campaign; India’s anti-Maoist ‘Operation Green
Hunt’, the largest military exercise against the Indian people in that
country’s history; and Israel’s invasions and sieges against Lebanon
in 2006 and Gaza in 2009 – none of these anti-people offensives led to
charges of “war crimes” and “crimes against humanity”. These cases do
not diminish Gaddafi’s crimes against the Libyan people; they only
reveal the great terror that will befall the Libyan people if the
imperialist’s intervene.

All diplomatic moves taken against Libya have been aimed at
delegitimizing Gaddafi while strengthening the hand of the
anti-Gaddafi forces. However, with the position of the opposition
forces being beat back and incapable of immediate success – a piece of
military intelligence that the U.S. imperialists began to admit openly
by March 10 – the only option left to the imperialists is to secure
the support they need from the “international community” to impose a
no-fly zone (which would be followed by air strikes). According to the
“international law” of the imperialists, the only legal way to do this
is through approval from the United Nations Security Council. However,
two of its veto-wielding members, the imperialists to the east, Russia
and China, have expressed their opposition to and will likely block
any attempt to legally sanction an intervention in Libya. Hence, the
imperialists are side-stepping China and Russia by taking their
campaign outside UN framework, encouraging the Arab League and the
African Union to sanction imperialist intervention.

On Saturday, March 12, the Arab League, which has suspended Libya,
called on the Security Council to impose a no-fly zone over Libya,
while paying lip service to being opposed to foreign occupation: “The
Arab League has officially requested the UN Security Council to impose
a no-fly zone against any military action against the Libyan people”,
said the Secretary-General of the League, Amr Moussa.

The African Union has thus far rejected military intervention in
Libya, not wanting a strike against Gaddafi to set a precedent that
would threaten other African heads of state. The AU has insisted that
Libya is in a state of civil war and should be treated as such.
Zimbabwe’s Mugabe said: “We took exception to interference by Western
powers … and we absolutely reject their intervention.”

Preparing themselves for this possibility, NATO forces have been
accumulating in the Mediterranean since early March, amassing aircraft
carriers and rapid strike forces. The challenge confronting the
western imperialists, however, is that while they do not want to see
the opposition get thoroughly crushed and are military positioned for
intervention, they fear making any hasty moves that will turn the
Libyan masses and the masses of the whole region and the world against
them.

U.S. imperialism is already incredibly overstretched and there may not
be another set of powers willing to lead up any major operations. But
these restraints do not necessarily limit the dangers that remain for
the Libyan people.

Hence, the imperialist press is working furiously to foster public
opinion against Gaddafi in favour of some sort of military
intervention.

The Libyan masses do not need to replace one set of reactionaries with
another set. Any forces in Libya calling on NATO to bomb Libya are
opportunists at best, if not reactionaries. The Libyan revolution does
not need a NATO campaign of aerial bombing. The overthrow of Gaddafi
remains the right of the Libyan people alone and can only come through
the fruits of their own struggle. An imperialist intervention will
only stem the tide of the revolution and foreclose the possibility of
an expansion of people’s power.

There are a number of forces claiming to have played a role in
initiating the anti-Gaddafi uprisings, including the National
Transitional Council, which declared itself the “sole representative
of all Libya” on March 5, 2011; and there is the National Conference
for the Libya Opposition (NCLO), which is claiming to have played a
role as well. Amongst these forces are military men, judges, lawyers,
academics – and in the case of the NCLO, the royalist Libyan
Constitutional Union led by the pretender to the Libyan throne,
Muhammad as-Senussi.

That certain imperialists have been quick to extend diplomatic
recognition to “the opposition” in Libya does not suggest that what we
have observed unfolding is simply a plan hatched in Washington. The
Libyan masses have sufficient reason to seek Gaddafi’s removal. In a
country with 30% unemployment and 50% youth unemployment, Gaddafi and
the bureaucrat capitalists and compradors have become richer and
richer through the period of neoliberal reforms, while the masses have
suffered immensely. The meddling of the imperialists is merely their
attempt to exploit the class contradictions that characterize the
opposition to arrive at an outcome even more preferable to
imperialism.

Revolutionaries in the imperialist countries have the duty to expose
and oppose the role of their own imperialist bourgeoisies in Libya,
and the people in the Middle East and North Africa have already
demonstrated that the assistance of imperialism is not required to do
away with reactionaries like Mubarak and Ben Ali. As Mao Zedong once
said, “All reactionaries are paper tigers”. Mao’s certainty in the
triumph of the people stemmed from his recognition that all
reactionaries are divorced or divorceable from the interests of the
people.

