We have severely suffered great damage and had a lot of victims due to the Great East Japan Earthquake and the Fukushima nuclear power plant accident. When we face this pain, we have to ask two fundamental questions; what is the nature? and what is the human being that belongs to and works on the nature? Our International Symposium has two parts corresponding to the two questions and we mainly try to discuss two subjects, local culture and Kenji Miyazawa.

Japan, having hardly recovered from the damage of the global financial crisis, was shaken again by the devastating East Japan Earthquake Disaster and the Fukushima nuclear plant crisis. The nation-state of Japan faces major challenges in regenerating the sustainable future beyond this “dual” crisis and under the mighty dynamics of globalization.

Globalization dynamics have been transfiguring overall politico-economic and social systems globally for the past three decades. Their far-reaching impacts affect almost all aspects of political and socio-economic spheres, and even those of culture, thoughts and ideology. The globalization of firms, finance and information, together with shifts in governmental functions toward neoliberalism, have constituted the major driving forces of globalization dynamism. These have brought about many problems and have even revealed the systemic instability of global politico-economic orders, as has been shown by the recent global financial and economic crisis originating in the U.S. An all-out institutional restructuring seems to be inevitable, globally and locally, which constitutes an epochal transformation of the politico-economic and social systems in the modern world.

This symposium aims to elucidate globalization dynamics and to explore ways to regenerate our sustainable future, especially beyond Japan’s “dual” crisis. A special emphasis will be placed on the local and regional community level in the context of the complex and multi-layered new politico-economic nexus created globally and locally by globalization dynamics. In this sense, the symposium constitutes an important part of the comprehensive research project currently being undertaken by the Institute for Sustainability Research and Education (ISRE), Hosei University: “Synthetic Elucidation of the Socio-economic and Cultural Transformation and the Systemic Sustainability under the Globalization Dynamics.”

東日本大震災のため延期となった国際シンポジウムが、あらためて開催の運びとなりました。

サスキア・サッセンを筆頭に、スナンダ・セン、スワタナ・タダニティ、アルマンド・モンタナーリ、ダルコ・ラドヴィックら各方面の世界的第一人者を迎えて、舩橋晴俊、河村哲二、陣内秀信ら法政大学サス研の首脳陣が「持続可能な未来の探求」の考察に挑みます。

前回のシンポジウムのテーマを引き継ぎつつ、今回のシンポジウムは「3.11」を乗り越えてゆくための「持続可能性」をテーマに掲げました。グローバリゼーションのもとでの社会経済システムや文化の変容という「危機」と震災・原発の「危機」という二重の「危機」に直面した日本は、これからどのように未来を見据えてゆけばよいのか。近代国家体制の見直しと伝統的地域文化の復興という課題を、歴史的位相と空間的位相の両側面から、縦横無尽に考察します。

―「３．１１」を超えて

グローバリゼーションの顕著な進展のもとで、深刻なグローバル金融危機の打撃を脱しきれないまま、大震災・津波被災と原発危機に揺れる日本。そうした「二重の危機」を超えて、いかに持続的な未来を開くのか。日本は今、大きな課題に直面している。それは、グローバリゼーションのインパクトのもとで、金融危機・経済危機や環境問題の深刻化、国際紛争の激化など、社会経済システムの危機に直面する世界にも共通する普遍的な課題である。そうした人類的課題の総合的解明を目指す法政大学サステイナビリティ研究教育機構の総合研究プロジェクト「グローバリゼーションによる社会経済システム・文化変容とシステム・サステイナビリティ」の一環として、本シンポジウムは、グローバリゼーションのダイナミズムの解明とともに、日本の「二重の危機」を焦点に、社会経済の持続可能な再生の展望を、近代国民国家の枠組みを超えて、とくに地域とコミュニティの視座から探求する。

ドキュメンタリー映画「100,000年後の安全」上映会とディスカッションのお知らせ（10/22）

3月11日の東日本大震災から半年が経ちました。地震や津波、福島第一原発事故によってもたらされた被害は、日本社会に大きな転換を迫っているといえます。人間環境学部では、変わりゆく社会の行方や、将来像について、学生と教職員が一緒になって「とにかく考えてみよう」という企画を始めております。

第1回は「ミツバチのささやきと地球の回転」の上映を行い、原子力発電所や再生可能エネルギーに関するディスカッションを行いました。今回は、フィンランドの高レベル放射性廃棄物永久処分場をあつかったドキュメンタリー映画「100,000年後の安全」を上映します。日本でも、福島第一原発の事故処理に伴う中間貯蔵施設の立地が議論され、青森県六カ所村や北海道幌延町など高レベル放射性廃棄物処理を巡った問題が長い間、議論されております。エネルギー問題や地域社会のあり方、持続可能な社会の可能性について、このドキュメンタリー映画を見て、ともに議論していきたいと思います。皆様のご参加をお待ちしております。
なお、入場料は全額を東日本大震災の災害復旧及び復興のために関連団体に寄付します。