The growing waves of protests, strikes, and uprisings by workers and
the broad masses all across the world, conditioned by the general
crisis of the imperialist world system, reveal that the position of
imperialism is in strategic decline, while that of the proletariat is
strategically improving. Today’s People’s Wars in India and the
Philippines demonstrate that, when led by a genuine communist Party,
the will of the people for liberation is inexhaustible. In the coming
years, new People’s Wars will emerge all across the world. Out of the
uprisings in North Africa and the Middle East, new and revolutionary
communist Parties can and must emerge. The imperialists and all their
clients can and must be crushed.

March 8 is the International Women’s Day. In this day in 1908, women workers in Chicago city in USA finally came up to the street in demand of reducing working hour, women’s right to vote, develop factory environment, maternity leave etc,.
What is the real condition of our women?
Regardless of rural or urban area, women of workers, peasants and middle class are bound to give birth of children, bring them up and all sorts of house hold work. In Garment prison [It’s like a prison] they use to work hard. Neither there is minimum wage nor working environment. In every step, calling names and discrimination. Many times, workers are burnt to death by being locked the main gate by the authority. They are working with less wage than a male worker socially get only because they are women.
What is this outlook?
This is male chauvinist outlook. This is a special method of exploitation of human by human in exploitative society. Its origin lies in imperialist world system and semi-feudal semi-colonial society. This outlook lies in each and every arteries of this society. Male domination over women started since the origin of class. When there was no class in primitive communist society, women were equal to men. Agriculture was women’s invention. Its work availability was more than hunting. On the other side, continuing human generation by giving birth to children was an honorable task. Later, when a few people who were clan chiefs, they, by exploiting the different opportunities, seized ownership of property and riches, then they made the mass majority people slave, class society emerged since then. After the invention of plough, men captured agriculture. Men started to keep male chauvinist system by establishing ownership over children. As consequence, women went under men all the way. This male chauvinist system was sustained in slave society, feudal society and present capitalist stage. Karl Marx and Frederick Engels first showed that the exploited class of society the proletariat will destroy this capitalist society and construct socialist and communist society. In Russia, under Lenin’s leadership, first socialist society was established what continued under Stalin’s leadership. In China, the systematic trend of new democracy-socialism-communism was initiated by overthrowing feudalism and imperialism. The trend of women’s liberation is closely linked with that trend of Great Marx, Lenin and Mao. There will be no exploitation in communist society, so male chauvinism too will be wiped out.
In Bangladesh, the imperialist collaborator bureaucrat bourgeoisie is dragging women to factories and confining them in over working to get maximum profit by giving fewer wages. Major portion of profit goes to imperialist buying house, shopping mall and big shops. In those garment industries, women workers don’t have any fixed working hour. They are bound to work overtime, sometimes whole night. Many times, those extra working hours have no payment or if they have that are very little while they are the one who are giving the country the major part of foreign currency.
On the other side, religious fascism is carrying absolute feudal repression over women. Still many women in rural area and smaller towns are subjected to repressive veil system. Every now and then women are being murdered by Fotwabaji [Fotwa is a so called Islamic rule in which the Mullah give the verdict]. Recently in South Bengal, a minor girl, Hena was killed by being target of Fotwa. The killing of Felani named handicapped minor girl by Indian BSF is an example of imperialist oppression over women.
A lot of women are working as housemaid with negligible wage. That work neither has any respect nor fixed wage. Actually, they are subjected to unpaid labor with very little return. Many times, they die by torture of house members. Many women work as cooker in hotel. A lot of women work in brick breaking (for building construction), soil digging (for road construction) and that types of various work.
Despite carrying great responsibility as nurse and maid in hospitals, women are being brutally discriminated.
Men use to take dowry for marrying women. Innumerable women are subjected to dowry system.
Apart from that, many women lead a discriminated life as divorced.
A lot of women, driven by poverty, or are forced to take the profession of a prostitute. There too, the owners grab the major portion of income.
Bourgeoisie is using women in Television, Cinema, and Theatre as commodity.
In cottage industry, in long days, women make very special commodities only to give big profit to capitalists and big markets while they themselves hardly can survive in daily life by too little payment.
Grameen bank, brac etc NGOs are exploiting and cheating rural women by taking compound interest. Many women commit suicide when they can’t pay back debt.
In the nineteenth century, Begum Rokeya dreamed of emancipation of women. She wanted to break the then restriction over women.
Priti Lata, Kalpana Dutt, erstwhile Ila Mitra and Shikha (of Payarabagan) are pride for Bengalee women.
Taslima Nasrin is a rebel but not useful for women because of her surrender to imperialism. Bourgeoisie feminists don’t want to join revolutionary movement as they don’t want revolutionary transformation of society. On the other hand, bourgeoisie reformists of women movement despite saying about some reform like female education and job are nothing useful to women because they want to protect the rotten semi feudal semi colonial society. But progressive part of these two trends should be convinced or swept to revolutionary women movement.
This is why, we have to commemorate Great women leader Klara Zetkin, Rosa Luxemburg and Chian Ching who said about communist society where there will be no exploitation. There will be no capitalist upon our head. So, male chauvinism will vanish.

So, struggling women,
Let us unite to break the chain.
Let us unite under the banner of Revolutionary Women’s Movement to overthrow the semi feudal semi colonial society with goal of a communist society.

Raipur: In the autumn of 2007, a suave, middle-aged man with a military bearing walked into Naresh Bazaar cloth store near the Bilaspur bus stand and bought a thousand metres of olive green tericot fabric for Rs. 101 a metre. According to a shop assistant, the man looked like an ex-serviceman, spoke in English, introduced himself as Sunil Choudhury, a private security contractor with contracts to secure factories across Chhattisgarh, and said he needed uniforms for his guards.

Later that year, Choudhury appeared at Dayaram Sahu's workshop in Raipur's Purani Basti and asked the struggling tailor to stitch him trousers of waist sizes 28, 30 and 36 inches with corresponding shirts. “He said he employed more than 50 security guards and each watchman needed three sets of uniform,” said Sahu. “He asked for 35 uniforms, and promised another 100 sets if he liked my work.”

It appears that Choudhury liked Sahu's work; when the Raipur police raided the workshop in early 2008, they claim to have found 634 metres of military green cloth, 200 trousers and 107 full-sleeved shirts.

Sunil Choudhury, the police said, was not a security contactor but was Katta Ramchandra Reddy alias Vijay alias Gudsa Usendi, a high ranking member and spokesperson of the Dandakaranya Special Zonal (DKZ) Committee of the banned Communist Party of India (Maoist). The uniforms were meant for Maoist guerrillas rather than private security guards.

According to police charge sheets and court documents, Gudsa Usendi is the shadowy figure who sent compact discs of Maoist propaganda to Raipur politicians in 2006 and was the source of a consignment of 91 country-made shotguns recovered from a busy intersection in Raipur in 2008. The police claim he was in frequent contact with jailed human rights activist and award-winning paediatrician Binayak Sen and independent filmmaker Ajay T.G., an association denied by both Dr. Sen and Ajay. Gudsa's supposed wife, K.S. Malti, is currently in Raipur Central Jail; another alleged associate of his was arrested in Durg as recently as September last year. But who is Gudsa Usendi? “Gudsa Usendi is just a name,” said a smooth voice over the telephone in August last year, “Today I am Gudsa Usendi, tomorrow it could be someone else. Gudsa Usendi is the title taken over by the spokesperson for the DKZ.”

Maoist spokespersons have long had a fascination for aliases. Before he was slain in a police encounter last year, Maoist central committee spokesperson Cherukuri Rajkumar was known to the outside world as Azad (translated as Free), but within the party he went by several names including Madhu, Gangadhar, Uday and Dinesh. His successor goes by the name of Abhay (translated as Fearless); the spokesperson who handled the abduction of Malkangiri District Collector R.V. Krishna in February went by the name of ‘Prasad,' but Dandakaranya's Gudsa Usendi is different, because Gudsa Usendi was once a ‘real' person.

“It was at about three in the morning in Potenar village in Abujmarh. It was June 25 2000, it was raining heavily. There were six comrades in a hut when they were surrounded by the police,” said a young Maoist fighter who called herself Rehmati. “Five comrades were killed, one of them was Gudsa Usendi. He was 17.”

When he joined the Maoists, Gudsa Usendi dropped his given name and took on the moniker of ‘Ramesh.' He was of the Maria tribe from Chhattisgarh's Abujmarh region, according to the Maoists. A year after his death, the Maoist spokesperson of Dandakaranya (broadly corresponding with South Chhattisgarh) took on his name to keep his memory alive and the practice has continued ever since.