《本講義の目的と方法》
本講義では、哲学・倫理学・感性学の立場から、「真に持続可能な社会」に寄与する「サステイナビリティ・フィロソフィ」の役割や意義を考察する。今年3月11日、東北地方・関東地方を中心とする「東日本大震災」が発生し、数十万人に及ぶ犠牲者・被災者・避難者や国家的規模の物的・人的な損失を生じた。これは、自然災害と人災との「複合災害」である。特に福島第一原発事故は、発生から半年が経過した今も放射能の放出や汚染が続いている。その影響は、測り知れない規模で拡大し続けている。原子力安全・保安院によれば、原発事故で放出された放射性物質のセシウムは、広島に投下された原子爆弾の１６８倍に達している。いずれにしても日本は、3月１１日を境にして、それ以前とは異質なリスク社会に変貌した、と認識すべきである。
そこで後期の本講義では、「リスク社会における健康・安心・安全・信頼の意義」というテーマで、「サステイナビリティ・フィロソフィ」の観点から、３･11以後の日本社会の在り方から従来型の「持続可能な社会」の概念の根本的見直しを試みつつ、健康・安心・安全・信頼その他の多様な価値と規範の在り方について、ともに考えてみたい。
本講義の狙いを一言で表現すれば、「真に持続可能な社会」の目的は、「健康」という人間の最も基本的でしかも最も重要な価値および権利の実現にあり、そのためにサステイナビリティ研究が存在するという点にある。

第19回サス研フォーラム開催のご案内

「サス研フォーラム」は、法政大学サステイナビリティ研究教育機構が、「サステイナビリティ」をテーマにして、定期的・連続的に開催する公開の講演と討論の集いです。
　今年度は法政大学大学院の7つの研究科で共同開講している正規授業である「サステイナビリティ研究入門A、B」のうちの8回程度を「フォーラム」と位置づけ、公開して行うことを予定しています。講師は、学外の専門家や実務家を招聘して、交替で担当します。
　法政大学に所属する方でも学外の方でも、関心のある方はどなたでも参加でき、事前申込ならびに参加費は不要です。

　　（社団法人　農山漁村文化協会　編集局　季刊地域・全集グループ長）

　　　1955年宮崎県生まれ。九州大学経済学部卒業。『定年帰農』『田園住宅』『田園就職』『帰農時代』の「帰農4部作」で99年農業ジャーナリスト賞受賞。
　　『青年帰農』『若者はなぜ、農山村に向かうのか』『脱・格差社会』など、人の生き方、地域のあり方に凝縮された社会の変化を追究し、「地元学」による地域づくりの現場に出没する。ＮＰＯ法人地球緑化センター理事、中山間地域フォーラム理事、鴨川自然王国里山帰農塾講師。

５．講演要旨
　　　かつて、地域には地域の生業があり、それが地域の暮らしをつくってきた。高度成長期以降、地域に生業としてあった様々な仕事が専門化・産業化され、業種ごとの「専業化」と「業種の壁」のなかで、経済合理が追求されてきた。それが経済を拡大し豊かさを実現する道だとされてきた。だが、それぞれの頑張りにもかかわらず、いや頑張りのゆえに、かえって地域を暮らしにくいものにしてきた。業種タテ割り中央集権構造によって地域は分断され、地域にあるもの、地域資源の価値が見失われてきたからである。そこを、地域を再生する立場から変えていこうとするのが「地域という業態」の考え方である。
　　　農家と地域のさまざまな業種がつながり、地域にある課題をひとつひとつ「仕事」として解決していく。『季刊地域』は、そんな各地の仕事づくりに学びながら、「ゆるがぬ暮らし」「ゆるがぬ地域」づくりに貢献したいと考えている。

シェーナウ電力（EWS - Elektrizitaetswerke Schoenau）は、1997年創立の市民による電力会社。

創立のきっかけは、チェルノヴイリ原発事故ののち、五人の子供をもつ主婦が中心となり、原発に依存する地元の電力会社に対して起こした反対運動だった。

驚くべきことに、彼らの対抗プランは、市民がお金を出して独占契約を買い取り、自らの手で市民所有の水力、太陽光、天然ガス、再生可能エネルギーによるエコ電力会社を創立するというもの。

到底不可能に思えたプランながら、幾多の問題を乗り越え、これが最終的に実現。社員40人弱の小さな会社ながら、現在ではドイツの10万を超す顧客に、原子力と石炭フリーのエコ電力を供給している。

さらなる課題は、その議論を、われわれの住まうこの場所に足をつけたものとして展開すると同時に、決して近視眼的にならず、想像を絶する遥か未来にも目を向けて展開しなければならない、という点にある。われわれが直面しているのが、百年や二百年などといったレンジを大きくはみ出る「時間」の問題であることを忘れてはならない。オンカロは、そうした深刻な問題の所在を教えてくれるいい例だろう。

    山口　幸夫　氏（原子力資料情報室・共同代表）
    1965年、東京大学数物系大学院博士課程修了、物性物理学専攻、工学博士。
    米ノースウエスタン大学、東京大学を経て、1998年より原子力資料情報室・共同代表。

５．講演要旨
純粋な科学上の研究から原子核の分裂が発見された。分裂のさいに生ずる莫大なエネルギーは、1945年、原子爆弾に応用された。ヒロシマ・ナガサキの惨劇の結果、原子力の〈平和利用〉をめざす道が拓かれたが、事故と核拡散とを避けることはできるのだろうか。科学の原理と技術の現実とを考えると、人類は決定的な分岐点にさしかかっている。持続可能な社会と原子力エネルギーの両立は可能かを考察する。