The Maoists are wary of sharing organisational details with reporters, but anecdotal evidence suggests that Gudsa Usendi functions at the centre of a cloud of cell phones, laptops and individuals. A message from Gudsa Usendi could appear as a note under your door, a letter postmarked by a small town on the Chhattisgarh-Andhra Pradesh border, an email from an IP address that traces back to a neighbouring State, or a micro-SD card stuck to a sheet of paper.

In a recent meeting, a member of their communications team explained that every Maoist division (equivalent to a zilla in the panchayati sytem) has access to a laptop, memory cards, a portable inkjet printer and a cell phone. The netbook examined by this correspondent ran an open source Linux-based operating system with open source text, image and video editing software. Gudsa Usendi usually prepares a press note and hands it over to one of his assistants. Major press releases (like the announcement for Martyrs Week) are designed using crack versions of software like Adobe Pagemaker and converted into PDF format, before being sent to printing presses installed in secret locations.

“We prefer PDF format, because it removes the problem of fonts when issuing press releases in English and Hindi,” explained an assistant, referring to a document format created by Adobe. The files are emailed from the top of a tall tree on a mountaintop where a GPRS enabled phone can log onto a stray network

All the devices are charged by truck batteries connected to solar panels. “Batteries provide direct current (DC); laptops and phones need alternating current (AC),” explained the assistant patiently, “So we add a DCAC inverter to the circuit and use solar power to charge our devices.”

The Maoists are keenly aware of the connection between surveillance and communication. In the forests, only certain senior cadres are allowed to carry cell phones and use their devices sparingly. “We have to secure an area and post sentries before making a phone call,” said a Maoist commander who carries a Nokia phone. However, the poor density of cellular towers in Maoist territories makes it hard to pinpoint the location of a particular phone.

On a windy day in Konta in Chhattisgarh's Dantewada district for instance, it is possible to pick up reception from a tower in Andhra Pradesh's Khammam district; by moving 50 km northwards from the same spot in Konta, a user can start ranging towers in Orissa's Malkangiri district, moving further towards Chintrakonda in Malkangiri, the Andhra network comes back into range. Somewhere in that broad stretch of land, a man climbs up a tree, pulls out a cell phone from the folds of his clothes and makes a phone call. “Hello? I have a statement from Gudsa Usendi,” he says.

My Journey of Chhattisgarh to release 5 policemen held by Maoists

For the first time, to my knowledge, the dreaded and hated Maoists have released five hostages. These hostages were from the Chhattisgarh armed forces. They had been held captive for nearly 18 days. They were released without any precondition on 11 January.

Two surprises awaited me when I went to receive these jawans, into the thick forests of Ambujh Marh in Chhattisgarh’s Narayanpur district. One was the serenity of the jungle. Could this really be a place of war? The second surprise was the Maoist resolve to stick to their word. We had gotten delayed by two to three hours on account of not knowing the routes too well. But they had waited.

I was accompanied by Gautam Navlakha and Harish Dhawan of PUDR, Kavita Srivastava and V Suresh of PUCL and Manu Singh of Sarva Dharma Sansad. After having walked for nearly 10 kilometres to a village (I don’t want to name this village so that their inhabitants are not harassed) we were greeted by songs of welcome in their traditional Gondi, and by uniformed cadres with rifles slung over their shoulders. We were seated under a make-shift canopy. Around us sat nearly two thousand tribal men and women. A loudspeaker set up near us was run on battery, as there was no electricity.

Then the five jawans who were held hostage walked in. What followed was very moving. The relatives of hostages, who had accompanied us, hugged their close ones, each crying on the other’s shoulder. While setting out on this journey, we would never have believed that things would come to this pass - so peacefully.

The stillness of the jungle was broken finally – by shouts of Lal Salaam. We joined in. What struck me was that almost each member of the Maoist cadre – man and woman – seemed to be in their early twenties. They looked lean and thin, emaciated – and yet so determined. But what has left a lasting impression on me from this day is the hostages themselves. Not one had a scratch on them. Each one of them testified on the loudspeaker that the Maoists had treated them “like family members”.

Unfortunately, the national media has not taken an interest in highlighting this peaceful release. If a few of these jawans had been beheaded the media would have rejoiced in flashing sensational bloodcurdling images 24/7. Here, stringers from the national media had walked with us in good numbers. But with a few exceptions this story – which was well covered locally for Chhattisgarh – was not broadcast to national audiences.

Now it is the turn of the government of Chhattisgarh and the Government of India to reciprocate this unconditional release of the jawans. I made this demand when I addressed a joint press conference with the Chhattisgarh Chief Minister the very next day on 12 January.

This brings me to the darker side of what transpired at Ambujh Marh. The poor tribals gathered there told heart rending stories of torture and brutality they have to suffer day-in and day-out, at the hands of the state. Women complained about husbands, brothers and sons being thrown into prison – either on flimsy charges, or without any charge at all. More than 300 such poor tribals are today languishing in different jails of the region.

I have seen exploitation written large across the faces of these original inhabitants of the land during this brief visit. Traveling here gives you the feeling of a genocide that is going on secretly – through sixty three long years of independence. Sixty three years which have seen a willful and systematic abdication of the constitutional mandate for these people. Travel here and you will not ask questions like “Why have young men and women been forced to take up arms?” Not many of the people here understand what Maoism is – but they do believe that armed resistance is the only way to end the exploitation they are subjected to.

Another aspect of the darker side was the prevalence of several well equipped CRPF Camps at Chhattisgarh. These camps have been the faces of Operation Greenhunt so far – the state’s response to the Naxal problem. Now the state has a new face – the military training centre.

One of India’s biggest Military training centres is coming up at Chhattisgarh. Would it not be logical to suspect that this military training centre will be a cover for the launching of military operations on the lines of what has happened in the North East and in Kashmir, facilitated by the AFSPA?

On the one side the Chief Minister Raman Singh has gone on record saying the Salwa Judum and its new incarnation SPO have been huge blunders and highly counterproductive. How I wish this realization had dawned on the powers that be much before the Supreme Court had to take them to task (on the Salwa Judum). But it didn’t.

Is it not high time, even now, for the Ministry of Defence to consider the counterproductive nature of this military training centre – and the devastating collateral damage it could wreak?

So here we have the centre and the state playing on two different planks. The same Chief Minister who would earlier stridently demand strong action against the Maoists is now supporting the need for a sustained dialogue – as the only way to resolve things. If this is a genuine need, then why is it not being felt by the central government.

The government of India through the home minister’s letter dated 11 May, 2010, has suggested 5 steps that my lead to peace in the region. The most important step is the cessation of violence from the Maoist side for 72 hours, to be reciprocated by the paramilitary forces. This should be followed by a long term ceasefire and formal invitation to the Maoist leaders for dialogue. Dialogue, which should center around crucial points like the release of prisoners arrested under flimsy grounds – under the UAPA or Chhattisgarh Public Safety Act.

Going back to when the hostages had not been released, I had spoken to the Home Secretary G K Pillai and he had promised that there would be no paramilitary intervention till the release took place.

This 42 hours of suspension of operations – by both the government and the Maoists – proved crucial in paving the way for us civilians walking into dense forests and securing the hostages’ safety. This could be the model ahead – extended to 72 hours.

During my brief conversation with the Maoist leaders present there I had urged them to fix me a time and date for meeting their senior most leaders, such as Ganapathy – during such a 72 hour ceasefire period.

The success of this release operation was pegged on trust on the part of both sides – and both sides honored this trust.

If the same could be carried forward then not only the interim period of ceasefire, but even as long term cease fire can be the light around the corner.

I urge the Government of India, particularly the home minister and the prime minister, to seize this opportunity to renew their offer of peace talks.

A word of warning here. The first peace initiative taken up by me immediately after getting a letter from Mr P C Chidambaram, had gotten a very positive response when the CPI(Maoist) leader Azad had in a letter dated May 31 2010 expressed the Maoist keenness to join the peace process – and in fact demanded a longer term of ceasefire.

The prospects of this interim ceasefire – the three day ceasefire, starting on the 10th or 15th of July, 2010, receded completely, and the peace process got completely derailed due to the (alleged) brutal and cold blooded murder of Azad.

Now, in spite of assurances from the Prime Minister and Rahul Gandhi that a judicial enquiry will be conducted, nothing happened for six months - so the whole thing will be decided by the Supreme Court which has served notice on the Government of India, and the matter is coming up for hearing on 14 March.

But let there be a new beginning with confidence building measures from both sides. The first step has already been taken by the Maoists by the unconditional release of the hostages. It is the turn of the government to respond and build on this.
